LOCALS TAKE ON RIIS CONCESSIONS
By Katie McFadden
Riis Park will be coming back to life with some new life. Earlier this week, the National Park Service announced that it has selected a new contractor to take over Bay 9 and other nearby concession areas, previously operated by Riis Park Beach Bazaar. A group of Rockaway locals, known as the Riis Beach Cooperative, will be stepping up to the plate with a new seven-year lease. After NPS put out a Request for Proposals, Riis Beach Collective (which will be known as Riis Beach Cooperative), was one of many to submit their ideas before the February 28 deadline. After deliberations, NPS found RBC to offer the best proposal for the area. “We look forward to working together with Riis Beach Collective to enhance services and offer visitors a premier New York experience in a quintessential Rockaway way,” Jen Nersesian, superintendent of Gateway National Recreation Area said. Who makes up RBC? A group of lifetime locals who all have experience in the concession and hospitality business—Mikey Reen, Dylan Sirgiovanni, Brian Keane and Eugene Brennan. Some may know Reen and Sirgiovanni from By the Beach Cocos, which were sold both at the Riis concessions and on the Rockaway boardwalk. They went on to operate Edible Island at the boardwalk concessions, and their most recent local endeavor is the Rockaway Tiki Bar in Arverne By the Sea. Keane has experience managing concessions around the boardwalk and is the owner of Riis concession, Wise Clock Café. Eugene Brennan, a local resident, is the manager of the Park Avenue Tavern.
RBC takes over for Riis Park Beach Bazaar, the folks who now have the contract for the Rockaway boardwalk concessions, and still operate the Riis Bathhouse. Since 2015, Riis Bazaar spent several years revitalizing the long-underused concessions at Riis Park. However, due to Covid, the tail end of their lease fizzled out due to closures and restrictions. The Rockaway Beach Cooperative hopes to liven up Riis once again. The guys have hit the ground running to prep for their first upcoming season, which means details are still in the works. But some things are for certain. “We’re all born and raised on the peninsula so we’re pretty stoked to have Riis on our hands because it’s really sweet. We think we can bring the best of all worlds to Riis,” Reen said. He added that they’re reaching out to some of the old concessionaires at Riis and hope to bring some new ones into the mix. There are also plans to bring back the music at some point. “We are excited to promote the best of New York’s entertainers, musicians, chefs, artisans, artists, and entrepreneurs to make this the most fun and unique beach party, every day of summer!” the group said. And they plan to do it while respecting the environment. “At the core of our endeavor, we are focused on environmental protection and sustainability. We plan to do this through composting, recycling, waste reduction, local food sourcing, and consumer education programs. We want to spread the love of the land and protect our areas for future generations to enjoy,” the group said. With a late start, it isn’t certain when RBC will be able to start operations, but they are aiming for mid-June and definitely before the July 4 holiday weekend. “There’s a lot of things we’re juggling right now but we’ll have a better idea soon,” Reen said. And they’re looking for help bringing all the pieces together. If anyone is interested, whether a vendor, musicians, or prospective employee, you can reach RBC by emailing: info@riisbeach.nyc

Rockaway to NYC Parks— ‘Do Better’ By Katie McFadden
No access. Sand only. Full access, for half a summer. After NYC Parks released its closure plan in relation to the U.S. Army Corps of Engineers shoreline protection work taking place this summer, one thing is clear—it’s going to be a confusing, and oftentimes frustrating summer. After The Wave shared that NYC Parks would be closing Beach 90th to Beach 116th Street through July earlier this month, NYC Parks told The Rockaway Times that these reports were “not accurate” and that they were still in the process of formulating a plan. Late night on Thursday, May 12, NYC Parks released that plan, but it still left out information about beaches on everyone’s minds, Beach 92nd through Beach 108th. By the next morning, that information was clarified. While many of those beaches will not be completely closed, the best Parks can offer is some sand time until July 15. Prior to the announcement of any beach closures, the Army Corps gave The Rockaway Times a rundown of their planned work this summer. The Army Corps plans on finishing up the groin currently being worked on at Beach 92nd Street, through July 15. They’ll then be moving on to the groin at Beach 110th, with an expected completion in August. The staging area for this work will remain on Beach 116th Street. Simultaneously, within the next month, the Army Corps will begin Phase II of their work, which entails constructing the reinforced dune. This work will begin on the west end, with a staging area on Beach 147th Street, with construction starting on Beach 149th and continuing east all summer, with expectations of reaching the mid Beach 130s by September. With this work, interruptions are in order for the 2022 beach season. NYC Parks’ schedule, with different schedules applying to some areas now through July 15, and then July 15 through the beach closing in September. Only six beaches will

definitely be closed completely at any given time. They are as follows: Beach 92-95 and Beach 109-111 from now through July 15, and Beach 114-117 and Beach 119-121 from July 15 through September. The following beaches will see full access, meaning open to sand and water access: Beach 9-13, Beach 16-18, Beach 32-36, Beach 59-65, Beach 69-86, Beach 117-145 (May through July), Beach 91-109 (July through September), Beach 112114 (July through September), Beach 121-136 (July through September) and Beach 140-145 (July through September). The following beaches will only be open for sand access: Beach 13-16, Beach 18-32, Beach 36-38, Beach 6569, Beach 86-91, Beach 146-149, Beach 95-108 (May through July), Beach 112-116 (May through July), Beach 115-121 (July through September) and Beach 136-140 (July through September). Beach 136 through Beach 149 will see periodic full closures throughout the summer, depending on where the dune project work is taking place. While Parks’ schedule announcement put rumors of a full closure from Beach 90th to Beach 116th to rest, many are saying, “do better.” Elected officials from Councilwoman Joann Ariola to state officials Sen. Joe Addabbo and Assemblywoman Stacey Pheffer Amato and congressional representative Gregory Meeks, immediately jumped on the issue and put the pressure on. On Sunday, May 15, local activist John Cori called for a rally, asking NYC Parks and the Army Corps to not stop or delay this vital construction work, but to come up with a better plan to work around it, whether that means speeding up the construction process or doing it during certain hours, so there’s minimal beach interruptions and impacts on local businesses. “The problem now is Parks has a plan that doesn’t jive with what we want in the community,” Cori told Continued on page 7

ROCKAWAY TO NYC PARKS Continued from Page 6 the group of rally attendees. “We want safety, we want beach access, we don’t want to stop this project. Army Corps has come up with a plan that they presented to Parks and Parks didn’t seem to want to budge. But we want to have access, especially for the businesses.” Cori said there are possible options that could allow for more access. “NYC Parks, we need a better plan now. We love Rockaway. We love Parks. They do a great job with all the new beach amenities, but we need to have beach access, surfing, swimming, to bring people to our beaches to allow the businesses to thrive. If they thrive, we thrive. We don’t want to walk 15 blocks out of the way because that means people leave our businesses. We want to have better access on Memorial Day, not July 15 and we hope Parks hears us,” Cori said. Erin Silvers of Zingara Vintage, a business owner and concessionaire
who has experienced business interruptions for several years in the area due to boardwalk construction, erosion and Covid, put it simply—“We’re tired.” Joseph Edwards, representing Gregory Meeks, attorney Mike Scala and Councilwoman Joann Ariola also spoke at the rally. Ariola suspected that more is at play than just the construction work when it comes to Parks closing beaches. She believes NYC Parks doesn’t have enough lifeguard staff. “The Army Corps of Engineers has put together a plan that would allow us
to keep beaches open. NYC Parks Department is adamant against that plan. I had conversations with the Congressman that Army Corps is willing to keep these beaches open safely for us to utilize,” she said. To their credit, she added that NYC Parks has decided to give concessionaires a break, as they will not be charged rent during the times when the beaches are not fully open. But Ariola said something else is behind these closures. “I think it’s much more than this project. I think it has to do with what we deal with every
single summer season and what’s that? Lifeguards. They don’t have enough lifeguards. And they’re buying time at our expense.” Ariola vowed to continue to keep the pressure on and fight against this issue. “We’re tired. This beach didn’t just appear. How are we not prepared? I’m going to continue to follow up with Parks, continue to keep them accountable, continue to work with our elected officials on the state and federal level, continue to work with the Army Corps and continue to keep you abreast of any change to come. Nothing is going to sandbag us again like they did,” she said. Ariola encouraged the crowd to write letters and emails to elected officials and the Parks Department to keep the pressure on. Meanwhile, NYC Parks has established a website that will be updated consistently to reflect how beaches will be impacted this summer during the Army Corps construction. It can be found at: www.nycgovparks.org/facility/ beaches/beach-recovery/rockaway-beach-closures

***** Count on Parks. Well, one thing is pretty consistent every beach season, the NYC Parks Department throws a stink bomb on the beach blanket. The announcement of beach closures comes late, the reasoning of such closures comes half-baked, and the delivery comes from whoknows-who? The Press office (who are just taking orders from ???? ) makes the announcement, there’s an uproar, and then some tweaks are made. And even then, you have to be a puzzle-solver to figure out which beaches are closed completely, which allow swimming, and which are limited to just “sand.” Maddening. ***** An underrated aspect of this annual baloney is the general
pall it casts on Rockaway. Visitors, and even people who live nearby, have to ask themselves, are the beaches open? Is it worth the hassle? If there’s any doubt, some people (and their economic input) won’t bother. Parks just gives the beach scene a bad vibe. The evidence of this can be seen at Riis Park. After NPS curbed activities (music, dining areas, etc.) the place became a ghost town (again). Of course, NPS offered a double whammy by doubling the parking lot fee last year. ***** Riis doesn’t have to worry about closing beaches because of jetties. The beaches close themselves by going underwater. NPS opted out of the Rockaway Reformulation Plan by the Army Corps of Engineers so there’ll be no jetties or sand replenishment at Riis or Fort Tilden. So, in the case of a major storm, the jetties and reinforced dunes in Neponsit and Belle Harbor will help but the side door will be left open. *****
One hopeful sign from Riis, is the news that Mike Reen and the Rockaway Collective were awarded a 7-year lease on the concessions. Details of what they’ll offer are yet to come but we’re hopeful! Mike aka Mikey and partners are born and bred Rockaway. ***** We looked through so many photos while judging the Rockaway Times Photo Contest we were a little blurry-eyed so didn’t catch that last week, when we published the Top 30, we printed a duplicate and left one finalist out. See Page 4 for the lost but now found photo. ***** Calling all meteorologists. Please tell us that we are not imagining this. The spring winds have been stronger and steadier than ever. Calm days, winds under 10 mph, are unicorn days. ***** Congratulations to Danielle Stathis and Sam Friedman as they are the new owners of Coastal Frozen Yogurt (Beach 109, 108-
The Rockaway Times 19 Rockaway Beach Drive). For the past seven years, the Shannon sisters (with help from mom) did an amazing job running this place that had been a bad luck corner before they took over. It became a go-to dessert and treat place. With an expanded menu, the new place will be called Coastal Market. We can’t wait! ***** A real curve has been thrown into the election maps as a result of “special master” redrawing lines after court challenges. As of now, the Congressional district will remain mostly the same, with Rockaway repped by one person (currently Rep. Meeks). The State Senate map would also just have one Rockaway rep. It’s possible Joe Addabbo and James Sanders will have to face each other in a primary. On the Assembly side, it looks like some of Far Rockaway will be part of mainland district and the rest of the peninsula will be part of District 23. It’s in draft form now but things are getting interesting.

will be Norman Lunde a World War II veteran and Rockaway resident. All Veterans, whether a member or not of the American Legion or any other Veteran organization, are invited to march. Memorial Day is the most solemn of days for Veterans as we remember the brave men and women who made the supreme sacrifice to defend and preserve freedom around the world. We are well aware the Memorial Day weekend has become the official opening of the “summer season” and many people are busy attending and hosting their BBQs. We as Legionnaires do not march for ourselves but for those who gave their all for a grateful nation, we would be grateful for a robust turnout. I would like to give special thanks to the Knights of Columbus and the Ancient Order of Hibernians (AOH) Division 21, and St Francis De Sales for their support and participation in this parade.

Doggone Fun at the Inaugural Puppy Parade By Nicole Taylor-Lang
Who let the dogs out? On Saturday…everyone! Rockaway's Pups on Parade, the inaugural Rockaway Doggie Parade hosted by Dana Humphrey, took place on May 14 on the boardwalk, and even the cool cats say it was pawsitively awesome! Humphrey, originally from California, moved to New York 15 years ago, and has been calling Rockaway home for the past four. Some may know her as the “The Pet Lady.” Others know Humphrey as the lead Marketing and PR Consultant for her company Whitegate PR. She specializes in all types of events, but especially pet related ones. The event originally started in Manhattan as Pups on the Runway and Humphrey wanted to bring the event to her new hometown. “I wanted to bring something special to the peninsula and do something covid friendly outdoors to get the community together for some
doggie fun,” says Humphrey. “And now it’s here to stay.” A variety of dog breeds were seen from big to small, accompanied by their two-legged companions. There was plenty of playing, barking and of course…butt sniffing, by the dogs.
FOOD DRIVE On Saturday, May 21st ‘The Graybeards’ in partnership with ‘The RIBS’ will once again be sponsoring a FOOD DRIVE to help stock the various food pantries throughout the Rockaways. Blue collection bags have been distributed throughout the neighborhood. If you did not receive a blue bag in your mailbox you can put your donations in any plastic bag. Collection of the food will be this Saturday, May 21st. Just leave your donation outside your front door before 9AM this Saturday and someone will be by to pick it up. *Please do not drop off donations at the Graybeards office. If for some reason your donation does not get picked up on Saturday, you can drop it off at St. Francis De Sales Rectory (129-16 Rockaway Beach Blvd).
Please consider giving generously. Thank you. To advertise in The Rockaway Times call 718-634-3030 · ads@RockawayTimes.com
The event kicked off at Beach 108th by the hockey rink, where everyone gathered to register. Plenty of goodie bags were given out, as well as dog-doo bags so that owners were able to pick up after their pets and keep the boardwalk clean. As Humphrey
said, there is no “poop fairy,” and everyone had to do their part to ensure the event can continue. Registration was five dollars per dog and proceeds benefited the Yorkie 911 rescue. After all dogs were registered with numbers, it was time to put their best paw forward. As the music was pumping, all the dogs marched down the boardwalk with their humans in tow. The parade ended on Beach 92nd Street where the real fun Continued on page 11

presented by Max Power productions and Disco. There was live music, DJs and stand-up comedy with more giveaways from local sponsors like Super Burrito, Fat Cardinal, Talking Pies, Breakers and more. “I’m so happy with the overall event. We had over 100 dogs registered, and it exceeded my expectations,” Humphrey said. “The community really came together, and we are so thankful for all the sponsors.”
Continued from Page 10 began. There were prizes for best dressed, most energetic, best tricks/most obedient, funniest dog, best matching and more! The competition was so good that 12 pets went home as winners. Judging the contest was Enchantress Shane, Roberto Negrin, Christine Walker, Lisa George and the Owen “The Best Dressed Man in Rocka-
way” Loof. They had the ruff job of picking the top dogs and it was a close call in each category. “I was so impressed by the overall humanity of people loving their dogs it was so heartwarming,” said judge Enchantress Shane. “It was really hard judging the event, some even made me cry because you can feel the love that people have with their dogs.” Among the pups that took home prizes was Cody the Blue Nose for best tricks and Pope the puppy for most energetic. “Cody won best
trick because he likes to talk a lot and wave,” owner Nancy Hassle of Babylon said. Vendors were also on the boardwalk selling dog related merchandise and gear. Connor’s Canine Cookies was one of them selling their delicious dog treats. All the vendor tables benefited Yorkie 911, who was also present with adoptable puppies from Puerto Rico looking for their forever homes. The fun continued at the after-pawty at Rockaway Tiki Bar,

Army Corps Work, Neponsit Home & Bus Routes Dominate BHPOA Meeting By Katie McFadden
As beach season quickly approaches, the Belle Harbor Property Owners Association meeting on Tuesday, May 17 was well attended with neighbors eager to know what’s going on with their beaches, bus routes and the impending demolition of the Neponsit Home. Residents filled the auditorium at P.S. 114 on Tuesday night for the May meeting. To start, Deputy Inspector Carlos Fabara of the 100th Precinct was asked to provide some updates and a forecast for summer policing. Fabara explained there have only been three “non-major crimes” in Belle Harbor in the past 28 days. “Precinct-wide, there’s been a small uptick in crime,” he said. He noted a spike in petty larcenies by habitual offenders. Looking at summer, Fabara says their focus will
be on quality-of-life issues and patrolling places that are historically violent. He expects a summer detail in waves, with one sergeant and 20 police officers boosting the precinct’s manpower early in the season, with another 20 coming in a second wave, making for a total of 40 officers, four sergeants and one lieutenant boosting manpower this summer. Fabara says these officers will be assigned all over the precinct, but mostly in places of historical violence and quality of life issues, like Beach 116th Street. He said the precinct requested more specialty vehicles to add to their fleet, as regular patrol cars are not allowed on the boardwalk, but this request was denied. The precinct only has one ATV and two gators to patrol the boardwalk and beach. Another obstacle the precinct is running into is certain crimes are not being prosecuted,

such as the reoccurring issue of people pulling on car doors to try to steal items from cars. “We had a subject pulling door handles, made an arrest and the case was declined. It’s not going to get prosecuted,” he said. Such instances have led to increased frustration among officers, but Fabara says they’ll continue to make arrests. Jumping into a hot button issue, the team behind the demolition of the three buildings of the Neponsit Home was invited to provide updates about how the process will work. As the long-abandoned buildings are old, dilapidated, and now falling apart, it has created a dangerous situation, which is why the demolition is necessary. A designer is working with Health and Hospitals (NYCHHC), which owns the property, to come up with a plan, including all of the regulatory approvals, to begin the demolition sometime af-
ter Labor Day this year. The plan calls for demolishing the building with machinery on the ground, pulling away pieces from the top down, hauling the material away, remediating the site, filling voids, putting six inches of topsoil on the land and building a new lifeguard facility and parking lot for 30 spaces on the roadside of the land, once it returns to NYC Parks territory. To try to mitigate any effects on the surrounding community, the contractor, Titan Industries, will be conducting asbestos removal, lead paint removal, vermin control, removing mold, wastewater and other harmful aspects. A member of the audience asked for assurance that rodent control would be done properly so rats and other rodents aren’t fleeing to nearby properties during the proContinued on page 16

Vaya a Baya Bar! — Rockaway’s New Healthy Food Oasis By Kami-Leigh Agard
Health food enthusiasts—no bowls about it! Baya Bar made its debut in Rockaway this past Saturday, and with its filling açaí bowls, smoothies, protein shakes, coldpressed juices and toasts—the restaurant has already gone viral in a couple days. However, despite facing the looming possibility of beach closures due to groin construction, co-owner Robert Sestito is confident that locals and DFD (down-for-theday) tourists, will be exclaiming, “Vaya a Baya Bar!” Whether you’re walking or driving down the beach side of 116th Street, you can’t miss the new eatery with its colorful awning and palm tree conspicuously standing on the sidewalk. Walk inside and be immediately transported to a whimsical tropical vibe and a menu board that will have you salivating. From five varieties each of açaí, pitaya and coconut bowls; 10 protein shakes, (including the Beach 74th Street, curated by co-owner, Matt Zarello, who you guessed it—lived on Beach 74th); eight smoothies; 10 cold-pressed juices; five toasts, (including the decadent Nutella with strawberry and banana) and even three kinds of booster shots—the offerings are endless, not to mention healthfully ideal to fuel up after an intense workout at Orangetheory Fitness next door. The fast-growing restaurant franchise’s Rockaway location is coowned by Rockaway resident, Sestito, and his partners, Zarello and Mike Veccia. When asked what piqued his interest in bringing Baya Bar to Rockaway, Sestito shared, “I originally worked in healthcare as an MRI tech for Hospital for Special Surgery, but from a young age, I always wanted to open up a health food restaurant, and I fell in love with Baya Bar. Founder and CEO, Bill Loesch, opened the first Baya Bar in Bay Ridge, Brooklyn in 2016, and after trying it, I immediately knew the restaurant would totally kill it in Rockaway. So, I left my job, and with tremendous support and encouragement from family, and the Baya Bar family, my partners and I were able to realize our dream of opening
Baya Bar right here in Rockaway. “We reached out to the franchise’s owners, who are now my partners, and they made it happen in an ideal location right here on Beach 116th Street, where we can bring a healthy food option to Rockaway, steps away from the ocean, as they weren’t many out here.” Baya Bar was founded by Bill Loesch, a former Wall Street executive, who wanted to start a new chapter in his career. He noted how açaí and smoothie bowl restaurants were taking the West Coast by storm and were moving east. Loesch took a leap, quit his job, and began months of research and development on the relatively new concept for Brooklyn and Staten Island. After six months building the store and testing products, in December of 2016, Loesch opened the first Baya Bar in Bay Ridge. Fast forward to 2022, Baya Bar now has 21 restaurants located in Brooklyn, Queens, Staten Island,

Manhattan, Long Island, and even in the states of Nevada and Louisiana. Loesch came up with the genius idea of making Baya Bar a franchise. The CEO saw the franchise system as a channel to create opportunities for other entrepreneurs. Loesch says, “I believe in this very strongly. I want to give this opportunity to other entrepreneurs. There are plenty of people struggling, people who don’t love the 9 to 5 grind. I want to help other hardworking people build their own business. They may not know how to do it, but they can follow our process. We can help change lives.” For Sestito, leaving his career in the healthcare industry to open Baya Bar was indeed life-changing, as he not only changed his career trajectory, but also moved to Rockaway. “I’m originally from Dyker Heights and moved to Belle Harbor seven years ago. I would visit my friends here, and just fell in love with the town,” he said. “The neighborhood is great for families, and the locals are nice and very warm.” According to Sestito, it took over a year and a half for Baya Bar to open its doors in Rockaway, due to delays with getting permits because of Covid backups. However, he’s over the moon with last Saturday’s opening, which was a success with folks already becoming returning customers. For example, Belle Harbor residents, Karen Erhard and Marie Ricco have already been to the restaurant thrice. Ricco said, “Baya Bar is a great option to fuel up on a healthy
snack after a grueling workout at our gym, Orangetheory. I already have a favorite, the Bella Nutella açaí bowl, which is packed with bananas, strawberries, granola, coconut and drizzled with Nutella.” If you didn’t post it, did you really eat it? Baya Bar’s popularity is driven by social media. With 30,000 followers on the franchise Instagram, there is a selfie wall inside the restaurant, where customers can take photos and post their latest treat. Also, feeling under the weather? Get a two-ounce shot of their boosters—Immune Booster, Flu Shot or 24-Hour Cure, all infused with varying combinations of lemon, ginger, turmeric, honey, cayenne pepper, garlic, orange and apple cider vinegar. Plus, if you’re looking to detox, try the restaurant’s signature organic cold-pressed juice one-, three- or five-day cleanse. So, yes, no bowls about it—Baya Bar is making healthy eating go viral, putting Rockaway on the map for high quality, healthy food options. Baya Bar, located at 133 Beach 116th Street, is open weekdays 8 a.m. to 8 p.m., Saturdays 9 a.m. to 8 p.m., and Sundays 9 a.m. to 7 p.m. The healthy foodie spot offers delivery via GrubHub, Seamless, UberEats, and Doordash. And who doesn’t love a discount? To get five percent off your order, download the Baya Bar app on Google Play or the Apple App store. ARMY CORPS WORK Continued from Page 12 cess. A project manager responded, “We’re here to do the right job” and explained the community will be made aware of all parts of the demolition process ahead of time. The project also has a community liaison that neighbors will be able to contact directly with any questions and concerns. To try to minimize impact on nearby homes, the site will include noise buffers, vibration monitors and all demolished material will be watered down and immediately put into trucks to ensure no toxic dust or fumes are escaping the site. The site will be surrounded by green plywood fencing. The entire project, which is expected to be complete before Memorial Day 2023, costs $25.1 million. Meetings with NYC Parks will be held after the demolition to discuss the future utilization of the parkland. Next on the agenda was the discussion of the U.S. Army Corps of Engineers (USACE) work taking
place on area beaches this summer. As USACE was not available, NYC Parks Rockaway Administrator Eric Peterson was asked to give a rundown of what’s to come. As construction of the reinforced dune will begin on the west end this summer, it was the main concern addressed. USACE is in the process of completing the paperwork for this work, so it is expected to begin within the next month. The contractor will be accessing the sand at Beach 147th to establish their staging area for the project there. Construction will begin at Beach 149th and will inch eastward all summer, through September, with the expectation of reaching the upper Beach 130s in that time. Next spring, in March, the work will pick up where it left off and continue east. The work will include digging a trench, installing steel pilings and surrounding it with stone to reinforce the core of the dune, and then covering it with sand. It will be done in sections, with a work zone of about three to four blocks at a time. Sand replenishment is scheduled to start
on the east end of the peninsula in September, with expectations of making it to Belle Harbor around December or January. Peterson then discussed beach access in relation to this work and explained there will be access to the sand for passive recreation in the work zone areas, but swimming access will be determined as the project is ongoing depending on the size of the beach being worked on. No groin work will be taking place in Belle Harbor this summer, but next spring, the groins at Beach 125th and Beach 130th, the last two groins of the project, will be under construction. Asked why Neponsit has been subjected to two summers of beach closures due to groin work and now dune work, Peterson said uptown drew the short end of the stick, as the Army Corps cannot work in the concession areas and piping plover nesting areas during the summertime months. Asked about the wood pilings of the old jetties, Peterson explained that those will be removed after sand replenishment is done so

the machinery is not in the water while trying to remove them. Circling back to the Neponsit Home work, a resident expressed concern over there being no protection after the dune ends at Beach 149th, with the buildings knocked down at the neighboring Neponsit Home property, in the event of flooding. “That’s gotta be addressed or what’s being done with the dune is just useless,” the resident said. Last on the agenda was the Queens Bus Redesign, which will reroute Rockaway’s buses, especially the Q22 and Q35. The Q22 will not go west of Beach 116th Street and the Q35 will be rerouted to Rockaway Beach Boulevard rather than Newport Ave. Residents expressed concerns, saying those who live on the bayside of Belle Harbor and Neponsit, will have to walk a significant distance to catch the bus if this change were to take place. There will be a Zoom meeting on June 2 for Community Board 14 residents to express concerns over the bus plan.

A Local Firefighter Hangs Up His Helmet By Katie McFadden
Local Firefighter John Burke has hung his black and yellow jacket up. Wine With Sue’s singer has given up the rig, but not quite the gigs. The band will play on with John as its frontman but after a 25-year career with the FDNY, the time was right to start his next chapter. Following his retirement, Burke reflected on his long career, including being a firefighter in his own neighborhood during some of Rockaway’s toughest moments. While many firefighters in Rockaway follow in family shoes, Burke had no legacy with the FDNY. “I was the first on the job in my family. I knew a lot of friends who were firefighters. They were always telling me how great the job was. It wasn’t like any other job,” Burke said. “I was so excited when I got the call.” Burke joined New York’s Bravest in 1997, starting out in Washington Heights’ Engine 93 and Engine 325 in Woodside, until he found himself an easier commute—to Ladder 137 on Beach 116th Street. Not every firefighter opts to work in the neighborhood they live but for Burke, it was a perfect fit. “A lot of firefighters say it’s too close to home, or they want to be somewhere that’s very busy. For me, it just felt right. To be able to help people in my own hometown was a great perk,” he said. At times, it made assignments personal. “There were times I had to respond to calls involving people I was close to which was hard at times, but I wouldn’t have changed a thing," he said. It wasn’t long into the job that Burke realized it was so much more than putting out fires. “I was only on the job a couple of weeks when we got this call for a water leak. We entered the apartment to find a 12-year-old boy taking care of two younger siblings. He was so upset because he knew he had gotten his mother in trouble. This would normally require a call to social services,” Burke said. “But this seemed different. The apartment was immaculate, nice family photos on the wall, the kids looked
well taken care of. We called his mother who was at work and told her she needed to come home right away. While we waited, my guys started to calm this poor boy down. One guy started finishing the dishes, another started folding the clothes. The mom was doing the best she could by herself. She was overwhelmed working two jobs. We told her she needed somebody there each day and we would be coming back to check that there was. It was that call that made me realize that this job was special.” From the small things that would turn out to be big things, to big things that would change lives forever, Burke saw it all in his 25 years. Burke’s career coincided with some of some of Rockaway’s biggest, and most tragic moments. On September 11, 2001, Burke was on duty. But from a distance, he watched as 343 of his FDNY brothers and several other Rockaway neighbors were killed. “We never got the call to go to the scene. We watched the towers burning from the roof of the firehouse. We were listening to the department radio, and I’ll never forget when the towers came down, there was just complete radio silence. We knew at that moment that we had lost hundreds of firefighters. I’ll never forget that hopeless feeling,” he said. Burke was among many that tried to turn that hopelessness into help, going down to Ground Zero whenever he could. “I volunteered to be on the task force that
detailed me to Ground Zero for 30 days. This tragic event definitely changed my life and career. Here we are 20 years later, and we are still burying firefighters made sick by the toxins down there.” Just two months later, Burke was working on a day that felt like a 9/11 repeat. “I was working the day Flight 587 came down. We were the first unit on the scene. I always call it the longest day of my career. The wounds were still fresh from 9/11. We weren’t sure if we were once again under attack,” he recalled. At first, the task ahead was so extreme, Burke and his crew didn’t realize the extent of it. “There was so much fire and smoke banked down that we didn’t realize at first that there were bodies everywhere. When the smoke started to lift, we started to see all the bodies. Neighbors handed us sheets. We tried covering all the dead, but the heat was so crazy that the sheets just instantly lit up. We worked nonstop for hours ‘til my back just gave out,” he said. It was a day that put Burke in the hospital and left the FDNY and his family worried sick. “Out of 13 firefighters who went to the hospital, for whatever reason they took me to St. John’s while the other 12 went to Peninsula. They thought I was missing. Hours later, a cop walks past my bed, and says, ‘Are you John Burke?’ I said yes and he starts laughing. He said, “Man, they are looking for you!’ It was such a tough and long day.” Eleven years later, another trag-
edy would hit Rockaway—Hurricane Sandy. Burke wasn’t working that night, but he calls the aftermath “the hardest months of my career.” Sandy presented unique challenges. “We were stationed in a firehouse without heat or electricity. We were going to dozens of gas leaks a tour for weeks. It was a hard time for the whole town. For many people who had lost so much, the sight of fire trucks and firefighters entering their homes was like the straw that broke the camel’s back,” Burke said. “So many would just start crying. That’s where working in my hometown helped because I would just be hugging strangers and telling them, ‘I live here too, this is my home. We will get through this together.’ I was happy to have such a big part in the rebuild.” After 25 years with the FDNY, Burke decided the time was right to retire. “I wanted my wife and I to start traveling more. I was also a member of the FDNY Ceremonial Unit, and I was just at too many funerals. Tomorrow is never promised,” he said. “Time is precious, and I want to start using all of mine.” How will he spend that time? At some point, Burke may move down south, but not anytime soon. “I’m going to enjoy my first Rockaway summer as a retired guy,” he said. But the music will play on. Wine With Sue already has a summer schedule jampacked with gigs around Rockaway. On Saturday, April 30, Burke worked his last tour with Ladder 137 and the FDNY. “My last tour was great. So many guys I’ve worked with over the years came by to wish me luck. It was a great night down memory lane,” he said. And then the party began. “The following day, we celebrated at Roger’s Pub with dozens of friends and family.” After 25 years on the job, Burke says it is his fellow firefighters he’ll miss most. “The guys I worked with, the kitchen table where we laughed and busted each other’s chops all day and night,” Burke said. “I always walked into work with a smile on my face. Not everyone gets that lucky.”

SLICE OF LIFE By Beth Hanning
Parking Debate I have lived in Rockaway Park for most of my life. I lived in Broad Channel for about ten years and I did a one-year stint in Indiana. When I was a child, I lived on Beach 117th Street and we did not have a driveway. On Friday afternoon, after alternate side, my parents would park the car on the beach block until Monday morning. I tell you this both because I know
what it is like to want to come to the beach on the weekends and not have a spot and I know what it is like to not have a car on the weekends. We walked where we needed to go and my mother made sure any errand that needed a car was done before Friday morning. I just do not understand the angst regarding the summer parking. You either bought
your home or rented it full well knowing there would be no parking on the weekends. I actually do not mind the parking regulations, even though we have to sometimes play the parking roulette game between my daughters and my tenants. Sometimes my daughters have friends come down and I will park one car somewhere else (it used to be by the ferry, but I am not sure where I will go this year so I do not lose a window or windshield!) As soon as I saw this newspaper post on Facebook the sign to remind people about the regulations starting this past Sunday, I knew the debate would begin. My favorite is when people comment who do not live here! “That’s why I moved.” Well, I am glad you moved due to the parking. Some people have been complaining about the developing which is going to make parking a much more difficult thing. The last private home on the boardwalk just sold and I read
that there is a plan to build a 40 unit building there with get this….12 parking spots. This is really the major issue. Another thing: I am happy to not move my car out of my driveway in the summer as traffic has been so congested the last few summers. Some busy weekends I cannot even get out of my driveway on Newport due to the back up from the light on Newport Avenue and Beach 117th Street. A few times I have stated it would have been quicker to walk to Stop and Shop instead of driving. I know that parking is an issue, but again if you live here, you chose to live here. Instead of complaining, reach out to your local politicians and let’s stop the development boom. Also, let’s complain, we need more parking! I only know of one municipal lot, we need more! I cannot wait for the angry emails! Have a great day everyone and happy parking!

Ask the DOC
By Peter Galvin, MD
Thinking The Unthinkable If, like me, you grew up in the 1960s, then you have stark memories of the real possibility of nuclear war. The Cuban missile crisis in 1962 was probably, as far as we know anyway, the closest we ever came to nuclear war. As kids in grammar school, we used to have bomb drills, most of which involved us either hiding under our desks or moving to the school basement. As if that would protect us from a nuclear detonation. I also remember the apartment buildings that line the boardwalk in the Beach 120s having those civil defense signs that indicated they were
“fallout shelters.” Thankfully, those fears were buried for many decades but have recently begun to resurface with Putin’s war on Ukraine. The specter of nuclear war has once again raised its ugly head, and while the likelihood of nuclear war is still remote, it is once again a possibility as it has been mentioned by Putin, and not in passing. Afterall, it was the Soviets (a society that Putin is yearning to restore) who detonated the largest ever nuclear weapon on October 30, 1961, on a Russian arctic island. The test was called the Tsar Bomba and
was over 1,570 times more powerful than the combined two bombs we dropped on Hiroshima and Nagasaki. Windows were reported to have been shattered almost 500 miles from the epicenter. There are at least five major initial concerns from a nuclear blast, and I’m sure at least a dozen after the first five. The first is obvious, a massive fireball that will obliterate everything in its path. The second is the shock wave, which will outpace the fireball as the blast expands and level buildings and uproot trees. The third is the flash from the blast which will permanently blind anyone looking at it. Then comes the radiation – gamma rays will penetrate most everything and kill any living organisms in its path. Finally, there is the electromagnetic pulse, or EMP. The EMP will lead to power outages and will disable most engines, machinery, and electronics, which includes many medical life-saving devices. After the blast, radioactive debris will continue to fall, and radioactive particles will coalesce to form “black rain.” An emergency department, as-
The Rockaway Times suming it is far enough away from the blast to survive the initial explosion and gamma rays, will quickly become chaotic. The first patients will be those injured from the blast, followed quickly by those suffering from radiation poisoning. A critical component of keeping people safe is to rapidly decontaminate both the medical staff and everyone coming through the ER doors. Hosing everyone off and having them remove their clothing will remove the risk of exposure to radioactive particles on their clothing (black rain), but this must be done, preferably outdoors, where the runoff will not contaminate the ER area. The clothing must be destroyed. Doing so will eliminate up to 90% of the radioactive dust. To quote Albert Einstein “Our world faces a crisis as yet unperceived by those possessing power to make great decisions for good or evil. The unleashed power of the atom has changed everything save our modes of thinking and thus we drift toward unparalleled catastrophe.” Please direct questions and comments to editor@rockawaytimes.com

SR. ALICE TRAYNOR 1942-2022
Shore Garden Club Blooms
Born to Thomas and Alice on May 20, 1942, young Margaret Traynor knew two things as she grew up in Rockaway Beach – one, that she wanted to become a religious sister, and the other, that she wanted to become a teacher. After attending St. Francis de Sales and Stella Maris, she entered the Ursuline Sisters of Tildonk in 1960 at the age of 18 and professed her final vows six years later becoming known as Sr. Alice. With a bachelor's degree in education from St. John's University and a master's degree from St. Joseph's College, West Hartford, CT, Sr. Alice embarked on a long career in Catholic education, touching the lives of thousands of students and their families. As a teacher, Sr. Alice taught at St. William the Abbot, Nativity BVM, and Our Lady of Grace, Howard Beach. She was named principal of Our Lady of Grace in 1980 and also served as principal at St. Mary's (Roslyn) and St. Thomas Aquinas (Flatlands). Sister Alice passed away on April 8, 2022, after a brief illness. She is predeceased by her parents, brother, Brother Hubert Traynor, and sister, Alice Dreiss. She is survived by her sister, Patricia Allison, and by the nieces and nephews and their children who were beloved by their “Aunt Margie.” A Memorial Mass will be held at Our Lady of Grace, Howard Beach, at noon on May 21st.

THIS IS IT After a few very difficult weeks learning to navigate slowly and with a new awareness, I smiled to myself and knew this is often the journey for so many of us. Two steps forward, one step back. Being able to use whatever happens in your life and make it workable is actually the path itself. We can choose to use everything that happens to us as the means for waking up. I came across the following quote by Pema Chodron that resonated strongly with me; “
Page 39
THURSDAY, May 19, 2022
To stay with the shakiness- to stay with a brokenness, with a rumbling stomach, with feelings of hopelessness and wanting to get revenge- that is the path of true awakening. Sticking with that uncertainty, getting the knack of relaxing in the midst of chaos, learning not to panic-this is the spiritual path. Getting the knack of catching ourselves, of gently and compassionately catching ourselves is the path of the warrior. We catch ourselves one zillion times as once
again, whether we like it or not, we harden into resentment, into a sense of relief, a sense of inspiration.” Bullseye! We are learning to stay in the eye of the storm and know this too shall pass. One of my yin students gifted me a beautiful pewter necklace with Thich Nhat Hanh’s handwritten inscription, This is it. Practicing being present on our mats teaches us when we get off the mat to bring the teachings into our daily life. To be aware of our sorrows, joys, judgements, and everything else that occupies space in our minds and to simply be with it. To listen to a friend or acquaintance about their heartaches without trying to make them feel better but rather being present with their unshakeable pain. Healing takes time and patience. “Take my hand. We will walk. We will enjoy our walk without thinking of arriving anywhere.” Thich Nhat Hanh. I have witnessed in the past month much suffering and I have also felt more love than I knew existed. People are truly compas-
sionate souls who want to help one another. If you take the time to start and end your day with a grateful heart, you will be surrounded by so much love and support. Living in a small community such as Rockaway it is easy to feel safe and at ease. My wish is for others to have what we have in this very unique neighborhood: a connection to one another. There are so many helpers who are more than happy to offer their services. Real strength comes from being able to work through your suffering with courage and faith in something greater than yourself. The power of community working together, joining hearts for all not just oneself but for all others is the path to freedom. Being able to surrender and open to whatever is happening in your life is the key to liberation. May you know your worth. May you feel loved. May you be reminded each day, THIS IS IT. Have unshakeable faith and find gratitude in each day. “The wound is the place where the LIGHT enters you” ~Rumi

Spotted: Aruba Stuffed Scallops in Shells By Sharon Feldman
Ingredients:
Ok, the turquoise waters and bright pink flamingo sure do pop in Aruba, but nothing was brighter than Editor Katie McFadden in her Rockaway Times tank. Katie wanted to get an early start on her tan ahead of Memorial Day in Rockaway, so she traded one beach for another.
1 pound sea scallops, diced 1 stick butter 3 cloves garlic, minced 3 shallots, diced 2 pieces roasted (jar) red pepper, minced 1 cup breadcrumbs Salt Pepper Nutmeg Parsley 4 tablespoons Olive Oil 18 - 20 Cleaned Scallop Shells (2" - 3")
Place scallops, melted butter, garlic, and shallots in a bowl. Season with nutmeg, salt, and pepper. In a separate bowl, combine bread crumbs and olive oil. Add scallop mixture and combine everything together and divide on scallop shells. You can use ramakins as well. Bake in preheated oven until crumbs are brown and scallops are done, about 20 minutes. Sprinkle with parsley and serve.
Directions:
Preheat oven to 425 degrees. Melt butter and add shallots. Cook until transparent.

Wrestle Talk
RIC FLAIR RETURNS & MORE By Eric Jayden
This news caught me by surprise, as per Dave Meltzer from the Wrestling Observer, former 16-time World Champion "The Nature Boy" Ric Flair has announced that he will be returning back to the ring on July 31, 2022 for Jim Crockett Promotions. Now, Ric Flair's last match was in 2011 for TNA Wrestling against Former WCW Superstar Sting. At 73 years old, Ric Flair recently released a video of him training with Jay Lethal. The plan for his return will be for Ric to be in a Multi-Man Match, possibly a Tag Team Match. I have to say I'm excited to see Ric Flair lace up the boots, put on his robe and come down the aisle like only he can! Now, we turn to All Elite Wrestling (AEW) where rumors
are running wild about AEW Superstar MJF wanting to leave AEW once his contract is up in 2024. According to Fightful Select, there are rumors coming from the WWE that believe Tony Khan, the owner of AEW would definitely offer MJF a "better paid deal if he asked for one." But that would come as an extension to his current contract. MJF has voiced his frustrations about how former WWE Superstars coming into AEW are getting paid higher contracts than he is. This is going to get very interesting, and we will keep you updated as this continues to develop. Now, normally at this section of the column is where I answer a question sent in, but I want to talk about a serious issue I heard about this past weekend, at a IWP Independ-
ent Wrestling Show in Augusta, Georgia where a fan interjected himself into a match and physically struck a wrestler. First and foremost, let me say this. Wrestling fans should never, and I mean never, get involved in a wrestling match. This is for their safety and the safety of the pro wrestler. What we do in the ring takes years to learn and to properly perform. This is not a Will Smith slapping Chris Rock in the face situation. Putting
your hands on wrestling talent can lead to charges being pressed against the fan and the fan possibly getting hurt in the process. Attending a wrestling show is your opportunity to suspend your disbelief and enjoy the performance being put on for your entertainment. Respect the talent and enjoy the show! Send any questions or comments to eavil183@yahoo.com and have a great weekend!
