What in Tarnation? Oil Spill Pollutes Local Beaches By Katie McFadden

Goodness, gracious, great balls of tar! Many shore walkers were surprised to leave with more than sand in their shoes late last week. A large amount of tar balls were discovered on area beaches, including Rockaway and Riis Park, possibly stemming from a fuel-oil leak from a ship. Local resident, John Masini was walking his neighbor’s dog between Beach 136th and Beach 139th on Thursday, March 28, when he noticed the sand looked a bit darker than normal. As someone that works in the heating industry and has an oil burner license, it didn’t take long for him to realize what the sticky black balls all over the sand were. “I could smell that it was oil. I was leaning down and poked at it and realized it was all over the dog’s paws,” Masini said. He immediately called 311 to file a report, followed by a call to the Department of Environ-

mental Protection, which said they were already aware of the issue and believed it stemmed from a leaking barge off of Staten Island. “This sucks. I come down to the beach often and we get enough plastics and everything else coming on to the beach as is, so to find oil polluting it was disappointing,” Masini said. “But DEP said they were aware of it and were in the process of trying to contain the spill.” By Friday, the problem had spread through Riis Park. Another local beach walker said she went for her regular stroll from Beach 148th to Riis Park, but when she tried to shake the sand off of her walking boots when she was done, she says she had to throw the pair of shoes away completely. “They were caked in oil. I couldn’t see the soles, they were just black,” she said. “There was no saving them.” By the weekend, action was being taken to fix the issue. The New York State Department of

Environmental Conservation alerted the U.S. Coast Guard, which began assessing the water and nearby beaches to note the severity of the problem and try to determine a cause. It is believed the oil sheen on the water and tar balls on the beach are connected to a fuel-oil leak on Thursday, involving a barge called the Dublin Express in the Arthur Kill. The Dublin Express suffered a 15-inch hole

in one of its fuel tanks prior to arriving to New York. The damaged tank has the capacity to carry approximately 300,000 gallons of fuel oil. The cause of the damage and the amount of fuel oil spilled have not been determined and remain under investigation. Members of the Unified Command for Goethals Oil

Spill began to assess the situation on the beach by Sunday afternoon. Members of the Unified Command Shoreline Cleanup and Assessment Technique (SCAT) teams located a 400-yard by two-feet band of tar balls at Jacob Riis Park. By early Monday morning, crews were deployed to clean up the mess. A total of 87 people along with 16 boats were working to address the issue on Monday. When The Rockaway Times went to survey the scene at Riis Park on Monday afternoon, the remaining tar was limited, as crews in yellow and orange suits were scanning the area, picking up the pieces and placing them in large black garbage bags. According to various agencies, it is believed the problem will not continue to worsen. “Assessments conducted from the air and on the beaches revealed little to no oil observed. NOAA trajectories do not anticipate any product coming ashore further south. There

have been no new reports of oil sheening in the water or tar balls,” a Coast Guard press release said on Monday evening. “We’ve seen a lot of progress in the cleanup of the Arthur Kill Waterway, and we continue to work with our Unified Command partners to ensure

If possible, the Coast Guard warns beach goers to avoid contact with any tar balls or oil on the beach or in the water. If anyone does come into contact with the tar balls and gets the oil on their skin or clothes, they should wash their hands with soap and warm water, and clothes immediately. The official cause of the incident remains under investigation by U.S. Coast Guard. Anyone who notices any other tar balls or oil sheen is asked to report their findings to the Coast Guard Sector New York Command Center at 718-3544353 or the Community Assistance hotline at 866-601-5880. Army Corps Begins Dredging Process for Sand Replenishment Believe it or not, work has begun to dredge the East Rockaway Inlet for sand that will be used to replenish the heavily eroded area of Beach 92nd to Beach 103rd Street, which was closed to beachgoers last summer. With the work beginning early this month, the replenishment is expected to be complete before June 1, in time for the prime of the beach season. Earlier this week, the U.S. Army Corps of Engineers (USACE) and Mayor de Blasio today announced that a USACE contractor, Weeks Marine, headquartered in Cranford, N.J., has begun moving work vessels, pipe, and other equipment to perform maintenance dredging in the Inlet. This week, the submersible pipes are being installed in the ocean from East Rockaway Inlet west to Beach 87th Street, where the pipeline will come out of the ocean and onto the beach at Beach 88th Street, east of the

most western groin. Additional pipes and bulldozers, wheel loaders and work sheds also began to arrive at the staging area between Beach 109th and 110th Streets this week. “It’s happening! Equipment is on the move, and work is starting that will restore the previously closed stretch of Rockaway Beach in time for summer,” Mayor de Blasio said in a press release. USACE is expected to begin dredging operations the week of April 8, with a goal of completing the project before June 1, the first day of hurricane season. The beach will be replenished with approximately 300,000 cubic yards of sand.

How will this impact the surrounding beaches? During the project, the beach will be closed from Beach 88th to Beach 110th to allow for equipment staging and a safe perimeter. Signs have already started to go up at nearby boardwalk beach entrances, telling people to use alternative beach entrances to access the beach. Surfers will have to use an alternative surf spot as the project is ongoing. The surf area from Beach 87th to Beach 91st will be closed. Surfers are advised to use the surging beaches at Beach 69th or Beach 11th instead. The complete boardwalk will remain open. But what about the jetties? They’re still part of the future plan. The New York District is now in the process of receiving the final approvals from USACE headquarters for the Rockaway & Jamaica Bay Reevaluation Report, which will authorize the construction, at 100% Federal cost, of new erosion control features

(such as "jetties" or groins), additional beach fill and reinforced dunes, as well as flood risk reduction features on both the Atlantic and bayside shoreline of the Rockaway peninsula. The plan, which is expected to begin by the end of the year or early 2020, will include an increased beach berm with 1.6m cubic yards of sand for initial placement, the extension of five groins already in place and the construction of 13 new groins. “The resources that we are investing now will go a long way towards making beach season in the Rockaways better than ever,” said U.S. Senator Charles E. Schumer, who helped acquire some of the funding for the sand replenishment. “I will continue pushing the Army Corps of Engineers to prioritize this project for our neighbors in southern Queens and the countless New Yorkers who visit and enjoy these beautiful beaches every year.”

Local Family Continues to Pay It Forward for CDH Rockstars By Kami-Leigh Agard

There’s a saying that “Faith as small as a mustard seed can move mountains,” and for three years running, Rockaway Park parents, Brian and Jean Williams’ steadfast faith kicked off an amazing local momentum to bring congenital diaphragmatic hernia (CDH) awareness to the forefront—for little rockstars like their son, Ryan Williams. Now the Williams’ are back at it again, hosting the Third Annual Cherubs CDH 5K Walk/ Run fundraiser on Saturday, April 13. Three years ago, in the face of a prenatal CDH diagnosis when Jean was just 16 weeks pregnant, the couple decided to go ahead with the pregnancy, despite doctor’s advice that they should abort because of the low survival rate of CDH. According to Cherubs, a

nonprofit, grassroots organization dedicated to promoting CDH awareness and research, this birth defect is so rare—it occurs in one in every 2,000 babies, of which 1,500 are delivered and with a 50 percent

Like any average two-and-a-half-year toddler, he’s potty trained, talks like a parrot and loves to watch cartoons, “The Lion Guard,” and “PJ Masks.” Ryan also loves to play soccer, and last summer, even played with a kids league in Marine Park, Brooklyn. And what’s even more inspiring about the Williams is that mom, Jean, gave birth just four months ago to their second son, Riley. Parents who have had one child with an isolated CDH, meaning no problems other than the CDH, are at increased risk to have another child with the same problem. For most families this chance is approximately one to two percent or one in 100 to two in 100. If there is a known cause for the CDH, the recurrence risk depends on the specific diagnosis. However, the Williams’ faith, as tiny as a mustard seed, moved mountains that proved once again that they were both ready and able to give Ryan a little brother. Dear Editor: In all the reporting on Congestion Pricing that Governor Andy is pounding through Albany, where are the numbers to back it up? When exactly did Manhattan become so overwhelmed with cars and trucks that this is now the desperate alternative? (1998 and 1999 were the highest at 842,000 daily). So, what’s the pressing need? The traffic is slow? When was it fast? So, why is the traffic so slow? I’m sure it’s a combination of bike paths and bus lanes and pedestrian malls, but it also has to be the uptick in ride share and delivery apps. Government tends to be reactive, not forward thinking. The DOT, and the Taxi and Limousine Commission, never anticipated the impact of Uber, Lyft, etc., with a legion of cars now circling all day waiting to pounce on a fare. The City waited too long to act. So, we get a new tax. The NY Times reported this week that one year after the congestion tax went into effect in London, there were

18% fewer vehicles into their CBD. Agreed, this is NYC not London, but forced out of cars, does anyone believe the MTA is ready for an influx of new passengers? The A Train is always breaking down, are the ferries big enough, is there enough room on the express busses? Do you think for a second, they’re doing any planning? If you do, you’re not from here. Put an additional 18% ridership onto the MTA’s infrastructure? Let’s say the tax goes into effect two years from now. Consider how little they’ve done to recover on some Sandy damaged lines. Then there’s the issue of accountability. They’ll get their billion dollars from this tax to add to the 15 plus billion dollars the MTA takes in annual revenue, and who has the over watch? Rockaway At Work: RBQ’s Ryan Moroney

Have you ever wondered what people do all day at their jobs? I have, and that’s the basis for this column, Rockaway at Work. This week’s feature focuses on Ryan Moroney, co-owner and manager of RBQ Bar and Restaurant. I walk into the restaurant at 1 p.m. on a Thursday afternoon, and the place is doing a great lunch business. I can smell the barbeque and I am jealous of the people at the bar, of the people picking up lunch, and

the people eating at tables. Because no, I am not here to eat. I am here to watch Ryan and see what he does all day at work. There are seven co-owners, but Ryan Moroney is the manager, and he is responsible for running the place. He defines a manager as the “face of the place… always entertaining old friends and making new ones.” But he does so much more than that. Moroney started in the restaurant business 12 years ago, working his way up from busboy to manager. Having worked in restaurants in Long Beach, he said, “I saw an opportunity to come back to my hometown. After all these years, I could bring barbeque back to this side of the peninsula, and feel the excitement and thrill of introducing it to new customers, and be a part of this wonderful community.” Moroney works six days a week, from 12 noon to 10 p.m. When the restaurant closes at 10, he usually stays until mid-

night, making sure everything is taken care of, and ready for the next day. He knows how important it is to have everything ready for the customers, and up to health department standards. When I asked what the best part of his job is, he replied, “Every day is a new day, and it’s so exciting to be working in a new business in Rockaway.” He is responsible for scheduling the staff….a tough job when you have nine waiters/waitresses, two pit managers, three busboys, and eleven bartenders. But he speaks highly of all of the workers. “We all work as a team, our own little family over here. From the pit managers, to the floor staff, to the back of the house, they all work so hard to make it all come together. That’s how you get the family aspect,” Moroney says. He is responsible for the physical upkeep of the restaurant, making sure everything is kept in good repair; and the ordering of all the food and beverages and dry goods. While I was there, he was getting messages from bands who wanted to perform. He has the responsibility of booking the bands, because there is always live music on the weekend. He makes his choices through recommendations from customers, and past experiences with the bands. He does all the posting for the restaurant on social media; even posting every day on Instagram. Moroney talked about the

freshness of the food, how it is smoked the night before, and eaten the next day. “If it runs out, it runs out. It’s fresh that day,” he said. Of course, I did not know anything about barbeque, and Moroney was nice enough to give me a lesson and show me the huge smoker/oven. It is wood burning, with gas assistance. The barbeque is cooked slow and low, with indirect heat with wood smoke. They use apple, hickory or cherry wood. Moroney says, “This creates a ‘red badge of honor,’ or a pinkish hue and brings the flavor to the meat and creates the greatest barbeque.” The house recipe for dry rub, a mixed blend of herbs and spices, enhances the flavor. Of course, I talked to the customers. Mike Johnson, stopping in for lunch, said, “I ordered a delicious smoked corned beef sandwich. That’s special for the season, but come in and try the regular menu, especially the 12-hour brisket.” Moms, Tabytha and Megan, having lunch with their children, emphasized, “how kid-friendly, and super-welcoming to families, this place is. And the food is amazing!” RBQ is located at 97-20 Rockaway Beach Boulevard and the kitchen is open seven days a week, 12 noon to 10 p.m. Managing a restaurant, working long hours six days a week, ordering food and beverages, booking bands, posting on social media, Moroney proves Rockaway works hard!!

Traveling with Bob and Sandy SOMETIMES IT'S A FLYING CIRCUS By Bob & Sandy Nesoff

Excitement in life is a terrific thing. No life should be humdrum…except when you are flying. The last thing any airline passenger wants to hear is, “Oh my God!” Most airlines, with a notable few, truly try to accommodate the needs of every passenger, especially those who have an unreasonable fear of being where God meant no human being to be…38,000 feet above terra firma. Many passengers have begun taking so-called “emotional support animals” on board. While in some cases that is a necessity, in others, it’s a scam to take a pet on board without placing it in luggage and having to pay an extra fee. A woman showed up at the airport with her “emotional support peacock.” She was told to take a hike. The same held true for the guy with the “emotional support squirrel.” The airline said, “Nuts” to that and now has a policy banning squirrels. One guy failed to give screeners a “heads-up” when he attempted to board a plane with 10 severed heads. We kid you not. Once screeners recovered, it turned out that he was on his way to a medical conference and the heads were needed for demonstration purposes. Passengers on their way to seminars where they are presenters have created problems for airlines. An Israeli security expert in this country, who trains security personnel in dealing with explosives, caused an emotional explosion when a package labeled as a

“Bomb” was found in his luggage. When security finally determined who he was and that the package was of no danger, he was allowed to go on with his “Bomb.” More recently, screeners found a hand grenade in a passenger’s carry-on. After the area was cleared, flights delayed and the wrath of God brought down on the dumbbell’s head, it was determined that the grenade was a souvenir and was inert. There was the character who was discovered with 200 tarantulas hidden in his suitcase. Or the guy who tried to smuggle 51 tropical fish. He had an undergarment with pockets filled with water. He was discovered when security officers actually heard the fish flipping around. One boob of a woman in Barcelona, who attempted to smuggle cocaine aboard an aircraft, had breast implants containing bags of the powder. There were three pounds of the drug when she was uncovered. As bad as these actions were, they pale in comparison to some. There was the woman in Liverpool, England, who attempted to pull a “Weekend at Bernie’s” by bringing her dead husband aboard the plane. She placed him in a wheelchair, hat on his head and sunglasses to conceal that dead man’s stare in his eyes. Must have been cheaper than placing him in a casket in the luggage compartment. There is more...oh so much more. But let’s close with the case of the man who attempted to smuggle $45,000 worth of gold bars onto an airplane, weighing two pounds…in his rectum. Made an ass of himself and was arrested for his efforts. So, next time you think a long flight is boring, check out the guy in the next seat. Rockaway's Glass Master To Unveil Restored Rose Window By Katie McFadden

On Sunday, April 7, the new and improved stained glass Great Rose Window of Blessed Sacrament Church, on the Upper West Side of Manhattan, will be unveiled to congregants and guests. Over the past 16 months, the more than 100-year-old rose window, the third largest in the U.S., has undergone a major restoration by a local stained glass master—Patrick Clark of Sunlites Stained Glass. If that name rings a bell, it’s for good reason. Clark has been living in Rockaway, restoring and creating his own stained glass masterpieces for more than

30 years. If you spot a stained glass work around town, it’s likely been touched by Clark. From St. Francis de Sales to St. Camillus, to Tribute Park and the 9/11 memorials of Breezy Point and Roxbury, Clark has certainly left his mark locally, and it all began with a project at St. Rose of Lima Church. Originally from Spokane, Washington, Clark says he first came to Rockaway in 1986 to restore glass in St. Rose of Lima. “To make a long story short, I’m still here,” he said at his Sunlites Stained Glass studio on Beach 91st Street. Clark says he began dabbling in stained glass work as a teenager, when his family lived in Vienna, Austria. “A few friends and I had this hobby of crawling around old abandoned villas in Vienna and collect-

ing treasures. When I was about 14, I rescued this old stained glass window from an old building in Vienna and I had this beautiful piece that I always wanted to repair, so I started learning about stained glass so I could fix that window and I fell in love with the work,” Clark said. Clark brushed up on his skills for his new hobby by taking various classes, including some at a stained glass business in Spokane, until he was talented enough to start working for a business in Washington, where he continued to learn more. While Clark’s primary career was a professional youth worker, he officially changed gears when he opened his first stained glass shop in Spokane in 1982. However, in a town of roughly 300,000, work was scarce, so Clark offered his talent to other areas in need. When he encountered Rockaway while working at St. Rose of Lima, he decided it would become more than a place to piece together the church’s stained glass windows, but also a place to call home. “New York offered very exciting work and I love New York. But I settled here in Rockaway to work on St. Rose of Lima and I fell in love with the Rockaway community, the ocean and the bay,” he said. Since moving to the community 33 years ago, Clark has made an impact on the local area. In the 1990s, Clark says he banded with other local artists and founded the Rockaway Artists Alliance. His work has not only appeared in various RAA exhibits, but places all across Rockaway, from churches to temples to schools, memorials and even personalized pieces for homes and businesses. In addition to the local 9/11 memorials, Clark says some of his most exciting work can be found in the entrance of St. Francis de Sales Church and the neighboring school. However, Clark’s resume includes much larger and notable projects across New York City, including restoring the

windows of the famous St. Patrick’s Cathedral starting in the late ‘80s, a project with special meaning to him as a Catholic, as the church bears the name of his patron saint. “When I was 14 and my family was moving to Europe, we stopped in New York and went to St. Patrick’s and since then, it’s held a particular spot in my heart, so to go back there and do work for Cardinal O’Connor at the time was stellar,” he said. Another point of pride for him is a stained glass window in St. Patrick’s, made specially for Pope John Paul II to celebrate his visit to New York in 1995. Also, one of Clark’s largest projects includes restoring more than 100 windows in Manhattan’s St. Jean Baptiste Church. However, the project that has been the center of Clark’s focus for almost a year and a half, has also been a daunting, yet exciting challenge. The Great Rose Window of Manhattan’s Blessed Sacrament Church was first built in 1918 by Clement Heaton. The 32-foot diameter piece features 240 panels, making it the third largest rose window in the country. The more than century-old project had to be dismantled, piece by piece, and taken to Clark’s Rockaway studio where he and a team of workers have worked around the clock on the tedious job of restoring or recreating each

piece that was beyond restoration. Although the project has taken up much of Clark’s time, he says it has been a fun challenge. “What I really am is a troubleshooter and you don’t get to restore a rose window every day. I’ve worked with all different types of stained glass and have faced different challenges, which used to be scary and nerve-racking, but now I’m confident enough that there’s nothing we couldn’t figure out, and that makes it fun,” he said. After Clark and his team worked their magic on the rose window, they replaced each piece back at the church in anticipation of a final reveal, which will be held this Sunday, April 7 at 12:30 p.m. during Mass at Blessed Sacrament Church (152 West 71st Street). The ceremony will feature the dropping of a curtain to unveil Clark’s hard work, plus performances by the Blessed Sacrament Parish Choir and world class organist, Jason Roberts, who Clark says is not one to miss. Clark will also be on hand to give a presentation and answer questions about his work. A reception will follow. All are welcome to attend the unveiling. “It will be a very cool experience,” Clark said. “I don’t think there will ever be another rose window unveiled. So if you like art and beautiful work, it’s going to be a fun afternoon.”

Parents—looking for an avenue for your children to put those video game controls down—in exchange for the ultimate gymnasium of their minds? Well, just last Saturday, March 30, local civic association, The Heart of Rockaway (THOR), launched the Rockaway Youth Chess Club that already has parents crowing about their children’s new hobby.

Edwin Williams, second vice president of THOR, and father of two sons already enrolled in the club, said he came up with the idea while recently attending a youth chess championship in Manhattan. Williams said, “I was astounded by the diversity of the youth there, who represented communities all across the city. I said to myself, ‘Our Rockaway kids need to be here. We have such brilliant children all across the peninsula, why not start a chess club here?’” Williams did not waste any time, and immediately began looking for a space, interested parents and children, instructors and an initial sponsor for the chess club. The Rockaway Youth Chess Club, sponsored by Gerry Romski of Benjamin Beechwood Companies, LLC, is being held at St. John’s Baptist Church (74-

05 Rockaway Beach Blvd.) with Chess Master Omar Graves as the coach. Williams said the chess club is held every Saturday from 2:30 p.m. to 4:30 p.m. “All youth from kindergarten through 12th grade are welcome to attend. Our students are being taught everything from the ground up. Currently, we already have ten children and six chess boards, and just ordered two more boards. It’s amazing to see how engrossed not just the children, but the parents are. Chess is truly a battle of the minds, and with training, we know our children are definitely going to be ready to compete with the best,” Williams said. Williams said he hopes that learning chess will help students also excel in the classroom. “Chess has been proven to teach students critical thinking, problem solving, consequences and good sportsmanship. Our students will learn the game by playing mini-games that teach the unique moves of each piece. Sandy Fire Case Cleared for Trial They’ll have their day in court. This week, Queens County Supreme Court Justice Bernice Siegal decided that those involved in the case of Heeran v. Long Island Power Authority & National Grid must face a jury trial. This announcement from Kevin Galleshaw of Sullivan & Galleshaw law firm, who is handling the case on behalf of the owners of hundreds of homes and businesses from Breezy Point to Rockaway, that burned down during Hurricane Sandy, comes as good news for those seeking liability and damages from the utility companies. On the night of Hurricane Sandy, flooding wasn’t the only threat to homes and businesses. Three areas of the neighborhood, including several businesses near Beach 114th and Rockaway Beach Boulevard, several homes and the Harbor Light in Belle Harbor, and a large portion of Breezy Point, saw

fires that reduced the properties to ashes. Law firms representing the home and business owners Sullivan & Galleshaw, LLP, and Godosky & Gentile, PC, allege that The Long Island Power Authority and National Grid were thoroughly negligent in their lack of preparation for the storm by abandoning their electrical equipment while keeping it fully energized as the peninsula was underwater and battered for hours by the fierce storm, resulting in electrical fires around the neighborhood. The fierce fires burned unattended through the night for hours until the tide receded and emergency services could enter the peninsula to combat the flames. By daybreak, over 150 homes and businesses were burned completely to the ground, resulting in property damages exceeding $100 million—an estimate offered by the defendant’s themselves in a prior court filing. decision, the case can proceed to a jury trial. This announcement comes in response to the second motion filed by the defendants, LIPA and National Grid, who were attempting to avoid a jury trial by having the case dismissed. The prior motion was appealed by the defendants all the way up to the Court of Appeals, which also rejected the defendants' arguments for dismissal on other grounds than those filed in the summary judgment motion decided this week. The defendants had also requested three separate trials, one for each fire on the peninsula, but the court ruled that the case would proceed as one trial. The lawsuit alleges that

while LIPA was entrusted with the duty and responsibility to distribute electricity, they passed that responsibility off to National Grid by paying them an annual base fee of $224 million with several added incentive bonuses for each hour they operated electrical transmissions. Shortly after the storm, Governor Andrew Cuomo transferred the task of transmitting and distributing electricity on Long Island and the Rockaway Peninsula to PSE&G, a publicly traded energy company headquartered in New Jersey. In rejecting the defendants' attempt to dismiss the lawsuit, the court stated that, "The defendants who provided electricity to areas known to be vulnerable to storm surges, could have, and should have, promulgated written protocols for storm deenergization. Plaintiffs’ attorney Sullivan stated, “If LIPA and National Grid acted responsibly in preparing for the storm, my clients would not have suffered the heartache of losing their homes, businesses, all of their life possessions and the communities would not have looked like war-zones after the storm passed through. The defendants showed a total disregard for our clients' health and safety. Industry protocol and common sense called for shutting down the electric system. Sadly, LIPA and National Grid chose to keep the dangerous electric flowing into the very small narrow communities that are completely surrounded by water without any monitoring of the lethal electricity as the surging tides and violent wind

barreled into the community.â€? In ruling against the defendants request to sever the trial into three separate trials according to each fire location, the court held â€œâ€Śthere are common questions of law and facts as evidenced by Defendants’ own motions‌ further, the interests of judicial economy and consistency of verdicts will be served by having a single trial.â€? Sullivan is pleased with the result. “Unquestionably, the court reached the right decisions on both fronts,â€? he said. “The motion for three separate trials was nothing more than a failed effort by the defendants to challenge our resolve and try to harm our clients financially by running up the costs and time by three-fold. We will not waiver at all. Sadly, while our clients still struggle, the corporate defendants with unlimited financial resources, chose to spend six years pushing meritless defenses." The case is expected to proceed to a jury trial later this year.

In 2000, the United States achieved elimination of endemic measles (no reported cases in legal U.S. residents). This was accomplished by very high coverage of measles vaccinations, robust surveillance, coordination of rigorous outbreak (defined as six or more reported cases) responses, and increased measles control in other countries. Controlling the disease in other countries was coordinated by the World Health Organization. The accomplishment of elimination in the U.S. is unfortunately being unraveled by groups of people who are refusing vaccinating themselves and their children for various reasons. In 2010, there were 63 reported cases, in 2014—667, and so far this year, 314. Measles is a highly contagious viral disease. Ninety percent of unprotected (unvaccinated) individuals exposed to it will be

infected. Its symptoms include fever (as high as 104), rhinitis (runny nose), cough, red eyes, sore throat, and a red rash. The rash, however, does not appear until several days after symptoms begin. An infected person can be contagious four days before the rash appears and four days after it appears. It is spread by coughing and sneezing. While measles may cause serious issues like meningitis, one of the biggest dangers of the disease is that it suppresses the immune system for as long as two to three years after the initial infection. This increases the likelihood of the person contracting opportunistic infections like ear infections, diarrhea, and pneumonias. Opportunistic infections are those that occur because the person has a suppressed immune system, much like a person on chemotherapy would have. Measles infects vital white blood cells that are responsible for cellular immunity. These cells create immunoglobulins and antibodies that attack

viruses and bacteria that invade the body. In short, measles causes immunologic amnesia. So far, in 2019, outbreaks were reported in Rockland county, NYC, Washington, Texas, Illinois, and California. These outbreaks were due to unvaccinated infected travelers returning from Israel and Ukraine, where there are large outbreaks. While measles was eliminated in the U.S., or so we thought, it is still common in Europe, Asia, the Pacific, and Africa. Responding to outbreaks is a costly undertaking, costing as much as $142,000 for a single case. In 2011, the estimated total cost of measles outbreaks in the U.S. was $2.7 to 5.3 million. These costs include post-exposure prophylaxis (post-exposure vaccination and immunoglobulin injections), laboratory testing, healthcare professional compensation and overtime, public outreach regarding risk and prevention, and establishing quarantine of exposed susceptible individuals. As an aside, that reminds me of

a Honeymooners episode where Ralph is quarantined because of possible measles exposure. Ralph says to Norton, “Don’t touch me, I’m measled!” When outbreaks do occur, resources and personnel must be diverted from other programs and functions, potentially disrupting existing healthcare systems. In the measles post-elimination era, vaccine hesitancy and refusal have created a threat to the health of the general public. Those who foolishly or selfishly refuse vaccination for themselves and/or their children are placing others in danger, not to mention themselves and their children. The CDC and many states are considering changing the rules to eliminate the ability to refuse vaccination as the health of the public is in peril. ance in my life. What this implies is that trying to remain in one place is actually what causes instability, wavering and imbalance. Moving forward is a natural process, thereby bringing with it a sense and feeling of balance. While we want to be in the moments and invite all we can give and get from each, time moves on second by second. So the balance actually comes from being rooted and grounded in the now and being propelled to

the next now. We take this springtime to reflect on this and perhaps realize that we can get stuck in “winter� or in the “now� if we do not discover that moving forward in all aspects of our lives will bring order and balance to the uncertainty of what is next. The natural order of things springs up the tulip leaves from the soil, just like our natural order of things as humans is to be developing, connecting, learning, moving, giving, etc. Rather than focus on a “stuck� thing in our lives, focus on what could click to change it. Have the thought, take one action and move forward. Habits come on rather easily; thoughtful concentration can bring about change if something needs to change, and development of something that is perhaps just a thought at this time. We get caught up in the daily routines, there is always so much to do, and we may put off things that we want to move ahead with, going from day to day. Before you

know it, another winter will be here! So, take the blessing of this season as a reminder to spring ahead. A friend recently lost her wallet and after one and a half weeks, received a package in the mail with a note that said the person who found it never lost a wallet, felt it must have been devastating and was returning it completely intact. No name, no return address, nothing. The person just wrote, “pay it forward.� That person took an action, moved forward, and created a positive experience for my friend. I love the idea of carrying out an act of kindness anonymously and just joying in that. And if on the receiving end, anonymously giving joy to another. Imagine if everyone did that on a daily basis? There would be such a momentum of giving and joy! May you be happy. May you be free. May you be grateful. May you let go of things that do not serve you. May you have inner peace.

How many of you remember mite boxes for charities as kids? I remember receiving the unfolded cardboard boxes, folding them into a box and then adding pennies, nickels and dimes to the boxes. I assume that each box could hold about ten dollars, and that each of the 500 kids in my grammar school did the same. That’s about five thousand dollars. If a hundred schools did the same, that would add up to almost half a million dollars! Where did that money go? The mermaid and I went to

Washington, D.C. this past weekend to see the cherry blossoms, but we were a little early. Saw a lot of magnolias, but few cherry blossom blooms. But while we were there, the Mueller Report was released and it reminded me of that old axiom, “follow the money!” Washington is beautiful in spring. The Amtrak ride is picturesque as the train sails by the Chesapeake Bay towards the Capitol. New York was once the nation’s capital, but a deal between Alexander Hamilton and Thomas Jefferson moved it to Philadelphia and then to its final destination in the swamps of Vir-

ginia, close to the homes of Jefferson and George Washington. What did Hamilton get? Well, he got a deal to buy back all the revolutionary war debt by creating the U.S. Treasury and eventually got a bullet with his name on it from that guy Burr. Follow the money. We visited several museums along the national mall while we were there, and guess what? They are all free. The Air and Space Museum, the newly-opened Smithsonian's National Museum of African American History and Culture, the memorials – Jefferson, Lincoln, FDR and MLK. All free to the public. Our tax dollars at work, just like the Mueller Report. Hotels in D.C. range from the reasonable to the expensive. We stayed at the Hyatt Regency on New Jersey Avenue, a short walk from the majestic Union Station. With the newly-refurbished Capitol building within view and the Washington Botanical Gardens within walking distance, this hotel provides great value for the buck. Visiting Washington D.C. is a stark reminder that our country is built on freedom and liberty. But a walk through the Afri-

Page 29 can-American museum and the MLK memorial quickly puts that notion into its proper context. Not everyone participated in those freedoms, and some still don’t. At over a thousand pages, it’s hard to recommend Ron Chernow’s book on Grant, but it is a great read, and it does provide a great primer on the reconstruction years following the Civil War. We stopped by the White House after strolling by the Treasury building and got to see demonstrators from Palestine protesting the U.S.'s support of Israel. Also, there were a group of Hasidim protesting Zionism. I didn’t understand any of it. I don’t know if Trump was in the White House or not, but while we were sitting in the park, Robert Mueller emerged from St. John’s Church, literally across the street, coming from Sunday services. And while everyone had many questions for Mr. Mueller about his report, I wanted to ask him, what happened to the money that was collected in those mite boxes. I am sure he would tell me there was no collusion, but to follow the money.

Fort Decatur was a United States Army Blockhouse, located around Beach 137th Street, the first fort on the peninsula. During The War of 1812, the cannon was moved into position atop of the fort. Beach 137th Street was approximately the western tip of the peninsula at the time. This protected the New York Harbor from any invaders, particularly the British. The fort was dismantled after the war ended (1815). Katie Lucev is the daughter of the late Rockaway Beach historian, Emil R. Next Monday, April 8, I will be celebrating the 69th anniversary of my arrival on this planet back in the early 50s. You might think that is a rather odd way to describe my birthday but then again, my dear mother always maintained that I had been "dropped off by the "little green men." I always assumed that she was jokingly referring to those irascible imps of Irish folklore, the leprechauns but, as it turns out, way back then, flying saucers were all the rage. What with Hollywood's "The Day the Earth Stood Still" with Michael Rennie and the documented UFO sightings, supported by radar contacts, over our nation's capital down in Washington, D.C., dear old mom was convinced, I was an early version of Mork sans benefit of Robin Williams’ sense of humor. But I digress. Any questions of my extraterrestrial origin aside, as my birthday draws nigh, the women in my life inevitably embark upon their annual "what do you want for your birthday" interrogations, to which I always answer, "Nothing thank you, I have everything I need." Just the other day, as I walked into the kitchen, the ladies were talking about a possible birthday gift for me but they all went silent as I approached. I pointed out that their silence spoke vol-

A Fighting 69th umes and I was sure they were planning a birthday gift decision for me. My daughter, Amy, told me, "Don't worry Dad, we already got you something. You're almost 70 years old and you deserve something special. You won't like it very much at first but you will come to realize that it is something that you really need." I told my girls that it's the thought that counts and I would most assuredly cherish anything they might decide to bestow upon me in recognition of my birthday. My younger daughter, Vicki, said that she thought I was getting much more patient as I grew older, but she was quickly corrected by my beloved Grace, "she who must be obeyed." Grace countered that, "Nah...He just doesn't care anymore. He just doesn't realize that he's getting a little long in the tooth!" The "long in the tooth" remark didn't bother me at all. I mean dentures don't grow do they? But for the rest of the evening all I could think was, "Don't like it now....will need it later...Oh my God, they bought me adult diapers!" Making matters worse was the fact that I keep hearing my daughter saying, "Dad, you're almost 70...." over and over in my head. For a long time now, I have known that I do not require inspirational quotes to keep me going, a simple cup of good coffee will suffice. I certainly do not get upset when people refer to me as a "senior" as that that term is usually accompanied with a 10 percent discount. But suddenly the realization that the road before me is considerably shorter that the road already traveled behind me was weighing on my mind and I thought I should do something with the whole family for my birthday. I told everyone that Monday night I would like everyone home early for dinner, after which I

would like to watch the new Disney movie, "Mary Poppins Returns," as I was really looking forward to seeing the updated version's song-anddance routine for "Supercalifragilisticexpialidocious." One of my daughters remarked that she did not think that song was included in the new version of Mary Poppins. I told her not to worry as, in that case, we would simply watch the 1982 movie, "Gandhi," an acclaimed biographical drama about the major events in the life of Mohandas Gandhi, the beloved Indian leader who stood against British rule over his country. Grace and the girls looked at me like I had two heads and finally asked what does Gandhi have to do with Mary Poppins. I told them that Mahatma Gandhi often walked barefoot which produced an impressive set of

callouses on his feet. He also ate very little, making him rather frail and with his odd diet, he often suffered from bad breath. This made him a super calloused fragile mystic hexed with halitosis. Happy Birthday to me! Broad Channel, why would anyone want to live anywhere else?

Build Autism Awareness With Acceptance World Autism day was this past Tuesday, April 2, but the entire month of April is celebrated as Autism Awareness month. It’s posted all over social media and broadcasted in the news with countless small and large organizations worldwide promoting autism awareness. However, I would like to take it a step further. Don’t get me wrong, building awareness is important, but what about driving acceptance? Online, I recently read a Jewish Boston article, “Etymology of the Word ‘Autism,’” that really struck a chord. The article’s author, Nessa Levine, a teen living on the autism spectrum, stated: “The word, ‘autism,’ is composed of two parts, ‘aut’ and ‘ism.’ The prefix of the word is ‘aut,’ which comes from the Greek word, ‘autós,’ meaning ‘self.’ The suffix, ‘ism,’ also from Greek, implies a state of being or condition. When I looked at the prefix and suffix of the word combined, I found that the word, ‘autism,’ in its purest form, means ‘a state of being oneself.’” Levine continued, “At that moment, everything clicked for me. It solidified my firm belief that autism is not a disease, but rather a state of being. Most people realize at a very young age that they must hide parts of who they are in order to be accepted in the world. Without it being explicitly taught to them, they know

need to do—receive autism willingly and accept it without effort. I know that’s a tall bill, but with each day observing, engaging, and above all, loving my daughter, I sometimes am baffled. How did God bless me with this beautiful being? Her smile, giggles, bewitching beauty, cunning personality and athleticism melts my heart. Autism is challenging, but I feel like the luckiest parent in the world. My daughter cannot lie. She’s comfortable in her own skin and cannot be bullied into trying to be something she’s not. Autism awareness is important, but building acceptance is even more vital. Our loved ones should not be left out of activities just because they have differing social skills and intellectual abilities. We should promote inclusion of all children within the community, especially the educational and vocational environment. Let’s drive the momentum for acceptance of our loved ones with autism. You never know what their beautiful hearts,

The Rockaway Times minds and souls can contribute. Keep building awareness, but note that acceptance is the key to a brave new world. Elated to announce that Rockaway Beach Autism Families has a plethora of events coming up. On Saturday, April 27 at 4 p.m., the Lynx Project is bringing their Autism Advocacy Project to the Rockaway Artists Alliance. This will be a free operatic event where Lynx singers and musicians present a classical music performance of art song: music for voice and piano, where the words to the songs were written by nonverbal youth on the spectrum. Plus, Rockaway’s autistic community will be showcasing their own artistic skills. On Sunday, May 19, join us on the boardwalk for a walk/run/ride/skate for autism awareness. How many parents out there secretly hope their child’s autism can be cured, meaning the countless challenges, and ostracism from the so-called norms of society could magically disappear? What drives us to try medication, special diets, every nouveau therapy—while longingly looking at other children, who on the surface seem normal, but are struggling with their own challenges, especially in this viral society, suffering from the pressures of being accepted by their peers? This week, Queens Borough President Melinda Katz announced the appointments of 345 individuals to serve on their respective Community Boards. Of the 345 appointees, 77 are first-time members who have never before served on a Community Board, but have demonstrated both an understanding of the community’s needs and a commitment to serving the public. The 345 appointees began their two-year terms yesterday. Rockaway’s Community Board 14 covers Rockaway Point, Breezy Point, Roxbury, Neponsit, Belle Harbor, Rockaway Park, Seaside, Broad Channel, Hammels, Sommerville, Edgemere, Arverne, Bayswater, Wavecrest, Far Rockaway, and Rockaway Beach. Saint Saviour HS Opens Greenhouse Classroom Saint Saviour High School located in Park Slope, but a popular choice for local students, recently held a Ribbon Cutting, Blessing, and Dedication of the school’s indoor hydroponic greenhouse classroom. Saint Saviour is the first high school in the Brooklyn Diocese to offer this experience in partnership with New York Sun Works' Greenhouse Project. The hydroponic greenhouse classroom was blessed by the Most Reverend James Massa, and was dedicated to former faculty member Ms. Roberta Willard, who began teaching environmental science at Saint Saviour in the 1980s, retiring in 2012. As the founder of Saint Saviour’s Environmental Science program, Ms. Willard’s vision was the springboard for the creation of the new hydroponic greenhouse classroom. Ms. Willard was extremely grateful the classroom was dedicated to her: “After 31 years of teaching at Saint Saviour and running beach clean-ups and other environmental community service projects, I am

extremely honored to be a part of this special day with my Saint Saviour family.” The hydroponic greenhouse classroom is under the management of Science Department Chairperson and alumna Ms. Eileen Cush. Saint Saviour High School believes that hydroponic farming technology is a unique innovation in learning that provides students with the resources they need to meet the challenges of the future and be leaders of a better world. Some of the crops that have been grown hydroponically in the classroom include: cucumbers, peppers, eggplant, to-

matoes, lettuce, mint, rosemary, as well as nasturtium, an edible flower. According to Principal Dr. Paula McKeown, "This is an exciting time for St. Saviour High School. Our students have been able to learn about Plant Based Sustainable Agriculture and the impact it will have on the future. This lab has also allowed for cross-curricular activity, such as the Senior Art Class sketching in the room and Campus Ministry organizing a donation of fresh produce to C.H.I.P.S (the local soup kitchen). In this first year, the lab has provided even more opportuni-

ties for our young women to become agents of change in an ever-changing world.” New York Sun Works, founded in 2004, is a non-profit organization that uses hydroponic farming (soil-less planting) technology to educate students and teachers about the science of sustainability. NY Sun Works created the Greenhouse Project, an initiative dedicated to improving K through 12 grade environmental science education through the lens of urban agriculture, empowering children to make educated choices about their impact on the environment.
