PresidentHappy Fall Y’all. This is my favorite time of the year. The cooler temperatures, the leaves changing colors, the smell of campfires in the air, and the annual church dinners and bake sales are some of my favorite things.
I hope many of you are able to attend the September General Membership meeting, to learn more about the new UDC (Unified Development Code). Thank you all that have been providing your comments and questions to Rick to help with the final approved document. Since the beginning of my term as President, there has been a lot of discussion about the importance of the development of the UDC. I hope that the new codes will make the building permit application processes and land use and development process easier on you all.
Fall Showcase of Homes and
Remodelers Tour for RAB Members was a huge success this year. I spoke with several builders and remodelers about their entries and the amount of people they had come through the house was fantastic. I had the pleasure of handing out this year’s awards to some well-deserved builders. For Division 1, Distinguished Homes by Mitch Hagen, with his home on Yellow Rose Lane. For Division 2, Derby Builders, with their home on Merilaine Place. For Division 3, M.P. Kaye Builders their home on Trophy Lake Rd. For Division 4, Bigelow Homes, their home on Douglas Trail Drive. Congratulations to all the Builders and Remodelers for their great craftsmanship and attention to detail which made for a great Showcase and Tour.
The Sporting Clay Shoot was a huge success again. This event has consistently grown over the years. Thank you to all the sponsors and participants.

BY NA ZHAO on SEPTEMBER 12, 2022The number of women employed in the construction industry increased to over 1.24 million in 2021, as the construction industry was quickly recovering jobs lost earlier during the pandemic induced recession. Currently, women make up 11% of the construction workforce, up from 9.3% in 2002. As the construction skilled labor shortage remains a key challenge for housing, adding new workers is an important goal of the industry. Bringing additional women into the construction labor force represents a potential opportunity for the future. This post looks at the state of women in the construction industry using labor force statistics from the Current Population Survey (CPS).
During the Great Recession, the number of female workers in construction declined sharply by almost 30% to 807,000 by 2010. From 2010 to 2017, the total slowly expanded to around 970,000 but remained below the peak of prerecession levels. The number of women working in construction grew rapidly in recent years, reaching a new high of 1.24 million in 2021.

Sales and office occupations employed the largest number of women within the construction industry. For example, women accounted for 71% of workers in sales and office occupations, including 440,000 women in office and administrative support, and 40,000 in sales and related occupations in 2021. While construction and maintenance occupations account for the largest number of employees in construction and is where additional workers are most needed, women comprised only 3.7% of the such occupations. Additional steps should be taken to attract female workers into these high demand occupations. Other groups such as production, transportation, and material moving occupations, and service occupations employed only around 15,000 female workers.
Job gains by women have been outpacing overall job gains in construction in recent years. As a result, the share of women in construction increased 1.9 percentage points from 2017 to 2021. Currently, women make up 11% of the construction workforce, the highest share on

AD&C LOAN BALANCES
RISE AS SALES SLOW
BY ROBERT DIETZ on SEPTEMBER 8, 2022Residential construction loan volume reached a post-Great Recession high during the second quarter of 2022, as home building activity and new home sales slowed. Outstanding builder loan balances are rising as development debt is being held longer as new homes remain in inventory longer. Loan balances will decline in coming quarters as the development loan market becomes more costly and tighter given higher interest rates. This is a reminder that tighter monetary policy affects housing demand but housing supply as well.
The volume of 1-4 unit residential construction loans made by FDIC-insured institutions increased 5% during the second quarter. The volume of loans increased by $4.7 billion on a quarterly basis. This loan volume expansion places the total stock of home building construction loans at $97.1 billion, a post-Great Recession high.
It is worth noting the FDIC data represent only the stock of loans, not changes in the underlying flows, so it is an imperfect data source. Lending remains much reduced from years past. The current amount of existing residential AD&C loans now stands 52% lower than the peak level of residential construction lending of $204 billion reached during the first quarter of 2008. Alternative sources of financing, including equity partners, have supplemented this capital market in recent years.
The FDIC data reveal that the total decline from peak lending for home building construction loans continues to exceed that of other AD&C loans (nonresidential, land development, and multifamily). Such forms of AD&C lending are off a smaller 24% from peak lending. For the second quarter, these loans posted a 3.7% increase.
On a year-over-year basis, the stock of residential construction loans is up 18%. Since the first quarter of 2013, the stock of outstanding home building construction loans has grown by 138%, an increase of more than $56 billion.

SHIFT FOR HOMES BUILT IN LOW-DENSITY AND LOW-COST MARKETS SINCE THE PANDEMIC
BY NA ZHAO on SEPTEMBER 6, 2022The most recent Home Building Geography Index (HBGI) shows that home building activities have shifted to low-density and low-cost markets since the beginning of the COVID-19 pandemic. The market share for single-family constructions in large metro core and inner suburbs has declined from 44.5% to 41.6% from the 4th quarter of 2019 (pre-COVID), to the 2nd quarter of 2022.
Housing demand has shifted from these higher density core areas to low density markets, where homes are larger and more affordable. At the beginning of the pandemic, homebuyers desired more personal space for the workfrom-home and remote learning models. Declines in housing affordability in high cost and highly regulated markets also drove homebuyers to low-density outer markets, which have a larger share of affordable homes.
NAHB’s HBGI shows that single-family home building in outer counties in large and medium sized metros has expanded to a 19% market share in the 2nd quarter of 2022 from 17.4% in the pre-COVID period. Meanwhile, the market share of new single-family constructions in rural areas increased from 9.4% to 10.4%.
Similar decentralizing trends also hold for multifamily home building from the 4th quarter of 2019 to the 2nd quarter of 2022. This market share increased from 6.8% to 7.9% in large and small metro outer markets and inched up from 20.8% to 22.9% in small metro core counties. In contrast, the market share slipped from 68.8% to 65.7% in large metro core and inner suburbs.
