CB 14 Meeting - Not a Valentine's Treat for All By Kami-Leigh Agard
From the number of people that showed up on Valentine’s Day, this past Tuesday, February 14, Community Board 14 (CB14) meeting was indeed a hot ticket, though for some, love was not in the air. Queens Public Transit Committee (QPTC) representatives were quite vocal about their disappointment with CB14’s vote endorsing SBS in last month’s board meeting. “The vote by CB14 endorsing SBS should have been put off,” said one QPTC representative. “The fact that it is the Department of Transportation (DOT) arguing for Select Bus Service (SBS), rather than the MTA, says an awful lot. I believe that the purpose of SBS has nothing to do with bus service. It’s part of a deliberate plan on the part of the City to disadvantage motorists and the people in Far Rockaway.” Phillip McManus, chair of QPTC also shared his angst
with CB14’s vote. “The process is unfair. We are all volunteers and spend the time to care about the community. When the process stops you from speaking, when you have a community board that allows DOT to speak 30 minutes, and then bars input from the public whatsoever, is unfair. It makes us know that DOT has the power, and we don’t. It should be the other way around. Our constitution allows us to speak, and we
should be able to speak when appropriate. We need to stand united. We are the ones that are fighting for the ferry in Far Rockaway. Though, we are trying to fight for unity, we are ultimately being manipulated by this process. I would also like CB14 to consider that when you are making a vote, and don’t have input from the public, you should hold off on the vote,” McManus said. When his speaking time was up, he left the podium, and received
a rounding applause from supporters in the room. Next up was Kevin Alexander, president of the Rockaway Development & Revitalization Corporation (RDRC). He shared that RDRC is submitting two applications to the New York State Homes and Community Renewal program potentially amounting to a pot of $91M to revitalize downtown Far Rockaway. Alexander explained the components of the plan. “We are seeking capital funds to improving storefronts in downtown Far Rockaway. Also to renovate second and third apartments as well. Those apartments will remain affordable for the life span of the 10-year project. This will fall in line with the current storefront program that already has improved 18 storefronts in downtown Far Rockaway. We are seeking CB14’s approval for both the technical assistance (TA) and stabiliza-

For the TA component, we want to attract consultants who would help with the interior and exterior redesign and architectural feasibility. The funding level will be up to $20K. For the downtown anchor, matching grants may be awarded to a building owner for renovation of stand-alone, single-site project. These funds are intended to help establish or expand cultural, residential or business anchors that are local revitalization efforts. These projects should be “shovel ready” at the time of application. Funding level for this could be up to $500K,” Alexander said. A CB14 member questioned RDRC’s proposal to use NYS’ state funds to renovate the 18 Far Rockaway businesses, that have already received existing NYC-funded exterior renovations. It does not take into consideration the already dense population in the area, what we would need to alleviate traffic congestions, the lack of recreational spaces for children and troublesome transit commuting,” said the representative.

According to the representative, the Ad Hoc committee was formed to focus on downtown Far Rockaway’s revitalization. The New York City Economic Development Corporation (EDC) has submitted a proposal that in-

Other announcements at CB14’s meeting: - At the March CB14 meeting, the QPTC will be able to present their concerns with DOT’s SBS plan. - Also voting will take place on whether to add another charter school to the old Beach Channel High School location. - From August 14 -17, St. John's Episcopal Hospital in Far Rockaway will be hosting a Good Health and Well Being event, where they will offer counseling to locals who are seeking healthcare, but are uninsured. They will also be handing out goodie bags to attendees. - The performance space and flagpole on Beach 94th will be going up soon. - The design of the Far Rockaway Skate Park is finished. Construction is expected to start Fall 2017.

Forgetting Time Flies
As Frank Sinatra sang, Regrets, I’ve had a few thousand. But then again, too many to mention. One, however, bears mentioning as a certain date approaches. First let me say: Happy anniversary to my brother, Chris and sister-in-law, Grace, on 26 years of marital bliss and harmony. I just wish they slept more. Their momentous day is an absolute cringer for me. I am making sure I will be in Florida or parts unknown when they celebrate with family and friends. And why do I wish they slept
more? Well, according to a couple of recent studies, humans sleep to forget. There’s a lot of clutter the brain absorbs during the day and when we sleep, the brain dumps some stuff. It seems my brother and his bride had gotten so much sleep they forgot to celebrate their 25th anniversary, and after prodding by some insomniacs they decided to make a big deal out of Number 26. Which is unfortunate for me. I am hoping everyone at their party slips into Rip Van Winkle mode and forgets I wasn’t there.

And they forget why I would want to be in Florida. Of course I can’t remember where I put my car keys or what I had for lunch, but what I really want to forget is locked inside in my head forever. Embarrassing moments and things I really regret. Gotta ask those people who did the study how much sleep I need for that. Anyway, on their happy wedding day or shortly before (that part I forget!), they had the fun idea of creating a time capsule. People were invited to put in stuff from that era. I didn't know what that might be. Doogie Howser posters or stonewashed jeans? Maybe photos of women with huge hair and men with mullets. I thought I’d be clever. And I thought only my brother would be opening this thing. You know that expression, “And they said it wouldn’t last…?” Well, I thought it was a good idea to play Nostradamus and make five predictions. I wrote them down and slipped them inside an envelope and tossed it in the time capsule. I’m pretty sure I predicted (god forbid) that Andrew Cuomo
would be Vice President. I can’t remember the others. Except for one. I predicted that this union would not last; that groom and bride would be splitsville. Now you know why I have made travel plans for when the time capsule will be unearthed. In my defense, their courtship was nothing if not eventful. The young bride was waaaaay late for the wedding. I thought I was making a safe bet. When Year Ten of their marriage rolled around I started losing sleep and apparently my ability to forget what was on the horizon. When Year Twenty was celebrated, I had to start dropping hints that maybe opening the time capsule on their 50th Anniversary was a better idea. They immediately became suspicious. I fessed up at some point and told them about my regretful entry. They kinda, sorta laughed it off, but there have been a few times Grace, annoyed with her blockhead of a husband, has told me my prediction still had a chance. Now go to sleep all of you. And forget this column. I wish I could.

Valentine’s Day maybe long gone, but it’s not too late to show some love for your favorite locally-owned business on the peninsula. Mayor Bill de Blasio and Dept. of Small Business Commissioner Gregg Bishop recently announced the launch of ‘NYC Love Your Local.’ This is a new initiative to celebrate and promote diverse, independent, small businesses across the five boroughs. The program encourages New Yorkers to share their favorite independent, non-franchise businesses, by adding them to an interactive map available online at nyc.gov/loveyourlocal. In addition, shared businesses may also apply for a share of $1.8 million in grant funding and expert advice to help them better meet competitive pressure. You can also share why you love your favorite local business on social media by using the hashtag #LoveYourLocalNYC. The mayor’s initiative comes just as the new Rockaway Business Alliance has formed. The group incorporates and supports all businesses across the peninsula. The Rockaway Business Alliance will be holding a meeting and small business mixer on Tuesday, February 28,
from 6:30 p.m. to 8:30 p.m. at the RISE Center (58-03 Rockaway Beach Boulevard). At the meeting, there will be an opportunity to eat, drink and network with other Rockaway business owners. There will also be nominations and confirmation of the new Board of Directors and goals for 2017 will be discussed. According to the Mayor’s Committee on Consumer Affairs, studies have shown that for every $100 spent at a local business, $68 stays in the community. Local resident, real estate broker and member of the newly-formed Rockaway Business Alliance (RBA), Jamie Schultz, agrees. “Yearround businesses in Rockaway will not survive without local support,” Shultz said. “Think about the income that is being lost in the community, when you choose to cross the bridges to shop. In my opinion, the number one thing that is being lost is food and beverage. This is a market that absolutely can grow. There are opportunities for more restaurants, specialty food shops and cafes to set up businesses here. There is defi-

Bridge and Tunnel Officers, who are Peace Officers under New York State Law, will no longer collect tolls once a bridge or tunnel becomes a Cashless facility. Officers will continue to be assigned to duties within their job specifications, such as traffic management, patrol and enforcement.”

Hands down, people spend most of their money on food. “However, the only way the mayor and SBA’s initiative is going to benefit Rockaway is if we as a community organize and take part in these programs. At the RBA, we are taking advantage of these grants and facilitating them to neighborhood businesses. The more organized we become, the more we can help each other. I feel more optimistic about the direction Rockaway is heading now, than I did five years ago. There’s new blood, there’s old blood, but there is a willingness to work together. Representatives from the Queens County Economic Development Corporation recently came to one of our RBA meetings. They encouraged us to share any event, sale, festival, or business initiative in Rockaway. They said that they would put it on their homepage because they want Rockaway businesses to succeed
and flourish. They are actively reaching out to Rockaway business owners to support Rockaway,” Sultz said. Rachel Krieger, founder of Ladies of Rockaway Beach Business and also a member of RBA, who is also working on an interactive map of woman, locally-owned businesses throughout the peninsula said, “I think it is incredible that our Mayor is getting more involved in our local businesses. Local businesses add to the community. Shopping local is a great way for us to support each other and funnel money back into the community. I am just curious to see how the Mayor and SBA’s interactive map will drive tourists and outsiders to come to Rockaway and see all the great things we have to offer!” Krieger said. Stacey Pheffer Amato (D-Rockaway) also stressed the importance of shopping local. “As a small-business owner, I know that locally-owned businesses are the heart and soul of our communities. Any initiative that promotes our

local economy, and supports local business stability, is very much appreciated,” Pheffer Amato said. However, she cautioned, “Still, let's keep this investment in context. In the aftermath of Superstorm Sandy, we received some rebuilding aid, but this is one of a vanishingly small number of programs aiming to promote or help small businesses, at a time when there is high demand for

As reported by DNAinfo, homeowners living parttime in communities hit hard by Hurricane Sandy scammed the city out of hundreds of thousands of dollars in repairs by pretending that these homes were their primary residences in order to get free renovations, according to a new report by the Dept. of Investigation (DOI). Four people were arrested as part of a probe into the city's Rapid Repairs and Build It Back programs, after investigators uncovered their deceit in receiving work and reimbursements on homes damaged by the storm, despite living elsewhere. Donata Rea, 58, of Rockaway Park, filed a false application through Build It Back to get benefits from an elderly woman who died in 2011. She faces up to 25 years in prison. John Holl, 73, claimed his home on Doris Lane in Breezy Point was his primary residence, scamming the city of more than $85K in construction funds
for the property through Build It Back. He actually lives in East Meadow, Long Island. George Bonitsis, 67, lives in Brooklyn, but had his summer home on Bedford Ave. in Breezy Point, rebuilt through Build It Back. Construction, at a cost of $125,000 had already begun when the DOI started the investigation. Construction has stopped. John Phelan, 54, also filed an application for his second home on Reid Ave. in Breezy Point, to be repaired through BiB. The City spend $477,000 on the home he shared with his mother before discovering they didn’t live there full time, but they actually live in Syosset, LI and Maspeth, Queens. The four were arrested on February 15 and charged with felonies that include grand larceny for falsifying records pertaining to the program, according to the Queens DA. All of the suspects are awaiting arraignment at Queens Criminal Court.

The issue seems to come up every year, especially around the winter time, when people feel less inclined to pick up after their pooches in the snow or chilly temps. One concerned reader left a message, saying:
“I'm calling in reference to the amount of dog poop that people are leaving on the beach, on the boardwalk and on the streets. I've become a walker around Rockaway since I've gotten my puppy and I cannot believe how many people are not picking up after their dogs and I’m wondering if you're seeing it too. And if a message can go out to my friends and neighbors saying this is not okay." She’s right. It’s not okay. We hate to have to say it every year, but every year we get the calls. 1931 – 2017 Helen (Driscoll) Boyle died on February 14, 2017 in Mount Sinai Hospital in Brooklyn due to complications from a pulmonary disease. She was 85. Helen was born September 26, 1931 in Greenpoint, Brooklyn. She graduated from Bishop McDonnell High School where she was Class President. She married James Boyle (deceased 1970) in 1953. Helen was a secretary at Brooklyn College and a medical secretary at Kingsbrook Jewish Medical Center. Helen was a parishioner at St. Thomas Aquinas in Brooklyn before moving to Rockaway in 1994 where she became a Eucharistic Minister at St. Francis de Sales. Helen led a remarkable life. She was raised in a single parent household after her father died when she was five years old. She became a single parent, herself, to six children in 1970 after her husband died. All her children graduated col-
lege and four received advanced degrees. She was well-read and was rarely stumped on any word you’d throw at her. She exhibited a gentleness and kindness (and quiet strength) that was undeniable to anyone who ever met her. She was the loving focal point of her entire family. Helen is survived by children, James (Brian), Mark, Kevin, Chris, Mary, and Terry; her sister, Rita Guthrie of Napa, Ca; 13 grandchildren and one great-grandchild. She is preceded in death by her husband James and twin children, Sharon and Neil (1970). The wake in on Thursday from 2 to 5 p.m. and 7 to 9 p.m. at O'Connor Funeral Home in Rockaway Beach. A funeral mass is scheduled for Friday, February 17 at St. Francis de Sales at 9:45 a.m. She will be buried in Pinelawn National Cemetery, joining her husband, James, and children Sharon and Neil.

Yo-Yo Kid Dreams of World Championship

Charlie Braun, 13, is a master at handling ups and downs. He has high hopes of becoming a yo-yo champion. When Braun isn’t busy attending Scholars’ Academy or doing homework, you’ll find him with a yo-yo in hand. “Some parents hear the sound of video games. I always hear the string,” Braun’s mother, Tara Ris said. “I never have to tell him ‘go practice yo-yoing.’ It’s ‘put the yo-yo down!” Braun hasn’t put the yo-yo down since after Hurricane Sandy. After being displaced from his home, at a time when electricity was still out, Braun returned to something simple. He found an old yo-yo in a box and started to play with it. “I just found it stupidly fascinating,” Braun said. When he was able to charge his phone, he began to watch YouTube videos and learned some new tricks. It wasn’t long before he was hooked. His father took him to Toys R Us to get him some new yoyos and soon after his mom bought his first metal one online at a price tag of about $50. “I almost had a heart attack,” Ris said. “When he tried it out, it wouldn’t come back up. We thought it was broken.” It wasn’t your everyday yoyo that comes back up on its
own. “We learned that it was a non-responsive yo-yo,” Braun said, and it wasn’t long before he learned how to control the device and had it wrapped around his fingers, on purpose of course. It’s easy to be mesmerized as you hear the buzz of the string and watch Braun swiftly maneuver his fingers around it as he sends his yo-yo flying in all different directions. It’s hypnotic. And for Braun, it’s a relaxing form of expression. “It’s a good stress reliever. I have problems sitting still, but I’m able to focus with it. Everyone has a way to express their creativity. Some people draw or play sports. I was never that good at that stuff, but yo-yoing is my way,” he said. Ris soon discovered that despite its uniqueness, Braun wasn’t alone in his hobby. They found out about the New York Yo-Yo Club, which meets every Sunday afternoon in Washington Square Park. “It was the most welcoming little community. There are guys and girls of all ages, all backgrounds that come out to the park to yo-yo.” Through this group, he discovered the world of competitive yo-yoing, and he also made several supportive friends. “My main motivation to keep pushing forward is having the friends I do. If I had done this alone, I’d probably be long out of it by now because it would get boring. Without them, I wouldn’t know about competitions and I would have no reason to practice. Friends motivate you,” Braun said. His new friends told him about the first state contest in New Jersey. “We took a road trip out there in the summer. It was his first contest. It was a great experience having everyone there and he got to meet all of these other advanced people. He was so nervous to compete for the first time but he killed it,” Ris said. From there, Braun had the competitive bug. And his talent has granted him further opportunities. “We went to a competition in Massachusetts and he did well in that. One of the judges, Daniel Di-

etz, took a shine to Charlie. He also works for Hasbro Toys,” Ris said. “Dietz was looking for young yo-yoers to join the Blazing Team and be a part of a marketing campaign for new Hasbro yo-yos. “Charlie sent in a 60-second video and was chosen for the team. We drove up to Rhode Island where he did some video shoots,” Ris said. “It was cool going there. That’s where they shoot all the Hasbro commercials, so there were toys everywhere. I got a free yo-yo,” Braun said. He was then given the opportunity to do demos of the new Hasbro products at Toys R Us stores. Braun was paid for the Hasbro gigs and decided to put that money towards entrepreneurial pursuits. Wanting to design his own yo-yo, Braun used the money and located a producer in China to create it. “The boy found a manufacturer in China to produce a yo-yo, but I can’t get him to make his bed,” his mom joked. Braun’s first product, “The Bobcat,” was a big hit. He sold a few through online forums and a retailer eventually picked it up. “They sold out of it,” Ris said. The new design interest led Braun to starting his own company, Riverbay YoYos. He just released his latest product, “the ginger,” paying homage to his red hair. He even uses Instagram to market his products, which Ris says has helped her son to develop another hobby: photography. Influenced by a fellow member of the Yo Yo Club, Brian Melford, Braun learned many tips about photography. “When he got his yo-yo, he started taking pictures and now he loves photography. He takes pictures of yo-yos at all different angles and uses filters, and it sparked this whole new hobby for him, which is great, because there’s no yo-yo college,” Ris said. “I needed to find something that pays,” Braun joked. But yo-yoing has also paid off. He’s made some decent money doing occasional street performances. He’s also performed for fellow students at
Scholars’ Academy. “Everyone knows him at Scholars’ as the yo-yo kid,” Ris said. “At an assembly, he got up on stage and did a five minute standup routine and then he did his yo-yo routine and the kids went crazy because you’re not used to seeing a kid yo-yo like that. Everyone that sees him loves it.” In between his business venture and performances, Braun spends plenty of time practicing for contests. Last year, Braun and his mother made the trip out to Cleveland for the 2016 World YoYo Contest. Braun didn’t enter, but he got a sense of what goes into becoming a world champion. And he was inspired. Braun is ready to take his shot at the 2017 World YoYo Contest, as a wildcard entry, at the event being held in Iceland this August. When they learned of it, Ris told Braun not to get his hopes up. “I thought, if I can’t drive to Iceland, I can’t take him there.” However, family friend, Theresa McCann, found a way to possibly send Braun to the big time. She started a GoFundMe campaign to cover the travel expenses on Braun’s behalf. As we go to press, the campaign has reached more than $1,100, but there’s still a long way to go. He’s great at it and he loves it. How can you not support something that your child loves this much? I’m going to encourage him and help him do what he loves to do, as long as he remembers to make his bed,” she said. Braun says he doesn’t know how far he’ll get in the competitive world championship this year, but he hopes to win one day. “I want to win some competitions, especially Worlds. That’s where I’d like to see myself. I’m not stopping anytime soon,” he said.

Furthermore, I have been advocating that individuals using absurdly high levels of supplements might actually be doing
themselves harm. The supplement industry is the modern day equivalent of snake oil sales. Bullying Blow Up Dear Editor: Please excuse my ignorance on bullying and taking it so outrageously public, schoolyard fights happen all the time! I am confused by the broad definition of bullying. In the midst of the cloud looming over PS 114, and its protocol I would like to share our story. My daughter was taunted, and yes I said taunted, not bullied. A student who herself admitted she was bullied (her words), threatened my child would be next. It went on for two weeks of unacceptable aggressive behavior before my daughter told us. When I noticed her timid, and afraid to go to school, she finally bravely shared what she was experiencing. We discussed the issue at home first. In our lengthy family meeting we gave deep descriptions of poor behavior, and where it comes from, as well as how to handle it. We then spoke to her teacher who I think is the true superhero. I reluctantly add, and I say this with great caution because we do not take this comment seriously, nor did it cause any permanent damage. Personally we like the sticks and stones approach for this one. The child in question repeatedly called our child white trash. Not horrible I know, plus I don’t think he knows what he is saying, we do live in a pretty comfortable neighborhood. Not too much white trash here, or maybe we’re all white trash to him, haha. Not sure what his interpretation of the comment was, but nevertheless no great harm, we never addressed it. It did start a conversation in our home on tolerance and how much is too much. We discussed boundaries and when it’s worth reacting. This year our daughter was taunted again, but worse. She
THURSDAY, FEBRUARY 16, 2017 was punched by another girl, who by the way, surprisingly enough, is very introverted. I did speak with the teacher, and did not get the same attention as last year. In her defense she is also an amazing teacher and extremely overwhelmed. They have shoved four third grade classes, into three fourth grade classes. In my opinion this has remained the route of the problem. The children have suffered behaviorally and academically. It has been a great strain on our teachers, and our underfunded school. Going back to the girl taunting our child this year. I decided to call the parent teacher coordinator and ask what school protocol was. She directed me to the school social worker. The school social worker was quite familiar with this student. She was on her radar and took quick action. It stopped immediately and while they are not friends, they are cordial and respectful to each other. Let's look at the big picture here: this is about a strong community of very protective parenting. What happens at school is the
principal’s problem, and what happens at home is the parents’, this is my opinion of course, use your own discretion. I do not purposely wish to insert myself into the issue. I just felt compelled to share two well-handled incidents at PS114. Parents acting aggressively and taking issues public are hard for a principal to accommodate. I’m not defending him, I’ve had my differences with him, but respect this is his school, and we have worked our personal differences out, without a lot of words, I might add. He is not the easiest to talk to, I agree, but we are a neighborhood of productive and efficient parents, so the job get’s done. I am not sharing this for commentary, I do believe there are many sides to this story, and it will blow over, but not without a scar. Kids fight, they’re learning that we are here to teach them to resolve their issues respectfully. No need for a public outcry. We don’t have it that bad. Let’s remember social media is a great platform for expression, but this is not
Page 15 a reality show, it’s our school and our children’s lives. Be prepared to put a target on all of us. Remember what you put out there cannot be erased. And what is the objective? To have him removed? He is retiring. Is it to end bullying globally - good luck, or just to protect your child? Whatever it is, point taken. Now please work it out privately. The school doesn’t need such negative attention. This doesn’t speak for all parents at PS 114. Watch what you wish for. Sometimes it’s not always the better outcome. JUST MOVE Winter days in Rockaway. So many cloudy days and rainy days and some snow. And cold. Just makes you want to take a comfy seat and wait – wait until the sun and the warmth comes back. Lesson learned from my Mom who just turned 90 on the 11th of February: you have to move. That means one thing to one person who is say, 25, and another thing to someone who is 90. Despite my Mom’s setbacks – after all, her body has been in its infinite
working beauty for 90 years – she still says, “I have to move around.” And that she does. All around the house, several times a day. I sometimes go to my desk for an early scheduled conference call and get caught up for most of the day – not taking my yoga practice break or brief walk or whatever. Those are the days that I feel bothered by this or that, sad, or unsettled, or down, or impatient. Negative emotions may surface – and only when I do not
move. And if it is two days in a row – I find myself rehashing something from three years ago in my head and going through the motions of living in the moment. I do not want to go through the motions. I want to live each moment in its precious way. So, more and more, I am choosing to move on a daily basis – mostly through yoga practice, which I know is a unity of body, mind and spirit (so added benefit!). And I have confirmation from my Mom. Our elders, they have a lot of wisdom; sometimes, we don’t take the time to wait until they can get it out. We’re hurried and everything is fast. . . but just as we come in to the world at a snail’s pace, so it goes at the end stage. We, in the middle stages have to have patience to listen. Just like thinking about eating to be healthy, and not slim and beautiful like what the media feeds us, incorporating “moving” as a way of feeling good brings us to equilibrium. No competition, no measure
Page 17 by day by week. If competition and measuring and all of that is in your DNA, fine, but as a constant, move to live; just like eat to live. Bringing it into a lifestyle as the constant common way. Then do or not do what fits your nature to be in balance. Do we really need an app to tell us how many steps we’re taking in one day and how many we should take? I say, “Go on how you feel.” Get into your body, which includes the mind; you’ll know when you feel good when you move and when you don’t. Some days we cannot move as much as other days – doesn’t matter how old we are. So tuning within – without all of the gadgets – in my opinion, is the best monitor. First do that, then if you need to compete with yourself every day to take that many more steps, do it. Just move. May you be happy. May you be free. May you be grateful. May you let go of things that do not serve you. May you have inner peace.

Tanning
Between 1975 and 2012 the incidence of solid tumors in the US declined, however the incidence of melanoma rose at a rate of three percent a year. Melanoma represents a small fraction of skin cancers (less than five percent,) but it accounts for 75 percent of deaths from skin cancer. All skin cancers are caused by exposure to sunlight, specifically to ultraviolet radiation (UVR). Many studies suggest that sunburns during childhood are a causative factor of melanoma, but recent studies have linked melanoma to a different source of UVR – indoor tanning or tanning beds.
The World Health Organization has added tanning beds to its list of class I carcinogens and has indicated that the risk of melanoma is much greater in those under the age of 35 who have been exposed to indoor tanning devices. A recent study found that 97 percent of women diagnosed with melanoma before age 30 and 94 percent of women with melanoma aged 30 to 39 had engaged in indoor tanning, and the median number of tanning sessions was greater than 100. As more and more studies are published, the evidence is compelling that melanomas in young people are directly

linked to indoor tanning. In 2013 a national health survey estimated that 7.8 million adult females and 1.9 million adult males used indoor tanning devices. This practice is particularly prevalent among teenagers and those under 25. The survey found that 20 percent of female high school students and five percent of male students used indoor tanning devices and more than half were “frequent tanners” (more than 10 sessions a year). This alarming trend has caused some states to restrict indoor tanning to those 18 and over. In 2014 the FDA reclassified tanning beds from low-risk class I devices to moderate-risk class II devices. In 2015 the FDA proposed a rule to restrict indoor tanning to those over 18 and to require users to acknowledge that they have been informed of the health risks of using the device. This informed consent will be required every six months. UVR causes skin cancers by causing genetic mutations in skin cells. Unfortunately soci-

What is becoming abundantly clear is that, especially in teenagers and young people, the use of indoor tanning devices is putting them at unacceptably high risk of developing melanoma, a potentially lethal disease. This is especially sad given the fact that skin cancers in general, and specifically melanoma, are very preventable diseases. It would therefore not be surprising to see the use of indoor tanning devices further restricted, if not banned entirely. If you or your children use indoor tanning devices, please consider stopping. If you use these devices, you are playing Russian roulette with your life and health. And finally, if you use or have used these devices, be sure to see a dermatologist at least annually, if not every six months, to get a full skin cancer screening exam. For the Sauce: ½ cup reduced sodium soy sauce (or tamari) ½ cup honey ¼ cup ketchup 3 cloves garlic, minced 1 teaspoon dried basil ½ teaspoon dried oregano ¼ teaspoon crushed red pepper flakes
¼ teaspoon ground black pepper Directions: In a large bowl, combine soy sauce (or tamari), honey, ketchup, garlic, basil, oregano, red pepper flakes and pepper. Place chicken thighs, potatoes, carrots and soy sauce mixture into a six-quart slow cooker. Cover and cook on low heat for 7-8 hours, or high for 3-4 hours, basting every hour. Add green beans the last 30 minutes of cooking time.

With living space being at a premium, you want to make as much use of your space as possible. Here is one way to save space. No matter if you have a floating desk built to suit your needs, or you order one online or build your own, it makes a perfect space saving place for the kids to do their homework or to sort your bills, or any other everyday work that requires a desk. Floating desks come in a large variety of sizes, shapes, colors and styles. The average one you find online requires assembly and needs to be mounted to the wall. If you have one custom-built, it will usually be installed for you. Things to consider: 1- Do you want a desk with a fold up front (desk area) or open front?
2- Do you need adjustable shelves? 3- How large of a work area do you need? 4- How much weight will be on the desk? 5- Will you be using a wall-mounted monitor that you will need your desk to fit around? A few notes on building your own floating desk for The DIYer’s out there. 1- Don’t skimp: Use a good quality shelving wood. Using cheaper wood can cause warping and sagging in the desk over time. 2- Take your time: Whether you're putting on the finishing coat or putting in the first screw, taking your time will help ensure a good final product. 3- Plan for more: When building your desk, allow for a little more space, storage, etc. than you think
you’ll need. That little extra will prove useful down the line. 4- Research: Everyone's needs are different. Research your desk to make sure you’re building a desk that will suit your needs both now and in the future. I have put together a set of three basic plans for building your own floating desk. Becoming a Lawmaker: Part 3 By Mike Scala
"Do you like boxing?" I asked Senator Sanders. "Love boxing," he replied. "But this is more dangerous. You can strike with elbows and knees and do more damage." The bill to legalize professional mixed martial arts in New York State was again being considered. As a member of the Cultural Affairs, Tourism, Parks and Recreation Committee, the senator would cast a vote to help determine whether the legislation could proceed to the floor. My recommendation was to support it. New York was the only place in North America where these wildly popular competitions were not allowed, and we were losing too much revenue. When the Ultimate Fighting Championship hosted an event, more than 500 hotel rooms were reportedly booked by crew members, fighters and entourages alone. This did not take into account all the money spent by fans. Why should we have continued losing out to New Jersey when promoters wanted to run Madison Square Garden and the Barclays Center? As for the safety concerns, contests were highly regulated and would be overseen by the state athletic commission. The senator was not completely sold, and later expressed his reservations in the chamber, but decided to vote Aye Without Recommendation in committee. That counted as a yes, if not an enthusiastic one, and the bill eventually became law. Meanwhile, our Long Island Rail Road Fare Act to include Far Rockaway Station in the weekend reduced fare program was also moving. Persistence and creative thinking took the bill to the Transportation Committee agenda, which surprised even our conference. Literally seconds before the vote, however, a left hook was thrown: the bill was flagged for the Finance Committee. This meant if it passed Transportation, it would then have to make it through Finance before
it could be seen by the entire Senate. All the calls, emails and persuasion would have to be repeated. It was said Finance was where bills were sent to die. Ostensibly, legislation approved by one committee that had a fiscal impact on the state was to be considered there. As a tactical matter, it seemed the majority used this committee to punch out bills it did not favor. We did not believe our bill should have been in Finance because there was no direct cost to the state. Their justification was reducing the train fare for Rockaway would cost the MTA, whose finances were intrinsically tied to the state's funds. In any event, after the bill passed Transportation overwhelmingly, we were told those in charge of Finance felt intimidated by our frequent requests to put it up for a vote. My personal sense was some in Albany feared what they perceived to be New York City aggression from our side. Perhaps they could not relate to the experience of living in a transit desert. Amid this frustration, an opportunity arose. Another of our bills, requiring police reports of missing adults, had passed both houses the previous year but was vetoed over technical issues. When I arrived in the Senate, I reviewed the veto memo, considered how it could be rewritten and worked with stakeholders on a new version. This, too, was now sitting in the Finance Committee. The tenacious Dr. Arnita Fowler, whose son's disappearance and death inspired the idea, visited Albany to make her emotional plea. I joined her at this meeting, and additionally had the pleasure of witnessing Senator Sanders' leadership among his colleagues. If they were determined to keep one bill blocked, we would use it as leverage to advance another. Our approach worked. The missing adults bill made it through Finance, at which time the chairwoman shot the senator a thumbs up accompanied by a nod and a smile. Standing in the back of the room, I sup-
pressed a laugh. I envisioned her saying in her head, "Okay, you got one. Will you downstate lunatics stop harassing us now?" In light of what happened in Howard Beach last summer, I was especially proud when Governor Cuomo signed the missing adults bill into law. Previously, reports were only mandated for missing children and vulnerable adults. Now every person is covered, including all adults when there is a reasonable concern for their safety. I returned to Queens grateful for the experience, knowing my role in the state's legislative activities was not insignificant. The process of making laws is not a pretty one, but it requires a certain skill and finesse and willingness to keep fighting. I can confidently say the bruises I suffered were worthwhile as I learned my way around the ring. Or the octagon, as it were.

Rockaway Youth Rugby Coaches Honored Rugby is the fastest growing sport in college and Olympic competitions. Young men are being introduced to a sport that requires years of development to get to a competitive stage. Starting with the basics, these young men learn how to compete, test physical endurance, the value of sportsmanship and are rewarded with everlasting friendships. "The Rugby bond is like no other, it's the sport we love to play and live," exclaimed Rockaway Rugby President, Bob Johnson. Rockaway Rugby is proud to celebrate our youth rugby coaches who have dedicated their time and energy to coaching the young men of the Rockaway Youth Program and beyond. This Saturday, the Queens County Parade Committee has bestowed the honor of Deputy Grand Marshal to two coaches, Andrew Israel and Robert Palmer. Andrew Israel, a devoted Irish Catholic and Brooklyn native, spent his childhood summers in Breezy Point. After graduating from Marist College, he made Rockaway his home. A lifelong athlete, he represented Xavier High School on their

1985 National Championship Rugby Team. During his time at Marist College, he was captain of both the football team and the Marist Rugby club, which he helped to establish. His love for rugby continued throughout his life, playing for both OMEX RFC and his beloved Rockaway Fishhead's RFC. Developing a rugby program for the community's youth was his passion. It gave him tremendous strength and hope as he bravely battled cancer. Israel was a dedicated math teacher at IS 77 in Ridgewood, Queens, where he was an inspiration to
many of his students. Israel lost his battle to cancer on August 8, 2016. His passion for rugby lives on in the Rockaway Rugby Youth Program that continues to introduce young men to the sport. Accepting this posthumous honor are his wife, Teresa and his three children Mary, Julia and Andrew, of Rockaway Park. His parents, Bob and Jeanette, both reside in Breezy Point. Rob Palmer attended Burke Catholic High School in Goshen, NY, where he played ice hockey. He began his college studies at Long Island University where he played
hockey for his freshman year before transferring to SUNY Cortland, where he found his love for rugby. He graduated from Cortland State University with a bachelorâ&#x20AC;&#x2122;s degree in Kinesiology, and received his Masters in Physical Education at Manhattanville College. Palmer moved to Rockaway when he accepted a staff position with the NYC - DOE teaching physical education at Canarsie HS in Brooklyn. Palmer played rugby for the Fisheads and continued to play hockey for a men's club at Aviator. He founded a rugby program at Canarsie HS and led the team to two PSAL championships. He now also coaches JV Football at Canarsie. Since his start with the Fisheads he gravitated towards teaching youth rugby and coaching young men while developing them physically and mentally with the sport of rugby. "It's not what sports you have played throughout your life, it's the sport you live for ... and if you're lucky enough to play on a rugby pitch, you're a better man or woman for it," proclaimed Rockaway Rugby Captain TJ Mahoney.
