RICHARDS ANNOUNCES NEW COMMUNITY BOARD MEMBERS The newest Community Board 14 members have been announced. On Tuesday, April 4, Queens Borough President Donovan Richards Jr. announced his 2022 class of community board appointees, a markedly diverse group of civic-minded individuals who will serve on their respective Queens community board. Community Board 14’s appointees include: Audrey Amsterdam Handy; Louis Caucig; Jack Epter; Menashe Friedman; Avionne Gumbs-Cummings; Brian Heffernan; Felicia Johnson; Caren Lee; Betty Leon; LuQuan Lloyd; Annette Lord Cohen; Rosalyn Mason; Evelyn Miller-Suber; Sonia Moise; Helen Montero; Dolores Orr; Harold Paez; Vernell Robinson; David Shelborne; Christopher Tedesco; and Jose Velez. Of Borough President Richards’ 345 appointees across Queens’ 14 community boards, 94 are first-time members who are not currently serving on a board. The 345 appointees — chosen out of this year’s deep pool of 884 applicants, the second-most applications received in the office’s history — began their two-year terms on April 1, 2022. “I could not be prouder to appoint such a dynamic, diverse class of public servants to our network of Queens community boards, as we continue steadfast in our effort to build a government that is truly reflective of the borough it serves,” Richards said. Of the 94 first-time appointees, 47.9 percent are under the age of 40, including three appointees in their teens, reflecting the significant, growing interest in community board membership among young people over the last two years, as well as Borough President Richards’ conscious, multipronged efforts to cultivate interest in civic engagement among Queens’ younger residents. Prior to Borough President Richards taking office in December 2020, less than 12 percent of sitting community board members were under the age of 35, while nearly three-quarters of all members were over the age of 45. Of the 94 first-time members, 19.2 percent are immigrants — up from 17.4 percent of Borough President’s Richards’ 2021 class of first-time appointees and just 6.1 percent of sitting community board members as
of 2020. Compared to community board membership prior to Borough President Richards taking office, this year’s group of first-time members also includes a greater percentage of individuals who identify as African Americans (22.3 percent to 18.5 percent); Hispanic/Latinx (17 percent to 8.6 percent); and LGBTQIA+ (6.4 percent to 3.4 percent). Parents of school-age children are now more represented on Queens community boards as well, as 21.3 percent of this year’s new appointees fall into that category — an increase of nearly 15 percentage points compared to board membership as of 2020. This year’s class of new appointees has more renters than those who own a house. Nearly 24 percent live in market-rate apartment rentals, 6.4 percent live in rented houses, 3.2 percent live in rent-regulated apartments and 3.2 percent live in NYCHA housing, while about 29 percent of new members own a house. While this year’s first-time appointee class includes slightly more male appointees (50 percent) than female appointees (46.8 percent), Borough President Richards remains committed to reaching a better balance of gender representation on Queens’ community boards. This year’s class of appointees were chosen from an 884-person pool of applicants, including 610 people who were not currently sitting community board members. There are 59 community boards citywide, and each hold monthly full membership meetings. The boards also hold hearings and issue recommendations about the City budget, municipal service delivery and numerous other matters that impact their communities. All Queens community board members are appointed by the Queens Borough President, pursuant to the City Charter, with at least half of the appointments recommended by the City Council Members representing their respective community districts. Each board has up to 50 unsalaried members, with each member serving a two-year term. All community board members who wish to continue serving on a board are required to reapply.

From RISE: Raffle for Farm Share While the arrival of spring and decrease in COVID-19 restrictions give us hope, it is important to remember that people are still struggling with debt, unemployment, childcare uncertainties, and more–leaving many among us food-insecure. The local nonprofit organization RISE (Rockaway Initiative for Sustainability and Equity) was there in 2020 and 2021 to help two hundred families get free fresh produce weekly through Farm Share. This year, RISE did not receive all the foundation funding for this vital program. To keep at least some Farm Share subsidies going for our neediest neighbors, RISE is selling raffle tickets for one of four exciting prizes, including: JetBlue Two Round-Trip Travel Certificates to Any City; Kenne-
dy’s Dinner for Two; The Rockaway Hotel $100 Gift Card; Skudin Surf Rockaway Beach 5-Day Kids Surf Camp. Raffle tickets are $100 each, and the drawing will be held on Monday, May 9, 2022. To purchase raffle tickets, visit www. riserockaway.org and click on DONATE. Enter the amount you want to donate and select FARM SHARE in the field “Use my gift where it is most needed.” If this pandemic has taught us anything, it is that mutual aid is an essential resiliency tool to combat the inequity that drives very different outcomes and impacts for different communities. Thanks in advance for your generosity! To learn more about RISE (Rockaway Initiative for Sustainability and Equity) go to www.riserockaway.org

Happy Birthday to local centenarian Miss Myrtle Francis, who celebrated her 102nd birthday with family and friends on Monday, March 28. In the early 1980s, Francis emigrated to Brooklyn, NY from the Caribbean Island of Jamaica, and for the last twenty years has called Rockaway home, living with her daughter on Beach 60th Street. Miss Francis, here’s to 102 years of memories and 102 years of life! What a fitting tribute to a lady born the same day and month NYS abolished slavery (March 28), and year (1920) American women won the right to vote. Happy Birthday Miss Francis!

Carpenter Women’s Health Center will address the well-documented need for additional women’s health services in Rockaway and provide an opportunity for women to receive a multitude of medical services in one location. The Center is equipped with amenities that provide women with an inviting, spa-like environment in which women can relax while receiving medical treatment. Services available at the Margaret O. Carpenter Women’s Health Center include obstetrics, gynecology, maternal fetal medicine, urogynecology, gynecology oncology, breast surgery, nutrition, behavioral health, 3D mammography, bone density, and ultrasound. The Center also features state-ofthe-art medical equipment includ-

ing: A 3D mammography machine that allows clinicians to see breast tissue details more clearly to uncover breast cancer that may have otherwise been hidden by overlying breast tissue; A bone density machine to measure women’s bone density to diagnose for osteoporosis and provide a fracture risk assessment; An ultrasound machine that produces high resolution image quality. Funding for the construction, design, and equipment of the Margaret O. Carpenter Women’s Health Center came from a grant award-
ed to Episcopal Health Services Inc. by the New York State Department of Health’s Statewide Health Care Facility Transformation Program II (SHCFTP) in the amount of $3,117,938. The St. John’s ICARE Foundation also raised significant funding that went toward the purchase of equipment. “The Margaret O. Carpenter Women’s Health Center exemplifies our intentions to continue to invest in providing necessary medical services to the residents of the communities we serve,” Jerry Walsh, Chief Executive Officer said.
“We are making it easier for women to have access to top-notch medical care close to home, without having to travel great distances outside of the Rockaway Peninsula.” The need for the Margaret O. Carpenter Women’s Health Center is evident in the fact that the Rockaways sees a higher rate of pregnant women who seek late or no prenatal care when compared to the overall New York City rate. Breast cancer is a top three leading cause of premature death in the Rockaways. The death rate for cancer in the Rockaways is higher than the overall cancer death rate in New York City, so it is extremely important for women to get the healthcare they need so that disease is identified in a timely fashion. Additionally, the Rockaways is considered a transportation dessert as the region is geographically isolated, and traveling to other parts of the city for medical care can take more than one hour on public transportation. To schedule an appointment at the Margaret O. Carpenter Women’s Health Center call (718) 8697500.

***** Holy smokes. Advertisers are sleeping outside our office to make sure they don’t miss out. Just kidding, but businesses of all kinds are signing up to be in the one, the only, Rockaway Times Summer & Community Guide. If you want to be part of the one can’t miss publication of the year, give us a call 718634-3030, or contact us through Facebook, Instagram or email. ***** Big Dan Tubridy is this week’s Mark Twain who was credited with saying, “reports of my death are greatly exaggerated.” Last week’s front page had a great photo of Dan with the headline: Big Dan, Big Life. Some thought it meant Dan had died. Heavens, no! The Rock-
away legend has led a big life in his 73 years and we wanted to share some of it with you. In fact, his story couldn’t be done in a week, so Katie McFadden’s profile continues this week. See Page 40 for more. And here’s to good health, Dan! Continue the Big Life! ***** The next Community Board meeting will be Tuesday, April 12. Again, it will be a virtual meeting. Contact CB 14 (718471-7300) for log-in info and public speaking. ***** The U.S. Government doesn’t release details of the census records for 72 years. So, the 1950 census has just been released and it’s full of fascinating information. One report we saw showed a photo of census takers, you know, those people who knock on doors. What made the photo so eye-popping was where it was. The census enumerators were just leaving a house on Ruffle Bar, the now-abandoned island in Jamaica Bay. If you vis-
it by kayak or boat you can still spot the foundation of houses on the island, which you can see from The Wharf. ***** Paul King accepted the Conservative Party’s designation as a candidate for New York’s 5th Congressional district. At this point, King seems likely to be both the Conservative and Republican nominee. So far, it doesn’t look like Rep. Gregory Meeks will face a primary challenge on the Democrat side in June, setting up a King versus Meeks general election battle in November. ***** Pop-Up-With-A-Cop is coming to the 100th Precinct. PopUp-With-A-Cop is an innovative method of bringing police into areas of the community which lack engagement and allows for engagement outside a time of crisis. Pop-Up-With-A-Cap takes place under a blue NYPD Tent and Neighborhood Coordination Officer Adam will be hosting this event on April 12 at
4 p.m. (In-front of the Rockaway YMCA) at Beach 73rd Street and Rockaway Beach Blvd. ***** A term you hear more and more these days: Keep your head on a swivel. Basically, you’ve got to keep looking over each shoulder to try and avoid being a victim, especially in the subway. The Daily News reported that Obadiah Lashley, 27, of Rockaway, was arrested for terrorizing commuters last Friday on the A train. Lashley, with numerous previous arrests, was swinging a two-handed 36-inch pickaxe aboard the train during rush hour. ***** Pizza, pizza, there will be more pizza. Ciro’s on Beach 116th will re-open soon after being closed for months for renovation. We’ll keep you posted. ***** Next Friday, April 15 at noon, is the deadline for entries for The Rockaway Times Photo Contest. Send no more than 4 photos to Contest@rockawaytimes.com

Story and Photos By Dan Guarino
The wheels are rolling on what the Metropolitan Transit Authority is calling “one of the largest bus network redesigns in the country.” On Tuesday, March 29, the MTA unveiled its newly developed Queens Bus Network Redesign’s New Draft Plan, the third project in their initiative to “rework and enhance bus networks in every borough.” A draft of the plan was originally released in 2019 but after feedback and a Covid-related pause, the MTA has finally released the latest version of the plan that includes changes that would directly affect Rockaway’s well-traveled bus routes. Starting this month, the MTA will hold virtual public workshops in each of Queens’ fourteen Community Districts. Attendees will be able get information on the new Draft Plan, review changes, ask questions and share comments and concerns. The workshop for Community Board 14, which covers the Rockaways, will be on Thursday, June 2, from 6:30 to 8:30 p.m. Details are to be announced. What changes are on the drawing board for Rockaway? By the numbers, here’s what the MTA proposes.
The QM16, which provides express service from Riis Park in Neponsit to midtown Manhattan, would keep the existing local portion of its route. MTA notes, “Stops on local streets would be spaced slightly further apart than existing ones to speed up travel time and improve reliability… (and) weekday peak frequencies would be slightly decreased due to low ridership on some trips.” Service hours would remain the same. The QM17, now providing express service from the Beach 21st St terminal in Far Rockaway to Midtown, would keep most of its existing route. However, under the new plan, it would no longer run to and from the terminal from Seagirt Blvd via Beach 19th and 20th Streets. The line would instead be extended to Beach 9th Street and Seagirt Avenue. Proposed changes to the Q22 line would now provide service up to the Mott Ave/A Train subway station. Like the QM16, some local stops would be spaced slightly further apart, weekday peak frequencies would decrease slightly, but service hours would remain the same. For the Q22, which now goes to Beach 169th St and Rockaway Continued on page 15

MTA DRAFTS BIG NEW BUS PLAN Continued from Page 10
Point Blvd. in Roxbury, the MTA proposes ending service west of Beach 116th St due to low ridership. However, service would be extended past Mott Ave/Beach 21st St in Far Rockaway and, taking over parts of the Q113/114 routes, continue up to the Five Towns Shopping Center on Rockaway Turnpike/Rockaway Blvd. Here too, some stops would be spaced slightly further apart. No frequency or service span changes are currently proposed. The Q114 line would mostly maintain its existing route under the proposed new plan, but it would no longer run from Mott Ave to Rockaway Turnpike. Proposed Q22 changes would replace that route segment, as well as part of the proposed Q7 line. The MTA states this will provide faster and more direct travel. A new Q114 “Rush” route with local and “non-stop segments” will be established, while stops in Far Rockaway would also be spaced slightly further apart than current ones. Q113 service, from Seagirt Blvd to Hillside Ave, Jamaica, would be discontinued altogether, replaced by the planned Q22 changes. The frequency of the Q22 “would resemble the existing Q113 & Q114 combined, (and operate) 24 hours a day.” The Q35 runs from Beach 116th Street, Rockaway Park, to Brooklyn College. The new plan would realign it from Newport Ave to Rockaway Beach Blvd. to replace a portion of the Q22 route. Q35 service would also be extend-
Page 15
THURSDAY, April 7, 2022 ed to Beach 108th St to provide “connections to the ferry and Scholars’ Academy, a short distance away,” according to the MTA. A new “Rush route” would also be introduced with “a local and non-stop portion.” Stops along RBB would now be placed slightly further apart while Flatbush Ave stops would “only be located at key destinations and major transfer points.” The Q52 Select Bus Service (SBS) currently runs from Beach 54th St in Arverne to Elmhurst. The new draft plan would keep its current route, but with plans to extend northward to connect with the E,F,M,R, and 7 Trains at the accessible Jackson Heights-Roosevelt Ave Station. In Rockaway, the stop at Beach 75th Street stop along RBB would be removed and replaced by a new stop at Beach 73rd Street and RBB. Finally, with the new proposal the Q53 line would still begin and end at Beach 116th Street. But instead of going to 61st St in Woodside, it would now terminate at 74th St and Broadway in Jackson Heights. Like the Q52, this would provide access to the E,F,M,R, and 7 trains at the Jackson Heights-Roosevelt Ave Station. Service to Woodside is being discontinued due to congestion and difficulty with buses laying over in that area. For both the Q52 and Q53, no stops would be removed in Rockaway and frequency of service would remain the same. Community feedback on the draft plan will go into a Proposed Final Plan, which will be followed by another round of public outreach. Customers can find out more and comment on the MTA’s Draft Plan at new.mta.info/project/ queens-bus-networkredesign. Although the MTA has not unveiled an implementation date, now is the time for Rockaway/ Broad Channel residents to get onboard and have their say on the MTA going their way.

Why Iceland! By Lou Pastina
Our guide had asked “why Iceland?” And I proceeded to tell him exactly why. First of all, with a return to something akin to normality, it felt like it was time to take a trip. And not just a drive to Montauk or New Paltz, it needed to feel like being “away!” Europe seemed to be having a bit
of an outbreak, covid and fighting, so that was out. Coming out of winter, one would think to head to the Islands, or maybe Central America, but that made too much sense. So, I did the opposite, I went north, like really north. I have always wanted to go to Iceland, land of the Vikings, and this was my opportunity. But why Iceland? Well, it turns ROCKAWAY INITIATIVE FOR SUSTAINABILITY AND EQUITY

out the flight there is only 4 ½ hours. That’s less than a trip to California or Ireland. They speak Icelandic there, but everyone speaks English, which is probably more than I can say about California. They have volcanos, like real volcanos, the kind that erupt. In fact, back a decade or so, one of those volcanos erupted and prevented all flights to and from Europe because of the smoke! Because they have volcanos, they have lava fields, and I am talking like a lot of them. That lava gets ground down into a fine sand, and it results in Iceland having beaches with black sand which is pretty cool. Our guide told us not to get close to the waves. Not that we were considering going in, and I tried to tell him, hey we are from Rockaway Beach, but he stopped me cold. He said that rogue waves have been known to pull people in quickly, and that where we were, there is nothing between us and Antarctica. I looked at a map and he was not kidding. I stayed respectfully away. They don’t call it Iceland for nothing you know. They have glaciers all over the island. In fact behind the Artic, Antarctica and Greenland, Iceland has the most ice and glaciers. But Iceland is not covered in ice, no, that honor goes to Greenland, which the former President tried to buy from Denmark a few years back. The man has an eye for property. For some reason Greenland is not green, and Iceland is not ice covered. But I digress. So those glaciers calve pieces off and they float down the many rivers and large chunks find themselves on the black sand beaches looking like diamonds in the sun. It is stunning. Now underneath the surface is all this geothermal activity, or as Austin Powers would say “freakin’ molten lava.” And that steam has to go someplace, so when volcanos aren’t erupting, that steam breaks through the many geysers. In fact, the word geyser comes from Iceland. And they go off at regular intervals just like out in Yellowstone, which if you

didn’t know, is also a volcano. That one is inverted and called a caldera. Getting back to those glaciers, when the geothermal thing starts happening it melts this stuff and water has to flow as my good friend the plumber tells me. And when it goes off a 90-meter cliff, well that’s a waterfall. Like how I picked up a little of the metric system there! And let me tell you, they have plenty of waterfalls. And they are spectacular. And by the way, unlike the U.S., you can walk right up to the powerful falls. It is truly amazing. Now you might be thinking, great but what do you do at night? Ever hear of the Northern Lights? This place practically invented them! There is so much magnetic activity in the sky that the aurora borealis practically happens every night. Did I see them? Not really. But my guide had a camera that picked it up with me in the photo, so if you ask, yes, I did see them. I swear. Now here is the interesting part. The country only has about 350,000 people living there. That means on a per capita basis, they are tops in everything. It also means that the original gene pool from the days of Leif Erickson and the Viking settlers of the 9th century is just about intact. And getting back to the nightlife, Reykjavik is a cool, happening city, and about 70% of the population lives there. They are extremely tolerant, friendly, and the food is outstanding. There is one weird thing, however. Beer was banned up to 1989 for some reason. But from what I saw, they are making up for lost time. And did I mention the Blue Lagoon? Thermal springs again. So, if you ask me “why Iceland?” I don’t know, it was just a whim!

Also, there’s certain buildings like the old St. John’s Home on Beach 110th Street. That’s a possibility or the former Stella Maris High School. Or what about all the vacant lots on the beach blocks on 114th Street and 115th Street. Some of these old shacks go back to 1850. The saying goes, “A diamond is a girl’s best friend.” Some discover the meaning of that while flipping through a Tiffany’s catalog or glaring through beautiful windows while strolling through the Diamond District, but there were a lucky few of us that realized the true meaning back at the early age of 5, squaring up next to a tee on Beach 102nd Street at the old Rockaway Little League Fields. That diamond, perfectly outlined in chalk, with the exquisite cuts cornered off with three bases and finished off with a sandy plate, now that diamond is my best friend, and I learned so many life lessons from the best diamond curator, my coach, Mr. Hurley. In 1987, Jim Hurley moved to the Rockaways with his wife and three daughters. His oldest was 5 and it was a no-brainer that she would be signed up for little league, just as he had played when he was younger. While signing her up in the old trailer that was a makeshift snack shack, he was asked if he’d like to coach. At the time, he took on an assistant coach role while he was also a New York City
Police Officer without the most consistent schedule. When his two younger daughters got old enough, they too were registered for tee-ball and when a work-related injury put him into retirement from the NYPD, he took on the role of head coach. As the years went on and his daughters grew older, Jim would volunteer to coach each of their teams. There was one season that he had three teams, a Senior Girls Softball Team for his oldest, Minor Girls Softball Team for his youngest and a Pee Wee Team for his middle who just didn’t quite size up yet for softball. If you’ve ever played on one of Jim’s teams, you know that the commitment is not just for the games, there was at least one practice a week and of course players were all told to, “Go outside and have a catch with your friends or families” on the off days. If you’ve ever played on one of his teams, you’d also know, while he was always sweating and a bit hectic, he always had time for a player who needed help. Over the years the trophies, sweatshirts, windbreakers and plaques piled up in the Hurley Continued on page 28

Record Breaking $18.91M Secured for Jamaica Bay The Jamaica Bay-Rockaway Parks Conservancy joins the Jamaica Bay Ecowatchers, the American Littoral Society and partners in congratulating and thanking U.S. Senator Charles Schumer, staff, and all federal partners, for their advocacy on behalf of the Jamaica Bay Stony Creek Marsh Restoration, and the entire Hudson Raritan Estuary Project, securing much needed design and construction funding for this important restoration project. This latest batch of funding, secured in two major bipartisan pieces of legislation—the recently passed 2022 Omnibus, and the infrastructure bill—brought in $27.2 million to the Hudson Raritan Estuary Project, which includes other sites in the New York region, with $18.91 million directly for the Jamaica Bay Stony Creek Marsh Restoration project. This funding covers both the design
Stony Creek Marsh, Jamaica Bay
phase and full federal construction costs. Stony Creek Marsh is an important marsh island in Jamaica Bay that has been degraded and fragmented over time. Once completed, this project will restore over 50 acres of marsh in the bay, creating important habitat and helping clean our waterways, and will provide protection to local communi-
ties from extreme weather. Senator Schumer, along with Senator Gillibrand, recently wrote a letter to the Office of Management and Budget calling for full federal funding to be allocated by the U.S. Army Corps of Engineers to this project, and they came through! As a longtime friend of Jamaica Bay, Senator Schumer has always delivered for us, and now
has secured funding for this vital restoration project. This critical funding will support restoration of Jamaica Bay's important ecosystems and protect Southern Brooklyn and Southern Queens from extreme weather events. The Stony Creek Marsh restoration project builds on prior investments by the city, state, and federal government to restore and clean the bay – efforts first led by the coastal communities of Jamaica Bay and championed by Senator Schumer and other elected officials.

HANGING UP HIS CLEATS

house and those of his players. The teams weren’t stacked, but they were committed. The girls and coaches formed a family, championship trips to SplishSplash and Great Adventure were organized, pool parties were had, kickball tournaments in the Knights of Columbus parking lot were held. Now when Mr. Hurley is out in the neighborhood and hears, “Hey Coach!,” he'll recognize the voice of a former player and be shocked when he turns around to see an adult. He will come home and report to his wife that he saw, “so and so” and that they’ve grown up so much. His wife will laugh and remind him that they’re not the only ones who grow up, the players do too. To Coach Hurley, we’ll always be those skinned knees, dirt under the nails, ponytail kids who couldn’t wait to get on the field. The last year that he coached
THURSDAY, April 7, 2022 two of his daughters was in 2002, they were both in high school and playing for their respective schools, but little league still had a large group of girls that wanted to continue playing, and teams were formed. Most of the girls that played together on those little league fields also played for their high schools and some went on to play for college, and most of us would thank our Rockaway Little League coach for that. Mr. Hurley did not stop coaching when his daughters aged out though, he continued on. I guess we shouldn’t have expected anything less, when he was in a devastating car accident in 1994, he still made sure to ask his wife to sign the girls up for little league and put him down as an assistant coach. He made it out of Bellevue Hospital after nine weeks to get back to those fields. Now, twenty years after he last coached his daughters and 34 seasons of coaching so many young Rockaway girls
who have moved on to play for their high schools and colleges, Coach Hurley is hanging up his cleats. It is a decision that he did not come to lightly but had been weighing on his mind as he pushes through physical therapy each week. As he puts it, “Sometimes the mind says 'Go', but the body says 'No.'” Again, if you’ve played on a team with Mr. Hurley as your coach, you know there isn’t an option for being half-committed, and he has never expected anything from a player that he wouldn’t demand of himself. To say it is an end of an era is an understatement, but don’t expect Mr. Hurley to become a man of leisure, he is much
The Rockaway Times too hyper for that! We expect to still see him working on projects with the Knights of Columbus, American Legion, AOH and of course, watching his grandkids play little league in their towns while enjoying retired life with his wife, Andrea. Coach Hurley, thank you for teaching so many of us not just how to play ball, but how to win humbly, lose a game but not hope, dust ourselves off and get back up, never let our size or an injury stand in the way of grit and perseverance, and of course, how to, “Run like a rabid Doberman is coming up behind” us. The lessons we learned on those fields from you are something that have stayed and will forever stay with us. To the players and the entire team who have helped to keep Rockaway Little League going, for giving so many of us a place to play and learn, thank you! Coach Hurley…Dad, thank you! You gave me the love for greatest diamond I’ve ever seen.

BUT NOT CAUSE A RECESSION. However, this is difficult to engineer without causing a recession. A recession is a significant decline in activity which lasts more than a few months exhibited by a decline in employment, wages, retail sales, industrial production, etc. The Fed is willing to risk a hard landing (a recession) in order to fight inflation. A strong signal of an impending recession is an INVERTED YIELD CURVE. This means yields on shorter dated U.S. Treasury bonds are higher than yields on longer maturing ones. A prolonged inverted yield curve has preceded every recession (within six to 24 months of an inversion) since 1955 with one exception. Due to Fed actions the U.S. Treasury yield curve became inverted last week. An impending recession

Grateful for Community This column is taken from my dear colleague and friend, Jodi Heywood, who is a helper in our community. Many of you may already know Jodi from all her volunteer work in our community. She is also a meditation guide and has led workshops at Ocean Bliss Yoga for self -care and meditation. These are Jodi’s words on a special movie, Mission Joy, finding joy in difficult times. I am grateful to have her as a friend and neighbor. Thank you, Jodi!
Page 33
THURSDAY, April 7, 2022
“Grateful for joy! Last night’s screening of the movie “Mission Joy” left me with so many good feelings and takeaways on how to create more joy in my life. Simple stuff, but so profound. So thankful for those who joined in and shared the beautiful moments that this movie brought! The friendship of these two icons, Dalai Lama and Bishop Desmond Tutu, was so heartwarming and special. The most profound standouts for me were (and these
are just a few of the many): -Humans are meant for connection. Cherish friendships and seek out opportunities to connect with others, even those we don’t know. We can only be humans together. -Giving to others is how we heal ourselves. -Cultivating compassion for other is how we heal our own pain- because we all share the same sorrow and difficulties, sharing and healing together is how we move forward and find joy. -Reframing is the name of the game! Seeing our challenges as opportunities for growth or change and being in the present moment helps us heal, and live a life of joy and purpose. -The importance and power of forgiveness will heal and help us move forward allowing in joy. -Meditation, Meditation, Mediation. Staying present, releasing the past, worries of the future and understanding our thoughts will have a profound impact on our wellness (proven by sciences
and studies!!) -Laughter is critical! Humility and not taking ourselves too seriously. Allowing ourselves to laugh and see the lightness in the world and people around us. We are here to experience happiness and joy!” All this and so much more in the movie screening of two spiritual leaders who had many challenges and yet made us laugh, cry and feel good. When there is laughter and fun, it helps us to soften us. We let go of our armor and begin to connect to our human nature. Basic human nature is goodness. We are wired to be compassionate. We can use our suffering to move towards a kinder and better world. Often through our losses we find acceptance and appreciation for this precious moment. Thank you, Jodi Heywood, for once again bringing your services to our community. We look forward to Jodi’s future workshops at Ocean Bliss Yoga. Jodi is a giver, helper and makes you feel good.

The Opioid Crisis
Ask the DOC
By Peter Galvin, MD
The opioid crisis, which has caused a tightening of the rules regarding the prescribing of opioids, has had many unintended consequences. There is a small segment of the population that requires opiates for pain control. This includes both hospice and end-of-life care and pain control for those who have conditions and diseases that cause chronic pain, for example a person with sickle cell disease, for whom pain is a lifetime companion. Many doctors and pharmacists have become resistant, if not averse, to prescribing opiates and filling opiate prescriptions. For example, on May 19, 2021, all 28 Lags Medical Center pain management clinics in California abruptly closed, leaving approximately 20,000 patients without pain management. The patients who were on long-term opiate therapy received 30 days’
worth of medications and instructions to contact their primary care physicians or find new ones. Many of these patients quickly found out that their primary care clinicians were unwilling to prescribe opioids. Patients without a current clinician learned that almost none would prescribe opiates to new patients, and some wouldn’t prescribe opiates at all. Referrals to new pain management specialists would take six months or longer, causing many of the patients to go from emergency department to emergency department trying to obtain medications to avert opiate withdrawal. This is an ongoing crisis and a blight on the U.S. healthcare system. U.S. medical practice and policy with regard to opioids radically changed in the 1990s and again in the 2010s, swinging between extremes. Initially, a vast liberalization of opioid prescribing, in response to inadequate pain relief in end-of-life care, was shepherded by pharmaceutical companies
and supported by many physician groups. Also, managed care organizations that were seeking low-cost ways to address pain emerged. Then, after the CDC in 2007 recognized the opioid overdose crisis, the pendulum swung the other way. Pain clinics that had prescribed enormous quantities of opioids were closed by the FDA. States, including New York, developed controlled substance monitoring programs (CSMPs) which were often run by law-enforcement agencies, rather than health care agencies. Suddenly, the prescribing and distribution of legal opioids were closely monitored and tracked. Pharmacists began to question and even refuse to fill opioid prescriptions. Health plans developed new rules regarding opioids and soon refused to cover some prescriptions. Physicians had to document checking with the CSMP before writing an opioid prescription. Medical boards started investigating overdose deaths and bringing
Page 37
cases against clinicians. Today, it is hard to find a clinician who is willing to prescribe opioids for chronic pain, and nearly impossible if you are on long-term opioid therapy and seeking a new physician. The FDA refers to those who have been on long-term opioid medication as “legacy patients.” Treatment of these patients must be individualized, and discontinuing opioid therapy for chronic pain is associated with multiple negative outcomes including withdrawal, use of illicit opioids, increased use of emergency services, mental health crises, overdoses, and suicide. It must be understood that withdrawing opioid therapy is not the same as not having prescribed opioids in the first place. Those with chronic pain must not be stigmatized, but rather must be treated with the same compassion and caring as everyone else. Please direct questions and comments to editor@rockawaytimes. com

Big Dan: The Fighter Part I By Katie McFadden
Dingy Dans and Pier 92 hold a place in the hearts of many locals, but even more important than his nostalgic watering holes and eateries is what Dan Tubridy accomplished as a fighter for his community, through political involvement and his unique manners of activism. Dan Tubridy’s political aspirations began after a simple occurrence that many locals can relate to. “In the early ‘70s, I hit a pothole and I got a flat tire on Rockaway Beach Boulevard, and I went to work that night very angry. One of the fellas said ‘you’re young, why don’t you do something about it? You can run for office,’” Tubridy recalled a politically involved republican friend saying, while he was bartending at the Blarney Castle. He put some serious thought to the suggestion. “I was 23 years old. And when you’re young like that, you can do anything,” he said. Shortly after, Tubridy found himself putting together a campaign. He decided to run for State Assembly as a democrat in 1972. And he was crushed. “I ran against incumbent Herb Posner and was roundly and soundly defeated,” Tubridy recalled. But he hadn’t given up all hope. “This was a democratic primary and nearly 2,000 people voted for me. That taste of getting involved in our community resonated and I never stopped,” he said. In 1974, when Jim Scheuer, a liberal representative who had been gerrymandered out of his district in the Bronx, decided he wanted to give a shot at Rockaway in the congressional race against Frank Brasco, he turned to the young bar owner and activist, Dan Tubridy, to learn a thing or two about the area. “He came to meet me at Dingy Dans, and I gave him some input on what the issues were down here,” Tubridy said. Tubridy went on to help Scheuer in his campaign and after Brasco was convicted of a bribery scheme and forced

to drop out, it became an easy win for Scheuer against Brasco’s lesser-known replacement. As a reward for his campaign help, Scheuer asked Tubridy to join his staff. He worked for him for eight years. With that experience, Tubridy learned the value of knowing people in the right places. While working with Congressman Scheuer, Tubridy had some influence in taking care of a big issue that impacted Rockaway—double subway fares. “Coming past Howard Beach from Broad Channel to Rockaway if you wanted to get on the subway, it would cost you two tokens and if you wanted to get off the subway, it would cost one token, so there was a double fare,” Tubridy explained. “There was one school of thought where the double fare was something that made us exclusive. Then there was another, which I was a great proponent of, which was—why are they taking more of my money?” When Scheuer was elected, it just so happened that he was friends with someone of influence—Richard Ravitch, chairman of the MTA. One of Scheuer’s first accomplishments

when he took office in 1975 was eliminating the double fare on the IND Rockaway Line. “I take that as something positive for us through involvement, by being able to affect positive change for all of our neighbors. You can accomplish great things by being involved in politics and your community,” Tubridy said. “And that brings you joy about 5% of the time because that’s about the results. But you can’t get there unless you put in the 95% of work, which many times can be a waste of your time.” In 1976, Tubridy decided to put in the work toward another shot at assembly. “I didn’t learn enough from 1972. I raised some money, saved some money, I was married and had a son at this point, Patrick, who was a great campaigner, and I decided to do it again,” he said. When Posner was appointed as a NY Supreme Court judge, the democrat organization’s nominee of Gerdi Lipschutz won the special election for District 22. “She was a nice lady, but an empty suit,” Tubridy said. So he decided to give her a challenge—as did five other people. “We, including Geraldine Chapey, ran as insurgents against

the organization,” Tubridy said. From participating in beach cleanups to having his Rosedale campaign office vandalized, the then 28-year-old Tubridy got to experience the ups and downs of campaigning in 1976. “We had a very, very fun, heated champaign, and Gerdi beat us all by a mile,” Tubridy said. “That was the end of me saying I wanted to get formally elected to help with what’s going on here. My public service ambition as an elected official ended in 1976.” However, that didn’t mean he was done being involved. Tubridy was a fighter. “You keep going. It Continued on page 41

didn’t end staying involved and finding out what we could do. In particular, that meant helping getting individuals elected to public office…and therefore having access and input on what mattered,” Tubridy explained. “We’re here to help everybody. And when you’re here to help people, they remember, and if you need some help somewhere, great.” Instead of running for office again, Tubridy found other ways to make an impact on his community that he had been working on between his campaigns. He did so by homing in on a few major issues—the sale of the land in Broad Channel and the Cross Bay Bridge toll. “You need to make a decision on what you’d like to accomplish and there were a couple issues that really resonated with me. In 1973, Pat and I got married and we started living in Broad Channel and with us not owning the land, the community was deteriorating. And the other issue was the Cross Bay Toll. Those were the two major issues for me right from the start. Other things would come along that I’d be involved in, but I devoted a great deal of my time to these things, which also meant I had to put the time in,” he said. And they are issues that Tubridy dedicated his life to for decades. “You get to know who the players are, who the elected officials are, you present a reasonable position,” he said. “And you begin to battle.” Tubridy’s first big battle was for Broad Channel. Up until 1982, the roughly 1,200 people who called Broad Channel home at the time, did not own the land their homes sat on. In 1912, the island became City property when the state granted the Department of Parks title to all lands above and below water in Jamaica Bay. New York City leased the land to developer, the Broad Channel Corporation in 1915, which brought roads to the

island and divided the land into parcels, which were then rented to people on 10-year leases. But the Broad Channel Corporation went bankrupt in 1939, leaving the City as the landlord once again. The City attempted to make negotiations to allow residents to purchase their land, but negotiations fell through, so then they made attempts to evict the homeowners, but these attempts were also unsuccessful. Tubridy says it was an issue that transcended generations. “In the second world war, my grandfather was part of a group of men who wanted to buy the land from the city. This became a perennial issue, and the City would come back saying they’ll give them a five-year lease, and our leadership accepted this,” he said. Tubridy was done accepting it. In 1972, Tubridy and his baseball coach, Frank Harnisher, decided it was time to take action. “We wanted a park. There was not one basketball hoop in Broad Channel,” he said. “So we started organizing to get a park, and part of that was—when are we going to own the land?” Tubridy and Harnisher realized that the community they grew up in, was taking a turn for the worse. “Broad Channel was deteriorating,” he said “My grandparents on my mother’s side moved there in 1931 and these were summer bungalows that were being winterized. In the ‘60s and ‘70s, they wanted to go to Florida. What could they sell a house for in Broad
Channel, $2,000? Or they could rent it for a hundred dollars a month. It was a financial incentive for people to rent their homes instead of owning them, but then being 1,200 miles away, the houses would deteriorate sometimes. It was no longer an owner-occupied place and there was nothing for the kids to do. So we knew if we didn’t own this land, we would disappear. We had great, great incentive and passion for this issue because I wanted to raise my boys there,” Tubridy said. Around 1973, leadership at the time agreed to have a meeting with the United Community Organizations of Broad Channel, which had come together for the purpose of buying the land. That year, special legislation was passed by the state permitting the City to sell land to Broad Channel residents without public auction, but nothing more came of it as the City kept presenting tenants leases. Tubridy says it took several years for anyone to pay attention again while Broad Channel was continuing to go downhill. “Gradually we started agitating internally in the community to get a movement going,” he said. Tubridy was named chairman of the negotiating committee on the United Community Organizations of Broad Channel, putting him at the head of a team tasked with working out a deal with the City. In 1977, someone started paying attention. Even though Tubridy had supported Mario Cuomo, Ed Koch won the mayoral election. But Tubridy had
friends in many places. “My dear friend, an Orthodox Jewish Rabbi Reuben Savitz, was very supportive of Ed Koch and made arrangements for a meeting so we could make our case of the sale of the land," he said. Tubridy was awarded an opportunity to meet with Denise Scheinberg, the head of neighborhood services within the Koch administration in December 1977. “We told her the story and Denise leaned over and said, ‘there’s gotta be another reason here. There’s gotta be something planned.’ She couldn’t believe why over the last 30 years, the City refused to sell the land. She said she would get back to us. It took her about four months, and she said we could meet again,” Tubridy said. “She found nothing. She said, ‘there’s no reason this shouldn’t take place. Let’s begin the process.’” That meeting in March 1978 was the first hope in a long time that something good would happen. The City had run out of excuses and Koch wanted to put an end to this longtime controversy. However, after being used as a political football for so long, many in Broad Channel thought it was too good to be true, including Dan’s own mother, Jane. “My mother came up to me and said, ‘Danny, you’re my son and I love you, but I don’t believe they’re going to sell us the land,” Tubridy said. “That’s how debilitating it was, that when you are oppressed, it can be that your own mother doesn’t believe what you’re saying is gonna happen.” But it did. After a roughly 40-year fight that included Tubridy’s own grandfather, Broad Channel had a major victory. “In August of ’82, we were able to buy the land. That September, Ed Koch helicoptered in to Broad Channel to sign over the first deeds to residents and the American Legion was packed,” Tubridy said. “It was crazy, and it was wonderful.” The sale of the land to Broad Channel was one of Big Dan’s big wins as a fighter for the community. But it wasn’t his only one. We’ll cross that bridge next week.

Key West, the southernmost point in the United States, is famous for watersports, lively nightlife, beaches, historic sites and its pastel, conch-style architecture. But it wasn’t really complete until Dan Lyons rocked his Rockaway Times tee in front of Sloppy Joe’s Bar.

Wrestle Talk
WRESTLEMANIA 38 By Eric Jayden
So, this past weekend, Wrestlemania 38 happened and now it's in the history books. Let's take a look into some of the events that went on. One of the biggest spots of the night during the first night of Wrestlemania was the debut of former AEW Superstar Cody Rhodes, as he made his grand entrance as the mystery opponent against Seth Rollins. News of a possible signing and appearance was running wild for months which we reported here on Wrestle Talk, and Cody did not disappoint, eventually beating Seth Rollins. Now that Cody is officially in the WWE, what does the future hold for him? I see WWE gold around his waist very soon. Staying with Wrestlemania, during the Hall of Fame Ceremony, we saw the Phenom, The Deadman himself, The Undertaker get
inducted into the WWE HOF. But it wasn't his induction that made the most noise, it was what he said afterwards, as he put on his Legendary Overcoat and Traditional Hat and said "Never, Say Never" leading many to believe that this isn't that last time we will see the Undertaker inside the ring. If, he does have one more match in him, who will it be against? In the Main Event, Roman Reigns beat Brock Lesnar to unify both the Universal and Heavyweight Championships together in a very hard-fought match. Afterwards, it was reported that Roman Reigns suffered a shoulder injury during the match, which led to the ending of the match much earlier than planned. The win seemingly came out of nowhere and although it was a stiff hitting match, it did lack story. Now that the titles are unified, what's next for The Head of the Table? Send
your thoughts in. The Question of the Week comes from Neil D. in Belle Harbor, and he stated "Can we finally say that Pro Wrestling is not a Sport? It's just pure stunt work and acting, how is it a sport?" Neil, pro wrestlers are trained athletes who portray characters and tell stories with their bodies, through competitions and storylines. Now, to be a pro wrestler, you have to train and continue to train to be able to perform, effectively and safely, inside the ring. So, to call pro wrestlers, athletes is proper and well earned. The proper name
to use for pro wrestling for me is sports entertainment. Thank you all for your emails. Please keep sending them in to eavil183@yahoo.com and have a great weekend!
