FROM THE PRESIDENT Fellow RAB members, I am excited to announce that May has brought warm weather and a newborn son to our family! We are truly thankful for our new arrival (Leo) and that he is happy and healthy. My two older daughters, Calla (12) and Keira (10), have been extremely helpful and are giving him plenty of attention. The Annual Golf Outing is near! I am sure many of you are looking forward to getting out on the course and reconnecting with fellow members after being cooped up for so long. UNIFIED DEVELOPMENT CODE Rochester, Minnesota Installment 2 Hello Members: The City of Rochester has officially released the second installment of the draft Unified Development Code (“UDC”). Click here for the full text of the second installment. The focus of this installment is the applicable dimensional and design standards for each zoning district. The following is a summary list of the items addressed in this installment: • Subdivision Standards • Access and Connectivity • Sensitive Lands, Wetlands, Stormwater, and Drainage • Landscaping, Bufferyards, and Fences • Site and Building Design • Parking, Loading, and Stacking • Exterior Storage • Exterior Lighting • Signs • Incentives • Maintenance and Operation Clarion Associates and City staff presented the second installment to City Council this Monday and received feedback from the council regarding the proposed changes. We have been working with the City to provide multiple opportunities for our members to ask questions and provide comments on the second installment. We will be sending out meeting opportunities to the membership in June where you will all have a chance to engage with the City on this important topic. The terms of the UDC will govern development in our community for years to come and it is vital that each and every member has the chance to provide input during this process. HMI: Building Materials Top Housing Concerns BY ROBERT DIETZ on MAY 17, 2021 Builder confidence held stable in May, despite growing concerns over the price and availability of most building materials, including lumber. The latest National Association of Home Builders (NAHB)/Wells Fargo Housing Market Index (HMI) shows that builder confidence in the market for newly built single-family homes is 83 in May, unchanged from April. Builder confidence in the market remains strong due to a lack of resale inventory, low mortgage interest rates, and a growing demographic of prospective home buyers. However, first-time and first-generation home buyers are particularly at risk for losing a purchase due to cost hikes associated with increasingly scarce material availability. Policymakers must take note and find ways to increase production of domestic building materials, including lumber and steel, and suspend tariffs on imports of construction materials. In recent months, aggregate residential construction material costs were up 12 percent year-over-year, and our surveys suggest those costs are rising further. Some builders are slowing sales to manage their own supplychains, which means growing affordability challenges for a market in critical need of more inventory. With labor and lot availability a challenge in many markets, new home prices will rise through 2021.

Derived from a monthly survey that NAHB has been conducting for 35 years, the NAHB/Wells Fargo HMI gauges builder perceptions of current single-family home sales and sales expectations for the next six months as “good,” “fair” or “poor.” The survey also asks builders to rate traffic of prospective buyers as “high to very high,” “average” or “low to very low.” Scores for each component are then used to calculate a seasonally adjusted index where any number over 50 indicates that more builders view conditions as good than poor. The HMI index gauging current sales conditions held steady at 88 and the gauge charting sales expectations in the next six months rose one point to 81. The component measuring traffic of prospective buyers fell one point to 73. Looking at the three-month moving averages for regional HMI scores, the South rose one point to 84 and the West held steady at 90. The Northeast fell four points to 82 and the Midwest posted a three-point drop to 75. The HMI tables can be found at nahb.org/hmi.

Inflation from Economic Reopening is Here BY JING FU on MAY 12, 2021 Both headline inflation and core inflation jumped in April, reflecting strong consumer demand for products and services as the economy reopens from the COVID-19 recession. The Bureau of Labor Statistics (BLS) reported that the Consumer Price Index (CPI) rose by 0.8% in April on a seasonally adjusted basis, after an increase of 0.6% in March. It marks the largest increase since June 2009. Excluding the volatile food and energy components, “core” CPI increased by 0.9% in April, after an increase of 0.3% in March. It is the largest increase since April 1982. The index for used cars and trucks increased by 10.0% in April, accounting for over a third of the seasonally adjusted all items increase. Meanwhile, the indexes for shelter (0.4%), medical care commodities (0.6%), apparel (0.3%), and airline fares (10.2%) all rose over the month. The price index for a broad set of energy sources declined by 0.1% in April, after ten consecutive increases from June 2020 to March 2021. While energy commodities decreased by 1.4%, energy services increased by 1.5%. The food index rose by 0.4% in April, after a 0.1% increase in March. The indexes for food at home and food away from home rose by 0.4% and 0.3%, respectively. During the past twelve months, on a not seasonally adjusted basis, the CPI rose by 4.2% in April, the biggest 12-month increase since September 2008. Meanwhile, the “core” CPI increased by 3.0% over the past twelve months, faster than a 1.6% increase in March. The food index rose by 2.4% and the energy index rose by 25.1% over the past twelve months. NAHB constructs a “real” rent index to indicate whether inflation in rents is faster or slower than overall inflation. It provides insight into the supply and demand conditions for rental housing. When inflation in rents is rising faster (slower) than overall inflation, the real rent index rises (declines). The real rent index is calculated by dividing the price index for rent by the core CPI (to exclude the volatile food and energy components). In April, the Real Rent Index declined by 0.7%, after a 0.2% decrease in March. Over the first four months of 2021, the monthly growth rate of the Real Rent Index declined by 0.2%, on average.

Gains for Single-Family Built-for-Rent Ahead? BY ROBERT DIETZ on MAY 19, 2021 Counter to expectations, the number of single-family homes built-for-rent (SFBFR) construction starts posted a year-over-year decline for the first quarter of 2021. The SFBFR market is a way to add single-family inventory amid concerns over housing affordability and downpayment requirements in the for-sale market, particularly during a period when people want more space and a single-family structure. Single-family built-for-rent construction differs with respect to structural characteristics compared to other newly-built single-family homes, particularly with respect to home size. According to NAHB’s analysis of data from the Census Bureau’s Quarterly Starts and Completions by Purpose and Design, there were approximately 7,000 single-family built-for-rent starts during the fourth quarter of 2020. This was a 22% decline relative to the first quarter 2020 total of 9,000. Over the last four quarters, 42,000 such homes began construction, which is about flat compared to the 41,000 estimated SFBFR starts for the four prior quarters. Given the small size of this market segment, the quarter-to-quarter movements typically are not statistically significant. The current four-quarter moving average of market share (4.1%) remains higher than the historical average of 2.7% (1992-2012) but is down from the 5.8% reading registered at the start of 2013. Importantly, as measured for this analysis, this class of single-family construction excludes homes that are sold to another party for rental purposes, which NAHB estimates may represent another two percent of single-family starts. The estimates in this post only include homes built and held by the builder for rental purposes. It is possible this share is rising, and we will have future survey results to explore it. With the onset of the Great Recession and declines in the homeownership rate, the share of builtfor-rent homes increased in the years after the recession. While the market share of SFBFR homes is small, it has been trending higher. As more households seek lower density neighborhoods and single-family residences, but some must do so from the perspective of renting, the SFBFR market will likely expand in the quarters ahead as the economy recovers from the virus crisis.
