REMEMBERING MICKEY MAXWELL COHEN

On Tuesday, December 28, Marine Science maven Mickey Maxwell Cohen died. He was 94. Known to some as the “Father of Marine Science Teaching," Cohen was instrumental in the foundation of Beach Channel High School and served as the first Chairperson of the school’s

Department of Science and Oceanography. The longtime Bayswater resident was also a former president of the New York State Marine Education Association and a longtime beloved naturalist for the American Littoral Society (ALS) On his passing, fellow ALS naturalist Don Riepe said, “Always the consummate scientist, he donated his body to the Harvard Medical School. For over 40 years, Mickey and I have led natural history trips for the society to many places near and far including Montauk, Chincoteague, Costa Rica, Africa, Cape Ann, Galapagos, and of course Dead Horse Bay in Jamaica Bay. HIs favorite place was perhaps the Galapagos Islands which he visited over 20 times. He was an expert in so many areas of natural history and always willing to share his knowledge with everyone.” Details about services will be announced at a later time.

Ringing in 2022 Outdoors New Year’s is usually a big time for parties. There is still plenty going on at local establishments, but with Covid cases on the rise again, some may want to opt for outdoor celebrations. On New Year’s Day, there will be a couple ways to ring in 2022 outdoors. As tradition goes, it’s time to take the plunge! Every New Year’s Day, at around noon, people head to various beaches to start the year off fresh with a dip in the Atlantic Ocean. There aren’t official plans but some popular beaches to plunge usually include Beach 146th, 127th, 119th, 108th and 91st. Look out for some crowds and plunge at your own risk! This year, the Rockaway Hotel will be holding a more official event. For $35, the Hotel is offering a buffet breakfast with bagels, spreads, muffins and coffee in the Winter Pool

House starting at 10 a.m., before heading down to Beach 108th Street to take the plunge. Once finished, the first 25 guests to sign up will receive cozy robes and all guests are welcome to warm up in one of the hotel’s brand-new outdoor saunas, situated in the hotel’s outdoor pool area. On Saturday, January 1, start the new year off with the American Littoral Society’s 40th New Year’s Day hike along the beach at Fort Tilden. Meet at the little church (chapel at Fort Tilden) at 11 a.m. Dress warmly and bring a mask. There will be champagne and cookies to toast the new year, plus a chance to look for some local wildlife: Snowy Owl, Sanderling and Loons with naturalist Don Riepe.

The RT’s 2021 Person of the Year: LIZ HANNA By Katie McFadden

Time Magazine has their person of the year. It’s about time The Rockaway Times had ours. In a community where so many people go above and beyond to make Rockaway a little better, the choice was not easy. In 2021, and starting even before that, we found one person whose name just kept coming up. She’s not an elected official or a leader of an organization. Like many, she’s a member of this community who dedicates almost every day toward helping others in Rockaway. Over the past year and beyond, Liz Hanna has proven to be much deserving of the title as The Rockaway Times’ 2021 Person of the Year. As the Covid pandemic began in March 2020 and Liz Hanna’s personal plans got derailed, she decided not to sit by idly. As the former owner of Brown’s Hardware until 2017, Hanna knew all too well the struggles that small businesses face and she began to see how the Covid pandemic was going to hit them hard with lockdowns and restrictions. So she launched the RBNY: Rockaway Businesses Need You page on Facebook, providing an outlet for Rockaway’s businesses and their customers to share menus, specials and updates to help give them a boost. It is an effort she’s kept going in 2021, despite restrictions being loosened with the availability of Covid vaccines. “Honestly, I really enjoyed doing it and it seems a lot of people are really into it. I think it’s still a really good resource for people. I want to keep the businesses in the spotlight,” she said. In late 2020, Hanna found new ways to support businesses through the RBNY group. While restaurants were still closed for indoor dining, Hanna thought of a creative way to get the community to support them through fundraising grids for gift cards. Almost every week, she would set up a number grid, invite the community to pick numbers and donate, and draw a few winners who got various gift cards to

local businesses. “We were still in quarantine, and I was bored and the only way to really keep businesses going was through gift cards. People were bored and they got really into it, and it was a win-win for all,” Hanna said. Eventually she started using that effort to support local charitable causes at the same time, especially those that couldn’t hold their annual fundraising efforts due to Covid. Over the past year, Hanna has raised hundreds to thousands of dollars for groups like the Graybeards, the Ancient Order of Hibernians, St. Francis de Sales, the Broad Channel Athletic Club, local animal rescues, holiday toy drives, the Special Olympics plunge and more. “It makes me feel really good. It’s a positive thing and uplifting for everybody, not just myself. It’s still sad that all these things can’t take place and these organizations really rely on fundraising to help people. It feels really good doing the grids and people just enjoy it and that’s the only reason I keep doing it—I just like to make people feel good,” Hanna said. When restrictions started to loosen, Hanna went a step further to help local businesses. She became a delivery driver, first for Kimo’s and now Batesy’s. “I never thought I’d be someone that likes deliveries but I really like it. I like meeting people. I see a lot of my old Brown’s customers and I’m really seeing a different part of the neighborhood which I really like,” she said. “I’ll stick

to this for a while.” But Beach 116th holds a special place in her heart. So this past year, she took time out of her busy schedule to help give the block a boost. When Christine James began efforts to spearhead a peninsula-wide cleanup, Hanna wanted to go above and beyond for one of Rockaway’s main shopping corridors. “I live around the corner and me and my family owned a business there for over 50 years, so it holds a place in my heart,” she said. “I hate seeing it go downhill the way it has, and any little thing that we can do, why not do it?” Similar to the days when she and the late Noni Signoretti owned Brown’s, and often put in efforts to maintain the medians on the block, when Hanna saw the large planters along the block looking a little rough, she decided to give them a facelift. She used her grids to raise money for new plantings and employed Lisena Garden Center with the task of planting mini spruce evergreens in them. Then she enlisted volunteers, including her mom, to help plant colorful perennials around them. “They looked really pretty for a long time,” Hanna said. When Hanna’s good friend, the late Lew M. Simon passed away unexpectedly in November, it hit her hard. “I’m still really sad over it. I think Rockaway really lost somebody that really loved Rockaway. I felt like I lost that dysfunctional family member that you don’t realize how much you’d truly miss ‘til they’re gone,” Hanna said. Along with Simon’s death came the realization that some of the community traditions Lew supported, would need to go on. Having previously worked with Lew to carry out Beach 116th Street’s holiday lighting events, Hanna knew she’d have to take on a bigger role this year. With the help of Assemblywoman Stacey Pheffer Amato and many others, they made it happen in Lew’s memory. “I couldn’t imagine it not happening,” Hanna said. “Lew was the one that always nudged me

to do it. Every year I’d say this is my last year, I’m not doing this anymore and he would keep me going. I just really felt like again, it was something he really loved, and I couldn’t even imagine not doing it. But it was a little difficult because he really had these little connections with everyone to make these things happen.” Both the menorah lighting and the Christmas tree lightings went on in 2021, something that Hanna says she’ll continue to have a hand in going forward. Additionally, Hanna also assisted with the holiday celebration and toy drive for Bay Towers, another cause that Lew loved. She once again started up a grid to raise money and then bought hundreds of toys to ensure the kids of Bay Towers wouldn’t miss this holiday tradition. This isn’t the first time Liz Hanna has been recognized. Earlier this year, Hanna was named one of Assemblywoman Stacey Pheffer Amato’s Women of Distinction and she’s also been recognized by Councilman Eric Ulrich for her dedication to neighborhood service. Of those honors she said, “It’s nice but a little overwhelming. I normally would never want to be a part of this stuff but anything that brings businesses to the spotlight is important to me.” There is no doubt that 2021 has been another challenging year for many. To go above and beyond for others in such a trying year is a testament to the person Liz Hanna is. But doing such acts of kindness helps her in turn. “It helps keep my head straight. I’m not good at sitting still. I feel like the last year, if I didn’t keep busy, it would make me crazy,” she said. But in 2022, Hanna hopes for a much-deserved break. “My hopes are just to be living a normal life and not wear a mask. I don’t even know what normal is anymore, but I hope Covid goes away,” she said. “I would also really like to go on vacation. I haven’t been on vacation in about three years. That’s all I want in 2022—a normal life and a vacation.”

Home Alone I’m going full Shawshank Redemption, chiseling a hole in the wall of this upstairs cubicle I’ve been banished to. I’m hiding my little tunnel to freedom with a poster of Raquel Welch. It’s kinda weird having a poster of a woman who’s 81. I mean, she looks good for 81 but….uhm, I guess the bright side, nobody’s gonna steal it. Yea, you figured it out by now: I got The Rona. I got the sissy kind. Stuffed nose, not much else. Something I wouldn’t have gotten tested for if it didn’t have a name. Doesn’t matter though, I’ve been told to go play Quasimo-

do in the upstairs belfry. Which is such poppycock. I’m triple vaxxed, got O-positive blood, and the only super spreader I attended was waiting on a line to get tested. And what do I get for Christmas? A plate of food on the floor outside my door. Booster, schmooster. From what I remember, three shots of tequila worked better than my three Pfizers. All the shots gave me confidence, but only the shots of tequila gave me confidence that was well founded. But I’m still a believer. The next time you see me, I’m gon-

A couple of weeks back, I was thinking about faking covid just so I could isolate and not be bothered by anyone. But now that I’ve been forced into it, I can’t wait for the next mosh pit. Until then, it’s me and Netflix and it’s a shaky relationship. It was rosy when we were dating. Now that we’re together all the time, things get a little strained. In normal times, I would have

resisted watching Squid Game. But I’m desperate. So I watch it and I just have one question for fans. Have you ever seen worse acting? Let me know where, I could use the laugh. And now I’m not sure when this ends. I’m symptom free but I’m not smart enough to understand what the CDC says, no matter how many times I read their rules. If you test positive, you stay home for five days. Ok, what if you still test positive on Day 5? Is the five-day rule from the first time? So I don’t need any more tests? I just count the first five days and go? I hope so, because tests are tough to come by. You can’t wait on line if you’re supposed to be home and the in-home tests are the new toilet paper, gone before they settle on the shelf. As far as I know, there’s no bidet alternative. Hey, I want to limit risk to others. I don’t want to give anyone Covid. Or my cough. Or the flu. Or Chickenpox. But everyone going crazy might be the biggest risk of all. PS: Happy New Year!

Dear Editor: Hi my name is Barbara Buffolino and the Surfside Tenant Association (SHAFT) is preparing to fight a proposal to stop Alma Realty in getting a rezoning for development on the Surfside property. They are looking to build additional residential buildings and retail stores in the backyard of the current 2000+ residents that call Surfside their home. Over the past 10 years, SHAFT has been relentless in advocating for the residents by keeping Alma accountable for the safety, health and the quality of life for our home. Surfside is the property that is located on Shore Front Parkway and Rockaway Beach Blvd. between Beach 105th St. and Beach 108th St. Currently there are three 12-story high rise buildings with over 2000+ residents. The property supports parking, playground areas, a pool, walkways and green space. We have seen a rendering of the proposed development that shows the addition of three more high rise buildings that would eliminate these services and would surround the current buildings in a U-shaped pattern. The construction site would be our current parking lots and pool area parallel to Beach 108th St. along Rockaway Beach Blvd. and then parallel to Beach 105th St. The immediate burden would

The Rockaway Times be on the residents living here on the construction site and the change to our quality of life regarding noise, parking, recreation, air flow and sunlight. There will be a negative impact to the neighborhood and Rockaway community overall. As neighbors, we experience sharing limited infrastructure and resources such as schools, hospitals, transportation, only three main roadways that have been redesigned to limit traffic especially affecting commuting, emergency vehicles and evacuations, parking, sewage treatment, electric and water. As a seaside community, we are also looking into the sustainability and the environmental impact this type of de-

velopment can create. We need to unite as a community to prevent this rezoning and development in our backyard. We need your support and commitment to join together in fighting ALMA Realty who are negligent landlords with deep pockets. 1. Tossing Away the Christmas Tree Christmas has come and gone, and you might be wondering, what do I do with the Christmas tree? If you have a real tree that you need to get rid of, the city offers options. Starting Thursday, January 6, the Department of Sanitation will be picking up trees left on the curb to be composted. The trees are chipped, mixed with leaves, and recycled into rich compost for NYC’s parks, institutions, and community gardens. Be sure to remove all lights, ornaments, tinsel and plastic bags from your tree; trees that still have these items attached will be collected as garbage. Do not bag your tree. Trees will be collected from curbs for composting through January 15. If you discard your tree after this date, it will be collected as regular garbage. Another option is to par-

ticipate in the Parks Department’s MulchFest, in which trees are chipped and participants can take home a bag of mulch to use in personal gardens. It will take place on Saturday, January 8 and Sunday, January 9 from 10 a.m. to 2 p.m. at nearly 80 locations across the city. Unfortunately, the closest chipping sites are Marine Park (East 33rd and Avenue U) and Idlewild Park in Springfield Gardens. However, there are also designated drop-off sites where trees will be picked up for MulchFest. The only local drop-off location is Beach 94th Street and Shore Front Parkway. Looking Back at 2021 By Katie McFadden

As we enter 2022, let’s take a look back at some of the things that took place in 2021. Here are some highlights from each Rockaway Times (RT) issue this year: January 7 Locals all over took the polar plunge and one, Timmy Dunne even popped the question. A Far Rockaway couple was killed in a hit and run on New Years Day. Rockaway Youth Task Force founder and president Milan Taylor was accused of rape and abuse by former RYTF member Andrea Colon. January 14

The U.S. Army Corps of Engineers (USACE) announced its groin construction plan after hiring contractor H&L Contracting LLC. A water main break in Broad Channel left many with brown water across the peninsula. Broad Channel got a new traffic light at 1st Road and Cross Bay Boulevard. February 4 Winter Storm Orlena dropped 18 inches of snow and caused severe erosion on the beach. A dolphin washed up dead on Beach 123rd Street in the middle of the night. A house fire on Beach 86th Street left a threeyear-old girl in critical condition. The Meat Up Grill opened its brick and mortar location on Beach 116th Street.

A Franchise and Concession Review Committee hearing about the boardwalk concession contract got heated after NYC Parks announced they would award the contract to the owners of Riis Beach Bazaar instead of Rockaway Beach Club. Gateway National Recreation Area (Gateway) released a Request for Expressions of Interest (RFEI) in connection with the Silver Gull Beach Club and the Breezy Point Surf Club. January 21 As the Covid vaccine started to become more widely available, lines formed outside of vaccine sites like Beach Channel Educational Campus. A lucky pup was rescued from the bay by NYPD after Harbor Optics owners Scott and Carol DeNaro, spotted the

2022 TRENDS UP I’d like to wish all my friends and neighbors a happy and healthy 2022. We had a very good year in 2021 in spite of extremely difficult circumstances. We're hopeful for better conditions next year. The Rockaway market had a nice uptick in prices during the year. Activity was strong in spite of low inventory levels which are continuing into the new year. While this is not good for the realtor (fewer sale opportunities), it's an ingredient for continual upward pressure on prices. Outgoing Mayor Bill de Blasio and, Mayor-Elect Eric Adams, Schools Chancellor Meisha Porter, and Incoming Schools Chancellor David Banks announced a multi-pronged approach for safely returning to school in-person this January following winter break. RETIREMENT FOR REAL

Friday was my last day of work. Ever. I have been working for 52 years, since I first started delivering meat on a bicycle for a butcher on Ave. S and Nostrand Ave. in Brooklyn when I was 12 years old. My boss let me go early, 9 a.m. to be exact, since it was my last day. Of course, that ruined my party plans. I had told several friends that it was my last day and to meet me at the Bantry Bay Bar on Greenpoint Ave. after work. Even 9 a.m. was too early for me to celebrate. It was a nice day, so I decided to take the A train to the Beach 67th Street station and walk to my place on Beach 91st, rather than waiting for the Rockaway Park shuttle. The walk on the boardwalk was the right call. A man can do some thinking on a quiet winter boardwalk. I reflected on the decades of work, and the dozens of jobs I’ve had. never work a day in your life.” Unfortunately, I never had that job. “I’d get bored,” others say. Whose fault is that? Is there nothing outside of work that interested you in your free time? Some jobs, like the job I just left, (teamster for television and movies) are all consuming. Workers in that industry put in 70, 80, sometimes 90 hours a week. With that many work hours each week, there is no time for anything else. During the week, you only have time to go home and sleep, and the weekends are short. Laundry, bills and everything else you had to put off needs to get done. You don’t have time for friends, and you must squeeze in as much family time as you can in the short weekend. Your only friends become your coworkers. Which makes retirement that much scarier. You are leaving your friends and the only life you knew. Yikes. That is the reason I had to retire. I am at the age, 64, where I ask myself what is more valuable at this point, money or time? One year I wanted to see what work was taking away from me. Every time someone called me to do something, and I couldn’t make it because I had to work, I wrote it down on a memo in my phone. Want to go snowboarding? Got tickets to the game! Pitch and Putt? Poker? Volleyball? My band is play-

ing at Whits! Sorry, can’t make it. Got to work. It was especially painful when it was my daughter calling. We like to go on adventures together. Road trips to baseball parks. Belmont to bet on the races. Coney Island for the Cyclone and Ruby’s. Sorry Trish, not this time. I felt like I was in a Harry Chapin song. All of these thoughts were racing through my head as I continued my final walk home on the boardwalk. It was a brilliant December sun, no wind, and nice waves. By the time I hit Beach 84th Street though, my thoughts turned to the future and what life without work would be like. I saw the Crucifix on the steeple of St. Rose of Lima ahead and decided to stop in and say a prayer of thanks. I thanked God for a sharp mind and body through the years that allowed me to make a decent living for my family, and I asked God to guide me to make good use of my remaining time here on earth. I am a lazy procrastinator, so I’m going to have to force myself to be productive. I once was going to start a procrastinator club but kept putting off the meetings. I love music and always wanted to learn to play an instrument. Over the years I would ask for a different instrument every Christmas and never have time or discipline to learn them. Local musician Bobby Butler would know this and be waiting for me to give up so he could inherit the instrument. Look out Bobby, I may be asking for them back. I am a member of the Knights of Columbus but haven’t had much time to get involved in their charitable works, until now. I have made my own films over the years and hope to have the time now to make many more. You might even see a new Tiki Talk in the new year. Having Enough Today is the last column of the year for me. It’s boxing day, my dad would have been 96 years old today. Memories of him come flooding in. When we were young, we never celebrated his birthday because of Christmas. We thought Christmas and his birthday were one of the same. He was always so gracious and funny on his special day. He would say, my birthday gift is my left shoe, I got the right shoe for Christmas. He taught us the meaning of having enough. We were blessed to have a dad who was spiritually connect-

ed to his higher source. He had everything he needed and appreciated the precious gift of love and life. I wondered how my dad would handle the world we live in today. I believe he would have his faith and not veer off the path. He would continue to be kind and help those who needed his guidance. Fear would not get in his way of living a life with his family and friends. I know as I write this column there are a few of you who knew him better than I. You witnessed a man of truth and compassion. One

who walked the walk and found forgiveness in everyone who crossed his path. He taught my family to believe and always have hope. And he had a great sense of humor. This past year was about survival. Some days were very good. Some days were terribly bad. In order to rise, you had to fall. To grow, you had to heal. To feel happy, life may cause you pain. This year has been a spiritual awakening. I have come to realize not all things matter in life, but the things that do you must hold on to. Listening to your intuition and gut will make all the difference. “Remember the purpose of your hard days is not to make you feel weak and overwhelmed. The purpose of them is to help notice the strength you carry within yourself and to remind you that even when you doubt yourself, even when you feel weak and not enough, you are still strong and capable, you are enough. That this feeling of strangeness in your heart is just a temporary phase and no matter how long it takes to change your circum-

stances, you are always capable of growing and rising stronger through them.” - Dhiman Let your heart know you are loved and accepted. We will learn to live with the unknown and will move forward nonetheless. Slowly no doubt, and at your own pace. Some will hang back and that’s perfectly fine. Others will need to step into the world with two feet rooting down and rise to whatever struggles they meet and greet them graciously. Keep the faith and don’t lose the ability to laugh. Laugher is the best medicine for the soul. “If you want to make God laugh, tell him about your plans.” As we move into 2022, may you walk with your higher source as your guide. May you feel supported and safe. May you feel loved. May you live with ease. In memory of my dear Dad. Bacon Wrapped Scallops By Sharon Feldman

Ingredients: 10 sea scallops 10 slices bacon (thin ones) 1 tablespoon olive oil 1 lemon, cut into wedges Directions: Arrange bacon in large skillet and cook over medium high heat, turning occasionally, until lightly browned but still pliable, about 5 minutes. Our arteries represent the high-pressure side of the human blood circulatory system, veins, of course, being the low-pressure side. But when we say high pressure, what does that really mean? Blood pressure is measured in millimeters of mercury, or mm Hg. A blood pressure of 120 mm Hg, when converted to pounds per square inch, or psi, is only about 2.3 psi. This may seem to be a very low amount of pressure when you consider that normal household water pressure is 45 psi. But modern household water pipes are made of rigid materials like copper and plastic. Human blood pipes, if you will, are made of living tissue. Anything that weakens the walls of arteries over time, like prolonged hypertension and/or atherosclerosis, may cause the blood vessel wall to partially give way, creating a bulge in the

Triple A: Abdominal Aortic Aneurysms wall of the vessel. This is called an aneurysm. Abdominal aortic aneurysms (AAAs) are defined as having an aortic diameter or more than 3 cm, or about 1 1/8 inches. In the U.S., the estimated prevalence is 1.4% of people between 50 and 84 years of age, or 1.1 million adults. The prevalence is lower in women and lower among Black and Asian people than among White males. Risk factors for AAA include advanced age, family history, previous or current tobacco use, hypercholesterolemia, and hypertension. Interestingly enough, diabetes is associated with a decreased risk. The primary risk of AAA is rupture and death from hemorrhage. As such, the goal of treatment is to discover and repair the aneurysm before it ruptures. The single most important predictor of rupture is the diameter of the aneurysm.

Studies have shown that the risk of rupture in men is 1% per year for AAAs 5.0 to 5.9 cm in diameter, but 14% in men with AAAs 6 cm or more in diameter. The respective rates in women are 3.9% and 22.3% per year. Studies have shown that the rate of survival with surgery vs. close monitoring is even up to 5.5 cm in diameter, but the survival rate rises with surgery once the AAA is over 5.5 cm. Therefore, current recommendations are monitoring AAAs measuring 3.0 to 3.9 cm with duplex sonography every three years, whereas aneurysms measuring 4.0 to 4.9 cm should be monitored annually, and those over 5.0 cm every six months. Smoking cessation, treatment of high cholesterol, and treatment of hypertension are all recommended, but have not been shown to reduce growth of the aneurysm and should not be prescribed for that purpose.

For AAAs large enough to warrant repair (usually > 5.5 cm), surgical options include open repair or endovascular aortic aneurysm repair (EVAR), which is done using arterial catheters. Basically, open repair requires clamping the arteries, removing the aneurysm, and using a graft sewn into the arterial wall to close it. EVAR uses stents that pass through the aneurysm, sealing it, but not removing it. Since the introduction of EVAR in 1991, more that 80% of AAA repairs are now performed using EVAR. ELDER LAW: Nursing Homes Must Allocate More Funding to Direct Care By Nancy J. Brady, RN, Esq.

New York has joined the states of New Jersey and Massachusetts in establishing regulations for the spending of revenue from all payer sources (Medicaid, Medicare and private pay) in nursing home facilities. Beginning in 2022, nursing homes will have to follow mandates in spending the billions of dollars in funding received each year— the goal being to increase the money put into direct patient care. Traditionally, nursing homes’ primary funding sources are Medicare and Medicaid, with little restriction or oversight as to how the dollars are spent. The spending regulations to be enforced in 2022 come as the result of the belief—on the part of lawmak-

ers—that nursing homes could have kept COVID-19 out of the facilities if funds were allocated differently—with more of the funds allocated to direct patient care and infection control measures. For the first time, the nursing homes will be required to follow the regulations that dictate where revenue can be spent. In New York, 70% of revenue must be spent on direct care, and from that 70%, 40% must be used to pay for staff members who are involved in direct hands-on care. with the idea that funds are to be allocated to patients first. What remains to be seen is how regulators will define the parameters of “direct care,” which staff will be considered to be providing hands-on care and whether revenue is accurately reported. Some experts feel the regula-

tions go too far. While poor infection control practices have long been cited as deficiencies in nursing home practices, experts voice the opinion that earmarking revenue would not have avoided COVID in the facilities, since it was in the community. Additionally, the New York law dictates how all funding should be allocated, not just the payments from New York funding. With strings on spending and the requirements for disclosure and documentation of spending, facilities will face limits on how much can be spent on advertising, salaries, and profits, at a challenging time due to staffing shortages and low patient occupancy. With the stricter requirements coming soon, the future of the availability of good quality nursing home care is

in question. Putting strict limits on the profits in the industry could create a disincentive for investors in that industry, which can result in a further decline in quality—the opposite effect of the intention of the lawmakers, all coming at a time when there are approximately 3.2 million people over age 65 in New York State. Unemployment insurance fraud takes several forms, such as providing false information on an application, saying you’re not working when you are, and working off the books while collecting benefits. A prevalent form consists of using another person’s identity to file a fraudulent claim. Because of the pandemic, which resulted in a surge of unemployment claims and overburdened benefits agencies, thousands have fallen victim to unemployment insurance fraud committed via identity theft. Billions of dollars have been paid out to fraudsters. Even as the pandemic abates, the scam shows no signs of stopping. Victims become aware they’ve been scammed in different ways, for example, when they receive a letter from their state’s department of labor

advising that it blocked a claim by a scammer who applied for benefits using their information; their employer contacts them regarding their “claim;” they see payments for benefits (sometimes on a tax form) never received or deposited in their account; or they receive an unsolicited debit card in the mail. The FTC reports that fraudsters are also sending out phishing text messages that appear to come from various state labor agencies, requesting that the recipient click on a link to provide personal information (such as their Social Security number or bank account information) necessary for their benefits application. The scammers can be part of large crime networks using identities and personal information likely stolen during data breaches at institutions like banks, insurance companies, or employers. They use this info to file claims online. Unemployment fraud often

targets people who are employed because a person with a job typically won’t have an active unemployment insurance claim: this would block a scammer from filing another claim in their name. The NY DOL has stated that employees working in healthcare, government, education, and not-for profits have been particularly impacted. If you are a victim, advise your employer and file a report with the state agency that sent the communication. Find the agency’s contact information yourself and don’t rely on information contained in the sham contact. The U.S. DOL has a list of state labor agencies at DOL. gov/fraud; in NY contact the State DOL at on.ny.gov/uifraud. The agency will tell you what to do, which will likely include filing a police report. In addition, file reports with the FTC at ReportFraud.ftc. gov and the US DOJ’s National Center for Disaster Fraud at https://www.justice.gov/disas-

ter-fraud/ncdf-disaster-complaint-form. Assume you are an identity theft victim and take measures to protect yourself. These can include placing a fraud alert or security freeze at each of the big three credit reporting agencies (TransUnion, Experian, Equifax) which, although not foolproof, can make it difficult or impossible for a thief using your identity to open a new line of credit. Regularly monitor your credit reports (you’re entitled to a free one every four months thorough annualcreditreport. com). Change logins, passwords, and PINs for sensitive online and offline accounts. Wine can be one of the most intimidating things in the world to the vast majority of people. There are upwards of 10,000 grapes used to make wine and it’s grown almost everywhere in the world. Wine stores can be overwhelming, and many shoppers are distrustful of sommeliers, thinking they only exist to convince you to spend more money. Unfortunately, that may be true in some cases, but there are a few tips and tricks you can keep in your back pocket to help you select better wines at lower price points. When I ventured off to college, I succumbed to a world of frat house jungle juice and stale beer and so developed a newfound appreciation for the glass of wine I indulged in when I’d go home to my parents’ house

I realized a little bit of knowledge goes a long way, and I continued to follow my mother’s rule to never buy a bottle without a vintage, though I later learned Champagne is the one exception to that rule. One habit I see amongst wine novices is selecting

There is undoubtedly some trial and error involved when first independently buying wine, not every bottle can be a winner nor will it please every palate. When you find a wine you like, maybe give the
