Sand Bar Site To Be Demo’d
NEW BUILDING PLANNED FOR 116TH It hasn’t been the Sand Bar since it got wrecked in Hurricane Sandy almost ten years ago, but many locals still call the one-story oceanfront building at Beach 116th Street by the name it used when it was a magnet for those who wanted to do daytime drinking in an airy dive bar just steps off the beach. Connected to the Sand Bar was a string of stores running down 116th Street. Through the years, the stores were home to an arcade, beach supplies, and a snack bar or two. But then came Sandy. Since October 2012, the five or six one-story stores have been vacant and a blight on the block. That’s about to change. The entire lot will soon be demolished, and plans have been submitted for an 8-story apartment building to be constructed. As first reported by NewYorkYimby.com, plans for the mixed-use building at 120 Beach 116th Street will have 114 residences with an average size of 868 square feet, 40 open parking spaces and 53 enclosed parking spaces. The full details of the plans can be found at the NYC Building Department’s Public Portal. JFA Architects & Engineers is listed as the architect of record. The building would be adjacent to the somewhat notorious Park Inn Nursing Home at 115-02 Ocean Promenade. Through the years, both the Park Inn and Sand Bar properties have been connected through brick and mortar and through ownership, which has been a mix of LLCs
and family members, some of whom owned the nursing home business but not the real estate, and vice versa. The Rockaway Times has learned that new owners have taken over, though we did not get confirmation from Esther Konig, one of the longtime principles who would provide property updates from time to time. The new owners, we’re told, are in the nursing/adult home business and will continue to operate the Park Inn. A group, Beach 116 Promenade LLC, within the new owners is seeking to do the new apartment building. There is no indication if the new owners will update the Park Inn which stands prominently on the boardwalk in a sad state of disrepair. It has been suggested online and elsewhere that building permits and various approvals be subject to a Park Inn overhaul. Currently, the east side of the beach block is plagued by vacancies and eyesores. Should the Sand Bar vacancies disappear, it will be another step in the 116th Street transformation. The One Sixteen Condos on the west side of the beach block are now being sold and residents are moving in; a new fitness club, Orangetheory, has just had a grand opening. The Marcal Group, the developers of One Sixteen, are expected to begin building on the east side of the street, adjacent to the Sand Bar site. Looking at one shuttered store with a half-closed steel gate, a storeowner said, “It’s always one step forward, two back. But a new building has gotta be better than what’s there now.”

CB 14 March Meeting Recap By Dan Guarino
Potential zoning changes, schools, water safety and more were on the agenda at Community Board 14’s monthly meeting on Tuesday, March 8. Held online via Webex, 86 people attended the meeting, which started at 7:17 and ran for three hours. Chairperson Dolores Orr announced that citywide pandemic restrictions on indoor meetings are soon set to expire. Though it’s possible they may be extended, CB 14 District Manager Johnathan Gaska has secured the Knights of Columbus Hall on Beach 90th Street in the event their next meeting can be held in-person. “We don’t know just yet,” she advised, “but we will keep everyone updated.” Gaska followed up on a letter sent to the city regarding a proposed mural for the new firehouse on Beach 116th Street. The Board supported the artwork on the condition that lighting and a representation of the community was included. With no response received, Orr suggested Gaska reach out to the FDNY’s Community Affairs division and the NYC Department of Design and Construction. Orr reported some 209 people were scheduled for public speaking at a virtual meeting held at Queens Borough Hall on Monday, March 7. Of those requesting discretionary funding, five groups, including CB14, were from Rockaway. She also reported meeting with JFK airport officials who laid out extensive plans to reduce carbon emissions, which directly impact the peninsula. Among other issues, Gaska highlighted that with new developments some 11,000 units and 30,000 people plus cars are expected to be added to Rockaway in the coming years. They are requesting the city be proactive and now initiate a comprehensive traffic study from “Breezy Point to the Nassau border and Broad Channel. We know it’s going to be a problem,” he said. “Let’s fix it now rather than wait till later.”
Assemblywoman Stacey Amato’s office, noting a rise in calls regarding E-ZPass bills, requested residents to make sure their credit card information is up to date, their passes are working and to call if any issues. Queens DA Melinda Katz is holding a Women’s History event at Queens College on March 24. To register go to queensda.org. Councilwoman Selvena Brooks-Powers’ representative reported a productive meeting with Department of Transportation officials regarding “making our intersections safer.” Councilwoman Joann Ariola will be meeting with DOT regarding the “rollercoaster ride” speed humps along Shore Front Parkway. Representatives for other elected officials also covered updates including Congressional bills to aid veterans exposed to toxic substances and to insure six-day mail delivery. NYPD 100th Precinct commander Deputy Inspector Carlos Fabara reported a suspect has been taken into custody in one of two recent clusters of broken car windows and robberies. Fabara cautioned residents to remove valuables and make sure their car doors are securely locked. He reported detectives also tracked and arrested one individual brazenly filling their cart and leaving Walgreens on Rockaway Beach Blvd. The meeting’s guest speaker was consultant Paul Graziano who addressed issues now being discussed at the State level which could adversely affect Rockaway. One was current proposals to allow Accessory Dwelling Units (ADUs), which are defined as secondary housing units Continued on page 6

The other was approval of Transit Oriented Development (TOD) initiatives to build up residency around transit and service hubs. ADUs would allow current landowners to build a second structure “anywhere from 200 to 600 square feet, with only a limit of four feet from backyard line and on either side,” he explained. “There would be no parking required and they could build minimum one ADU or convert a garage, attic or basement.” Such proposals were added to the new NY State budget by Governor Kathy Hochul, but later removed. “This was apparently her plan to tackle the affordable housing and homeless problem,” Graziano stated, and push to get rid of single-family zoning. “Additionally local governments would not be able to stop this rezoning, (as) this would have gotten rid of ‘Home Rule’.” This would “also mandate a blanket amnesty for all
illegal conversions in New York. “We’ve been fighting to get rid of these. We saw this in Hurricane Ida, where people drown in these illegal basement apartments. They’re dangerous, people get killed. And they’re also not helping anyone or providing affordable housing.” While ADU’s and TOD’s were removed from the budget, amnesty for illegal conversions was not. Graziano stated such conversions often employ substandard materials, construction and safety measures. “It is very important that this be removed from the budget,” he said. He noted the Accessory Homes Act (S4547A, A4854A) introduced by Assemblymember Harvey Epstein and Senator Pete Harckham in Albany “tracks very similar to governor’s proposal,” along with similar legislation proposed across the country. Assemblyman Khaleel Anderson, who represents Far Rockaway, is also listed as a sponsor of the proposed legislation. Discussion followed regarding the dangers these proposals would incur for the Rockaway community. The Board passed two motions;
one to request the peninsula’s State elected officials ensure that the amnesty language be removed from the budget, the other to officially oppose S4547A / A4854A. During the meeting’s Public Speaking portion, resident Lenny Yarde noted again the need for a left turn signal at the Beach 62nd Street and Rockaway Beach Boulevard intersection. Aaron Miner of the non-profit Council for Airport Opportunity NY & NJ explained his agency works with the three metropolitan airports to fill their employment needs. Committee members reported students are currently being evaluated to assess the impact of pandemic disruptions to their educational, emotional and social development. A sharp decrease in educational and support staff was noted. Also, renovations and upgrades to area schools are now underway under the School Construction Authority. Groundbreaking on the new construction to replace the Chris Galas/ PS 47 school in Broad Channel will take place on Tuesday, March 15. School dismissals are being closely monitored by the 100th Precinct at area schools and at transportation hubs. Finally, due to the large number of drowning deaths each summer, the Swim Strong Foundation and Jamaica Bay-Rockaway Parks Conservancy are working with elected officials to establish water safety instruction for students, which is not currently mandated. The Board agreed with this and will request Rockaway elected officials to support these programs with local resources. Before adjourning, the Board will reach out to Mayor Eric Adams to affirm previous Mayor de Blasio’s commitment to bring a gifted and talented school to Rockaway. The meeting adjourned at 10:23 p.m.

THURSDAY, March 10, 2022 Patrick’s Day Parade a huge success. Mayor Adams made it clear he wasn’t like the last guy. In 2014, then-Mayor de Blasio skipped the Rockaway parade because he thought it wasn’t inclusive (pictures of the much-loved Ms. Columbia helped set him straight). Then he was late one year and joined the parade at Beach 117th rather than the start of the parade. Ugh. The new mayor donned an Irish sweater, told the crowd his last name was Irish, and said, “Rockaway is the Rock of our city” and hailed the civil service workers who live here. Later, he stopped along the parade route and did a shot of Jameson Irish whiskey with some parade revelers. What’s that coming from City Hall? Orangetheory Becomes Reality On Beach 116th By Katie McFadden
Lifeguards aren’t the only ones that look good in orange now. They, and everyone on the peninsula, have a new place to get a high-quality workout in. Orangetheory Fitness is finally open. The journey to bring Orangetheory to Rockaway was a long one and to celebrate it finally becoming a reality, owner Matt Long threw out all the punches. With even a marching band to lead the way, on Friday, March 4, Long welcomed the community to check out the new, long-awaited gym space with a grand opening party. Councilwoman Joann Ariola joined Long and his team to officially cut the ribbon, declaring Orangetheory open before festivities began. For Rockaway, Orangetheory was just an idea until Long put in the work to make it a reality. In 2018, he petitioned corporate to get the brand to even consider Rockaway as a viable option. Once he got the approval, he signed a lease in the new One Sixteen condo building in 2019. Not long after that, Covid put it all on halt. But as he opened Orangetheory’s doors to the community on Friday, it showed that Long’s persistence paid off. Those who locked in the founders’ rates before Orangetheory even opened its doors, got a little preview of what’s in store for about a week leading into the opening with free classes. As one walks into the large gym space, they may notice a wall of treadmills, another with rowing machines and a weight room section that members cycle through during a 60-minute workout led by a coach. The idea of joining a group coach-led workout may sound intimidating, but Long says Orangetheory’s classes are built for everyone. “It’s heart-rate based,” Long explained. “The whole class is designed to have all different levels, whether you’re an athlete, someone looking to lose weight or an older person looking to be healthy. We have three categories on our treadmills. You can be a
jogger, you can be a runner or you can walk. And the coach is coaching the same workout to everyone because it’s based on the individual’s heart rate. You can be walking or running next to a college athlete and you’re doing the same workout. As intimidating as it may sound, it’s not. It’s for everyone and everyone goes at their own pace with the same instruction.” So far, Long says people like what they see. “The response from the community proved me right— this is something that’s been needed. I was blown away by the number of people that signed up for founding memberships. We’ll be a next level studio in the Orangetheory network. And we’re seeing all walks of life from Rockaway—older, younger, new residents, people from downtown, midtown, uptown—it’s really been amazing.” Long has a good staff behind him. “We have put together a good team,” Long said. “I call my
employees my partners.” Rachel Sito, who has three years of experience in the Orangetheory network, leads his team of coaches. “Some of the coaches are a little new to this style of training, so they’re learning but I’ve had not one complaint. We’re trying to bring some life to 116th and this is more than just a fitness studio— it’s quickly become a family.” That family feeling extends beyond the walls of the gym. Even the grand opening event showed that Orangetheory is quickly becoming a welcome part of this community that will pay it forward. Long had reached out to neighbors in the local business community and received full support, with places like Jamesons and Pico donating alcohol for the grand opening party, Claudette’s and Bagel & Barista Station do-
nating food, and several other local businesses that donated prizes towards gift baskets that were part of a free raffle for everyone that attended Friday. Long says that community partnership is just the beginning as members who complete workouts at Orangetheory will be able to show proof of their workout that day to places like Claudette’s for a discount. And Orangetheory is already paying it forward. “After tonight’s grand opening, we’re donating $1,000 to the Leukemia & Lymphoma Society on behalf of Team Sister Strong,” Long said. “That’s something we’ll be doing quarterly. We’ll work with a local charity to help raise money and funds and really be a part of this community. It’s community above everything else.” As things just get started, there’s plenty of time to become a part of the Orangetheory family. The initial founding member deep-discount is over, but those who sign up for a membership through the end of March can also get a discounted rate. All are welcome to stop by the gym to check out the space and sign up for a free class to decide if Orangetheory is right for them. Long also encourages older folks to consider joining as active or renewed United Health Care members can take classes for free. “The oldest person in the Orangetheory Network is 95 years old,” Long says. Solving Inequity Dear Editor: Jonathan Lazo was right to highlight the economic disparities on our peninsula in last week’s RT. However, it is also necessary to acknowledge the good work many do to help their Rockaway neighbors. We should also challenge the policies that have held back some communities while others have seen their quality of life improve unrestrained. Despite the needs of local residents, politicians continue to
add large developments on our peninsula. These developments undermine homeowners who are struggling to create their American Dream in Arverne, Edgemere etc. They also exacerbate the challenges of infrastructure, education and healthcare that affect all. To Mr. Lazo’s point, these new residents have limited access to jobs. How can you break out of poverty without opportunity? I applaud efforts to create the QueensLink, which would provide better access to jobs. However, it’s important to realize that some of the elected officials in power today were instrumental in stopping this effort in years past. The best opportunity we had for restoring the old LIRR tracks and enhancing subway service to Rockaway came in the 1990s. Back then, there were two competing projects, “Q-Rail” and what has become the JFK AirTrain. Q-Rail would have provided a single seat trip from JFK terminals to Manhattan via subway/LIRR tracks. It also would
have significantly cut commuting times from Far Rockaway. AirTrain does not help our citizens at all. However, when push came to shove, local “representatives” supported the more expensive, union-backed AirTrain. Why? Because unions make campaign contributions and impoverished constituents don’t. In other words: Money talks, poor people walk. Literally. As for sharing the bounty, I agree with Jonathan. Charity begins at home. There are plenty of folks in Rockaway who are hurting. When you consider the tremendous amount of food sent to local pantries, gifts at the holidays, and clothing yearround, it is clear that a great many people want to –and do– help their Rockaway neighbors. It’s not us versus them. Can we do more? Yes. Helping people who are hurting is always a good thing. Giving them the tools to escape poverty is an even better, longer-lasting solution. Paul King

Yes, there are people of Russian descent living in Ukraine. No, Ukraine has not persecuted them. Furthermore, many of them feel that, although of Russian descent, they are also Ukrainian. Ukraine has had a long and intertwined history with Russia, rife with oppression and control by the Soviet regime. Russification, translocation of Russian people into Ukraine, the enforcing of the use of the Russian language were all a part of Russia’s control over the people of Ukraine. Still, even when Ukraine was under Soviet regime, we were a nation of our own and we were NEVER part of Russia. The people of Ukraine are used to gathering their resolve and not succumbing to Russia. Since the collapse and dissolution of the Soviet Union, Ukraine has declared its independence and has been its own sovereign nation. Yet over the years since then, Russia has slowly invaded and claimed parts of Ukraine for itself. But Ukraine stood strong. Two weeks ago, the world as we know it has changed. Vladimir Putin unleashed evil and his hate of Ukraine, expecting that Ukraine would fold quickly and become his. Yes, the Ukrainian troops are outnumbered and outgunned. Yet Ukraine has a weapon which Putin underestimated and actually never even realized existed. And by invading and declaring war on Ukraine, Putin has unleashed this weapon. Ukraine and its people are strong, they are resolute, and they love and will defend their freedom and their country. They are willing to give up their lives, but they are not willing to give up their freedom. But they need the help of the world. The Ukrainian soldiers and the Ukrainian citizens need to become the heroes we will stand behind and to whom we need to
show our support. From the soldiers, to the 18 year old young men, to the women, and to the stooped “babtsi” who accept arms, barricade their buildings and attempt to stop tanks, they need our support. So I ask my Rockaway neighbors and friends, my fellow New Yorkers, and all the people of our nation, please support the heroes of Ukraine. As we have all done in the past, offer your support in any way you can think of, whether monetarily with providing humanitarian aid, with signs, banners, hearts on lampposts. Please do whatever you can to show these heroes we think of them, love them, and do not forget them. Yes, I am Ukrainian, speak the language fluently, and have family in Ukraine. Yes, for me, this is personal. But I place this appeal to all, not because of that fact but despite that fact. I place this appeal because we, as a community, have always supported and admired heroes and must do so again. Evil cannot be allowed to overcome the good in our hearts. Team Sister Strong Dominates By Katie McFadden
It’s official. Rockaway resident Julia O’Sullivan has been named the Leukemia & Lymphoma Society’s (LLS) Student of the Year! After a massive community-wide effort to raise funds for the charity, Julia O’Sullivan and her Team Sister Strong came out on top. After O’Sullivan’s younger sister Siobhan defeated leukemia in 2021, she wanted to do something for an organization that helped her family get to that point. She decided to run for LLS’ Students of the Year. With that, O’Sullivan was put up to the task of finding creative ways to raise the most money for the organization. In an effort that began in January, O’Sullivan hit the ground running. As she formed Team Sister Strong, she recruited family members, classmates from The Mary Louis Academy and a friend who knew firsthand what it meant to undergo treatments for leukemia. She joined forc-
es with Broad Channel resident Rocco Pisani and with that, and heavy support from communities known for stepping up for a good cause, Team Sister Strong became unstoppable. From online donations to a fundraising event at
RBQ with Julia’s father, Jerry bartending, a large raffle fundraiser at Bungalow Bar, donations collected at Bagel & Barista Station, turning the Elk Mountain ski trip into a fundraiser and working with their schools, Team Sister
Strong found big ways to raise big money for LLS. On March 3, it all came to an end with a red-carpet Students of the Year event. At the event, it was announced that the 26 teams in the running raised more than $837K for LLS. Team Sister Strong was a huge contributor to that, raising more than $125K, leading to O’Sullivan being named Student of the Year. And Rocco Pisani received his own special recognition as Team Member of the Year for raising more than $50,000. Giving a speech at the event, Pisani said, “Ever since I’ve been diagnosed, I wanted to help out in any way I could, and this gave me the opportunity to do just that, so big shout out to Julia and Sister Strong.” According to the O’Sullivan and Pisani families, LLS is aiming to help find better treatments than the ones Siobhan and Rocco endured throughout their cancer battles. We are donating to relief groups and hoping this will help alleviate the pain and help those who have managed to survive this horrific war. Compassion and empathy are overflowing from all over the world. We are at a loss of words. Becoming the witness to this brutal and tragic invasion of Ukraine is difficult to compre-

hend. When does the killing stop? The Ukrainian people have proven to be strong and courageous despite the unspeakable aggression and disregard for democracy. Their leader, Zelensky is fearless and loyal to his country. He will not give up. His response when asked if wanted to be evacuated, “I need ammo, not a ride,” speaks of a strong leader. My family and many others have dedicated their lives as civil servants, helping those in
need and protecting people under attack. It is hard to understand the barbaric invasion of Ukraine but incredible to witness the entire country coming together to fight for their country. They are united and willing to sacrifice everything to fight off the enemy. It is unthinkable that Putin could be so heartless and calculating. So many prayers for peace and support. Humanity will persevere and the basic goodness within the human beings will win this terrible war. I go to bed praying, I wake up praying and throughout the day I pray, pray, pray for someone to intervene and stop this tyrant. No one is safe until he is stopped. How can this be happening in 2022? War is never the answer, but we must defend our rights to live in a safe, free world. There is so much to be grateful for in the United States and yet we are all so divided. Perhaps this terrible attack on Ukraine will teach us to have more respect and humility for the USA and all that it represents. We are the country that goes above
and beyond when human rights are violated. America is a great country and we need to bring back the pride and joy of living in a democratic country. The Democrats loathe the Republican party and the Republicans despise the Democratic party. So much division makes us looks like we are ungrateful and spoiled. Can we change directions and align with one another so the world looks at us once again for who we are? I think now is the time to unite and do the right thing. Work together to bring peace to this world. Can we change history and stop the violence with an overflow of support? Anesthesia Anesthesia is defined as a state of controlled, temporary loss of sensation and/or awareness that is induced for medical purposes. Anesthesia may include analgesia, which is the relief or prevention of pain, paralysis (muscle relaxation), amnesia (loss of memory), or unconsciousness. There are several different kinds of anesthesia. General anesthesia suppresses the central nervous system and results in unconsciousness and a total lack of sensation. It is induced with either injected or inhaled drugs, and often requires respiratory support to maintain breathing.

Someone under general anesthesia does not dream. Sedation, which is a lesser degree of central nervous system suppression, inhibits both anxiety and long-term memories without unconsciousness. Regional or local anesthesia blocks the transmission of nerve impulses. The patient may be fully awake or sedated during this type of anesthesia. Regional and local anesthesia targets peripheral nerves and may involve a nerve block (dental or limb anesthesia) or a spinal/epidural block. The most common drug used in regional and local anesthesia is lidocaine. Interestingly enough, despite
over 150 years of research, the exact physiologic mechanism by which general anesthesia is achieved is still largely unknown. The history of anesthesia is very interesting. The oldest known agent for sedation is alcohol, which was used in ancient Mesopotamia thousands of years ago. Also found in use thousands of years ago were various concoctions of opium poppies. The first local anesthesia agent was cocaine, its earliest use being for eye surgery in the 1800s. Ether, or diethyl ether, was first synthesized in the 8th century. Over the centuries ether was used for recreational purposes and not for medical purposes. Ether was first used for anesthesia at Massachusetts General Hospital in 1845. In 1856, Dr. Edward Robinson Squibb first developed a chemically pure form of ether. Two years later he founded a pharmaceutical company, Squibb and Sons, which today is one of the world’s largest pharmaceutical companies. Once made in its pure form, ether quickly became a huge success. After ether’s early use it was Oliver Wendell Holmes who coined the word “anesthesia.” In 1772, Joseph Priestly, a theolo-
gian and self-taught chemist, discovered nitrous oxide. Dubbed “laughing gas,” nitrous oxide was used for fun at parties and wasn’t used for anesthesia until the later 19th century when it was first used for dental extractions. Chloroform was developed in the 1830s. It rapidly became apparent, after a number of deaths due to overdosage, that trained personnel were needed for the proper use of chloroform. This gave rise to the field of anesthesiology, and during the Civil War many nurse anesthetists were trained to administer chloroform. In 1853, Queen Victoria was given chloroform during the birth of her son, Prince Leopold. She praised its use and chloroform quickly became widely used for anesthesia. Today, many newer, safer agents are used for anesthesia, sedation, and analgesia. Among them are opiates, including the deadly fentanyl, which is responsible for so many drug overdose deaths. Fentanyl is 50 times more potent than heroin, but when used by properly trained professionals, even fentanyl can be a safe and useful anesthetic agent. Wrestle Talk LATEST WRESTLING NEWS By Eric Jayden
So, it has been a very interesting week in the world of professional wrestling. Let’s dive in right away. All Elite Wrestling (AEW) owner Tony Khan has purchased wrestling promotion Ring of Honor (ROH). This move that was once mentioned but was heavily speculated, has now become reality. ROH, is now owned and operated by The Khan Family. Now, reports are coming from Tony Khan himself that he will be the Head Booker for the promotion and that he has more plans for the promotion that he will announce soon. So, I bet you all have questions and as you send those questions in, I will try my best to get you, the fans, answers. Stay tuned, as this news continues to develop.
Staying with All Elite Wrestling, Tony Khan has provided more insight into what role former WWE superstar William Regal will have with AEW TV Show “Revolution,” following his debut during the Jon Moxley and Bryan Danielson post-match brawl. William Regal will be appearing as an on-screen TV talent, as well as serving as a behind the scenes assistant. Tony Khan noted that William Regal brings a wealth of knowledge, and he couldn’t understand how he was released from the WWE. Reports are coming in from the World Wrestling Entertainment (WWE) that WWE superstar AJ Styles has been injured after being attacked by WWE superstar Edge. It appears that AJ Styles suffered a severe neck contusion as Edge struck him several times with a chair. At this time, it is unclear if AJ Styles will be able to
compete at this year’s WrestleMania 38. WWE has announced that former WWE superstar and legend Big Van Vader, his real name Leon White, will be inducted in to the WWE Hall of Fame Class of 2022 and will be honored posthumously during the ceremony. The Question of the Week comes from Daniel K, in Rockaway Park and he said, “I am a huge CM Punk Fan. Do you think he will ever return back to
the WWE?” Daniel, they say in wrestling “never say never,” but I honestly don’t see CM Punk going back to the WWE unless he is their top paid superstar and he has total creative control of his character.
