Army Corps Talks Latest Study By Katie McFadden

On Thursday, October 4 and Wednesday, October 10, the U.S. Army Corps of Engineers (USACE) came to Rockaway to hold public information sessions on its latest report for their coastal protection plan. The Rockaway Times was on site at the October 4 meeting, held at the RISE Center on Beach 58th Street, to catch the action and provide a rundown. In August, USACE released its Revised Draft Integrated Hurricane Sandy General Re-evaluation Report/Environmental Impact Statement. That mouthful essentially means an updated version of its draft report of its coastal protection study, released in 2016, that incorporated some changes from the public comments made on the previous draft. Its revised version is now undergoing a public comment period that will end on October 22. Part of this process includes public meetings to explain the

project and to give the community a chance to provide feedback. The meeting at the RISE Center began with guests having the opportunity to browse informational posters. USACE Planning Division Chief Cliff Jones then began the meeting, giving hope that the project may move forward soon. “We’re writing this report with your help to move it forward and actually see construction in the future. It’s six years after Sandy and people say they want to see construction. I think we’re really close to coming to that in this area,” Jones said. Local elected officials like Councilman Donovan Richards, Assemblywoman Stacey Pheffer Amato, a representative from Congressman Gregory Meeks’ office, Democratic District Leader Lew Simon and others spoke briefly before USACE Project Manager Daniel Falt spoke more about the urgency to move this latest report ahead.

“We’re really getting to this critical point in the study where finally we have a draft report and after October 22, we’re going to start finalizing the comments and our response to the comments, and our goal is to get the report up to headquarters to begin the approval process, hopefully by Christmas. We have money appropriated, but don’t have permission until the Assistant Secretary for the Army signs off on it,” Falt said. “We’re going to try to accelerate as quickly as we can, and as soon as we have the signature, we’re gonna put shovels in the ground. We’re committed to start work here in 2019. By this time next year, we want people to be arguing about trucks going through the neighborhood and stuff like that. We’ve never been this close and we’re looking to move this project up and start the approval process.” Project Biologist Daria Mazey then gave a presentation on the current report, first recapping some of the work USACE has

already done since Sandy, such as placing 3.5 million cubic yards of sand on the beach and creating an emergency dune system. “This is much more protection than the beach ever had, so the notion that there’s no protection is wrong. There is protection, but it’s interim, and our recommended plan would add greatly to that,” she explained. Besides wanting to bring protection to the peninsula as quickly as possible, another reason for urgency is to make sure the money for this project is locked in. “This study is 100 percent federally funded by the Disaster Relief Appropriations Act, aka the Sandy Bill, but it’s just until the money runs out. Part of why we’ve expedited the schedule is because we’re trying to push this. We’re aware of the vulnerabilities you feel and money needs to be locked in before it goes to anything else.” Mazey explained that as far Continued on page 6

Hi Society I was watching something on the telly and realized I must be part British. Not cool British like James Bond or Paul McCartney. Or even Johnny Rotten. I’m just like an awkward old extra in a Miss Marple episode. I’m on record as not being a hugger. For me, a chin nod with a pleasant expression is the same as someone else’s bear hug. I just cringe about how I’m supposed to interact. Here’s one, what if I said hello to someone and then see them again five minutes later? Do they get the same hello? Or maybe just a smile? Do you go over the top and exclaim, “We meet again!” Or maybe you act like you got a call and start talking into the phone just to get past this very awkward second encounter. The fake phone call is right out of the British playbook. They’ve got themselves on speed dial just to avoid bro hugs, air kisses, and just about every other human interaction. They’re socially paralyzed. They feel awkward to start with, and the last thing they want to do is make others feel awkward. Exactly. The north of England is an exception where people are friendly. “I know,” says a British woman, “that’s why I moved away.” I assumed that the Brits were snobs. I was in Portugal a couple years back and it seemed more like Liverpool with all the tourists from the UK. You’d pass a couple of these aristocrat-

ic hoity-toities on a quiet street and they wouldn’t even glance your way. I wasn’t expecting a Texas howdy, but it would’ve been nice to get a tiny chin nod or a nanosecond of eye contact. What’d I get? Nuthin. These frigging limeys. Acting like they won the Revolutionary War. A weird thought to be having in Portugal but I digress… I’ve complained about them ever since —never realizing they have an affliction. This television series, Very British Problems, (yes, they made an entire series of how screwed up they are), tries to explain all this. Basically, the Brits think about greetings far more than they should, so they end up unsure and frozen. After pulling to a stop, they sit in their cars and wait before getting out because they see someone they know nearby. They hope the person will move on just so they don’t have to say hello. If they’re on the their way home and see a neighbor putting out the garbage or taking in the mail, they’ll walk around the block until the coast is clear. They insist they’re not being unfriendly, they’re just trying to keep the awkwardness for all to a minimum. It’s normal to me. I mean, if you’re in Stop and Shop and you say hello to someone you barely know, you spend the rest of time

strategizing how not to go down the same aisle again. I’m not the only one. Somebody I know won’t even go in the store if she sees someone she knows going in ahead of her. She’ll just shop the next day or do other errands elsewhere. I hate when you pass someone from behind that you kinda know. Do you turn all the way around to say hello? That might be a stretch of the implicit understanding you two have. That might be breaking some kind of boundary. Or do you roll past them and act like you didn’t see them? Then you run the risk that they know what you did. You might be twenty or thirty feet past them but you’re wondering if they think you’re a snob. It’s endless. And if you manage the hello, it’s not necessarily over. I mean, you say hello to someone often enough that you feel you should know them better but you don’t. You’ve

Page 5 really just been saying hello for a while and you’ve got no idea how you even met. Or maybe you’ve never really met but for some reason you’ve been saying hello for a long time. You’re afraid to have an actual conversation because you’ve got nothing to work with. You’ve been saying hello for so long there must be something there. You must be forgetting your kids went to school together or you were in their wedding party. I know, you’re Americans, I don’t expect you to understand this. But if I don’t say hello, no offense, I’m just afraid of making you feel awkward.

as the bay portion of the plan goes, this study now incorporates less. The previous report included storm surge barriers across Jamaica Bay and a sea wall and other elements, but since this portion of the project included heavy feedback and a high cost, it was instead incorporated into a separate study, the New York-New Jersey Harbor and Tributaries (NYNJHAT) Coastal Storm Risk Management Feasibility Study. It was moved to that study instead so that it can be further explored, while this study that includes shorefront protection and some bay elements, can move forward quickly. A major concern from the last study was that additional new groins on the beachside, would be installed no further west than Beach 122nd Street, leaving Belle Harbor and Neponsit vulnerable. The new draft shows that hasn’t changed. Mazey explained that those concerns are being heard, but can be explored down the line.

“We received a lot of comments about groins in Belle Harbor and Neponsit, but it’s not something that needs to be discussed now. It can be discussed during the engineering and design phase. We want you to know we hear you and we’re working on it and those groins can be incorporated,” she said. In a phone call to The Rockaway Times, Falt further explained this, saying, “When this plan goes up to approval, we’ll start the detailed design phase, which is where most of these details are finalized. When it comes to the actual configuration of the groins, we’re going to take another look at that and that can include how wide they are and how separated they are. We know we need a tapered groin field toward the west of this project, we just don’t know exactly where they should be, but when we get into the design phase, we’ll do more research. The last thing we want to do is induce another erosional hotspot,” Falt said. The entire shorefront plan will include a reinforced veg-

etative dune and beachfill from Beach 9th to Beach 149th Street, the construction of 12 new dunes from Beach 90th to Beach 122nd Street, the enhancement of the existing groin field from Beach 36th to Beach 49th Streets, and another new groin on Beach 34th Street. The new, reinforced dune will be 18 feet high and the initial beachfill will include nearly 1.6 million cubic yards of sand, plus renourishment every four years, of a little more than a million cubic yards of sand. With some of the massive bay features out of the picture as far as this study is concerned, there is now more focus on the “back bay” area, which includes the bayside in the Hammels, Arverne and Edgemere neighborhoods. “We have almost a quarter of a billion dollar plan to protect against frequent flooding that occurs here. These features (including floodwalls, bulkheads and berms) will overtop with huge storms, but we will have pump stations and interior drainage that will help improve the resiliency of

the drainage system for those neighborhoods,” Mazey said. These back bay areas will also include “nature-based features where the wetlands control erosion and wave action, making these features more sustainable in the long-term.” Following the presentation, the floor was open to some comments and questions, many of which included questions about areas not included in the plan, like the area before Beach 9th, the western tip of the peninsula and other areas of the bay. dresses was found dead in the water off Beach 149th Street. He was often seen with his poodle (who sometimes had his white hair colored with food coloring) and sometimes he’d have a parrot on his head. Quite a character. He was a regular at the parade (and many other parades throughout the city). He loved the beach and could be spotted, even in the winter, walking along the shore. After his poodle, his steady companion, died a couple years back, Ms. Colombia went into mourning and was no longer (or rarely) seen in drag. His name was Oswaldo Gomez and New York won’t be the same. ***** The Parks Department and City Councilman Donovan Richards are sponsoring a Rockaway Fall Festival at Bayswater Park (Beach 32nd Street and Beach Channel Drive) on Sunday, October 14 from 12 noon to 3 p.m. There will be pony rides, bouncy houses, a petting zoo, and pumpkins.

Rockapulco Gold Music Fest is Saturday What goes better with beer than some rock n’ roll? There will be plenty of both this Saturday, October 13 at The Rockapulco Gold Music Festival. Over the summer, John Edwards, who organizes the Rockapulco Runs around Rockaway, dabbled in a new endeavor and brewed up his own beer, Rockapulco Gold. S.H.A.F.T., under the leadership of Barbara Buffolino, has worked tirelessly for years advocating for Surfside’s residents. We love our coastal living with our breathtaking ocean and bay views, but after 15 years dealing with Alma, it’s come to a boiling point. Changes need to be made to improve our day-to-day living, but to accomplish that, our voices need to be heard,” Nevirs said. Amongst the elected politicians and community leaders who will be attending with their staff liaisons include: Senator J. Addabbo Jr.; Councilman Eric

Ulrich; Queens Borough President’s office representative Dan Brown; from the Queens Public Advocates Office, Director Stacey Eliuk and Service Associate Christopher Donald; and from the Queens League For United Tenants, Florence Fisher. Nevirs said S.H.A.F.T. is not hosting this meeting for any leverage, they are just fed-up, and want residents to speak up. “From constant malfunctions with the elevators; health hazards and gross conditions in the communal laundry room; safety hazards with fire doors, insufficient lighting, garbage and recycling collection, chronic water pipe issues; loose scaffolding; even security breaches with crime, including drug activity and robberies; and more, it’s become almost inhabitable. We need to come together as a community and speak up. So far, we are backed by 750 families of Surfside, which is great;

but we need to show up physically in numbers at this meeting on Saturday,” she emphatically stated. “At a meeting with former Assemblyman Phil Goldfeder, he advised us to document all our complaints, which we now proactively do through a community portal system. We continuously meet with Alma every four to six weeks, but though, granted a few changes have been made, it’s all piecemeal, like a bandage just covering up the eyesore behind. I just really implore residents to come out and stand up for what they want and are paying dearly for,” Nevirs said. Remembering Ms. Colombia By Katie McFadden

“I’m an artist because I design smiles on the faces of human beings,” Ms. Colombia said in a 2010 documentary. The entertainer known for dyeing his beard, wearing flashy dresses and often seen with his colorful dog and parrot in tow, designed smiles on the faces of thousands upon thousands of people in his 64 years of life. But last week, those smiles turned to sadness after it was reported that the beloved larger-than-life character’s life had come to an end. Whether in any parade in the city, Rockaway’s St. Patrick’s Day parade, or creating his own parade everywhere he went, especially around the beach in Rockaway and Riis Park, it was hard not to notice Ms. Colombia, also known as Jose Oswaldo Gomez, Oswaldo Gomez, La Paisa, La Loca, The Queen of Queens, Lady Gaga’s grandma, or whatever he chose to call himself or people chose to call him. Ms. Colombia was a person of many names and many outfits, but never a label. When asked about pronouns, Ms. Colombia remained indifferent, saying, “My mother wanted a girl, my father wanted a boy, I gave them both.” When questioned about his sexuality, he said, “People ask are you homo? Are you gay? Are you lesbian? No, I’m a human being from another planet.” A label could never be placed on Ms. Colombia as his/her main mission in life was simply, to live freely, and to bring others happiness, which he did, daily. Some may have tried to label Ms. Colombia as “crazy,” but his reason for putting on the dresses each day made perfect sense. Gomez was born in Medellin, Colombia, hence the title, Ms. Colombia, but in 1977, he came to the land of the free for well, freedom. Oswaldo Gomez was an intelligent person. While in Colombia, he was trying to become a lawyer, but as violence erupted in his country over drug crimes,

he “decided to come into the United States for my own freedom,” he said in an interview. While living in Queens, he went on to pursue a bachelor’s degree from York College and graduated summa cum laude, leading him to receive a scholarship to New York University in Spain, where he received a master’s degree and also graduated summa cum laude. Gomez was on his way to pursuing a PhD when he received news that changed his life forever. In 1988, he was diagnosed with AIDS. “Ms. Colombia came about because the doctor advised me that I only had one year to live,” Gomez said in a 2013 documentary. “You have to live day by day because you don’t have tomorrow. This is my strategy to stay alive. Happiness is the best way, and that’s why I’m still alive.” As a way to cope with the diagnosis and being told his days were numbered, aside from taking up to 20 medications a day, Gomez chose to live out his days by being himself and bringing smiles to those around him. Ms. Colombia quickly became an icon across New York City, especially in Queens, and even Rockaway. Each day, the Jackson Heights resident would call 311 to find out what events were taking place that day, whether it be a parade or festival, and he’d put on one of his extravagant outfits and go to work—putting smiles on the faces of those everywhere he went.

Ms. Colombia was a highlight of Pride Parades, the Coney Island Mermaid Parade and even the Rockaway St. Paddy’s Day Parade. And when there were no events going on— Ms. Colombia would become a one-woman show, dancing with street artists in Central Park, or twirling on Rockaway Beach in response to a lifeguard whistle. Ms. Colombia was rarely spotted without his dog, a poodle named Cariño, and an African Grey Parrot named Rosita, both of which were often dyed as colorful as Ms. Colombia’s beard. When Ms. Colombia was stopped to take photos, he’d often hand a person the poodle to hold, and put the parrot on top of their head, while he himself would pose. Those thousands of photos are now happy memories. On Wednesday, October 5, a naked body was found on the shoreline in Riis Park, near Beach 149th Street at around 3:30 a.m. The body was later identified as Oswaldo Gomez, the beloved Ms. Colombia. No foul play was expected and the Office of the Chief Medical Examiner is conducting an autopsy to determine an exact cause of death. In recent years, New York started to see less Ms. Colombia and more Oswaldo Gomez. The last few years had been particularly rough for Ms. Colombia. Every year, he would spend some time in his home country, but a 2012 trip was particularly hard, as it was a trip to bring his father’s ashes back home after his death. Ms. Colombia still made occasional appearances, even returning in full drag in the summer of 2013, giving those in Rockaway a much-needed smile after being devastated by Sandy. Seeing Ms. Colombia again was a sign that things would be returning to normal. However, for Ms. Colombia, more personal tragedy hit in May 2014, when his beloved poodle, Cariño died at 17 years old. Following the death of his dog, Ms. Colombia’s visits became sporadic, and the colored hair and daz-

zling dresses became a thing of the past. Gomez was seen so infrequently or not easily recognized as a man, that rumors started to swirl that he had died years ago. An obituary floating around for another Oswaldo Gomez that had died further pushed the rumor. However in recent months, Gomez was spotted frequently, dressed as a man, still walking around Beach 116th Street and taking strolls on the beach with a new dog, a terrier named Coco. Gomez was spotted on Beach 116th as recently as the Friday before he was found dead. “Every morning I get java at Last Stop,” said local Jerry Rea. “I walked in and he was sitting there. I shook his hand and said, ‘Where have you been? You’re so tan.’ He smiled and said he was in Colombia. I took a photo with him and I paid for his breakfast.” Gomez’s seemingly sudden death in a place that he loved came as a shock to the community. On Sunday, October 7, a group gathered at Bay 1 in Riis Park to hold a vigil for the person that meant so much to so many. The gathering included some Rockaway residents, some from his hometown of Jackson Heights, those from the LGBTQ community, and Gomez’s sister, Eddy, who had the dog, Coco with her. Ms. Colombia had a huge impact on everyone who met her, including those in Rockaway, and according to Paddy Tubz, Rockaway meant a huge deal to her as well. “The first Thanksgiving after Sandy, the city powers that be, gave hundreds of Rockaway residents tickets to the grand stands to watch the Macy's Thanksgiving Day Parade,” Tubz said. “After all of the clowns, balloons, floats, celebrities and Santa Claus, there was Ms. Columbia, and her infamous move, the twirl, shouting Happy Thanksgiving, love to you all! We shouted at her back, 'ROCKAWAY LOVES YOU!' She waved to us and shouted back, ‘I LOVE ROCKAWAY!’” See Photos on Page 40.

I had no idea how the dried-up little guy I found ended up on Rockaway Beach Blvd, although I had guessed the fish ended up this far north ahead of the hurricane down south. Thought you might find it even a tiny bit interesting, as fish pucks of this species are few and far between! Marieke Bender Far Rock Detriment Dear Editor: The puff piece about Councilman Donovan Richards’ plans to destroy Far Rockaway (“Richards Talks East End Upswing” by Katie McFadden) in the October 4 issue, at best left me dismayed. Of course it is true that people need places to live, and the poor should not be condemned to live under the Brooklyn Bridge or sleep in Penn Station, BUT there are appropriate places for various facilities that communities need. And unfortunately, neither Donovan

Richards nor the NYC Economic Development Corporation (EDC) has the slightest concept of these ideas. Let’s look at some of these proposals. Beach Green is one of the most environmentally friendly buildings that I am aware of. But its residents have no place to buy the most basic items of life. There’s no shopping in the area to speak of, even with the nearby NYCHA project across Beach Channel Drive. Food shopping requires lugging a load of groceries via the Q22 bus (recall the deaths of old age people waiting for it), or a trip by automobile. But Beach Green has no parking to speak of. The Downtown Far Rockaway plans are a horror. The EDC planners live in a fantasyland, best explained by their drawings of how they suppose the area will look when they are finished with the development projects. They suppose that people will get off the “A” train and sip lattes on the plaza after a 2-hour trip! Does this happen in the Five Towns, where people have money for Star-

Page 13 bucks? Does it happen at 116th Street? They suppose that the middle income residents of the area will shop in Far Rockaway, but they provide no explanation of why no one with two nickels to rub together shops there now. Far Rockaway has a substantial population with money to spend, who spend it in the Five Towns. There is no reason to suppose that the new residents will be any different. They will just add some 5,000 new purchasers to the Five Towns shopping base. The plans ignore fundamental issues, such as driving and parking. DOT says that their parking lots are unused and therefore unneeded. But this ignores the fact that the lots are often paved with broken glass, and police say that the lots are dangerous. But, of course, parking won’t be an issue because DOT says that the already narrow streets are too wide. Driving to shop in Far Rockaway, already difficult, will become impossible. city planners rather than traffic engineers. These wonderful planners have diverted much of Beach Channel Drive traffic to local Bayswater streets, though their roads are narrowing. But who am I to criticize. Everyone knows that replacing streets and parking with housing will certainly “revitalize” a shopping area. And just look at the shopping. Use the new Shop Fair as an example. It looks bright and cheerful. But

in an area with a significant African-American population, apparently none could be found to work in the store. And there appear to be violations. Two visits were enough for me. ROCKAWAY FILM FEST MAKES DEBUT NEXT WEEK Rockaway may not have a movie theater, but that doesn’t mean the movies can’t come to us. For the first time ever, the Rockaway Film Festival is coming to town. Local, Sam Fleischner, a filmmaker himself, is spearheading this new project that will bring a four-day festival featuring movies, documentaries and clips of all genres, some made by Rockaway residents and some featuring Rockaway residents in them. The festival will take place from October 18 through October 21 in a brand new location at 323 Beach 74th Street. The space is brought to you by David Selig, who now owns The Castle on Beach 117th Street. The program will kick off on Thursday, October 18 at 7 p.m. with a short film made in 1959, called “Skyscraper,” which documents the complete construction of the now infamous, 666 Broadway, followed by two other films. On Friday night there

will be one feature film and on Saturday and Sunday, films will be shown all day, from 10 a.m. to 7 p.m. The festival ends with Ben Chase and Fleischner’s film, Wah Do Dem, featuring Norah Jones, Sean Bones, Kev Bewersdorf and Sam Fleischner, who will be there for the screening. Tickets are available to purchase for each individual screening and some are free. AHRC Far Rockaway Spreads Breast Cancer Awareness By Katie McFadden

Something very special is taking place on Healy Avenue in Far Rockaway. Each week at AHRC New York City’s Far Rockaway Center, adults with intellectual and developmental disabilities and autism are receiving support to live self-determined, meaningful, full lives. The facility has been serving the community for more than 20 years, but on Friday, October 5, the Center opened its doors to everyone to bring awareness to an issue that could affect anyone—breast cancer. of Breast Cancer Awareness month, the Center hosted its first ever Breast Cancer Awareness Day to give back to the community. On Friday morning, the community was welcomed to the AHRC NYC Far Rockaway Center (23-55 Healy Avenue) with open arms as some of the members, decked out in pink for the occasion, handed out buttons and handmade breast cancer awareness ribbons. Guests were then treated to breakfast before the program began. AHRC Far Rockaway’s new facility director, Renika Jeffrey, kicked off the program by explaining what AHRC does and how it began. “AHRC is a family-governed organization that services people with developmental disabilities. Our whole purpose is to help people live richer lives, healthy, full lives, and this is all based on that person’s needs and hopes and desires. At this facility, we do a lot of volunteer activities, we help to find individuals jobs,

According to Jeffrey, AHRC NYC began with a woman named Anne Greenberg, who placed an ad in the New York Post, asking if any mothers of “retarded” children, age four through eight, were interested in starting a nursery school. The ad caught the attention of about 10 people that met at a friend’s home in the Bronx. However when another ad was placed, tar-

geting the whole city, the response was greater. The group planned to hold a meeting with 50 people who were invited by letters, but 300 parents showed up, seeking help and support from families going through the same thing. Jeffrey later explained more about the Far Rockaway Center, which offers Adult Day Services. The adults with developmental disabilities that utilize the center participate in activities daily from 8:30 a.m. until 3:30 p.m. What they do is dependent on what the individual wants to do. “They tell us what their hopes and dreams are. The whole thing is for them to have a richer life, not to let their disability be something that we focus on, because we’re here to focus on their abilities,� Jeffrey said. This concept is how the First Annual Breast Cancer Awareness Day came about. With Jeffrey at the helm as the new facility director, and a great team of staff members working with her, AHRC NYC Far Rockaway decided to give back to the community by providing everyone with information about breast cancer. Fellow community organizations were invited and flyers were handed out at train stations to let people know about the event. To make the program a success, the individuals at the center helped by creating art

pieces and decorations to decorate the walls of the center, creating awareness ribbons and gift bags for guests, and even helping prepare food for the event. They also invited guests to make the day special, such as representatives from the Joseph P. Addabbo Health Center, who spoke and provided blood pressure screenings, and Bonnie Federman from the American Cancer Society, who provided valuable information such as statistics and symptoms of breast cancer, and explained different screenings and treatment options, before answering questions from the group, which was eager to participate. AHRC NYC individuals, Jessie Perkins and Milagros Rotger, participated by reciting words of encouragement and poems. Breast cancer survivor Olive Moses told her personal story and encouraged people to get their regular check-ups. There was then an intermission for lunch, and the afternoon concluded with more guests speaking about topics like nutrition and more.

They did paintings, decorations, food‌everyone played a major role in making this event a success and we plan on doing more. We hope to be more of a community site where the community can utilize our services and space like so many other organizations have allowed us to do,â€? Jeffrey said. Rockaway Demands Interim City Protection Plan By Katie McFadden

Rockaway made it through a unique summer season with beach closures in some of the most popular areas, due to erosion, however the spontaneous decision at the start of the season threw visitors, residents and local business owners for a loop. With seven months until the start of the next beach season, many are hoping that a plan is put in effect to prevent another summer of beach closures. So in true Rockaway fashion, several residents took to City Hall for a rally to let Mayor Bill de Blasio and the City know that Rockaway won’t be forgotten, and that a plan needs to be put in place before the Army Corps of Engineers gets to work, and before summer 2019. it was announced in May that some of the beaches would be closed for the summer due to safety concerns as a result of erosion. The City has repeatedly pointed fingers at the Army Corps of Engineers to save the beach with their plan that

Yet Rockaway is pointing the finger back at the City in the hopes that something can be done in the interim. “We’re here to let the mayor know that we need protection, we need some help. We need some help for recreation and we need to get things going well before the Army Corps' plan,” John Cori, who spearheaded the latest rally, said. “We cannot wait until 2020.” The crowd was joined by State Senator Joe Addabbo, who urged de Blasio and other agencies to listen to the residents of Rockaway. “It’s roughly seven months before the next summer season, but it’s never too early to start fighting for our beaches. Jeremy Jones, vice president of the Rockaway Beach Civic Association (RBCA), said that Rockaway residents are trying to work with the mayor and Parks Commissioner Mitchell Silver, and urged them to work with Rockaway. “We want to work with the Parks Department to satisfy the needs of our residents and visitors. And we’re demanding that you work with us as well. We love our beach, we want to make it better for everyone that lives here and visits, and that’s our main goal.” RBCA secretary Clare Hilger reiterated the need for a plan for next summer. “We want to work with the Parks Department to have a plan. They’ve told us there is no plan for next summer. They’re leaving it all to the Army Corps and we want the city to become active in this and not leave it to the Army

Corps alone,” Hilger said. “We all need to work on this, not let it go by until it’s the end of May and we get another surprise announcement that hurts businesses and hurts residents. We have time to plan, so lets plan.” Noreen Ellis, president of the Rockaway Civic Association, said that Rockaway’s beach should be treated like any other NYC park. “If in Central Park, a sinkhole appeared, would they close around it and not do anything? No. Rockaway beaches bring in just as much tourism as Central Park, so we ask that they treat us no different than any other economic engine park in this city. Address the needs now and treat us with respect and open the dialogue now. Not in March when it’s too late. Now’s the time to start implementing it for the 2019 season.” Alan Zwirn of Belle Harbor, longtime activist Joe Hartigan and Christine Puma also spoke, urging City leaders to work together so that something can be done quickly for the sake of Rockaway’s safety.

In a bustling city of sleepless bright lights, it’s hard to imagine anything outshining the glow of New York City. Blazing like a beacon, the light our city emanates may make it seem like our skies are starless; but a group of star enthusiasts know better. Seeking out dark pockets of the city, the Amateur Astronomy Association (AAA) has been setting up telescopes and pointing them towards the skies since 1927. “We are all over in NYC. None of the five boroughs are immune to our presence,� jokes Thomas Evangelist, a member and rising star of AAA. He can be found at many of the 17 regular observation sites around NYC; but one in particular, Floyd Bennett Field. A part of Gateway National Recreation Area’s 26,607 acres of wilderness, Floyd Bennett Field (once an airport in the 1930s) of-

City Stargazing fers large, paved open spaces and fields surrounded by trees, blocking much of the city’s light pollution. “It is the darkest site, from what I can tell, in NYC,� says Evangelist, who has been observing at Floyd Bennett for about five years. And this dark site is open to everyone who has a curious eye. The purpose of AAA, as stated in their by-laws, is to “promote the study of astronomy and to emphasize the cultural and inspirational value of the subject.� And at their next viewing, which will be happening this Friday, October 12 at 8 p.m., there will be much to be inspired by. “We have Mars, Jupiter, Saturn, the Moon, and a buffet of Messier, Caldwell, and NGC (star clusters, nebulae, and galaxies) objects that lie outside the solar system. There will be more than enough to entertain the crowd.� AAA meets one Friday a month throughout the year, with a few exceptions. Their website states: “We meet every month except January and February, when it’s

just too cold, and in July and August, when we have a problem with mosquitoes.� Evangelist agrees, “The mosquitoes will eat you alive in the field. In fact, the mosquitoes that eat you alive in July come back in August to carry your body away.� But this Friday, mosquitoes should be at a minimum. And although there are some clouds in the forecast, chances are the Amateur Astronomy Association will be there; and if you plan on joining them, here are some tips from Evangelist: “Dress warm, TURN OFF YOUR PHONES – the light glare is NOT appropriate in the dark field. Also, there is a challenge in finding objects in the sky and that nothing is instant. Finally, be prepared to be amazed. Drowning is the leading cause of death in children ages one to 14. Drowning claims the lives of 372,00 people a year worldwide. The media, including some medical journals, continue to disseminate false or misleading terms and evidence regarding drowning. Take the tragic case of a 4-year-old boy who, in 2017, was knocked over and briefly submerged in knee-deep water. He died a week after the accident and it was widely reported that his cause of death was “dry� or “secondary� drowning. There is no such thing as dry or secondary drowning. The fact of the matter was that his cause of death was an unrecognized heart condition. He had no water in his lungs. That incident was published in USA Today on 6/8/17. A consensus committee of the World Health Organization defined drowning as “the pro-

On Drowning cess of experiencing respiratory impairment from submersion/ immersion in liquid.� The process begins when the victim’s airway goes below the surface of the liquid (submersion) or when water splashes over the face (immersion). If the victim is rescued at any time, the process is interrupted. This is called nonfatal drowning. Obviously, if the victim dies at any time, this is called fatal drowning. Any water-distress incident without evidence of respiratory impairment should be considered a water rescue and not a drowning. Non-fatal drowning, with symptoms ranging from mild cough to severe pulmonary impairment, and complications from mild to severe neurologic impairment, is much more common than fatal drowning. For every one fatal drowning there are five nonfatal drownings. When a person in the water can no longer keep the airway clear, water that enters

the mouth is both swallowed and spit out. Within a few seconds to minutes, a person can no longer clear the airways and water is aspirated into the lungs. This triggers the cough reflex. Another drowning myth is that laryngospasm, or involuntary constriction of the larynx and throat, occurs to protect the airway. This is found in less that two percent of cases. If the person is not rescued, the aspiration of water continues, and hypoxia (low oxygen) leads to loss of consciousness and apnea (cessation of breathing). Within a few minutes, cardiac arrest occurs. The entire process usually takes a few minutes, but in rare situations where the water is extremely cold, the process may take up to an hour. Every winter there are situations where someone falls through ice and is underwater for a period of time, but after being rescued, recovers fully. Another myth is that drowning in salt water is different

from drowning in fresh water. The process is the same in both types of water. Unbelievably, a 150 lb. person needs to inhale only about 2/3 of a cup of water to drown. There is also no such thing as near-drowning, just like there is no such thing as “near-cardiac arrest.� Near-drowning is nonfatal drowning. Rescuers are trained to be sure not to become a victim themselves. Panicked swimmers will thrash about and clutch at anything or anyone near them. As a Rockaway lifeguard, I experienced this firsthand. We need not wait to see what others do.” – Mahatma Gandhi From this is where “be the change you wish to see in the world” came from, and it is very powerful. Can we really change the world? This brings to mind the Dalai Lama and Archbishop Desmond Tutu, who answer the question: “absolutely!” Just thinking about being joyful, positive, compassionate uplifts our spirits. With so much anger, fear, despair, pain in the world today, we can succumb to the state of affairs in sadness or we can rise up into joy. One way to become joyful is to bring joy to others. Seems to be a win-win! Stresses such as financial insecurity, sickness, disparity, loss of loved ones, take a toll, and I try to remind myself that I can create my own inner life—the way I feel, approach life and care for others. To a certain extent, we create our own external lives too—and sometimes

But we sign up for certain things, creating our lives—albeit sometimes not by choice—and we have the choice to do everything with joy. Example: you got out of work late, have to shop and make dinner for your family. You have limited time. It is just how you spend it: with joy or not. Changing our inner landscape as Gandhi says in the quote above, and sharing that joy with others will change your world. Local Tours By Lou Pastina

People ask me, Lazer, where do you come up with the stuff about New York? Ok, I’m ready to spill the beans. Yes, I am in love with NYC and its history. I have several “go to” sources. First is a series on public television called Secrets of New York. The host of the show takes us into some of the really cool secrets about this great city. In fact, some of our neighbors have been on the show, for instance Jimmy Roberts, who helped run

the Department of Environmental Control, did a wonderful show on the NY water supply system. So, if you ever see that show on, watch it! There is also a book called the Secrets of New York. And there are many others that you can get that tell you about all these little things that nobody knows. One of the best ways to discover New York though, is to be a tourist, and when you are a tourist, well, you take tours. I haven’t done the whole bus thing yet, but I see it in my future.

I do like a group called New York Discovery Walking Tours. If you Google them, you’ll find some information online about them. But there is no website, you have to get on their email list. I have done two tours with them and they charge about $25 for a two-hour tour. I did a Ghost Tour last year around Halloween and it was great. It started in the East Village and ended up in the West Village with some very interesting macabre facts about old NY. I just recently did one in the West Village, a pub tour that included the Kettle of Fish, Marie’s Crisis, Chumley’s and The White Horse. It was really fun. We spent some time talking to the other folks, who were also mostly New Yorkers, and they had done a few tours too and they all realized that it was the same tour guide! So, New York Discovery Tours offers about 20 or 30 different tours of New York, but we all had the same tour guide, which left us wondering is this really just a one-man show. The guide was a bit nerdy, like the actor Rick Moranis, but really inform-

I was recently sitting on the steps of Federal Hall across the street from the NYSE eating a sausage and peppers hero, a tradition on Columbus Day when lower Broadway is converted into a street fair, when I spotted several tour guides with umbrellas shepherding groups around. I whispered to my son that if he ever saw me doing that to feel free to disown me. He looked at me and said, “Who are you kidding, you would love to do that.” And maybe he is right. Because as we were sitting there, a couple walked by and asked what this place was, and immediately I said Federal Hall, where George Washington was inaugurated as the first President of the United States. My son just looked at me and shook his head. Guess he was right! Hey, take the ferry in, take a tour, be a local tourist! Maybe you’ll get me as a guide.

Can Floortime Therapy Help Children with Autism? This past week, my daughter, Soanirina (aka Soa), had her second session with a Floortime therapist. The therapist, who employs the Developmental and Individual Differences Relationship (DIR) method, (also called Floortime), spent an hour trying to engage Soa in communicating her desire for a bag of crisps. Admittedly, for the first 15 minutes of the hour-long session, watching the therapist running around the table with the bag, trying to

tease my daughter to run after her, I was a bit skeptical, and like my Soa initially appeared to be — apathetic. Floortime is based on the DIR model, which Dr. Stanley Greenspan developed in the 1980s as a relationship-based therapy for children with a variety of developmental delays and issues, including autism. The intervention is called Floortime because the therapist role-plays for the parent how to literally get down on

the floor with the child to play and interact at their eye level. I watched as the therapist instructed my daughter’s dad on how to build communication by passing the bag back-and-forth, until she got the rhythm of the interaction; then try to get her to express her wants by motivating her to tightly hold the bag and firmly block his hand, when he tried to take it from her. Ok, now my interest was piquing. I could see that not only was she communicating her wants by pushing his hand away, but was locking eyes with him, and making sounds as if to say, “No. This is mine!” The therapist explained that this one-to-one interaction evolves into becoming more communicative. “Watch as Soa maintains eye contact, not just with the object she wants, but with her dad, who is trying to take it from her. She is realizing that he is playing a game with her, and is beginning to have fun and even getting a little competitive,” she said. She also said that the goal was to engage Soa in play at her level,

The Rockaway Times and prevent her from retreating into her own world. Personally, I believe all of us so-called neurotypicals do, but I guess it can become problematic with an individual on the spectrum constantly seeking sensory stimulation. For example, on mornings when I’m trying to get Soa ready for school, I have to constantly remind her to stay at the task on hand, as she sometimes prefers to jump up and down, while wiggling an elastic band, ignoring me, and of course stretching my patience like the elastic she is playing with. According to Greenspan, intervention must transform perseveration into interaction. Once this occurs, he theorizes that the child becomes purposeful, and can imitate gestures, sounds, and play. The goal is for adults to help children expand their “circles of communication," by meeting them at their developmental level and build on their strengths. follows the child's lead, will encourage the child to 'want' to relate to the outside world. Floortime aims to help the child reach six key milestones that contribute to emotional and intellectual growth: Self-regulation and interest in the world; Intimacy, or engagement in relationships; Twoway communication; Complex communication; Emotional ideas; and Emotional thinking. Therapists teach parents how to direct their children into more and more complex interactions. This process, called “opening and closing circles of communication,” is central to the Floortime approach. Though note, Floortime does not work on speech, motor or cognitive skills in isolation. It addresses these areas through its focus on emotional development. On the topic of stimming (self-stimulatory behavior that include hand-flapping, rocking,

spinning, or repetition of words), though Greenspan does not seek to diminish the behavior, he believes that individuals on the spectrum should not be allowed to lose themselves in the behavior for extended periods of time, as it makes it more challenging to socially engage and maintain interaction. Overall, Floortime therapy seems to be fruitful, though I’m just a bit distrustful of what appeared to me as a manipulative approach. I felt like my daughter was treated like a pet teased with a treat. Almost like “go fetch.” Also for parents to play dumb in the role-playing, I feel like my daughter would see straight through it like a window. She is pretty shrewd, and would intuitively know that we were playing tricks, which I think undermines her shining intelligence. The Bugalou Concert Series will begin its second season on Saturday, October 27 at St. Camillus Springman Hall with three-time Grammy Winner Larry Campbell and Teresa Williams, sponsored by the Bungalow Bar. This show was originally scheduled to close out the first season of Bugalou concerts, but was postponed following the sad passing of Clare Droesch. Much as Joan Osborne is the singer's singer, Larry Campbell is the musician's musician. He

is best known for his work with Bob Dylan as his musical director, lead guitarist, and multi-instrumentalist from 19772004. Shortly after parting with Dylan, he was asked by Levon Helm of The Band to join with him, and spent the next eight years with him until Levon's death in 2012, earning Grammys for the albums, Dirt Farmer, Electric Dirt, and Ramble at the Ryman. It was during this period that he began to work regularly with his wife Teresa Williams, who was also a part of the Levon Helm Band as a vocalist and guitarist. Following Levon's death, the band continued in various incarnations including The Midnight Ramble Band and The Dirt Farmer Band, before Larry and Teresa decided to focus on their own musical creations. Their eponymous debut, Larry Campbell and Teresa Williams, was released in 2015

The Literary Chick Interview Adam Smyer

Adam Smyer is the author of Knucklehead, which has been accurately described as “A fierce, intelligent, and often hilarious novel about a young African-American attorney, who struggles to keep his cool in the personally and politically turbulent 90s”. The Literary Chick was lucky enough to interview him following his successful book tour in South Africa. TLC: The narrative and dialogue in Knucklehead flow so smoothly. How much of the book is autobiographical, if any? AS: I would love to say, “None,” because I think that the question distracts somewhat, but I couldn’t get away with that. Even though in a way it’s true. None of it is journalism. I could also make the argument that it is all autobiographical, in a way—every word I write is unavoidably the product of my thoughts and experiences. So instead I will just say that some of it is autobiographical. The most egregious events did indeed happen pretty much the way I wrote them. To me, “the most egregious events” would be the Oklahoma City bombing

in 1995, the videotaped murder of Latasha Harlins and her convicted killer’s release in 1991, the assassination of Yitzak Rabin in 1995—things like that. Totally happened. TLC: How did you come to decide to write the novel? AS: I didn’t. I wrote a short story, and then another, and eventually I realized that I was in the early stages of a novel. That is consistent with my personal experience. I do what I do, and at some point I look around and figure out what it is that I am doing. My greatest accomplishments began with no particular goal in mind. TLC: Knucklehead’s prologue is extremely powerful. How would you say it connects to the book thematically? AS: Really glad you asked this. For me, the prologue is an exercise to aid in the reading of the book. There’s the obvious interpretation. And then there is the opportunity to view the action in context. I could say a lot more, but I don’t want to spoil the experience for anyone who hasn’t read it yet. TLC: I understand there is already an audio book out. Who is the narrator? AS: The audio book is read by L. Steven Taylor. Audio books are just his side hustle. By day he is Mufasa in The Lion King on Broadway. When I heard him read the first chapter, I started dancing around and pumping my fist in the air like I was watching sports. He is awesome. TLC: Who were your literary in-

spirations? AS: Frank McCourt was my homeroom teacher in high school, and I took a number of English classes with him as well. This was decades before Angela’s Ashes, but Mr. McCourt was always an extraordinary and generous human being. He loved us. He expanded our minds. Mat Johnson. I was at a VONA Voices faculty reading and this dude read a short story about a guy trying to start a career “henching” - working as a henchman for some low-level wannabe supervillain. It was hilarious and violent. I was like, “Word? This is a thing?” So I read a bunch of Mat and eventually met him and did a workshop with him. Mat took a lot of time reading Knucklehead and giving me feedback that was absolutely priceless. He helped me take the book to the next level. TLC: If Knucklehead is optioned for a movie, who would be in your dream cast?

AS: If the entire cast and crew of Black Panther could reconvene and shoot Knucklehead, I would really appreciate it. BIO: Adam Smyer is an attorney, martial artist, and mediocre bass player. He lives in the San Francisco Bay area with his wife and cats. Knucklehead (Akashic Books) is his debut novel.

Day And Night

It has long been said that opposites attract, however, there is one dichotomy of lifestyle that has long been the bane of happiness within our household at the end of West 12th Road, and that is our individual sleeping habits. The problem stems from the fact that my beloved Grace (aka - she who must be obeyed) is a "night owl" who rarely retires until well after midnight and arises several

hours past sunrise. Unfortunately, I am a member of that much rarer avian species, the lark, often-times referred to as the "early bird," prone to becoming very drowsy in the early evening and yet awake well before the sun appears on the horizon. It is not uncommon to find me all tucked in by 8 or 8:30 in the evening while the rest of the family is still up and running, only to be up and rattling about the homestead at 3:30 in the morning. Grace is prone to hitting the snooze button on her phone's alarm a number of times before she even attempts to rise from the bed and when she does, she isn't exactly thrilled with the idea of engaging in any conversation until she stumbles to the kitchen to have her first cup of coffee. On the other hand, having been up since the wee hours, generally in a great mood, I have already enjoyed that day's sunrise, prepared the morning coffee, fed the animals, cleaned the litter box, emptied the dishwasher, and started the wash. I often find myself over

in Stop and Shop in Rockaway when it opens at 7 a.m. if anything is needed and, if need be, gas up the car on the way home to await my beloved's awakening from the sleep of the dead. Even something as simple as going out for a meal can be somewhat disconcerting as our sleeping habits also present obstacles to overcome. As an early bird, breakfast is my favorite meal, and I find that if I eat anything after 4 p.m., all I want to do is go to sleep. On the other hand, Grace prefers dinner and does not want to even think about food when she first awakes. Needless to say, Sunday brunch is a big deal in our household. One of the benefits of having an early bird in the nest is that there is no need for alarm clocks. One of the first things I do when I get up is to check the kitchen table for notes from family members asking to be awakened at a certain hour. Grace constantly reminds me that our routine can be somewhat annoying when, for instance, as she arrives home from

work in the evening only to find me struggling to keep my eyes open in the living room recliner, or worse, already in bed. Sometimes, if I am already asleep, she will sneak up on me and yell in my ear, "Aren't you a lot of fun to have around the house?" to which I will inevitably respond that she should always keep in mind that the early bird gets the worm to which she responds, "Yeah, but remember, the night owl gets the tequila and has access to the sharp steak knives while you sleep your life away!" Now that kind of repartee might prove worrisome to many but I should add that, despite being an early bird, I am blessed with the ability of uni-hemispheric sleep, during which one half of my brain sleeps while the other half remains awake, the ability to sleep with one eye open so to say, which is particularly useful in those instances when Grace might be really annoyed at me. Broad Channel, why would anyone want to live anywhere else?

BC Shamrocks Peanuts Show Their “Peanut Power!” By Kami-Leigh Agard

The Broad Channel Shamrocks Peanuts football squad may be tiny in stature, but don’t be fooled — judging from the way they resurrected this past Sunday, October 7, after being down 3-1 in the first half of the game against the impassable Glen Cove Cardinals, they proved their “Peanut Power!” by tying up the game 4-4. Head Coach Gene Guttieri, who was a Shamrock himself back in the 90s, couldn’t be prouder. “We were down 2, but through spectacular teamwork, our Shamrocks electrified both the field and the crowd when they scored after holding the Cardinals at bay from the halfline, and scored again! Rocco (aka “The Lightning”) DeSanti had those Cardinals running after him when he caught the ball, but they weren’t able to catch up. Our entire team was on fire!” Guttieri exclaimed. Assistant Coach Bobby Sabatino added, “We discovered that

teach the children the fundamentals of football, sportsmanship, teamwork and boost their confidence, while having fun. Most of the kids on the team this year are first-time players, with the exception of Robert Villalta and Nathaniel Oquendo, but even they too, work with their teammates to share what they have learned and boost team morale,” Dalton said. Watching these Peanuts, almost reminds you of the colorful characters from the movie classic, The Little Rascals, not just because they are adorable, but the roguish glint of determination in their eyes when they are assembled together on the field. Some of them even have nicknames. Besides DeSanti, The Lightning; there is Ethan Panday, dubbed “The Flash.” According to Sabatino, when Panday gets the ball in his hand, he’s off like the DC Comics hero, The Flash. Sabatino said, “On the first day, Ethan won an award for being the fastest kid on the team. Whether it’s on practice days or during a game, he literally takes off like The Flash!” Another rule with the Peanut division is when a child scores, they aren’t allowed to score again, to simply give their teammates also a chance to score. “When a child scores, they get a little gold shamrock on their helmets, which boosts their confidence, and gives their other teammates confidence that they can do it too. Again, it’s all about teamwork and boosting morale,” Assistant Coach Pete Ward said.

Ward, known for wearing his show-stopping cowboy hat on the field, said he first coached the Shamrocks from 1974 to 1978. Took a break, and then started coaching again in the mid-90s. “I have seen the rules of the League change. Now kids who are over 90 pounds aren’t allowed to play with the Peanuts, and have to wait to age into the next league, The Pee Wees. Also the helmets are a lot more padded, adding more protection. Back in the day, there weren’t so many rules. That being said, when I see these kids keep coming back every week with their parents in tow, it shows their determination to develop and learn the sport together with their peers,” Ward said. The other coaches also agreed that the Peanuts’ parents also deserve a high-five. Dalton said, “It takes a lot of effort and perseverance for the parents to come out to the Broad Channel Athletic Field twice a week, two-hours-a-day to get their kids to practice. Without them, this obviously could not happen. Some of our games are away, and they dutifully bring their kids, and are their biggest fans. It speaks volumes about the fantastic Shamrocks Peanuts community we have.” Sabatino said that this past Sunday’s game against the Cardinals was even more amazing because the Peanuts completed four passes and four touchdowns. “Throwing passes are a bit challenging for their level, but these Peanuts executed them so well, and shocked us coaches. “The Glen Cove Cardinals is one of the toughest teams in the League, and they were so impressed by the Shamrocks’ performance this past Sunday, that they invited us to their Turkey Bowl in November. The kids were so happy!” Sabatino crowed. The Shamrocks have three games left, and this Sunday, October 14 at 10 a.m. they’ll be playing an away game against Plainview Police Athletics/Activities Leagues (PAL) Peanuts. Go Shamrocks Peanuts!
