Community Board Recap Jetties And Huge Gate in 2018

An eventful Community Board 14 meeting featured a mostly well-received presentation from the Army Corps of Engineers, a varied and voluminous public speaking section, and two important committee updates, including more spirited talks about surfing beaches and a long-delayed skate park. Prior to the ACE presentation several audience members held up signs with phrases saying “We’re Ready for Our Jetties,” “Don’t Be Late with Our Flood Gate,” and “The Piping Plover Has Better Protection than Humans on the Peninsula!” The Army Corps of Engineers (ACE), represented by Dan Falt, provided an update on their reformulation study regarding the Rockaway peninsula’s protection from future natural disasters. Falt said that they have completed preliminary tasks and identified a plan for the beach and bay which will be taken to Washington D.C.

in two weeks to receive official approval. The ACE has spoken with the public, an alphabet soup of federal, state, and city agencies, and engineering experts in coming up with their plans. The study will not be released to the public until June 2016, at which point there will be a 30-day period for public and government comments. Despite not being able to give full details Falt was able to provide some information on the ACE’s plans.

Falt said that the targeted construction date is 2018 for reinforcing the entire length of Rockaway Beach with 12 new stone groins (jetties), from Beach 90th to Beach 121st Street and extending some in the Beach 30s and 40s. In Jamaica Bay a series of gates are proposed to be installed as a hurricane prevention measure, with one big navigational gate and 10 smaller lift gates scheduled to be built. Falt said that this type of technology is used around the world. It would

take “only a matter of minutes” to raise the gates in the event of a major weather event, Falt said. Falt did warn that the gates will not neccssarily prevent low-level flooding events, such as the rush of water Rockaway experienced several weeks ago following abnormal high tides. He said it was “too early to tell” how long the project would take and what would be built first. Falt said the main gate would likely be built at the Marine Park Bridge. In that case, Breezy Point would be protected by greener infrastructure which usually consists of such things as dunes, sea grass, oyster beds and other natural remedies. From Beach 127th to 149th Streets a barrier wall will put up that is made of stone and steel with several feet of sand on top creating a reinforced dune. Board Member Hank Iori said that they should focus their beginning efforts in that area since there is no boardwalk and therefore no protection. Falt said this was “a

Not Too Nice Last week’s parade reminded me of another trait that’s ingrained among the Irish – the need to be good at delivering a put down. And be just as good as taking one. To insult is to love. Though I guess it extends well beyond the Irish (who’ve just perfected it). Comedian Mike Birbiglia says, “I don’t smoke a lot of pot anymore. No one wants to hang around a guy who ends every sentence with, ‘Do you guys hate me?’” It’d be just as awful having somebody say, “Do you guys like me?” There’d be only two reactions if someone dropped this on a group of guys. Everyone would laugh because they figured the guy was doing some Sally Field impression (you like me, you really, really like me) or it was a trick question.

If you actually said yes, I like you, you’d be ambushed with ridicule. Instead, you laugh off the question. The other reaction? Well, if the guy asking “Do you guys like me?” was sincere, everyone would be creeped out. Eww, why are you asking? Of course, I’m only speaking for the male side of the population. I don’t know how women take it if one of them needs to ask if their friends like them or not. From a guy’s point of view, if you’ve got to ask friends if they like you ….well, a couple of things. If you have to ask, they’re not your friends. And if you’re weird enough to ask you’d probably lose them as friends. Guys are born to bust balls. That’s as close to showing affection as they can get. But there are exceptions. Oddly enough there are some guys who are known as really nice guys but they don’t have close friends. They’re too damn nice. No one says a bad word about them

because, well, because they’re really nice guys. But hanging out with really nice guys gets boring fast. Nice guys don’t break your shoes at all. What kind of friend doesn’t bust you once in a while? If he doesn’t bust yours, how are you gonna bust his? How do you have a conversation? The language we use is a tip. There’s a difference between good and nice. If somebody says so-an-so is a good guy that means he’s gonna give you the business once in a while and expect it in return. But if somebody says so-and-so is a really nice guy, that’s it. There’s no more there, there. After you talk about the weather and ask about the family, it’s over. But things are not always clear cut. Some friend might compliment your suit or tie but you can’t be sure he’s being sincere. You pause before you say “thanks.” See, he might say, “Nice suit” but hold on.

And as soon as you say thanks he might add, “Where’d you get it, Alexander’s?” A lot of guys deflect a compliment because they don’t know how take them. Somebody says “Nice suit” and the other guys will say “Yeah, I got it out of the Goodwill box” or “Yeah, but my jacket’s buttoned because I can’t close my pants.” Nicknames – there’s a whole ‘nother column -- often are born out of brotherly love and insult. Sometimes nicknames are limited to just two people. I’ve got a friend who’s white but since high school I’ve been calling him Sammy because he bears a resemblance to Sammy Davis, Junior. That’s affection. Some guys want to lose their nicknames as they age and friends will respect that but they keep the old nickname in the chamber if need be. I guess if you’re a guy and nobody’s making fun of you, well, you’re too damn nice.

Mayor Says Ferry To Be Permanent The boos and heckling were loud and steady as Mayor de Blasio marched through Belle Harbor and Rockaway Park at the St. Patrick’s Day Parade on Saturday, March 5th. The cantankerous reception didn’t stop the Mayor from delivering news that brought cheers at the end of the parade. From the reviewing stand on Beach 105th Street, the Mayor praised the long history of Irish contributions to New York and then announced plans for the ferry. “There will be a ferry stop in the Rockaways,” the Mayor began. “There will be a shuttle bus in the Rockaway to the ferry stop. A ferry ride will costs the same as a subway ride. The same as you pay when you get your Metrocard. It will not just go to one place in the City it will go to multiple stops. It will be a whole citywide system. So the people in the Rocka-

way swill be connected more deeply than ever in the city. “And this is the most important part. This is not temporary ferry service. This is permanent ferry service starting next spring, 2017.” The ferry will launch from Beach 108th Street, effectively the mid-point of the Rockaway peninsula. The shuttle bus routes have yet to be finalized and announced though preliminary plans suggested a stop in the Beach 60s on the east and Riis Park on the west. The dock structure, and amenities and parkland nearby are still on the drawing board. As is the use of the National Grid site which was previously used for parking when the temporary ferry service was started after Hurricane Sandy. Although news of the permanent service was joyously received, the ferry boat itself is a concern. Longtime ferry

advocate Joe Hartigan, has warned the Economic Development Corporation (EDC, the agency spearheading the ferry system) and City Hall that boats must be big enough to carry enough travelers and fast enough to make the trip worthwhile for commuters. Hartigan also urged city officials to take test runs on proposed ferries before committing to any ferry operator. “Would you lease a car without test driving it? Would you marry someone without getting to know them?” he’s asked. Hartigan’s concerns rise from the fact that Seastreak, the company that operated the popular service from late 2012 through October 2013, might not be the bid winner for the new service. Although no official announcement has been made, Crain’s New York said Hornblower, a San Franciso-bases company will be awarded

the city contract. Hartigan’s concerns aside, the Mayor’s announcement that that ferry would be permanent is significant. Developers, commuters, and tourists are among those who may take a new look at Rockaway. Local merchants, particularly those nearby, are certain to benefit from the new service. We’ve got a ferry coming. The boardwalk will be brand new from one end to the other; the Harbor Light will be open again; a new medical center at the old Key Food will offer top flight medical care; and we’ll be that much closer to having a new hotel at Beach 109th. 2016 is Rockaway’s Christmas Eve. ***** Congratulations to filmmaker Tom Brookins who recently had

his film, Fire And Water, accepted into the Newport Beach Film Festival. We got to see some rough cuts as he was putting the film together and we are…what’s the expression?....we are STOKED to see the finished product on the big screen. The film’s got surfers, firefighters, and old clips from Hawaii and Rockaway that you won’t believe. ***** Don Antonio Carbone is such a Facebook fan of ours we have to give him a shout out. Don shares and likes our stuff so often we gotta give him a thumbs up here. ***** Speaking of Facebook. Katie McFadden snapped a video of the O’Malley Irish dancers at the Rockaway St. Patrick’s Parade and posted it on Facebook. Since posting it on Saturday, the video has reached more than 78,000 people! The post got more than 1500 likes! The 30 second video was great because the dancers were great ! The Lazer Speaks THE FIRST SURGERY By Lou Pastina

Well I made it 58 years without surgery but all that changed on Friday when I had knee surgery. I have torn the ligaments in both my ankles twice to the point that they were black and blue all over; I have torn the meniscus in my right knee twice but opted not to have surgery, but this last time proved that age catches up to you in the healing department, and opted for surgery. I guess I always felt like if I got surgery once it would be an unending string of surgeries after that, so I thought, “Don’t do the first one.” The preop visit could not have gone smoother. The primary doctor okayed me, and everything was set for the big day. I got to the hospital as directed by 5:45 a.m., and I was number two in the line-up. I didn’t realize

today’s surgeries are like body and fender shops, you line them up and bang them out. I figured the number two slot was a good position, as any mistakes made by the surgeon on number one due to drowsiness would be straightened out by patient number two. I was encouraged by the efficiency of the production line, as everyone asked me my name and date of birth, and the surgeon did the same and marked the correct knee to operate on. These actions all built up my courage as I was wheeled into the operating room. I couldn’t help but notice that there were at least ten of those rooms; this really was a production plant. And the 30 seconds of small talk evaporated with the sounds of the anesthesiologist saying, “Ok how does that feel?” I woke up in the recovery room, apparently twenty min-

utes later with my knee bandaged. There was little pain as I was still very much medicated. My driver for the ride home was escorted in and she asked me as many questions as possible while I was under the influence of the truth serum. Apparently answering the questions correctly, the mermaid drove me back to Rockaway, while I dreamt happy thoughts in the back seat. I recalled feeling that perhaps I should always be medicated while others are driving, because I didn’t fear for my life once, as I am so often accustomed to. Ice and elevation were in my future, but not much pain, and a friend asked, “Do you think they actually did anything?” That was an unsettling thought because I had not unwrapped the knee yet and frankly couldn’t tell much difference. However two days lat-

er I did unwrap the knee, and there were two small incisions stitched ever so finely. If they did fake it, they did a good job. I guess the true test will come in the weeks ahead when I start to test drive the surgeon’s work. I have heard stories in many directions – some saying they were playing tennis three weeks later, some still limping six months later. Only time will tell, but if this works out well, maybe its time to get other things operated on. I mean if it’s this easy, I probably can start to rebuild this body to last another 58 years. I still feel young in my mind, but a friend is quick to remind me, you are probably faking it, it’s all in your head. Maybe, but at least it’s March and the sun is beginning to shine, and I should be walking well soon. What’s next, a nose job? I heard hair transplants are getting better too!

Sanders Hosts Flooding Discussion By Katie McFadden

It was standing room only at a meeting held at Peninsula Nursing and Rehabilitation on Thursday, March 3, regarding the recent flooding issues throughout the peninsula. Senator James Sanders hosted the meeting, which featured several representatives from various city and state agencies. A few weeks ago, residents were caught by surprise when the streets suddenly flooded. Steve Zahn, Deputy Director of the New York State Department of Environmental Conservation, explained that the tide was caused due to a combination of offshore storms, a low pressure zone and high tides during a new moon. “The water just piled up,” Zahn said, “and that is something that is relatively difficult to predict.” Some residents believed the overflow was due to clogged catch basins and complained that the city hasn’t addressed this issue. Mario Bruno, the

Assistant Commissioner for the NYC Department of Environmental Protection, said that more action is taking place in regards to catch basins that before. Starting this year, the DEP has adopted a policy of inspecting and cleaning catch basins once a year and repairs will be made as needed. Previously, the city’s 148,000 catch basins were only inspected every three years. The NYC Department of Design and Construction was on hand to discuss some of the projects that are and will be taking place in Rockaway, which may alleviate flooding issues. There are 25 projects slated for the area according to Maria Centeno, Director of the DDC’s Office of Community Outreach and Notification. Many of these projects include sewer and water main work and others are full reconstruction projects that include street and subsurface work. Thirteen of these projects are currently underway and another three are expected to begin before the end of the

fiscal year. Other projects are still in the design and compliance stages. Nicole Garcia of the Department of Transportation also said the agency has reconstruction and sewer projects planned. The DOT has resurfaced about 20 lane miles this fiscal year and will be completing 20 more in June and July. Garcia also said that the DOT has been able to address pothole complaints within threeand-a-half days and has filled 130,000 potholes throughout Queens in the past year. Zahn touched on the larger subject of coastal protection being conducted by the Army Corps of Engineers along the beach and bay. While protection efforts have been visible on the beach side, the Army Corps’ reformulation study is still in the works and they are expected to come up with a detailed plan for mass protection. Many expressed concern about what will be done on the bayside. Zahn explained that the Army Corps has come up with two al-

ternatives so far which included installing a large gate at the inlet to keep water from coming in, or raising the elevation of the bay walls and berms. Some residents brought up the issue of increasing flood insurance costs. Margaret Becker, Director of Disaster Recovery with the Flood Division of Legal services said that the rates will rise since Congress is phasing out most subsidies that exist for flood insurance costs and once the new FEMA flood maps take affect, much of the peninsula will be considered an A-E zone, or high risk zone, or V-Zone, which is extremely hazardous. Those with a mortgage will be forced to pay flood insurance and premiums will be added to monthly payments to a lender if the homeowner doesn’t comply. Sanders said a follow up meeting would occur on April 7. The time and location are to be determined. “This is not a quick trip,” Senator Sanders said. “This is a struggle for the life of the Rockaways.”

Cheers and Jeers on Parade Day By Katie McFadden

Irish eyes were smiling at the 41st Annual Queens County Saint Patrick’s Day Parade on Saturday. Thousands came out for one of the largest parades on March 5. Saturday’s parade, brought to us by Parade Committee President Michael Benn, the parade committee and local sponsors, was a big hit once again. With John J. Murphy, business manager of Plumbers Local Union 1 as this year’s Grand Marshal, one of the largest groups of the parade was the workers, family and friends from Local 1. Although absent from last year’s parade due to a required work day after a large snowstorm, the Department of Sanitation was back this year. There were bagpipe bands aplenty, Irish dancers, fire departments, antique cars, school groups and more. The reviewing stand was located at Beach 105th Street and the parade came to an end at St. Camillus where marchers gathered for the award ceremony.

This year, Breezy Point Catholic Club Pipes and Drums took first for Best Band. The Shannon Gaels Athletic Club won for the Best Youth Group. Cork Pipes and Drums won first for best marching unit. Best Fire Department went to Rockaway Point Volunteer Fire Department. First place school went to St. Camillus Catholic Academy. County Tyrone Pipes and Drums took first place pipe band. The Most Spirit award went to Plumbers Local 1. First place community group was Scholars’ Academy. O’Malley’s Irish Dance Academy won first place dance school. Channel View was the best high school. First Place college was Manhattan College and the Mary Rooney Failte award went to the Ladies Ancient Order of Hibernians 25. Awards were also given to this year’s honorees. Mayor Bill de Blasio arrived on time for this year’s parade and marched the whole way, despite getting booed throughout. He had a more positive reception once he reached the reviewing stand, where he reminded peo-

ple that the ferry will return to Rockaway as part of a citywide service in 2017. He said, “There will be a stop in the Rockaways. There will be a shuttle bus in the Rockaways to the ferry stop. The ferry ride will cost the same as a subway ride, the same as what you pay when you get your Metrocard. It will not just go to one place in the city; it will go to multiple stops in Brooklyn, Queens and Manhattan. It will be a whole citywide system. So the people in

the Rockaways will be connected more deeply than ever to the city, and this is the most important point; this is not temporary ferry service, this is permanent ferry service starting next spring 2017. We look forward to kicking it off in the Rockaways. Thank you everyone and happy St. Patrick’s Day to all.” The Mayor’s announcement that the ferry will be a permanent service was met with cheers. RWA Offers Summers Jobs Rockaway Waterfront Alliance’s (RWA) paid Shore Corps summer leadership program is now open for registration. Shore Corps is a paid ser vice-learning program focused on environmental stewardship and community development. If you’re reading the Rockaway Times on Thursday there is a town hall-style ferry meeting being held tonight, March 10th, from 7:00 p.m. to 9:00 p.m. at Challenge Preparatory School, located on 710 Hartman Lane in Far Rockaway. It is organized by Congressman Gregory Meeks and will include appearances from a number of elected officials, including State Senator Joseph Addabbo, Assembly Members Michelle Titus and Phil Goldfeder, and City Council Members Eric Ulrich and Donovan Richards. The meeting will also include a presentation by the city’s Economic Development Corporation, which has been visiting Rockaway frequently in the past few weeks to give updates on the ferry. The town hall comes days after Mayor Bill de Blasio announced at the Rockaway St. Patrick’s Day Parade that citywide ferry service will become permanent once it begins next year.

Goldfeder: Fix Parking Meters You finally find a spot on Beach 116th Street, you get out of your car, scrounge up a quarter or two, head to the meter to pay the city and—wait, that machine’s broken. And so is the next one. And the next one. By the time you find a working machine you realize it may have just been easier to risk a ticket. In a letter to the Department of Transportation Assemblyman Phil Goldfeder pleaded with the agency to repair the Muni Meters. “Broken parking meters aren’t just a blight on Beach 116th Street, they also discourage people from shopping at our great local, family owned businesses on the block,” he wrote. Goldfeder especially called on the agency to fix the meters before beach season starts, as parking will be at a premium and visitors may not want to waste time trying to find a functioning machine.

Is Yoga for Men?

What Men Need to Know About The Rise of BRO-GA By Bridget Scala

Most group exercise classes are predominantly filled with women. Yoga was no exception. Now however, men are starting to become more and more likely to show up on the mat. Statistics are showing that as yoga gains in overall popularity, men are beginning to change their minds about yoga. A company literally branded the name BroYoga, and has classes and teacher trainings to teach specifically to men! While I am for any growth in popularity of yoga, I don’t think men need their own separate classes to be able to practice yoga. So what do men who want to do yoga need to know? Yoga isn’t just about being flexible, it’s about building strength, improving posture,

improving breathing and overall well-being. Yoga can be intimidating as images of perfect bodies in seemingly impossible poses have become the face of yoga in the world of magazine covers and social media But at the heart of yoga is the idea that yoga is not a competition, but rather a practice, where one pays mindful attention to their bodies and respects the body’s limitations at that moment in time. Yoga is about experiencing your body in the poses, not about how your pose looks. Men should know that most people struggle when they start to practice yoga. When you are in class, focus your awareness on your mat, try not to look around to compare yourself to others. Even the simple act of breathing in yoga can cause some people

to feel frustrated with their “performance.” Keep in mind it isn’t about perfection but practice. Men should also know that there are lots of variety in yoga styles and classes. Many studios will offer workshops for beginners, and even have private lessons for those who may want to dive in deep or need special attention for an injury or illness. There is Vinyasa, Hatha, Gentle, Restorative and Hot Yoga, and that’s just to name a few! Don’t be hard on yourself, and don’t put limitations on your practice. If you think inversions are impossible at first, you can practice a gentle inversion like legs up the wall until you build up to shoulder-stand. But in yoga as in life, its best to avoid thinking you could never do something!

One trend I have noticed is that I see more men practicing Hot Yoga. Anita Ruderman, owner of Hot Yoga Rockaway Beach, said her students are 15-20% men, a higher percentage than other local yoga classes. Hot Yoga is practiced in a hot room and is a series of 26 poses. Unlike other styles of yoga it is the same 26 poses, practiced in the same sequence every class, with excellent cueing, which can be helpful for beginners to really learn those poses. I think men like the straightforward approach of the repeated sequence, the heat that helps flexibility, the sweat, and the challenge of the class. Freezin’ For a Reason! Polar Plunge on Saturday By Katie McFadden On Saturday, hundreds will be Freezin’ for a Reason and you’re welcome to join. The Rockaway Polar Plunge takes place at noon on March 12. This wild event is all for a good cause. Money raised goes to the Special Olympics New York. The event, in its second year, will take place at Bay 9 in Riis Park, or Riis Park Beach Bazaar. You can register the day of the event from 10 a.m. to 11:45 a.m. and the plunge into the Atlantic Ocean will take place at 12 p.m. Plungers raise money beforehand, which goes towards New York’s Special Olympics program, one of which programs takes place at St. Camillus. “Special Olympics NY provides competition and training to more than 65,600 athletes in New York State and 41,000 in New York City. Since you provide training at no cost to the

athletes and their caregivers, we come up with really fun fundraising events. One staple event is the Polar Plunge. We do 16 throughout New York City and this year we’re hosting our 2nd Annual Rockaway Polar Plunge,” Special Olympics New York plunge coach Kaitlin Brennan said. This year’s event is dedicated to Special Olympics athlete Emily Hutton, who passed away in August 2014. Emily was also honored at last year’s inaugural plunge, which was a wild success. “We really wanted to embrace the beach culture in Rockaway and recognize our local athlete, Emily Hutton. Emily’s mother, Noelle, raised more than $10,000 last year through Team Emily’s Favorites, which was made up of all of Emily’s favorite people, like her family, friends and fellow athletes. Emily used to work at the Bungalow Bar, so when they caught

wind of this event, they volunteered as a sponsor and hosted the post-plunge party. Last year Bungalow Bar’s team raised more than $5,000,” Brennan said. Rockaway’s first plunge was a huge success. “We raised $36,000 altogether last year, which is record breaking for a first-year plunge, where we usually raise about $10,000. The community blew us out of the water, literally and figuratively, by raising $36,000,” Brennan said. Around 300 people participated in last year’s plunge and Brennan is hoping even more will come out to Saturday’s plunge. “Our goal is $45,000 this year. We’re hoping 300 to 400 people participate,” she said. There will be day-of registration, but pre-registration is recommended so plungers can raise money. “People sponsor plungers. They write checks, give cash or go online to sponsor you, so when you

pre-register, you can share your fundraising link on social media pages,” Brennan explained. There is no minimum donation required to plunge, but there are some perks for raising at least $125. There will also be sponsor tables where goodies will be given away. Some of them include Ridgewood Savings Bank, Liberty Tax, Nesquik hot chocolate, 92.3 Amp and more. Some of the other sponsors include Robin Shapiro Realty, Local 3 Union Motorcycle Club and In Good Company Hospitality (Bungalow Bar). There will be a polar bear mascot running around for people to take photos with. There will even be a section for those who want to watch and are too chicken to take the plunge. “We have a chicken coop for those who are scared to plunge,” Brennan said. The Special Olympians are no chickens, though. There will be a few Special Olympians taking the plunge themselves, including teams from St. Camillus, Cross Island and Manhattan. Local fire departments and police precincts will be on hand with their own plunge teams and the Rockaway Point Fire Department will have divers in the water to ensure everyone is safe during the event. “Safety is our main priority,” Brennan said. During Saturday’s event, Brennan says registration is expected to pick up at around 11 a.m. and it will close at 11:45 a.m. “When we do the plunge, we lead people with our torch,

which represents the Flame of Hope. We begin all athletic competitions with the Flame of Hope. We’ll lead everyone in different costumes and bathing suits into the water like a parade. Everyone takes the plunge quickly and by 12:15 p.m., everything is cleared as people head to the after party,” she said. The party will be at the

Bungalow Bar on Beach 92nd Street. At this event, from 12:30 p.m. to 2 pm., there will be a DJ, plungers will get a free drink pass and there will be an award ceremony. Brennan is hoping this year’s event will be a bit warmer than last year. “It was freezing last year. I made it the last possible weekend in March and there was snow, wind and freezing temperatures. It was the coldest plunge I ever went to,” Brennan said. Fortunately, it is expected to be in the 50s this weekend. Despite last year’s chilly weather, Brennan said it turned out well. “It was fantastic. People had so much fun. I couldn’t believe how many brave souls came out and plunged even through it was snowing. That shows you how dedicated and committed these folks are,” she said. According to Brennan, early registration has been off to a slow start, but she hopes it will pick up by plunge time. As an incentive, any student that participates can receive 10 community service hours, so schools are encouraged to get involved. Besides raising money for Special Olympics, Brennan hopes the event will also raise awareness and eliminate the stigma surround Special Athletes. “A few weeks ago was National Spread the Word Day in which people around the country took the pledge to end the R word (retarded). This word has a negative connotation and our athletes are not that. We want to replace that R word with Respect. People take this plunge to check it off their bucket list, but they’re also doing so much more by being out there and supporting the athletes,” Brennan said. I’m here 28 years. It’s a proud day to be Irish. It’s a chance to hand out with my friends and family all day. PROCESS NEEDS FIXING Dear Editor: As a Delegate in the Participatory Budgeting Process in City Council District 32, I believe that the integrity of the PB process has been compromised. I expressed my concern and requested that Council Member Ulrich contact me to discuss this. I have not heard from him. Some PB Delegates were disturbed by the distribution of funds between communities in last year’s PB process. These concerns were raised early on by Delegates this year. There was discussion about ways that we might facilitate a more equitable

outcome. One idea was to change the voting process and require that voters pick a minimum number of projects. Another suggestion was to place a dollar maximum on individual projects. On Feb 5, the Budget Delegates received an email from Council Member Ulrich’s aide informing us that the CM decided that he would let the Budget Delegates decide how to handle the voting this year. The next PB Budget Delegate meeting was held on February 29. Budget Delegates selected the projects to be placed on the ballot, along with their dollar amounts. At the beginning of the meeting, Council Member Ulrich’s aide announced that the CM decided to leave the voting process as is for this year. Some, if not all, of the Budget Delegates had been given no notice of this prior to the meeting. This reversal and the fact that it was presented with no notice, limited the potential for negotiation among Delegates and the possibility of developing a fair ballot. While a lack of pricing information and high quotes from city agencies were contributing

factors, the essence of the bias in the resulting PB ballot was due to Council Member Ulrich’s PB policy decisions. On March 4, Council Member Ulrich’s aide informed the Budget Delegates, via email, that the CM decided to remove/add projects to the ballot. Based on experience with PB in City Council District 32, this will likely dilute the votes cast by Rockaway residents, and lead to the same type of inequity in the distribution of PB dollars that some Delegates were striving to eliminate. While it is true that residents’ votes determine which of the projects get funded, this does not release Council Member Ulrich from his duty to his constituents to ensure that the PB process is impartial. When the ballot itself is constructed in an unfair manner, the whole voting process is compromised. Council Member Ulrich’s actions thwarted Budget Delegates’ ability to develop a fair PB ballot and undermined the unification of communities in his district. Marine Park Bridge Closures From The MTA: Starting on Monday, March 14, 2016, one lane on Beach Channel Drive heading east from the Marine Parkway Bridge to before the Jacob Riis Pedestrian Bridge will be closed around-the-clock through the end of April. The Breezy Point exit ramp will also be closed and signage will direct motorists via a detour route. In addition, the current Q35 Bus Stop just over the bridge will be temporarily relocated. These measures are required to replace the concrete roadway and shoulder from the exit ramp approximately half a mile eastward along Beach Channel Drive. To accommodate this improvement work, the current Q35 Bus Stop at the base of the bridge must be temporarily relocated to Beach Channel Drive at the foot of the Jacob Riis Pedestrian Bridge. Signs will be in place advising of the Bus Stop relocation and guiding customers seeking a transfer to the Q22 Bus at Beach 169th Street.

Last weekend’s storm was one of great exception, with the winds not howling but steady from the north which groomed exceptional waves, growing from head-high+ in the morning to some double overhead by late morning early afternoon. perfectly reasonable approach.” John Cori asked how contractors will be selected and was told that, as per usual, it would go to the lowest bidder. He was also assured by Falt that the project has “a lot of funding” to be completed properly. Falt said he was unsure whether or not adding groins will affect waves, adding that “There are no guarantees when it comes to ocean engineering.” Some members of public and the board were dismayed to hear that until the project begins there are no current plans to add more sand to any of the existing dunes, prompting scattered shouting. Board Member Jose Velez noted that current plans end at Beach 9th Street and do not serve residents living below those areas, to which Falt said he hoped that the plan could include those beaches as well. Falt ended his presentation by saying that the ACE is working with FEMA to potentially revise flood insurance requirements once the project begins. During public speaking one person said the ACE was not going far

enough and more sand was needed immediately. Elsewhere in this section Joe Hartigan and Lew Simon expressed concerns about the existing Rockaway Ferry proposals and encouraged all to attend Gregory Meek’s ferry town hall on Thursday in Far Rockaway. A few surfers spoke in protest of the recently amended surfing beach plan. Representatives from the Rockaway Development and Revitalization Corporation rebuffed a comment made by Board Member Noreen Ellis (who wasn’t present) criticizing the organization. Two people spoke out in favor of continuing with the proposed skate park in the Beach 90s, asserting that it was indeed safe despite recent claims otherwise. Other issues brought up included concessions on the boardwalk, an anti-bullying initiative, and cleaning up dog poop. A few important issues were discussed in the Parks and Public Safety Committee’s report. At that committee’s February 18th meeting the 101 Precinct said shootings were up so far this year, dollar vans are being reported as a nuisance, and at least one-third of crimes reported are domestic

violence related. Concessions are in the process of being added to new boardwalk locations come summer, with popular merchant Lola Star renting out some stands and planning to have roller-skating available at the Beach 108th Street hockey rink. It was said that Councilman Donovan Richard has allocated over $2 million to rehab a park on Beach 57th Street. Two motions were put forth after the report was completed. Firstly, the board passed a motion to accept the surfing beach amendments and revisit the issue at the end of the season. The new surfing beaches will be between Beach 68th—71st Streets and Beach 110th and 111th Streets, with the surfing beaches in the 90s remaining intact. Surfing schools will operate out of the former locations and Beach 59th—67th Streets will be exclusively for swimmers. Secondly the board voted to move on with the current skate park proposal to put an end to the years-long delay in construction. A recent complaint raised safety issues but several community activists and board members found that to have little merit.

The Rockaway Times The Economic Development Committee mostly talked about Robert Schwach’s presentation to their meeting on February 10th. Schwach and committee co-chair Keith Sullivan recommended that the board draft a letter to the Economic Development Corporation instructing them to notify the board of grants or programs that Rockaway businesses may find useful as a result of the ferry. Board Member Edwin Williams also suggested during this time that a Rockaway Chamber of Commerce be revived to ensure better representation for small businesses and was supported by his colleagues. Friends of Rockaway gave an extremely brief presentation saying that they are available to help people in Rockaway, Brooklyn, and other areas hit hard by Hurricane Sandy. In her remarks Chairperson Delores Orr asked people to keep the 100th Precinct in their prayers as it has endured a pair of recent tragedies. Board Member Dan Brown was also commended for serving as a Deputy Grand Marshall in this past Saturday’s St. Patrick’s Day Parade.

RAA Hosts Celebration of Irish Music and Culture By Dylan Watton

The pungent aroma of corned beef and cabbage overtook Fort Tilden’s sTudio 7 as dozens of Rockaway residents came to the Rockaway Artists Alliance’s (RAA) Afternoon of Irish Stories, Humor, and Song on Sunday, March 6. The event, taking place the day after the parade, was a sort of Irish-themed variety show, with a number of different mediums and performers showcased. Among those who participated in the afternoon-long show were RAA President Dan Guarino; Annemarie Acosta-Williams and students from her eponymous school teaching Irish music and dance; Shelia and Julia Cassidy; guitarist Walter Ensor; storyteller David Roffe; musician John Gilleece; and the day’s primary organizer John Simmonelli, who also runs the RAA’s Summer Sunday Music Series. Simmonelli said this is the fifth year of the event. “It’s Irish Month in March for Rocka-

way,” he said. “There’s such a large demographic here that we wanted to a celebration of Irish songs and culture.” Simmonelli partnered with Guarino and former RAA President Tony Curcio to make the day a reality (Guarino also credited Susan Bach for coming up with the idea). “I love traditional Irish music,” Simmonelli said. “It’s happy and sad at the same

time. It always hits you right in the heart. And I’m Italian.” Playing guitar since he was in first grade, Simmonelli stated that one of his primary musical influences over the years has been The Pogues, a Celtic rock band from London led by Irishman Shane McGowan. For the occasion, Simmonelli arrived early in the morning and boiled the corned beef and cabbage

“like any other God-fearing Irishman,” which was enjoyed by performers and audience members at intermission. “The secret ingredient was a pinch of Parmesan cheese,” he joked. “In Rockaway, St. Paddy’s Day is not one day, it’s a season,” Guarino said as he began the festivities. He added that the event served as the official 2016 opening of the RAA’s Fort Tilden galleries, which are traditionally shut during the winter months, and that sTudio 7’s currently barren walls will soon be populated by artwork once exhibitions begin next weekend. “This is a busy time for Irish-themed entertainers so I thank them for volunteering their time for performing today,” Guarino said. HOW TO MAKE A GOOD LIFE

Every day I learn something new and inspiring. Life has been very good to me. I am grateful to share the love I feel for all beings. Some of my readers half joke with me asking who is the phantom writer. Where do you come up with this stuff? I laugh and say somehow it comes to me and I just write from my inner source. I do not brainstorm to have a topic, it has to come to me via the universe. I have to feel it in my heart and believe it or I just can’t write about it. Recently, I listened to a podcast from Robert Waldinger, “What Makes a Good Life?� It was a wonderful story and it reaffirms what many of us already know. We all want to have a happy life and live long, healthy, productive lives.

This study by Harvard has been going on for 75 years with the same individuals who are now in their 90s. It started with 724 men at the age of 19 and 60 of them are still alive today. Their children are now part of the ongoing study. Every two years they will be asked, �What keeps you happy and healthy?� Hence our column that we write every week is being put to the test. Well we now know it’s been documented and the results are simple. Just like this column: easy to write if you are happy and healthy. A good life is built on good relationships. They found that we will be happier and healthier if we maintain and nurture our relations with family, friends and community. Loneliness can be toxic to your health. Family feuds are detrimental and cause so much heartache. Letting go of resentment is good medicine for the soul. Forgiveness and love within your family is necessary. I adore

and love my siblings, cousins, aunts, uncles, children and my husband. I am blessed to have so much love and I am grateful. It is important to reach out and make new friends as you age. The world is big. As Walt Whitman says, “ Do I contradict myself? Very well, then I contradict myself, I am large, I contain multitudes.� He also says, “I have learned that to be with those I like is enough.� Be with people whom you like. Make time and be authentic, loyal and honest. I adore my friends, neighbors, yoga community and Rockaway. We are truly blessed. The quality rather than quantity of close relationships is key. Living in a warm, loving environment keeps us safe and secure. Fighting is a poison and feeds on negative energy. Better to be with people you love than stay in a volatile relationship. Good relations help with memory and overall well be-

ing. They found that those people living in their 80s had secure relationships. They didn’t have to be smooth relationships, as long as they could count on each other. Lean into relationships with family, friends and community. More money, notoriety or more work does not make us happier and healthier. When you retire, replace your workmates with playmates. Life is brief, there isn’t time to dwell on how things should be. Make friends, forgive your enemies, mend family fights. Humans want a quick fix but it doesn’t work that way. Take time to be with people and really be present. Don’t get caught up in a to do list. Less is more. You will never regret having that cup of tea with a friend or glass of wine! Nurture your relationships and be happy. Be content, live a good life with what you have and treasure the good times. Life is precious. Love, laugh and live well.

Women of Rockaway: Katie Cusmiani Ten Eyck of RBNY Physical Therapy By Katie McFadden

Who runs the peninsula? Women. As part of an ongoing series, the Rockaway Times is profiling local female entrepreneurs each week. This week is Katie Cusmiani Ten Eyck, owner of RBNY Physical Therapy. Suffering from an injury? Put an end to your pain. Rockaway now has another option for those in need of physical therapy. Katie Cusmiani Ten Eyck just opened her very first business with RBNY Physical Therapy (119-15 Rockaway Beach Boulevard) in February. Ten Eyck is joined by front desk staff and aides, but she is the only physical therapist on site at her new office. RBNY Physical Therapy offers treatments for spinal injuries, orthopedic injuries and people who had recent surgeries. They also offer balance programs and a wellness program for those who may not be comfortable with going to a busy gym, but who still want a workout. Ten Eyck brings about five years of professional experience to her new practice. She knew she wanted to work in the medical field from a young age and found physical therapy to be a big part of her life. “My dad has had bad knees for as long as I can remember. He played rugby and he was always hobbling around and my grandfather had back problems, so I was drawn to the medical field. I hurt myself playing soccer in high school and I wound up in physical therapy myself. I really enjoyed it and I decided that it was something I’d look into. I volunteered at a therapy office as a young adult to see if I wanted to pursue it as a career,” she said. It stuck. Through physical therapy, Ten Eyck has able to rehabilitate herself and her family members. “My dad had a bilateral knee replacement, so I helped him through rehab. I’ve also treated my grandma, grandpa and husband. The only people I haven’t got to are my mom and brother”, she said.

Katie Cusmiani Ten Eyck Ten Eyck went to Mount Saint Vincent College as a biology major and then to Hunter for Physical Therapy school. She graduated and became certified in 2011. “I first worked at a company in Long Island called Peak Performance, but after Sandy, having to deal with fixing the house and traveling back and forth between Long Island, I started to look for work closer to home. I wound up working at Sands Point for almost three years before I opened my own office,” she said. As a lifelong Rockaway resident, Ten Eyck wanted to offer her hometown more options. “This is my community and I feel a strong connection to it. I wanted to offer another option to the community because a lot of city workers here have GHI and find that they can’t go to the places they want to go to, so I wanted to accept GHI here. My dad has GHI and my neighbor has it and I feel like we were missing a place that accepted it, so I opted to offer it here,” she said. Ten Eyck also enjoyed the idea of working for herself. “I wanted to do things a little differently from what some other offices offer. I want to make sure that people feel like they’re being cared for. Unfortunately the

volume of the medical system is being increased and sometimes that makes patient care go down, so I wanted to make patient care a priority and I wanted to be able to mold that and do it my own way,” she said. Ten Eyck says opening her own business has been rewarding. “It feels great. It’s stressful but it’s good. It’s nice to be able to do things the way you want to. It has been picking up pretty good and it’s exciting to see new people come in,” she said. The most enjoyable aspect of her work is helping her patients. “When a person comes in and they’re in pain, but they leave feeling better and happy and healthy, it makes me happy. I also like to talk to the patients and find out about their kids and vacations while helping them. It’s rewarding to get to know them and help them through the process,” she said. Opening her own business isn’t Ten Eyck’s only first lately. She’s about to be a mom for the first time. She opened the business on February 8, at seven months pregnant. She’ll be having a baby girl in early April. However, Ten Eyck said the timing didn’t matter. “If I didn’t open it now, I’d keep putting

it off. I had wanted to open my own practice for a while. We saw this opportunity and I thought if I kept pushing it off, it would still stay in the back of my mind, so I decided to make it a reality. I could’ve pushed it off but I didn’t want to come to a point where my daughter is a year old and I had this and that going on. I feel that if you look for the perfect time for something to happen, it will never come. You have to grab hold of what you can and do it,” she said. Ten Eyck says her family and husband, Jason, have been very supportive. “My husband helped me with some of the finances and my mom, dad, my husband, their friends and my friends have helped me get this place up and running. They did the heavy lifting. My uncle, who has Kimball Construction in Rockaway did the renovations. My family has been great,” she said. Ten Eyck thinks balancing a new child and a new business will be a challenge, but she’s ready for it. “It has already been difficult with having to go to so many doctor appointments, so I can only image what it will be like when the baby is here, but my husband can work off shift and my parents are already fighting over who’s going to watch her. I also have a cousin who is a babysitter,” she said. Once she has the baby, Ten Eyck says she has a good friend who is a physical therapist, who will cover for her. “Once we’re all set with the new baby, I’ll start coming back,” she said. Ten Eyck has plans to incorporate more into her office in the future. “I would like to integrate other disciplines into the business by bringing in an occupational therapist and massage therapist so people can find everything they need in one place,” she said. to a regular-sized acoustic and playing an original called “Irish Blues,” a recounting of when he visited the Emerald Isle and almost missed his plane back home. The song began with a mellow melody before segueing into a more typical blues structure. Acosta-Williams had a number of students on hand who danced and played a number of classic Irish jigs and jaunts. The students played a variety of instruments, including piano, two types of accordions, concertina, flute, and tin whistle. The dancers, ranging in age and size but all girls, showcased individual and group routines. “Irish songs are often about misery, death, and famine,” Acosta-Williams forewarned before playing a tune. “But today we want to teach the kids about making the correct choices through music.” Later Acosta-Williams’ longtime friend Sheila Cassidy joined the show and accompanied the students on vocals. seminal song “Danny Boy.” “It’s the sense of community and working together towards a common goal that makes the music great,” the elder Cassidy said. “You’re part of a team, though people don’t always think of it in those terms. You normally get it with athletics. But in a lot of ways it’s better than sports because you can truly do it for your entire life. Mayor Warmed Up To Locals The Rockaway St Patrick’s day parade, what can you say? Awesome, as usual! Congratulations to Mike Benn and all who worked so hard to give our neighborhoods another day to be so proud of. Nothing but smiles for miles along the parade, except of course, when Mayor de Blasio passed along the parade route. You have to give the guy credit, whenever he comes to town he gets harshly booed and hears some pretty bad insults among other things, but he keeps coming. I kept pace with the Mayor along the majority of the parade route while photographing the parade. While most people voiced their displeasure with him in the “traditional Rocka-

way way,” he certainly had his admirers. He stopped at least a dozen times along the route for photos and to chat with parade-goers about many different topics like the ferry and transportation in general, affordable housing and the boardwalk. I almost got the feeling the guy may even like Rockaway. Ok don’t fall off your chair. I’m not saying all is right with the world, Rockaway and the Mayor. But I watched him blow kisses to a woman who was shouting from her porch that she loved him, I thought, ok, here’s a first. This woman was acting as if Brad Pitt is our Mayor. He was really eating it up! While it’s nice that he stopped and spoke to random people along the parade, I think it’s

With spring just around the corner, many of you will be spending more time in the yard and on the deck. So let’s start thinking about what you can do to enjoy those warmer nights. We all know about those standard outdoor lights you can buy at the local hardware store. So I am going to focus on the not so standard lighting options. Walkway lighting: Going beyond the traditional walkway lighting, there are a few options. Light up patio blocks and light up pavers are a great way to light up your walkway. They are available online and in some stores. Placed throughout the walkway or along the outer edges they will light up the walkway

nice and add a unique touch. In general these will require wiring. If you’re not comfortable with doing the wiring consult your local handyman/contractor or consider glow in the dark paint (see below). Glow in the dark rocks: Glow in the dark rocks come in a variety of colors and sizes. When laid out along the edge of a flower bed around patio blocks laid in gravel, they will provide an accent lighting that will amaze your friends. You can even scatter a few through the yard to give a starry effect when you’re sitting outback enjoying a cool night. The drawback to glow in the dark rocks is the lighting will start to fade after about four to five hours.

It’s time we start a dialog to get all of our miles of parks and recreation areas replaced which were destroyed after Sandy. It’s time we get some relief on the transportation end and get a direct one seat ride on the A train from Beach 116 and not have to deal with the insanity of waiting for a shuttle train to get to the train. It’s time we get our roads repaved or at least ask him where all the FEMA money to repave all the peninsulas streets

went after Sandy. It’s time we tell him we flood here on the peninsula, more than ever! There are dozens of topics he needs to hear about directly, not just from parade revelers along a parade route. The Mayor recently had a Town Hall meeting in Bayside Queens, where he had many Commissioners of city agencies in attendance to answer questions directly. It’s time we get the same respect from the Mayor as he gave Bayside! He can come soon or he can come later, but later will mean a mayoral debate between him and Councilman Eric Ulrich. My money is on Eric!

Glow in the dark paint: This can be something to do with the kids. The only limit is your imagination. You can paint small flowerpots and use them to line the edge of a walkway or place a few of them around on your deck. You can make your own glow in the dark rocks. You can even use glow in the dark paint to make your own light up pavers. Under gravel lighting: If you have a gravel driveway or walkway you can put outdoor spot lights or rope lights just under the gravel, giving the

gravel a glowing effect while guiding visitors at night. If you line the edge of your flowerbeds with gravel and install rope lighting just under the gravel surface it will outline your flowerbeds and give a glow to your plants. WHAT’S IN A NAME?

THE FAR AND NEAR OF THE ROCKAWAYS By Thomas A. Tuna Some of the most interesting conversations I’ve had with people from other city boroughs have centered around the specific names of where I live and/or work : The Rockaways. When I lived in Rockaway Park some years back, I totally confused my then-employer by trying to explain that I didn’t live in Far Rockaway--the only “Rockaway” he was familiar with--but in Rockaway Park. “Oh, so that must be the ritzy part of the island, huh? Rockaway Park!” he would quip. First, I had to dissuade him of the notion that Rockaway is an island--”It’s a peninsula,” I would gently explain to him--and that Rockaway Park was just the name of the community where I lived and that it was on one end of the peninsula, no greater or lesser than the rest of the Rockaways. That’s when the head scratching usually started. “What do you mean, ‘one end of the peninsula.’ Then where’s Far Rockaway?” He seemed earnest enough--and he was my boss--so I started in with my version of “Who’s On First?” “It’s really simple,” I explained. “Rock Park is on one end of the peninsula and Far Rockaway is at the opposite end. It’s actually quite a distance from Rockaway Park, as the seagull flies.” “But it’s all the Rockaways, right?” He was trying to visualize all this, I could tell. “Right,” I said. “It’s all the Rockaways, along with Breezy Point, Neponsit and Belle Harbor.” Now, this was an intelligent guy, but I could tell by the glaze in his eyes, this was too much information for him. So, I would go back to work and we would usually have this same conversation

a week or so later when he would ask me about my long commute that morning... from Far Rockaway. “No, Rockaway Park. Remember?” I would usually groan. “Oh yeah,” he would mutter, walking away. “Whatever.” Recently recalling those somewhat-amusing chats, I decided to satisfy my own curiosity about some of the local place names most residents probably take for granted every day. Some of the results of that research were as confusing as my conversations with my ex-boss. Here, then, are a few facts and fables about the Rockaway peninsula. Right off the bat, there’s confusion even over the discovery of the peninsula. Henry Hudson first laid eyes on the peninsula, according to historical records, back in 1609. But even this great navigator was lost at sea. He thought he was sailing into the northern most large river in the area, but he was actually plying the waters of Jamaica Bay. And guess what? Hudson was on a mission to find a northwest passage to the Orient. Obviously the legendary mariner was in need of a good GPS. And then there’s the matter of the naming of the peninsula. Rockaway was then known as “Reckowacky,” a wonderful name that had several meanings, according to the tales told. Pick the one you like the most : “Place of bright waters,” “lonely place,” “neck of the land” or “place of sands.” These all from the Canarsie Indians who lived in the area at the time. Despite all the confusing names for the region, the peninsula soon became a hot potato for buyers and sellers. Some 30 years after Hudson’s discovery, the Mohegan tribe sold the greater part of Long Island--in-

cluding the Rockaways--to the Dutch. But by 1865, the British took it away from the Dutch, who then sold it off to a Captain Palmer for 31 pounds sterling. A steal, no doubt. But Palmer didn’t hold it long, palming it off to a wealthy iron master, Richard Cornell. And, in case you were wondering where in all of this activity arose Rockaway Park and other local communities? Well, in 1897, the Village of Rockaway Park was incorporated into the City of Greater New

York. Streets were updated and improved, and parts of Rockaway Park, Belle Harbor and Neponsit sprung up and started to develop into what we know today. And, in a closing note, did you know there also was a Near Rockaway--as opposed to Far Rockaway? That area eventually changed its name to Oceanside, now, of course, part of Nassau County. Hey, maybe I should call my old boss and tell him... Nah, why should I share this headache?

FAR ROCKAWAY LIRR STATION – 1872

Today’s Ol’ Time view is a reasonable facsimile of what the original LIRR Station at Mott and Central Avenues in Far Rockaway looked like in 1872. During that year mentioned the LIRR had extended its line westward down the Rockaway Peninsula to Seaside. Far Rockaway Station is on the right, and an infant Far Rockaway Railroad Yard is seen on the left, containing a workers camp.

By 1900 the yard and station had grown considerably, as did the Rockaways. In the mid 1900s, the site was a Great Transportation Hub as the NYC Subway System stopped here, and a large Bus Terminal was included along with the LIRR. Connections could be made to each, and to Nassau County! This valued Transport Center was destroyed years later in order to build a Shopping Center that also destroyed itself later on – it is still receiving vital transfusions to stay alive!

QueensRail Beats the BQ Streetcar Hands Down By Allan Rosen

Mayor de Blasio recently lent his support to a streetcar plan put forth by real estate developers connecting Sunset Park in Brooklyn with Astoria in Queens called the Brooklyn Queens Connector (BQC). Let us compare the benefits of this plan with QueensRail (QR) a plan to restore an inactive branch of the LIRR between Rego Park and Howard Beach, both in Queens. Both plans connect many neighborhoods. The BQTC connects Sunset Park, Red Hook, Cobble Hill, Brooklyn Heights and Downtown Brooklyn Dumbo, Vinegar Hill, Fort Greene, Williamsburg and Greenpoint in Brooklyn with Long Island City and Astoria in Queens. It would be 16 miles long. QR is only 4.2 miles long and connects Howard Beach, Lindenwood, Ozone Park, Richmond Hill, Glendale, Forest Hills, Elmhurst and Rego Park. However, with connections to the subway and LIRR and possibly through routing, a 19-mile trip could be made between Penn Station and Rockaway Park in 50 minutes at an average speed of 23 mph, and would serve to additionally connect, Penn Station in Manhattan and Sunnyside, Woodside, Broad Channel, Rockaway Park and Belle Harbor, Queens. Compare that with the proposed 16-mile trip from Astoria to Sunset Park that would take 90 minutes at an average speed of 12 mph. QR is estimated to serve 100,000 passengers daily while the BQC will only serve 50,000 weekday passengers. QR would cost $1 billion or less while BQC will cost $2.5 billion. BQC like the proposed Woodhaven SBS would remove traffic lanes from general traffic increasing trip times for other types of traffic. QR does not have that disadvantage.

So let us summarize: QR will serve twice as many people at half the cost with an average travel speed of nearly double that of the BQC and without its disadvantages. Given the choice of which one to support given limited funds, QR seems like a no brainier. Yet, the city claims there is money for the BQC to make it a reality with groundbreaking in five years, but maintains QR is too expensive. State funding is available to study the feasibility of QR but the MTA will not apply for it because the city owns the right of way. When I spoke to NYC Transportation Commissioner and MTA Board Member Polly Trottenberg on March 4th, she claimed to be unaware of this available funding, but promised she would speak to fellow MTA board members about applying for it, after revealing that the City also supports QueensRail. She said the NYC Department of Transportation (DOT) is considering it as a separate and mutually exclusive project from the Woodhaven Select Bus Service (SBS) originally projected to be completed for $20 million. The cost later increased to $200 million with an increased project scope. DOT never clearly explained the differences between the two plans. Last week Commissioner Trottenberg announced that the cost had climbed again, this time to $400 million. The timeframe for completion has also increased, until the middle of the next decade. Since DOT started studying SBS on Woodhaven Boulevard in 2012 as part of their Congested Corridors Study which resulted in the newly installed bus lanes in Rego Park, thirteen years can no longer be considered “short term” which was DOT’s initial rational for not including QueensRail (as it is now called) in their study. They wanted “a quick fix” and

QueensRail was viewed as a long term project. That rationale no longer holds. Trottenberg stated she is not happy with the cost or the new timeframe which is why the project was split into two phases, the first installing the cheaper version of SBS that was estimated at $20 million to be completed by 2018. Remember what happened when another project was split into more than one phase, the Second Avenue Subway? I proposed DOT abandoned its more expensive version in a letter I sent to Trottenberg last October in which I also recommended moving the bus lane to the service roads, having them in effect only during peak hours and allowing HOV vehicles. That letter was referred

to her Queens Commissioner, Nicole Garcia, for response and none was ever received. It is possible that splitting the project into phases may be the graceful way for DOT to bow out of the more expensive plan. Depending on the results of the initial implementation, DOT will then decide whether to take the project further, according to Trottenberg. A Food Co-Op Comes to Rockaway By Antoinette DeMetropolis

For those of you upset about the Stop and Shop monopoly in Rockaway, there’s a new way to get groceries. Michelle Cashen, a Rockaway native, started the Rockaway Food Co-Op as an experiment in December, and due to it’s success, has been running it ever since with the help of Rockaway Beach Surf Club’s Kelly McMahon. Like last year’s CSA, the co-op purchases items from sustainably run local and/or organic farms. (Currently, she is purchasing from Lancaster Farm Fresh Cooperative and other individual entities in the tri-state area.) Unlike a CSA, members get to choose what products they want and by ordering as a group get wholesale prices. Normally, buying clubs such as the co-op have membership fees attached to them, but the fee will be waived while it is in its growth stage. I decided to try the Rockaway Food Co-Op’s products and was pleasantly surprised with the prices and quality of the goods. I received an email a week before the pickup with a list of items available for purchase. My order included apples, arugula, spinach,

potatoes, squash, olive oil and raisins and bacon. Pickup was on a Saturday between 10 and 1 at the Rockaway Beach Surf Club. When I went to the pickup, I had the option to purchase additional items if I wanted. I picked out some bread and paid cash for my order. When I got home I immediately put some cheese and arugula on a piece of bread and drizzled it with the olive oil. Everything was fresh and delicious. Since then I’ve had the opportunity to support the Rockaway Food Co-Op at a Rock Soup event at Connolly’s Bar. For those of you not familiar with Rock Soup, it’s a funding engine for local ideas and projects. The co-op had a great showing and won the votes for the night’s funding, enabling Michelle and Kelly to purchase necessary items such as scales, bags, etc. Food options such as this are so important for the health of our community, but in order for them to work we need residents to purchase from them.
