Rockaway’s Boys In Blue Warm A Local Senior’s Heart By Kami-Leigh Agard
On this past frigid New Year’s Day, an Arverne senior citizen woke up to an unpleasant surprise. However, in an unexpected twist, what initially started off as a tragedy, transformed into a blessing that warmed her heart and changed her perspective of our officers in blue. Olivia Crum could not open the front door of her home as it was frozen shut, and encased with colossal blocks of ice, preventing her from opening the door. “I was shocked and terrified,” Crum said. “My family and I were basically trapped inside with no way of getting out. I was worried about my grandson who has asthma. What if he got an attack? What if I got sick? There was no way for us to get out.” Crum said she called both 311 and 911, and shortly after police officers, Michael Frasca and Joseph Joy from 100th Precinct came to see what the problem was. “When they first arrived, I could see they were shocked
to see how the ice had formed on the door. It looked like giant, perfectly shaped ice cubes stacked on the outside. “For over an hour and a half, these two officers picked and chiseled at the ice until they finally were able to pry the door open,” Crum said. Officer Frasca said, “I couldn’t believe the amount of ice that formed. I was thinking about how frightened Ms. Crum looked. However, she was very patient. She handed us a blow dryer through the window, and watched us as we worked. While chiseling on the ice on the door, I joked with her, ‘You are going to be stuck indoors until April!’ That got her laughing.” Crum said she has been an activist all her life. She participated in the March on Washington in 1963 and the Selma to Montgomery Alabama March in 1965. For 27 years, she presided over all the unions at Elmhurst Hospital. “In the last year, with all the news surrounding the Eric Gar-
ner case and Black Lives Matter protests against police brutality, these young white police officers determinedly working to rescue my family and I, really gave me another perspective. “It’s not just black lives matter, all lives matter! They didn’t report to my home for a crime. They came just to help an elderly black lady open her front door. However, that day, they didn’t just open my front door, but my eyes to the realities of the world. There are always two sides to a story. God teaches us not to judge. I now have a different view of our boys in blue. These white officers were so humble when they came to our aid. I was on the brink of tears, but they made me laugh. That New Year’s Day was so cold, and I knew they were freezing, but they never complained and just smiled while working on my door,” Crum said. Two days later on January 3, Crum said the officers came to check on her. “I couldn’t believe it. They came back just to see if
all was well. I decided I wanted to thank them with a delivery of food to the Precinct,” she said. Officer Joy said, “It was just really nice to be able to help her. Her smile of joy when we finally pried open the door, warmed us up immediately.” “God blessed me that day. These officers not only opened my door, but my heart,” Crum said.
Local Pols Hope To Do Away With Bridge Toll Assemblywoman Stacey Pheffer Amato (D-Rockaway Beach) introduced a bill that would prohibit the imposition and collection of a fare, toll, rental, rate, charge or other fee on the Cross Bay Veterans Memorial Bridge. A8743/S6909 is sponsored in the Senate by Senator Joseph P. Addabbo (D-Howard Beach), and cosponsored by Assemblyman Mike Miller (D-Woodhaven). When the Cross Bay Bridge was built in 1939, the toll was only 10 cents. Today? $4.25 for a crossing from one part of Queens to another. Local politicians are standing up for drivers that have to pay this uncalled for toll, through new legislation. Assemblywoman Stacey Pheffer Amato recently introduced bill A8743/S6909, a bill that would prohibit the imposition and collection of a fare, toll or any charge for the Cross Bay Veterans Memorial Bridge. The bill is sponsored
by State Senator Joseph Addabbo and Assemblyman Mike Miller of Woodhaven. This past legislative session, Pheffer Amato successfully secured for another year the ‘Rockaway Rebate,’ which reimburses Rockaway Peninsula and Broad Channel residents for trips across the Cross Bay Bridge. But she’s hoping to do more by having the toll eliminated. Before the reimbursement, local residents of Rockaway and Broad Channel are required to pay the toll, several times a day, in order to get to work and back, transport children to and from school and complete other everyday errands. According to Pheffer Amato, the toll has the impact of dividing communities, artificially creating economic barriers, hampering tourism and keeping the area most impacted by Superstorm Sandy from affecting a full and thorough economic recovery.
“The Cross Bay Memorial Bridge is the only tolled intra-Borough or intra-County bridge in our State,” said Pheffer Amato. “The toll has outlived its original stated purpose of paying for the bridge, has absolutely no stated current purpose besides supplementing the MTA’s budget on the backs of New Yorkers. I’m absolutely certain the cost of ending this onerous toll would be made up several times over the freedom and ease of access it would bring to South Queens and the Rockaway Peninsula.” “Charging residents of Queens to access areas of their own borough is just wrong,” Addabbo said. “The outdated toll on the Cross Bay Memorial Bridge has not only been an unfair burden to the residents of southern Queens, some of whom work or attend school daily on the peninsula, but a significant reason why this isolated area
of Queens has not realized its full economic potential, by repelling developers and retail businesses. I stand beside my colleagues to say the time is now to eliminate the toll on the Cross Bay Memorial Bridge.” Pheffer Amato admitted that this isn’t a new issue, but hopes to continue to put pressure on the State to finally get rid of it. “The ‘stop the toll issue’ has been around long before me, but the time is now to end it. With the Governor promising to fund MTA, there must be additional funding provided this session for the Cross Bay Bridge because we have suffered for too long, cannot continue to stunt economic growth, and disincentivizes freedom of motion within a single Borough and State,” she said. As of January 3, 2018, A.8743/S.6909 is currently within the Corporations, Authorities and Commissions Committee.

Cabin Fever Ok, if there are dog days of summer, what the hell was last week? Don’t tell me, “it’s only January” — just agree that it sucks, we don’t deserve this, and you’ll never complain about summer heat ever again. If you’re reading this in Florida, don’t complain that it was in the thirties. If you’re not about to die outside, you’re inside watching the TV, reading and rereading newspapers or living on Facebook. You read things you might not normally come across. I
was dismayed to find out our mayor likes to shovel. I mean, I like shoveling, enough. It’s a workout. But I don’t want to be thinking about Bill de Blasio while I lift snow — though it did distract me from the one that hangs above us who’ve reached a certain age. Every time you plunge the shovel in the snow, you wonder if it’ll be the last time. You might remember Fred Sanford from the TV show, Sandford & Sons. It’s hard not to think of good old Fred clutching his chest and
declaring that he was about to join his departed wife. “I’m coming, Elizabeth! This is the big one!” My son, who will remain nameless, is aware of such dangers and told me to stop shoveling the other day. He told me to go inside. But I caught on. I was outworking him and he didn’t want me on his case about doing a lousy job. I didn’t go inside, but I did pause long enough to tell him he has to drag me out of the snow, no matter what. I hate the snow and I don’t want it to have the last word on me. My eldest son has a somewhat related final request. The elder has a borderline phobia of the water and has told his younger brother he wants to be cremated but “you better not put my ashes in the ocean. You can put them on the beach but not in the water!” While back inside, I picked up a few other tidbits, skimming New York Post headlines. A woman who locked her kids in the car trunk while she shopped at a Walmart in Utah was given probation after being
Page 5 arrested in May. I thought that was a light sentence, but I haven’t met her kids. The Post ran a story about a gym that was offering or allowing nude workouts. It’s a good thing Rockaway is always behind the times, so don’t expect any such thing for a decade or so. And, there’s nothing to the rumor that there’s gonna be a nude ferry. Speaking of workouts, the Post also had a story about how you can look three years younger by doing face yoga. Hmmm, wouldn’t chewing Mallomars and Rice Crispy treats do the same? I can’t wait to read about face yoga in Be Well, Be Happy. The brutal cold forced me to do too much internet surfing. A hoax was making the rounds about the President habitually watching a show about gorillas. Well, it seems, a lot of people locked inside because of the cold liked the idea. So much so, Netflix tweeted: “Please stop calling our customer service hotline to ask if we have The Gorilla Channel.” It’s only January.

Beach Green Dunes is one of the largest multi-family passive housing developments in the country. ***** Some 180 Breezy Point homeowners were represented in court on Tuesday in New York’s highest court. The Breezy Pointers sued LIPA and National Grid for failing to cut off power in the hours before Hurricane Sandy slammed the community. The utilities had done so in some Long Island communities. In Breezy, hundreds of houses burned during the storm. The utilities have argued that they are immune from such lawsuits but lower courts have said otherwise. A decision by the top court is expected soon. ***** Are your feet happy? If not, you might try a traditional Chinese foot rub. A new place on Beach 116th Street has just opened and early reviews have people dancing in the streets. It’s called, you
guessed it, Happy Feet. They make backs happy, too. ***** Rockaway got some TV coverage this week due to some expert wedding crashing by Patrick Goldberg and a friend. Bobby Butler (who plays with the popular Indaculture band) and Casey Brouder were married in the fall and the reception was at Bungalow Bar. When family and friends watched the video taken at the reception, a couple having a great time, kept appearing, making people ask, who are they? After posting a still photo on Facebook, Patrick Goldberg’s jig was up, with a cousin ratting him out. Channel 2 got hold of the story and the newlyweds and Goldberg had a funny reunion at Bungalow Bar. Lot of Questions

They paved paradise and put up a parking lot—without permission. A bayside parking lot on Beach 80th Street is raising a lot of questions. If you drive along Rockaway Freeway and pass by Beach 80th Street, you may notice a bustling business advertising beach and JFK Airport parking, with free shuttle service to the airport, for a can’t-beat price at about $6 a day, and it’s drawing in big business. By September, the Beach 80th Street Flea Market, which opened at the privately-owned lot on the east side of Beach 80th Street in July, was no longer in operation, as signs advertising the cheap parking went up. However, as cars started to fill the other massive lot on the west side of Beach 80th Street, Jon Gaska of Community Board 14 and others wanted to know —who allowed them to operate there? Gaska contacted the City in the fall. That particular parcel of land is owned by the City and operated by Small Business Services (SBS) and the NYC Economic Development Corporation (EDC). It was long slated for development into a bayside marina as part of the Arverne By The Sea project. The once abandoned six-acre site that includes tidal wetlands was supposed to have a marina that included waterfront access, boat slips, a community garden, a wooden boardwalk, and a building that would contain retail stores and a restaurant. Signs claiming the marina is “Coming Soon” still stand, from as far back at 2008. However, it never happened. With the 2008 recession and Hurricane Sandy coming into play in 2012, the project was put on pause. However, in 2013, when the NYCEDC announced the Game Changer competition to help revitalize Hurricane Sandy-impacted communities with as much as $18 million in federal funding for projects, ABTS developers submitted plans to get the ball rolling on the marina. Yet Game Changer was later
disbanded and nothing came from it. Plans for the marina once again fell to the wayside. With the comeback of the Rockaway ferry in 2017, ABTS developers were once again eyeballing the site with the hopes of putting their plans back into action. “The Marina parcel was always considered part of the Arverne by Sea development plan,” an ABTS spokesperson said. “The Arverne by the Sea team expended a substantial amount of money and effort over the years on its marina plan including successfully completing numerous environmental studies and having its plan fully approved by the City Public Design Commission. “The ABTS teams remains committed to having the Marina parcel part of the award-winning Arverne by the Sea development and looks forward to working with the City to insure its completion and its success.” There’s only one problem— the parcel of land now appears to be occupied by the parking lot and airport shuttle service company, Park It JFK. And with that, questions started to arise about how this company got permission to operate on this city-owned land, designated for the marina project. According to the EDC, the takeover of this property for such use was never permitted. “We are aware of this encroachment issue and we have sent EDC staff to the site, first to survey conditions, and then to discuss the situation with the operator of the parking lot, who claimed to have a valid agreement on the site with a third party. This is not an authorized use of this city-owned site,” an EDC spokesperson told The Rockaway Times (RT). On Tuesday, January 9, the RT called Park It JFK to find out more. A friendly, chatty man who referred to himself as Victor and claimed to be a co-owner of the company, seemed to confirm the third-party claim, saying that his partner, Steve, had an agreement with someone by the name of Dr. Patel, who they said had a lease with

the city for the land. Steve was allegedly out of town and couldn’t be reached. Victor said he and his partner cleaned up the property to the tune of $130,000 and they have invested more than $200,000 in the property. Further, he claimed to be paying $30,000 a month in rent to the alleged landlord. A rep for EDC said a “Dr. Patel” was unknown to them but they were continuing to investigate. The RT decided to pay the office of Park It JFK a visit on the morning of Wednesday, January 10. When we asked to speak to “Victor,” the employees in the office-trailer said they didn’t know a Victor, who the RT spoke with twice on Tues-
day. They claimed that they had no idea who answered the phone. Additionally, the employees did not have any contact information for the mysterious Dr. Patel, but said they would leave our contact information, which we provided them, for Steve, who “Victor” had referred to as his partner on Tuesday. Hours later, The RT made yet another phone call to the Park It JFK office and asked for Victor again. The person, who we saw in person earlier, said “He’s not here right now.” We said we were told earlier there was no such person. Upon this, she hung up. Continued on page 14

The doctorsâ&#x20AC;&#x2122; group (Rockawayâ&#x20AC;&#x2122;s ASC Development), which initially planned to run a medical center at the long abandoned Rockaway courthouse had a falling out with the developer Uri Kaufman and the Harmony Group. A lawsuit followed. In the fall of 2017, a judgment was rendered in favor of the doctorsâ&#x20AC;&#x2122; group, which includes Dr. Mark Gelwan, who is one of the principles in the medical center soon to open on Beach 105th Street and Rockaway Beach Boulevard. The court ordered Harmony Rockaway to pay $300,000 for breach of contact to Gelwan and other defendants in the case. Just this week, Gelwan sent Community Board 14 the following letter: Officially recorded judgement against Harmony- Rockaway, LLC, assets- Rockaway court House. Harmony Rockaway did not agree to settle judgement. Effective in next week will be a lien against Rockaway

CB 14 A Hot Ticket On A Cold Night By Kami-Leigh Agard
Frigid temperatures and slick streets left after the bomb cyclone nor’easter that hit NYC’s streets, did not deter folks from skating in full force to Community Board 14’s (CB 14) meeting this past Tuesday, January 9 at the Knights of Columbus. However, hot topics — from NYC Parks’ presentation of the Beach Erosion study to MTA’s Transit Resiliency Project and others, shot the mercury up in the room to a boiling point. Before CB 14 plunged into the fiery debate, there were a few announcements: CB 14 Chairwoman Delores Orr gave an update on the 120-foot cell phone tower that was temporarily erected just before Christmas on Beach 109th on Rockaway Beach Drive. Orr said the tower has eliminated much-needed parking spots, ultimately negatively impacting local businesses in the area. “The contractor does not have the proper permits needed to put up the tower. The only permit they have is for a trailer cell tower, which is not the correct one needed. They have received many violations, and Department of Transportation (DOT) Legal has commenced action to have the tower removed,” Orr stated. Orr also announced that Queens Borough President Melinda Katz will be delivering the 2018 State of the Borough address at 10 a.m. on Friday, January 26 at Frank Sinatra of the Arts High School (35-12 35th, Astoria, Queens). CB 14 District Manager Jonathan Gaska unmasked the mystery behind the airport parking recently established at the Arverne Renewal Area “the Marina Site” on Beach 80th Street, where the flea market was operating. He said the vendor leasing the parking lot is allegedly leasing the site from a third party who is allegedly leasing the lot from the city. According to Gaska, the lot is now under legal investigation and the vendor will be evicted off the site. Next up was Councilman Donovan Richards, who congratulated the 101st Precinct for having a “banner year” celebrating the lowest amount of shootings in history. He highlighted some of the commitments made with the City for the Downtown Far Rockaway Plan including: a business improvement district ; installation of real-time bus arrival displays at key bus stops; funding to support violence prevention, education and community support programs; renovation of the Downtown Far Rockaway Library; upgrades to existing schools and 101st Precinct and complete renovation of Bayswater Park. NYPD Queens South Chief David Barrere and 101st Precinct Captain Vincent Tavalaro were up next to thank everyone for supporting officers in their quest to reduce crime in Far Rockaway. Captain Tavalaro said, “Our goal is to bring crime down to zero, but we need the community’s support. A lot of people worry about
being a snitch if they report on someone committing a crime. It’s not about being a snitch, but ultimately saving someone’s life.” Representatives of the Department of Corrections (DOC) announced that they are proactively hiring, not just officers but also administrative workers. In public speaking, Democratic District Leader Lew Simon said folks who received tickets for parking on the median strip on Shore Front Parkway during and days after the storm, should work with the Parks Department who gave the enforcement order to the 100th Precinct. The medians are Parks’ property. Now for the debate. The Parks Department unveiled the results from their Beach Erosion study. They focused on three things: 1) to quantify the amount of sand that was lost after the Army Corps of Engineers restored the beach after Hurricane Sandy; 2) make an assessment of the rate of erosion going forward;
and 3) to put the beach in a historical context, meaning what the beach looked like before the erosion. Parks said from the study, they deduced that approximately 10 to 26 feet of the shoreline per year was lost between 2014 to 2017. When asked what is the plan for replenishment, Parks said that the City has not formulated a plan as of yet. The Mayor will take the study and present its findings to the Army Corps. NYC Parks First Deputy Commissioner Liam Kavanagh said they are using the study to get the Army Corps to move along the plan. One CB 14 member asked, what about the bay side? Parks said they are only focused on the beachfront on the west end, not the bay or the east end beachfront. Another board member asked what is the community supposed to do in the interim, while waiting for a plan to be created and then another two years before it is implemented. Parks couldn’t commit to an answer, but stated that an interim replenishment could be made, as long as they get the necessary approval. To which a board member responded, “We need more insurance than that. The community can’t wait, if another nor’easter hits us.” Updates to come in future RT editions.

Going Postal Over Post Office Dear Editor: (In response to the post office letter in the Thursday, December 28 issue.) My problem is worse. I use this post office a lot, I mean truly, a lot. Starting on November 3, 2017, I mailed bills and two personal letters, both containing gift cards. The envelope arrived ripped open, cards gone. One to Brooklyn, one to Fort Washington, Maryland. Okay, moving on…On December 3, 2017, I mailed three birthday cards. The cards arrived with the gifts gone, this
time three $50 bills. I went to the post office to complain. I mailed Christmas cards in the mailbox in front of Popeyes. All of the cards arrived, but one card going to Suffolk County, with a $20 bill inside, had been ripped open and the money was gone. I lost a lot of money and could not replace these gifts for I am on a fixed income. Mail carriers, handlers and postal workers are overpaid, and on top of that, they steal from us. Please don’t say I should not mail cash, they are paid postage for it. Why should I have to take such a great loss? should it snow. My husband called Mr. Kaufman this week and left a message that the sidewalks have not been cleared. As of this writing, Mr. Kaufman has neither returned the call nor followed up. This situation creates a dangerous hazard to people trying to get to the Knights of Columbus, McDonald's, O'Connors Funeral Home, Thai Rock, Bungalow Bar, etc. People have to walk in the street because the sidewalks have not been shoveled. Going Postal Over Mail Delays

“Neither snow nor rain nor heat nor gloom of night stays these couriers from the swift completion of their appointed rounds.” That’s long been the unofficial motto of the United States Postal Service (USPS), yet recent service, or lack thereof, due to weather, has residents going postal. With the new year comes the time to pay those holiday bills and for important tax forms to arrive with tax season in full swing, but many residents haven’t received those items, birthday cards, letters, important medication, or any mail, for about a week. The Rockaway Times received several complaints from residents not getting mail since before last Thursday’s winter storm. Even our own office felt the effects of not having our own letter carrier stop by. As cold temperatures froze over the bay, it ap-
peared that the USPS froze as well. What’s with the hold up? Well, according to the USPS, — the weather. On Tuesday, January 9, Xavier Hernandez, a USPS spokesperson for NYC said: “During Winter Storm Grayson, we faced the same conditions as our customers, but maintained our charge to deliver for our customers as best we could. We had comprehensive emergency plans in place, carefully monitored weather conditions as the storm barreled up the East
Coast, and provided guidance to local postal managers. Frankly, many roads, side roads and sidewalks were impassable and we adjusted operations accordingly. Even after the storm, carriers braved near record-breaking low temperatures and average wind gusts of 40 mph. While some of our customers may not have received mail every day last week as a result, it was not for a lack of good safe effort.” Hernandez provided some relief, saying that operations had returned to full working order, which appeared to be true as many residents claimed to receive mail by Tuesday evening. “We appreciate hearing concerns, complaints and compliments from those customers, all of which help us to assess the success of our action plans. Given volume, staffing and storm recovery efforts, some deliveries may
be later than typical and we appreciate our customers’ patience in that regard,” Hernandez said. “Safety remains an area of major concern for the Postal Service. Pathways must be clear and safe for delivery on a daily basis. Though we expect warmer weather in the coming days, there are still major amounts of snow and ice in the area. This means that black ice may cover sidewalks and streets in many areas, which can lead to injury. Unfortunately, if it is unsafe for our carriers to deliver, we will retain mail items until it is safe to deliver. Have you ever wondered what people do all day at their jobs? I have, and thatâ&#x20AC;&#x2122;s the basis for this column, Rockaway at Work. I wondered what kind of store Rockaway Graphics was, and what Mitchell Kohn did there. So I found out. Kohn is a designer. He designs images for his customers and puts the images on different merchandise. He takes orders and reproduces the images on tee shirts, plaques, trophies, hats, business cards, signs, and refrigerator magnets. Images can also be placed on sheet metal or plastic or vinyl. The list goes on and on. He can make one item or hundreds, all the same or each one different. When I was there, a customer called, wanting to make sure the 76
plaques he ordered would be ready for pick-up the next day. They would be. Kohn does his designs on a computer and then he transfers them onto the different items. Sometimes the customer gives him the design, and just wants him to reproduce the image. But most of the time, he does the designing himself, by taking information about the business from the customer, and making the design. The customersâ&#x20AC;&#x2122; ideas are very important to Kohn, and also encouraged. He says, â&#x20AC;&#x153;I do my best work when the customer is looking over my shoulder, making suggestions, and giving input as I go along.â&#x20AC;? Kohn told me he loves his job because it is different every day. â&#x20AC;&#x153;I donâ&#x20AC;&#x2122;t do the same thing twice,â&#x20AC;? he said. â&#x20AC;&#x153;In one day, I can be doing ten different jobs.

Iâ&#x20AC;&#x2122;m always designing something, and then I have to build it.â&#x20AC;? As soon as the customer places the order, he checks if he has the style, color, and sizes requested in stock to fulfill the order. If not, he places orders from his wholesalers, which get delivered to his store, and then he gets to work. A sizeable part of his business is â&#x20AC;&#x153;off-set printing.â&#x20AC;? What is that? He designs flyers, business cards, menus, letterheads, labels, bumper stickers, etc. on the computer and makes them up for the customer. When I was there, I got to watch him design a business card. He was very meticulous, making sure the design he put on the back would show a certain way as you flipped the card from front to back. The customer is probably very thankful he thought of thatâ&#x20AC;ŚI wouldnâ&#x20AC;&#x2122;t have. He also does â&#x20AC;&#x153;signage,â&#x20AC;? making signs for the customer by painting onto sheet metal or plastic. He can also make car and truck magnets, photos on canvas, lettering for a truck, etc. I got to see the huge 54-inch Bubble Jet Solvent Style Ink Printer that Kohn uses to produce the images. The printer is hooked up to the computer where he does the designing. A vinyl image is printed, and
the machine has a razor-blade attachment that cuts the image. He can then transfer it to whatever the customer ordered. I also got to see his embroidery machine that just arrived in May. It sews letters and designs onto clothing. Kohn monograms bathrobes, puts names on backpacks, shirts, jackets, golf bags, hats, etc. Want some logo embroidered onto a shirt, in 16 different colors? Done! I was very impressed by the quality of the embroidery, and the multitude of fonts available. His father, Lenny, approaching 90 years old, started the business, doing off-set printing, in 1975. In 1981, Kohn joined him, and expanded the business, adding signage and shirts and trophies, and transformed it into what it is today. This father-son duo is assisted by Hector Adorno. Kohn talks about how valuable Adorno is to the company, and jokingly refers to him as a â&#x20AC;&#x153;full-time hanger-outer, and a part-time worker.â&#x20AC;? Rockaway Graphics is located at 91-19 Rockaway Beach Boulevard, and is open Monday to Friday 9:30 a.m. to 5:30 p.m., and Saturday until 4 p.m. Six days, long hours, designing and producing different things all dayâ&#x20AC;Ś Rockaway works hard.

Let’s face it – when it comes to buying or selling a property, everyone has his or her own ‘bottom line’ number that will make or break the deal. This is especially true in 2018, as we face changes in the new tax laws, the prospect of rising interest rates and the shrinking inventory of affordable homes on the market. Historically, the bottom line number in the minds of sellers is often based on their desire for a lifestyle change, a need to downsize or to capitalize on the equity they have accrued in their home. And with prices in our neighborhood rising rapidly, homeowners who decide to pull the trigger and list their home for sale can expect a flurry of activity, as agents hasten to bring their best and most qualified buyers to first showings. Even homes that are priced at the top of their own respective market value will be looked at, but as always, those properties that have been either staged or properly prepared for the market will garner the highest offers in the shortest amount of time. A buyer’s bottom line is often dictated more by their income and financial obligations than their visions of buying their dream home. Many first-time home buyers will find themselves priced out of the market in 2018 and may turn to areas that present better investment opportunities. Buyers may have to lower their expectations and make compromises in their list of ‘must haves,’ and the prospect of interest rates rising are also a worry as some experts have predicted up to three rate hikes in 2018. The dwindling inventory has given many buyers time to become more educated about the entire process. They can delve into the market more seasoned and knowledgeable than ever before. One of the more challenging roles as a realtor is to bring these opposing sides togeth-
er to a ‘meeting of the minds.’ A bottom line that both buyer a seller can live with, all the while keeping the deal alive through the potential pitfalls of inspection disputes, financial issues and closing time tables. Emotional concerns and housing needs aside, isn’t the bottom line almost always about money? Where the Rockaway real estate market is headed this year is the million-dollar question on everyone’s mind. No one can predict the future with any certainty. Those buyers who are on the fence about making a move and sellers who may be taking a ‘wait and see’ attitude could find they have made a costly mistake by procrastinating. As the spring 2018 season begins to open up, we should consider the facts. Mortgage rates are currently still very reasonable. The market is strong and robust. Properties on the entire Rockaway peninsula are in demand as more and more people have discovered and decided to live in this beautiful community. We can ponder the ‘ifs, ands and buts’ and try to guess what will happen in the future, but the facts are undeniable and that’s the bottom line! House Collapses During Blizzard Last week’s storm was given big labels—bombogenesis, bomb cyclone, etc., and it wasn’t just for sensationalism. Thursday’s storm brought in plenty of snow, freezing temperatures, and high wind, which caused a Belle Harbor home to collapse. As Winter Storm Grayson started to reach its peak on the morning of Thursday, January 4, the winds picked up and took down a beachfront home between Beach 129th and Beach 130th Street. Addabbo Calls For Ferry Improvements As the NYC Ferry system continues to grow in popularity, NY State Senator Joseph P. Addabbo, Jr. is advocating for making the service even better. As the state legislative session starts, Addabbo wants to begin discussions to have the ferry system provide free transfers for riders that can be used on all MTA buses and trains. Right now, passengers have to pay a $2.75 fare for a one-way ticket on the NYC Ferry, and an additional $2.75 for any MTA bus or train they wish to use. “As the MTA continues to work on the next generation of the MetroCard, I ask that they take into consideration the growing number of people who use the NYC Ferry,” Addabbo said. “With the number of passengers on the NYC Ferry likely to increase in the coming years, it would be a major benefit for the riders
if they could continue their route by using a free transfer onto an MTA-operated bus or train. Joining these parts of our city’s public transportation system will help everyone travel faster.” Additionally, Addabbo intends to contact the NYC Economic Development Corporation (EDC) about possibly expanding its ferry bus service to the residents in Broad Channel and Howard Beach. “Currently, residents of Broad Channel who drive and park their cars before boarding the NYC Ferry in the Rockaways can do it for free, while residents of Howard Beach who wish to do the same are inundated with the toll for crossing the Cross Bay Veterans Memorial Bridge,” Addabbo said. “I would like to see the ferry buses expanded to Broad Channel and Howard Beach.”

Post Holiday Blues
We are now almost two weeks into the 2018 new year, and as the holidays rapidly fade away in the rear view mirror of life and many of us feel like a huge emotional rug has been pulled out from underneath us, we embrace our annual bout of the Post Holiday Blues. After weeks of decorating, shopping, baking, visiting,
being visited, the whole thing is over in a matter of days! The hype and excitement and yes, expectation for jolliness buoy up many in the buildup to the Big Day. But then expectations hit reality. Relatives aren’t always kind. Gifts aren’t given and received in the spirit intended. The fantasy that maybe this year will be different is dashed yet again. It’s hard for even the most resilient not to feel let down. Unfortunately, I am one of those individuals who refuse to easily surrender the holiday "high" and am still running on the fumes of the emotional lift that accompanies this annual holiday season. Unfortunately time marches on and, alas, we suddenly find the Christmas Tree that everyone was in such a rush to put up and decorate, now stands gathering dust, unlit and forgotten in a corner of the room ignored by
all, lest they be tasked with its dismantling and storage. My favorite radio stations, which have been playing Burl Ive's "Have a Holly Jolly Christmas" and Nat King Cole's rendition of "The Christmas Song" and other holiday favorites 24 hours day, have abruptly returned to their more mundane music formats. As if that wasn't bad enough, the weather hasn't been a real joy as immediately after Santa Claus completed his appointed rounds on Christmas Day, the temperature did not rise above the freezing mark for 13 consecutive days, with a blizzard and almost a foot of snow thrown in for good measure! The extreme cold did have an upside in that it fostered a new spectator sport for the older stayat-home types among us on New Years, as they sat in front of their flat-screen televisions, sipping assiduously, scanning the crowds standing in Times
Square in an attempt to identify those party-goers shivering in the frigid single-digit temps, who were wearing adult diapers awaiting the dropping of the ball to usher in the new year! For the most part, these individuals were easy to spot, as they were almost assuredly the ones who would suddenly stand completely still with a slightly embarrassed look on their face, which was immediately followed with a warm smile of relief. And if that kind of New Year's activity isn't enough to spark the flames of doldrums within our souls, I don’t know what is. I suppose there is also that nagging guilt for over-indulging in all the ubiquitous holiday fare that only adds fuel to the fire of this post-holiday depression. Speaking of the cold weather, many Broad Channel residents experiencing problems with their home heating systems with the single-digit temps and below-zero wind chill this past weekend, spent most of their time attempting to contact their home heating oil providers for help in restoring heat. Apparently the call volume was such that many of the calls went unanswered and simply switched over to recordings. By Sunday, it got so bad that if word got out that a Petro, OV, All State or OSI oil delivery truck was spotted in the Channel, residents would rush to that location in an attempt to have the drivers contact their operations center

My beloved Grace just told me to look on the bright side of things, "There is always a light at the end of the tunnel." I told her don’t be fooled. That light is just the reflection of a dumpster fire in the snow, which is basically a metaphor for winter! She simply shrugged her shoulders and dismissed me muttering under her breath, "Lord give me lots of coffee to change those things I can and a large jug of dirty martinis to deal with the curmudgeon in my house!" Enchantress Shane Kulman will be holding Rockaway’s first burlesque class on Wednesday, January 17. On Wednesday, starting at 6 p.m., Kulman will be leading a 90-minute intro to burlesque class at Rockaway Love yoga studio (90-16 Rockaway Beach Boulevard). No experience is needed and it’s open to women of all ages, shapes, and sizes. Kulman calls the class “an immersive experience of movement in your feminine body and a thoughtful yet engaging metamorphosis into your next exciting life adventure!” “The idea is to bring femininity, fun and theater together,” Kulman said. “Burlesque is the place where you get to play and be witnessed and have fun
in that adult body that women are often disconnected from.” Kulman is not shy about speaking about her past as an exotic dancer. “The freedom I felt and self-appreciation I found was worth more than anything. Working in these exotic dancing clubs was a celebration for me and a sort of, coming out,” she said in a Facebook live video. She hopes to share that feeling of freedom with other women, without the nudity. This beginners class will require clothing. However there won’t be mirrors in the studio and the lights will be low so that women will feel more comfortable moving their bodies. If you can’t make it, Kulman will be holding another class at Sexy Spirits in Manhattan at 7 p.m. on January 31. If the classes are a success, Kulman hopes to turn it into a regular series that will eventually culminate in a burlesque show.

Vaccinations Many states allow parents vider. Medical reasons that

Passage of that bill left vaccine-hesitant parents with only one legal option to keep their kids from getting vaccinated. That option is called a medical exemption, or ME, which must be obtained from a licensed healthcare pro-

Combining this with the rise of MEs in 2016, strongly suggests that some portions of California may remain susceptible to outbreaks of vaccine-preventable illness due to dilution of herd immunity, a concept in which a group of people, or herd if you will, become more susceptible to illness as the number of vaccinated herd members decreases. Sadly, it also suggests that a number of my colleagues may be more interested in pleasing the parentâ&#x20AC;&#x2122;s wishes instead of protecting the health of their patients. 2000 to 2015, the percentage of kindergarteners with MEs remained steady at about 0.17 percent. The percentage of PBEs rose steadily from 0.88 percent in 2000 to nearly three percent in 2015. In 2016, PBEs dropped to 0.5 percent, but MEs rose to 0.5 percent, which is a threefold increase. Overall, the rate of total exemptions went from just over three percent in 2015 to one percent in 2016. When the authors of the study drilled down into the data, they found that the counties with the highest rates of PBEs before the ban, became the counties with the highest rates of MEs after the ban. This suggests that vaccine-hesitant parents may have successfully found practitioners willing to issue MEs. If true, this practice of issuing MEs would be inconsistent with the recommendation from the American Academy of Pediatrics to reserve MEs for children who have real medical contraindications. Snow Days Snow days are a blessing for some, and yet for others a curse, when you have to trek to work or worst yet, if you don’t have heat. Delays, cancellations, etc. are extremely frustrating and difficult to deal with in a blizzard. Having a house full of young children can also be tough. Putting things in perspective is everything. Making the best of a bad situation is what we do. We are lucky enough to have a warm, comfortable home to bunker down in. Not everyone is as comfortable today. I am so sorry for those less fortunate. May you find shelter from the storm
and be safe. I can’t even imagine being outside in this frigid weather and yet so many are out there. Especially the FDNY, NYPD, Sanitation, mail carriers, crossing guards, EMTs, etc. Thank you for your service and dedication. It is you who keeps our city up and running. We, at Ocean Bliss Yoga, knew the evening before the storm, we would have to cancel classes on Thursday for the safety of our students and others on the road. So, the email went out and we sent out a home practice for our students to do.
If you come to class regularly, you know how to do your own home practice and on days like this, you need to stay home. It’s simple, just roll out your mat and begin by sitting in meditation or perhaps start with sun salutations to wake up and warm the body. I started my day sleeping in, followed by a delicious espresso with our new Christmas espresso maker. Perfect start. Then I light my candles because I love light and the aromas of my winter evergreen candles. I gather my props such as blocks, tennis balls, blankets, roller, strap and mat. I place a candle at the top of my mat and begin. A one-hour practice brings me home to myself. The wind and snow do not exist on my mat. I pray for all those suffering and hope they find comfort. I am in a place of safety, warmth and connection. My practice feels like a prayer radiating to all beings everywhere. The message on my new calendar, “Today I do something kind for myself as a special gift. I am lovable and valuable.” Sometimes there is a plan and other times we create and improvise. I encourage each and every
Page 29 one to have a home practice. Movement is the most organic thing to do. It feels great to lubricate the joints and muscles with breath awareness. On days like today, whether you have a house full of children or are traveling to work, there is a practice for you. Pay attention to your breath. It is your life force. Take a slow deep breath and gently let it go. Allow the next breath to breathe into your body slowly and feel the expansion. When you exhale, the belly will relax. Your body and mind will begin to soften and rest with each mindful breath. I beg you to try it, it works. I imagine many snowbirds got stuck in New York but by now are long gone in sunny Florida or some other warm destination. Good for you. One day I hope to meet you down there, but for now I love my snowy days in New York and my cozy home. Call me crazy, but I feel strong and resilient in the cold weather. By next year I might have a totally different viewpoint. As Walt Whitman said, “Do I contradict myself? Very well then, I contradict myself, I am large, I contain multitudes.”

FROM THE RBA Beacons Are Coming! In June of 2016, the Rockaway Business Alliance (RBA) was awarded the Neighborhood Challenge Grant, a grant put out by NYC's Department of Small Business Services (SBS) and New York City Economic Development Corporation (EDC), challenging community organizations to propose a technology solution to a commercial corridor challenge. The RBA was awarded $100,000 to institute Rockaway's ConneX, a dual-faceted solution to Rockaways issues with connectivity.
As part of Rockaway ConneX, the RBA will deploy 100 smart beacons throughout the peninsula, which will passively communicate information to smartphone users about transportation, local events, business promotions, and public artwork. The only information that the beacons gather are user counts, so all usersâ&#x20AC;&#x2122; privacy is maintained. Passersby with Android phones will receive notifications from the beacons; these notifications are passive (NOT push notifications), and can be
viewed when passersby open up their notifications. The beacons will be accompanied with QR Codes, for iPhone users to engage. The new iOS update has a QR code reader built directly into the camera which, coupled with the fact that each hotspot will be accompanied by beautiful and engaging signage, will maximize the user potential and experience. As of October, our contract is finally registered with the city, and we are excited to announce that we will be deploying the first round of beacons at the end of this month! We are offering this technology as a resource to our Rockaway Business Alliance member businesses to connect with their customers about happy hour specials, upcoming events, sales, and more. Each beacon is capable of sending out a different message, and we believe that these beacons, combined with QR codes, can be a great resource to our member businesses and to other organizations representing public
Page 33 interest. About a third of our total budget for Rockaway ConneX is allocated to marketing, in the hopes that we can encourage people to engage with this technology. This first round deployment will provide us with great information about how beacon technology can best serve our member businesses. As we begin to receive feedback from businesses and users, we will make necessary tweaks and improvements to communicate more effectively. We will be hosting a workshop on Wednesday, January 24 to introduce this technology to our newest beacon-owners, and to any of our other members interested in hosting. Details TBD. French Onion Chicken By Sharon Feldman
Saw this on cooking and recipe community website, 12 Tomatoes. I love onion soup, so I figured how bad could this be with chicken. I also substituted a few things. Try it... you’ll like it. Ingredients: 2 pounds sweet onion 2 pounds boneless, skinless chicken breasts or thighs 2 cups of beef broth 1 cup grated gruyère cheese (you can use Swiss) 1/3 cup extra virgin olive oil 2 tablespoons all-purpose flour 2 teaspoons balsamic vinegar ½ teaspoon dried thyme ½ teaspoon dried sage Kosher salt and freshly ground pepper Directions: Preheat oven to 350 degrees. Heat 2 tablespoons olive oil in a large, ovenproof skillet over medium heat. Season the onions
with salt and cook, stirring occasionally, 15-20 minutes, or until softened and caramelized. Add balsamic vinegar and cook another 3-5 minutes or until darkened, but not burned. Remove onions from heat and transfer to a medium bowl. Season chicken with salt, pepper, thyme and sage and place in skillet with oil on medium high. Sear on both sides until golden brown. Remove chicken and set aside. Pour beef broth into skillet and bring mixture to a boil, scraping bits from bottom of pan. Return heat to medium low and whisk in flour, stirring until smooth. Cook 5-7 minutes, or until mixture has thickened. Return chicken and onions to pan, stir with beef gravy, then top chicken with grated gruyère cheese. Transfer chicken to oven and cook until cheese is melted and chicken is cooked through. Enjoy!

As residents of the Redfern Houses were still dealing with heat issues during the deep freeze, NYC Comptroller Scott Stringer announced that his office will be conducting yet another audit of New York City Housing Authority (NYCHA). Stringer’s office announced this recent audit on Monday, January 8, and has already begun to look into the issue. The Comptroller’s Office’s initial review of the Buildings Department’s annual compliance filings for high and low pressure boilers reveals that, since July of last year, inspection data has shown that NYCHA has a reported rate of defective boilers that is five times the citywide average – 39.5 percent of NYCHA inspections reported defects compared to 7.9 percent citywide. “Across the city, tenants are suffering without heat and hot water. That’s not an inconvenience – it’s a crisis. NYCHA tenants are being left in the cold, in their own homes, by their own government. It’s unacceptable,” said Stringer. “We cannot be a city in which those with luxury towers are living in comfort, while those across the street in NYCHA complexes are deprived of heat and hot water. Unfortunately, heating breakdowns happen year after year – and the bureaucracy continues to play whack-a-mole with short-term fixes instead of permanent solutions. We need to address this maintenance mess now, because our seniors, children, and families are struggling. That’s why we’re going to be looking under the hood at NYCHA. This is about safety – and equity.” This new audit announced today will be Comptroller Stringer’s ninth probe of NYCHA – more than any other Comptroller in at least the last 27 years. It comes after Comptroller Stringer sent a letter to NYCHA Chairwoman Shola Olatoye on Friday, January 5, seeking data because tenants are facing inadequate or nonexistent heat and hot water,
even as temperatures plummet to record lows. It also comes after a 2015 audit on NYCHA maintenance that showed problems with maintenance of boilers and heating systems. In the last several days, complaints and reports about non-functioning heat and hot water have come from tenants at over 30 NYCHA developments across the city, including the local Redfern Houses. The Woodside Houses have also been impacted by heat issues. In Stringer’s letter to Olatoye, he requests certain information like NYCHA’s policies and procedures that govern inspections and preventative maintenance of boilers and heating systems; developments that are using temporary boilers or that have boilers under construction; whether the recommendations made in a July 2015 audit regarding maintenance and repairs were followed; whether NYCHA projects that received Hurricane Sandy funding to make repairs, have been completed by their original target date or where they stand as on this year, plus more. Olataye has until January 19 to provide such documents. Ironically, later on Monday, January 8, NYCHA released a press release announcing that it has closed financing on two Energy Performance Contracts (EPC) worth $103 million. These contracts will further reduce energy costs and improve energy efficiency across 41 NYCHA developments. This includes the Redfern Houses. “Energy Performance Contracts are an important financing tool that helps NYCHA address critical infrastructure needs, like replacing inefficient and aging boilers. EPCs will improve the quality of life for our residents and reduce energy costs,” Olatoye said. “Programs like this are critical as we work toward transforming our developments into sustainable communities through our NextGeneration NYCHA Sustainability Agenda.”

Life With Our “Artistic” Child By Kami-Leigh Agard
Locals — How Can You Impact Our Autistic Community? Many families with autistic loved ones live on the peninsula. You may know them personally or just from casual interactions at the local coffee shop, supermarket, the neighborhood playground or just on your block. Due to the increasing prevalence of autism (according to the Centers for Disease Control and Prevention about one in 68 children have autism spectrum disorder (ASD)), there is a strong chance that anyone with an active role in their community will interact with a child or an adult with autism. The underlying question is how can we join forces and make Rockaway a more welcoming place for these families, who face many daily challenges that you maybe unaware of. ASD refers to a set of related conditions that affect social interaction, communication, and behavior. The impact can range from mild to severe. It mostly appears in early childhood, and it normally continues into adulthood. Apart from difficulties with social communication, people with autism tend to have restricted interests. Other key features include repetitive behavior and a need for routine. Bringing up a child with autism can be challenging for parents, especially when other people do not understand the issues. Children and adults with autism experience the world differently from most people.
They often have difficulty expressing themselves. Sensory issues can affect how they smell, hear, or see things. They may find it impossible to eat foods of a particular color, for example. Parents can find it difficult and embarrassing when their child demonstrates unusual behaviors in public. For example, a simple run to the supermarket could end up being traumatizing as the child may all of a sudden throw themselves on the ground, screaming. Onlookers may pass judgment, thinking that the child is ill-behaved and that the parent has bad parenting skills. A casual family dinner at a local restaurant could be overwhelming for the autistic individual because of noise drifting in from chatter at other tables or from the brightness of the lights. The website, Parent Coaching for Autism, lists a number of behaviors that might be considered unusual, including: -Inappropriate touching or invading other people's space -Being too honest about someone's appearance -Flapping hands or spinning around -Being fascinated with a particular item -Extreme displays or affection or the opposite My nine-year-old nonverbal daughter with autism wiggles her fingers and flaps her hands, which attracts outside attention, immediately put-
ting me on guard when people are watching. Sometimes she blocks her ears when a noise, unbeknownst to me, is jarring her. Like many other parents, I have days when I am exhausted, filled with anxiety and endless worry, and find myself wishing I could tune everything out. However, I believe right here in Rockaway, we as a community of business owners, workers and neighbors — can make a positive impact on the life of an adult or child with autism, and their families. Here are three initial suggestions how: 1-Restaurant proprietors — How about hosting a special day where you can accommodate these special families? Perhaps you can adjust the lighting or sound at your establishment, and offer a varied menu? I have been to similar places in other states, and it totally makes a difference. Not only would you be drawing in a different clientele, but making a statement by showing compassion for the local autistic community. 2-Massage parlor/ spa/ yoga studio owners — How about offering a special package or session for a group of autism mums (or dads) looking for a few hours of TLC? Trust me, I know many parents who would
Page 37 jump at the chance! 3-Local artists/educators/ community advocates — How about hosting a fun-packed day, where families can come with their children to do a craft activity, watch live storytelling, a puppet show or even get a chance to dance and play in a wide-open space? Last Chance For Senior Homeowner Tax Breaks Are you a senior citizen that owns a home? You may qualify for a tax break. Assemblywoman Stacey Pheffer Amato is urging Senior Citizens to apply for the NYC Department of Finance senior citizens Homeowners’ Exemption (SCHE). The deadline to apply for fiscal year 2017/2018 is January 16, 2018. According to the city’s website, SCHE is “A property tax break for seniors who own one-, two-, or three-family homes, condominiums, or cooperative apartments.” Thanks to changes in city and state law, which Pheffer Amato voted for this past legislative session, SCHE tax breaks are now available to homeowners
with a combined annual income of $58,399 or less. “Even if you are unsure if you qualify, you can only gain by applying for SCHE. State Park Planned For Jamaica Bay
It’s the other side of Jamaica Bay, but with the bay becoming more and more accessible for transportation and recreation, the news out of the Governor’s office is notable for Rockaway and Broad Channel. In his State of the State speech, Governor Andrew Cuomo announced plans for the largest state park in the City, a 407-acre site just off the Belt Parkway on the shores of Jamaica Bay. The site, across from the Erskine shopping center, was previously used as a garbage dump and
has been undergoing remediation for years. Such use of the land is a coordinated effort between the city, state, and the federal government. In his speech Cuomo said, “The State has completed design work for the new Park and executed cooperative agreements with NPS and the City to establish the long sought-after facility. And now, the State will invest $15 million to open the property to the public, creating 3.5 miles of waterfront, paths and trails, and access to a unique coastal highland with unmatched views of Jamaica Bay. Activities will include biking, hiking, fishing, kayaking, and environmental education, and amenities will include comfort stations, shade structures and concessions.”

Know Your Access-A-Ride Rights Seniors, do you know your rights when it comes to Access-a-Ride? If not, Assemblywoman Stacey Pheffer Amato will be hosting a “know your rights” Access-A-Ride informational session on Friday, January 19 at 1 p.m. within JASA Brookdale Village located at 155 Beach 19th Street, Far Rockaway, Queens. This workshop will focus on language access for Russian speakers and general ‘know your rights’ for Access-ARide users. “Here in southern Queens and Rockaway, we have severely limited access to transportation and one of the largest senior populations in the entire city,” Assemblywoman Pheffer Amato said. “Many of our seniors and persons with disabilities depend on this program, but sometimes
there is confusion or lack of information. That’s why knowing your rights, and having clear information is key to providing every person with the tools they need to lead productive, independent lives.
