The Vans Joel Tudor Duct Table International and Festival is in town for the weekend! The fun begins Thursday, October 3 and continues through Sunday, October 6. On Thursday, October 3, the surf competitions featuring 32 professional longboard surfers will kick off on Beach 92nd Street. The contests will take place sometime between 8 a.m. and 4 p.m., depending on the swell. Be sure to follow @Vans or @Vanssurf on social media for any updates. With school out of session for Rosh Hashanah and the autumn air still holding on to summer temperatures, some took the day off as an opportunity to hit the beach. However, that October 1 beach day would turn into tragedy for a group of teens.

As we go to press, rescue crews were still patrolling the water near Beach 96th Street on Wednesday, searching for two teens who allegedly went missing in the water at around 3:30 p.m. on Tuesday, October 1. The teens, Gabriel Rice, 16, and his friend Adedayo Adewale, 15, are both students from Ozone Park’s High School

out in distress and I paddled over to check it out. A boy said he needed help, so I asked him to grab my board and hold on to it,” Alana Redfield, a surfer who responded to the scene said. She was soon met by three other female surfers who assisted in bringing the boy back to shore. However, they found out that he may not have been the only victim. “While we were out there, he said he had a friend with him,” Lalena Garcia, another surfer said. “And we found blue swimming trunks floating nearby.” The ladies said they made attempts to search for another victim while EMS and rescue crews began to arrive. The boy that that did rescue, a 15-year-old, was taken to the hospital. According to the surfers, he was able to walk and speak and believe he would be okay. Continued on page 6

FDNY, NYPD, Coast Guard and other rescue crews spent the next two hours in an intense rescue mission, utilizing all available methods to locate two other boys that friends on the beach said were still missing. However, as the night grew dark and the water intensified, the search was eventually called off, with only helicopters and vessels remaining. With so much time passing by, officials announced that it was now a rescue mission. Their efforts resumed on Wednesday, but as of Wednesday afternoon, no bodies had been recovered. Following Tuesday's drownings, with weather expected to hit with mid-80s on Wednesday, Mayor Bill de Blasio put out a notice announcing that as many as 12 more Parks Enforcement Patrol Officers would be added to the beach and boardwalk to advise people to stay out of the water, and FDNY, EMS and NYPD crews

would be nearby in the event of any necessary rescues. If it is confirmed that the missing boys died, this would be the sixth and seventh drowning deaths this year. In August, 14-year-old Maintain Odozi drowned in Jamaica Bay near Beach 88th Street. That drowning came just a week after 18-year-old John Munoz drowned in the ocean on Beach 59th Street. A month before that, a couple, Keylon Ramsay and Umarie Chamble, died after drowning in the waters off Beach 9th Street. And earlier this year, in May, a 25-year-old woman drowned in Riis Park. All drownings occurred when lifeguards weren’t present. Rockaway’s lifeguards are no longer on duty for the year as of September 8. It is advised that everyone avoid entering the water when beaches are not protected by lifeguards. “This is hurricane swell. That’s why we’re out here,” Garcia said. “But if you don’t know how to swim, it’s really dangerous.”

Unfortunately, there are no lifeguards on duty at this time of year. We were reminded about how dangerous and tragic this can be as a couple of teens went into the water on Tuesday and likely drowned. Rescue units tried in vain to find them. As we went to press, they were still missing. ***** ArtSplash is RAA's annual summer art exhibition but it’s still running at Fort Tilden. It features a variety of work from artists from the metropolitan area and beyond. It’s a great time of year to check things out at The Fort. It runs through November 10. ***** Edgemere Commons, the project on the former Peninsula Hospital, was unanimously approved by the Department of City Planning last

week. At this point, Rockaway is at the mercy of the developers as far as schools / school size, the number of affordable units and how they’re allocated, etc. Queens Borough President Melinda Katz supported the development, though she issued “suggestions,” which is a big laugh to developers. They basically say, ok, sure, whatever you say and then do as they wish. ***** The Catch-A-Cure fun run was a big success and the Rockaway WISH deserves a Standing O for running such a great event. Kudos to them and to all the runners and supporters. ***** The Rockaway Film festival is just a couple of weeks away. It’s a different kind of venue/ event for Rockaway and worth checking out. There is a wide variety of films by filmmakers from far and wide. The films are shown at 323 Beach 74th Street, an easy walk to Rockaway Brewing, Tacoway Bay, and Goody’s. Sam Fleisch-

Rockaway Farmers Market Chef Keeps Customers Wanting More By Katie McFadden

If the smell of barbecue hits your senses as you drive past the bayside of Beach 116th Street, it’s not your imagination. For the past few weekends, the smell has drawn crowds to the Rockaway Farmers Market where Chef Reinhard Stih has been whipping up a variety of unique barbecue delicacies on an outdoor grill, that has customers licking their lips and coming back for more. Since opening in January, the Rockaway Farmers Market has been a welcome new addition to the peninsula. Providing fresh fruits, vegetables and herbs of all varieties, plus pasta items, pre-packaged salads, smoothies, juices and more, the new Farmers Market has become a go-to source for many needs. Now they’re providing a little something extra that’s keeping customers lining up on weekends—barbecue.

While Rockaway is starting to get a good grasp on the barbecue scene with the addition of two barbecue restaurants over the past two years, the delicacies being concocted on the grill at Rockaway Farmers Market each weekend aren’t your typical barbecue items. The premiere item, a chimichurri burger fea-

turing beef mixed with fresh herbs like parsley and cilantro, as well as onion, lemon juice, garlic and oil, will have your mouth watering just thinking about it. But if that’s not what you’re craving, perhaps the jerk chicken, baby lamb chops, baby back ribs, veggie burger, grilled salmon or even a whole

fish like Branzino, might hit the spot. Each dish ranges from just $12 to $15 and is served with a choice of two sides, from mac ‘n’ cheese to grilled veggies, potato salad, or rice and beans, or even more unique—Mexican corn salad or grilled pineapple. You can even splurge on a little something extra and try the fried avocado fries with a sweet chili sauce to dip them in. With so many choices on a menu that continues to grow and change each week, it’s no surprise the Rockaway Farmers Market has customers calling during the week to ask when the next one is. ads and daily meal specials that are ready to take home, but as a professional chef, he was craving more of an outlet to express his culinary creativity. This Michelin-star chef is no newbie to the culinary scene. Growing up on a farm, Stih learned from a young age, how to create farm-to-table meals with all-fresh, never processed ingredients. “I grew up with all of this stuff, making my own pickles, my own cheeses, smoking my own prosciutto, making homemade sausages,” he said. “What is really important to me is creating tasty, nice, fresh food.” The Austrian native broadened his experience by spending six years in culinary school in his home country and has excelled in his career as a personal chef to wealthy and notable clientele, including serving three years as the private chef for King Abdullah of Saudi Arabia. With that experience, his culinary

limits were endless. “The experience, of course, was amazing. You have no budget for what ingredients you buy. To them, money is like sand. There were no limits, but with that experience, you have no private life, so when my contract was up, I moved on,” Stih said. The chef even owned his own restaurant in Vienna for nearly 10 years before deciding to sell and move on. Serving as a private chef to a wealthy family, Stih found himself in America about five years ago and was recently considering returning home to Austria until he ran into the owners of the Rockaway Farmers Market, Mallory Bennett and Steve Deslandes, who convinced him to work for them. The chef started out making all of the pre-packaged goods, but was craving a little something extra. “I was a little bored with only making salads. I’m used to cooking everything from farm to table, so I thought, we have the space here, why don’t we start to utilize it for a barbecue?” he said. It wasn’t long until the chef had a per-

sonal grill made out of a cutopen and welded barrel, and he was outside on the Farmers Market side patio, grilling up some new items for customers to try starting in late August. The immediate response has been overwhelming. “I quickly realized that when people taste the food, they say, ‘Oh my god, I never had this before’ and it’s been great,” the chef said. “People are already calling the store during the week, asking when the next one is.” While outdoor grilling might

seem like a summer activity, the chef says he has no plans of stopping soon. “I’m going to try to keep this the whole year,” he said, adding that he may find a way to enclose and winterize the outdoor patio space for continued use in the colder weather. However, beyond that, it looks like Chef Stih is here for the long run. His next plan is to open his very own restaurant in Rockaway, where he now lives. “I moved here three months ago, and I love it. Every day is like a vacation. Working by the beach, it’s beautiful,” he said. The chef says he’s already looking at potential locations and could be opening his own place where he can show Rockaway what he can really do in a kitchen. In the meantime, the Rockaway Farmers Market barbecue is open Fridays, from 2 p.m. to 8 p.m., and Saturdays and Sundays, from 10 a.m. to 8 p.m. Calling ahead to order is available by calling 718-945-6800. Local EMS Under Threat

A threat has been placed on those who help. On Tuesday, October 1, a warning was issued to all EMS workers assigned to the Rockaways after a credible threat was found against them. On Tuesday, EMS and FDNY responded to calls together as a precaution following an anonymous threat against EMS, according to the New York Daily News. Ambulances were stationed at area police precincts for protection and led by police escorts to respond to calls. The NYPD caught wind of the threat from area gangs. The threats were believed to be connected to a recent shooting. On Friday night, September 27, an 18-year-old boy, James Scott, was shot in the chest and legs on Beach 40th Street. Scott was transported to nearby St. John’s Hospital, where he was pronounced dead, while another victim who was shot in the head, was transported to Jamaica Hospital. According to EMS, a nurse at the hospital allegedly placed

blame on the EMS for not bringing Scott to a trauma center—the nearest being at Jamaica Hospital. These allegations upset the already-distraught family. Someone who knew the boy allegedly made a threat against EMS and concern grew when two EMS vehicles were hit by projectiles while responding around the area where the shooting took place over the weekend. It is not clear how long the EMS will continue to respond with police escorts.

This city is really doing its best to drive cars off the road. Is there one road that isn’t under construction right now? Drive down Rockaway Beach Boulevard and save yourself a trip to Six Flags—it’s just like riding a roller coaster! On Beach Channel Drive, near Beach 116th, it seems like they’ve been working on it just about forever. Oh, and that wasn’t enough, so the city decided to rip up a perfectly-fine Cross Bay Boulevard and re-do the roads there, taking their sweet time to repave it. If the conditions of the road and construction situations weren't already bad, let’s talk about the useless bus lanes that are popping up in Rockaway. They’ve essentially turned main thoroughfares for traffic into onelane roads around Rockaway Beach, causing cars to swerve in and out of lanes because drivers aren’t quite sure where they’re supposed to be. It has literally become a nightmare to drive anywhere in Rockaway, and that’s without the beach traffic! I’m terrified to see what happens next summer. Kristen Beckett

Rockaway Beach benefitted from a sand replenishment effort in the spring which allowed beach-goers to enjoy a stretch of beach that had been closed in 2018. Much less under the radar is the state of the Riis Park beach from approximately Bay 6 through Bay 3. Anti-Pipeline Activists Show What New York Stands to Lose By Katie McFadden

As the battle against the Williams natural gas pipeline and National Grid’s moratorium on new natural gas hookups continue, on Friday, September 27, those at the head of the battle took an opportunity to show firsthand what New Yorkers could stand to lose if the pipeline is approved. Following a press conference, those from Sane Energy Project treated guests to a whale watching trip aboard the American Princess to show the abundance of marine life that could be impacted by potential risks associated with the natural gas pipeline below the ocean floor. Ever since it was first proposed, those from nonprofit organization Sane Energy have been fighting against Williams’ Northeast Enhancement Supply (NESE), a proposal for a natural gas pipeline that would be placed under 23.5 miles of the ocean, going from New Jersey and connecting to an al-

ready-existing pipeline off the coast of Rockaway. In May, Williams’ first proposal of this project was rejected by New York’s Department of Environmental Conservation, yet Williams was given the opportunity to make some adjustments and reapply in the hopes it may be approved. Meanwhile, as a result of the pipeline’s rejection, local natural gas utility company, National Grid, has been refusing to install any new gas hookups across Brooklyn, Queens and Long Island, saying that it cannot keep up with the demand for new gas unless the new pipeline is built, which has left homes, developments

and businesses in limbo, unable to open without natural gas. On Friday, September 27, those from Sane Energy and other activists spoke out about some of these issues, alternative energy options and how local marine life could be impacted by the pipeline. “We have been fighting the Williams NESE pipeline for years now. We know this pipeline is not needed, and a detriment to our environment and our climate. We also know that National Grid, the local gas supplier out here, has prevented people from getting new gas hookups because they want to build political pressure in order to push this pipeline through,� Kim Fraczek of Sane Energy said. “We’re very fortunate that our attorney general and the governor of New York have issued investigations into National Grid’s tactics. But aside from that, we should be focusing on moving ourselves towards renewable energy, sustainable communities and

energy efficiency.� Fraczek made mention of a meeting on Thursday, October 10, from 7 p.m. to 9 p.m. at Bungalow Bar, where representatives from PSEG Long Island, as well as geothermal and sustainability experts will be on hand to discuss alternative options to natural gas that people can implement into their properties. In the meantime, Walter Meyer, the founder of Local Office Landscape Architecture and a professor at Parsons The New School, was on hand to briefly touch upon some of those alternatives. “It’s interesting National Grid has chosen this approach because it’s forced people to choose between gas and not gas, and thankfully there have been new technologies that have emerged that have been cost effective and highly efficient so that you can go completely electric,� Meyer said. Meyer suggested that the next step for locations such as these, would be turning to solar power, making them energy efficient and removing them from utility company grids. He also cited another example of a completely energy-efficient development in Rockaway, Beach Green Dunes. This affordable housing complex is highly insulated, has geothermal heating and cooling, and runs on solar. Meyer suggested that developments such as this are good examples of what can be done in the future across New York City. Senator Joe Addabbo was on hand to discuss some of the

other things New York is doing to move in an environmentally-friendly direction and was hopeful about continuing that path. “The people of this state and government are going in the right direction in terms of clean energy. We are driving this clean energy bus right down a road to the future and it’s going in the right direction,” he said. Addabbo spoke about the many battles New York has led against things such as fracking and the Port Ambrose natural gas proposal off of Rockaway’s waters, and the state initiative to produce zero emissions by 2050, to recycle more efficiently and to offer tax credits for going solar. “We’re doing everything we need to do as a people, driving

this clean energy bus in the right direction, but we have more work to do and that’s why it pains me when you have National Grid wanting to promote a pipeline, which goes against the direction we’re going in. We’re willing to work with Nat Grid if they’re willing to work with us, going in the right direction of clean energy, but if they’re not willing to work with us and be on this bus with us and we go down a road to cleaner energy, well we’ll leave them on the side of the road,” he said. Tom Paladino, captain of the American Princess, spoke about the increase in wildlife over recent years and urged that it remain protected. “In the ‘40s, ‘50s, ‘60s, ‘70s, there were no whales here, no dolphins, seals, birds. The waters were pretty bad. They’ve gotten better and better to the point that on our last whale watching trip we saw 12 whales. We’ve had over 95% sightings this year of whales and dolphins. The environment has gotten so much bet-

Page 17 ter. It’s critical that all these things that are happening now continue to improve it. We have to get there but we really have to make sure that as we get there, we don’t ruin the environment we have and we don’t go backwards,” he said. “And on this beautiful day, let’s go whale watching!” Before boarding the boat, JK Canepa of Sane Energy left off, saying, “If the pipeline dredges up these waters, that’s it—the whales, the seals, the leatherback turtles—all of this life is in peril if this pipeline goes through, so we’re going to stop this pipeline!” The trip aboard the American Princess served as a prime example of what would be impacted by the pipeline. On the beautiful fall Friday, passengers were treated to a show of as many as 10 humpback whales, displaying behaviors like lunge and surface feeding, tail slapping and more, and even a rarer sight—a minke whale, right in the area where the Williams NESE pipeline could be built.

Officials Address Local Anti-Semitic Incidents Ahead of Jewish Holidays By Ryan Schwach

As those of Jewish faith celebrate the Jewish High Holy Days, the incidents of anti-Semitic graffiti over Labor Day weekend still linger in the minds of many in the community. On Wednesday, September 25, at the Ohab Zedek Synagogue on Beach 134th Street, city hate crime officials and the NYPD addressed Rockaway religious leaders about the recent incidents and what is being done going forward. Attendees at the meeting were hoping for some specific updates on the two instances of anti-Semitic graffiti in Rockaway over Labor Day weekend, one written into the sand on Beach 138th, and the other at the Silver Gull Beach Club. However, officials focused more on the broader issue of the uptick in anti-Semitic hate crimes across the city and what

it could mean for the recent incidents on the peninsula. Attendees included State Senator Joseph Addabbo, representatives for both City Council Members Eric Ulrich and Donovan Richards, a representative for Assemblywoman Stacey Pheffer Amato, whose office facilitated the meeting, members of western Rockaway’s major synagogues (Ohab Zedek, West End Temple, Temple Beth-El), as well as Father Bill Sweeney of St. Francis de Sales, and members of the 100th Precinct. “This is a complete community effort,” Stan Eisen, president of Temple Beth-El, said. Addressing the audience was director of the newly formed NYC Office for the Prevention of Hate Crimes, Deborah Lauter, Deputy Inspector Mark Molinari, commanding officer of the NYPD’s hate crimes task force, and Captain Louron Hall

of the 100th Precinct. “We are struggling for what is causing this,” said Director Lauter, whose office was formed by Mayor Bill de Blasio in response to the recent uptick in hate crimes across the city, including a rise in anti-Semitic incidents which are nearly doubled what the numbers were at this time last year, according to the NYPD. Lauter, who spent 18 years

with the Anti-defamation League before being appointed director just 22 days ago, discussed a “multi-pronged” approach to preventing hate crimes in New York City which includes pushing law enforcement tactics, community relations, and education. “I am an optimist,” she said. Deputy Inspector Molinari addressed the NYPD’s role in combating hate crimes and investigating them after they occur. “The NYPD takes hate crimes very seriously,” he said, discussing how department procedures place priority on possible hate crimes, where an NYPD executive officer must be present on every investigation. Molinari could not comment on any specifics in the investigation of the Rockaway incidents because the Silver Gull Continued on page 19

vandalism occurred on federal land, so it does not fall within the NYPD’s jurisdiction, and the beach writing does not constitute a crime under city law. Although he couldn't go into the details, D.I. Molinari was able to stipulate to what the Rockaway incidents could mean, taking into account

his experience investigating similar cases. “Could be any of a lot of things,” he told The Rockaway Times. Both he and Director Lauter alluded to the idea of “just kids,” who do not actually subscribe to the values they are promoting and instead are just playing around. “Motivation behind this varies,” D.I. Molinari said. The commonality of children perpetrating such incidences is something Lauter hopes to combat with her approach to the prevention of hate crimes. She mentioned, “Education...teaching kids to respect others,” as a large facet of her plan. Molinari agreed, later in the night telling the audience, “We have to start with children. Counteract the narrative they may be hearing at the dinner table.” However, the severity of the language used in both events, as well as the use of “14/88” on the beach could mean something more than just children who are unaware. “14/88” is a lesser known symbol of white supremacist speech, which signifies the 14 words of a supremacist slogan along with “88”, which references “Heil Hitler” (H being the eighth letter of the alphabet). “Usually that’s an indicator that it’s more,” Direc-

THURSDAY, OCTOBER 3, 2019 tor Lauter said, but added that its use has become more and more escalated and does not definitively prove that the perpetrators are aware of the numbers' significance. Molinari admits investigating incidents such as the one on Beach 138th Street, had there been a prosecutable crime, is “very tough,” due to its lack of eyewitness accounts, video evidence, or a physical victim that would be present in an assault that was racially motivated. “Could it be much more? It could be, but I hope it’s not,” he said. Those in attendance were appreciative of the attention given to the Rockaways by city officials and the NYPD. “I think it was great and very helpful,” Irv Hackel, congregation president at Ohab Zedek said. “It calmed everyone down that the Deputy Inspector was here,” he added, commending the NYPD as a whole. However, the lack of specifics discussed regarding Rockaway’s incidents left some unsatisfied. “I was hoping for a little bit more information,” Rabbi Marjorie Slome of West End Temple said. “I was kind of hoping there would be some news,” she said. Regardless, Rabbi Slome remained optimistic about what could come from the meeting and others like it, stating the importance of the “Community Relations” approach outlined by Director Lauter. “I want some concrete actions to come, and I think they will,” she said. With this being a time when those of Jewish faith celebrate the High Holy Days of Rosh Hashanah and Yom Kippur, religious leaders discussed what they will have to do to ensure the safety of their congregants, and talked about security measures, from making sure surveillance cameras are operating to considering armed guards during services. “We are beefing up security on the high holy days,” said Captain Hall, commanding officer of the 100 Precinct, who stressed reaching out to law enforcement as an imperative, and left off with simple, yet important advice: “If you see something, say something.”

Steroids And Side Effects

Corticosteroid medications, often just called steroids by clinicians and patients, are used to reduce inflammation and suppress the immune system. They are associated with many side effects, some of them serious. Corticosteroids are the synthetic version of cortisol, which is produced by the adrenal glands (the adrenal glands are located on top of both kidneys). These steroids are different from synthetic versions of the human steroid testosterone, which are called anabolic steroids and are used by some athletes, and the human steroid hormone estrogen, which is used by some women after menopause.

Steroids can be given orally for rashes and asthma attacks or intravenously (IV) for flares of autoimmune diseases like inflammatory bowel disease or rheumatoid arthritis. To minimize the side effects of oral or IV steroids, steroid treatments that are given locally were developed. These include topical skin creams, nasal inhalation for allergies, lung inhalation for asthma, joint injections, and eye drops to reduce swelling after eye surgery. Some patients find steroids difficult to take because of their side effects, while others like how steroids make them feel. Side effects are most common with oral and IV ster-

oids, especially with prolonged use, although some locally used steroids may be absorbed into the body and cause side effects. Serious, potentially life-threatening side effects include infections, especially unusual ones, which occur because of immune system suppression. Cortisol, produced by the adrenal glands, has many effects throughout the body including regulating blood pressure. Systemic steroids (oral and IV), especially if taken for a prolonged period, cause adrenal suppression, meaning the adrenals stop producing cortisol. If systemic steroids are suddenly stopped, it can cause an adrenal crisis, which has many symptoms including dangerously low blood pressure. This is why long-term steroids cannot just be stopped but must be tapered to zero over time. This allows the adrenals to “wake up” and start producing cortisol again. Side effects of short-term steroids include increased appetite, weight gain, unusual fat distribution around the waist and upper back (buffalo hump), upset stomach, and insomnia,

confusion, and either euphoria or depression. Long-term use side effects include a round face (moonface), elevated blood pressure and blood sugar, infections, cataracts and glaucoma, osteoporosis (bone thinning) and fractures, thinning skin, bruising, stretch marks, poor wound healing, and muscle weakness. Because of side effects, healthcare practitioners are cautious in prescribing them. If they are necessary, they must be prescribed for the shortest possible amount of time and, if possible, local steroids are preferred over systemic ones. If your doctor must prescribe steroids, be sure that you fully understand the risks and benefits associated with their use. Also, if long-term steroids are necessary, for example to treat certain autoimmune diseases, frequent monitoring of the patient is necessary to look for side effects. Ah Spain! As I write my column this week, I am grateful for the moments I get to spend traveling. I have always been someone who yearns to see the world and how other cultures live. We are not that different but we seem to live much differently. For one thing, we are so fast-paced here in New York and other cultures seem to move much slower with dinner time starting at 9 p.m.! My favorite places to visit are places of worship. The churches in Europe are ancient and magnificent. Recently, we traveled to Spain, and the first

church we wandered into was St. Francis de Sales! Nothing happens by accident. It was a perfect place to say a prayer and thank God for always leading us to safety. We arrived and it felt like home. Barcelona, you are a city that never sleeps! Many Barcelonians are Catalonians. They want their independence from Spain and I must admit they are very different from the rest of the country. Their language dialect is a cross between Spanish, French and Italian. At first, I thought it was absurd that

a city in Spain wants to separate from its country, but then I realized they are unique and want to be recognized as Catalonian. The Catalonians work very hard and know how to live well. Moreover, the Gaudi architecture alone is extraordinary. It felt as if I was walking through a fairytale land. But the life once lived centuries ago is beyond the imagination. We took a Gaudi bike tour around Barcelona (five hours) and it was so mind-blowing to see the intricate detail and design up close. Our tour guide was a devout Catalonian, and at the end of the tour she stressed how important it is to travel. Traveling enables us to witness and respect all the unique cultures in the world. We all want peace on Earth and to be free. While traveling, it became clear that despite cultural differences, peace is still a common connection among people. “If we have no peace, it’s because we have forgotten that we belong to one another,” Mother Teresa said.

Page 27 Towards the end of our trip we went south to hang out in Cadiz. It was so beautiful and unique. We were blessed to rent an AirBnb directly across from La Caleta Beach. So naturally we floundered in the water and rested on the incredible clean beach before we headed back to New York. They were selling shirts that read, “Be Yourself.” Acceptance of all who entered the city and words of encouragement to be who you are! Great message to everyone, especially young children who are trying to find themselves. If you have never been to Spain, I highly recommend a visit. The people are friendly, the food is delicious and the wine flows faster than water. There is a large older population who are always outside with one another socializing. They appear to be very happy and healthy. Most importantly, they have an active social life, stay close to their family, and are well cared for. The secret to a long life. Not to mention the olive oil, fish, tapas, and wine!

Back to School: Student Privacy Rights By Gille Ann Rabbin, Esq., CIPP/US

Parents, guardians and students should be aware of the Family Educational Rights and Privacy Act (“FERPA”), a federal law that protects the privacy of educational records. FERPA provides parents and guardians certain rights with respect to children’s educational records (these rights transfer to the student when he or she reaches 18 or attends a post-secondary school and becomes an “eligible student”). Rights provided include the right to view student records, make corrections, and control the disclosure of information. FERPA applies to schools that receive funding from the U.S. Department of Education (virtually all public schools, most private and public colleges and universities). Private and parochial elementary and secondary schools generally don’t receive funds from the Department of Education and thus are not sub-

ject to FERPA, however, state education laws are applicable. Under FERPA, parents or eligible students have the right to inspect a student’s educational record. Schools are not required to provide copies unless in-person review is unrealistic. The school may charge a fee for copies. Parents or eligible students have a right to request that the school correct an inaccurate or misleading record, and a right to a hearing if the school declines the request. If after the hearing the school still refuses to make the change, the parent or eligible student has the right to place a statement setting forth their position in the record. To release information from a student’s educational record, schools generally must have written permission. There are exceptions, including for disclosure to school officials who have a “legitimate educational interest;” to schools to which a student is transferring; in cases of health and safety emergencies; in connection with a student’s

financial aid application; to state and local juvenile justice system authorities; and to comply with a court order or subpoena. Schools may also disclose, without consent, “directory” information, such as a student’s name, address, telephone number, date and place of birth, and dates of attendance. However, schools must advise parents and eligible students prior to the disclosure of directory information and give them a reasonable amount of time to request that the school not make disclosure. Under FERPA, opting out of directory information is all or nothing: a parent cannot pick and choose what information to include. However, individual schools can set their own policies to allow partial opt-outs. Schools must establish written FERPA procedures and provide annual notification of FERPA rights. While individuals don’t have the right to sue to enforce FERPA, an aggrieved parent or eligible student may file a complaint

with the U.S. Department of Education’s Family Policy Compliance Office. Besides FERPA, other federal laws may be applicable. The Children’s Online Privacy Protection Act imposes requirements on operators of websites, games, mobile apps or online services directed to children. The Protection of Pupil Rights Amendment imposes rules that states and school districts must follow when administering to students surveys and other evaluations funded by the U.S. Department of Education. State educational law also provides additional protections. In NYS, laws provide protections relating to the sale of student data for marketing and require protections in the event an educational agency contracts with a third-party contractor to provide services involving personally identifiable information. There are also protections in the event of a security or confidentiality breach. Know and exercise your educational privacy rights!

Serves: 4-6 Ingredients: Croutons: 3 ounces baguette, cut into ½” pieces 3 tablespoons extra virgin olive oil ¼ teaspoon pepper String Beans and Dressing: 1-1/2 tablespoons lemon juice 1 tablespoon Worcestershire sauce 1 tablespoon Dijon mustard 3 large garlic cloves, minced 3 anchovy fillets, minced Salt and pepper By Katie Lucev 3 tablespoons exKatie Lucev is the daughter of the late Rockaway Beach Histra virgin olive oil torian, Emil R. Page 33 1-1/2 pounds string beans, trimmed 2 ounces of Parmesan cheese, shaved Directions: Whisk lemon juice, Worcestershire, mustard, garlic, anchovies, ½ teaspoon pepper and ¼ teaspoon salt in a bowl. Set aside. Bring four quarts water to a boil. Add the string beans and 1-1/2 teaspoons of salt and return water to a boil. Cook until tender, about 5-7 minutes. Drain in a colander and put in an ice bath. Cut the baguette and toss with oil and pepper until it’s all coated in a medium bowl. Transfer to a 12” non-stick skillet. Cover and cook on medium high heat, stirring occasionally until golden brown and crispy. Return to bowl. Transfer dressing, string beans and half the Parmesan to bowl with the croutons and toss to combine. Season with salt and pepper to taste. Transfer to a serving dish and sprinkle the remaining Parmesan.

Plan An Ideal Day Dear Enchantress, I have a problem, and I feel stuck. Every year, I want to change jobs. I'm a teacher, and I could retire, but I feel so comfortable in my misery here as a teacher. They have even offered me a chance at working as a floating teacher of sorts. Meaning I would never have to commit to one class again. While this seems exciting, the most important part of my job is how I relate to the kids. But I'm getting older and I'm a bit tired of getting up and down from the rug. I want to

have a more enchanting life! I want to have more fun, and thinking about getting in my car and driving on ice to get to school is threatening me. How can I set myself up so that next year, I am not having this tremendous cloud sitting over my head?! Dear Bored Betty, First thank you for being a teacher who realizes her feelings and thoughts. I was a preschool teacher and it was not a "good" place for my feelings and wants. So, bravo! All those lucky kids who got you when you were so wanting to be

there! Next. Congratulations on admitting that you want to phase this part of your life out. You have agreed to complete this school year. How many days do you have left to take off? How do you feel about taking mental health or as I like to call them "pleasure days?" I love integration. It sounds like you have a lot of life in you, so retiring could mean a host of things, and it also sounds like you are not one to sit around and chill. So your integration could start by planning your days off, and including resting and chill time. I want to give YOU homework! Write out your ideal average day. From the moment you wake up until the moment you sleep. Keep yourself focused on one specific day, not "what would be nice sometimes,� but the ideal average day you would have if you were no longer a classroom teacher, and it's a week day. Then all along the year this year, when you have a day off (that you knew you were going

to have) practice the ideal average day. Stay curious, and get clear on what feels good, emotionally, physically, community, where would you go, who would you see, what time would you want to wake up, etc. It's time to stretch the muscles of your divine freedom as a caring and deserving teacher! In this Rockaway Times series, we spotlight the eclectic band of crafty artists living on the peninsula. These individuals stand out, not just because of their creativity and undisputable talent, but the oxygen fueling the passion behind their work—living and breathing in Rockaway. We hope this series gives readers the incentive to support these local artists, who invest their soul, time and energy in producing works of art that reflect what makes our peninsula an unparalleled place to call home. Rockaway Beach is well publicized for its restaurants and shops, surfing, and enclave of hipsters, but don’t get it twisted. According to Joshua Groves, one of the entrepreneurs behind Far Rock Shop, a clothing business repping the eastern end of the peninsula, Far Rockaway is indeed a “diamond in the rough,” boasting a rich legacy of movers and shakers, including Nancy Lieberman, aka "Lady Magic,” a former professional basketball player and Women's National Basketball Association coach; fashion designer Steve Madden; confessed mastermind behind the largest Ponzi scheme in world history, Bernie Madoff ; and retired NY Knicks basketball player, John Warren. In the following Q&A, 28-year-old Groves discusses he and his family’s determined mission to display the community’s diamonds with their clothing brand, Far Rock Shop, which features a variety of hats, shirts, hoodies and more, under the auspices of company, 53rd State LLC. RT: What spawned the idea for Far Rock Shop? Groves: Far Rockaway is considered a diamond in the rough, but my family members, Adam, Phillip and Anthony, were eager to display our diamonds. The A-train is the last stop in Mott Avenue. For many of us, there’s only one way to get in and one way to get out. So the A-train is a staple in the community, and that’s our logo.

We felt like we didn’t have anything broadcasted about where we are from. I went to school in Brooklyn, and everywhere I went, you would see Brooklyn hats and shirts. I wasn’t prideful as I am now about being from Far Rock, however kicking off our brand really turned that around. RT: When did Far Rock Shop officially open its doors to the public? Groves: In September 2016. I remember because it was a hoodie season, and we just received our first hats. They were black and red. RT: You mentioned some power players who were born and bred in Far Rock. As entrepreneurs, were they an inspiration for the brand? Groves: Yes, because Far Rockaway is diverse and has a rich legacy of people who put us on the map, not just Nancy Lieberman, Steve Madden, Bernie Madoff and John Warren, but also deceased rapper, Stack Bundles from the Redfern Houses, self-dubbed as the Beanie Sigel of Far Rock. Far Rock has a lot to offer and we get put down, but with our brand, Far Rock Shop, we are changing that and instilling pride not just in those who live in the community, but visitors and other outsiders who discover us on social media. We are just striving to represent Far Rock with 1,000% positive vibes, bridging the gap between awkward racial tensions.

Plus he is a very close friend of my grandfather, who was nicknamed, “The Whiz,” for how good he was playing basketball in Far Rock. We tried to gather up some funding for Mr. Warren because he does not get much notoriety, but as far as we are concerned, he’s a legend. That’s the mindset for the idea of our company, 53rd State, LLC. Fifth-third State basically means, it’s a state of mind. We have enough history, culture with the added bonus of living by the beach, to be our own entity as the 53rd state. Our goal is to supersede the negativity and make Far Rock something to be proud of.

RT: How would you brand Far Rock Shop? Groves: As 1,000% local. We just want to present an optimistic view of the peninsula, and now three years later, Far Rock Shop represents! When I view these news feeds, I cringe, feeling like Hamlet in another Shakespearian play in this profound line: “Why do you go about to recover the wind of me, as if you would drive me into

a toil?� Today, “toil� is defined as “labor,� but in Shakespeare’s time, it had an alternative meaning: the name for a net which was used to ensnare wildlife, with the extra double meaning of “strife.� From bleach drinks, enemas, gluten- and casein-free diets, vitamin B12 injections— the autism medical, scientific and caregiving communities, not to mention, autistic individuals themselves—are indeed in strife when it comes to the avalanche of suggested “cures� and causes of autism sensationalized all over, and of course, unfortunately the prime villain, Facebook. In a May 21 NBC News article: “Parents are poisoning their children with bleach to 'cure' autism. These moms are trying to stop it,� I actually read about parents who credited turpentine, their children’s own urine or even chlorine dioxide as the secret miracle drug for reversing autism. Then is the question about what causes autism. Whether it’s genes, being born to older parents, low birth weight, vaccines, exposure to heavy metals and environmen-

tal toxins or a history of viral infections—I’m sorry, my stance? I am on board with the neurodiversity movement because I view autism as a different way of being, not a disease to be cured, and my nonverbal daughter taught me that. Just this past week, her school required that she get the Tdap booster shot, a combination vaccine that protects against three potentially life-threatening bacterial diseases: tetanus, diphtheria, and pertussis. According to the school’s letter: “Unfortunately, failure to produce this information as per Department of Health policy, your child will not be allowed to attend school until we have received the necessary paperwork.� Note: In June 2019, Governor Cuomo eliminated religious exemptions for vaccinations. As for medical exemptions, there must be a clear medical diagnosis as to why vaccines may not be administered by the doctor. complied, contemplating the entire time: Did vaccines cause her autism, juxtaposed with the question—is not taking her to get the vaccine booster, negligence on my behalf as her caregiver? Goodness gracious! I was going batty with the dialogue circulating in my head. However, in the end, I apprehensively followed protocol. The autism rate is growing. In 1986, the autism rate was one in 15,000; after the National Childhood Vaccine Injury Act of 1986, (a federal "no-fault" compensation system for individuals who may have been injured by specific covered vaccines), it grew to one in 10,000, then by the time President Barack Obama was reelected in 2016, it was one in 68, and as reported by the Center for Disease Control, today, it’s now one in 59. I believe it’s because more parents are taking their children to be evaluated, as there’s more awareness.

This is why I founded Rockaway Beach Autism Families— to build awareness about autism, and of course acceptance. Someone mentioned the other day about being a grandparent. I don’t know if I’ll ever be one, but the individual said something really gratifying, “You never know. She might meet someone who will love her for her special gifts,” and folks, that stayed with me. Please, let’s focus on providing our loved ones with what they need—good care, services and vocational opportunities. When a child with autism turns 18, their services become stagnant, and there are a few opportunities for them to feel like productive members of society. Local politicians and business owners, give them a chance to be the best they can be—beautiful human beings willing and able to soar like an eagle. Waves of Locals Catch-a-Cure It was a great day to Catch-a-Cure. More than 300 people came out to the boardwalk to participate in a family 5k run/walk on Sunday, September 29, to raise money for local families dealing with cancer. Rockaway came out strong on Sunday to show that cancer will not keep them down. Runners and walkers dotted the boardwalk between Beach 126th and Beach 102nd as they ran for family members and friends that are impacted by cancer and to raise funds for Rockaway WISH to help those families. This year’s race was run in memory of members of the community we recently lost to cancer including Ann Marie Sullivan of Broad Channel, Clare Droesch of Rockaway and Billy Kinane of Breezy Point. This year’s honorees included Teri Bautz of Broad Channel, Pat Orzano of Rockaway and Matthew Piccione of Breezy Point. While the run was a fun run/walk for many, awards were available for those who went all out. The top overall male was Kiernan Smith, 17, who ran the 5K in 18 minutes, 53.532 seconds. ages. The top female in the 0-12 age category was 12-year-old Marin Crowley and the top male was 11-year-old Petey Franchock. The top female in the age 80 and up category was 85-year-old Addie Antanoff, and the top male, in the 7079 age category, was 73-year-old Peter Hayden.

LWA STUDENTS RECOGNIZED IN THE 2020 NATIONAL MERIT SCHOLARSHIP PROGRAM

8th-Grade Grade Boys Tie One and Win One

This past weekend, the eighth-grade boys from St. Francis de Sales CYO soccer managed to pull out a tie and a win. On Friday night, September 27, the boys played St. Camillus/St. Virgilus and managed to end the game in a 3-3 tie, while on Saturday, the boys managed to pull off a 4-2 victory over Holy Child. The win over Holy Child was especially meaningful because the boys were playing with three

fewer players on the field than Holy Child. Due to the holiday weekend, not all players were available. Rookie goalie, Alex Anastasiades managed to gather up twenty saves for SFDS over the two days. Goals were scored by Joe Butler (4), Ian Erhard (2), and Matthew Bambury (1), while assists were procured by Connor Monahan (3), Matthew Bambury (1), and Ian Erhard (1).

Mary Barton, Head of School at Lawrence Woodmere Academy, announced this week that John Malinka and Harrison Schwartz have been named Commended Students in the 2020 National Merit Scholarship Program. A Letter of Commendation from the school and National Merit Scholarship Corporation (NMSC), which conducts the program, was presented by Barton and the Upper School Principal Marc Hoyle to these scholastically talented seniors. About 34,000 Commended Students throughout the nation are being recognized for their exceptional academic performance. Although they will not continue in the 2020 competition for National Merit Scholarship awards, Commended Students placed among the top 50,000

scorers of more than 1.5 million students who entered the 2020 competition by taking the 2018 Preliminary SAT/National Merit Scholarship Qualifying Test (PSAT/ NMSQT). "Those being named Commended Students have demonstrated outstanding potential for academic success," commented a spokesperson for NMSC. "These students represent a valuable national resource; recognizing their accomplishments, as well as the key role their schools play in their academic development, is vital to the advancement of educational excellence in our nation. We hope that this recognition will help broaden their educational opportunities and encourage them as they continue their pursuit of academic success."
