Community Board 14 Meeting Highlights By Dan Guarino

With a three-hour monthly meeting, Community Board 14 covered everything from the Army Corp of Engineers to making Rockaway voices heard. It was held via Zoom on Tuesday, March 9, and attend by 128 people. CB 14 Chairperson Dolores Orr called on State Assemblywoman Stacey Amato to address recent reports of recommendations to severely down-size St. Johns Episcopal Hospital (SJEH). Amato reported “disapprovals were heard loud and clear” as she and other elected officials and SJEH leaders rejected any such moves. They have received a commitment from NY State to not consider any changes until at least after the pandemic has passed. Amato also noted the high praise St. Johns has received for its handling of COVID this year. Since last year SJEH has

showed “complete detachment from the work that is going on,” and would have cut 1,000 jobs. Next was a presentation by US Army Corps of Engineers Senior Project Manager Dan Falt regarding the ongoing

beach groin and coastal risk reduction projects. The groin or rock jetty at Beach 32nd Street is the first to be completed. Several board members gave positive reviews of the work so far. Falt confirmed that 19 groins have been funded, along with reinforced dunes, beach fill and berms. Beach 36th Street will be completed within two weeks or so. Work has begun at Beach 149th and Beach 145th Streets, and is expected to be completed in early July. The main access point for heavy machinery, trucks, and jetty rocks will be at Beach 142nd street. A hauling road is being constructed along the beach wall which will allow trucks to move from beach to beach. There will be beach access but swimming won’t be permitted as lifeguards will not be monitoring these beaches while construction is underContinued on page 14

Castaway The son who will remain nameless looked out the window a couple of weeks ago and asked, you know what I’m not doing? Shoveling. He says I forced him to have shoulder surgery so it’s my fault that I’m the one who has to go out and shovel six inches of karma. He had to have the surgery and I figured late November was a good time because, for one thing, it hadn’t really snowed the last few years. I was figuring snow was something we’d talk about like the good old days. Snow was only

a memory, like getting a slice and a Coke for 30 cents. So much for that. Anyway, dear reader, you know what I’m not doing? I’m not gonna write a column about the anniversary of Covid arriving in Rockaway. I’m not gonna write a Top 10 list like people do for movies or books. I mean, what highlights, what highlights are there anyway? Oh, remember that time we were down to the last roll of toilet paper? Remember the time the store owner charged a thousand dollars for hand sanitizer?

Remember those close talkers who didn’t get the memo? Because we’re a polite people we just spent those conversations backing up, and backing up. And backing up. You were gonna get Covid because of this guy or get hit by a car. Highlights were few. I guess the health official who read from a prepared statement deserves to be remembered. Wash your hands, she read. And don’t touch your face with your fingers. She then licked her finger so she could flip to the next page. And speaking of turning the page, the most boring book I remember being forced to read was Robinson Crusoe. I think that was the genius of the Daniel Defoe novel. The guy washed up on an island and had to live there for 28 years. And it felt no shorter for you. He was there for 28 and it felt like you did 50. Which reminds me of that old gangster who tells his lawyer who is trying to get him a deal, twenty years I can do standing on my head. Thirty-five years, I cannot do. I ain’t no Robison

Caruso (the Italianization of the title character). Anyway, as time inched on, Crusoe discovered his man Friday and I discovered Cliff Notes. It was a boring book because the guy had nothing to do. It was like 2020. When he meets his man Friday it was like a vaccine. Finally, a little hope. But man, it took a long time. Castaway was different. Tom Hanks had nothing to do for four years but it was covered in under two hours. If there were more highlights, it would’ve been broken into sequels. He got tanned and ripped. It was like he had a Peloton and a tanning bed. And he didn’t have to shovel. But his life did suck. Highlights were few. I faked a smile and told the son who will remain nameless that shoveling wasn’t bad. It gave me something to do. Which is saying something. And then I thought, you know what I won't do? I won't make a movie or write a book about the pandemic. But I got the vaccine. So maybe I'll write a book about the roaring twenties. Yay!

Save St. John’s Dear Editor: I am distressed to hear that the NYS DOH wants to close most of St. John's Hospital, but I'm not surprised. As Chief Medical Officer at Peninsula Hospital Center for 10 years until its closure in 2012, I had a front row seat to the actions of the DOH. I attended and testified at the Burger commission hearings. I attempted to make them see the reality of health care in the Rockaways, but they didn't care. In their opinion, there were too many hospital

THURSDAY, MARCH 11, 2021 beds in Rockaway and they were determined to downsize their costs, irrespective of the fact that the community was on the verge of a population boom. Peninsula stood alone and vulnerable as an independent entity while St. John's had the deep pockets of Episcopal Health Services. To them, Rockaway was just a part of larger Queens, not a community with a unique geographical location. The DOH refused to help Peninsula during its financial struggles, and the majority of the Rockaway community didn't support the hospital until it was too late. So Peninsula Hospital, the largest employer on the peninsula, passed into the history books. I hope this time around the community takes a stand in support of St. John's because if we lose St. John's, people will die due to the lack of available care and many others will lose their jobs. ***** According to some reports, the restaurant industry will benefit greatly from the recently passed corona relief package approved by the Senate. There is a $25 billion “revitalization fund” for restaurants that will include grants to help them cover pandemic-related revenue losses. Let’s hope our many local places will be able to get some relief and prosper going forward. We are amazed that so many have been able to keep the doors open. ***** The American Rescue Plan, as it’s being called, should also be a huge boost for the MTA which has had service cuts and layoffs. A robust public transit system is crucial for a New York comeback. ***** Speaking of the covid relief, we got a press release from Chuck Schumer’s office about all the

billion$ he secured for New York. Reminds us of the Riis Park Pool he promised when he was first running for senator. As Senate Majority Leader, you’d think he’d have the clout to get that Olympic-sized pool (so Rockaway lifeguards could be trained, for one thing). ***** St. John’s Hospital got a reprieve of sorts when the governor’s office put a hold on proposed cuts (drastic and extreme cuts). Bishop Lawrence C. Provenzano, chairman of the St. John’s board, made a good point when he highlighted Governor Cuomo’s seeming sympathy towards communities hit hard by Covid. Cuomo said communities hardest hit were those without quality healthcare. Meanwhile, a proposal was being prepared to cut St. John’s making it a micro hospital in a hard hit community. ***** Shoutout to the Covid testing facility at Beach 39th Street. Ready for Jetties? By Daniel Lynch

The much-anticipated groin installation is underway here in Rockaway Beach, and it frankly could not come at a better time. Our beloved coastline has been incessantly battered due to coastal storms over the winter. The most recent being Winter Storm Orlena, which transformed the dunes (the community’s first line of defense from coastal erosion and flooding) into sheer cliffs, now making it nearly impossible to access the beach. At high tide, some residents do not even have a beach to access, such as Beach 90th Street. The remaining “defensive” structures are deteriorating wooden jetties, installed nearly a century ago, which do not provide the defense Rockaway so desperately needs. Luckily, as many of us know, The Army Corps of Engineers (ACOE) is in the midst of installing and/or repairing nineteen (19) groins

along the Rockaway peninsula. The landscape-changing process will hopefully offer reliable fortification for decades (and generations) to come. In an effort to get a better understanding of the situation concerning the groin installation, The Rockaway Times reached out to Dan Falt, Project Manager for the United States Army Corps. of Engineers. Falt said, “We will be starting work at the end of Beach 142nd street and the groins at Beach 149th and Beach 145th soon-perhaps this week.” Although the process has not officially begun in the Neponsit section of Rockaway, the A.C.O.E has in fact started constructing a staging area on Beach 142nd Street. This will serve as the access point for trucks delivering the much-needed boulders used to create the massive groins. This will also (presumably) serve as the central location to monitor vibrations. The ACOE has set

up a Seismic Survey Inc. vibration monitor to track any potential environmental impacts. Although the news has given Rockaway residents some peace of mind, many have questions regarding how the ACOE will manage the rather complex installation. For example, residents want to know:

Work here is expected run from early, mid-July through end of summer. Construction at Beach 92nd and Beach 98th Streets is scheduled for the fall. Falt said the project has a lot of “nuance” and strict schedules and exact operational matters are subject to change. Falt confirmed that no work will be done during the weekends and generally be done between the hours of 7 a.m. and 3:30 p.m. and all measures are being taken to provide beach access and keep disruption to a minimum. The Corps’ full schedule will also factor in windows for bird nesting season, public safety and avoiding work during summer when the beaches are most crowded. Falt also outlined a number of projects now in various stages. These included mobi-mats for beach access over the protective dunes from Beach 126th to Beach 149th Streets and zig-zag timber ramps where ADA access is required. There is also a reinforced dune design planned which features steel sheets with a rock and sand overlay, as well as baffle walls and beach openings. Coastal risk reduction design projects are underway for the bay side as well as the ocean front. These include pumping stations, reinforcements and nature-based features. Chairperson Orr noted, “Most people seem to be happy with the work that’s being done. But the sand. We’d like to wake up and see that.” Falt replied, “We understand and will work that in where we can. In early 2022 we’re looking to the dune replenishment and reinforcement portion of project.” Next on the agenda was a report on the Rockaway United Resilient Micro Grid (RU), presented by RU president

Bill Schacht and other members working on the project. A micro grid, according to the US Department of Energy, is a self-contained energy system which can operate independently of the larger system. This project aims to establish a system to cover the Rockaway peninsula. Schacht discussed several initial sites set first for Far Rockaway. Even in the event of an emergency, these would provide “24/7 lights, power, communication and security.” Initial plans would be to power to St. Johns hospital, police and fire stations, officials and other emergency first-provider locations. “We are on borrowed time till the next occurrence,” Schacht said, noting the project, in conjunction with NYU and others, began development shortly after Hurricane Sandy. Another key proposal would be using the parking lot at Beach 108th and Beach Channel Drive. The plan would be to covert this into a sustainable energy generating center, which would also create additional jobs. Using wind and solar power, the goal is to be fossil fuel free by 2035. The group is also looking into plans to provide electric pow-

ered transportation throughout the peninsula. Also covered at the meeting were public speaking and reports from CB 14’s Transportation and Parks and Public Safety committees. The latter reported that NYC Parks is planning for a normal beach season opening. Swimming opening will depend on ongoing situations such as beach erosion. Staff levels will be same at least as 2019 and lifeguards are already being hired. Outdoor gatherings will be limited to 50 people. Parks is working on an updated permit system. Low contact sports will be permitted but no high contact ones. Masks still are still required. Concessions are expected to follow city guidelines re: seating, distancing and sanitary practices. The committee also requested to be informed on which beaches will be closed before the season opens. The last topic, which drew spirited discussion among members, was how to make their voice as a Community Board more effective. Several noted that although their role is advisory, their recommendations addressing Rockaway’s needs and concerns are often ignored.

Suggestions included keeping elected officials fully in the loop regarding their votes and decisions, as well as requesting that they themselves attend the Board’s meetings instead of sending representatives. Others were more blunt as they expressed their anger and frustration. As one member said, “If we want to make change, we have to stop electing the same people, and getting the same results.” Other suggestions included protesting and involving the media when issues are ignored, working to have the Rockaways under one city council district, report card grading officials on meeting community needs and organizing our communities to get out the vote. Another board member summed it up by saying, “Every time we advise on something, they turn around and do what they want.” “This is Rockway. We have invested in it. We need our voices to be heard.” Chairperson Orr concluded the CB 14 Executive Board will discuss these options to come up with plans to make sure the community is indeed heard and listened to.

Estate Tax Updates for 2021 By Nancy J. Brady

The heirs of New Yorkers passing away in 2021 with large estates may have taxes to pay, depending on the value of the decedent’s estate. You should be aware that one’s estate could be subject to both Federal as well as State estate taxes. At the Federal level, the amount excluded from federal estate taxes is $11.7 million dollars. This amount is set to be reduced to $5 million per person in 2026. Additionally, President Biden proposes further reduction to the 2009 level of $3.5 million per person. Basically, this means for individuals with estates in excess of the exclusion amount will leave behind “taxable” estates. Estate planning for these high values can be done to reduce the size of the taxable estate and mitigate the estate tax consequences. There are currently 17 states that impose their own estate or inheritance taxes. Additionally, states that currently have no estate or inheritance taxes could always decide to impose such taxes, and thereby increase state revenue. In New York, if a New York resident passes away between January 1, 2021 and December 31, 2021, the exclusion amount per individual is $5,930,000.00. Spouses in New York can leave any amount tax free to the surviving spouse. When the second spouse passes, if the estate of the surviving spouse is in excess of the exclusion amount, the estate would be taxed. For individuals passing in 2021, with estates valued between $5,930,000.00 and $6,504,587.00, the portion of the estate in excess of the exemption amount will be taxed at rates of more than 100%, depending on the excess amount. The result of the larger estates leaving less to heirs after the NYS estate tax is known as the “cliff.” Examples: -John is not married, dies in 2021 leaving estate worth $5,930,000.00 there is no tax due. $5,930,000.00. -John is not married, dies in 2021 leaving an estate worth $6,000,000.00; the value of the estate is $70,000.00 in excess of the exclusion amount, at a tax rate of 245%, taxes due $171,840.00, leaving $5,828,160 to heirs. -John is not married, dies in 2021 leaving an estate worth $6,050,000.00; the value of the estate is $120,000.00 above the exemption, resulting in a tax rate of 237%, $284,720.00 taxes due from heirs. The amount remaining after taxes is $5,765,280.00. Furthermore, if the net estate value is more than 105% of the exemption amount ($6,504,587.00 is 105% of $5,930,000.00) the exemption is no longer available to reduce the tax, and the total value of the net estate will be taxed. It is possible to reduce one’s taxable estate with estate planning. This type of planning can be done with life insurance, with trusts for married couples, as well as with planning for gifts to qualifying charities. It is also possible to establish plans for lifetime gifts to reduce the taxable estate. This type of planning is complicated and very specific to the individual’s circumstances considering the type of assets comprising the estate (real estate, IRA assets, non-IRA assets), as well as personal goals. Planning to mitigate for larger estates should be established and reviewed at regular intervals, to consider changes in the estate and inheritance tax levels, changes in the value of the estate, and changes in one’s individual goals. Estate planning to mitigate taxes should always be undertaken with the involvement of an estate planning attorney, an accountant, and financial advisor. St. Patrick’s Spirit Lives on Despite the parade being canceled, the spirit of Rockaway St. Patrick’s Day was alive and well. On Saturday, March 6, pipers, Irish dancers and other groups popped up to march or perform around town on what would have been parade day. At noon on Saturday, the Ancient Order of Hibernians Division 21 kicked off the celebration with a socially-distanced walk on the boardwalk, led by a lone piper from the Breezy

Point Catholic Club Pipes and Drums band. The group was joined by a few other festive locals including the “Best Dressed Man in Rockaway,” Owen Loof, who was decked out in his St. Paddy’s best as he handed out beads to those who came out to watch. Reprieve Granted for St. John’s Hospital By Katie McFadden

St. John’s Episcopal Hospital (SJEH) is here to stay—for now. Following reports of a consulting firm proposing that Rockaway’s only hospital be reduced to a 15-bed micro hospital, the New York State Department of Health granted a reprieve. A year ago, SJEH treated the very first of thousands of coronavirus patients in Queens. So it came as a shock when daily newspaper, the Queens Daily Eagle revealed on March 2, that about two weeks ago, New York State Health Department officials and the consulting firm ToneyKorf Partners LLC presented St. John’s administrators with three extreme cost-cutting proposals, that would be detrimental to the staff and community. The Eagle reported that one proposal would reduce St. John’s from a 257-bed facility to 91 beds and would get rid of obstetrics, newborn and pediatric services. A second proposal would make it a 30-bed health complex, reducing staff to just 337 members, down from the nearly 1,200 that currently work there. Most drastic, the third proposal would convert St. John’s into a 15-bed micro hospital serving the more than 120,000 residents of the peninsula and many in the Five Towns. The report instantly raised alarms and caused instant pushback from community members and leaders. Elected officials started to organize rallies to fight against the proposals and made immediate calls to the New York State Health Department and Governor Andrew Cuomo’s office. The instant pushback was followed by some good news. On Thursday, March 4, the New York State Department of Health released a statement saying: “Contrary to published reports, the Department has not recommended nor decided on any of the recent proposals developed that would make changes at St. John's Episcopal, and thinks it would be premature to do so without further analysis and stake-

holder engagement. “The State's operating support for St. John's Episcopal has increased by 50% since 2019 and totaled approximately $60 million last year. Gov. Cuomo's Executive Budget will provide at least this level of financial support for St. John's Episcopal in the upcoming fiscal year so that additional options to provide a sustainable and higher quality healthcare delivery system in the Far Rockaways can be fully explored and shared with the community.” Prior to the announcement, Queens Borough President Donovan Richards had called for a rally against the proposals on the morning of Friday, March 5, but with the latest news, Richards and other elected officials and leaders gathered in front of St. John’s Episcopal Hospital to give thanks for the reprieve and vow to stay vigilant in this fight. “Today was supposed to be a day where we would continue to fight against this ridiculous proposal that would dismantle this hospital,” Richards said. “The workers of this hospital put their lives on the line, the workers who were out there when there were refrigerators outside this hospital, the workers who sacrificed themselves and their family and, in some cases, their lives, to keep people alive on this peninsula. The heroes of this hospital deserve more than a pink slip. They deserve a raise; they deserve hazard pay, and

this institution deserves more than any proposal that would gut it.” Richards described how the community was impacted by coronavirus and the disparities that the peninsula faces. “The answer is not to defund the hospital. The answer is to fund the hospital. The answer is to ensure that we have more resources to build out this hospital,” he said. Richards thanked those who spoke out and brought attention to the proposals but reminded people that the fight isn’t over. “Our work is not done. We have to stay in tune to what’s going on. We have to stay engaged. We don’t take this lightly. As long as we stay engaged, we’re going to make sure this institution only grows,” Richards said. Richards was followed by Congressman Gregory Meeks who said, “When the word came out, we all got together and said this can’t happen. It makes no sense,” he said. “We know that the future of the Rockaways, without a hospital, without St. John’s, is not a good future at all.” Bishop Lawrence C. Provenzano, chair of the SJEH board said, “We’ve been here before, it makes no real sense to any of us who are trying to provide quality health care to at-risk communities to have this cycle in which our state government is wanting to balance budgets on the backs of the most needy communities.” He urged everyone to stay on top of this issue. “The next

step is that we should never be here again. The Department of Health has to find a way of funding healthcare for the Rockaways without some large business plan. Let’s keep up this fight,” Provenzano said. Likening this issue to a prisoner getting a reprieve, Senator James Sanders said, “a reprieve does not mean the sentence will not be carried out. A reprieve means they bought you a little time. It’s what you do with that time that becomes important.” He urged those in attendance to join local community groups and stay on top of this fight. “Let’s get to work so we’re not here again and we can spend our time building out our great community,” Sanders said. Assemblyman Khaleel Anderson said “this is a temporary victory,” and demanded that even more be done for healthcare in Rockaway. “Healthcare is one of the major employers on this peninsula. A loss of this hospital would’ve been a loss of jobs, a loss of livelihoods, a loss of homes and a loss of a community,” he said. “We have a hospital but we’re in critical need of trauma care here on the Rockaway peninsula and now is the time to begin that discussion about trauma care on this peninsula. This is a temporary victory, but we have so much more to fight for.” Other leaders like District Manager Jon Gaska, Dr. Germán Antonio Reyes, a representative of 1199SEIU, and even mayoral candidate Kathryn Garcia were also on hand to show their support at the rally. Ending its statement, the NYSDOH said, “The Department of Health is committed to working closely with the management and board of St. John's Episcopal, the community served, our partners in labor, and elected officials in identifying a modernized and sustainable strategy for delivering high-quality healthcare in the Far Rockaways." Lazy Eye Amblyopia, informally called “lazy eye,” is the leading cause of decreased vision in children. It is caused by abnormal visual development, usually in one eye and rarely in both eyes, as a child. Vision in the affected eye is decreased, causing the brain to stop communicating with that eye. This causes the affected eye to wander, or drift. The eye does not track with the “good,” or stronger eye, and eventually the affected eye wanders inward (toward the nose), or sometimes outward. The brain then relies on information sent only by the unaffected eye. It can be present at

birth, however amblyopia usually develops between birth and seven years of age. Children often do not realize they are having trouble seeing, but sometimes they exhibit behavioral signs or other indications of visual problem. These signs include tilting of the head, squinting, or closing one eye. Parents may notice that the child is clumsy, which is caused by poor depth perception (two functioning eyes are required for proper depth perception). Parents may also notice that the child’s eyes do not move, or track, together. Infants with amblyopia may cry when one eye

is covered because they cannot see well out of the affected eye. Causes of amblyopia include strabismus, a muscle weakness in one eye that causes the eyes to fail to move together, and refractive errors like astigmatism, which causes one eye to be shaped differently than the other thereby causing blurred vision in the affected eye. Rarely, a cataract may cause decreased vision in a child’s eye. Risk factors for amblyopia include premature birth, low birth weight, a family history of it, and certain developmental disabilities. It is imperative that amblyopia be found and treated early, otherwise the visual impairment may become permanent. Pediatricians routinely perform visual screenings at each well-child visit from birth to 18 years of age. If the pediatrician, family members, or teachers have any concerns about a child’s vision, referral to a pediatric ophthalmologist is imperative. This needs to be done as early as possible because the older the child is, the harder it is to correct am-

For example, a refractive error caused by strabismus or astigmatism can be corrected with eyeglasses. Otherwise, treating amblyopia essentially involves forcing the brain to recognize and use the affected eye. This can be accomplished by using an eyepatch over the “good” eye, or if the child struggles with the eyepatch, eyedrops (atropine) that blur the vision of that eye may be used for similar effect. It may take months to years to correct the condition, and some children require more treatment as time goes on. Sadly, in some children treatment may be unsuccessful. Finally, every child should have a complete eye exam between ages three to five. Robby Schwach of Councilman Eric Ulrich’s office has been hard at work, tracking down the details for each Rockaway zip code. We are sharing this info each week. The latest info represents changes between 02/28/202103/07/2021. Vaccination stats are now available. In 11691, positive cases increased by 189 from 6,097 to 6,286. There were six new deaths in this period, bringing the total number of deaths to 423. 7% or 3,215 people have been fully vaccinated. In 11692, cases went up by 37, from 1,467 to 1,504. There were no new deaths in this period, and the total remains at 98. 7% or 1,089 people have been vaccinated.

In 11693, cases rose by 35 from 904 to 939. There was one new death, bringing the total to 35. 9% or 874 people have been fully vaccinated. In 11694, there was an increase in cases by 53, from 1,827 to 1,880. There was one new death in this period, bringing the total to 93. 18% or 3,002 have been fully vaccinated. In 11697, cases rose by six from 465 to 471. There were no new deaths in this period, and the total remains at nine. 35% or 953 people have been vaccinated. Amato and Sanders Push Conflict of Interest Bill Assemblywoman Stacey Pheffer Amato has introduced legislation addressing conflicts of interest for public employees, in response to the radical proposals to fundamentally alter care at St. John’s Episcopal Hospital (SJEH). Prior to the pandemic, SJEH was working with an independent consulting firm, hired by the State Department of Health to analyze the hospital’s operations. One of the consultants became intimately aware of the accounting, personnel, and workings of SJEH, and was then appointed as Deputy Secretary for Health and Human Services for the NYS Department of Health, with jurisdiction over the review of SJEH. “This consultant should never have been in the position of being able to make decisions that would drastically change how St. John’s functions,” Pheffer Amato said. “With his intimate knowledge of St. John’s inner work-

ings, this consultant created proposals that would fundamentally change how the hospital works. Consultants can play an important role in assisting agencies in New York State, but a distinction must be made when a state contracted consultant transitions to government. This bill will ensure that a conflict of interest of this magnitude will never happen again.” Senator James Sanders said, “Taxpayers rely on state employees to give objective advice on behalf of the public interest to promote sound policy decisions. This bill will remove conflicts of interest in the decision-making process.” SJEH is the only hospital on the Rockaway peninsula, serving over 100,000 residents. Surfing the internet, viewing social media, watching TV, going for a leisurely walk, taking a yoga class, going to the gym, visiting a friend or relative and spending some quality moments with that person. My Dad, Alexander Brown Timlin taught me how to be

present each day with the ones I love and enjoy the good times along with the bad times. We all change. Nothing stays the same but we can choose to be happy in this journey. Strive to be content. Each day is an opportunity to learn and create. The simple act of being friendly to a stranger can ignite an unexpected conversation that fills one with happiness. With each new day it is helpful to approach challenges and experiences with an open mind. We are all capable of being happy. Stepping outside our comfort zone to be uncomfortable is what allows us to grow and be proud of ourselves. The Yoga Sutras of Patanjali is a book helping to guide us in life to live with compassion and love for all beings. Book One, Sutra #33 is my favorite ones. The four keys to happiness are as follows: By cultivating attitudes of friendliness towards the happy, compassion for the unhappy, delight in the virtuous, and disregard toward the wicked, the mind-stuff retains its undis-

turbed calmness. Desire to have serenity of mind and happiness is sought out by so many. Keep these four keys close to your heart and when you need them you will have the proper key to open the lock. SILVER ANNOUNCES DEPARTURE FROM PARKS NYC Parks Commissioner Mitchell J. Silver, announced that he is stepping down as commissioner late spring / early summer 2021. Silver has served as Parks Commissioner since May 2014 – the fourth longest serving NYC Parks Commissioner. An internationally recognized, award-winning, visionary planner, Silver has brought the New York City park system into the 21st Century through design and capital process reform delivering more than 800 capital projects representing a $1.85 billion de Blasio Administration park investment, equitably benefitting New Yorkers of all means, ages and abilities. “I thank Mayor de Blasio for giving me the privilege to help transform NYC Parks and our parks system; making them

more equitable, inclusive and resilient over the past seven years. I am grateful to have worked with the amazing NYC Parks leadership team, as well as all the dedicated Parks staff who keep our parks safe, clean and accessible, especially through this global pandemic. Serving as commissioner has been the highest honor of my career. I also thank my colleagues in government, conservancy partners and volunteers for making this job the best experience of my life,” Silver said. No replacement has been named. Liam Kavanagh, Deputy Commissioner was named acting commissioner prior to Silver’s appointment. With the de Blasio administration entering its final months, it remains to be seen if the position will be filled.

Uncured Chicken Sausage, Cabbage and Orecchiette By Sharon Feldman

Ingredients: 1 package Boars Head Uncured Chicken Sausage, cut into rounds or quartered (or any type of sausage you like) 1 large sweet onion, cut into medium size, diced 2 tablespoons smoked paprika 1 head of cabbage, sliced into strips 1-1/2 sticks of unsalted butter 1 cup of Orecchiette (or use any pasta you like) Salt and pepper to taste

the butter. Mix the butter and sausages to incorporate. Add the onions. Sautee until onions start to soften. Add the smoked paprika. Mix through. Add some ground pepper, then add the cabbage. Mix thoroughly and cover. Bring a pot of salted water to a boil. Add the orecchiette and cook 9-11 minutes. Ladle some of the starchy water (3-4 ladles) to the cabbage mixture. Drain the pasta and add the sausage, cabbage mixture and toss to incorporate. Enjoy!

Postcards From Poseidon By Bert Sanders

Another Rockaway St. Patrick’s Day in the books, and all we got was a lousy hangover and an overflowing recycle bin. All kidding aside, the day had the bold spirit and raw energy that defines this beach abode, and it was on full display throughout the town. Without getting into too much detail, it was obvious from the start that an oppressive state regime and a global pandemic were no match for the restless Rockaway royalty. As March barrels on through with the promise of spring in the air, The Rockaway Mermaid Brigade continues its drive to support the businesses that have sponsored the parade over the years. It was incredible to see Engine 420 and Whalea-mena putzing through the neighborhood spreading cheer despite the Gestapo efforts to cancel the day. It was also amazing to see Irish Step Dancers, pipe bands, and members of the community marching on the boardwalk. This week’s small business reviews feature the proprietor and driver of Engine 420, everyone’s favorite bus driver, used car man, and legendary philosopher: Jerry Rea. He refused an in-person meeting, but agreed to a telephone interview, as he gave his review of Rockaway Brewing Company. Additionally, I received an anonymous review of Whit’s End from an adoring mermaid that goes simply by “Krusty McLovin.” 3/9/2021 Bert : Hello Jerry, this is Bert Sanders from the Rockaway Times. Jerry: Hello Bert. Bert : I’m here to ask you some questions about Brewco. What is it about Brewco that you love so much? Jerry: They have great tap beer. Especially the Pilsner. It’s only six bucks. It’s a large glass, and my ex-friend Melanie used to say that its stronger because a regular

bottle of beer for some reason doesn’t get filtered as much, or maybe it’s the opposite, a regular beer gets filtered more… but the tap beer is stronger. They have an outside with a fire, and it’s really nice to sit around in these new woke chairs. Very nice, very woke, very nice chairs. The barmaid is friendly. The food! Sunday I had sausage and egg on a roll. Somehow he bakes sausage and egg in the roll. I don’t’ know. Tony… Tony no bologna is his name. He somehow lost his job in the pandemonium [that’s Jerry for pandemic], and he is an amazing cook. It’s only a short walk from my car lot. It’s a great place. It really is. If more people uptown knew how awesome and cool it was, they’d be there every day. I mean other than that, if you wanna have a good time come to the brew crew. The Hipsters. There’s no TVs. People just sit around and talk, like the old days, when you were a grasshopper. Before you were born. People used to go to bars and talk nicely, sit down. My girlfriend’s like “wow, people are having a conversation! It’s unbelievable!” It’s a good place, you should go there. Try it. Tell your people. You have people. People and their ancestors know you, tell them to go there. So in my first interview transcript, I accomplished my task by asking only a single question of our longwinded friend. That's efficiency, and professional journalism. Both are dead arts. As promised, this week’s column will also include an anonymous letter of adoration submitted from the brigade for the Pizza Nazi himself. BE YOU @ WHIT’S END Life is tough and Whit’s End is THE place to be for those of you who feel they need a spot to completely LET GO and ENJOY yourself with ZERO judgement. Whit’s End supplies entertainment with everything from live

music, DJ Combat, to magic and sword swallowing! With Whit’s eye for collecting art, the rotating local artwork ambiance isn’t too shabby either! The back deck is tented, heated with music and seating. If you’re lucky, Whit will fire up the fire pit so you can stand around it for that cozy feel. No matter what- you will never feel like a sore thumb and will truly enjoy yourself here. As tough as this restaurant owner is on his exterior, he is just as soft on the inside as his delicious scallops that are on his menu. Whit has MANY OF TIMES encouraged myself, along with my fellow mermaids to “Be YOU no matter F*k’n what!” And I for one would like to say what a relief it is to be welcomed into a public establishment and not have to worry about being yourself. (Especially when you’re dressed as a mermaid) Thank you Whit for giving us a place to express ourselves through art, love and music and be who we truly are to the fullest with no judgement or anxiety! - Oh! and of course- how could we forget- stuffing our faces with

your AMAZING menu! (And BYOB- or not options) This place kept most of us somewhat sane throughout this pandemic and I can say with confidence that its much appreciated it all around. Enjoy the ride! State Senator: Gov Should Leave State Senator James Sanders became the first Rockaway elected official to call for Governor Cuomo’s resignation. “I am calling on Governor Cuomo to resign,” Sanders said in a statement. “He simply cannot do the work of New York State, especially during budget crunch season with all of the allegations swirling around him from underreporting deaths at nursing homes, to cutting corners on essential infrastructure like the Mario Cuomo bridge, ironically named after his own father, to the

allegations of sexual misconduct involving members of his staff. While it is true, a person is innocent until proven guilty and the Attorney General should continue to conduct a thorough and impartial investigation of all these matters. In the meantime, we cannot waste time. We need a strong, focused leader at the helm, and right now Governor Cuomo is not that leader.” Other local electeds have called for the State’s Attorney General to complete a thorough investigation.

Amato Requests Plans from Homeless Services Assemblywoman Stacey Pheffer Amato penned a letter to the Department of Homeless Services (DHS) Commissioner Steven Banks requesting the agencies timeline and protocols for bringing residents back to the Amani House shelter located on Beach 101st Street in Rockaway Beach, Queens. The letter also requests information indicating how DHS will proactively reduce warehousing and dormitory-style housing in the Amani House to prevent the spread of COVID-19 or any airborne illness. “What we learned from COVID-19 is that congregate housing settings contribute to the spread of air-

borne illnesses,” Pheffer Amato said. “Warehousing and dormitory-style housing is unacceptable and put homeless New Yorkers and our communities at risk. The devastating effects of the COVID-19 pandemic will last generations, so it is our responsibility to take the lessons learned and use them to end warehousing and dormitory-style housing in our homeless shelters.” Pheffer Amato previously submitted legislation during the 2019-2020 legislative session outlawing warehousing in all homeless shelters in New York State to limit the spread of COVID-19.

Help Wanted: Vaccine For All Mayor de Blasio announced the Vaccine for All Corps, a civilian corps for workers to join the City’s vaccination effort. Through the Corps, the City will recruit 2,000 New Yorkers to serve their communities, with a priority focus on residents in the 33 Task Force for Racial Inclusion and Equity neighborhoods. “Attention all New Yorkers: the Vaccine for All Corps is hiring,” de Blasio said. “We are giving New Yorkers the opportunity to help their neighbors get vaccinated and rebuild our communities together, one vaccination at a time.” Public recruitment is currently underway for jobs in Staten Island, the Rockaways and The Bronx. The City is focused on recruiting from communities in partnership

with City agencies and community partners. The Corps is currently hiring for clinical roles, including vaccinators, as well as support and administrative roles. Training for new hires will be handled by the Department of Health and Mental Hygiene. “Our COVID response is by, for and with the community,” Health Commissioner Dr. Dave A. Chokshi said. “New Yorkers are the true champions of the response and we’ll continue to rely on them to fuel the vaccination of hundreds of thousands of their fellow residents at our hubs.” Interested jobseekers should visit nyc.gov/vaccinejobs.
