Locals Chime in on Future Bay Breeze Park By Kami-Leigh Agard
From fervent desires for a toddler park, kayak launch with permanent storage — to impassioned concerns about a proposed oyster reef and barbecue/picnic area — this past Monday, April 9 at Peninsula Library, locals gathered to express what they both want and don’t want for the new Beach 88th Street “Bay Breeze Park� on Beach Channel Drive (BCD). The scoping meeting, hosted by NYC Parks’ officials and designers from landscape architect firm, Quennell Rothschild & Partners (QRP), was attended by local community leaders and residents hailing from across the peninsula and Broad Channel. Bay Breeze Park (BBP) is one of 10 FEMA/Jamaica Bay Parks Conservancy funded-park spaces that were proposed when the Rockaway Parks Conceptual plan was finalized in 2014, as part of the boardwalk re-design

and construction plan. One year prior, public forums were held with Rockaway and Broad Channel residents to identify what resilient recreational facilities were needed to complement the new boardwalk. The BBP site runs between BCD and Jamaica Bay, between Beach 88th and Beach 89th streets. Currently there are no street crossings along this section of BCD, a high traffic thruway, making it difficult to access. Parks acquired the property in 2009 through the
Trust for Public Land, a national nonprofit organization that facilitates and funds the creation of parks and protected lands. (Note, this is the same organization that is backing the QueensWay, a High-Line style park, that is hotly debated as the best use for the abandoned LIRR Rockaway Beach Branch Line as opposed to reactivating the old train line). At this past Monday’s meeting, Parks’ Queens Capital Team Director Diane Dreier and QRP’s lead designer, Ali-
son Shipley, presented the initial 2014 designs for the park (which has a lofty price tag of $7-8M), that included a comfort station, kayak launch with storage, shade structures, a pier, picnic/barbecue area, open lawn, playground, oyster reef, restored wetlands, upland riparian zone and improved street crossing. After attendees huddled in groups to discuss their ideas and bullet their priorities for the park, the consensus was that everyone agreed on the following: a kayak launch with permanent storage facility (presently, the launch site just has temporary storage utilized with shipping containers); shade structures similar to the boardwalk’s, a toddler playground area specifically designed to accommodate children ages, two to 12 with amenities included for special-needs; educational storyboards informing visitors Continued on page 3

Other suggestions that were highlighted included a binocular station, merry-go-round and concession area. In addition, while folks agreed that the area should be fenced in to prevent after-hours activity that potentially could generate raucous behavior and noise, provoking ire from surrounding residents, it was agreed that the fencing should not be invasive, taking away from the natural beauty of the park, but instead incorporate plantings from the natural habitat of the area. However, folks were up in arms regarding two thorny proposals. Regarding a barbecue/ picnic area, Community Board 14 Chairwoman Delores Orr was adamantly against it. “A seating area is fine, especially for those visiting the toddler

park, but we would just be asking for trouble by creating a barbecue/picnic area. Of course, the park should have the same hours as the boardwalk, but how would we be able to control those sneaking in or trying to stay after hours? It would take a lot of man power to regulate that, which we don’t have, plus it would be a nuisance to residents living in the immediate area,” Orr said. As for the oyster reefs, one Broad Channel resident expressed his concerns about visitors trying to harvest the oysters. “We already have a similar problem with folks trying to take clams in Broad Channel.

There needs to be some sort of way to control the same problem with the oysters in this new park. Oyster beds can’t be placed too far out in deep water, but the closer they are to the shore, raises the probability that visitors will try to pick them. Also, with the kayak launch, wouldn’t it have the potential to destroy the oyster reefs?” he inquired. Shipley responded, “Good points. We definitely will keep that in consideration. The kayak launch is not going to be situated near the reefs. Also due to how oysters congregate, they have to be attached to something. One idea is underwater
Page 3 concrete oyster castles, almost similar to the design of a sandcastle. We definitely are going to look into designing the reefs, keeping resiliency and safety of the oysters as priorities,” Shipley said. Parks and the design team concluded the meeting by congratulating the attendees for their insightful input and putting their Rockaway stamp on the designing of the park. “Your feedback has been wonderful. You live here, know what the area needs, and are the ultimate designers of the park. We are obviously still in the design phase, however once that is completed, we expect construction to take at least two years, hopefully by Spring 2020, BBP will be open,” Dreier said. However, the kayak program at the park is expected to begin this summer. A Broken Record I know I sound like a broken record on any number of topics and that reminds me… Does the term, broken record, mean anything to anybody under 40? I’m guessing most of those whippersnappers know what a record is because vinyl is vintage and vintage is hip. But do they know why a broken record means repeat? I meander down memory lane because so many things yank me right back there. I heard a guy say “terlit” the other day which, if you’re a certain
age, you know he meant toilet. His Brooklynese reminded me that lots of people in the old days used to speak like that. The old days when broken records first came to be. Before Spotify and Pandora and Apple music, there were records and inevitably those records would be scratched and the needle of the record player (getting this kids?) would get stuck in the scratch or a deep groove and the song would repeat itself, annoyingly, until you nudged the nee-
dle (which often caused another scratch). Bill Withers, you know, the Lean On Me guy, faked us out one time. In another classic song, Ain’t No Sunshine, he sang I know, 26 consecutive times. I know, I know, I know, I know ….In some cuts, he sang I know 40 times in a row. You’d finally give up and go to the record player because this time you were convinced the record really was stuck. Just as you were about to move the needle he’d belt, "Hey, I ought to leave the young thing alone, But ain't no sunshine when she's gone." If he got you, you might concede it and say, “Damn” and then sing “I knew it, I knew it, I knew it, I knew it….” I guess youngsters might still use the expression “broken record” even if they never heard one. I mean, why not? It’s not like the rest of us are traveling around town on horseback but we still tell others to slow down, take it easy, and hold your horses. It’s a good thing others un-
Page 5 derstand the expression. Imagine telling someone to hold their horses and they looked around—horses? What horses? They’d look at you like you had bats in the belfry—which sadly, is an expression that’s pretty much gone the way of the mimeograph machine. Excuse me for a second as I take a deep breath trying to reimagine a whiff of fresh mimeograph paper. Ah, kids today, they don’t know what they’re missing. Records and horses are not part of everyday life anymore and it seems Budweiser might be going the way of Eastern Airlines and Wetson’s. The King of Beers is now ranked number 4 and falling with young people going for craft beer and Bud Light. The King might become another Schaefer. Now we might envy the young because they’ve got youth but they’ll never smell mimeograph paper and never know the Schaefer jingle. Look it up online. Sing along. And to use another old expression: It won’t skip.

Community Board 14 Meeting Recap By Rosemary McGuire
There’s a battle brewing between Community Board 14 (CB14) and the MTA, with the two sides going head-to-head over the flood mitigation plan that started this past Monday. It was standing room only at Tuesday night’s CB14 monthly meeting at the Knights of Columbus. Beginning with a moment of silence for board member Joel Kaplan’s daughter, the victim of a car crash caused by a drunk driver on the Nassau Expressway last week. Another silence was held later in the meeting for toddler, Bella Edwards, who was killed on April 3. NYS Senator Joe Addabbo then jumped right in with highlights of the $168B 2018-2019 NYS Budget which has monies slated to restore veterans services, senior centers, education, and in an effort to combat the escalating opioid crisis, instituted a surcharge to manufacturers, which will fund programs to treat opioid addiction. He’s focusing on two bills: “One, You kill a cop, you get no parole,” Addabbo said to a rousing round of applause, and secondly a bill to increase school safety by mandating locked front doors on all NYC public schools. He gave a shout-out to Stacey Pheffer Amato for her tireless efforts in working to eliminate the Cross Bay Bridge Toll before finally congratulating The Addabbo Health Center, his father’s namesake, on breaking ground this week on the $3M expansion project. Assemblywoman Pheffer Amato then took the stage with a lively presentation ensuring her commitment to community involvement as the growth spurt in Rockaway continues. Her optimism regarding the Rockaway Beach Rail Line (RBRL) contrasted other speakers who felt discouraged by the MTA’s procras-
tination on releasing the study promised last year. Lastly, she vowed to continue to work to rid the toll at the Cross Bay Bridge and reinstate the ferry shuttle service for Far Rockaway that was pulled furtively without any community input. Newly appointed Outreach Coordinator Sara Baral with NYC Parks Department introduced herself and spoke briefly about NYC’s Partnership for Parks Program, which assists with beautification, special events, resources, grants among other initiatives. members, each of who brings their own energy and ideas into the room. They represent Bayswater, Edgemere, Seagirt, Far Rockaway and Belle Harbor and include an anti-gun activist, a college student, a doctor, a nurse and the first minority female owner and broker of a former Remax Realty, now Peninsula Property Real Estate, in the state of NY. Up next, Johnathan Gaska, district manager of CB 14 updated the group on the old Peninsula Hospital site proposal that includes 17 buildings, 2,200 housing units—1900 affordable housing units and 270 units for senior citizens —and 152,000 square feet of retail space, a community center and other uses. He urged all to attend the scoping session Thursday, April 26 at 4 p.m. at PS 105 (420 Beach 51st Street) to weigh in on your concerns. On to the good news. cated for sanitation clean-up in and around Mott Avenue, and the Landmarks and Preservation Committee is looking to landmark the old firehouse building at 1650 Central Avenue firehouse, built in 1911, as well as the 101st Precinct building erected in 1927. Opponents of The Williams Pipeline were up next and implored all to attend the only open meeting for public comments on April 26 at the Best Western Gregory Hotel in Bay Ridge, Brooklyn. The safety record of Williams is in question and according to JK Canepa of Sane Energy Project, “the Williams Company was designated the worst pipeline laying company by Canada.” Reach out to jk@ saneenergy.org for more information and free transportation. Two motions were then passed; one that CB 14 will accept the invitation by CBs 12 and 13 to join them as part of the Community Benefits Agree-
ments group assigned to the $10B JFK Airport transformation project, and the other, approval to form a committee to discuss the possibility of one NYC Council Seat to represent all of CB14. Manuel Silva, representative from Councilman Donovan Richards’ office reminded everyone to weigh on how to spend the $1M allotted to the community by voting April 7-15 at local libraries, Far Rockaway High School or Richards’ office. He encouraged all entrepreneurs to sign up for FastTrac, a free 40hour program to help entrepreneurs successfully launch their businesses. FastTrac's first session is April 30 at Queens Library Far Rockaway Branch from 10 a.m. to 2 p.m. Apply at nyc.gov/ fasttrac. Then came the fireworks. Board members weren’t shy when it came to expressing discontent with the MTA’s timeline and flimsy plan for Phase 1 and 2 construction of the Rockaway Long -Term Flood Protection Mitigation Plan. Anger bubbled over with what they feel is poor planning, poor timing and a lack
of response from MTA to community concerns, most notably the economic impact service disruptions will have during the height of our beach season. The MTA’s response? “These dates were chosen when ridership was low and this timing would have the least impact on the community,” MTA rep, Simone Price, said. “Rhetoric and nonsense” one board member responded. Dolores Orr, chairwoman of CB 14, clearly displeased with the MTA’s weak responses, requested exact ridership numbers be presented. “We’ll look into it, ” said Price. Orr also insisted the MTA inform the NYPD of their plan to ensure rider safety. Price’s reply? “We can look into that too.” Other concerns included the lack of ADA accessible stations and lack of station staff support to assist riders. “Not putting staff on to assist our riders is an absolute discrimination and disservice to our community,” Orr said. The verbal sparring continued regarding lack of an available
Page 9 train timetable, lack of station support for commuters, poor signage and an overall dissatisfaction with the inadequate communication between the MTA and the public. MTA continued with a watery response of, “We’ll look into it.” Phase 1 started April 9 and continues for 40 days; Phase 2 begins on July 2 for 60 days. Of note, on May 19 and 20, entire A train service will terminate at Howard Beach. Bus alternatives will be available. Service will resume on May 21. And while the MTA insists they’re “confident” the project will be completed on time, many in the room were not. Addabbo Health Center Breaks Ground On New Expansion By Kami-Leigh Agard
On Tuesday, April 10, more than a hundred people gathered to celebrate the groundbreaking of the Joseph P. Addabbo Family Health Center’s expansion at a vacant lot adjacent to the center’s headquarters located at 6200 Beach Channel Drive. It was indeed a ground-breaking occasion, as local pols, civic and church leaders, the health center’s board, staff and patients, and community residents together congregated to forever monumentalize what everyone envisioned and hoped for the center and the community — a bigger, more equipped and resilient multi-purpose medical facility in Rockaway, a community rated as a federally-designated medically underserved area. Addabbo’s CEO Dr. Marjorie Hill declared to the crowd, “Today is a cross between a bar mitzvah and Kwanzaa occasion. It indeed takes a village, to build a community health center. We are so grateful for
the generosity, support and guidance from elected officials, corporate supporters, and community partners — all contributed to the building of our dream for expanded healthcare access for the underserved in Queens, not just those of us living in Rockaway, but patients from surrounding communities seeking quality healthcare.” Following the closing of multiple hospitals in South Queens, including nearby Peninsula Hospital, Addabbo experienced an influx of new patients. Likewise, after Hurricane Sandy struck in 2012, the health center was one of only two clinics serving area residents. During this time, as the healthcare crisis in Queens began to peak, the need for more resilient medical facilities became even more severe. In 2013, the New York City Economic Development Corporation (NYCEDC) issued the “The Beach Channel Drive Development Site Request For Proposals” to identify a developer to acquire and rede-
velop a vacant city-owned parcel located adjacent to Addabbo’s current building. Given the growing need for additional space, Addabbo enlisted the Denham Wolf team to assist in preparing a proposal to purchase the vacant land and expand its building. Based on a well-crafted proposal that showcased Addabbo’s capacity, a dedicated planning process, financial feasibility, and a highly supportive community, Addabbo was selected as developer and
executed a purchase and sales agreement with NYCEDC. Partnering with the NYCEDC were the Primary Care Development Corporation (PCDC), who completed $22.5M in financing to transform the health center, enlisting Bank of America Merrill Lynch and Building America CDE to assist with critical funding. bling the size of the center by adding a new 21,000-square-foot addition, expanding the existing building that PCDC financed in 2006. At full capacity, Addabbo will be able to host 97,000 visits per year to 18,900 unique patients, of which a quarter will include residents of the nearby New York City Housing Authority (NYCHA) housing complexes; A 65 percent increase in visit volume and services with an additional 6,400 patients anticipated to be served through 32,000 additional visits — a direct result of expanding facilities for medical, mental health, and physical therapy services; Job creation and retention providing 90 construction jobs and 31 new permanent staff positions, more than half of these jobs are expected to be filled by area residents. Other community impact includes a workforce development program, which will provide onsite job training for medical assistants, clerks, medical billers, and custodians — using the center’s new community space. Created
in partnership with the Ocean Bay Community Development Corporation (OBCDC), the program will recruit among the 10,000 residents of the nearby NYCHA housing complexes. “For over three decades, Addabbo has been a life-changing force in our community. The day was especially significant for Senator Joseph P. Addabbo, Jr., whose father, Senator Joseph Addabbo, Sr., who also represented Rockaway, vigorously supported the health center’s expansion and evolution to a Federally Qualified Health Center (FQHC) from it’s humble beginnings as a free pediatric clinic in 1981. Addabbo Jr. said, “Today, April 10 marks the 32nd anniversary since my father passed away. He fought for the expansion of this clinic, but though he did not live to see its grand opening in 1987, I’m sure he would be so happy to see the amazing strides the center has made and its significance in the community.”

Mayor Talks NYCHA Success & Failures at Ocean Bay Apartments By Katie McFadden
On Tuesday, April 10, Mayor Bill de Blasio was in town to get a firsthand look at some of the improvements at local New York City Housing Authority (NYCHA) property, Ocean Bay Apartments, and to tout the improvements. However the tour came just after it was announced that NYCHA Chair Shola Olatoye would be resigning at the end of the month, following scandals revolving around NYCHA failures. On Tuesday, de Blasio toured the Ocean Bay apartments and met with various residents like Iris Collado, an Ocean Bay resident for 12 years, who claims to have seen improvements to the complex over the years. De Blasio spoke of how one of Collado’s biggest concerns when she first moved in, was safety, after experiencing a bullet come through her window.
The mayor touted safety improvements, saying, “Iris told me, up in her apartment, she used to wonder if she could go out in the morning and be safe. And today, thank God, it’s an entirely different environment and she walks out in the street and knows she’s going to be safe.” He thanked the combined efforts of local elected officials, NYCHA staff and the NYPD for these improvements. De Blasio also celebrated other improvements made possible by a mass amount of city funding for NYCHA properties, under his administration. “One of the very first things we did in February of 2014 was to start investing in NYCHA. There was no law that required it. There was no mandate. It was just the right thing to do,” he said. He cited $2.1 billion for major capital initiatives and $1.6 billion for operating funds that have been poured into NYCHA since
his administration took over. “The City of New York has never ever made such an investment before in public housing. $2.1 billion plus $1.6 billion, when you add that together, $3.7 billion in City funds – unprecedented.” The mayor said that the funding allowed NYCHA to speed up much-needed repairs within the buildings, create resiliency measures and renovate thousands of apartments. The Mayor discussed and toured Ocean Bay Bayside apartments specifically because of the changes that have taken place there over the years. “I want to thank everyone because what I have seen today is an example of the shape of things to come – what we’re going to be doing more and more in NYCHA developments around this city. And what you’re seeing here is one of the trailblazer places – one of the places where the model

of change is being developed. And it’s extraordinary to see,” he said. He added that almost 14,000 families have seen some of the improvements across NYCHA, including renovated apartments and acknowledged that these are just some of the first steps that have taken place for “turning around NYCHA and righting a lot of the wrongs of the past.” Continued on page 13

De Blasio also credited NYCHA chair Shola Olatoye, who was present at Tuesday’s press conference, for many of the improvements made over the years. “In the first months of our administration, we came to learn that NYCHA was on the brink of bankruptcy and that this organization was literally teetering on the verge of collapse. Again the notion was, that someone had to fix it, someone had to be brave enough to step forward. Shola and her team did that and they made the organization solvent, they took a lot of tough choices, there was certainly opposition, but today we have an organization that is stable in its position to finally move forward into the future.” He also credited Olatoye for implementing strategies like RAD - Rental Assistance Demonstration. RAD is a program created by the Obama Administration in 2011, which enables Public Housing Authorities (PHAs) to protect the long-term affordability of
THURSDAY, APRIL 12, 2018 public housing units that are in need of rehabilitation and financial support. Starting in 2013, Ocean Bay was one of the first NYCHA buildings where NYCHA leaders met with residents of the buildings to discuss ways the Authority could renovate, repair, and improve the quality of life at the development through the RAD program. Today, Ocean Bay is the nation’s largest Rental Assistance Demonstration conversion project. All 1,400 apartments in the complex—home to nearly 4,000 residents—are being renovated with brand new kitchens and bathrooms. The roofs, heating systems, elevators and windows at each of the 24 buildings are being fully replaced, and new resiliency measures including rooftop solar arrays and a flood wall are under construction. “Shola believed this model could be a difference maker, she made it central to the Next Generation NYCHA Plan, and I want to remind you, you can go back and look over the last decades, you’re not going to see a
plan that’s as comprehensive and honest about how to turn NYCHA around as the plan that Shola created,” de Blasio said. Despite de Blasio’s praise for Olatoye, the elephant in the room remained—Olatoye is resigning from NYCHA following scandals of failures within the program. NYCHA has come over scrutiny lately due to heat outages in many of the buildings over this past, cold winter. The Department of Investigation also found that NYCHA had not been conducting required annual lead inspections in its building and found that Olatoye falsely certified that the authority was in compliance with lead paint inspection requirements. Olatoye did acknowledge the failure, saying, “we have identified some unacceptable shortcomings in our operations. For residents to be uncertain about possible lead paint hazards in their homes or unable to stay warm on the coldest days of winter. It unnerves me that we have failed here.” The mayor and Olatoye placed the blame
Page 13 on other NYCHA employees, who are no longer working for the agency, for failing to conduct the inspections and lying about it. “I regret not knowing sooner,” Olatoye said, about the lack of inspections. Olatoye will continue her role as NYCHA Chair until the end of April. At Tuesday’s press conference, de Blasio announced that Stanley Brezenoff will step in as Interim Chair. Brezenoff has served as President of New York City Health and Hospitals Corporation, the City's Deputy Mayor for Operations, First Deputy Mayor, Executive Director of the Port Authority, President and Chief Executive Officer of Maimonides Medical Center, CEO and President of Continuum Health Partners, Inc., and most recently, he was the interim CEO of New York City Health + Hospitals. “With a proven track record of transforming large agencies, I’m confident that Stanley Brezenoff will help to continue our progress while we search for a new chair,” de Blasio said in a press release.

Peninsula Boondoggle
Dear Editor: Concerning the massive housing project planned for the former Peninsula Hospital site. This sounds like another de Blasio boondoggle. I think Rockaway has enough housing and cars. On top of that, we really donâ&#x20AC;&#x2122;t have the infrastructure to support such a large complex. There are no jobs, no supermarkets, except for that little place on Beach 59th Street. We have transportation issues. If they want to put up something that big, why not put it at Floyd Bennett Field? They have all sorts of room over there. What we need is something thatâ&#x20AC;&#x2122;s going to create jobs. Why not put a family entertainment complex there with a bowling alley, a skating rink, pool, water slides, an aquarium and a video arcade? Thatâ&#x20AC;&#x2122;s what we really need. Ferry Kiosk Coming Dear Editor: Just wanted to let people know that I spoke with the EDC this morning about Mayor de Blasio's promise to me, which he made in August on WNYC radio. The Rockaway Ferry Landing Kiosk will be installed in June and if possible sooner. Right now EDC is going through the NYC Public Design Commission. This is a big plus and important tool for everyone, especially visitors who use the NYC Ferry to travel to Rockaway in order to find their way to shop, eat, call car service or even visit our places of interest. Rockaway Beach Line Study Delayed Looks like the Rockaway Beach Rail Line (RBRL) study is delayed once again. The study to evaluate the possibility of reactivating this easy commute to the City was supposed to be released by now, but according to Assemblywoman Stacey Pheffer Amato, who contacted the MTA, the study is once again delayed until the summer. Reactivation of the RBRL has been a high policy priority for Pheffer Amato, who carried the baton from Phil Goldfeder, so she made sure to follow up with the MTA to find out what’s the deal with the much-anticipated study. An internal MTA evaluation of the RBRL was originally slated to be released in June of 2017, as secured by Goldfeder. Pheffer Amato has continued to push MTA for the results of that evaluation. As a result of that advocacy, MTA informed Pheffer Amato that the results would be re-
vealed by the first quarter of 2018, but now would include two critical victories: (1) the inclusion of specific criteria in the final report that are meant to better illustrate the feasibility of the proposal; and (2) most crucially, that the MTA, the Long Island Rail Road (LIRR), and New York City Transit (NYCT) will be jointly requesting and securing an outside contractor to help conduct the evaluation, thereby putting all key agency stakeholders on the same page and ensuring their mutual investment in giving the proposal a full and fair hearing. In anticipation of the evaluation, Pheffer Amato sent a letter to MTA Chairman Joseph J. Lhota requesting the results. thorough examination. Pheffer Amato has yet to receive a formal response to her letter. “Am I surprised that the MTA has yet to release the results of the evaluation? No. Am I disappointed? We all are. We all had expectations and were looking forward to a favorable on-time evaluation,” Pheffer Amato said. “However, I think that a delayed study
could mean good news. The MTA, the LIRR and NYCT are getting the message from our continued advocacy and outpouring of demand from the community, and, at long last, they’re giving the RBRL a serious look — even if it’s taking a year longer than originally expected. We’ve waited this long, and I anticipate hearing big developments soon.”

Just for the record, we only have the front and back page of the long-defunct The Rockaway Record newspaper, so there’s only so much we can tell you about what happened in September 1980. We came across this relic while doing some spring-cleaning and remembered that Keith ‘Bugsy’ Goldberg gifted us with this a few years back. As the front page suggests, a fierce battle for Republican District Leader was underway as William Sampol and Jimmy Sullivan squared off. A few years earlier, by the way, Sullivan started the Rockaway St. Patrick’s Parade, which just celebrated its 43rd year. There are some fun items we came across on the inside front and back pages. The paper called itself “The Fastest Growing Newspaper on the Peninsula” and was published every Friday from headquarters at 444 Beach 129th Street. It cost 25 cents and a yearly subscription was $10 (still way more expensive than the free Rockaway Times!) The phone number was NE 4-1730. There’s an action shot of nine-year old Judy Allen playing volleyball and the Walter Roberts Insurance Agency was offering flood insurance for $87 dollars a year. The Rockaway Park Funeral Home was operating at 198 Beach 114th Street, and Breezy Point Lumber was advertising (and they’ve still got the same phone number though then it was NE4-2600 and now it’s 634-2600).

Under the Red Tent By Katie McFadden
Almost 20 years ago, at a Rockaway St. Patrick’s Day party, a group of women got to talking about Oprah’s Book Club and the idea clicked— why not start their own? Nearly 250 books later, the ladies of the Red Tent Book Club gathered at a member’s home in Breezy Point on Monday, April 9, continuing their longtime monthly tradition of bonding over books, as they gear up to celebrate their 20th anniversary in May. Each month, typically on a Monday night, the 12 members of the club—enough people to pack a living room, and to represent each of the 12 months—gather in a member’s home where they catch up on the details of each other’s lives, discuss the fictitious, or sometimes real lives of the characters in the book they read that month, and indulge in homemade snacks and desserts, while enjoying a glass of wine. This month, the meeting took place at Claire Reyes’ Breezy Point home, but the location alternates, from Rockaway to Roxbury to Breezy Point, as each member hosts a meeting at their home during the year. Whoever hosts the meeting that month has the tough decision of picking the next book for the group to read. Tonight it was “We Were the Lucky Ones” — a New York Times bestselling novel about a Jewish family in Poland that was separated at the beginning of WWII, and somehow managed to survive during the time of the Holocaust. Before the women delved into a deep discussion on their thoughts on the book, chatter filled the air as they talked about the latest happenings in their personal lives—from the latest Broadway play one member saw to updates on kids, and now even grandkids that weren’t even a thought when some of the members first gathered two decades ago. A lot has changed since many of the Red Tent (the name inspired by one of their favorite reads—“The Red Tent” by An-

and other changes like divorces, proposals and remarriages, — and they’ve been there for each other through it all. “We have a lot of support from each other in this group,” Cindy Casey said. “We’ve been though a lot of things,” Beth Schultz chimed in. “In times of extreme happiness and sadness,” Eileen Lennon added. “Through many of our parents passing,” Schultz said, “Or when your son gets his tongue pierced.” “Kids graduating,” added Barbara Hart. “Divorce,” AnneMarie McDonald-Smith said. “We’re a real support system. Not just book club members. We may or may not see each other around during the month, but when it comes time for book club, we make
sure we can be here,” Margaret Mattes said. “Girlfriends need girlfriends,” Laura Pfister said. “Once your kids are big, you don’t really see each other anymore. We spent most Saturdays standing on the sidelines together, cheering on our kids during sports games, and now the book club gives us a way to still see each other,” Lennon explained. “Every time I see you ladies, it’s like coming home,” Mattes said to her friends, and “awws” resonated throughout Reyes’ living room. The group has always maintained 12 members, although some have come and gone throughout the years. About six or seven original members are still a part of the group. Today, the members include Claire Reyes, Margaret Powers-King, Anne Elfant, Beth Schultz, AnneMarie McDonald-Smith, Barbara Hart, Joan Maranga, Cindy Casey, Margaret Mattes, Eileen Lennon, Laura Pfister and Cathy McGowan, who span from different parts of the peninsula, with one member even living in the Florida Keys now. Yet she still makes it to book club as much as possible—being a flight attendant helps. The group has also seen temporary members—or rather, special guests. Throughout the years, the group has invited some authors of books that they have read, to join in the discussion. Among them are the Rockaway Times’ own publisher and author of “Braving
the Waves,” Kevin Boyle, Rockaway resident Thomas O’Callaghan, who wrote “The Bone Thief” and Helen Simonson, author of “The Summer Before the War” who Skyped in to their meeting. Skype certainly wasn’t a thing when the group started 20 years. Technology has changed some aspects of the club over the years. “Sometimes we’d choose books by word of mouth, doing research or just going to Costco and seeing which book they had 12 copies of,” Lennon said. Some members still prefer the good old paperback or hardcover, which the hostess that month will order in bulk from an online book store, but some now purchase their own copies in eBook versions, or audiobooks that they can listen to while in the car. Some communication about the book club has gone from calls and emails to group texts. Book recommendation ideas sometimes come from social media sites like Pinterest. And the Internet even helped cover the hard choice of having to pick books for an entire year. “I’m involved in a book club online and Harper Collins was running a promotion for book clubs. I entered us and we were selected, so each month for a year, they gave us a choice of five different books and would send us 12 copies for free. We just had to read the book and post our reviews online,” Lennon said. No matter how much time passes or technology changes, some aspects of the Red Tent book club will always remain the same—maintaining a total of 12 members, having snacks, dessert and wine, reading a book every month, and making it a point to continue to meet each month to discuss it and carry on that longtime friendship kept within those ever-expanding 20-year-old book ends of the book club. The ladies will mark their official 20th anniversary at their next meeting in May, and will get together to celebrate some time in June. The next book on their reading list? The Storied Life of A.J. Firky.

Pheffer Amato to EDC: ‘Keep the Shuttle for Far Rock!’
Save a Life: Carry Narcan Last week, the U.S. Surgeon General, Dr. Jerome Adams, issued an urgent plea for all Americans to carry Narcan, the drug used to reverse opioid and heroin overdose. The opioid crisis has been increasing in recent years, all across the country. According to the Surgeon General’s Advisory, “Over the past 15 years, individuals, families, and communities across our nation have been tragically affected by the opioid epidemic, with the number of overdose deaths from prescription and illicit opioids doubling from 21,089 in 2010 to 42,249 in 2016.” Narcan isn’t a way to prevent drug problems, but it can prevent overdose deaths. On Tuesday, April 10, Assemblywoman Stacey Pheffer Amato called on the New York City Economic Development Corporation (EDC) to permanently reinstate the Downtown Far Rockaway Shuttle Bus to the Rockaway Ferry. The shuttle provided transportation from the Ferry Terminal on Beach 108th to Mott Ave, Wavecrest Gardens on Beach 20th and back to the Ferry Terminal. Until January 18, 2018, EDC operated the shuttle as a pilot program that was utilized by residents living in Far Rockaway who commute to Manhattan. EDC confirmed that they would not continue the shuttle stating that ridership was not met.
“Since its inception the ferry has become an integral part of our community- Not continuing the shuttle in the Far Rockaway community is ignoring the fact that the whole Peninsula should have the access to this service,” Pheffer Amato said. “The opportunity for transit must remain. The city needs to be looking for options to improve transportation for residents, not just tourists in the summer- it’s unfair and makes no sense.” Far Rockaway is a transit desert. Residents utilized this shuttle- regardless of the number- and they should still have it as an option,” Pheffer Amato concluded.

Human Error Unfortunately, medical errors do occur despite the best preventative efforts by healthcare providers, facilities, and malpractice insurers. Among these errors are wrong-site surgery, which includes wrong-procedure and wrong-patient (WSPEs) surgery events. The Joint Commission on Accreditation of Hospitals, known as the Joint Commission, accredits all hospitals and most outpatient surgery facilities and ensures that these facilities operate safely and correctly. One of the main goals of the Joint Commission is to ensure
patient safety. When a WSPE occurs, the facility must report it to the Joint Commission. Wrong-site surgery is considered a sentinel event by the Joint Commission. When a sentinel event occurs, the facility must convene a Root Cause Analysis, or RCA. The RCA, usually headed by the Chief Medical Officer and attended by all pertinent department heads, quality management staff, and those staff members involved in the error, is an indepth examination of the error including the cause(s) of the error and a plan of correction to prevent it from happening

again. The written record of the RCA must be accepted by the Joint Commission and, after accepting it, the Joint Commission will subject the facility to a period of increased scrutiny. The record of the RCA is confidential and is not discoverable by a plaintiff. About 10 to 15 years ago, in response to WSPEs, the Joint Commission created a procedure commonly known as a “time out.” Prior to the procedure and prior to the patient being anesthetized, the surgeon, nurse, and patient, usually at the patient’s bedside, must agree on the side and site of the planned surgery. The surgical site is then indelibly marked so that that marking will be visible in the Operating Room (OR) once the patient is prepped and draped. In the OR, prior to beginning the procedure, the surgeon, nurse, anesthesiologist, and others present in the OR must stop, or have a “time out.” At that point all must agree, on paper, that the correct side and site will be operated on and the pre-op
The Rockaway Times marking is visible. If there is not complete agreement or the pre-op marking is not visible, the procedure must be stopped and the process starts again from scratch. Despite this thorough procedure, errors still occur, although at a much-reduced rate. With the exception of plaintiff malpractice attorneys, most people understand that healthcare providers are human and subject to the same human frailties as everyone else. When an error occurs, healthcare providers in NY State have a legal obligation to tell the patient and/or family about the error and how it occurred. Owning up to, apologizing for, and explaining how the error occurred may sometimes avert a lawsuit, but ignoring the error, the patient, or the family will practically guarantee one. The Choice Often you will hear people talk about light and how it helps to heal and brighten our days. The last few winter months in New York have been somewhat dreary and dark outside. Perhaps you have been stuck in the house mending your interior. Or are you someone who really gets down due to the inclement weather? If so, know that you are among a large group of depressed people living in darkness. Yes, the light is beginning to shine and you will soon feel so happy and enlightened, but what happens when it rains
again and darkness penetrates into your deepest cells? Do you retreat back into a dark, lonely place or do you learn to sit with this moment of sadness? Maybe you could learn to be with your pain but not dwell on your darkness. There are so many that have immense pain in life due to a very serious illness. Send them your loving thoughts to heal, protect and guide them on their journey. “Pain is inevitable, suffering is optional.” First time I heard this, it was difficult for me to distinguish between pain and suffering. If we have pain, we
have suffering, right? Do we really have a choice? We do not always have a choice in pain, but we can choose a path of acceptance. Whatever gives you pain, learn to be with it and then perhaps when you are ready, you could move on to a joyful pleasure or memory. Find your place of happiness, contentment and you will never want for anything more. Choose to be happy. It is most certainly a choice we have, no matter where we are and who we are with. If you are an upbeat person regardless of bad weather, pain, darkness, etc., then I would ask you to share your light with those who are in need of your radiance. It is a gift that keeps giving back. Send healing light to those who need it. The more you give, the more you will receive. You are blessed to be healthy and happy. Not everyone has this feeling of lightness so please send out your divine light like a laser beam. It will be felt from all corners of the world. God only knows this world
Page 27 needs lots of healing and we are responsible for doing whatever we can to help. The choice to act is now. Without darkness, we would not have light. Feel the light from within your deepest cells. There is an abundance of light in the space within your heart. Be willing to share your light. I leave you with this poem from Danna Faulds: The Choice "Is it faith or fear that rises to the fore, affirmation or negation at the very core and center of the self? Will it be light or dark within the heart today? The icy grip of fear that knots and sours leaving me to cower in the shadows? Whether faith or fear, the choice is mine alone. Each moment, choosing, stepping through the door, trusting that the path beyond will surely lead me home."

Don't Go It Alone Help For Parents and Caregivers By Rosemary McGuire
Ask any parent what it’s like to raise a child, and mixed in with responses of “amazing” and “incredible,” there’s almost always some version of an exhausted cry of, “but it’s hard work!” Sleep-deprived nights, stressful days, and the immense pressure of all that comes along with having children, can easily take a toll on parents and caregivers. Worst case scenario, it could lead to disastrous outcomes, but parents don’t have to handle the burdens alone. There are many resources available to help parents. “Most cases of child abuse or neglect occur when the adult is stressed,” Robert Sege, MD, PhD, FAAP a leader in child abuse at Tufts University said. Milestones of development, although quite normal, like crying infants and toddler
tantrums, can be very difficult on parents. But there is good news — parents don’t have to go it alone. NYC offers numerous free programs, classes and resources throughout the five boroughs, with many available right here on the peninsula. See the Administration for Children’s Services (ACS) table on page 29. Carolina Rodriguez from NYC’s Department of Health and Mental Hygiene explains the “Here for You Campaign” developed in 2017 by the city, geared toward promoting free public services for parents of infants and toddlers, expectant parents, and guardians. Call 311 and ask for information on our ‘Littlest New Yorkers.’ “That will provide information about all the various programs available,” Rodriguez said. Two popular home services that are particularly helpful
are the Newborn Home Visiting Program for new parents and the Nurse-Family Partnership, available for first-time mothers who are within their first 28 weeks of pregnancy. For others in need of parenting help, social workers at the hospital can make referrals to Sheltering Arms, a nonprofit organization dedicated to protecting and uplifting youth and families. Rockaway Music By Lou Pastina
This summer is going to be special for Rockaway and those who love live music! And not only because of those Beatles-loving guys from Blac Rabbit who it made to the Ellen show. Have you seen those guys at a Connolly’s Open Mic? They are unbelievably talented. How do I know it’s going to be a great summer? It's because the last couple of weekends I have been out and about checking out the music scene, and even in this frigid spring season there is music everywhere, and it is really top notch. I recently visited the Rockaway Brewing Company for the launch of Rattrap Bumpkins’ rock video done by Marcus. The video was awesome, and the setting with the lighting at the Brewery was reminiscent of a late 1960’s party in Haight-Ashbury. Rattrap played after and honestly, they never sounded better; crisp, hard stops with anthem-type original songs. Very cool stuff. That same night, I wandered into Rogers to catch some music there and was greeted by the acoustic act for the night, Wine with Sue. This band has been plying its trade for almost 25 years now and they have their sound down pat. Playing America’s Horse with No Name, I found myself staying for the entire set. These guys really have it together, and their harmonies are outstanding, blending in with their talented lead singer. I decided that the next weekend I would take a stroll around town and check out who else was playing. Not expecting music, I stopped in to Uma’s for a bite this past Friday and found a three-person band fronted by
Patsy of Surf Club fame. Those guys had a very cool sound, mixing Paul Simon and Bob Marley songs to the delight of all there. After finishing the filet mignon kebob (highly recommended), I headed over to the Belle Harbor Yacht Club where 3 Sheets to the Wind was performing. Kathy Moriarty-Courtney does a great job of booking really talented musicians for the second floor lounge of the Yacht Club, and TSW was no exception. They played some heavy rock numbers combining the blended voices of all three musicians with some really interesting guitar work. The guitarist uses a synthesizer hooked up to his guitar to simulate a keyboard sound, which broadens their sound tremendously. Of course the highlight of the week was gregarious Robert of Thai Rock booking Billy Fleming and Friends, and a few days later Bill’s brother Jimmy with the Electrix. If you have never heard Billy and his wife Annette play together, you are missing something special. They live in California and visit Rockaway from time to time, so if you get a chance to catch them around town, don’t hesitate. That night, Matt Corrigan, who reprised a few Grateful Dead numbers to perfection, joined them. Regarding the Grateful Dead, if that is your bent, well the Electrix provided that in spades on Saturday night, playing mandolin, fiddle and electric guitar, the Electrix mined the catalogue of Old and in The Way and then went electric for some classic Dead tunes. All these musicians play for the love of live music, and they all have their followings. But do
yourself a favor and check out the live music scene in Rockaway, especially as the weather warms up (and it will, at least I am told). Of course, you are probably familiar with the Bugalou concert series recently implemented by our good friend Bugsy (yes I am the Lou, but it’s really Bugsy’s show). While the main acts have been great, bringing nationally known acts to Rockaway, it’s really the opening acts that are the main attraction to me. Because the opening acts are just
as good, if not better than the main acts. Who has played? Solshyne, Walter Ensor, Danny Mulvanerty, Bobby Butler, Gerald Bair, Chris Vought, Kerry Kearney and BreezyGrass. Wow, that is a really talented group. And you know what? They will all be playing in Rockaway this summer too. Can the open mic at Connolly’s be too far off? Did I forget anyone? Oh yeah, those pesky Grayriders will be making the rounds too. See you all out there!!!

the genesis of this column and the Rockaway Beach “Artistic” Families support group (RBAFSG), which I founded over a-year-and-a-half ago. My first guest to express her heartfelt experiences, feelings and desires for our Rockaway autism community is local resident, Christine Dydzuhn, a mom of 15-year-old twins, daughter, Katrina, and son, Patrick who is on the autism spectrum. Dydzuhn was there at the very first meeting of the RBAFSG, and has been so supportive and a true friend ever since. Authored by Christine Dydzuhn Autism is different. It pushes you in a direction you don't want to go down, but must face. Autism is like a giant wave hitting you from behind as you toss and turn until you can finally come up for some air. Every so often, the giant wave hits you off guard again, and down you go. Autism is not the yellow brick road, but more like a construction zone site. Let's be honest. Autism sucks! As selfish as this may seem, if you don't have to deal with it — why should you even think about it? I’m urging you to please, think hard and strong, because we need you: the everyday person, the local postman, the cashier at the food market or maybe even the owner of a car dealership. Every one of you will one day come in contact with someone who has autism, and that person who has autism needs you. They need you to understand why they are covering their ears from the sound. They need you to understand why sometimes they are crying and screaming. They need you to get it. If more communities pull together, the less of a challenge it is for the families. Go to group meetings in your community even if no one in your immediate family circle has autism. Autism is not your child, but your child will know autism. Stand up and speak, and don't hesitate to get involved. We, the parents of these children, want
The Rockaway Times to meet you. The person who comes to these group meetings just because they want to learn more is the greatest gift you can give someone. It may be a hassle, but you are doing such a great service if you do. I am so happy to see corporations and nonprofits increasingly understanding and providing services much more now. As the future grows for these children who will soon become adults, let's provide for their future. Let us give them the opportunity to both live independently and work in our community. There is an obligation to these children to open our hearts and try to understand their world. Offer a mom or dad with a child who has a disability just a kind word or even just a “hello.” Don't walk the other way, but walk up to them, and ask them if they need anything or if everything is okay. Rockaway is booming and growing every day. Let's give opportunities to the children, teens and adults with autism living on this peninsula. Get to know who they are. Teach your children by example. Let's grow together as a community, so each and everyone gets an enjoyable experience! So the next time there is a group meeting, please come to meet the most remarkable group of people. Autism has neither hate, nor judgment on anyone. So come out the next time we have a meeting — we need to meet you! Joan Osborne To Perform with BreezyGrass
as various members of The Hooters. Righteous Love was her 2000 follow up to Relish and featured the song “Safety in Numbers.” She was then recruited for Standing in the Shadows of Motown, the documentary on the Motown studio house band the Funk Brothers, performing outstanding renditions of “What Becomes of the Broken Hearted” and “ (Your Love is Like a ) Heatwave.” The project inspired her to do an album of covers How Sweet It Is, tackling some of the most iconic songs of the 60’s and 70’s rock and soul songbook. Her version of Stevie Wonder’s “Love’s in Need of Love” from his Songs in the Key of Life album was just the most outstanding of an excellent collection. Having established herself as both a great songwriter and a gifted interpreter of other people’s songs, she then took to the road with The Dead in 2003, as both a featured and backup vocalist, on a tour they co-headlined with Bob Dylan, once again gaining great reviews for her work. She has continued to release albums of both her own compositions, as well as covers of songs spanning rock and roll, soul, blues, country, and folk, all with astounding conviction. She has also continued to perform on her own, with collaborators including her
time with her band Trigger Hippy, and for special events such as Love for Levon. Inspired by Ella Fitzgerald’s series of albums focusing on a particular composer, Joan has now begun, naturally enough by starting with Bob Dylan. Her new album Songs
of Bob Dylan, grew from two critically acclaimed two-week residencies at New York’s Café Carlyle in 2016 and 2017. She says “His versions are legendary and I’m not trying to improve on them, I’m just trying to give a different shade of meaning to something that is already great.” The combination of this generation’s most outstanding vocalist tackling the songs of America’s greatest songwriter is sure to make for one of the most memorable musical evenings ever experienced in Rockaway. The show will be on Saturday, April 21 at 7 p.m. at St. Camillus Springman Hall. BreezyGrass will begin the evening with a spirited set of Americana. Tickets are available for $50 and $60. Joan Osborne has been acclaimed as “the most gifted vocalist of her generation and a singer who understands the nuance of phrase, time, and elocution,” and she’s coming to town on Saturday, April 21 as part of the Bugalou Music Series. Arriving from Kentucky in the late 1980’s, Osborne began performing in the clubs of Greenwich Village where she also soaked up the work of others including Bob Dylan. She released a self-issued live album before making her studio and major label debut with Relish in 1995. The recording sold more than three million copies and would garner five Grammy nominations for Osborne, including Song of the Year, Record of the Year, Album of the Year, and Best New Artist. Its lead single “One of Us” was #1 in Canada and Australia and reached #4 on the Billboard U.S. charts as well as becoming a staple of MTV. Given a first-hand look at pop stardom, she chose not to follow the obvious path of transient pop success, but decided rather to pursue a course of musical exploration of her varied interests, ensuring a long career, steeped in integrity, and rich in its diversity. In 1996, she was invited to perform at the annual Pavarotti and Friends benefit concert in Italy, along with Eric Clapton, Elton John, Sheryl Crow, and Liza Minelli, where she performed her own “St. Teresa” and well as a duet with Pavaroti on “Gesu Bambino.” Her next project reunited her with her Relish collaborators Eric Bazilian and Rob Hyman of The Hooters, and producer Rick Chertoff, on the acclaimed Americana album Largo. Child Abuse Warning Signs 101 By Rosemary McGuire
The death of three-yearold Bella Edwards last week, allegedly at the hands of her abusive stepfather, who’s since been charged with her murder, startled many in the community. According to the Queens District Attorney Richard Brown, the little girl’s body “revealed traumatic abuse injuries.” As for the cause of death, “Preliminary results of the autopsy showed little Edwards died as a result of blunt force trauma to her abdomen. There was bruising throughout her body.” As the grim-faced, tearyeyed mourners gathered for a vigil outside of Edwards’ home on Wednesday, April 4, one question loomed…Could something have been done to save her? In any situation, physical, sexual or emotional abuse and child neglect may or may not be obvious, says the so-
cial work team at St. John’s Episcopal Hospital (SJEH) in Far Rockaway, where Edwards was taken and pronounced dead on Monday, April 3. They weighed in on some red flags that may indicate child abuse in any child. Physically abused children, the social work team says, may have unexplained bruises or welts, new scars, unexplained burns and lacerations, unexplained fractures and swollen or tender limbs. Sexually abused children may demonstrate difficulty walking or sitting, complaints of itch in the genital area, torn, stained or bloody clothing, bruising or bleeding from the external genitalia and sexually acting out or appearing withdrawn. Other, more subtle signs of abuse sometimes are seen as changes in emotions, anger, rage, crying, refusing to eat, trouble sleeping, passive or withdrawn behavior and appearing depressed or sad.
The team reminds the public that anyone can call in a suspected case of abuse or neglect to the NYS Child Abuse Hotline at 1-800-342-3720, but if the child is in immediate danger, please call 911. Robert Sege, MD, PhD, FAAP, a leading child abuse specialist at Tufts University says, “Despite all our best efforts, there is no parent in the world who doesn’t, from time to time, find themselves angry at their kids, so when you feel the anger piling up, it is time to for both you and your child to take a timeout and let the feeling pass.” More information on child abuse education and prevention can be found at: www. FDNY TEST RESULTS … The Wait Goes On The Rockaway Times asked the FDNY why test takers, who took the exam in September and October, are still waiting for the results. The FDNY response: • 70,000+ candidates were invited to take the Firefighter test, testing occurred from September 5 through October 28, 2017. • The Protest Review Sessions (PRS), required by law, in which candidates can challenge the proposed answer key, were conducted from November 1 through November 15, 2017. • Following the PRS, the protests were reviewed by the Test Validation Board (TVB). The TVB is a three-member body empowered by Section 50-A of the New York State Civil Service Law, which has the authority to review submitted protests and upon

determination, to change key answers, allow duplicate or multiple answers, or delete items from the test. Following the December holidays, the TVB met to review and analyze each submitted protest, made their determinations and a final answer key was adopted. The test results are currently being reviewed by the Court Monitor and DOJ prior to release to the public. There is a second round to the competitive testing, where candidates will begin to be invited to take the Candidate Physical Ability Test in list number order this summer. After the first round of physical ability testing, FDNY will begin to fill their December 2018 class.
