Nobody Here But Us Chickens In the old days, you had to be brave. Things were dangerous. I mean, jeez, even shampoo bottles were made of glass. There was a smoking section on airplanes because you know – the smoke would stay in that section only. Not that any of us ever flew on a plane back then. The usual mode of transportation was the station wagon without seatbelts and a back section where four or five kids could fit just to be bounced off each other. Of course, that wasn’t quite as dangerous as the trunk – which was sometimes used to store kids to sneak into various venues, like the Surf Club. Those days it seemed like the only parental rule was: be home for dinner. Some parents would add, “bring me

home a pack of cigarettes.” You’d be out all day climbing over fences in other peoples’ backyards. You’d be making slingshots and other weapons to use against your friends for fun. You’d have unsupervised boxing matches, rock fights, and sometimes some kid would have a pocket knife and might show off some whittling skills. And yeah, we’d be home for dinner – where the danger continued. Most of us would be going home to the house filled with cigarette smoke to have dinner that was prepared with tubs of butter and salt. Shit was dangerous. And this was life before high school. Come to think of it, my parents sent my brother to an orthodontist in the city – Manhattan. They sent him by subway, by himself. Sixth grade. You weren’t much safer at school if you had one of those psycho teachers. Plenty of

nuns and religious brothers get their deserved reputations for being sadistic but some lay teachers – as they used to be called – got in on the cruel and unusual, too. One teacher had a paddle, which he named “George.” If kids got in trouble, they had to bend over for whacks. The conventional wisdom was you couldn’t tell your parents because you might get whacked again. You probably should’ve worn a helmet to school but you wore helmets for two things only, little league baseball and peewee football. Those were the days when dentists used novocaine if they felt like it. Parents would open the car window a smidge, lock you inside and go into a store. Stray dogs were common and one or two would take turns terrorizing the neighborhood. It’s funny how kids don’t answer their phones these days. Well, in the dangerous days, actual fights would break out

as kids lunged for the ringing phone. Everything was a battle. You’d think such an upbringing would be good training as we age. You’d think we’d have some spine. Last week I lamented how little common sense there is. Well, this week, I go straight to contradicting myself. Most of us have too much common sense. And it’s paralyzing. Too much common sense makes you a big scaredy cat. We live our lives looking at our past, like whew, better not try that again. And it gets worse. All my elders? They only cross the street at the corner. I mean, we can’t enjoy ourselves because we have to save for retirement. You know, retirement. That period of life where you can do as many boring and safe things as possible. Now, that’s scary. Screw it, I vow to get crazy again. I’m jay walking. Next month, for real.

Residents Hit With Huge Fines Since Cashless Tolling Rollout By Katie McFadden Belle Harbor resident Tommy Share was beyond shocked when he came home to nine orange envelopes in the mail from the E-ZPass violations department, claiming that he owed thousands of dollars in fines for crossing Rockaway’s local bridges. “I never got a bill in the mail, and suddenly it says I owe all of these tolls for insufficient funds, plus administration and late fees,” Share said. He called E-ZPass to see if anything could be done and was told he owed $4,989. “The violations department guys said I have to pay it right now or they’re going to suspend my registration. I said, ‘I can’t pay that! Do you hear how ridiculous that is? A $50 fine for a $4.25 toll each time?’” The situation was similar for Rockaway Park resident Dina

Hanning. “In August, I got 12 of these orange envelopes in the mail. I had never gotten a bill. I was never told my E-ZPass balance was low, or I would’ve sent the money in. But I received these violations saying that I owed $3,960.25. Every time I went over the Cross Bay Bridge, which can be about six to eight times between going to work and taking my kids to school, and different activities in Rockaway and Broad Channel, I was charged the $4.25 toll, plus a $50 fee,” Hanning said. “It’s a free bridge for Rockaway and Broad Channel residents, and I’m being fined for a bridge I shouldn’t be paying tolls on.” Both Share, Hanning and several other residents have said that they never had such issues until the cashless tolling system rolled out across Rockaway’s bridges on April

30. In some of these instances, residents found that they received the violations for having insufficient funds on their E-ZPass. Yet with the new system, which no longer has the booths that warn people about their low balance, many were clueless about their violations that would wind up costing them $54.25 each time. Since E-ZPass customers are automatically charged, those with the violations wouldn’t receive a bill by mail. Instead, according to Metropolitan Transportation Authority Bridge & Tunnels (MTABT), customers are expected to simply keep on top of their accounts. E-ZPass customers won’t receive a bill by mail for insufficient funds. Rather, according to MTABT, violations are sent if a customer doesn’t replenish their account within a 10-day period of the un-

paid crossing. If the customer doesn’t replenish their account within those 10 days, they receive a violation for the toll, plus a $50 to $100 fee per transaction, depending on the facility, which a customer has 30 days to pay. Due to this stipulation, some may opt to forgo the E-ZPass to avoid any fines, since nonE-ZPass customers are supposed to receive bills by mail for their tolls. Yet even those customers are facing issues. In September, Breezy Point resident Steph Norton says she received a violation notice saying she owed $59.50 for tolls, plus $700 in “late fees” for not paying her bill. “I got a bill by mail for June, but not for July and August. How can they charge me a late fee when I never got a bill?” Norton said, Continued on page 42

In last week’s article about local politicians’ views on the constitutional convention, Councilman Eric Ulrich was the only one to show support for Con Con. After listening to his constituents, Ulrich has changed his stance and has chosen to no longer support the ballot question. ***** This was a first. Well, there will be two new free shuttle stops starting Monday, October 23. It’s a pilot program that will run for three months. The two stops will be Mott Avenue, and Central Avenue and Seagirt Blvd. and Beach 20th Street.

***** The Rockaway Park Post Office branch hasn’t had a custodian in more than a month – and it shows. The lobby is a bit of a mess with loose paper, boxes, and other debris. Seems like a joint effort of customers (put litter in the basket!) and the manager might go a long way in keeping the place tidy. ***** Dominique Cannelongo is moving on from managing the Riis Park Bazaar. His presence will be missed but he says he’s staying in Rockaway and will let us know his next move. ***** A movie company is looking to rent a Broad Channel home in December. The company is “searching for an interior home with a working fireplace.” They need the space for about a week. The company is fully insured and working with the Mayor’s Office of Film and Theater. His remark caught the attention of someone in the Governor’s office who wrote: Easy now, Phil. Goldfeder then responded, “I didn’t say Governor!” ***** We hesitate to give hateful graffiti any coverage because it gives a wider audience to these shameful idiots. But a racial slur that was recently placed on a garbage can at Beach 67th Street was brought to our attention. We condemn all hate and would like to remind all that the good here far outweighs the ugly.

Bad Bus Plans Dear Editor: Your October 12 article, "Fireworks at CB14 Meeting" shows the stupidity of MTA planners. They would rather see the disabled and seniors use Access-A-Ride (which cost them over $50 per trip) than local buses. The purpose of eliminating bus stops is to increase bus speeds. When bus stops are very lightly utilized, as is the case with the western end of the Q22, most buses skip most of the stops anyway most of the time. That means that the buses will not save any sig-

THURSDAY, OCTOBER 19, 2017 nificant time by eliminating stops, but passengers' trips will become longer. That is because under the plan, they will have to walk further to and from the bus stops and the chance of just missing a bus will increase. This change could add over 20 minutes to someone's trip, turning a 20-minute trip into a 40-minute one. Also, the MTA, by making their proposed change, violates their own service planning guidelines, which stipulate passengers should not walk more than a quarter mile to the nearest bus route. Walking distances will now exceed a half mile in some cases. This is no way to encourage bus travel. Bus stops should only be eliminated when bus stops are very close together and usage is moderate. It makes no sense to eliminate stops when usage is very high or very low. When usage is high and stops are eliminated, the remaining stops become overcrowded so the bus just spends more time load-

ing and unloading and the amount of time saved is negligible. The only time saved is from buses not having to accelerate or decelerate at the eliminated stops. The MTA's justification for the change is that few riders use the western end of the route. Unless there is a major destination at a terminus, light usage is typical of any route in the city a mile or two from its end. The B44, one of the heaviest routes in Brooklyn, carries no more than six passengers per bus at all times in the last mile in either direction on the southern end. This is very a shortsighted cost-cutting measure, which will only increase costs when riders switch to Access-A-Ride and livery services. But will the MTA listen to the Board's objections or go ahead with the plan anyway? (I am a retired director of bus planning for the MTA NYCT and a member of the Queens Public Transit Committee.) Sure, it might be easier for the Army Corps to just build the jetties as they are doing right now just down the shore in Long Beach. But what fun is that? Besides, when government fails to do what’s needed, as is often the case, we have to be prepared to take things into our own hands, and pockets. Perhaps, not coincidently, I’ve noticed more than the average number of people chucking rocks into the ocean, so maybe this idea is catching on. I know I’m taking it seriously. Lately I’ve been studying the pitching style of Yankee fastball phenomenon, Ardolis Chapman so I can chuck my stones far enough to ensure our new jetty will offer some real protection. Maybe Rockaway should hire or elect whomever they have dealing with the Feds. Back to Boyle’s idea… can we really build the jetties we need one small stone at a time? Maybe. Doing some quick math, it seems that if each of Rockaway’s 120,000 residents threw in just 10 stones a week, we’d have over 50 million of them in the water by next year’s hurricane season. Even if that’s only enough for one jetty, it would be the biggest jetty project Rockaway has seen in 50 years. By Pete Tyler If all the leaves are brown, and the skies are gray, it must be October in the Rockaways. The leaves pile up as some of us go into hibernation mode and rest, eat and leave leftovers. The leaves and leftovers gotta go somewhere, right? Well, we’re all in luck, as the NY Department of Sanitation (DSNY) has just the place: The Brown Bin! And it’s coming to a curb near you. With the City’s goal of contributing zero waste to landfills by 2030, DSNY is increasing its efforts to compost and is distributing Brown Bins made for food scraps and yard waste to the local area through the end of October. More than two million New Yorkers are already utilizing Brown Bins, and now it’s Rockaway's turn, but only if you want to. DSNY is in the process of delivering for free, Brown Bins to residential buildings with one to nine units, with larger apartment buildings needing to request their bins. Collections will start on the week of October 29 on your normal recycling day. So what goes in these Brown Bins? Organic material, like food scraps, yard waste, leaves, and food-soiled paper like the paper in the bottom of the pizza box. Other examples are Halloween pumpkins, coffee grounds, weeds, pizza crusts,

potato peelings, egg shells, tea bags, paper plates and bags, chicken/turkey bones, and even Aunt Hilda’s fruit cake. Just don't put in things like diapers, pet waste, or those plastics bags, that are everywhere. All the seasoned composters who use Edgemere Farm to help reduce waste have a head start. For those who are new to this, I can already hear the whispers and complaining, because I’ve been there. It takes a bit of getting used to at first. Just like when NYC started recycling, it may start out as a pain. But once you get the system down, it becomes part of your routine, and you’ll see the benefits. It is only recommended to participate, but there are some benefits to separating organics. With a little planning, and trial and error, you’ll see a reduction in your regular trash, and it will help keep the planet alive a little longer. Many school-aged kids are already doing this in school, so you can refer to your young Captains of Composting for help, or make it their new chore. I dated a beautiful environmentalist a few years back, and learned the basics. This, along with the DSNY tips, help make it easier than it sounds. Mayor de Blasio’s ‘3-K for All’ Coming Soon to Rockaway and BC Schools By Kami-Leigh Agard Parents, last Thursday, October 12, Mayor Bill de Blasio and Schools Chancellor Carmen Fariña announced that next Fall, ’3-K for All’, a prekindergarten program for threeyear-olds that was recently launched this past September in the South Bronx and Central Brooklyn, is expanding to two Queens districts, one of which includes District 27 that encompasses all public NYC Department of Education (DOE) schools and community-based education centers in Rockaway and Broad Channel. The expansion builds on the city's previous efforts to bolster early childhood education by offering free pre-kindergarten for every 4-year-old, which officials said has more than tripled the number of kids in such classes. Now, with ‘3-K for All, your three-year-old is guaranteed a seat. Howev-

er, according to the Mayor’s press spokesperson, Will Mantell, the rollout for District 27 will take two years. The added South Queens districts will have a two-year expansion plan, with classes launching in some schools Fall 2018, then finally offered in all schools by the following Fall 2019. At last week’s press conference in Ozone Park, the Mayor said, “If it weren’t for free Pre-K for All, many parents would not have the choice of sending their 4-year-old child to school. Yes, their child could be home but they wouldn’t have the chance to learn in the same way, or if a parent wanted to find a preschool that would give their child that ability to start learning and growing, they have to pay a lot of money for it. “A typical preschool in this city is $10,000 to $15,000 and a vast majority of families can’t

afford that. The whole idea was to help reach our kids at the moment when they are able to grow intellectually the most, and give them that strong foundation, but also lift a burden on parents. To get pre-K for free, and now 3-K, it’s going to be a game changer for so many families.” However, note that to reach all school districts, the city will need $700 million in either state or federal funding, or a combination of both. State Senator James Sanders Jr. is all for it. In a statement, he said, “Universal Pre-K has so many benefits including ensuring equal access to education for children of all backgrounds and creating potentially diverse classrooms. This (3-K for All) expansion is also a positive step forward in spreading the notion that early education is important for the public good.”

However, there are many questions that abound regarding the 3-K program such as — Have local DOE schools been notified about the timeline when 3-K will be introduced at their institution, staffing requirements and of course, funding? The Rockaway Times did some sleuthing, but most local school administrators did not want to comment. However, they confirmed that they weren’t notified as of yet. The Mayor’s office press spokesperson, Will Mantell, said that the specific Fall 2018 rollout for District 27 schools has not been confirmed. The planning process for this transition is being led by ACS and DOE, and includes engagement with other city agencies, such as the Human Resources Administration, and the Department of Health and Mental Hygiene, as well as providers, early childhood care

Sprinkle a little baking soda in to reduce odors, and seal, then keep in the freezer to further reduce odor. Once full, you empty the contents into the Brown Bin. Rinse and repeat. The Brown Bins are latched to prevent raccoons, or out here, seagulls, or maybe a stray cat, from getting their paws or beaks on your scraps. DSNY recommends lining the Brown Bins with clear plastic bags, large paper bags, or any number of commercially available “compost bags” found in many larger grocery stores. You may be able to find them at the local Key Food or Stop & Shop. Since this is a new way of handling organic waste in the area, DSNY is not going to fine anyone who doesn’t get it right. They understand this is a work in progress. The overall “Reduce, Reuse, and Recycle”

By Kami-Leigh Agard If you are entering or exiting the Broad Channel (BC) Subway Station, get ready for an eye-pleasing shock. On Friday, October 13, the Broad Channel Civic Association (BCCA) got their hands dirty, and joined the Jamaica Bay-Rockaway Parks Conservancy (JBRPC) and Councilman Erich Ulrich’s office in giving the Station’s community garden a much-needed cosmetic facelift. According to Dan Mundy, Jr., BCCA president, community volunteers removed 22 bags of weeds and debris from a nearly 3,000 square foot garden space adjacent to the Station. A weed barrier cloth was installed to help limit future maintenance needs at the site and loads of woodchips were placed across the garden. Twelve native flowering plants and trees were planted including beach plumb,

holly, gray birch and andropogon. Also, the group installed two signs at the site recognizing the work of the BCCA to maintain the garden in partnership with the JBRPC.

In 1990, BCCA ‘adopted’ the Station’s garden and received a grant to beautify it with plants and trees. However 12 years later, Hurricane Sandy decimated it. BC resident Barbara Toborg said, “Sandy wiped out all the tender loving care locals diligently gave to the garden in all those past years, transforming what once was beautiful into a garbage-littered eyesore. Then a few years later, the Metro Transit Authority

(MTA) stepped in by building a wall and planting a nursery. However, we knew that we had to pitch in and revitalize the garden back to its glory days with our BC green touch.” As documented in the book, Broad Channel (Images of America: New York) authored by Liz and Dan Guarino, “In 1880, the New York, Woodhaven and Rockaway Beach Railroad began service and BC became a stop in 1881. The new community's hub was the railroad station, the line having been taken over by the Long Island Rail Road. Then in the 1950s, after the LIRR trestle had been plagued by interruption of service over the years by fire and the havoc that ice in the bay worked on the miles of open trestle, the line was transformed into a subway line by the NYC Transit Authority. The BC Subway station is now a major destination and transfer point for commuters. Mundy, Jr. said, “The garden’s transformation is amazing, making the entrance to our town’s train stop look really beautiful. It was great to see locals coming out to beautify our community.”

Low Back Pain Chronic (lasting > three months) low back pain is a common health problem. Non-steroidal anti-inflammatory drugs (NSAIDs) like Advil, Aleve, etc. are often used to help relieve the pain, as is a subclass of NSAIDs called COX-2 inhibitors (Mobic, Celebrex). NSAIDs and COX-2 inhibitors are among the most prescribed medications. Most clinical practice guidelines recommend short-term use of these medications for pain relief in patients with low back pain, however their effectiveness remains unclear. Recently a summary review of studies performed to evaluate NSAIDS and relief of back pain was published.

The review looked at 13 studies performed between 1981 and 2013. These studies compared pain relief from NSAIDs and COX-2 inhibitors vs. placebo, paracetamol (Tylenol), pregabilin (Lyrica), tramadol, and home-based exercise. The studies measured primary outcomes in pain intensity, overall improvement, back pain-specific functional status, and adverse events. The studies found by and large low-quality but positive evidence that NSAIDs did provide some relief of low back pain and did mildly improve the functioning ability of those with low back pain. Four studies measured improvement in disability. Again low-quality evidence was found

that NSAIDs were associated with greater benefit than placebo for the outcome of disability. Six studies looked at adverse events and found that NSAIDs were not associated with higher rates of adverse event vs. placebo, however these studies were short and may have underestimated the rates of adverse events. One study looked at home-based exercise and found that disability improved but pain did not. Because of the risk of adverse events like gastrointestinal bleeding and kidney dysfunction, the European Guidelines of the Management of Chronic Low Back Pain recommends using NSAIDs for no longer than three months, while the American College of Physicians and the American Pain Society guidelines on chronic low back pain recommend the shortest duration possible. Low back pain that does not extend below the buttocks, also known as mechanical back pain or lumbago, usually resolves by itself over time. How traditional medicine treats low back pain and especially more complicated back problems like sciatica and lumbar radiculopathy is becoming more, rather than less, problemat-

The Rockaway Times ic. Traditional treatments like microdiscectomy and lumbar fusion are increasingly being found to have limited benefit over the long term. Disc arthroplasty, where the problematic disc is removed and an artificial disc is inserted, once thought to be a bright ray of hope for pain relief has not lived up to its high hopes so far. Epidural steroid injections, while often prescribed and performed, usually give limited short-term pain relief, if they even work at all. Insertion of a spine stimulator may offer some help, but problems like infection of the inserted device are not uncommon. Narcotic medications for relief of back pain are never recommended, at least initially, due to their side effects and the high risk of addiction, abuse, and diversion. So for the time being the use of NSAIDs and COX-2 inhibitors is still recommended, at least in the short term, with home exercise and/or physical therapy, and more research is needed to find ways to help those afflicted with chronic low back pain. Kudos And Canes

I recently overheard several people remark that as we progress further into the fall season, they are "relieved" that we no longer have to worry about a serious hurricane or tropical storm impacting our area here in Broad Channel. I don't want to be a Debbie Downer but, truth be told, it is still a tad too early for any of

us to be breaking out into our "happy" dance just yet. During most years, around this point in October, atmospheric conditions begin to change near North America that tend to inhibit tropical storm formation and keep those tropical storms that do manage to fire up away from our area. Unfortunately, this season, conditions will remain favorable for tropical storms and hurricanes to form for several more weeks. Additionally, as post-summer warmth has persisted over much of the southern and eastern United States this month, so too will the potential for additional tropical storms and hurricanes to form and track near populated areas. Bottom line? Although the odds are against any significant storm impact as we approach the end of this year's hurricane season, we should all keep in mind that, back in 2012, a tropical depression developed late in the season

(on October 22nd) down in the Caribbean, which ultimately became Superstorm Sandy! Besides, once the 2017 hurricane season is behind us, we can all sit back, fire up our home heating systems, and keep our eyes peeled for the first 2017-2018 Winter Nor'easter season to appear. The Mayor's office recently announced the allocation of $7 million dollars towards the restoration of Sunset Cove in Broad Channel. Kudos to both Dan Mundy Sr. and Jr., Broad Channel's very own "A" Team," which has worked long and hard to ensure the clean-up and environmentally sound restoration of the 12 acre parcel of land on the marsh islands of Jamaica Bay (formerly known as Schmittâ&#x20AC;&#x2122;s Marina), which was acquired by the Parks Department back in 2009. I have been told by a reliable source that Dan Mundy Jr. was recently spotted on his back deck quoting Colonel John 'Hannibal' Smith to

no one in particular, "I love it when a plan comes together!" And now time for something completely different. Admittedly, when it comes to food I am no gourmand but recently Grace and the girls took me over to Belle Harbor for brunch at the Pico Kitchen and Cantina on Beach 129th street where I thoroughly enjoyed my meal consisting of a Jumbo Lump Crab Cake covered with sunny side eggs, home fries and a hollandaise sauce. Grace and my daughter, Amy were also all smiles as they enjoyed their favorite, panko crusted french toast with caramelized bananas, whipped cream and maple syrup. I also got a big kick out of the use of Patron Silver Tequila bottles as each table's water carafe. "You have abused your knees and back to the point that you can now only hobble about stiffly with aid of a cane which, by the way, you have become so attached to you actually named it 'Ivan'... that's just plain creepy!” Due diligence requires that I admit I have spent several years under the care of a chiropractor assisting with his children's college educations, undergone two back operations, endured multiple cortisone shots in my knees, had my gall bladder removed, a rather hefty hernia tucked back in and repaired, and, just for good measure, sustained a mini stroke (transient ischemic attack: (TIA). Considering that a good part of my youth was spent happily (stupidly?)

jumping out of planes and helicopters while playing with the rest of Uncle Sam's Misguided Children (USMC), I actually think I am still ahead of the curve. OK, the curve may be pointing downward but I'm still ahead of it. As far as naming my cane "Ivan" being creepy is concerned..."Ivan" originally belonged to my sainted Irish mother who made it all the way to 98 years of age before departing this mortal coil to put in a few good words with St. Peter in order to ensure that when her favorite (only?) son's time came that my heavenly arrival did not result in an immediate transfer for points further south! In the interim, I choose to follow Mom's sage advice that since there is no escaping the sundry ills that are quietly sitting out there just waiting to take a bite of our butts as we age, we might as well just stop our complaining, pick one we like and stick to it! Assemblywoman Stacey Pheffer Amato’s office will be hosting an informational workshop of the Citizens Committee for New York City to help small, volunteer-led organizations apply for grant funding. The workshop will be held at Pheffer Amato’s district office, 9516 Rockaway Beach Boulevard, on Monday, October 23 from 6 p.m. to 8 p.m. Pheffer Amato previously hosted the successful launch of Perfect Piece of the Puzzle, a Rockaway-based resource for parents of children with disabilities, over the summer; that organization was a Citizens Committee grantee. Impressed by the financial, logistical and informational support the Citizens Committee provided, Pheffer Amato decided to host a workshop for the Committee so that they could expand the reach of their work in South Queens. “In South Queens, of all communities, I expect many more smart, home-grown ideas to

come out of the woodwork,” Pheffer Amato said. “A group like the Citizens Committee is exactly what we need to make our neighborhoods flourish. I’m excited to host an opportunity to find out how to apply for a grant!” In order to receive a Citizens Committee grant, organizations must meet several criteria, such as having no paid staff, not being for-profit, and operating on a budget of less than $40,000 per year. Organizations do not have to have 501(c)(3) nonprofit certification. Grants are limited to groups, not individuals; grants cannot be used for partisan purposes, for capital expenses, for AV equipment (though the Citizens Committee also runs an Equipment Share for grantees), or for salaries (though they can stipend. Rally For The WEED-way Out of sight out of mind! That seems to be what NYC Parks is counting on from the people of Rockaway when it concerns about the desolate and barren stretch of Shore Front Parkway. From Beach 86th Street to Beach 108th Street, what stands today is just overgrown weeds instead of parks and playgrounds. We've grown so accustomed to seeing weeds instead of parks and playgrounds along Shore Front Parkway that I may make a motion at the next CB 14 meeting to change the name to "Shore Front WEEDway" instead of "PARKway." Those who may have arrived on our 11-mile slice

of heaven for the first time in the past four-and-a-half years, may not know that the mile long stretch of weeds on the south side of Shore Front Parkway was once essentially the peninsula's Central Park! It was complete with 28 handball courts, raised botanical flower beds, basketball courts, shuffle board courts, paddle tennis courts, picnic tables, pathways, lighting, water fountains and green spaces. Basically a park! There is an awesome conceptual plan for this entire stretch of wasteland with more than a dozen amenities beautifully thought out, but to date, there are only a few designs in place. These designs are for Sand-

piper playground at Beach 107th, the skate park at Beach 91st, a handball court at Beach 103rd and a performance stage at Beach 94th. All of these projects were supposed to begin construction within the next several months. Sadly, these have all been delayed, yet AGAIN, for many months to a year! This egregious display of disrespect for the people of the neighborhoods of Rockaway Beach and Rockaway Park by NYC Parks Commissioner Silver and Queens Parks Commissioner Lewandowski goes on year in, year out. When is enough, ENOUGH!? I say TODAY!!! So on Saturday, October 21 from 9 a.m. to noon, a group of civically-minded people will gather with a message, on a large banner, for our "compas-

sion-challenged commissioners." Please join us! Stop by for a minute or two and sign the banner. Maybe take a photo and Twitter and Instagram it out! TURNING THE SEASON

Finally, it almost feels like the season is turning and all at once it is darker and cooler and busier. All at once. I have one foot in summer and one foot in what lies ahead. That is probably why my “balance” is a little off and neither here nor there. So, I just move forward and don’t linger on the what is not happening and why and, and, and because we have change and flow all around, sometimes in big ways like changes of the seasons. And I say to myself that I will soon resume my balance. Maybe not so fast, though, as all of the occurrences of non-happiness

and violence and discord prevail in our perimeters on a daily basis. And if we are thinking, feeling human beings, it affects us. It is a struggle to be centered, focused and be the example for others. I was reminded by my fellow yoga teacher of an interview with Dalai Lama and Bishop Desmond Tutu and how they were so light and happy given all that they have seen, been through, know. The turning of the season, in a way, is inspirational. Newness. Thinking differently. How can I help? What can I say that will be positive? How

am I positive – even – rather than thinking about how to be positive? I am in awe of the people who live by: “be the change you want to see in the world.” They live it 24 hours a day. Like the Dalai Lama and Bishop Desmond Tutu. And there are others. And others. And others. These are the people I want to listen to, focus on and know. When it is a matter of survival, it is a very different thing to face than when it is a matter of betterment. However, one of the lessons is the same: there is strength in numbers and the more we join together to be positive and peaceful and helpful, the better the world will be. By spreading the message of peace and unity rather than violence and separateness, we can be content, diverse and happy. Watch some Youtube events with the Dalai Lama and Desmond Tutu – you are

sure to be inspired to “be the change.” At a children’s event, the Dalai Lama was asked by one of the students, “How can one eliminate anger?” He said, by thinking, not just praying or chanting, by thinking what is the source of the anger. Usually it is fear, which leads to frustration which leads to anger. So using the mind to control the negative emotions and turn them to positive ones. I think that is a powerful reminder of how we can use our minds to our greatest benefit. So, as we go into this season anew, again, I have hope that the chain of humanity fostered by our modern-day prophets will prevail and the little ones will grow to live without fear in harmony. May you be happy. May you be free. May you be grateful. May you let go of things that do not serve you. May you have inner peace.

By Martha Rossi A good nonfiction book reads like an intriguing novel. It transports you to a new time and place to see a different world with a new set of eyes. The Devil in the White City by Erik Larson and Blood and Thunder by Hampton Sides are two that I enthusiastically recommend. The Devil tells the story of the 1893 Chicago World’s Fair and the serial killer that prowled the fair for victims. American architect, Daniel H. Burnham was committed to outdoing the 1889 Paris Fair with an extravagant celebration of the 400th anniversary of Columbus coming to America. In just two years time, the 600acre site needed to be filled with a city of nearly 200 neoclassical temporary buildings and, landscaped with a large center pool that would float replicas of the Nina, Pinta and Santa Maria. To paraphrase Paul Simon, this was an age of miracles and wonder. The telegraph, the first moving walkway and the Ferris Wheel were among hundreds of innovations on exposition. Luminaries in architecture, science and the arts contributed to the spectacle. Buffalo Bill Cody brought his Wild West show to a site just outside the fairgrounds. Larson details the enormous challenges inherent in bringing such a monumental dream to fruition, and the genius and determination of the men who overcame them. But while Larson blinds us with the glory of achievement, there is also a dark side. H.H. Holmes cruised the midway of the White City like a shark in shallow water. He was a con man and serial killer who masqueraded as a charming doctor. Most of his victims were young women new to Chicago. He built a crematorium in his “World’s Fair Hotel” to dispose of their corpses. Larson switches back and forth between the two stories and it is a compelling read. Blood and Thunder is a

sweeping portrayal of the spread of settlers into the West and the effect their manifest destiny had on the native tribes, especially the Navajo. While the main focus of the narrative is on Kit Carson, illiterate trapper and scout, Indian lover and army tracker, the tale is rich in complementary stories. Cynthia Ann Parker was captured at a young age by the Comanches after they had slaughtered her family. She spent 24 years with the Indians and mothered the last great Comanche chief, Quanah Parker. She was “rescued” by the Texas Rangers but never readopted the ways of white society. Sides delivers a book rich in character, suspense, action, savagery, brutality and heroism. From the first mountain men to the Navajos’ last desperate stand at the Canyon de Chelly, you are drawn in for an exhilarating ride. Sides’ recounting of the the taming of the West is unvarnished, unapologetic and full of “Oh Wow” moments. Meeks Urges FEMA to Extend Deadline for Sandy Victims Meeks recently sent a letter to FEMA Administrator William Long, urging him to extend the deadline to give the remaining policyholders a fair amount of time for a hearing. The letter was backed by 14 other members of Congress. “In 2012, Superstorm Sandy destroyed the property and uprooted the lives of thousands of New Yorkers. Since then, we have worked painstakingly to overcome the hardships that Sandy wrought with the aid of FEMA and their Sandy Claims Division, but there is still work to be done,” Meeks said in a press release. “Due to the mishandling and underpayments of insurance claims, many of our constituents are still in need of guidance, assistance, and time to make themselves whole again. That is why we are asking FEMA to extend their October deadline and continue our partnership so we can finish rebuilding.”

Local members of Congress are asking the Federal Emergency Management Agency (FEMA) to consider extending a deadline that could impact those affected by Hurricane Sandy. In March 2015, after FEMA admitted to fraud and underpaying homeowners, the agency agreed to let Sandy victims reopen their flood insurance claims to determine if they were underpaid. Caught in an embarrassing scandal, FEMA made two big promises: to review and pay all claims properly within 90 days, and to provide all policyholders who didn’t agree with FEMA’s findings the right to a hearing with a third-party neutral arbitrator. They set the deadline for hearings for October 25, 2017, yet this deadline may leave many policyholders without the chance to request a telephone conference call for a Neutral Review, requiring an oral presentation. CELEBRATING THE LIFE AND LEGACY OF MSGR. WILLIAM BURKE Family and friends gathered in St. Camillus Church on Sunday, October 15 to remember Msgr. William Burke. Msgr. Burke, who was called “the Rev” was born in the Bronx on October 17, 1917 and would have celebrated his 100th Birthday this year. Members of the Knights of Columbus Rockaway Council, which is named after Msgr. William Burke, approached Father Ahlemeyer, the pastor of St. Camillus – St. Virgilius last year about a dedication to honor Msgr. Burke. Under the guidance of the Board of Directors of St. Camillus Catholic Academy, the celebration was planned. Msgr. Burke was ordained on April 17, 1943. He served in the parishes of St. Patrick’s (Huntington), St. Francis de

Sales (Belle Harbor) and St. Camillus (Rockaway Park). After serving at St. Camillus, Msgr. Burke was the Director of Institutional Services until he retired in 1995. He continued to celebrate Mass at St. Camillus until his death on May 7, 2005, at the age of 87. While he was assigned to St. Camillus, he founded the school’s renowned marching band. The band went on to perform at the Orange Bowl, Indianapolis 500, the first Mets game at the Polo Grounds in 1962, the yearly St. Patrick’s Day Parade in Manhattan, the Rockaway St. Patrick’s Parade, St. Patrick’s Parades in Yonkers and Massachusetts, Rockaway Memorial Day and for Popes Paul VI and John Paul II during their visits to New York. The Band also participated in competitions for

which many awards were received. Many of the alumni from the band returned on Sunday to perform outside of the Church before the Mass. Family members travelled from near and far to attend the event. Two of Msgr. Burke’s sisters – the last of eight siblings – were joined by his nieces and nephews, grand-nieces and grand-nephews. At the end of the Mass, a plaque was dedicated in the Church by the Knights of Columbus. The festivities continued with a luncheon in Springman Hall. The celebration was a fitting way to celebrate the life and legacy of Msgr. Burke and the family, parishioners, friends and Knights whose lives were influenced by more than 60 years of service as a priest in the Diocese of Brooklyn. adding that she disputed the fees and was told she could just pay the tolls. “Who knows what they’ll send me next?” she said. Share has attempted to dispute his fees with E-ZPass with constant phone calls, but very little progress. “This whole thing is making me sick. I was on the phone with them for two hours the other day and no one could do a thing,” he said. “Why should I pay $5,000 for tolls? They call it administration fees. How much do these people make? I pay my tolls and my account has always been in good standing until this new system. I’m about to hire an attorney to fight this. It’s a nightmare.” Hanning also attempted to dispute the charges through mail, but her letter to the E-ZPass office was returned

to sender. So she resorted to reaching out to local politicians for help. “Ulrich’s office has been great. I got a call from E-ZPass the other day saying they’re waiving the fines, but I still owe about $300 for the tolls. Now I’m fighting that because it should have been a free toll to begin with,” Hanning said. “This whole thing isn’t fair. I like the idea of cashless tolling helping with traffic flow, but clearly they have to fix this system. It’s not right to do this to people. Some people are just going to pay these fines, out of fear of losing their license or registration, but I’m determined to fight this.” To avoid violations, since the cashless system no longer warns customers about a low balance, MTABT advises all E-ZPass users to sign up for mobile alerts. “The use of an E-ZPass when there are no funds available is a violation, and can result in fees being assessed. To avoid this situation, we highly recommend our customers sign up for E-ZPass mobile alerts, where

they can receive important information regarding their E-ZPass account, including low balance notifications,” a spokesperson said. To do so, customers can login to their account at www.e-zpassny. com, go to Account Profile, and opt-in to Mobile Alerts. The spokesperson also said that customers can contact MTA Bridges and Tunnels to dispute charges they think are unfair. In addition to mobile alerts, E-ZPass allows drivers to set up automatic payments with a credit card through their online account. Although some drivers may be reluctant to have a credit card on file, it is one way to avoid the "no warning" shock of a violation. Assemblywoman Stacey Pheffer Amato and her office have also been helping her constituents with these issues. "In July, our office was the first to go to MTA Bridges and Tunnels, because our constituents were being hit hard - in one case, to the tune of ten thousand dollars - by

their sudden implementation of open-road tolling. Along with the changeover came some sudden process shifts no more visible low-balance reminder when you go over the bridge, folks only notified of overdrafts after weeks and weeks, no grace period during the transition - that have inevitably led to people feeling confused and angry,” Stacey Amato said. She is urging MTABT to allow a grace period and better educate the public about how to avoid these fines. "My contacts at MTABT, to their credit, have resolved most of the issues we've brought their way. But I think they need to institute an amnesty program for a certain trial period of time, combined with a serious, effective public education campaign to explain the new system. My constituents can't afford thousands in extra fees per person, so I'm leaning hard on Bridges and Tunnels to step up and, after stumbling out of the gate, making sure they get this one right."

Local Precincts Aim to End Domestic Violence By Katie McFadden On average, nearly 20 people per minute are physically abused by an intimate partner in the United States, according to the National Coalition Against Domestic Violence. October is Domestic Violence Awareness month. Fearsome times keep victims from reporting the act. But the NYPD is reaching out to communities across the city to let people know that help is available and you are not alone. According to the latest statistics provided by the NYPD, in the second quarter of 2017, there were 340 complaints and radio runs involving domestic violence in the 100th Precinct, with 18 being felony assault complaints. Of all of these incidents, 57.5 percent involved an intimate partner. One hundred and thirty of these complaints occurred in the month of June alone. In the 101st Precinct, there were 750 complaints and radio runs involving domestic violence, with 277 occurring just in June. Forty-five of those were felony

assault complaints and one was a rape incident. Of these complaints, 59.7 percent involved an intimate partner. Help is available. Each police precinct has designated Domestic Violence (DV) Prevention officers. These officers can help victims file a domestic incident report or complaint, provide information on the local court process, provide information on how to obtain an order of protection, help you develop a safety plan and provide referrals to counseling services and shelter programs. Throughout the month, these officers have been doing community outreach. On October 8, the DV unit of the 100th Precinct provided resources at their Wave to End Domestic Violence program. They have also been visiting local schools to provide teens with tips on abusive dating behaviors. They’ll also be pro-

viding resources on October 24, at 4 p.m. at the Hammel Community Center and at 6:30 p.m. on October 27 at Carleton Manor. However, these officers can be reached at any time by calling 718-318-4250. The DV Unit officers of the 101st Precinct have also been providing resources throughout the month at the A

train station at Mott Avenue and Beach 22nd Street. They’ll be there again from 2 p.m. to 4 p.m. on October 26. Their unit can also be reached directly by calling 718-868-3444. Anyone with an emergency is advised to call 911. Family Justice Centers across the city are another option for those seeking help. If you are a victim of domestic violence, elder abuse, or sex trafficking, you can go to one of these centers for free to meet with a prosecutor, speak with a trained counselor or get social services. There is a Family Justice Center in all five boroughs. The closest are at 126-02 82nd Avenue in Queens or 350 Jay Street in Brooklyn. Thursday, October 19 is Go Purple Day across NYC. All New Yorkers are encouraged to wear purple to raise awareness of domestic violence and post photos to social media using the hashtag #NYCGoPurple.

Rockaway Castle Offers Holistic ‘Royalty’ Wellness for All By Kami-Leigh Agard Ever passed by the intersection of Beach 117th Street and Newport Avenue, and wondered what goes on at the conspicuously white, stunningly beautiful colossal architectural structure that some longtime locals refer to as the ‘Wedding Cake House?’ Well, after a two-year refurbishment by its new owner, David Selig, the structure, now named the Rockaway Castle, has opened its doors for everyone searching for an allaround holistic experience. And the best part? Everyone can bask in the experience for most services with just a donation. On Saturday, October 14, the Castle held the soft launch of its Seaside Healing Arts, a wellness center offering a wide range of different modalities including Acupuncture, Herbology, Endobiogeny, Massage Therapy, Transformational Breathing, Pilates and Kripalu Yoga. The Castle even features a Finnish Sauna and Steam room, complemented with a full bathroom and shower. Selig, green restaurateur, known

for his many foodie establishments in Rockaway including Beach 96th Street’s Summer Shift, The Palms and Edgemere Farm, said he did not expect to own the Castle. “I didn’t plan on getting this house, but when you get up to the roof and see the 360-degree view of Jamaica Bay, Manhattan’s skyline and the ocean, it’s hard not to dream. It was not within my financial reach, but somehow things fell into place, and lo and behold, near my birthday two years ago, suddenly I own

this thing. I believe the combined beautiful magic of wishing, and people finding an interest and supporting my vision, made it miraculously happen. “After Sandy, the basement, which formerly was used to house various medical services, was flooded, but we were able to revamp it into this holistic space offering a plethora of wellness services and events. I was looking to revamp it into something more broad-reaching than traditional medicine, and after much contemplation and conversations with supporters, a holistic space offering healing arts seemed to be the perfect idea. “A big part of this was inspired by my mother, who instilled in me the passion to enrich others. She was keen about sharing her soul, ideas and encouragement to give people access to things that may be beyond their reach. Looking at this place, I was trying to wrap my head on how I could share it with others. Not as a commercial institution, but a place where people could create memories and have

an enriching experience right here in Rockaway,” Selig said. When refurbishing, Selig said he preserved much of the original architectural accouterments such as the stained glass windows, original crown molding and wood floors. But he did make a few changes. “I wanted the Castle to be more of a mini version of Rockaway, a town that offers beautiful light and space.” Cindy Solorzano, a seasoned Kripalu yoga instructor offering her services at the Castle, said that she wants people to come regularly with just one catch. “I only want people to come to class and donate what they can afford so they can keep coming on a regular basis to get the most out of the experience. Snowflake League Week 5 Recap By The Commissioner's Office Another week is in the books for all Babe Ruth Snowflake members. We almost had another clean week but unfortunately Mother Nature dominated us on Monday night. That is only the second rain out of the season but it comes at the expense of one team who has been unlucky twice. Fingers crossed that the weather can stay intact so that we aren't making up these games when the actual snowflakes start to fall. In other news, the Snowflake League is down to only one undefeated team after this past week. This could be big because only the first seed gets to pick their playoff schedule. Before the season, all captains voted that whatever team comes in first place, that team and only that team can pick what day they would want to play in the playoffs. We don't have byes here in the Snowflake League so that is the only incentive. From here on out, everyone should be coming for the number one
