Hello Members, The temperature is getting cooler, and it is MN State Fair time for the Holmen Family. We are prepped and ready for the trip up to St. Paul. It is also time to get the boys ready for school. I will be taking Ryan back to Illinois for his sophomore year at Black Hawk College, and Carter is ready for his Junior year at Lanesboro High School. Life on the farm is always busy, but I love where I live, and I love where I work. Life in general is pretty amazing. I am celebrating a milestone birthday this year. It is hard to believe, but time doesn’t wait for anyone and definitely does not stand still. Last month we had our Member Appreciation Night at Mayowood Stone Barn, and we presented Bruce Meadows with his Honorary Member Clock for his years of

membership. There were also several of the past Honorary Members present that evening. I hope you had a chance to visit with them. Thank you to the food and beer sponsors, that helped make that evening possible. It was a great turn out at LTS Brewery for the Builders, Bags & Brews fundraiser for the Jeremiah Program. Check in time was a little drizzly, but as the day progressed the sun started to peek out. There was woodfire pizza, lots of beer, music from 97.5 early in the day, a live band in the afternoon and a wonderful group of people to make this a fabulous way to spend a Saturday. I was on a team that was a lot of fun, but unfortunately, we went out fast with a big goose egg for wins. Fall is nearly upon us and that means Fall Showcase of Homes and Remodelers Tour for RAB Members. I am excited to see this year’s entries. The plan is expected to include: drivers and co-benefits, focus areas, issues, goals, metrics, and actions. With the aim of creating a comprehensive plan, the development was separated into three streams of work: project scoping with data collection and gap analysis, phase 1 - discovery, and phase 2 – solution exploration and design. The CSWMP is now entering phase 2 of the plan development process with a goal of having a published plan by December 2023. Community engagement is a high priority as part of Rochester’s CSWMP. A project website will be launched this September and will be updated with opportunities to participate in planning sessions and provide input throughout phase 2. You’re invited to share your experiences, advice, and recommendations with the planning team. Single-family built-for-rent sector construction surged during the second quarter of 2022 as homebuying affordability declined on higher mortgage interest rates.

According to NAHB’s analysis of data from the Census Bureau’s Quarterly Starts and Completions by Purpose and Design, there were approximately 21,000 single-family built-for-rent (SFBFR) starts during the second quarter of 2022. This is a 91% gain over the second quarter 2021 total. Over the last four quarters, 69,000 such homes began construction, which is a 60% increase compared to the 43,000 estimated SFBFR starts in the prior four

Importantly, as measured for this analysis, the estimates noted above only include homes built and held by the builder for rental purposes. The estimates exclude homes that are sold to another party for rental purposes, which NAHB estimates may represent another five percent of singlefamily starts based on industry surveys. Indeed, the Census data notes an elevated share of singlefamily homes built as condos (non-fee simple), with this share averaging 4% over recent quarters.

Thequarters.SFBFRmarket is a means to add inventory amid challenges over housing affordability and downpayment requirements in the for-sale market, particularly during a period when a growing number of people want more space and a single-family structure. Single-family built-forrent construction differs in terms of structural characteristics compared to other newly-built single-family homes, particularly with respect to homeGivensize.the relatively small size of this market segment, the quarter-to-quarter movements typically are not statistically significant. The current four-quarter moving average of market share (6%) is nonetheless higher than the historical average of 2.7% (1992-2012) and sets a data series high as this submarket expands.

Some, but not all, of these homes will be used for rental purposes. Additionally, it is theoretically possible some single-family built-for-rent units are being counted in multifamily starts, as a form of “horizontal multifamily,” given these units are often built on single plat of land. However, spot checks by NAHB with permitting offices indicate no evidence of this data issue occurring at scale thus far.With the onset of the Great Recession and declines in the homeownership rate, the share of built-for-rent homes increased in the years after the recession. While the market share of SFBFR homes is small, it has clearly been trending higher. As more households seek lower density neighborhoods and single-family residences, a growing number will do so from the perspective of renting. This will be particularly true as mortgage interest rates remain elevated and increase. Thus, the SFBFR market will expand in the quarters ahead.

Derived from a monthly survey that NAHB has been conducting for more than 35 years, the NAHB/Wells Fargo HMI gauges builder perceptions of current single-family home sales and sales expectations for the next six months as “good,” “fair” or “poor.” The survey also asks builders to rate traffic of prospective buyers as “high to very high,” “average” or “low to very low.” Scores for each component are then used to calculate a seasonally adjusted index where any number over 50 indicates that more builders view conditions as good than poor.

All three HMI components posted declines in August and each fell to their lowest level since May 2020. Current sales conditions dropped seven points to 57, sales expectations in the next six months declined two points to 47 and traffic of prospective buyers fell five points to 32.

Looking at the three-month moving averages for regional HMI scores, the Northeast fell nine points to 56, the Midwest dropped three points to 49, the South fell seven points to 63 and the West posted an 11-point decline to 51.

The August buyer traffic number in the builder survey was 32, the lowest level since April 2014 with the exception of the spring of 2020 when the pandemic first hit. Tighter monetary policy from the Federal Reserve and persistently elevated construction costs has brought on a housing recession. The total volume of single-family starts will post a decline in 2022, the first such decrease since 2011. However, as signs grow that the rate of inflation is near peaking, long-term interest rates have stabilized, which will provide some stability for the demand-side of the market in the coming months.

Builder confidence fell for the eighth straight month in August as elevated interest rates, ongoing supply chain problems and high home prices continue to exacerbate housing affordability challenges. In another sign that a declining housing market has failed to bottom out, builder confidence in the market for newly built single-family homes fell six points in August to 49, marking the first time since May 2020 that the index fell below the key break-even measure of 50, according to the National Association of Home Builders (NAHB)/Wells Fargo Housing Market Index (HMI).

Roughly one-in-five (19%) home builders in the HMI survey reported reducing prices in the past month to increase sales or limit cancellations. The median price reduction was 5% for those reporting using such incentives. Meanwhile, 69% of builders reported higher interest rates as the reason behind falling housing demand, the top impact cited in the survey.

Rising mortgage rates, high inflation, low existing inventory and elevated home prices contributed to housing affordability falling to its lowest point since the Great Recession in the second quarter of 2022. According to the National Association of Home Builders (NAHB)/Wells Fargo Housing Opportunity Index (HOI), just 42.8% of new and existing homes sold between the beginning of April and end of June were affordable to families earning the U.S. median income of $90,000. This is a sharp drop from the 56.9% of homes sold in the first quarter that were affordable to median-income earners.

The HOI shows that the national median home price jumped to an all-time high of $390,000 in the second quarter of 2022, surpassing the previous record-high of $365,000 set a quarter earlier. Meanwhile, average mortgage rates soared from 3.86% to 5.33% during this period.

Meanwhile, Elmira, N.Y., was rated the nation’s most affordable small market, with 91.8% of homes sold in the second quarter being affordable to families earning the median income of $77,900. The top five least affordable small housing markets were also in the Golden State. At the very bottom of the affordability chart was Salinas, Calif., where 5.3% of all new and existing homes sold in the second quarter were affordable to families earning the area’s median income of $90,100.
