A Solar Solution Tired of paying hundreds of dollars on your electric bill? Maybe it’s time to consider letting the sun power your home. Solar power has become increasingly popular in the past few decades and with many tax credits, rebate programs and tax abatement incentives available, now is the time to consider going solar. While it may seem like an advanced technology, solar power is not new. Solar cells were first invented in the 1950s to power satellites and have been used to power homes for at least the past 30 years. Belle Harbor resident Ed Antonio says some homes in the neighborhood have used solar for at least 20 years. Antonio had his own system installed in July 2009, a decision he says is one of the best investments he’s ever made. In fact, he was so happy with the system that he started working for Go Solar Green NY, the company that handled his installation. Antonio’s PSE&G bill comes to a little more than $10 each month. All he pays is a rental fee for a wire than connects from his home to a utility pole outside, which is an added charge that anyone with an electric bill has to pay. It is very rare that Antonio pays for electricity, because the sun powers his house each day through his 42-panel, 9.6 kilowatt solar system.
Solar panels are made of silicon. The photovoltaic cells of the panels convert sunlight into a direct current (DC) and an inverter converts the DC into alternating current (AC) electricity, which is used to power a home. The solar panel system produces electricity during the day and the excess returns to the power grid and can be used by the electric company. When the system is not active during nighttime hours, the customer purchases electricity from the electric company, but the system often creates so much excess electricity during the day, that the electric company pays the customer to use it. At the end of the year, PSE&G sends Antonio a check for a few hundred dollars for producing so much excess electricity, which allows him to cover the costs of the monthly $10 bill and have some money to pocket, so essentially, he makes money from the sun. Of course, the sun doesn’t always shine and snow can become a factor when it covers the panels, so the system produces less electricity at times. Due to a month of rough weather, and the addition of Christmas lights and decorations, Antonio’s bill last month was the highest it has been with the system. “We paid $20. We were very upset,” Antonio joked. The days in which the system produces less electricity due to poor weather, are often counteracted by days where the sun is in full abun-
dance, so at the end of the month, it averages out. One of the deterrents of solar can be the initial cost. Antonio says he paid $41,000 out of pocket in 2009. However, after a receiving a rebate from the electric company, a $5,000 NY State credit, a $12,000 federal credit and a $14,500 property tax abatement spread out over four years, Antonio says his system is fully paid for and now he enjoys the benefits. “At the end of four years, the system cost me nothing,” he said. Today, it might take a little longer for a system to pay itself off, but there are still incentives available, which offset the out-of-pocket expense. However some of these incentives have decreased over the years and some may run out. For instance, the Property Tax Abatement is only guaranteed until December 31, 2016, so for someone considering making a commitment to solar, now might be a good time. However, a commitment doesn’t need to be made. Some companies offer customers an option to lease the system. Through leasing, a customer can opt to pay nothing out of pocket and pay the solar manufacturer a rate that is about 70 percent what they would pay for their monthly electric bill. Someone who opts for the full lease does not get incentives, but they enjoy the benefits of paying a steady fee for at least 20 years, instead of paying an ex-
pensive, flexible electricity bill. There is also an option to partially lease the system, as a way to pay less out of pocket, but still get tax credits and tax abatements. Companies like Go Solar Green NY work with each client to determine what option will be best for their financial situation. No matter how much money you might save, there is a guarantee that your solar system will help the environment. Solar significantly reduces the amount of CO2 that is released into the atmosphere, which is an added benefit. Antonio says he first decided to get the system for financial reasons, since he wanted to cut his utility bills after retiring, but his system has allowed him to keep track of how much it has helped the environment. “After you put in the Continued on page 26

NPS Holding Meeting on Fort Tilden Planning The National Park Service is looking to rebuild Shore Road along the ocean in Fort Tilden and they’re looking for community input on how to make the area safe, accessible and resilient. Hurricane Sandy caused physical changes to the Fort Tilden shoreline and beach area, creating a new environment with safety, access, and resource questions that need to be addressed. NPS, along with the Federal Highway Administration - Eastern Federal Lands Highway Division (EFLHD) is preparing an Environmental Assessment (EA) to evaluate a range of alternatives to address access, safety, and shoreline resiliency at Fort Tilden. The purpose of this project is to understand the potential impacts from future storms on natural and cultural resources, infrastructure, and the safety of surrounding communities, and use this to guide the siting and design of Shore Road, address safety in response to the exposed bulkhead, as well as inform the consideration of future coastal protection
measures. The NPS is in the beginning of the planning process and is inviting the public to attend an Open House to learn more, ask questions and provide comments. The Open House will be from 6 to 8 p.m. on Wednesday, February 25 at the Ryan Visitor Center in Floyd Bennett Field in Brooklyn. The public scoping period is open until March 20, 2015 and the public can submit any comments or concerns up until that date. Input provided during public and agency scoping will be used to help develop the alternatives and address potential project impacts. The EA will document the evaluation of the alternatives as well as public involvement activities performed for the project. The End Is Near off course by new technologies whether or not humans or machines are in charge. So we’ve got a chance with those bad boys. A super volcano, though, with resultant dust and likely permanent winter would wipe out everything including the machines who were ready to bump us off. A super volcano could be anywhere, under the ocean or the National Grid site on Beach 108th. Bad global governance (think de Blasio on a global scale), nuclear war, pandemics, and extreme climate change are also in the dirty dozen of things that have a chance of happening (before the boardwalk is finished). They might not end the world, but they’ll destroy civilization. Nanotechnology is another one that doesn’t have the sexiness or visuals of an asteroid or super volcano but the idea is that super precise manufacturing could have beneficial effects but be available to everyone on a scary scale in limitless ways. What’s that mean? The Second Amendment will cover everyone rights to bear nukes. In 1955, gangs had zip guns; in 2055 people will have their own personal atomic bombs. It’ll probably be in their phones. One wrong text and there’s goes Williamsburg or Minneapolis. So where’s the moral of this story? Well, take it easy and look at the bright side. The end of the world might happen but it’ll take at least another five years to happen in Rockaway. I’ve been accused of being a winter Debbie Downer (guilty!) but at least I haven’t written about the end of the world (have I?). The Financial Times is running a story about a study citing 12 ways the world will end or at least have civilization crumble within the next 100 years. Talk about happy reading, talk about Seasonal Affected Disorder. A couple of weeks of brutal cold and all of sudden they see the end of the world as we know it. Add them to the list of people who should just read the Be Well, Be Happy column. Anyway, the study, done by Oxford University’s Future of Humanity Institute and the Global Challenges Foundation, (probably funded by Sandy Relief money), attempts to lay odds on different possibilities of how the world will go away. Unknown Consequences (an outer space alien invasion, for example) comes in at Number 1. Unknown covers all those things that will make people say, “Holy Shit, we didn’t see this coming,” a nanosecond before being obliterated. Hey, sorry (not really) about the expletive but anytime a large scale disaster strikes, “holy shit” is the number one phrase uttered. How do I know that? I did a study. Now, where was I? Oh, Artificial Intelligence comes in at Number Two. The study figures there’s more than a fair chance that super smart machines will decide that humans are just an annoyance and swat us all. You might not think much about your TV or blender but one day soon that blender could turn on you. You better keep an eye on the puree button. That baby could be eyeing you now. Other long shots that get a mention are asteroids and super volcanoes. Asteroids might be steered

Community At Stake Dear Editor: ( A Letter to Governor Cuomo) First, I would like to start off stating we live off the coast of the Rockaway’s, a beautiful beach front community in Queens New York. It is so beautiful we, along with community residents, want
to keep it that way. Our family and the residents of this community do not wish to have Liquefied Natural Gas tankers or their facility (Port) off our beautiful coast or waterways. It is fact and there is no need to explain that L.N.G. tankers or facilities are dangerous in many ways. If an accident occurs and that is, “just one”, it will cause more damage to our environment, ocean waters and devastation to the people who live within the vicinity of these facilities or large tankers. There have been many different tankers taken over by hijackers. And not only hijackers but what about terrorists? This project must be stopped now! We do not want anything this dangerous off the coast of our community. Governor Cuomo, my family and the Rockaway community implore you to Veto this Port Ambrose L.N.G. project.

Dear Editor: (A Letter to Assemblyman Goldfeder) I was very happy to hear about the monies allocated by FEMA for the Rockaway Boardwalk but I am a bit confused. The construction has been ongoing for a few months now and although it has been slow there is still signs of visible progress. Now that more monies have been allocated for let’s say, premium construction as per today’s articles in both the Daily News and the lead in the Rockaway Times, does that mean work completed will need to be redone, upgraded or does it continue with upgrades yet to come?
Also, have you recently driven to Far Rockaway traveling under the Freeway and then making a right turn onto Seagirt Boulevard? What’s going on there? They have been there for quite some time and have dug up the streets two times that I have noticed and it still does not appear to be finished. Who or what city or local agency has the responsibility of keeping track and questioning the foreman, etc? My last question is, what progress or headway has there been in regards to your pursuit of having the Blue Angels or Air Core Thunderbirds perform in the Rockaways for future Memorial Day or July 4 celebrations? Meeks: Keep Eye On Insurance Companies By Michael Leboff
Reports have begun to surface that New York and New Jersey homeowners, whose homes were damaged by Hurricane Sandy, have grown suspicious that engineering reports made after the storm were altered to reduce insurance payouts. The New York Times reports that several homeowners on Long Island, in New York City and in New Jersey all had damages that appeared to have been from the 2012 storm, but had flood insurance claims rejected following an engineering report. The sad news is that many of our severely disabled veterans reside at VA health facilities and tend to be forgotten by the rest of us as we go about our daily lives. One group of individuals who has not forgotten these veterans

are the men and women from our local VFW Post #260 in Broad Channel. This past Saturday our Broad Channel VFW Post hosted a Valentine’s Day dinner for two busloads of disabled vets from St. Albans Hospital who spent several hours enjoying a sumptuous home cooked meal followed by entertainment, games and lively conversation. The large sign at the end of the wall said it all - “Post #260 Welcomes our St. Albans War Vets.” During a conversation with one
female vet I thanked her for her service she stopped me and said “No…thank you! Thank all of you. A Valentine’s Day dinner for us? You guys are great. We look forward to each time we come here because you always make us feel like we’re among family, you know, regular people who are genuinely interested in and care about us.” How’s that for an endorsement? Sad to say but Saturday’s event was the first time these veterans had left the confines of the hospital since they last attended our VFW’s Thanksgiving dinner for them back in November of 2014. Events such as these entail a lot of planning, coordination and hard work on the part of the VFW membership and although there is never a shortage of volunteers to do the work there is also a cost attached to each event, be it a summertime BBQ or a mid-winter dinner inside the VFW Hall. And when the veterans can’t make their way to Broad Channel, several times during the year, the guys and girls from the VFW personally deliver the meals, gifts and entertainment to the vets where they live at St. Albans. As much as the VFW would like to sponsor more of these type events as a means of thanking our vets and getting them out of a hospital setting for just for a few hours, these events cost money. One of the ways the VFW funds
their efforts in this regard is by conducting fundraising events and, would you believe it, they have a fundraising event scheduled this Sunday, February 22nd when the VFW will resume its monthly Bingo games. I know what you’re thinking…”Bingo…really?” All I can say is don’t knock it until you try it. Bingo is one of the most popular games in the world. The main reason that bingo is so much fun is that it is a very social game. When you play you will find that you usually spend a big chunk of your time talking to and enjoying the people around you. Doors will open this Sunday at 12 Noon and bingo will start at 12:30 p.m. A $2 admission fee gets you a seat at the table and a door prize ticket. During the games there will be raffles and a 50/50. Coffee and cake will be also be served. Come on down for the afternoon, who knows, you might win a few bucks and, since you have read this far, you know it is for a great cause! Only In Rockaway: Phil Collins Day By Michael Leboff
Throughout the weekend, city officials and meteorologists were busy advising people in the area to remain inside at all costs. They deemed the frigid temperatures to be a health hazard not to be taken lightly. For a group of Phil Collins devotees, the repeated warnings fell on deaf ears. There are many people out there who agree with the notion that Valentine’s Day is just a commercial holiday, invented to make people feel obligated to buy their loved one a gift and perhaps go out to dinner. If you count yourself among one of these Valentine’s Day cynics, then Phil Collins Day may be right up your alley. Heather Kramer started the dayafter-Valentine’s-tradition 15 years ago while she was a high schooler in Auburn, Washington. “We’d see all the people in the hallways with their balloons and their flowers,” Kramer said. “I just thought it was ridiculous. I mean we were in high school!” Kramer took this disdain for Valentine’s Day and blended it with
a winking love for Phil Collins to create her own holiday. “It’s just a great way to show your love,” said Kramer. “Not necessarily for a spouse or whatever, but for friends and family, too.” Every Phil Collins Day is a little different, but at the center of each celebration is the follicle-ly challenged troubadour. One year they had a drum circle, another time there was a pizza party, and in 2011 there was a Phil Collins Day Parade in Greenpoint, Brooklyn -- complete with a giant paper mache Phil Collins head. Instead of riding the stir that the group caused with the parade, every Phil Collins Day celebration since has grown more intimate, and up until the actual celebration, this year’s event was shrouded in secrecy. The official website only went as far as billing this year’s event as a Phil Collins Viking Funeral with the following invitation: “Join us at the jetty to bid farewell to all those things that make you feel like you can’t find your way.” Thus the stage was set for Phil Collins Day 2015. With a windchill
that made it feel close to -20 degrees by the water, even The Rock Times was a little worried that nobody would show up. However, not even the sub-zero wind chill nor the flying sea shells could keep Kramer and her fellow Collins diehards away. “Last year we had some not so ideal conditions as well,” Kramer said. “It was snowing out and people weathered the storm and drove all the way down from the different parts of New York for Phil.” Around 4:20 they started to make their way to the water. Kramer passed around pieces of paper to those in attendance and asked
them to write down something they wanted to rid themselves of going forward, a Phil Collins Day resolution, if you will. Whether it be a vice or a bad habit, one by one everyone wrote something down and then stuffed it inside a small, cardboard boat with Phil Collins’ face and name plastered all over it. After everyone had put forth their offering, Kramer set the cardboard ship ablaze and sent it out to sea as the crowd behind her cheered, “We love you, Phil!” In a classic battle between Mother Nature vs. Phil Collins Fans, there was a clear winner -and we have the video to prove it.

Jordan Lage: From the Stage to Sandy’s Damage By Katie McFadden
Actor Jordan Lage was going through a difficult time in life when he found comfort in Rockaway. Needing a place to stay, he got in touch with an old friend and came to make a new one, Rockaway Park, where he lived with his friend for a year. Working primarily in Manhattan, the California native and Chelsea local got the full Rockaway experience and became familiar with its travel woes, like having to commute back and forth on the A train, but he also found a deep appreciation for the area. “I didn’t know anything about the Rockaways. But through living there, I found an affinity for it. It has this lovely atmosphere and charming businesses. I was going through this rough patch and Rockaway became a symbolic place of rest and healing for me,” Lage said. Although he eventually moved back to Chelsea, Lage found himself back in Rockaways when it needed some healing of its own. “What I didn’t anticipate was the connection I would have to the Rockaways after Sandy. I was spending so much time out there, visiting every few weeks prior to the hurricane and I began taking a lot of pictures for this photo blog I have, NY Scene on the Streets. I posted a lot of
photos of the Rockaways, such as sunsets and the interesting characters out there. Then Sandy happened.” Lage’s friend, who he had lived with, relocated to the Bronx as his apartment was without power and asked Lage to check on the apartment for him. “It was about three weeks after the storm when I first saw the devastation. I thought, Jesus Christ, this community is so devastated. I felt like it needed a helping hand,” he said. Noticing that much of the media attention focused on New Jersey, Staten Island and other Sandydevastated areas, Lage decided to shed some light on the destruction in the Rockaways and put it on the map with his photos. He began to document the devastation, becoming a self-appointed photojournalist, telling the story of how Rockaway was devastated and how the people began to make their way back. “Over the course of a year, I made six different postings of photos, showing how it transformed so drastically in the immediate aftermath oto by

He can’t say for certain if his photos made a difference, but he did his part to give back to the place that helped him during his time of need. “I began volunteering at St. Francis de Sales, which became a distribution center and I helped people clean out their basements. I made a donation to the Mayor’s Fund. I was trying to do what I could because of this newfound relationship I had with the Rockaways.” In the summer of 2014, Lage found himself back in the area during a more positive time. He took on the role of a younger Leander Whitlock, normally played by Dominic Chianese, on the hit HBO show Boardwalk Empire. “I was in this particular story thread that took place in Atlantic City in the last 1800s. They built this wonderful arles essler

Lage says he started doing theater in high school, where he fell in love with the work of playwright David Mamet. He got into NYU, where he studied drama, and where coincidentally, Mamet was on the teaching staff. “My relationship has gone from admiring his plays as a kid to being an acting student of his, and now I’m proud and humbled to say that I’ve done a ton of his plays, including some on Broadway and I’ve appeared in some of his movies. To this day, nobody understands the craft of playwriting like David Mamet does,” Lage said. In 1985, Mamet encouraged the graduating NYU drama class to start their own theater company. Some, including Lage, took the advice and started the Atlantic Theater Company. ATC is an award-winning off-Broadway theater that has produced more than 150 plays, including Tony Award winners like Spring Awakening. healthy RESTORATIVE YOGA At the start of a recent restorative workshop, one of the attendees said, “take me to heaven!” It brought a smile to my face because I know the feeling. Settling in to restorative poses brings about a deep sense of comfort and relaxation. An antidote to stress. One can say it is a form of meditation. Restorative yoga uses props such as bolsters, blocks, blankets, pillows, etc. to allow the body to surrender, to let go of any muscular tension and relax. Once that physical rest and relaxation begins to take hold, there comes a stillness, an inner quiet. Practicing restorative yoga with a group of people has an added benefit of sharing all of the peaceful energy and vibrations. If you can’t make it to a workshop, here are three poses you can do at home.
Remember whatever “pose” you find yourself in, you should feel comfortable and supported. You can modify to fit your own needs. Mountain Brook: (bolster or pillow and 2 blankets or large towels, eye pillow) Place the pillow on your mat and the towel folded in a rectangle to be placed under your shoulder blades. Place a blanket or towel under your head. Place your knees over the bolster or pillow, bring the palms to the sides of your body, tuck the chin in and roll down. Your shoulders should be on the mat, the rectangular towel should be positioned under your shoulder blades providing a raising of the chest. If your chin is higher than your forehead, make a roll with the end of the towel under your head and place in
the neck area. Place the eye pillow over your eyes and relax. To come out of the pose, bring the knees to the chest, gently roll to the right side, then gently roll up pressing the left hand onto the mat. Supported Child’s Pose: (bolster or pillow, several blankets or towels) Place the knees to either side of the bolster or pillow with the feet close together. Walk the hands out in front, lengthen your spine and rest your chest and head to one side on the bolster or pillow. You may place blankets or towels folded in rectangles on top of the pillow for added height. You can place a blanket under the back of the knees. Wherever you feel discomfort, place a support in that area. Turn the head to the other side after a while. Surrender to the sup-

Rockaway South: Locals Take Rockapulco With Them By John Sica
I woke up this morning at 6 a.m. to a four degree temperature and a wind chill of -22 according to CBS 880 radio. At 7:30 I was driving in the city and my van was still cold despite the hour long commute. My wife called, she was on a sunny beach in 84 degree temperatures. As we try to keep our sanity during this deepest of freezes, let me tell you about what some of our neighbors are doing. In so doing, I am about to make many enemies of my closest friends by telling you their closely guarded secret. In 1968 the World Surfing Championships chose a little town on the northwest coast of Puerto Rico, Rincon, to host their championship. That event changed that town and Rockaway forever. ABC’s Wide World of Sports covered the event, and as every surfer up and down the east coast of the United States watched, their eyes lit up at the perfect 6 foot barrel waves of that final day of competition. Soon surfers from Rockaway were booking trips to Puerto Rico to see for themselves. In the early days it wasn’t an easy place to get to. Many airlines didn’t go to Puerto Rico at all and those that did all went only to San
Juan. The 90 mile trip from San Juan to Rincon back then consisted of back roads, dirt roads, and dilapidated buses. The trip though was always worth it because of the perfect waves and the friendly locals. As the years went on more and more surfers never made it back to the states, relocating to Rincon. The roads in Puerto Rico got better and an airport in Aguadilla, 18 miles north of Rincon, started taking direct flights from JFK airport. More than 20 Rockaway families own a house or condo in Rincon, with similar numbers of families from Long Beach, Babylon, Montauk and other various beach towns on the island also owning in Rincon. Additionally, people have relocated or spent their winters down there from beach towns up
and down the east coast from the Jersey Shore to Miami. There are also many from San Diego, Europe, and even land locked states who have made Rincon their home. Besides people who own a place, there are many from Rockaway who rent houses there for months at a time. With all those people down there, and then their relatives and friends coming down for a visit, there are hundreds of Rockaway and Long Beach residents there at any particular time. You can’t stop in a bar, restaurant, or beach without running into someone you know. If you are a surfer you are in paradise. But even if you are not a surfer, there is plenty to make you happy. Stand up paddle boarding is crazy popular at the Marina. With a pair of polarized sunglasses you
can look down into the turquoise colored reef and see hundreds of brightly colored fish just below the surface swimming around the coral reef. Want to get a closer look? Snorkeling is phenomenal right off the beach, or a short swim out past the jetty. Not to mention snorkeling tours are available from Taino Divers and Rincon Sailing. Want to learn to sail yourself? Rincon Sailing will teach you how, and certify you after their three day course. Already know how to sail? They also rent Sunfish and Hobie Getaway. Want to go deeper? Taino Dive shop has two trips a day for local snorkeling and scuba, and one to Desecheo Island, which has 100 + foot visibility. Off shore fishing is also available trolling for Wahoo, Maui Maui, Marlin and Tuna. Continued on next page

Rockaway South: Locals Take Rockapulco With Them Parasailing, kayaking, horseback riding and wave runners are available and cruises on the Katarina, a 32’ Catamaran offer relaxing views of the sunset. All that sound too tiring? How about relaxing on one of Rincon’s many beaches, each one offering their own unique experiences. Sandy beach is the center of Puntas, with its many bars and restaurants as well as places to stay. When the waves come, surfers and boogie boarders flock there, as well as Marias beach, Domes, Dogmans, Tres Palms and Pools. Pools has interesting coral formations that form small pools that collect interesting sea creatures. The Marina offers calmer waters and reef, good for swimming, snorkeling, stand up paddle boarding and sailing. There are many restaurants and bars there to take a break from the hot sun. The Marina is loaded with activity as boats come and go. The Public Beach offers calm waters and easy access to the water. It also has the Harbor restaurant and bar, an ice cream parlor, and all kinds of water sport rentals. As you head down the coast there are beaches with nice hotels on them that also have calmer waters, easy access, bars and restaurants.
At sunset, if you’re not on the beach or water, there are many bars that are on the beach to watch the sunset while you have dinner or a cocktail. And there is always music. There are local bands in Rincon that play traditional Spanish music, local bands that play classic rock and reggae. And many Rockaway and Long Beach bands and musicians make their way down to Rincon to play the local establishments, including Squid, Indaculture, Brian Monaghan, and Walker and the Brotherhood of the Grape to name a few. In April Rincon is the host to the Rincon International Film Festival in which I have premiered two of my films over the years. In the past ten years that I have been going to Rincon I have seen the explosion of newcomers as the beaches, bars and restaurants get more crowded each winter. My friends who have been there longer than me, miss the quieter times and will not appreciate this article (Sorry Tim). With temperatures near 90 every day, and water temperatures in the 80’s, it is the perfect winter escape. The increase in tourism has not been all bad. It has brought with it more opportunity which has meant more and better restaurants and bars. But even
with the influx it still has its small town charm. There are no traffic lights in the entire town. As you drive through you will see horses, goats, cattle, roosters, iguanas and stray dogs walking through the streets and fields. The people are
so friendly and welcome us with open arms. If you are lucky enough, stay until May. Then just head back to Rockaway and the fantasy beach life continues on our beautiful peninsula.

When you think about your grandchildren and realize that you’re going to leave the world a little cleaner for them, it’s a nice thing to do,” Antonio said, adding that he has done installations on homes of people who got the system purely for the environmental benefits. There are also some misconceptions about solar. While solar-powered generators were brought to the peninsula to power up relief stations after Sandy, those with solar-powered homes were in the dark, like everyone else. “This system is all connected to the power grid since we have to get electricity when the system is not manufacturing at night, so when the electricity goes out, the system shuts down,” Antonio said. He added that certain states let customers use a transfer box, which transfers all the power into a house instead of going into the power grid, but this technology is currently outlawed in New York City. Also, not every house is equipped to benefit from a solar system. The system works best on a rooftop with southern exposure and western exposure, but when placed elsewhere, the system is not as efficient and is not recommended. Some rooftops also have complicated shapes, which cannot properly sup-
port solar panels. Some roofs are also not large enough to handle a system that can cover 100 percent of a home’s electrical usage, so it may only cut a percentage of an electric bill down. Some customers are also deterred because the panels may not be aesthetically pleasing, but technology has allowed for different colored panels that may blend better with different roof colors. Solar panels are becoming more popular around the peninsula. Antonio says he has installed 16 systems on homes around the area since 2009. NYCSolarMap.com shows 10 systems on the peninsula, but the map is only updated when an owner adds it, so not all systems are reported. The website also allows New Yorkers to look up their own properties and gives estimates for how much a system might cost and how much you can get back in incentives. Antonio says Go Solar Green NY tries to make the solar installation experience as pleasant as possible and that they are a clean, professional contractor whose systems often exceed production expectations. “We haven’t had one complaint, which says a lot about a contractor,” Antonio said. However, he said there is no harm in consulting with other companies and even encourages it, so a customer can get a proper solar education and can know what is available to them.

concrete piles with steel would actually make the project less expensive because EDC could replace 5000 concrete piles with less than 1200 steel piles. Now don’t get me wrong, I am ecstatic that Senator Schumer saw to it that The Rockaway Peninsula got what we deserved, and more, as far as funding goes for our Boardwalk. What I am concerned with is the wording of the breakdown of the funding. We’ve been allotted $263 million to build the boardwalk deck stairs and ramps, and amenities such as lighting, benches, and sand. A separate grant of $199 million will go toward raising and resilience. $18 million will go to administration costs. This would suggest that there is an abundant amount of cash left over, $199 million to be exact, in the grant to replace the boardwalk deck ramp stairs and amenities. I became concerned when I heard local elected officials and NYC Parks personnel suggest that “IF” there is grant funding “left over”, the local community will be included in deciding how the funding is spent. IF?!?! Really??? IF? There IS! $199 million extra! Maybe we can put 20 percent of the “extra” grant money away for cost overruns and extras on the boardwalk reconstruction. With the rest, we can put $100 million toward our Rockaway conceptual plan for the entire Peninsula. It is three projects lighter now that three parks on the list are funded by the City tax dollars. We will be able to have a dune cross over at every block from Beach 127th to Beach 149th. We will be able to have ramps on every block from Beach 110th to Beach 126th. We might even have a few grant dollars left of over for cushions on the benches. A few hot tubs may even be in order every half mile or so, with the necessary shade! I’ll even suggest that the next Parks outreach meeting should be held at Russo’s On the Bay with a full band and 4 hour open bar! We have to figure out how to spend that administration grant funding! I do have one major question for all of our elected officials regarding the actual cost of the boardwalk. What was the “low bid” that Skanska is being paid to do the job. There is a contract! What did EDC say it would pay Skanska to rebuild our boardwalk??? **Please don’t forget to Monday night, Feb 23rd, is the meeting to enlighten the Peninsula and Broad Channel about the Liberty Port Ambrose Liquid Natural Gas Port 24 miles off our beach. It will go from 6:30-9 p.m. at The Y on Beach 73rd. Also at 116th street near boardwalk on Monday is also Rally for Police officers. It starts at 6 PM. If you need property tax assistance, Eric Ulrich will sponsor a town hall on property taxes in Broad Channel at 713 Shad Creek Road, at the VFW, of course this will take place, you guessed it, at 6-9 PM as well. Requiem for A Rivalry By Michael Leboff
The New York sports landscape will undergo a major shift this Fall when the New York Islanders move from Nassau Coliseum in Uniondale, in the middle of Nassau County to The Barclays Center in the middle of Brooklyn. It may seem like the move may only affect the Islanders and their fans, but it will also have a resounding impact on the rivalry between the Islanders and the New York Rangers. For the first time in decades, both the Islanders and Rangers look like real contenders and could be on a collision course for their first playoff series since 1994. It just so happens that this season, the last for the Isles at the only home they’ve every known, the team and their fans are currently enjoying one of their best campaigns since their heyday in the early ‘80s. Bad teams, ruthless politicians, and downright fraudulent management turned the Islanders from a dynasty into a laughingstock, thus dooming the Coliseum into oblivion. The Islanders and Rangers have met four times this season. The
Isles won the first three meetings (two at MSG and one at Nassau Coliseum) and the Rangers won the last meeting on Tuesday night in front of a raucous crowd at Nassau Veterans Memorial Coliseum. It was the type of atmosphere that reminded you how special Nassau Coliseum can be when in form. This is what it must’ve felt and sounded like during the years of Bossy, Trottier, and Potvin. Opposing teams had such a tough time winning at the Coliseum in those days that the building was given an imposing moniker, Fort Neverlose. The Islander-Ranger rivalry is one of the rare, proper derbies still left in professional sports. There are deep, socioeconomic narratives that fuel the hate between the two fanbases and unlike other local derbies, like Yankees-Mets or Jets-Giants, the Isles and Rangers play in the same division, meaning they play each other a lot and are directly competing with each other all season long. Also unlike other headline grabbing rivalries in pro sports, like Red Sox-Yankees or Bears-Packers, the combative fans live among one another, sometimes in the same household. Although the rivalry may not
change much to the naked eye when the Isles shuffle off to Brooklyn, the complexion and identity of this extraordinary rivalry will be forever changed. The Islanders and their fans have always owned the suburban identity, always willing to beat their chests and go toeto-toe with their deep-pocketed neighbors. And Ranger fans relish in the opportunity to put them right back in their place. Nassau Coliseum is the type of environment that fosters a rivalry. Quite simply it was built for the jersey wearing fan, before arenas and stadiums started being torn down in favor of the Disneyfied
Mallrenas that sports are played in today. The old barn is accessible, simple and tight. Her seats are very close to each other, pitting diehard next to diehard. Not client next to account manager. Barring a playoff series, there will be just one more meeting between these two bitter rivals before the Islanders move to Brooklyn. The game will take place in Uniondale on March 10th. On paper it may look as though the Islander-Ranger rivalry isn’t changing. But to those who know it’s tribalistic nature intimately, it will never be the same.

Got Cabin Fever? There’s No Offseason For These Local Spots By Michael Leboff
Rockaway restaurants face a Rockaway dilemma. Just how should they approach the area’s slow season? The nature of this dual-season reality means that businesses need to make a decision. Should doors remain open during the lean winter months? Some restaurants opt to close up shop during the offseason, while others ride out the cold and the small crowds it brings with it. For Conrad Karl and his staff at Uma’s, the popular Central Asian restaurant on Rockaway Beach Boulevard, the thought never crossed his mind. “We always knew we’d stay open,” the restaurateur said. “We love it here, we live here, we’re vested in Rockaway.” Bob Leckie, the owner of The Wharf, offered a different take on why he keeps the place open in the cold. “The main reason I stay open is to keep my staff working,” Leckie said. Quiet times on the bay or not, locals know Sunday brunch and the advertised daily lunch specials are worth the trip. Like Uma’s, Cuisine by Claudette, the take-out eatery and cafe on Beach 116th Street, also remains open throughout the winter. Owner Claudette Flatow, a fiery Parisian with 21 years of restaurant experience, opened in 2012 and never thought about closing up shop during the off months. “No,” she said. “You still have to pay rent, so why close?” Flatow also said that since a good portion of her business comes from take-out orders, she had no choice but to remain open. “When I opened [the restaurant], I wanted it to be a neighborhood place,” Flatow explained. Chris Miles, the manager of
PICO in Belle Harbor, also felt an obligation to the community to stay open for all 12 months. “We have never considered closing for the offseason,” Miles said. “We want to establish ourselves as an ever present part of this awesome community.” In fact, Miles sees the bright side in having a slower pace in the winter. “While the summer is our busiest season, slowing down gives us an opportunity to improve upon PICO. This winter we did our first food & beer dinner which had a great turn out.” The slower, colder months offer businesses the unique opportunity to try new things that they would be nearly impossible to pull off during the jam of the summer months. Uma’s does a Sunday brunch with live music in the winter that would be nearly impossible to pull off during the jam of the summer months. They also just started a new weekly tradition for surfers called “Big Wednesday.” Each Wednesday night Uma’s will screen a different surf movie at the restaurant throughout the winter. And if the first installment of Big Wednesday is any indication, it figures to be a big hit. “It was wall-to-wall in here,” Karl said of their first ever Big Wednesday. He said that people from all over the area packed the restaurant to eat, drink, and take in Shadows of the Same Sun, which was made by local surfer/filmmaker Thomas Brookins. Karl also mentioned he is unlikely to continue hosting these Wednesday night screenings in the winter because the restaurant will likely be too busy. Karl said he almost welcomes the opportunity to decompress and get his ducks in a row during the winter so that he can be in good shape to take advantage

Flatow said she is taking advantage of the slow season by beginning to offer cooking classes in her restaurant. The classes will take place on Sunday and Monday nights and will last throughout the winter months. She also said she is unlikely to host these classes in the summer, worrying that she would be stretched too thin. Business owners in Rockaway and other shore communities know that having such a roaring summer season means that the offseason will be challenging. But in a resilient place such as Rockaway, many restaurateurs feel that it goes a long way to remain open
during the offseason. “I’m sure for anyone opening a restaurant in a beach community, it might be easier to shut down for what is considered the ‘slow season.’ [We] don’t recommend it,” Miles said. “This great neighborhood will always be there to support you (and help pay the electric bill) as long as the food is delicious, the drinks are cold, and you give them a little something they never knew they needed before.” The biting cold weather these past few weeks may have forced Rockawayans to develop a bit of cabin fever, but rest assured that these resilient restaurants have just the right cure.
Turkey and Zucchini Meatloaf Yields: Serves 8
The peach and mustard glaze gives this dish a sweet-tart flavor.
Preheat oven to 350 degrees. Combine the first 9 ingredients in a large bowl and mix well. Shape mixture on a rimmed baking sheet into 8 x 4 x 2 inch loaf.
Ingredients:
Bake meat 45 minutes.

1-1/4 lbs ground turkey 1 cup coarsely grated zucchini ¾ cup finely chopped onion **½ cup dry seasoned breadcrumbs ¼ cup chopped fresh parsley 1 large egg 1 teaspoon salt ½ teaspoon ground black pepper ½ teaspoon garlic powder ¼ cup peach preserves 4 teaspoons Dijon mustard
Preparation:
Remove from oven. Stir preserves and mustard in a small bowl to blend. Spread glaze over top of meatloaf.
Return to oven;
Bake until thermometer inserted into center registers 165 degrees, about 20 minutes longer. Transfer meatloaf to platter. Cut crosswise into slices and serve. ** I like panko crumbs .. I usually jazz it up with some seasonings

Before You Open That Dream Restaurant… By Russ Carswell
The restaurant business can be very profitable, but it also can be very challenging. If you are thinking about opening up your own restaurant then you should be aware of these challenges before investing your own money into an establishment. Remember, it’s often better being a customer than an owner! For one thing, you will have to deal with a lot of local government rules and regulations regarding the cleanliness of the establishment. The restaurant will periodically receive surprise inspections from county or city health inspectors. They will be checking for bugs, sanitation, working toilets, functioning lights and so on. Any business that deals with serving food to customers is frequently checked to make sure they meet strict legal regulations and sanitary codes. If the business is found to be in violation of any of these regulations then they could either get fined or forcibly shut down by law enforcement. So that is why you need to make sure you get familiar with all the laws and regulations surrounding restaurant ownership in your jurisdiction before you start serving customers. Besides satisfying local government health officials, you also have to satisfy the demands of your job. Running a restaurant is not the same as working in a restaurant. Owners have to deal with the employees, the profit margin, inventory, accounting, wages, taxes and maintaining customer satisfaction. This is the most important thing for a restaurant because
unsatisfied customers will not want to come back to your establishment. Not only that, but they will spread the word around town if they have just one bad experience in your restaurant. Then you will have more people who will not want to come back, which will ultimately mean the end of your restaurant. So make sure you always do your best to satisfy the customers’ needs. At the same time, you also have to try making your employees happy too because they are the ones who are helping you achieve customer satisfaction in your business. The only difference is they don’t have as big a stake in the business as you do, so they won’t be afraid to be rude or simply quit without notice. Then you will be left in a real jam as you try to find replacement employees in a hurry. That is why you need to make your employees feel like they are part of a team and are a valuable asset to the company. It will also reduce the chances of having a disgruntled employee who will retaliate by committing robbery or vandalism at your restaurant. Overall, running a restaurant is both challenging and rewarding. It is certainly a fast paced environment where you will have to make decisions quickly that could affect the whole operation. Everything from purchasing inventory to dealing with employee absenteeism will be issues you will have to deal with on a weekly basis. But if you love what you do and are passionate about it, then you should be up for the challenge. If you’re not sure, keep the idea on the shelf!

My wife Umida and I started serious discussion about opening a restaurant about a year before Sandy. Although we hadn’t found a space, we planned to open before the storm but never quite got there. The space we currently occupy, on Rockaway Beach Boulevard off Beach 92nd Street, became available after the storm and we liked the fact that it had exposed brick walls, which was the downtown look we were going for. It was easy to fit in our a design using reclaimed wood and boardwalk wood for our bar along with elements of metal and antique lighting. We have created the perfect urban surfer beach goer vibe. Uma’s has been a real learning experience and we are just thrilled that the cuisine and the vibe of the restaurant has been so widely accepted from people in all parts of Rockaway from Breezy Point to Far Rockaway. Umida planned the base menu and she basically plans
out the Specials Menu – which has a lot to do with the produce that’s available from Edgemere Farm. We try to make the menu as local farm-to-table as possible so we create the Specials Menu seasonally. I book the entertainment and I am always trying to find local musicians that play original music. We are trying to keep people entertained during the Rockaway winter doldrums. And now we’re doing something besides music. On Wednesday evenings, we are showing surf films. It’s a good way to remind ourselves that summer is on the way. Since starting Uma’s I would say the biggest surprise has been actually how busy we are in the summer months and how that even extends into the winter time. I think our exotic menu, along with a carefully selected beer and wine list has really kept people coming back time and time again. Our biggest challenge has been dealing with the city agencies on all levels, they don’t make it easy.
