Dylan Smith is Never Forgotten Several years have passed since hometown hero Dylan Smith left this world, but he is never forgotten. On Wednesday, June 23, friends and family gathered to remember the beloved lifeguard, surfer and Hurricane Sandy hero with a memorial paddle out. After a hiatus due to the pandemic last year, the annual Dylan Smith Paddle Out resumed with a big crowd coming out to Beach 86th to show their support, whether by board or land. They celebrated the memory of Dylan Smith, a surfer and lifeguard, who is known for rescuing several neighbors with this surfboard on the night of Hurricane Sandy along with Michael McDonnell.

Smith tragically died just about two months later while surfing in Puerto Rico. He was 23. On the same day, seven years later in 2019, Michael McDonnell also died due to complications from skin cancer. Both were on the minds of those who paddled out into the surf with flowers tucked into their wetsuits or in their mouths on Wednesday. The large group of attendees on land, including some little ones who were born after Smith passed, threw flowers into the waves as the surfers splashed water into the air. Katie McFadden captured the video of the parade welcoming Tess Howley on June 21, posted it on Facebook and boom! It went viral. Thousands of people expressed love and admiration in the comments for Tess and the

community that turned out to salute her efforts at the Olympic trials. As we go to press, the video has reached 2.73 million people across the country. It was far and away our most viewed Facebook video ever.

If I Only Had the Nerve I know it’s impossorous, but if I were king of the forest, it would only rain from 3 a.m. to 6 a.m. If I were king of the forest, I’d allow cruel and unusual punishment for graffiti taggers. I’d thrash them from top to bottomus. I’d banish bagel people who don’t separate Everything and Onion bagels from other bagels; I’d cane people who use an airplane toilet more than once a flight. Yeah, even on inter-

national flights. That’s what kings do. I’d behead speeding car drivers (usually they come in a set of two) on the Belt Parkway who weave in and out (speeding means doing 80+). I’d feed ticket agents who park at hydrants to coyotes. If I were king of the forest, I’d fine people if they said they liked Big Bang Theory or Schitt’s Creek. Get it, Schitt’s Creek. Even the title’s funny. No, it’s not.

If I were king of the forest, I would have the nerve to say in public that Madonna’s American Pie is better than Don MacLean’s original. If I were king of the forest, I’d have lifeguards stationed from 11 a.m. to 7 p.m. rather than 10-6. People are a lot more likely to drown in the early evening than they are in the morning. If I were king of the forest, no one would be allowed to sneeze more than twice in succession. If I were king of the forest, pot would be legal, but the stink would be illegal. If I were king of the forest a Bud Light would never cost more than $5. Ever. From here to eternity. If I were king of the forest, there’d be no fireworks after 10 p.m. Dogs would like me to be king. If I were king of the forest, I’d get rid of stupid left turn only lanes. If I were king of the forest, you’d have to get permission from me before squeez-

ing into a Lycra bike outfit. I would be stingy with such permission. If I were king of the forest, everyone would have to tell me they like my singing voice. If I were king of the forest, work crews could only rip up Beach Channel Drive once a year. If I were king of the forest, music in bars and restaurants wouldn’t make conversation impossible. And to get to those bars and restaurants I would have a jumpon jump-off trolley running from May through September. If I were king, I’d remind people they don’t have to wear a mask while driving alone in a car. If I were king of the forest, I’d impose term limits on myself. But I won’t be king because I don’t have the courage. I'm afraid there's no denyin'. I'm just a dandelion. Guess what movie I stopped in on the other night.

Thrilla in Camilla Set for July 16 The FDNY Bravest Boxing Team is back in action on Fri. July 16. The 5th annual “Thrilla in Camilla” will be held at St. Camillus located at 185 Beach 99th Street in beautiful Rockaway Beach. This event will feature 12 action packed bouts with the Bravest tak ing on some of the toughest First Responders on the East Coast as well as a few exciting inter-departmental “Grudge” matches. It’s all for a good cause. Proceeds from this event will be donated to Building Home for Heroes and The Matt McDevitt Children’s Education Fund. Building Homes for Heroes builds mortgage-free, handicap accessible homes for our veterans returning home with severe injuries and has recently received the highest rating possible from charity navigator. Matt McDevitt was a NYC Firefighter who recently lost his battle with a rare

cancer. He left behind his wife Jackie, and two beautiful children under the age of 5. “We owe our freedom to the brave men and women of our military, including the 1,400 members of the FDNY who are veterans or military reservists,” Bobby McGuire, President of the FDNY Bravest Boxing Team said. “We also

need to help our fallen FDNY family members who are often exposed to toxic atmospheres and many succumb as a result of that exposure, long after the fire has been extinguished. As first responders, giving back is in our DNA and our team believes in raising funds for charity through spirited competition.” Some of the most highly anticipated bouts of the evening include Nicole Malpaso of Eng. 76 who has a 12-2 record and recently won the Championship of the Annual Atlanta Classic vs Ashleigh Moore, a decorated amateur boxer with a 10-1 record representing the Mass. State Troopers. Also scheduled are two inter-departmental “grudge” matches including Dan Palmieri of Lad. 169 vs. Gary Schmidt of Lad 17 and Capt. Chris Livolsi of Lad. 114 vs. John Cadott of EMS Station #4. This event will also feature, for the 1st

time ever, the Catholic High School Boxing Championship when Jeremiah Ryan of Xaverian takes on Jimmy McGovern of Xavier. Gates open at 6 p.m. and the first bout starts at 7 p.m. Tickets are $30 for General Admission., $50 Ringside and $100 p.p. for VIP Tables. And that’s how many people viewed a Facebook post we put up last week. Katie McFadden shot a video of the parade for Tess Howley, who’d just returned from the Olympic trials in Omaha, Nebraska. The wonderfully supportive community display clearly touched a lot of people, even worldwide. The comments and praise for Tess and Rockaway gave us goosebumps! ***** Thanks for your thanks. There was a lot of praise online as well for The Rockaway Times. We celebrated Year 7

The intrepid trio who set out from Rockaway to row across the ocean to Ireland had a wee bit of trouble thanks to a storm. They had to be rescued after their electronic system went kaput and are now somewhere near Boston hoping to get things fixed so they can get going again. We’ll keep you posted if they venture out again. ***** The race for Queens Borough President remains nearly deadlocked which is quite a surprise to many. Incumbent Donovan Richards has a narrow lead over Liz Crowley (who lost to Richards in the Borough President’s Special Election last year). With ranked choice voting and mail-in ballots still to be counted, it really is anyone’s guess. (Jimmy Van Bramer came in third with 18% so voters who se-

lected him first will have their second choice counted now. Both Richards and Crowley have made arguments why those second-choice votes favor one over the other). ***** It's not a shock the Board of Elections messed up Ranked Choice Voting in the mayoral race. What has to be fixed is the BOE, not necessarily Ranked Choice Voting. Who is in charge there? Even its website isn't clear. ***** The Photo Contest is entering its next phase. With the help of people on Facebook we will soon choose a TOP 10. And we’ll announce a date for the finals soon. ***** We hear the Rockaway Medical Arts building on Beach 105th and Rockaway Beach Blvd is fully leased and occupants include: St. John’s Episcopal Hospital, MercyFirst children and family care, and the Ambulatory Surgery Center of Rockaway Beach.

It’s not just ebikes, scooters, (and motorcycles!) making the boardwalk look like the Indy 500, it’s Lance Armstrong wannabes who regularly top 20 miles per hour weaving in and out. Parks didn’t help things when they commissioned the new boardwalk. One, the boardwalk should have been wider and two, the bike lanes should have been placed in the middle (like Long Beach). Before banning all, why not have a speed limit? How would it be enforced? Let officials figure that out. Bike riders out for a leisurely ride shouldn’t be banned from the boardwalk if there’s a move to ban or curtail the hours when bikes are allowed.

Motorized Bikes & Quality of Life Issues Addressed at NCO Meeting By Katie McFadden

The temperatures weren’t the only thing that got heated on the boardwalk on Tuesday, June 29. As frustrations grow over summer issues, Tuesday’s meeting with the 100th Precinct’s Sector C Neighborhood Coordination Officers drew a big crowd. Sector C NCOs Jonathan Mercado and Bryan Martini led the meeting on the boardwalk at Beach 126th Street, listening to everyone’s concerns and creating a list to bring back to Captain Carlos Fabara at the 100th Precinct. Elected officials such as Senator Joe Addabbo, Assemblywoman Stacey Pheffer Amato and Robby Schwach, representing Councilman Eric Ulrich’s office were also on hand. Officer Mercado started out by addressing some ongoing hot button issues. As a man on a motorized bike sped down

the nearby ramp, it exemplified a growing concern in the community about the types of two-wheeled rides being used at high speeds. Officer Mercado tried to clarify what’s permitted on the boardwalk, such as e-scooters and e-bikes, but said motorized scooters and gas vehicles are not permitted. Senator Addabbo chimed in and said, “Anything with a motor should not be on the boardwalk.” Who is supposed to enforce this? Officer Mercado said both the NYPD and the Parks Department can give summonses. Asked if they can be

confiscated, he said gas-powered scooters can, but e-bikes cannot. This led to questions about the “Tour de France” bikers who often ride at high speeds on the boardwalk. Much to everyone’s dismay, Officer Mercado said, “There is no speed limit for bicycles on the boardwalk.” Mercado also touched upon the issue of illegal parking during the weekends and holidays, when cars are not permitted on the street in the summer months in that area. “It’s a problem. It doesn’t go away,” he said. Asked what they’re doing to address it, Officer Mercado said, “Cars are getting tickets but when you look at it, it’s like on 137th nobody is getting a ticket, on 129th, there’s some people getting tickets. We’re getting there but we need Traffic to get involved as well. They have more manpower and scanners,” he said. Complaints

were also made about people parked in fire lanes, including those with orange shirts in their windows. “Those are technically our lifeguards,” Officer Mercado said. Some suggested that some lifeguards give their shirts to friends so that they can also park on the streets. “That’s an issue,” Officer Mercado said. “Last year they had a parking plaque. This year we weren’t told if they were given parking plaques, so those orange shirts are technically a parking plaque. That’s an issue we have to deal with, with the lifeguard supervisors.” Several participants brought up the issue of teens drinking, urinating, doing drugs and playing loud music close to residential homes. sic during late night hours. “I’ve notified the owner. He’s turning a blind eye toward it. That is a problem. I don’t see visibility with NYPD. We gotta keep calling at three in the morning and you guys don’t come out,” the Chai Home neighbor said. This expanded into a general discussion about behavior like this taking place on the beach and boardwalk late at night. The officers responded that they come out, and when they do, the kids flee, and then return when they’re gone. Residents suggested a more regular presence to which Officer Mercado said, “We are low on manpower. We haven’t received new officers from the academy.” The 100th Precinct has, however, received 40 summer detail officers this summer, almost double the number they saw in past summers under former Captain Louron Hall. Residents suggested they utilize those extra officers to patrol the boardwalk. The officers explained that due

to new legislation, they are not allowed to bring their vehicles on the boardwalk. Asked if they can ride Gators on the beach, Officer Mercado said the entire precinct only has two Gators and officers must be qualified to ride them. The summer detail officers are only patrolling by foot. The officers said they would try to request more vehicles. One participant suggested that everyone at the meeting write a letter to the commanding officer and elected officials as a follow up. Assemblywoman Amato encouraged residents to send some of those letters to her office, but said they’ve been fighting for more resources for years. “We requested it. We’ve requested more officers, fourwheel drive vehicles. We request everything we possibly can. But there is a cop shortage, so the fact that we have 40 summer officers is a blessing because the 102, 106 and 101 precincts don’t have that, so they’ve recognized the years of talking about more patrols needed on the beach. We’ve called legal on this multiple times. We had homeless outreach, but that’s gone now,” Officer Mercado said. Another resident brought up the issue of excessive dog waste being left on the beach. She explained the severity of it as a friend’s child recently died due to meningitis and doctors said it was because of coming into contact with dog feces. The family doesn’t have a dog, but the child came across dog feces while playing in the sand. Officer Mercado advised people in Sector C to notify them of any other issues. Officer Mercado agreed more needs to be done. “116 is turning into a free-for-all,” he said. The RAA Needs YOU To Relaunch By Katie McFadden

After more than a year of being on lockdown, the Rockaway Artists Alliance (RAA) is making moves to not only reopen but have its own renaissance, bringing art back to the Rockaway community on a bigger scale. But they can’t do it without a little help. In order to relaunch in the right way, the RAA requires funding and they’re seeking supporters to lend a helping hand in exchange for a lifetime membership. Like everything, the RAA took a hard hit by Covid-19. “It affected us tremendously because it closed all of our revenue earning programs,” Christine Mullally, president of the RAA Board of Directors said. From after school programs in local schools to its galleries being shuttered where they collected donations and artist fees to sustain programming that is free to the public, to art classes that participants paid fees for—all of it came to an abrupt end as the world shut down in March 2020. Now as restrictions ease, the RAA has the opportunity to reopen, but it’s not as simple as hanging paintings on the wall again. Part of reopening requires presenting a Covid safety plan to the National Park Service, which is made difficult with ever-changing rules. “Being part of the NPS, we’re so grateful to have our campus in Fort Tilden, but the NPS has to comply with federal regulations, and we need to comply with both state and federal regulations, so there’s a longer period of time required to open up,” Mullally said. “The rules seem to change every day and we’re not allowed to even bring in a visitor to show a space without Covid safety guidelines in place. We can’t criticize NPS but the criteria and rules for reopening are not always clear. We want to have an exhibition. We want to have it yesterday, but we haven’t been able to conclude these safety discussions yet,” board member Chris Saucedo added. The RAA also has some bills

to pay after 15 months of not earning revenue. “We would like to have a show but that doesn’t happen for free. Even with volunteers, there are still costs involved. We have overhead and costs of doing business such as covering insurance and utilities. We’ve lived on a very austere existence the past 15 months and had to cut costs. We need to be able to turn our lights on,” Mullally said. While closed, there were also added expenses as the RAA wasn’t left unscathed by the March breakin at the neighboring Rockaway Theatre Company. “It wasn’t as extensive as what the RTC went through, but our kitchen was ransacked, and windows were broken. It’s an added expense to the renovations we need to do on our campus which is already in disrepair. We need to continue to improve our facilities,” Mullally said. They’d also like to hire a grant writer so grants can become a bigger part of the RAA’s funding going forward. To help improve their financial situation, the RAA is seeking the community’s help. They have launched a Lifetime Membership program to raise funds. To join, it costs $300 per individual or $500 for a family of two adults and any children under 18. Not only does the membership help the RAA relaunch—there are some perks to enrolling. All members will get first dibs on news about upcoming exhibitions and submission opportunities. Mullally says when open, the RAA will also offer some members-only events like

pre-screenings of exhibitions, as well as discounted rates for classes and on artist submission fees. “The lifetime memberships give us the capital that’s needed to reopen more quickly and help us with our commitment to the community that the RAA is prepared to thrive and have an even better second 25 years of engagement,” Mullally said. So far, the fundraiser has been a success. “We missed engaging with the community as much as they missed engaging with us and that is evident in the success of this fundraising effort,” Mullally said. It has been so successful that they’re extending the original deadline to join from June 28 to July 11, so there is still time to become a lifetime member. Those interested in joining can do so at: www.rockawayartistsalliance. org Having funding in place is all part of the RAA’s effort to get their relaunch, which they hope to do in the early fall, right. “It would be wonderful to get into the galleries during the summer, but this is a thoughtful process and takes a lot of coordination and we’d much rather open with a grand reopening rather than rushing. Being forced to take this pause is really making us put the horse before the cart. When you put the cart before the horse, it winds up not being sustainable. We’re dedicated to keeping the momentum going as an arts organization that is sustainable for another 50 years so we want structure in place that will enable that,” Mullally said.

The delay has caused frustrations among some RAA members, such as those from the printmaking studio, who are unable to access the building and brought the issue to social media. In the response, the RAA says,“We need to focus on the big picture and bring as many members of the community and general public back into the galleries for exhibits and other programs as safely and responsibly as possible. We cannot currently accommodate requests for building usage from any groups. It is our hope to be able to entertain proposals for usage in six to 12 months but cannot do so at this time.” The time has allowed the RAA to reimagine its potential. When they reopen, some may notice some changes at the RAA. “We’re going to work toward being more expansive and inclusive. People’s tastes differ but hopefully we can do something throughout the year that appeals to almost everyone,” Mullally said. Saucedo, an artist and art professor who has extensive experience curating exhibitions, says, “We’re looking forward to rebooting in a bigger, better way and casting a broader net.” As part of their vision, the RAA has certain goals in mind for its relaunch. “As we reopen, we have the responsibility to reimagine what we wish to be and that will include 1) nonvisual art exhibitions that can incorporate history and science, 2) blue chip, top tier art exhibitions when we can have those enormous events come our way 3) as children have been the crown jewel of the RAA for decades, we want to make that more prevalent, and 4) we want to highlight our member’s artistic accomplishments which means continuing to show that work in our galleries, but finding ways to bring that work to a larger audience in other places by partnering with peer institutions,” Saucedo said. Lifeguards Claim Retaliation Plagues Shortage Issues By Katie McFadden

A June 26 article in the New York Post highlighted a nationwide lifeguard shortage that New York City is feeling the effects of. The article cited the Parks Department’s claim that the NYC lifeguard roster is only at about 950 for the entire city this year, where they normally have 1,400 guards to protect the city’s beaches and pools. The shortage has allegedly left lifeguards sitting alone for long hours, whereas they typically get a break as lifeguards rotate posts throughout the day. The lifeguards said the limited manpower is creating a public safety issue. However, lifeguards who came forward to The Rockaway Times say there is something much sinister taking place when it comes to staffing certain areas. The major allegation? They’re facing retaliation for trying to get involved in the elusive lifeguard union, DC37’s Local 461. For decades, the lifeguard union has been plagued with alleged controversy and corruption. In an in-depth article from June 2020, New York Magazine dove into some of it, highlighting the power that longtime president of NYC Lifeguard Supervisors Local 508, Peter Stein, has held over New York City’s lifeguards, and his “Lifeguard Mafia.” According to lifeguards who protect the beaches in Rockaway and Coney Island, the corruption has continued, and many say they’re being personally targeted. Some longtime Rockaway lifeguards, who did not want to be named out of fear of further retribution, say certain shacks are not being staffed with enough manpower this year, particularly downtown’s 32 and in the visitor-heavy beaches under the watch of 117, while claiming that other shacks have more than enough guards. For instance, the 32 shack, which would normally have 10 guards for its two chairs, allegedly has only five now. This complicates issues when one a guard has their day off, leaving very few lifeguards in an area that is secluded from backup in case of an emergency. Similar manpower issues have also al-

legedly been occurring at 117. The guards claim there is more to it than a general staff shortage, as they’ve seen overstaffing in other areas. “I have video of nine guards hanging around one chair uptown,” one guard said. “There is a shortage, but they’re also clumping guards together in certain areas and it’s not just because of the jetty construction closing beaches in Neponsit.” The guards claim to have an idea. “This is clear retaliation,” one said. They believe that alleged retaliation stems from lifeguards trying to get a little too involved in the union. They claim the particular areas that are seeing fewer staff members, are where some lifeguards that got involved in a union trial last year, are assigned to. Each summer, the seasonal lifeguards pay union dues out of each paycheck to DC37 Local 461, however for years, many have felt neglected by the union. Just ask Omer Ozcan, a Coney Island lifeguard who, now serving his 18th summer on the beach, tells the RT he’s been passed over for promotions while they’ve been given to guards with three years of experience. It’s just one example of a lack of transparency in how things are run. When he was passed over in 2016, Ozcan says supervisors began harassing him and he filed an Equal Employment Opportunity complaint. That complaint has still not been addressed, but Ozcan says he has felt some pushback, including seeing fewer staff members sent to his section in Coney Island in recent years. For years, the seasonal lifeguards have claimed to be left out of any opportunity to be involved in the union, includ-

ing everything from simple member meetings to elections for union officials. They had enough. And they started fighting back. According to The Chief Leader, last year, a group of lifeguards, including Ozcan, brought charges against the longtime local union president Franklyn Paige for depriving the seasonal guards the basic rights of a union membership. It was brought to trial, with several of the lifeguards testifying before the judicial panel of American Federation of State, County and Municipal Employees (AFSCME), the organization that oversees DC37 unions. Paige claimed that seasonal lifeguards were not considered members in good standing as they only pay their dues during the season, as opposed to the 30 or so lifeguards who hold yearround positions. The seasonal guards who fought back were successful. In October 2020, ASFSCME removed Franklyn Paige as head of Local 461, a position he had held since 1996. It seemed like a victory. But the lifeguards say not much has changed. “Over the winter, they held a union election for Local 461 but none of the seasonals were invited. None were able to run. None were able to vote,” one Rockaway guard claims. This season, the lifeguards were told their new 461 president is Alma Diamond. However, many claim they have been unable to get in touch with her to file complaints. “We called DC37 headquarters on how to get in touch and they give you an email, but she doesn’t respond, and they say she doesn’t have a phone number,” a guard claims. Among those complaints they hope to make are the alleged working conditions the guards are now facing with limited manpower. And those lifeguards believe they’re experiencing these issues out of retaliation for participating in the trial to oust Paige. Lifeguards from 32 shack, 117 shack and some in Coney Island and Orchard Beach are among them. However, guards that are also trying to get back on the job also say they’re being retaliat-

ed against. “They’re holding back some people. People are calling up the lifeguard school and not getting appointments and they’re being told that there are enough lifeguards, and they don’t need them,” a guard claims. Others are being failed repeatedly on a portion of the test that requires carrying a victim. It’s a testing component that can be subjective when it comes to passing or failing, so much so that the National Park Service did away with it in their testing. “People that participated in the trial were failed on the carries. Some had to come back twice,” a guard said. “They were given the message—don’t mess with us.” Meanwhile the staffing shortage has left lifeguards on the job frustrated. Allegedly, three lifeguards from 117 recently abandoned their postings. “You can’t abandon that chair, that’s the wrong thing to do, but people are frustrated,” one guard said. The lifeguards were allegedly suspended indefinitely without a hearing and without being able to reach the union to represent them. The lifeguards say these underground issues are having an impact on public safety. “I think residents in Rockaway deserve to know what’s going on,” one said. They’re holding on to hope that things will change. “I hope it gets better. I try not be discouraged, but it is very discouraging at times,” another guard said. In response, the Parks Department says, “The safety of everyone on the beach is important, including lifeguards. We currently have over 950 certified lifeguards, which allows us to safely operate our beaches and outdoor pools according to City and State regulations. We are still in the process of training new lifeguards and recertifying returning lifeguards – we typically reach our peak staffing on July 4 weekend. Their job is extremely susceptible to exhaustion and fatigue, so regular breaks are important and something we take very seriously. During the day they rotate positions and get frequent breaks to ensure their safety against the effects of heat and stress.”

American History and a Shave 10¢ LIFE LESSONS FROM PAPA AND TEDDY ROOSEVELT By Jean Caligiuri McKenna

(Jean (Caligiuri) McKenna recalls simple memories from a simple time of the Rockaway Beach she knew as a young girl growing up in the 1930s and 1940s). From my earliest memory, the valuable learnings of good sense and behavior generally came from all of the traditional places we are familiar with. Manners were learned in the home; the Golden Rule, at church. And while my reading, writing and ‘rithmetic came from within the halls of old P.S. 44, some of my most treasured tutorials as a youngster occurred within the walls of a barbershop. My father, Eugene Caligiuri, emigrated from Italy in 1891, journeying from Ellis Island to Chicago to Manhattan, before opening a local barbershop in the 1910s on Rockaway Beach Boulevard and 84th street. Active within the melting pot community, he also purchased several houses in the neighborhood, renting them out as apartments to locals. All the while, he managed to raise three children as a widower, before remarrying in his mid50s. When I came along unexpectedly, he was a graying and softening 60 and my growing years found an amusing relationship between us where he seemed to teeter between father and grandfather. Instead of wielding fatherly discipline, he assumed more of a role as mentor, educator and storyteller, entertaining me with anecdotes of history and moral parables. As a kid on Saturday nights (before television), instead of listening to the radio, I would head up the block to the boulevard for the early Daily News Sunday edition to follow Dick Tracy’s comic strip, then visit Papa’s barbershop after closing hours to hear him chat with the neighboring shoemaker, Mr. Novello. On these visits I often found

myself as his audience, listening heartily while he endowed me with tales of the Great Caruso’s operatic vibrato or Michelangelo’s lifelike sculptures. During the day hours, I also frequented his barbershop, zipping in and out after school or on lazy Saturday afternoons, often seeking a dime for a malt in Greenberg’s candy store or to go to the movies at the New Theater on 81st street. Amid the serenity of casual chatting, snipping scissors and talcum powder haze, it was here, in-between customers, that he ‘introduced’ me to our 26th President Theodore Roosevelt. A large sepia-brown photograph of him held up by a brown corded string hung on the wall facing anyone entering the shop. I can remember Papa holding the scissors in his hand like a conductor’s baton pointing to the picture and convincingly declaring in his finest Calabrese accent; “See!! Thatsa Teddy Roosevelt, the besta president!! He said ‘Speaka Softly and Carry the Bigga Stick!!” From time to time afterwards, as if giving me an indelible lesson, Papa would proudly recite this mantra often quoted by President Roosevelt. With prideful delight, he also told me, with great gusto, that he had the honor of shaving him once, years before as a young barber. He would habitually remind me of this as I listened dutifully, usually with one youthful foot out the door. I knew nothing of politics as a youngster,

so I just took what my father told me as gospel, assuming that his personal liking for the President naturally came from serving him with a shave. What I didn’t realize at the time was that these two men, with very different backgrounds, shared a commonality of values that forever touched the communities around them. “Speak softly, carry a big stick, and you will go far” was a favorite proverb used by Theodore Roosevelt, and while history remembers him for leading the Rough Riders up San Juan Hill, forging the Panama Canal, and trust-busting with a ‘Big Stick,’ he achieved even more through his ‘Speak Softly’ diplomacy. As president, he was awarded the Nobel Peace Prize by brokering peace in the Russo-Japan War, as well as winning over the common American with a ‘Square Deal.’ He believed in lifting up citizens of all color and class on the spirit of merit and many a dispute was resolved through good sense and empathy for his fellow man. My father, serving, shaving and renting to various customers and tenants of color and Jewish faith, endeared himself to them with a congenial kindness and respectful manner, as they were the ones who (as he always reminded me) “put the butter on our bread.” He may have quietly allowed buffers on due rent if there were hardships and always had a welcome glass prepared on the liquor tray when a guest came to pay the rent. Though generous, my father too carried an invisible ‘big stick’ that read ‘no shenanigans’! He believed in the ‘fool me once’ adage, but never wore it on his sleeve. People seemed to know this and never took advantage of his valued trust and good faith. In fact, his speak softly approach fostered such a mutual respect and affinity that there was nary a problem, as I even recall tenants showing up Saturday mornings to our

house on 84th Street, eager to pay their rent on time to him. How this small elderly affable man navigated through waters without hardly ever a squabble became clearer to me over the years. The ‘Big Stick’ that stoutly allows us to stand firm in trials may never be needed when guided by the small but persuasive rudder of speaking softly with goodwill and respect. That may explain how an unassuming Italian immigrant found admiration and common ground with a larger-than-life robust American cowboy; they both spoke the same kind of ‘language.’ In my child’s eye, this kindled my own lifelong admiration for Teddy Roosevelt, as he and Papa became entwined together as two great Americans, each in their own unique way. Over the years, as the occasional summer or autumn visit to the Roosevelt Museum home on Sagamore Hill in Oyster Bay would rekindle this admiration, it would, too, bring sentimental memories of my father along with it. I was always touched by Papa’s unwavering affection whenever he motioned to the President’s portrait. There it hung on the wall of the barbershop until it was razed to make way for the Hammel Houses in 1950. Continued on page 18

In 1911 after leaving office, Roosevelt was involved in the promotional campaign for a tuberculosis hospital in Neponsit and letters to Jacob Riis at the time, suggest that he may have visited both Coney Island and Rockaway. Could it be the former President stopped in for a shave on Beach 84th St. and Rockaway Beach Boulevard? The possibility was real! How I wish I asked when I had the chance! A lesson not forgotten! Several years ago, I attended a July 4th celebration in Old Bethpage Long Island and there was a costumed impersonator with a reason-

able facsimile of the iconic Mr. Roosevelt, the spectacles, mustache, knickers ‘n boots-such a likeness! I could almost feel he was the real thing. I went over to him and asked him, “Mr. President, do you remember when my father Jimmy Caligiuri shaved you?” It was perhaps the only time in recorded history ‘Teddy Roosevelt’ appeared puzzled and speechless. Though I will never know if those treasured learned days of my youth occurred in the same room where Theodore Roosevelt once sat down for a shave, they will always be synonymous with my father’s loving stories and my first real lesson in American history. If called to the head of the class today, I could still loyally recite with pride, the life wisdom I learned long-ago from his barbershop classroom; “Cherish Every Lesson; Listen Heartily, Ask Eagerly, “Speak Softly and Carry a Big Stick: You Will Go Far.” Somewhere, Papa and Teddy Roosevelt are smiling!

Pride Flag Tribute Turns Hostile By Katie McFadden

In celebration of LGBTQ+ Pride Month, the NYC Parks Department decided to show some support by flying rainbow flags along the length of the Rockaway boardwalk. The effort, which was supposed to last through the end of June, brought joy to many on the peninsula, but it was shortlived as the flags were torn down and destroyed within a few days. As movements to celebrate and support LGBTQ+ Pride have grown in recent years, so has its presence in Rockaway with groups like Out Rockaway forming, Pride events being held annually and even Rockaway’s Queen of Queens, Ginger Ladd launching a successful career on the peninsula. On Monday, June 21, when rainbow Pride flags started appearing along the boardwalk for the first time, that support was felt on a wider scale for those in the local LGBTQ+ community. “I was very emotional,” local resident and member of the LGBTQ+ community, Mike O’Donnell said. “I bike the boardwalk just about every day and when I saw the Pride flags on Monday, I was so excited. It’s a big deal to an LGBTQ person to see that in a public space.” Lifetime local resident Lauren Condoleo, also a member of the LGBTQ+ community, was beyond thrilled when a friend sent her a text about the flags. “I thought it was so cool,” she said. “Seeing them in Rockaway, the town I was born and raised in, I thought it was beautiful. It made me really happy. It made me feel more accepted than I have in a while, like Rockaway was accepting me.” It also left many wondering where they had come from. After Parks staff was spotted hanging up the flags, The Rockaway Times reached out to the NYC Parks Department, who confirmed that they were behind the effort. “Earlier this week, our staff raised commemorative flags at sites across the city including Madison Square Park, the Overlook in Forest Park, and along the

Rockaway Beach Boardwalk in celebration of Pride Month,” a Parks spokesperson said. For those in the LGBTQ+ community, the Pride flag carries deep meaning. “The number one group of suicides in the U.S. is gay teens. The number one for teen homelessness are queer children because they get found out and thrown out by parents. There is this epidemic of suicide, especially among trans people and it stems from feeling isolated and alone,” O’Donnell said. “When you have a teen that sees that flag, it’s a symbol that there is a community, you are not alone. Seeing it might save a teenager’s life. That is the power of that flag.” Condoleo says seeing the flags fly on the boardwalk had such an impact that it gave her friend’s brother the courage to openly come out as gay last week. “Finally seeing them inspired him to come out. He had a picture of them when he came out to his family,” she said. So on Tuesday, when word started spreading on local Facebook pages that many of the flags had been torn down, it left many feeling hurt. On Tuesday morning, Emilio Caponigro posted to Friends of Rockaway Beach to let the community know that many of the flags were thrown into the dunes and behind the boardwalk. The post led to hundreds of comments with most expressing sadness, pain and

anger, and some showing support for the actions. “Maybe someone got tired of it being shoved in their face,” one comment read. Some suggested that those who were sexually assaulted as children may have been behind the actions. Others said it was likely a simple act of vandalism, rather than an act of hate, while others, not knowing the Parks Department had put them up, simply questioned if the flags were permitted to be there. Efforts began to turn a negative into a positive. After seeing what had happened, Condoleo posted about picking up the flags that she found torn down and hanging them back up again. The Parks Department also made efforts to replace the ones that went missing and continued adding them to the length of the boardwalk. “It is unclear if the flags on the boardwalk are being deliberately removed or blown away due to inclement weather,” a Parks spokesperson said. “We intend to replace any missing flags and fly them through the end of the month.” O’Donnell was thrilled to find even more rainbow flags flying on Wednesday. The effort was short lived. By Wednesday afternoon, there were several witness reports and photos of a few adults taking down the flags along the boardwalk. By the next day, many of the flags were either

gone or found destroyed. Paddy Tubz, who shared a photo on social media of a man on a scooter taking down the flags, and who emceed The Rockaway Hotel’s pride event on Sunday said, “How beautiful it was to see our community celebrating diversity, only met with ugliness when it was torn down. Why? Fear? Hate?” he said. Like others, Tubz is taking the high road in response. “I am praying every morning for these neighbors to see the light and love,” he said. Condoleo agrees, saying she believes those who would do something that hurt others, are hurting inside. “I think there’s something going on within themselves. They’re a miserable person. There’s no reason for something so harmless to affect someone so badly to the point where they do something so aggressive,” she said. O’Donnell added that seeing such actions reinforces the idea for why Pride is celebrated. “The fact that the Pride flag couldn’t be hung up for a full day before it was torn down shows why we still need Pride. There’s still so much shame and hate and while it’s more accepted now than it had been, I don’t feel safe holding my husband’s hand in public, unless I’m in a space that I know is gay friendly and those are limited. It certainly isn’t the boardwalk. We don’t hold hands there, whereas a hetero couple would think nothing of holding hands,” he said. The Rockaway Times reached out to the Parks Department for follow-up comment, but we did not receive a response by press time. Those in the LGBTQ+ community are hoping that the actions of a few do not deter the Parks Department from hanging up the flags next year. “I hope them getting torn down wouldn’t keep it from continuing,” Condoleo said. O’Donnell agreed, but suggested more outreach be done ahead of time. “I hope they do it again, but maybe give a little notice. If people knew from the jump that they put them up, maybe fewer people would have torn them down,” O’Donnell said.

WHAT’S A HOUSE COST? WHAT CAN I AFFORD? In the NYC mayoral debate last month, the candidates were asked what a house costs in Brooklyn. Most of them were wrong. One candidate was a little low at $800k and another one NAILED it with the correct answer for Brooklyn of $900k (median value, which is the mid-range). So, what does a house cost in our area? I’d say that $800k would be possible on the “low” end of the scale for Rockaway Park, Belle Harbor, and Neponsit. Most houses would cost above this. The internet real estate search engines estimate average Queens houses at between 650k and 725k – but this range is too low around here. If you are lucky enough to find a house for $900k then it’d cost

you about $3k/month to carry the mortgage – assuming a 20% down payment of $180k, which you’d probably need. Also, you’d have to pay real estate taxes of approximately $7k/year, homeowners’ insurance of about $2k/year, and don’t forget closing costs. Flood insurance could be about $600/year if you’re in the best flood zone. Therefore, if you are renting for $3k/month then it could make sense to buy a house in Rockaway as an alternative and build equity. REAL ESTATE – THE BIG PICTURE The local market has slowed a bit during the past few weeks, probably due to the beginning of summer, Father’s Day, slightly higher mortgage rates (up to 3% now approximately from a low of 2.5% in February), and a weaker stock market. Local inventory levels are up a little bit, as they are also up nationally. I saw a statistic last week which said that inventories are up about 6% in the nation. A 6% increase is not huge consid-

ering the extremely low levels we’ve had for such a long time. The stock and bond markets have been unstable lately due to an inflation scare, which the Fed says is transitory. Fed statements which hint at higher rates in a year or two due to an expectation of a trend of continued strength in the economy have unsettled things, as well. Breast Cancer

Surgery for breast cancer prevention is the removal of healthy breasts to reduce the risk of breast cancer. This is known as preventative mastectomy, risk-reducing mastectomy, or prophylactic mastectomy. Women with a high risk of breast cancer may consider this option to avoid getting the disease. However, because it is impossible to remove 100% of the breast tissue, a small risk of developing breast cancer may still exist. The average woman has about a 12% risk of developing breast cancer over her lifetime. However, some women have genetic mutations, most of them inherited, that are associated with more than a 50% lifetime chance of getting breast cancer. Some of these mutations are found in the BRCA1, BRCA2, PTEN, P53, CDH1, and PALB2 genes. In addition, women who

received radiation treatments before age 30 to the front of their chests to treat other cancers (for example Hodgkin’s lymphoma) may have a similarly increased risk of developing breast cancer. Women who have a greater than 50% lifetime risk of developing breast cancer should speak to their clinician about the possibility of surgically removing both healthy breasts. Also, women who have had breast cancer in one breast may consider removing the other healthy one to lower their chance of developing another cancer. There are some women who have mutations in other genes, for example the ATM and CHEK2 genes, that place them in a moderately increased risk (25 to 50%) of breast cancer. Preventative mastectomy is usually not necessary in these women even if they already have had cancer in one breast. Instead, depending on family history, their doctors may suggest close frequent screening (mammography and breast

MRI) and medications to lower their risk. In terms of cosmetic outcomes, breast cancer surgery has come a long way. There are three surgical options. The first is simple (total) mastectomy, which removes the nipple-areola complex (which is sometimes temporarily transplanted to the abdominal wall for reuse during breast reconstruction), the breast tissue, and the overlying skin. Skin-sparing mastectomy involves removal of the nipple-areola area and breast tissue while preserving most of the overlying skin. The third option is nipple-sparing (subcutaneous) mastectomy, which is performed by making an incision below the breast, removing the breast tissue while sparing both the nipple-areola area complex and the skin over the breast. High-risk women who do not want surgery can have annual breast cancer screening which includes MRI scanning starting at age 25, with annu-

al mammography starting at age 30, and then alternating MRI with mammography every six months after age 30. High risk women may also want to consider medications, such as Tamoxifen, that may lower their breast cancer risk. Surgical complications can include wound problems, infections, bleeding, and the occasional need for additional surgery to treat complications. Also, some women may develop emotional issues, abnormal sensations on the chest wall, or problems with body image and sexual relationships after these procedures. Obviously, extended consultations with clinicians plus discussions with family are necessary before deciding on surgery to remove healthy breasts. We Can Do Hard Things I count my blessings every day even when things are not going so smoothly. I am not a writer, I don’t proofread, I just put on paper whatever comes to me. June has been a difficult month for many perhaps due to the transitioning back into a normal life. What is normal? Feels great to see and be with people who I haven’t seen

or hugged in over a year. Yes Kevin, I am hugging! We are catching and releasing all our emotions and doing our best to bring our new selfback into our world. Everyone has their own timeline, and we fully respect and honor this. On the yoga mat, we are releasing all that has been built up in our bodies and minds over the past year. Our instructions are clear, Be Here Now, Be Present. This moment is a beautiful one when you stay present. We encourage you to reflect and go slow. Sometimes

we have to get out of our way to see clearly. Opening up Ocean Bliss Yoga almost 12 years ago was the most terrifying thing I’ve ever done, but I did it with the support of friends and this community that we live in. My vision was to serve and help people become healthy in body and have clarity in their mind. I had no experience, but I had a fierce longing to share my passion and love of yoga. That has not changed but things are much different in the yoga world. We have hybrid classes with virtual zoom while we teach to students in the studio. This is not how teachers were trained to guide classes but we have adapted to the best of our abilities. We are striving to keep our brick and mortar open for as long as we can. Yoga teaches us to be strong, flexible, resilient, compassionate and non-judgmental. There is no doubt in my mind it is healing to all. Do the work with no expectations. We have done really hard things at Ocean Bliss Yoga and survived.

Thank you to all the dedicated teachers, helpers and students. This sanctuary is a safe space in the Belle Harbor Yacht Club on the 3rd floor. A special shout out to Paulette Mancuso who has worked very hard to help create a beautiful yoga studio. There may be things in your life that you think can’t be done. DJ Kevie Kev’s annual Blue and White Birthday Bash kicked off this past Saturday, June 26, at local barbecue joint RBQ (97-20 Rockaway Beach Blvd.). Everyone was dressed up in their blue and white attire, ready to dance the night away. Kevie Kev has been hosting this party for the past 35 years bringing all walks of life from Rockaway together. It has been held at various venues throughout the decades and is always a hit. The party brings the crowd out and some locals have been attending this event yearly. “I know Kevie Kev for a long time and I come out every year," Rockaway resident, Kate Dot said. “He mingles with everyone and likes everyone to hang out and have a good time.” The back lot of the restaurant

was turned into party central with a DJ booth, dance floor and an outdoor bar. The party started at 6 p.m. with DJ Kevie Kev and DJ Mikey Blingz behind the turntables. This was the first time Kevie Kev’s party was hosted at RBQ and owner John Moroney was happy to have him. “The crowd is great, the people are wonderful, and everyone is having a great time,” Moroney said. Inside at the restaurant there was live music by local Breezy Point band The Pointers, a three-woman band that rocks covers from the Eagles to the Stray Cats. So there was ambiance all around keeping people’s ears happy and feet moving. An Operatic Soliloquy Each morning, my daughter and I have the same routine. At 6 a.m., she skips into the kitchen, turns on the light and throws something at me while I am sleeping (albeit trying to) on the couch. I then groan, “Soo-aaah,” hop up, squinting at the bright light, looking like something straight out The Walking Dead, stumble towards the fridge, and proceed to set out her breakfast—juice, fruit and if I’m in a

semi-conscious state—some crackers. I then stumble back towards the couch, plop down, smothering my face with a pillow. You think it ends there? Oh no, my 12-year-old alarm clock then proceeds to belt out every song in her repertoire at the top of her lungs—from George Michael, Bruno Mars, AC/DC, Jimmy Swaggart (thank my mum for that)—to her latest favorite, “Native New Yorker,” by the ‘70s

Foley to Host Free Football Camp

The Rock The Block Foundation didn’t stop with their Fun Day last month. They’re keeping the momentum going by offering a free football camp for kids, and NY Jets defensive tackle and Far Rockaway native Foley Fatukasi, is coming back for the action. On Saturday, July 10, from 9 a.m. to 1 p.m. there will be

a free football camp for students in grades six through 12 at the Beach Channel campus field (100-00 Beach Channel Drive). Note that she’s not singing the actual words of the songs, but for lack of a better term, “scatting.” She’s improvising sounds, saying/singing random words and phrases of ‘nonsensical' words. To the casual listener, it may sound nonsensical, because you may have to listen a while to get the gist of the tune she’s well, scatting. “Skap, dap, dee, doo, do, bop, boop, swee, wee, wap, wop, skee, bap…” I would gaze intently at her, wondering if this is what she was actually hearing, almost like listening to music under water. Maybe she hears the tune, but the actual words are garbled. However, I noted that after a recent procedure when she got her ears cleaned and ear tubes inserted, her scatting became more pronounced and louder! Her speech therapist speculated that perhaps she’s hearing a bit better, and folks drum roll please…she’ll begin to talk! My daughter is a bit of an anomaly. She knows that we are listening, but she’s more concerned with entertaining herself. Oh how I wish, I could do the same. Many times while ambling down the street, I’m performing an internal soliloquy. Now if I spoke out loud or belted out singing, folks would think I’m a few beers short of a six-pack, which might

The Rockaway Times be true of us all—just sayin’. I’ve been researching quite a bit about nonverbal autism and was astounded to find out there’s so little research being done. Not talking away from other individuals with their respective challenges on the autism spectrum, but not everyone as exemplified in popular culture is “The Good Doctor” or “Rain Man.” In my surfs on the internet, I came across the nonprofit organization, Milestones. Regarding interacting with individuals with nonverbal autism, it stated: “Being nonverbal does not mean higher impacted. Don’t presume a person’s intellectual capacity based on their being low-verbal or nonverbal.” Also, for those of you with loved ones over the age of 18, and looking to assist them in securing gainful employment, Milestones offers a bastion of support in the process. Moving On Up at World Champions Karate It’s thumbs up at the World Champions Karate Center. The first promotions in over 18 months were recently held at the World Champions Karate. June 26 and 28 saw both Pre-K and Beginners moving up in rank to yellow belt.

The workshop was led by Joyce Artis who is a former Far Rockaway resident and has been a part of RISE's volunteer group for the past six years. Thanks to a grant that RISE received through the New York City Department of Cultural Affairs’ Building Community Capacity Initiative, RISE has been commissioned to host a series of virtual art workshops for our community. The purpose for these workshops is to provide the community with a fun way to interact with one another virtually, while also teaching them how to create something special during these difficult times. The purpose of Joyce’s workshop is to encourage partici-

them. The workshop opened up with a brief introduction, and icebreakers to get everyone familiar with one another. Following the introductions Joyce went into detail about Haikus, what is the meaning behind them and how you can compose your own. After that, the group was encouraged to write down their own Haiku and share them with the rest of the group. This then led the group into a brief meditation to clear our minds before we began with the prompts. Joyce shared two different prompts with the group, the first was a song by Lee Ann Womack called “I Hope You Dance” and the second was a poem by Maya Angelou called “Human Family.” The group was then given 20 minutes after each prompt to reflect, gather their thoughts,

on your reaction from the prompt. While the group was working on their creative pieces Joyce had some soothing music playing in the background to help our thoughts flow onto the page. Once everyone finished writing each author was then encouraged to share their creative pieces. This started a really nice conversation between the group and allowed everyone to open up about their own personal experiences. Joyce did a wonderful job in creating a space where everyone felt comfortable sharing their thoughts with one another. After five implementations over the past three months Joyce’s workshop has conclud-

ed the RISE Virtual Workshop Series. RISE would like to send out a thank you to all of the participants for coming out and to our local artists for hosting and putting together these workshops for our community. Surfers Get Amped! Many were amped on Saturday as they got to try surfing for the first time with the help of some hard working volunteers and adaptive equipment provided by AmpSurf. On Saturday, June 26, AmpSurf kicked off its Learn to Surf season in Rockaway. AmpSurf provides people who might need some extra help learning to surf, such as amputees or those with special needs, the opportunity to do so. Participants, including athletes from the St. Camillus Special Olym-

pics program, and many volunteers gathered on Beach 67th Street for this special program. There were smiles abound as the participants took in the waves. This program will continue throughout the summer with dates on July 10, August 14 and August 28 on Beach 67th Street. It would not be possible without volunteers and without participants! Wrestle Talk WRESTLING CHARACTER DEVELOPMENT By Eric Jayden

There comes a moment in a potential young wrestler's life where he/she has to decide what type of character will I be? What type of character do I want to portray? A superhero or an evil villain? What would my character wear and how will my character act? These are all very important questions that go into the making of a wrestler's character which would eventually lead to that wrestler potentially getting booked. When a promotion, especially the wrestling booker, is looking for new talent, one of the main aspects they look for is the character of the wrestler. Can the promotion invest into the character, is the character entertaining, can the wrestler portray the character he has created? All very important and potentially career-changing questions and aspects of a

wrestler's future. A wrestler’s character can be an extension of his/her personal life and it should be something that they feel comfortable doing. The character should be able to talk to and relate to the viewing audience. If the wrestling character is believable, it should allow the wrestling fan to emerge themselves into the character

and suspend disbelief so they can live and enjoy every moment through that character. Whatever path a wrestler follows, he or she must always keep evolving the character because in the end it's the character that will determine his or her future in the wrestling business. The question of the week

comes from Rob F. in Breezy Point and he asked, "I've heard possible rumors of Becky Lynch returning back to the WWE… is this true?" Good question, Rob, and yes, I have heard rumors and rumblings of a possible return of Becky Lynch. The last time we saw a Becky, she was on Monday Night Raw telling the WWE Universe that she was pregnant. She has already given birth to her child and it was reported that she has been seen at the WWE Performance Center training. Now, as for the date when she will return full time, that is still undetermined, but I will be glad to see her again in a WWE ring and there are so many potential matches that we all want to see.
