Put away the shovels, take out the shillelaghs. Say goodbye to all the white stuff that’s fallen and say hello to green. It’s time for a parade! This Saturday, March 7th, is the 40th Annual Queens County Saint Patrick’s Day Parade in Rockaway and marks the unofficial start of spring. With sunny weather in the forecast, thousands will line the streets to watch and cheer marching bands, community groups, city workers, and the occasional odd individual, as they celebrate St. Patrick’s Day in Rockaway. Some politicians take part as well. Reactions to those folks is somewhat unpredictable. The parade kicks off at Beach 130th Street and Newport Avenue at 1 p.m. sharp. Marchers wil proceed down Newport Avenue, across Beach 116th Street, down Rockaway Beach Boulevard and then pass by the reviewing stand on Beach 105th Street and Rockaway Beach Boulevard. The parade will end by the St. Camillus parking lot on Beach 100th Street. The Parade Awards Ceremonies will be held at St. Camillus School hall on Beach 100th Street following the parade, trophies and

You know I can’t resist dropping a proverb on you that was dropped on me: “If wars were fought with words, Ireland would rule the world.” Of course, there are a couple of variations on what’s keeping Ireland from ruling the world but it’s hard to argue that it rules a good chunk of Rockaway this week, including this column. I’m guessing a lot of people who live in New Orleans hate Mardi Gras. They can do without the crowds and the madness. I’m guessing a few feel the same way about Parade Day in Rockaway. But New Orleans without Mardi Gras, Rockaway without St. Paddy’s – they just wouldn’t be the same. Among other things, the parade presents me with the chance to regurgitate some Irishisms. I get to say things that are grand and brilliant and ask people, where’s the crack? (And they don’t point to a drug den or suggest rehab). Everyone knows that with Irish Alzheimer’s you forget everything but your grudges. And the grudges live on until you read the name of your nemesis in the Irish Comics otherwise known as the obituaries. (Sometimes people ask why we don’t publish obituaries. Well, I just get too sad when I lose another reader). You know, good Irish old-timers might express frustration by saying Jesus, Mary, and Joseph while the new, saltier, generation expresses it with: for feck’s sake. I can’t remember (see Irish Alzheimer’s) who told me this one but I get a kick out of the cockiness. He said, any Irishman worth his salt, walks into the room, and convinces himself he’s either the smartest or funniest guy in the room. If he’s neither, he knows he’s

the best looking. And if none of those fit he can still believe he’s got the best singing voice. Such cockiness or arrogance is actually kinda rare in Irishisms. The Irish are usually more comfortable putting themselves down or making light of tough circumstances. When you pack your clothes in a trash bag and call it Irish Luggage you’re not exactly boasting. There are Irish Twins (children born within a year of each other) and Irish Exits (you know, slipping out without saying goodbye). There are Irish Wakes and Irish Tempers. And there’s even Irish Camouflage – otherwise known as freckles. There are a few that can’t be said in church. And easier said after a pint. And while Irish-this and Irishthat are common enough, there are some words and sentiments that seem appropriate as the parade takes shape. Do not resent growing old, some are denied the privilege. Irish women are like tea bags, they don’t know their strength until they’re in hot water. A silent mouth is musical. It’s often a man’s mouth broke his nose. May good luck be your friend In whatever you do, And may trouble be always a stranger to you. May the lilt of Irish laughter lighten every load, May the mist of Irish magic shorten every road, May you taste the sweetest pleasures that fortune ere bestowed, And may all your friends remember, all the favors you are owed. All very nice. But I’ll end on some practical advice: Your kilt should be short enough for a jig and long enough to hide your lucky charms.

Flood Fix Proposed By Kevin Boyle In January, 2014 Assemblyman Phil Goldfeder first proposed the idea of creating a New York State flood insurance program. Now, he’s moving to get it launched. His initiative could have enormous ramifications. Some background: After the crippling rate increases triggered by the Biggert-Waters Act were revealed in the winter of 2013, lawmakers on the Federal side went to work to repeal and amend the law that would have wiped out entire communities. The Homeowners Flood Insurance Affordability Act was born which halted many of the extreme conditions of Biggert-Waters. But many burdensome aspects persist. Flood insurance still falls under FEMA and its National Flood Insurance Program (NFIP). To many, that spells trouble and continued uncertainty. Critics say FEMA is, among many things, a bureaucratic mess built to waste money, issue erroneous flood maps, and overcharge on premiums. As it is, homeowners have little choice but to deal with the NFIP. Although owners without a mortgage can opt not to have flood insurance, most owners and new buyers do have bank mortgages and the banks insist on owners carrying flood insurance.

The issue extends beyond homeowners and affects communities across the country. Uncertainty, itself, casts a shadow on real estate markets which causes ripple effects. Without clarity, real estate markets freeze or suffer. In such cases, buyers remain on the sidelines or look in areas that are not in flood zones. When home values slide, people spend less, businesses suffer or fail, leading to overall neighborhood instability. FEMA has done little to allay fears or present clearly defined premiums. Although all flood policies are under the auspices of the NFIP they are purchased through private insurance agents or companies. The rates offered can vary widely. One feature of the Homeowners Affordability Act was an annual limit of 18% on policies. Many homeowners have seen increases well beyond that and been told that fees and surcharges and other rules effectively nullify the 18% limit. Frustration extends beyond homeowners. Local insurance agents have difficulty with underwriters and FEMA. “You get a different answer every day,” one said. And it’s not just flood insurance premiums that cause alarm. It’s FEMA itself. Court records and recent news reports reveal that insurance companies denied the flood insurance claims

PHIL GOLDFEDER announcing proposed legislation. of thousands of homeowners because of fraudulently altered engineering reports done after Sandy. What does FEMA have to do with that? Well, these insurers have incentive to please FEMA. These companies don’t go in pocket to pay claims; the NFIP (run by FEMA) pays. The insurance companies face no risk at all. They get commissions and a cut of the premiums. In fact, all major insurance associations praised the Biggert-Waters Act in 2012. And why not? The insurers would have been in line to receive cuts of much larger premiums and still face zero risk. Plainly, these insurers have incentive to keep the NFIP happy. Investigations are now underway to find out if these doctored engineer reports were a direct result of NFIP pressure. A lawyer, suing NFIP, said one company committing fraud would be one thing, but when several engage in the same fraud you must ask if there is a common denominator. Groups, such as Stop FEMA Now, have organized to pressure elected officials to fix the National Flood Insur-

ance Program which will need congressional reauthorization in 2017. In short, the program needs to be funded by Congress. Lawmakers are being urged to fix before funding. Phil Goldfeder is not waiting for the feds. He wants New York State to offer flood insurance and is introducing legislation to create the New York Flood Insurance Association (NYFIA), a joint underwriting association designed to serve New York State homeowners in flood-prone communities. Goldfeder’s proposal is a potential game-changer with national implications. It is, however, sure to be a long, arduous journey before it’s realized. With such enormous money in play, there will likely be numerous parties interested in steering the legislation. Goldfeder acknowledges the challenges but cites precedent as a reason to be hopeful. When announcing his proposal on Sunday, Goldfeder said New York State has already demonstrated the way. After numerous riots in the 1960’s, insurers began refusing to write insurance

This past Sunday, 60 Minutes highlighted the fraud perpetrated by insurance companies on homeowners after Sandy. As reported in The Rockaway Times and elsewhere, some insurance companies doctored engineer reports so that payouts to homeowners with flood policies were lessened. FEMA, the government agency built to help people, the government agency that runs the National Flood Insurance Program (NFIP), is being investigated for being complicit. Insurance companies don’t pay flood damages, FEMA does. Insurance companies get a chunk of the premiums so they very much want to keep FEMA happy. It stinks. If it’s a money game with FEMA, it makes us question plenty – like their maps and true risk. Hearings by our US Senators have started. The NFIP should not be reauthorized until fixes are put in place. ***** There’s talk that the historic bus shelter (shaped like a wave) at Beach 107th and Shore Front Parkway will be torn down to make way for a playground and possibly a dune. Of course, it’s been many decades since a bus stopped there (buses aren’t allowed on parkways and Shore Front is a parkway) but the shelters are iconic. Say it ain’t so. Emil Lucev, the Rockaway historian, who sounds great after a bout with pneumonia, says he’s

The Rockaway Times going to do some research but he doesn’t think buses ever stopped there. The original plan was for buses to run from the shelters to the World’s Fair (1939). ***** The DOT will be looking to redesign Rockaway Beach Boulevard from Beach 73rd to Beach 88th Streets. The hope is this ugly stretch of rough road will be more accommodating pedestrians and vehicles alike. ***** Wanna help a good cause and have some fun? On Sunday, March 22 Rockaway WISH will be hosting A Concert For Kids from 1-4 at St. Camillus Hall. WISH will be celebrating local rock star children. There will be a DJ, snacks, and raffles. This is not a drop off event. Salty Reaction Dear Editor: Do you remember how nice the weather was on Monday, February 23? It was sunny, 40 degrees and to my amazement the Sanitation Department had a salt truck out dropping salt all along Newport Avenue where I live. Almost all of it was deposited on perfectly clear and dry blacktop. In fact so much of it was dropped the street sweepers were out picking it up on Thursday. However there’s still plenty of it left as one can plainly see along the shopping block on Beach 129th Street. And many other blocks were salted as well. Just a waste of time and resources. Front Parkway. This should be stopped. The bus shelters are part of the whole beach scene and are like landmarks. They were built more than sixty years ago and are part of Rockaway. Old timers get nostalgic about Playland well here’s history that they just want to destroy. Let’s not get nostalgic about the bus shelters, let’s keep them. Steve Cassidy to Lead the Way By Katie McFadden On Saturday, March 7, Stephen J. Cassidy, President of the Uniformed Firefighters Association, will lead the 40th annual Rockaway St. Patrick’s Day Parade as this year’s Grand Marshal. In late January it was announced that Cassidy would be honored as Grand Marshal. “It feels great. It’s really a tremendous honor,” he said. “Plus my kids will be home from college to come watch me march.” Cassidy takes great pride in his Irish heritage, with family on his father’s side coming from Limerick and his mother’s side coming from Cork. “I think it’s important, generationally, that people remember where they came from. My grandparents struggled and worked hard and they passed that onto my parents,” Cassidy said. “My grandparents on my mother’s side were born in Ireland and came over in the early 20s. My mom and her sister were born right before the Depression. That whole generation grew up during the Depression, which were incredibly hard times. The Depression lasted to World War II, which my father served in. He was the 9th out of 10 children and six of them were brothers, who all went to war. His mother had six stars in the window. The Irish made a lot of contributions to this country, includ-

ing fighting for the country.” Cassidy is a fighter himself, but his warzone is in the fires of East New York, where he has been a firefighter with Engine 236 for 27 years. In 2002, Cassidy was elected to represent his fellow firefighters as president of the UFA. “The UFA is a union that represents all New York City firefighters, so we are responsible for negotiating contracts with the city, negotiating safety and health initiatives and a whole range of other issues that impact firefighters,” he said. He is the only president to be elected directly out of the field and the only one to be elected for five terms. As President, Cassidy chairs the UFA Widows’ and Children’s Fund which benefits widows and children of firefighters who die in the line of duty. He is also Co-Chairman of the Thomas R. Elasser Fund, which supports the families of active firefighters who died in the line of duty and the UFA Scholarship Fund which supports children of firefighters who pursue college. He also serves as trustee on the FDNY Pension Fund ($10 Billion) and Investment Board and is Treasurer of the Municipal Labor Committee. He is also Vice President of the New York City Central Labor Council and he served on The National Advisory Council (NAC) of the U.S Department of Homeland Security, and he has re-

ceived many accolades. Cassidy grew up in Brooklyn, but he’s no stranger to Rockaway. In fact, he used to live in Rockaway Park in the late 80s and early 90s, but first, it was his summer getaway. “I grew up coming from Brooklyn every summer to Riis Park or Rockaway to play basketball or enjoy the beaches. If you grew up where I grew up, from St. Thomas Aquinas to Flatbush, it was a straight run down Flatbush to the beach. We used to run seven miles to the beach and hitchhike home,” he said. Cassidy now lives in Westhampton on Long Island. “Maybe I got beach in my blood. If you grew up near the ocean, it’s hard to get away from it,” Cassidy said. Cassidy says he’s looking forward to being part of one of Rockaway’s biggest events. “The people of Rockaway love how beautiful the town is and how great the beach is. Sandy was a disaster but Rockaway has rebuilt nicely. The people there refuse to give in. They care for and love that peninsula and they’ll be out in force at that parade because it’s part of the fabric of the community,” Cassidy said. “I’m looking forward to being Grand Marshal. It’s a community I know and love. The people are very close-knit. As a kid from Brooklyn, Rockaway was my home away from home and then I called it home and I

still love going there.” As a firefighter, Cassidy has marched in the New York City parade on numerous occasions, but this will be his first time marching in the Rockaway parade. However, since he spent some time living in Rockaway, he knows what to expect. “I’ve been to the parade on many occasions. I hadn’t been recently, but being Grand Marshal for the 40th anniversary of the parade is a big deal and I’m looking forward to it,” Cassidy said. “The people come out and they’re typical of Rockaway; boisterous, excited and happy. When they see elected officials they’re not happy with, they let them know it. The people of Rockaway have never been shy about communicating what they think. It’s a day for the Irish in Rockaway to celebrate what St. Pat-

Recently there have been several complaints regarding the ticketing of residents’ vehicles on the three streets currently undergoing bulkhead construction, West 11th, 12th and 13th Roads. The issue stems from the “No Standing” Temporary Construction parking restrictions in place on all three streets prohibiting parking on one side of the road, Monday through Friday, between the hours of 7 a.m. and 6 p.m. These restrictions were put in place to ensure unfettered and safe access onto and off of the street by construction equipment being used for the construction of the new bulkheads. Apparently the problem stems from Traffic Enforcement remaining blissfully unaware of what is happening in the community of Broad Channel and issuing tickets for vehicles parked in a restricted “Construction Zone” on weekdays where no construction activity has been taking place on the street. This problem is a longstanding one and results directly from Traffic Enforcement’s abysmal failure to attempt to establish even a modicum of interaction with our Broad Channel community. Over the past several years, the residents of Broad Channel who reside on flood prone streets have pleaded to our elected representatives requesting that some sort of compromise be agreed upon between the Police Department, (and especially) Traffic Enforcement and the community regarding parking on the Cross Bay Boulevard median during periods of tidal flooding. Although always hopeful for a viable resolution to this problem with local Traffic Enforcement staff, our pleas have been continually met with sympathetic ears but idle hands. Prior to Super Storm Sandy, Dan Mundy Jr. attempted to arrange for the Commanding Officer of the Queens Traffic Division to attend the May 24th meeting of the Broad Channel Civic Association to discuss a rash of parking violations issued by his staff early on Saturday morning, May 5th, 2012 during a period of “Super Moon” high tides and accompanying street flooding. Queens Traffic Division chose not

to send a representative to the meeting. Additionally, when the situation was brought to the attention of a Traffic Enforcement supervisor by the Commanding Officer of the 100th Precinct, common sense did not prevail. Traffic Enforcement was not willing to void the summonses even though the supervisor admitted that he was aware of a policy of not issuing summonses to Broad Channel vehicles parked on the Cross Bay median during periods of scheduled flooding tides. The issue arose once again at the March 29th, 2013 meeting of the Broad Channel Civic Association at which time it was decided to attempt to arrange a meeting between 100th Precinct Community Affairs staff and Traffic Division staff in an effort to bring them up to speed on the ongoing construction and other issues germane to the flood mitigation project in order to address this issue. The Captain and officers of the 100th Precinct have long made it their business to become involved with the community of Broad Channel. 100th Precinct Community Affairs staff are routinely present at Civic Association meetings and Danny Ruscillo, President of the 100th Precinct’s Community Council is keenly aware of the concerns of our town. I am not sure if Traffic Enforcement even has a Community Affairs liaison because I would have to assume that we would have heard from them by now. On the other hand, if Traffic does have a Community Affairs staff person, he or she should be fired and replaced with someone capable of actually getting up from his or her desk and using a GPS to find their way to the next Broad Channel Civic Association meeting. That being said, there is nothing for us to do save, keep trying. But keep in mind…It is said that the definition of “insanity” is doing the same thing over and over again and each time expecting a different outcome. Edgemere Hotel Hoping For Mid April Open By Kevin Boyle

In August 2012, news that a hotel was being built on Beach 44th Street and Rockaway Beach Boulevard caused a storm. Fearing such things as a homeless shelter or transient hotel that would attract undesirables, concerned residents and elected officials rallied to put brakes on the project. Not all were satisfied, when La Quinta Inn, a national hotel chain, issued a statement insisting the hotel would enhance the area and bring jobs and quality lodging. And then another storm came in the name of Sandy. As the entire peninsula took steps to get back on its feet so, too, did the La Quinta Inn project. This time, with little or no community resistance. Originally planned to open in December, 2013, the 99 room hotel is now nearing completion with a hoped-for opening of mid-April. Although La Quinta Inn corporate offices said early this week the opening was likely to be in December, 2015, Abe Mendel of Riverbrook Equities who is partnering with Amritpal Sandhu said finishing touches are being applied and that the opening is subject to various permits and licenses but if all breaks right, the hotel will have a spring Grand Open-

La Quinta Inn on the way. ing. Riverbrook and Sandhu will be franchisees of La Quinta, which oversees more than 800 hotels in the U.S., Canada and Mexico. Mendel said his company already operates a number of hotels and expects to open three more in the tristate area this year. Of the Rockaway location, Mendel said, “We believe in the area. We think it’s better since the storm.” He said he expects good occu-

pancy because of the hotel’s proximity to JFK. He said others tourists will come as well because of the nearby beach and the affordable rates in comparison to many City hotels. “What do they say? If we build it, they will come,” he said, adding that Rockaway families will have an option to offer visiting family and friends. The new hotel is not the only development in the area. It was an-

nounced last week that a mixed use, residential and commercial, project consisting of 101 residential units is to be built a block over at 45-05 Rockaway Beach Boulevard. This is being done by the Bluestone Organization, one of the developers in control of Arverne East. A vocational school at this site was proposed by Councilman Donovan Richards but according to sources those plans have yet to be finalized.

Researchers Aim To Strengthen Bay

After 18 months of research, Catherine Seavitt feels “super optimistic” that the work that her team is doing at Jamaica Bay will help to create ‘an adaptable framework for a more resilient Jamaica Bay.’ Seavitt, who is an Associate Professor at City University of New York’s Spitzer School of Architecture, said researchers took a “boots on the ground approach” and worked with several organizations, including The Jamaica Bay Ecowatchers, to complete the project. She has plenty of experience in coastal resiliency, having co-authored On the Water: Palisade Bay, which is a climate adaptation proposal for the New York/New Jersey Upper Harbor which served as the foundation for the 2010 Rising Currents exhibition at the Museum of Modern Art, New York. The Jamaica Bay research proposal is a part of a larger project called the Structures of Coastal Resilience (SCR) which is a Rockefeller Foundation-funded grant, and includes a consortium of four universities examining four sites along the east coast. The Rockefeller Foundation hopes that the SCR will help better prepare people, communities, and systems to withstand catastrophic events -- both natural and manmade -- so that they are able to bounce back more quickly and emerge stronger. Aside from CUNY, SCR deployed teams from Princeton, Harvard, and the University of Pennsylvania for the project. In addition to Jamaica Bay, the other locations included in the project are Narragansett Bay, Rhode Island; Atlantic City, New Jersey; and Norfolk, Virginia. This grant is working in parallel with the US Army Corps of Engineers’ Comprehensive Study of the North Atlantic. “The whole east coast is going

to be impacted by sea level rise,” Seavitt said. “The Army Corps of Engineers is very interested in the work we’re doing.” Seavitt and her team are working on harnessing the natural processes that the bay provides. “We are researching nature-based systems that may serve to mitigate the impact of storms,” she said. Seavitt also noted that the marsh islands in Jamaica Bay have the capacity to become more robust and turn the bay more resilient. SCR’s Jamaica Bay proposals include three strategies. The first strategy is to improve the water quality throughout the bay by creating more water exchange between the ocean and the bay, which will in turn nourish the bay. The second strategy is to enhance the verges of the Belt Parkway and coastal edges along at-risk back-bay communities by using marsh terraces, berms, and sunken forests. The last strategy is the implementation of strategies for bay nourishment and the restoration of the salt marsh islands in the bay, which would lead to a more resilient marsh ecosystem that could help temper the impact of coastal storms. According to the Army Corps of Engineers the salt marsh islands in Jamaica Bay were projected to vanish by 2025 if left alone. Although funding for the project is wrapping up, the project is not necessarily over. Seavitt and her team will continue to research and monitor the situation in the Rockaways. “[Rockaway] is an example of natural systems merging with human systems. It is urban, but wild at the same time. We are trying to show that we don’t have to separate nature from the city.” Seavitt’s team has made a whole library of resources available to the public via their website. policies because so many fires were destroying inner-city properties. In response, the New York Property Insurance Underwriters Association was born. This State-run entity created a program in which private companies provided fire insurance to any insurable risk regardless of location. In the case of high risk, joint underwriting associations were formed to provide coverage. The program soon became a model for public-private insurance programs in 29 other states. Goldfeder sees flooding as a risk similar to the fires of the 1960s. And whereas urban riots did not occur in every state, it is a fact that every state has flood zones. In addition to the precedent set by New York State in 1968, Goldfeder said Florida, in response to homeowners having difficulty obtaining insurance after Hurricane Andrew created the Citizens Property Insurance Corporation as a joint underwriting association to expand insurance policy options. Goldfeder said he has been corresponding with Florida officials to determine which aspects of the Florida program might work in New York. In the meantime, Goldfeder, who was recently appointed to the New York State Assembly Committee on

Insurance, proposes New York State create the New York Flood Insurance Association “as a choice for consumers when flood insurance is unaffordable or difficult to obtain.” Under the proposed law, the Association’s membership would be comprised of State-approved insurers and would be governed by the Superintendent of the State Department of Financial Services and a board of 13 directors. Association members would have to follow a plan of operation requiring them to provide “economical, fair and non-discriminatory” flood coverage to policyholders and follow “reasonable and objective” underwriting standards. Any homeowner or renter who has made a reasonable effort to find coverage on the private market could be eligible to apply to the Association for coverage of up to $1.5 million for property and contents. Goldfeder said he needs buy-in on the city, state, and federal level and has begun contacting representatives to push the proposal forward. As a start, both City Hall and Senator Schumer’s office issued supportive statements. When asked who might oppose such legislation, Goldfeder said, “We’ll see. But if insurance companies want to do business in New York they’ve got to share the risk.”

March Boardwalk Update The Parks Department has released its March update on the boardwalk reconstruction project. This month, there will be multiple activities in all five phases of the boardwalk. In Phase 1, from Beach 86th to Beach 97th Street, Skanska will complete installation of utilities (plumbing and electrical) and sand fill under the boardwalk. Precast concrete pile caps and planks will be delivered and installed for beach access structures. Delivery and installation of finished boardwalk concrete planks will continue. Railing installation and site work will commence. To establish the dune, sand fence installation and beach grass planting will commence where it does not interfere with ongoing construction. You may see later weekday work and some weekend work in Phase 1. At Phase 2, Beach 97th to 106th Street, installation of pile caps will continue. Installation of plumbing and electrical utilities will commence. Pile driving for beach access structures will continue, and delivery and installation of access structure pre-cast pile caps will commence. Sand fill will be delivered to the site and placed under

the new boardwalk. To establish the dune, sand fence installation and beach grass planting will commence where it does not interfere with ongoing construction. Over in Phase 3, which runs from Beach 106th to Beach 126th Street, the remaining removals will be coordinated and completed based on utility relocation work in the area. Pile driving is anticipated to commence in Spring 2015. At Phases 4 and Phase 4A, at Beach 73rd to Beach 86th Street, and Phase 4B, Beach 60th Street to Beach 73rd Street, the removal of the existing boardwalk piles, caps, precast planks, and lumber will continue in Phase 4A. Preconstruction visual surveys will continue for residential homes and building complexes within 200 feet of pile driving operations. Pipe and H pile driving for new boardwalk and beach access structures will continue in Phase 4B, and commence in Phase 4A. Sand retaining wall installation will commence in Phase 4B. Finally, at Phase 5 and Phase 5B Beach 19t Street to Beach 39th Street, sand fence will be installed and beach grass planted to establish the dune.

Summer Youth Jobs Announced The New York City Department of Youth and Community Development (DYCD) will accept applications for the 2015 Summer Youth Employment Program (SYEP) from Monday, March 2 through Friday, April 10, 2015. SYEP is the nation’s largest youth employment initiative and provides New York City residents between the ages of 14 and 24 with up to six weeks of entry-level experience at worksites in all five boroughs. Participants will be selected by lottery for the program, which runs from July 6 through August 15. SYEP participants are compensated for their work at thousands of diverse worksites, including government agencies, hospitals, summer camps, nonprofits, small businesses, law firms, museums, sports enterprises and retail. SYEP also offers workshops on job readiness, career exploration and financial literacy, and oppor-

tunities to continue education and social growth. Specialized programming for disabled, foster care, runaway/homeless and court-involved young people are also available. Ladders for Leaders is an employer-paid internship component of SYEP for youth aged 16-21. Last year, more than 47,000 young New Yorkers were employed and nearly 8,500 worksites were developed in all five boroughs. I got a great laugh from Peter Mahon’s commentary about the milk article I wrote a few weeks back. Believe it or not, shock (that I put so much effort into researching the sources of my food) is a pretty common reaction I’ve received. But the truth is we spend so much time researching other products before we buy them, wouldn’t it be normal for us to do the same with our food? Many of us check our trusty Consumer Reports before purchasing everything from cars to buying a mattress. Companies have made major technology investments in rating and reviews online because consumers want

that type of information. Then why do we never ask any questions about our food? If you are anything like my family, your food bill runs between $700 and $900 a month. That’s around $10,000 a year! $10,000 in hard earned money that goes towards two of the most important aspects of our lives: health and pleasure. Grass-fed, organic milk isn’t really anything unique or cutting edge. Our grandparents’ only choice was this exact milk (which is maybe why our habit is to just go to the store and grab any container). But a lot has changed since then. Companies, working in the interest of their stakeholders, have found ways to reduce costs. Just

like major cigarette companies were more concerned about sales than the health of their consumers, big food companies feel the same way. If you want to avoid the modern diseases that are killing us, your food is the place to start. A nutrition advisory panel to the government just officially went public with new food guidelines. (http://www.health.gov/ dietaryguidelines/2015-scientificreport.) Their overall message was eat less sugar; and fat and cholesterol aren’t as bad for you as previously thought. This is a big step in the right direction. And this is nothing new. We are going back to the way things were before obesity and heart disease were part of our every day lives. Whole foods like meat, eggs and butter (from animals raised on natural organic diets) are nutritious and good for us and shouldn’t be restricted from most people’s diets. Stay away from anything that you can’t trace back to a plant or an animal and you’ll be in good shape. So when people ask me why I do it, the answer is simple. If I can extend my life another 10, 20, 30 years, I’ll do it. The transition from a modern American diet to a traditional diet has been much easier than I ever could have imagined. Farm fresh food tastes damn good and is so easy to prepare. My dad,

Project To Start In Edgemere By Michael Leboff

Another day, another development. There is a new mixed-use residential building in Edgemere in the works. The new building will be energy efficient and will be named Beach Green North. It will be built at the vacant lot at 45-05 Rockaway Beach Boulevard and will feature 93,541 square feet of living space and 500 square feet of commercial space. There will be a total of 35 parking spaces at the building. If all goes according to plan, the development team hopes to break ground this July and will be shooting for a Spring, 2017 opening. The building will be eight-sto-

ries high and feature 101 residential units. It is the first phase of a larger development project called Beach Green that will be developed through a collaboration between three different entities, The Bluestone Organization, Triangle Equities, and L + M Equity Development Partners Inc., and will be working in a public/private partnership with the New York Department of Housing Preservation Development. There was talk of a vocational school being built in this space but it appears that it will now be part of the much larger Phase 2 stage (Arverne East) which does not have a start date.

that could occur if we let it, a letting go. Allowing the flow to prevail, and not the resistance, has to be healthier. The resistance in our minds and hearts has to have an effect on the physical body. Resistance causes tension and holding, and we become solid. Since we are in a constant state of movement within, the belief of “flow” allows the positive energy to be and move around the physical body. Of course, it does have to come from our heart space. We can’t just think that we want to be positive or let things go and not resist. It has to be heartfelt. How do we get there? Try this exercise: lie down and tense all of your muscles including your face and hands and feet and everything. This is what resistance feels like in the heart. Now let it go and relax. This is what flow feels like. Which feels better to you? This is a physical manifestation of resisting and flowing. Now take it to your inner landscape and see if you can feel which state you are in now. Conscious effort may be required at first not to hold on to what is no longer real. Then allowing life to unfold in its constant state of flux will eventually feel natural. And, you will come to being healthy and happy. I was inspired today when I asked someone how she was feeling and she responded by saying, “I love the life I live!” This, coupled with a friend’s reminder to be in the flow and not resist, got me thinking. How many of us can shout from the top of a mountain: I LOVE THE LIFE I LIVE! The ability to go with the flow, not resist and adjust to change can create inner harmony and cause this wonderful sentiment to well up from deep within. There is pain and suffering in life, no doubt about that, but, like everything else, it is how we choose to deal with it that makes the difference for our inner landscapes. Imagine your inner thinking as a landscape. It can be barren and dark and colorless, or it can be fruitful, light and bright with all the colors of the rainbow. There are hummingbirds and butterflies and whatever else you can imagine. Not to resist the flow of life is the key to good health. As my friend says, “True health is the ability to adjust to change. Clinging causes pain and suffering.” Pondering this, I realize that it is really the approach that makes the difference. When something happens which causes pain and suffering, it is natural to react and be sad and grieve, etc. etc. But it is the belief that there is a process of getting through that pain and suffering that sets us free. There is an end to it, an adjustment to the change

He needs to be reminded that we have a lack of quality healthcare. He needs to hear about our crumbling bay wall along the entire peninsula! That our library is still shuttered, closed since Hurricane Sandy! That there is a completely unfair and disproportionate level of social welfare programs on our peninsula! And he needs to hear about the lack of quality jobs! And WE NEED ROCK JETTIES!!!!! Insert your message here ( )! Of course there are plenty of things we can tell the Mayor we are happy about as well: The NYPD is great! The FDNY is great! NYC Sanitation is great! NYC teachers are great! And so on!!! I’m sure you can see where I’m going with this! MAKE SIGNS!! Make thousands of signs!!! We can yell and scream all we want. But a clear POLITE message on a sign will surely be seen and heard loud and clear by the Mayor and The Media. We should not act the way they treat us! To boo or not to boo? I say not to boo! So there has been a buzz about a rumor this week that I first saw in a post on Facebook(FB) by way of the Rockaway Times FB page. In the post it was noted that, according to Katie Honan of DNAInfo, The Mayor of the City of New York, will be marching in The Rockaway Peninsula’s very own St. Patrick’s Day Parade on Saturday. My first thought was, excellent! What a great opportunity to give this guy a good old piece of our collective Rockaway minds. BUT HOW?!?! After The Rockaway Times Post on FB about the Mayor marching, there was a question posted on the Rockaway Beach FB page. The post was by Matthew Long. His post was simple “To boo or not to boo?” That was his question! To boo or not to boo? That IS the question! Matthew Long’s simple question definitely set Facebook on fire. There were many creative answers from the very opinionated Rockaway people: turning our backs to him, building a float of a ferry and follow The Mayor with it (great idea Joanne Smith), booing at the top of our lungs, to simple signs, sending him and the media a very clear message. Like I said, this is an excellent opportunity to let Mayor de Blasio know how we feel. Yet it is one thing to tell him HOW we feel, but I think it is much more important to let him know WHY we feel the way we do. We need to send him a clear message about what is ailing

Two are usually smaller than the other three. The petals can be flat or have curly edges and can be all one color or have a second or even a third. If you can believe it, some hybrids (parent plants whose seeds have been crossed to create a new plant) may produce a different color combination for EACH of

the five petals in one flower. It is possible, therefore, for one flower to have a different color design on each petal. It’s almost enough to make you believe in miracles! Blossom colors range from deep, intense purple through blue-violet, lilac, wine-red and pink-violet; to various pinks, roses and blushes; to whites. The leaves of the plant are hairy and do not like water. They can have flat or ruffly edges and their colors vary from deep to light greens. Foliage can also be variegated with a variety of white or greenish yellow areas at the leaf base or on the leaf border. Violets need lots of light. During the winter, plants can sit in direct sunlight. In the summer, although violets continue to need light, they must be moved out of the hot, unrelenting sunlight to keep the leaves from turning yellow and possibly burning. Violets should be watered once each week (using water at room temperature). This can be accomplished in two ways: water from above or water from below. When watering from above, try to avoid the leaves. If the leaves are involved, simply blot them with a tissue to avoid any leaf discoloration. When watering from below, place the pot in a bowl or other container of water for five to ten minutes until the soil on top is damp. Then

remove the plant from the water. Never allow african violets to sit in water for an extended time which could harm the roots. Violet soil is quite porous allowing the water to drain quickly or allowing it to be absorbed from the bottom. You’ll know the plant is thoroughly watered when the pot feels heavy from the absorbed water. Plants grow by reaching toward the sun. To keep plants from leaning to the sun side, turn them just 1/4 inch every time you water. Violets can be purchased very reasonably (a few dollars for a 4 inch diameter pot) and they require minimal care. As long as they are receiving lots of light (but not direct summer sunlight) and are watered once each week, you should be rewarded with beautiful, delicate flowers. The saintpaulia is such a beloved plant that four states have declared it as their official state flower: Illinois, New Jersey, Rhode Island and Wisconsin. Propagating (growing additional plants) from one violet leaf is exciting and easy to do (another miracle!), but that’s for a future column. Prep Time: 20 Minutes Cook Time: 55 minutes Yield: 4-6 Ingredients: Vinaigrette: 2 tablespoons red wine vinegar 1 tablespoon olive oil 1-2 teaspoons Dijon mustard (less, depending on how much you like mustard) 1 teaspoon dried herbes de provence (can substitute Italian seasoning or dry thyme or 1 teaspoon of fresh chopped herbs, such as thyme or tarragon) ½ teaspoon kosher salt 1-2 teaspoon ground black pepper Chicken: 2 pounds chicken thighs, bone-in, skin on, and trimmed of excess fat 1 teaspoon kosher salt 1 teaspoon olive oil 3 large Yukon potatoes (about ½ pound) or small creamers, peeled and thinly sliced (1/8 inch thick or less)** I use the creamers 1 cup sliced, peeled shallots 2-4 whole garlic cloves, crushed and peeled Several whole sprigs fresh tarragon or thyme (optional)

Directions: Pre-heat oven to 375 degrees. Sprinkle all sides of chicken thighs with kosher salt, and set aside. In a small bowl, whisk together red wine vinegar, olive oil, Dijon mustard, herbes de provence, ½ teaspoon kosher salt, ½ teaspoon ground black pepper. Spread a teaspoon of olive oil over the bottom of a large (9x13inch) casserole dish. Cover the bottom of the dish with the thinly sliced potatoes. Sprinkle with salt and pepper. Put the sliced shallots over the potatoes, and sprinkle again with a little salt and pepper. Place the chicken thighs, skin side up, over the shallots. Wedge garlic cloves between the pieces of chicken pieces and the dish. Whisk the vinaigrette again and pour over the chicken, spreading it with your fingers to make sure the chicken is well coated. Bake uncovered in a 375 degree oven for 50 minutes, or until the thighs are well browned and cooked through. Remove from oven and let rest for 10 minutes before serving.

With a slogan like “Freezin’ for a Reason” how could you not want to know more? The Polar Plunge was originally established in the Rockaways back in 2010 however, due to bad weather and Hurricane Sandy, the Plunge hasn’t returned to the Rockaways until now. Being there to take the Plunge or to show your support is not only a great way to help raise funds for the Special Olympics New York, but is another way to show that Rockaway is coming back after Hurricane Sandy. In 2010 the Rockaway Polar Plunge raised $24,000.00 for the Special Olympics New York. This year the goal is $30,000.00. I for one hope with the support of the Rockaway residents we can pass that goal. With Rockaway back in the water, the event will be added to the already 17 Plunges statewide that raised over $1 million dollars last year. The funds raised goes towards equipment, transportation, training facilities, training materials, outreach programs and much more. The athletes and their families or caregivers are never charged to participate in the Special Olympics. The actual cost is more than $400.00 per season for each athlete. With your help, we will let it be known that Rockaway is doing its part. This year’s Plunge will take place on Saturday, March 28th at Jacob Riis Park. The fun for the

brave fundraisers will take place at 12 noon. Those not taking the Plunge are encouraged to join me by being there and showing your support for the 200 to 300 expected Plungers and Special Olympics New York. By Michael Leboff The 100th and 101st Precincts have been tapped as two of the four precincts be included in a new community policing tactic in New York City. The new project will be rolled out next month and aims to improve the relationship between the NYPD and the communities it serves. In addition to the two precincts in Rockaway, the City pegged the 33rd precinct in Washington Heights and the 34th precinct in Inwood to participate in the program. Officers in the participating precincts will spend a third of their time away from responding to 911 calls so that they may develop deeper ties within their neighborhoods.

In the time they are spending away from responding to 911 calls, officers will meet with local residents and community members. The launch will also include an officer who will act as liaison between police and the community in each precinct. “We are encouraged by it,” said Robert Schwach, community relations for Eric Ulrich, who expressed hope that it would be rolled out efficiently. During his campaign Mayor Bill de Blasio made it a priority to improve the relationship between the police and the community. The Police Department press office had no information as to why the two Rockaway precincts were chosen.

NYC Soccer Kicks Off Sunday The New York Yankees are about to have some new roommates. On Sunday, March 15th, New York City Football Club, New York’s newest sports franchise, will play their home opener at Yankee Stadium against the New England Revolution. It will mark the first time an MLS game will be played within New York City limits. The search for a second Major League Soccer club in New York began in 2010 when MLS Commissioner Don Garber made public the league’s intention to add a second team in the New York market. MLS was in a period of radical growth and a surge in popularity and Garber felt the time was right to make a move. Originally it was reported that New York Mets’ owner Fred Wilpon was interested in buying the club, but his interest faded in the wake of the Bernie Madoff scandal. When it became clear that a local buyer wasn’t in the cards, Garber went overseas to find an interested buyer. As is the case with any league expansion, there were plenty of detractors. Opponents to a second club wondered if there were too many hurdles to overcome for MLS to get their wish and have the new team up

and running in NYC by 2013, the biggest of which was that the club had no solid plans for a stadium in a City that had no space for one. Additionally there were worries about the effect that a new club in New York City would have on the New York Red Bulls, one of the league’s founding franchises. The Red Bulls, who originally were founded as the New York Metrostars in 1995, play their home games at Red Bull Arena in Harrison, New Jersey. Even with the Red Bulls entrenched in the market, Garber believed that the New York soccer market was largely untapped and thus he continued his quest to find a team to play in the Big Apple. In December, 2012 rumors began to swirl that Sheikh Mansour, the Deputy Prime Minister of The United Arab Emirates and owner of English Premier League side Manchester City, had his eye on the club. MLS confirmed these suspicions the following May when it announced that, for an expansion fee of $100 million, it had awarded the rights to the new franchise (the league’s 20th) to a partnership between City Football Group, Monsour’s company, and the New York Yankees. It was also announced that the team would play its home games

at Yankee Stadium until it could find a permanent home. After finally finding an owner and a home, the club’s first move was to appoint Claudio Reyna, a former Manchester City player and the captain of US National team during the 2006 World Cup, as Sporting Director. Reyna quickly moved to legitimize the operation by signing World Cup champion David Villa and English superstar Frank Lampard to contracts. Suspicions arose when it was announced that Lampard would not join the team for the start of their season, instead he would continue to play for Manchester City, who are in the thick of a title race. The club was able to curb the panic over the Lampard debacle by signing rising US International star Mix Diskerud from Rosenborg BK. Despite the roller coaster ride to this point, the club has to be encouraged by ticket sales so far. They recently reported that they have sold 14,000 season tickets so far. Even though they won’t play a home game until next Sunday, NYCFC’s season opener is this Sunday against fellow expansion club Orlando City SC. The game, which will be played at the 60,000 seat Citrus Bowl, is sold out.

Basketball Team Seeks Support The Rockaway Sharpshooters, coached by Sean O’Connell, is a travel basketball team consisting of twelve players aged 13 or under. And the team could use some help. O’Connell said the Rockaway Sharpshooters Basketball Club has been working with dozens of youth from the peninsula for years to provide low cost competitive basketball to kids who otherwise wouldn’t have the access. This year, the organization is stepping up its efforts to ensure that any kid is able to play on our team by covering all costs for tournaments, leagues and travel.
