Rally Message: HELL NO TO SHELTER

They came, they saw, they shouted. An army of local residents, pols, civic and community leaders charged onto Beach 101st Street to protest the NYC Department of Homeless Services’ (DHS) proposal to house a whopping 120 homeless men at a warehouse at 226 Beach 101st Street. The rally and candlelight vigil held last Friday evening, February 15, was organized by John Cori of the Rockaway Beach Civic Association and Community Board 14. Many protesters arrived with signs expressing disapproval of the plan and many voiced frustration, outrage and fear, but the outcry was not a matter of NIMBY (“Not In My Back Yard”), but an expression of how locals are just fed-up with the city historically treating the peninsula like a dump-

ing ground. Many noted how Rockaway is already saturated with nursing homes, shelters, and adult care facilities. They are worried the shelter will affect their neighborhood’s safety and quality of life — especially when the area is finally beginning to bloom. The proposed site is an old brick warehouse, located at 226 Beach 101st Street, yards away from where many students attend schools in the area, including Scholars’ Academy, Rockaway Park High School for Environmental Sustainability, Channel View School for Research, New Visions Charter High School, and St. Camillus. The proposed shelter would be part of Mayor Bill de Blasio’s “Turning the Tide” plan to address homelessness. However, at the rally, with folks holding up protest signs with slogans

like: “No shelter here! We can’t cope! Take it to Park Slope!” “Mermaids Against Moronic Mayors,” “How many more hurdles does Rockaway have to Overcome?” “Don’t Warehouse People,” and “No to de Blasio!,” it was evident that the crowd’s rancor was not just directed to DHS and the building’s owner, Yosef Rabinowitz (who purchased the property for a little over $3M in April 2018) — but at Continued on page 8

It’s that time of year when you’ve had it, really had it. Rockaway is Siberia without the charm. It’s Rocka-pocalypse Now. How grim is it? Last week The Rockaway Times had bad news on the front page. I started thinking about heading south but there were too many potholes and the bridge was backed up. And then in the middle of a protest over a proposed homeless shelter, I got a text from a friend in Florida asking for Netflix recommendations. I said things must be pretty boring if you’re in warm, sunny Florida and you want to curl up and do some binge-watching. He said he’s a night owl, which means he’s still up at 7:30 p.m. Happy hour ends there at 3. I envied him, but not for

his warm surroundings. The luckiest people are the ones just getting on the Netflix and Amazon Prime train and just getting into the original stuff these services offer. Most of my fellow shut-ins are starving for new shows and get tremors just from thinking they might have to watch network TV and shows with laugh tracks. You won’t be shocked to know I judge people on what they watch. I try to hide my disdain for people who like The Big Bang Theory. Actually, I don’t hide my disdain and can’t even control the reflex that makes me blurt: It’s not funny! I’m here to give recommendations and you can judge me. If you disagree with any of my picks, we will not agree to disagree. You will just be wrong. I am not including Breaking Bad. I just never got hooked. I watched a couple of episodes

and it was pretty good but I couldn’t see cutting off all forms of communication with the outside world to catch up on the five seasons the series ran for. I won’t judge you on that one unless you tell me it’s better than The Wire. No, it’s not. In no particular order, I said in no particular order (don’t be judging me), I’ll list a bunch of faves that will take the edge off, if you’re in need of a binge-watching fix. Oh, one helpful viewing hint: it helps to put on Closed Captions (go to your settings and figure it out). It’s not like you have to read every line as in a foreign film, but Closed Captions is a nice little crutch that helps you navigate through the occasional heavy accents, slang, and mumbling of some characters. Some series are good for couples (generally those with a strong female lead) such as Broadchurch, The Fall, and

Happy Valley. Oh, I guess I should have said, most of my recommendations involve somebody getting knocked off. Or a lot of somebodies. Which is one reason why the overrated The Marvelous Mrs. Maisel is not on my list. I tried it. Watched two episodes. Smirked once or twice and then bailed. You’ll have to figure out if something’s on Netflix, Amazon or cable but if you want to hurry the winter away you could do worse than Ray Donovan, Peaky Blinders (closed captions a must!), The Killing, Black Mirror, Shetland, Luther, Hinterland, Ozark, Sneaky Pete, Justified, Safe, Marcella, The Code, Secret City, and Paranoid. I just listed about 20 shows, most with several seasons. Maybe I’ve wasted my life. And if you’re ok with wasting yours, go ahead and binge. Oh, season three, True Detective, it’s kind of a snore.

Not Again

They’re doing it again. The developers of the homeless shelter proposed for 226 Beach 101st Street have done this before. They’ve already placed a homeless shelter on Beach 65th Street in 2014. Yosef Rabinowitz, who purchased the Beach 101st warehouse in March 2018, is listed as the managing agent of the Beach 65th shelter. Rabinowitz and his Liberty One Group have been in the business of opening shelters for at least two decades, making money off the backs of the homeless individuals they claim to help, in neighborhoods that don’t have the resources to help them. Now they’re trying it again on Beach 101st Street in a literal warehouse that will house up to 120 homeless men. The Department of Homeless Services is doing it again. When DHS confirmed this news, they fed the press the same prefab-

ricated quote that they’ve fed to other neighborhoods that are also set to get shelters, all part of Mayor de Blasio’s Turning the Tide plan of creating 90 homeless shelters across the city. “This location will be the first of its kind in this Community District, offering 120 individuals experiencing homelessness the opportunity to get back on their feet closer to their anchors of life. Working together with neighbors and not-for-profit service provider Black Vets for Social Justice, we’re confident that these families will be warmly welcomed—and through collaborative support and compassion, we will make this the best experience it can be for these individuals as they get back on their feet.” DHS didn’t even bother to change the quote to reflect the reality of who is headed this way. The statement says, “We’re confident that these families will be warmly welcomed.” Families? It’s 120 men. DHS dropping the name of Black Veterans for Social Justice

(BVSJ) was strategic. The mere mention of veterans tugged at the heartstrings of some in a community that stands for those who stand for us. But DHS never said this shelter would be for veterans. All they disclosed was that it would be 120 men. Had it indeed been for veterans, DHS would have mentioned that, as the backlash may not have been so strong. Yet the misinformation about the shelter being for veterans quickly spread. But some research quickly proved what BVSJ does with its shelters. BVSJ operates another shelter for 200 homeless men in Brooklyn—Pamoja House. According to BVSJ’s website: “Pamoja House specializes in managing a homeless population that was refused from other shelters in New York City and is a ‘next-step’ facility. Residents of Pamoja House were deemed ‘non-compliant’ in general population shelters approximately half of our residents are formerly incarcerated or had some contact with the criminal justice system.

The shelter permits residents from age 18 to 65, but the bulk of the population are quite young, between the ages 18 to 40.” Is this what Rockaway needs around two schools with more than 5,000 children? Is this what Rockaway needs near homes? Is this what Rockaway needs near new businesses that decided to take a chance on this area and old ones that are still trying to stay afloat? The question we want answered above all others: where will these homeless find work? Rockaway has one of the highest unemployment rates in the city. Is that where you place the homeless? Rockaway is being used as a dumping ground again. But it will fight again, as it has, time and time again. For Rockaway, there was no bigger opponent than Hurricane Sandy. But the little neighborhood that could was able to bounce back and win. And Rockaway will fight this. Enough is enough. Not again.

***** Here’s the one question the City should address regarding the proposed homeless shelter on Beach 101st Street: where are the job opportunities for these 120 men? Rockaway already has close to the highest unemployment rate in Queens. Most neighborhoods resist the placement of homeless, but most neighborhoods don’t have the employment and poor transportation challenges as Rockaway. Follow-up question: if they can’t find work, what will they do? ***** The good folks at the local Allstate insurance office at 112-30 Beach Channel Drive are conducting a food drive. If you want to help the effort, please drop off non-perishables at their office during business hours. The food will help local residents. *****

Khaleel Anderson, a Community Board 14 member and one of the first members of the Rockaway Youth Task Force, has declared his intention for the State Assembly seat that will open up once incumbent Michele Titus leaves. We know Khaleel will be far more active and community-engaged than the current office holder, if he’s successful. ***** Paul Charosh and Pete Galvin were among those who spotted an error in last week’s Rockaway Ol’ Times column about Wrongway Corrigan who took off for Los Angeles but “Twenty-eight days later, he landed in Dublin.” As Dr. Galvin pointed out, it would have taken a lot of gas to fly for 28 days. He landed 28 HOURS later. Mr. Charosh was a young boy living in Edgemere when Corrigan took off from Floyd Bennett Field. ***** We mentioned him last week and next thing you know he’s in the news for being released from prison. Some new outlets are reporting that a former congressman and mayoral candidate is now at a half-way house after an

early release from the federal pen. We’re hoping he stays out of the news. (See how we did our part just there?). ***** Staying on politics, we just learned that three of our last four presidents were born within weeks of each other in the summer of 1946. ***** Twitter is often poisonous and should come with health advisories, but there’s no denying there’s good stuff too, like this Million-dollar idea: A smoke detector that shuts off when you yell, “I’m just cooking!” We also liked one of the responses: “My mother needs this. So many times I’ve come to visit her and the smoke alarm is on the porch.” ***** One of the questions we found posted on Twitter, “Mr. Mayor how does a warehouse get turned into a homeless shelter in six months but homeowners can’t go home six years later because they are still waiting for Build It Back?” ***** You’ve got a great shot, don’t you? the Mayor himself. Cori said, “We are mourning the fact that we have no recreational facilities for our children, many families are still not back in their homes since Hurricane Sandy, our beaches are in dire need of replenishment, we have only one hospital, and the highest unemployment rate in Queens. So for the City to think that it’s right to dump 120 homeless men here is just plain wrong.” The crowd in unison began shouting, “Hell no de Blasio!” Cori then implored the crowd to call NYC Comptroller Scott Stringer’s office to let him know that Rockaway is against this shelter and desperately needs his help. “Scott Stringer is probably our last resort. The city is doing it to us again. Longtime local businesses like Harbor Light are still waiting for their building permits, while these banana heads get the green light to build this shelter,” Cori said. Assembly District Leader Lew Simon implored the teeming

crowd to “Call Stringer and beg him to not sign the contract permitting this shelter.” As the crowd whooped and clapped, Simon led them into the chant, “No Shelter!” Assemblywoman Stacey Pheffer Amato said, “Since learning about this proposed shelter, I’ve been calling every city department and official I know for help, but it’s going to be your voices that matter more than mine. We have to stand together if we want our voices heard.” The uproar has drawn the attention of DHS. The agency will send reps to the March 12 Community Board meeting at the

Knights of Columbus. Board 14 Chair Dolores Orr is encouraging residents throughout Rockaway to attend the meeting. Orr also shared some information about building permits. “When any work is being done on a building, you must have permits. There is only one permit on this warehouse fence, and that permit expired on December 27, 2018. I ask everyone to call 311 to let them know that the Work Permit for Department of Buildings is expired, and the fence has to come down,” Orr said. Councilman Eric Ulrich fired up protestors when he said,

“Homeless shelters are not the solution, permanent housing is the solution. The Mayor needs to deliver on his promise to give affordable permanent housing to the people that need it the most. We have 60,000 men, women and sadly children sleeping in the shelter system tonight. We are not protesting homeless people tonight, we are protesting failed and hopeless homeless policies. This protest needs to be taken to the steps of City Hall. We are not going to let the Mayor flush down all the progress we have made since Hurricane Sandy by bringing a shelter here. De Blasio and his administration are a bunch of poverty pimps, like the owner of this building who will make money off these people. Shame on them!” After all the great speeches, the protestors were riding on a high of hope; however, local Pat Harvey remarked to the RT, “What if we wake up one morning to find out that these men were moved in, in the dark of night. New York City Gems

Lincoln Center is the home of the Metropolitan Opera House. If you are interested in overly dramatic people, there is no better place to go. I was never an opera fan growing up, my interests tended toward southern rock, a little disco, and in my protest years, Crosby, Stills, Nash and Young. But as I get older, I seem to be developing an appreciation for the opera. Why you ask? Let me explain. First off, the sets are absolutely amazing. I mean if the set designers were put to the task of building homes for the homeless, it would be Problem Solved! Secondly, if you miss what’s going on in the opera, no worries, because they will repeat the main theme about a hundred times. I guess when they first were writing operas, the masses had no social media, so they had to make sure that everybody got the message.

Third, for the most part, operas are morality plays with very forceful singing. The bad guys always die in the end, and sometimes so do the good guys, just to make it over-the-top dramatic. If you go, and you should at least once in your life, get tickets that say terre pare. Those are seats that are basically in boxes above the orchestra. Very cool. Think Lincoln. Secondly, operas are not that expensive because no one goes anymore. Last time I went, the place was half empty. Better than paying $1500 to see Bruce Springsteen sing Broadway songs we all know. Well, the Blue Note on West 3rd Street is the quintessential New York jazz club and they get big names in the field. But the tables are tight, you need to eat there, and it might be a little expensive. A lesser known place, where it is less expensive, but the jazz is excellent, is Birdland on West 44th Street. This place gets lesser known talents, but the musicians are excellent, and the venue is very hip. I would give this place a try. They have big bands, piano playing trios, salsa, and traditional jazz combos. Check them out online and plan a little adventure. If it’s art you’re interested in, I hope you know that we have access to the most terrific museum in the world — The Met! It’s on par with the Louvre in Paris or the Uffizi in Florence. Hopefully, you’ve been there before but, if

not, head up to 82nd Street and Fifth Avenue and give yourself a treat. If you think you might go several times, become a member of the Met. It’s not that expensive, and if you do, get the membership with evening hours. Because with membership comes benefits, like you don’t pay to get into the Met, ever. Sprinkled around the Met are cool places to eat that only members can enter. And if you bring someone with you, your guest is included. And you will feel so cool. Oh, and the museum is par excellence. If you love European painters, or American painters, or sculptors, or Greek and Roman art, or Far East art, this is the place for you. But it is very big, and you can’t experience it all in one day. You need a plan when you go, and maybe you need to plan a few days. So, think about the membership, it helps. So, there are four New York gems for your consideration, try one, try them all. You live in the greatest city in the world, be a tourist here.

Khaleel Anderson Announces Run for State Assembly By Kami-Leigh Agard

One week ago, 22-year-old Far Rockaway resident, Khaleel Anderson, announced his bid for the NYS State Assembly 31st District seat, (representing Far Rockaway, South Ozone Park, Springfield Gardens, Rosedale, and Laurelton), which has been held by the incumbent Michele Titus, since 2002. Anderson said when it was announced that Titus maybe stepping down as she was presented with another opportunity, he did not hesitate. According to Anderson, this was his chance to run for a position that would give him the platform to put constituents above special interests, and to finally see his district’s values and what is truly needed, being upheld by an assembly person who cares — him. Don’t be fooled by Anderson’s age. The self-described — community organizer, visionary, fighter, leader, who sincerely loves helping people — has quite a curriculum vitae as a passionate and steadfast com-

munity advocate. He has served on Community Board 14 since 2016; is on the board of directors at Rockaway Youth Task Force (RYTF), where he was also a senior field organizer; is a former community liaison at NYS Senate; and former logistical assistant at Ready Rockaway, and also is a member of the local NAACP (National Association for the Advancement of Colored People). Anderson graduated from Channel View for Social Research, and is currently pursuing an accelerated program at Queens College, where he will soon earn his bachelor’s in urban studies and master’s degree in urban affairs. For Anderson, community advocacy runs in his blood and incredibly, it all started when he was just nine years old. “I’ve been an advocate and a budding leader in the community for the past 10 years. However, my passion was ignited by my parents. My family was living in Crown Heights, Brooklyn, where I was born and lived until I was aged

nine. My mom was an organizer for the Association of Community Organizations for Reform Now (ACORN), a collection of community-based organizations that advocated for low- and moderate-income families by working on neighborhood safety, voter registration, health care, affordable housing, and other social issues. Whatever political races or advocacy my mom was doing, including with the school’s Parents Teacher Association, I was always right beside her, learning, watching and listening. Plus my dad was an organizer for the National Health Care Workers’ Union 1199. So watching both of

them and their passion to help others, really inspired me at a really young age,” Anderson said. Anderson said the family moved to Far Rockaway in 2005, and his informal training with his mom continued as he continued to tag along with her at community meetings, going to demonstrations, helping political candidates, and organizing the community around voting and other grassroots organizing. However, for Anderson, what really incubated him as a community advocate was his experience at the RYTF. “The RYTF was really the organization that gave me my platform to organize myself and organize the community from issues with poor transportation to access with adequate green space and parks, which are very important to the healthy growth of young people, and making sure we have access to food, not junk food, but healthy food. This is what I believe this District still sorely needs. Continued on page 16

No on Homeless Dear Editor: As someone born and raised on the Rockaway Peninsula, I have been at the forefront of every issue since the late 70s. Once again again the City of New York is attempting to dump on the Rockaways! The proposed 120-bed men’s shelter is very troubling to all of us. Mayor Bill de Blasio and the Department of Homeless Services (DHS) plan to warehouse homeless people in a community that already has been inundated with homeless shelters, nursing homes,

adult homes and many other unwanted programs with no employment opportunities for our residents. They are giving us the most deeply challenged citizens of society who cannot by law be forced to take their much-needed medications and who will be out on the streets during the day without jobs. We live on a peninsula that has the highest unemployment rate citywide already, we can’t support a new population of homeless men here. Transportation is already a problem, adding these individuals to the neighborhood would only make it worse. The proposed shelter is in close proximity to a number of public schools, a church, and a catholic school as well as senior centers. This is unacceptable. We must all come together and send a clear message to City Hall. Rockaway is on an economic boom, and we can’t afford to al-

low it to decline. We don’t want to be in fear of walking in our own community. Homeless people deserve permanent housing and we have too many shelters and programs in the Rockaway community already. Lew Simon

Go Green Dear Editor: By now most of us have heard about the climate report from the United Nations. It says we have only twelve years to transform our economy to preserve the stable climate we all depend upon (and have depended on for millennia). It seems we all need to get on board, immediately, to respond to the demands of science (and, honestly, to use a slightly eye-roll inducing word: justice). Hurricane Sandy was a wakeup call. Beach erosion is a nightmare. Asking for the government to to anything

Plus, as a younger adult watching the news, seeing how difficult it is for both “sides” to get along, and feeling slightly helpless, this is terrifying. Lately, though, I’ve been a bit more optimistic. The Green New Deal (the resolution proposed by Rep. Ocasio-Cortez and Sen. Markey) will keep us safe from climate change while creating jobs. After reading it, I really believe that there is, genuinely, something for everyone. In fact, that’s its intention. So refreshing! I hope people read about it, talk about it, debate it and (I really hope) get behind it. At this point, for me to take any of the presidential candidates seriously, (I don’t care which “side” they’re on), I’d need them to get behind this resolution. Call/Email and Vote Bobby Butler of Indaculture fame made, what is in my opinion, the greatest observation in the Beach 101st Street shelter debate. He expressed bewilderment as to how a developer could convert a warehouse on Beach 101st Street into a homeless shelter in less six months. His bewilderment was born out of the fact that it has taken the Harbor Light almost six years to rebuild and get permits. The mere fact that two projects take such disproportionate amounts of time to navigate the city’s Department of Buildings’ massive bureaucracy is glaring. One can only surmise that there are injustices at play

in the Harbor Light permit to hinder their progress or injustices at play in the Beach 101st planned shelter to fast-track their progress. Sure, we can stamp our feet on the ground and yell at the Mayor and say we don’t won’t allow it. Sorry folks, that is an absolute waste of time! The New York City Charter is set up in a way that there are very few checks and balances on the Mayor’s office. The Mayor of NYC is essentially the King of NY. King or not, there are, although few, checks and balances within city government. Thankfully, some of the checks and balances are held by

I think he will be our best chance to halt the assault on our community from the Mayor’s office and the powers that be. No matter who you vote for it is imperative that we all get out and vote to show that we care about our community and we do vote. Remember, if you give up your right to decide, you give up your right to complain. Let’s do this!

We must encourage Stringer to audit the developer and its dealings with the NYC Department of Buildings and Department of Homeless Services. St. Patrick’s Dance Magical Ocean Bliss Yoga ventured across the country to the beautiful Colorado mountains in the middle of winter to reset our bodies, minds and spirits. It was the most magical and restoring retreat I have ever experienced. Being in the company of like-minded people, flowing with ease, connecting to our deepest selves and one another was quite the gift for each and every one of us. For some, we were taken out of our comfort zone, flying across the country with people who we did not really know so well. It did not take long for everyone to embrace and respect one another. It was really special and we are forever grateful to have had this experience with a very unique group of souls. We developed friendships that will last a lifetime. Sun Mountain Retreat Center is located in Manitou Springs, Colorado surrounded by mountains and walking distance to the Garden of Gods and a charming historical town. There was a spa in walking distance where we soaked outside in mineral baths surrounded by mountains, so healing and soothing for the body and mind. Relaxing massages and treatments permitted us to enjoy down time between classes and sooth away any stress or tired muscles. The moment we arrived at our destination, there was a feeling of slowing down and leaving behind everyday life. Our mantra was peace and we opened with, “Welcome to Ocean Bliss Yoga Retreat at Sun Mountain Center. Be in your present moments, slow down, stop, look, listen. There is nothing you have to do, this time is yours, we are here to give you space.” All of our meals were cooked for us, guaranteeing delicious,

organic, vegetarian, gluten-free wholesome foods that tantalized our taste buds and nourished our bodies. The chef and his staff were so warm and welcoming. By the end of the weekend, we would be the best of friends. We were all so grateful for their kindness and generosity. We felt at home in a beautiful mansion surrounded by the vast mountains of Colorado. We were able to offer classes to stretch and strengthen the body from our heads to our toes, bringing awareness to alignment cues that would be helpful in the students’ regular practice. Teaching them the practice of awareness from the inside to the outside. Encouraging time out to reflect, meditate and be mindful. Learning how to be peaceful on and off the mat. Explaining the subtle energies of the body and mind. It would truly be the whole practice of yoga. If you’re new to yoga or have a regular practice, yoga retreats give you the chance to build a yoga practice or learn new poses, with classes taking place in the morning when the mind is clear and body is rested. We ended our retreat in a special restorative practice that eased the body and mind, preparing us to travel back home in comfort. The flight home was smooth and at the end it was hard to say goodbye. This was a trip we never wanted to end. Women of Distinction Nominees Sought Assemblywoman Stacey Pheffer Amato announced the opening of nominations for her 2nd Annual 2019 Women of Distinction Awards to celebrate women throughout the community who have shown great strength in their actions to foster a brighter future for all. Awards will be given for work in various fields, including health care, business, volunteer work, humanitarian work, education and military service. Winners will be honored at an awards ceremony in March, date/time/location to be determined. “We must do more than only commemorate the achievements of women in the past,” Pheffer Amato said. “We must also honor women of today and highlight their achievements to better show the continuing accomplishments of women

and how they inspire others to strive for greatness. Our first annual ceremony was a huge success, so this year we are looking to expand on that success! We can never show complete thanks to these Women of Distinction, but to honor them with a special Award is one step we can take to show our gratitude.” Among those honored in 2018 were Far Rockaway’s Felicia Johnson, Rockaway Park’s Sophia Skeans and Roxbury’s Elizabeth Stoehr. “Rockaway is a transportation desert because our infrastructure sucks, we have the highest unemployment rate in the borough, and then of course, resiliency and sustainability. Of course, affordable housing is a priority as well, because according to the Department of City Planning, Rockaway is 44 percent rent-burdened with homes, meaning people are paying more than 30 percent of their income on rent. “I know these are not things that 150 people in the State Assembly can resolve alone even if they are united, but certainly it’s worthy bringing it to the forefront because these are all issues that are affecting residents on a daily basis,” Anderson said. When asked why take this leap to run for State Assembly, Anderson frankly stated, “I truly care and want to advocate for what people need. I threw my hat in very early in the race because I want to use this time to help rally some of the people who have pushed and sup-

ported me over the years. Now here’s my chance to create a new narrative for the community. I really pride myself on being an advocate for the people who are not in the room. “I’ve been doing the work in the community, I’m super excited and super energetic about what’s happening in Rockaway and and see the potential for change. Some of the platforms Anderson stands on include: equitable transportation, sustainable employment like with the JFK Redevelopment Plan; and resilient storm protection measures. What’s also really endearing about Anderson is though he is so mature, motivated and a beacon of leadership — he is still a youth at heart. As he was wrapping up the interview with The Rockaway Times, he said, “Now on to my next appointment. I just ordered some auto parts. Meanwhile In Staten Island‌ ARMY CORPS TO START SEAWALL IN 2020 Senator Charles Schumer, Mayor Bill de Blasio, and Governor Andrew M. Cuomo, announced that they have successfully brokered a Project Partnership Agreement (PPA) with the U.S. Army Corps of Engineers and New York State to lock in funding for the construction of the Staten Island Levee project. The Staten Island Levee project is comprised of a series of interconnected levees, berms, and seawalls stretching from Fort Wadsworth to Great Kills on Staten Island’s East Shore. This system, which is designed to withstand a 300-year storm, will protect against the growing threats of sea-level rise and storm surge and will dramatically strengthen the resilience of the area, which was severely damaged by Hurricane Sandy. According to a U.S. Army Corps of Engineers (USACE) study, the Staten Island Levee project is projected to reduce damages

to the area by $30 million annually over a 50-year timeline. The Army Corps which is responsible for managing the design and construction of the project, has made significant progress in recent years by completing a feasibility study, conducting geotech and groundwater monitoring, and starting final project design. USACE plans to break ground on the project in 2020 and expects full completion in 2024. In addition to the $400 million in federal funds allocated to the project, New York State’s Department of Environmental Conservation is contributing $150M and New York City is contributing $65M in City Capital funds. Although there remains some hope among officials (and residents) that Rockaway will get short-term sand replenishment to keep summer beaches open this year, no plans have been announced.

Breezy Resident Pens Children’s Book By Ryan Schwach

Breezy point resident, volunteer firefighter, and music educator Christopher Warren has published a new children’s book. Composers 1 to 20 aims to educate elementary-age children about the world of classical music and its icons. The idea for the book came when Warren, who has been musically inclined since he was four, and now teaches music, was taking a class and had to design a flip book for an assignment. He quickly came up with the idea of combining a counting book with the names of prolific classical composers. “He said he’d never seen anything like it,” Warren said, speaking about his professor after he had shown him the prototype for the book. The professor told him he should find an illustrator. Through a mutual friend, Warren met Dalian Grant from Jamaica, Queens. “I had nev-

er seen anything like this. It sounded challenging, but I decided I wanted to try something new, and I’m pretty happy with what we came up with,” Grant said, who is selftaught and modeled the style of the art after other children’s books. “Something that looked whimsical and childlike,” he said. Warren said the decision to go with Dalian for the illustration was almost instantaneous, “I knew I wanted him on this after meeting him for five minutes. He took one glance at the picture of Beethoven on his phone and five minutes later he had the picture of Beethoven you see in the book.” When it came to selecting which composers to fit into the 20, Warren said there were a few obvious choices, mentioning Mozart, Beethoven, and Bach. The others came from different motivations. For instance, Gustav Holst is

number seven, known for his work, The Planets because “every kid loves to do something with outer space,” he said. Another motivation was including diversity in the list, including African-American composers Scott Joplin and William Grant Still, as well as Ethel Smyth, an English composer and suffragette. “I want kids of all races and creeds and beliefs to know that this is something that is available to you,” Grant said. Since the book was released in November of last year, Warren said they have enjoyed a little success, including making it into the top 100 children’s music books on Amazon.com. The librarian at the school he works at keeps asking him to bring more because kids keep wanting to take it out. Warren was recognized by the Point Breeze Volunteer Fire Department, of which he is a member, on their Face-

book page saying: “We are happy to endorse F.F. Warren’s book and his efforts in enriching the community of Breezy Point through his work in Music Education.” Going forward, the duo hope to expand the musical counting book formula into a series with different genres of music, and possibly switching to alphabet books as well. The books are currently available on amazon.com and barnesandnoble.com. The duo will be making an appearance at the Dolphin Bookstore in Port Washington, Long Island on March 3 at 11:30 a.m.

Elementary We live in a world dominated by technology where we all spend increasing amounts of time on our cell phones and computers, and less time observing the world around us. As I wrote a few months ago, this includes how medicine is practiced. Many physicians spend more time reviewing lab results and imaging studies than they do observing, listening to, and examining their patients, thereby dulling their senses. When we think about the art of observation and deductive reasoning, we are reminded of Sir Arthur Conan Doyle’s famous literary character, Sherlock Holmes. Many people do not realize that

Doyle was a physician, and that his character Holmes was based on Dr. Joseph Bell, one of Doyle’s professors during his time at the University of Edinburgh. Sir William Osler, known as the father of modern medicine and a contemporary of Bell, also emphasized the importance of observation in his teachings and stated, “The whole art of medicine is in observation … to educate the eye to see, the ear to hear, and the finger to feel.” Or you can distill Dr. Bell’s and Dr. Osler’s wisdom and simply quote Yogi Berra: “You can observe a lot by just watching.” Arthur Conan Doyle studied medicine at the University of Ed-

inburgh Medical School from 1876 to 1881. It was there that he met Dr. Bell and became his clerk at the Edinburgh Royal Infirmary. Doyle was a moderately successful physician, but his true fame began in 1887 when he created Sherlock Holmes in a novella titled, “A Study in Scarlet.” Doyle would write to Dr. Bell in 1893, “It is most certainly to you that I owe Sherlock Holmes. I do not think his analytical work is in the least an exaggeration of some effects, which I have seen you produce in the outpatient ward.” Dr. Joseph Bell (1837-1911) was a Scottish surgeon. He served as personal surgeon to Queen Victoria whenever she visited Scotland. His diagnostic intuitions astonished medical students and patients alike — even before patients uttered a word. Bell would describe their symptoms and give details of their past lives, rarely making a mistake. While he published several medical textbooks, he was most famous as a teacher – his skill in diagnosis was legendary, and this skill rested substantially on his acute powers of observation.

Bell once told a reporter, “Every good teacher, if he is to make his students good doctors, must get them to cultivate the habit of noticing the little apparent trifles.” In his autobiography Doyle wrote, “I thought of my old teacher Joe Bell, of his eagle face, of his curious ways, of his eerie trick of spotting details. If he were a detective, he would surely reduce this fascinating but unorganized business to something nearer to an exact science.” It is from the clinical cases of Dr. Bell that we are reminded to spend time observing patients as opposed to the computer. Many diagnoses can be made with a good history and physical examination, thereby eliminating the need to order unnecessary lab and imaging studies. As Bell was fond of saying, “Observe carefully, deduce shrewdly, and confirm with evidence.” Were he alive today, he would no doubt advise not just doctors but everyone to put down the cell phone and computer, and pay attention to what is happening around you. DATABASE REVEALS STATE SALARIES The complete 2018 New York state government payroll is now posted on SeeThroughNY. net, the Empire Center’s government transparency website. The updated database includes the names, titles, base pay rates and total pay of more than 297,000 individuals who worked in the state’s executive, legislative or judicial branches at any point during calendar year 2018. Taxpayers can search state government payrolls dating back to 2008 on the SeeThroughNY.net website. The highest-paid employee on the state payroll was Dr. Gary Green, a Clinical Associate Professor of Health Science at SUNY Health Science Center at Syracuse. His pay totaled $752,827. A total of 3,793 state employees, including 2,559 executive branch workers, were paid more than Governor Andrew Cuomo’s $179,000 salary. Included in the 100 highest-paid

state employees are four SUNY coaches. At SUNY Buffalo, basketball coach Nathanael Oats was paid $664,396 (#4) and football coach Lance Leipold was paid $472,247 (#41). At SUNY Stony Brook, football coach Charles Priore was paid $429,915 (#64), and basketball coach Jeffrey Boals was paid $396,215 (#90). All but one of the 100 highest-paid state government employees worked for either the State University of New York (SUNY) or the City University of New York (CUNY). Not reflected in the data are costs of pensions, health insurance for employees and retirees, and other benefits. Life With Our “Artistic� Child By Kami-Leigh Agard

Pols — Please Protect Our Children I’m sure most of you Rockaway dwellers have heard about the impending threat of a proposed 120-bed homeless men’s shelter to be deposited in a Beach 101st Street warehouse. Why am I making this the focus of my column about parenting a child on the autism spectrum? Well, expressly, because I am a parent of a special-needs child residing blocks away from a facility that will be warehousing homeless men. Now first, I am not condemning homeless people. Life does throw us some unexpected hurdles, and we never know where we will end up. Many of us are a paycheck away from being homeless. That reality is one of my greatest fears, and I dare not look down on people who fall on hard times, as a result of losing a job, falling prey to an addiction or even losing one’s home in a fire or a superstorm like Sandy. That being said, I am against opening this shelter on Beach 101st. Hundreds of students attend schools in the immediate area, including St. Camillus which is obliquely located across the street. Every day, you see swarms of students walking on the street, waiting for a bus, heading to the sub-

way, and popping into local food shops for a snack. If the day is warm, you’ll see them happily laughing with their friends, heading to the beach. Many young adults on the autism spectrum, who have proudly completed their independent travel training course, also walk along this strip heading home. Sometimes I would see a few with anxious looks on their faces as they trepidatiously weave through the streets flooded with youth, some whom I have noticed look at these autistic individuals with a curious look, some even crudely making fun of them. As I sometimes hurriedly walk on Rockaway Beach Boulevard on an errand, unbeknownst to these autistic young people, I would hang back and watch to make sure none of the school children bothered or harassed them. I have a ten-year-old daughter on the spectrum, and my heart would hurt as I observed, and thought about my own little girl, wondering if this is the kind of bullying she would face in her older years. Now as for this shelter. I believe it is asinine to the max. As astutely stated by The Rockaway Times Editor Katie McFadden on a Facebook post:

“To those who are defending this homeless shelter, saying it will be for veterans because it’s attached to the BVSJ‌don’t be fooled. This home isn’t for veterans. If it were, DHS would have said this outright to try to curb some of the backlash. All they said was that this will be for 120 homeless men.â€? I’m not assuming that all 120 of these homeless men will be social deviants, but if the population resembles those at the Pamoja House, which is also run by BVSJ, we’re in trouble. The BVSJ website explicitly states: “Pamoja House specializes in managing a homeless population that was refused from other shelters in NYC‌approximately half of our residents are formerly incarcerated or had some contact with the criminal justice system.â€? Also, shelter residents usually are not allowed to stay inside all day as they are supposed to be out proactively looking for work, which means we will see a lot of drifters standing on corners, panhandling, whilst our children are

walking by. I’m not saying all these men are suspect, but we can deduce there will be quite a few bad apples. Also, not to mention the potential for crime. Just last year, after a NY Daily News exposĂŠ, DHS was forced to release thousands of pages of incident reports, documenting everything from assaults to drug dealing to arrests inside homeless shelters, which they had been concealing for years. Local politicians, please step up and fight to make sure this shelter does not come to fruition. In a Facebook post, someone posed the question, “Where is a good place to put a homeless shelter?â€? My opinion is that all depends on the kind of shelter. If it’s a facility providing services for families to get back on their feet. Great. However, as for crudely warehousing men with a criminal history, definitely not in a neighborhood with families. Directions: Combine the mustard, balsamic, garlic, rosemary, lemon juice, salt and pepper. Pour into a zip lock bag or plastic container. Add the chicken and toss until fully coated. By Sharon Feldman Marinate for at least 30 minutes. Serves: 2 Put chicken and remaining Ingredients: 4 boneless skinless, chicken marinade in a lined baking sheet and bake for 30 minutes until thighs chicken is no longer pink. 1 tablespoon Dijon Mustard ½ cup balsamic vinegar The Louis Hammel’s Hotel on Beach 85th Street started out as shown here. It was enlarged a few times, then finally became an L-shaped building that was two stories higher with the top as a mansard-type roof. A small shed was the first house of the Rockaway Beach Volunteer Fire Department, storing a ladder and bucket wagon pulled by manpower to a fire. Katie Lucev is the daughter of the late Rockaway Beach Historian, Emil R. Lucev Sr. (1933-2018).

BCAC Shamrocks Kicks Off 2019 Football Registration Who rocks! Shamrocks! So parents, why not grab the chance to register your aspiring ball blazer for the Broad Channel Athletic Club’s (BCAC) Shamrocks 2019 Tackle Football program. Registration is underway, and is open to children and youth ages seven and up. Divisions are as follows: Peanut, for children ages five to six; Pee Wee, children ages seven to eight; Midget, ages nine to 10; Pony, ages 11 to 12; and Senior, for youth ages 11 and up, (as of the present 2019 calendar year). The BCAC, established in 1961, is well-known for its long, rich legacy of hosting a variety of sports programs, not just for children and youth in Broad Channel and the Rockaway peninsula, but also surrounding neighborhoods. The Shamrocks football program prides itself on not only focusing on player safety and fundamentals of the game, but also player development, sports-

manship, friendship and fun. Registration for Peanuts is $175, and Pee Wee to Senior $250. Peanut to Pony teams play in Nassau Suffolk Football League. For all divisions, registration includes a certified helmet for player safety and shoulder pads, (which must be returned at end of season). Players also get a game jersey emblazoned with their name, and also included is a practice jersey.

A Heartwarming Valentine’s Tale

Valentine’s Day was ruined. How could I forget my own gift on the ferry? I threw down my book bag, hastily fed my cats, and stormed back out into the cold Rockaway night. Alas, it was for naught — the boat had already left the dock, with no more coming until 5:15 a.m. The day had started lovely, too. Valerie, my Valentine, had surprised me with a gift of dark chocolate-covered strawberries from the Godiva store up the block from our office in the Financial District. We went out for tequila and fajitas after work, and then she walked me to the 8:15

p.m. ferry at Pier 11. Valerie made me promise to save her a strawberry as we parted, so I knew I had brought the white bag with me from the restaurant. But when I walked in my apartment, the bag was gone. Maybe it was the long week, maybe it was the tequila. Either way, forgetting the gift threatened to permanently sour the holiday. I had to tell Valerie the bad news. Yet as I pulled out my phone, I was hit a dose of millennial inspiration — I could tweet NYCFerry to see if they still had the bag. I had no time for punctuation or grammar: “@NYCFerry I left my Valentine’s Day gift on final Rockaway ferry of the evening, left at 8:15 from Pier 11. Is there any way I can get it back?” Nine minutes after I sent the

tweet, the mysterious “M” responded. He/she asked for a “detailed description of the item,” and the location I may have left it on. Per the request, I spared no piece of information. “Hey NYC Ferry! I left my Valentine’s Day gift on final Rockaway bound ferry of the evening, leaving from Pier 11 at 8:15 p.m. It was a white Godiva bag with white tissue paper, and a gold Godiva box of chocolate-covered strawberries with a tag reading, “To: D From: V.” I was sitting on the left side of the vessel when you are entering the boat, about three or four rows in.” “M” worked his/her magic and got back to me rather quickly. “Hello Dylan! Thank you for the detail. I believe we found the bag. They will

be bringing it back to our homeport this evening and I can arrange for the bag to be at Pier 11/Wall Street tomorrow afternoon for pick up. Does that work?” It did work. I went to Pier 11 twice on Friday — first shortly after 12 p.m., where it was confirmed that the gift was en route from the port, and then again with Valerie at 2:30 p.m., when the bag had returned to dock. The gold box and red bow were intact inside. I have always scoffed at Valentine’s Day, but not anymore. There will always be a little extra magic on that day, now thanks to Valerie, “M” the miracle worker, and the kind crew at NYC Ferry. And yes, I kept my promise — we shared the strawberries this weekend.
