Remembering Mrs. A
She lived to be 108. Frances Abbracciamento, a Breezy Point legend, died on Sunday, July 25. Though born in 1913, Mrs. A, as she was lovingly called, was far more than just a number. She was a wife to the late Sal Abbracciamento, a matriarch—a mother to four children, grandmother to nine grandchildren and a great grandmother to more than fifteen great grandchildren. Together the couple owned and operated several well-known restaurants, including the famous Abbracciamento on the Pier on Canarsie Pier in Brook-
lyn. They were also very active in their community before moving to Breezy Point in 1966. In May 2020, The Rockaway Times profiled Frances ahead of her 107th birthday, right after she had recovered from Covid-19. At the time, she said the secret to her longevity was her beloved family. “It’s because of the love of my kids, my family and the children who love me and I love back. I’m so blessed for everything God had given to me and I’m so thankful. I’ve had a wonderful life and I have no regrets of anything,” she said. A wake will be held for Frances on Thursday, July 29 from 2 p.m. to 8 p.m. at O’Connor Funeral Home in Rockaway Beach. A funeral Mass will be held at St. Thomas More in Breezy Point on Friday, July 30 at 11 a.m.
Family Fun Run Friday!
The Graybeards Family Run is back! There will be fun for the whole family this Friday, July 30. This annual fundraising run is a way to bring the community together and help support the Graybeards organization, which does so much for those in need in the community. On Friday, there will be running events for the whole family. The Kids Run begins at 6:30 p.m. with a two-block race for those seven and under, and a three-block race for those 8-10. The Special Olympics run will follow at 6:45 p.m. The one-mile run, open to all ages,
goes off at 7 p.m. And the 5K, open to all begins at 7 p.m. for walkers and 7:15 p.m. for runners. Fees are $25, or $15 for kids under 12. All participants receive an event t-shirt. There’s still a chance to join with in-person registration taking place on Thursday, July 29 from 6 p.m. to 8 p.m., or the day of, from 4 p.m. to 6 p.m. at St. Francis de Sales on Beach 129th Street. An awards ceremony for all winners, plus raffles and entertainment will follow the events at St. Francis de Sales. As the Graybeards say, “Come One, Come All!”

And then there were three. And there was one. That’s how it will happen this Friday, July 30 at Caracas on the boardwalk when The Rockaway Times Photo Contest concludes with a celebration. After receiving more than 1,300 entries, judges had the near-impossible task of whittling the number down to a Top 30 in the 2021 Rockaway Times Photo Contest. These fantastic photos were enlarged to poster-size and placed on the boardwalk railing ahead of Memorial Day for all the world to see and admire. At Friday’s celebration, starting at 5 p.m., Caracas is offering light hors d'oeuvres and happy hour discount pricing on delicious non-alcoholic drinks. All Top 30 entrants will be able to take their photos home. (If your photo is one of the Top 30 and you can’t make it on Friday, the photo will be available to be picked up at the Parks Department office at the Beach 86th Street concession). So, how’d this all unfold? After announcing the contest in March and receiving so many great photos, we asked judges consisting of Rockaway Times staff and folks from NYC Ferry, Jamaica Bay – Rockaway
Parks Conservancy (JBRPC), NYC Parks and civic leaders to choose their favorites. All photos were numbered (no names attached) before judges got a look. In a second round of judging, we conducted an online poll, and our Facebook followers selected their three favorites, and these were moved into our Top 10. Nine judges were then asked to select others to complete the Top 10 list. These photos were published in last week’s Rockaway Times. And now a winner must be picked. On Friday, the Top 10 will be on display and soon after opening remarks, we will announce The Top 3. Judges will then select from these three a Grand Prize winner who will receive a check for $500 and have their photo on Page 1 of The Rockaway Times. Runners-up will receive goodies courtesy of the JBRPC and a gift certificate to either Bungalow Bar or Whit’s End. Top 10 finishers also get a t-shirt with their photos. We at The Rockaway Times are so grateful our readers and supporters make this contest a great annual event. We can’t thank you enough!

National Night Out Is Tuesday
According to the official website, “National Night Out is an annual community-building campaign that promotes police-community partnerships and neighborhood camaraderie. National Night Out enhances the relationship between neighbors and law enforcement while bringing back a true sense of community. Furthermore, it provides a great opportunity to bring police and neighbors together
under positive circumstances.” This year, it’s being held on Tuesday, August 3, and both of Rockaway’s NYPD precincts are getting in on the fun. On Tuesday, from 4 p.m. to 8 p.m., the 101st Precinct will be holding their NNO at O’Donohue Park on Beach 17th Street. Their event will include a barbecue, games, a rock wall, music, resources and more for all ages. The 100th Precinct will be holding their event in the parking lot on Beach 94th/95th Street and Rockaway Beach Boulevard from 4 p.m. to 8 p.m. The event will include food, raffles, rides, games, a DJ and fun for all. Dig it! The Rockaway Times Sandcastle Contest is Sunday! The Rockaway Times Sandcastle Contest is back! After a hiatus last year due to Covid-19, the 5th Annual Rockaway Sandcastle Contest will be held this Sunday, August 1. On Sunday, head to Beach 117th Street for all the action. Registration will begin at 11:30 a.m. on the boardwalk. The contest begins promptly at 12:30 p.m. on the beach. Participants will have two hours (until 2:30 p.m.) to create whatever they want, whether it’s a sculpture or castle. As things start to wrap up, the judges will start to deliberate based on criteria such as creativity, composition and wow factor! They’ll have the tough job of picking the winners in the three age categories: 9 and Under, 10-17 and 18 and Over. Winners will be announced sometime after 3 p.m. The coveted sandcastle trophies and gift certificates will be given to
the first, second and third place winners (and maybe a runner up!) It is free to enter, and all participants will go home with something, as there will be giveaways during the contest. Latecomers are welcome, but registration will close at 1 p.m. It is recommended to bring your own sand tools, but there will be some buckets and small shovels
available for those who may not have them. Some juice boxes and waters will also be available to keep contestants hydrated. This contest is made possible with sponsorship by The Rockaway Times, the help of the NYC Parks Department and local businesses that have generously agreed to donate toward the prize pool. Among some of

A Happy Little Accident By Katie McFadden
They had the right train, but the wrong station. A couple walks into a house for a friend’s dinner party. Seeing some familiar faces, they shake hands and greet each other. All was well. Until a few minutes in, the couple learns—they were in the wrong house. But in one of those “only in Rockaway stories,” this mishap ended with some true Rockaway hospitality, lots of laughs, and some new friendships formed. On Sunday, July 25, local resident John Reinhardt and his wife, Patrice Gay-Reinhardt, were invited by Tara and Mike Endall for a pizza night. “We picked up some ice cream on the way, and since it’s so tough finding parking on the weekends, we parked close by in a friend’s driveway. I had never been to the Endall’s house, but I had dropped them off before, so I recognized it. It had the right house number. I saw Jen Mollaghan in the kitchen, who is the sister of Tara Endall, so I walked in with the ice cream in hand and began saying hello,” Reinhardt said. What they didn’t know at the time was that they weren’t at the Endall home, but rather home of Marty and Kerry Charles—a semi-attached house with almost an identical design and the same house number— but on the wrong block. The Charles family just happened to be having a dinner night with friends as well. “They’re looking at each other wondering, what the heck are they doing here, trying to figure out who invited us and didn’t tell them,” Reinhardt said. “But Marty says, “How about a beer?” “At first I knew something was wrong because he was shocked to see me,” Marty Charles said. “He probably thought, ‘How does Marty know Mike?’ But I knew John and he came in with a bunch of ice cream and I’m a fat guy. I said, ‘you can come here anytime.’” However, it was within a few minutes after greeting everyone that the Reinhardts started to realize something was amiss. Meanwhile, the Endalls were
beginning to wonder where their guests were. “We were waiting for about an hour and thought they were running late. But that’s typical, you know, Rockaway time, everybody is late, so we didn’t think much of it,” Tara Endall said. At the Charles house, a revelation was made. “I realized I didn’t see the hosts,” Reinhardt said. “Then I didn’t see pizza on the counter. I saw a full course pasta meal being prepared. I thought maybe they were out in the yard or something.” As he curiously wondered about his friends, Reinhardt asked, “Where is Tara and Mike?” Kerry Charles replied, “Oh, they live on the next block.” “Huh?” Reinhardt replied. Kerry Charles explained, “You have the right address—but the wrong block.” Hilarity ensued. “You can imagine the roaring of laughter in the room,” Reinhardt said. “It was so funny,” Patrice Gay-Reinhardt said. “It looked like we belonged there. They were having a family dinner and we walked right in with dessert. Meanwhile, Tara was wondering where we are.” After a good laugh, the Reinhardts snapped a group photo with the Charles family and their guests, including Tara’s sister, Jen. “I get a text from my sister of a picture of John and Patrice at Kerry and Marty’s house. My sister just happened to be there. Kerry is her best friend. I was very confused when I got it. I said, ‘what, did Kerry and Marty steal my friends?” They soon realized that their guests had gone to

the wrong house. Despite some minor embarrassment, the Reinhardts and Charles’ made the best of the situation. “John is such a nice guy, so we figured it was harmless,” Marty Charles said. “I sat down, relaxed, and we were watching sports and talking about the Olympics with the guys while Patrice was in the kitchen with the girls,” Reinhardt said. Charles added, “He had met my father-in-law, who is a colorful guy and used to own a business in Brooklyn where he lived, so they had a visit down memory lane. Marty Charles explained that he had known John Reinhardt from back in the day. “Last time I saw him, I used to have a house in the Hamptons, and he would come out there in the ‘80s. It had been a while since I regularly saw him but had heard he moved to Rockaway.” That rumor was confirmed when Reinhardt sat down in his living room. “It was as if we knew each other for a hundred years. We figured, let’s sit down and have a good time. We laughed so much and made the best of it. We’ll always remember this,” Reinhardt said. “In true Rockaway fashion, they were treated wonderfully by great hosts. There are hospitable people down here,” Tara Endall said. The Charles family even invited them to stick around. “I said, if you want to stay and eat, there’s always plenty of food,” Marty Charles said. But the Reinhardt’s eventually continued on to their initial destination of the Endall home. “We had to take their
ice cream out of the fridge and give it back to them, which as a fat guy, deeply hurt,” Charles said. There’s hope for Marty. “We might stop by and bring ice cream again,” Reinhardt said. Eventually the Reinhardts wound up at the right place. “They showed up at my house with the ice cream all melted. I said, ‘you could’ve left the ice cream at Kerry’s house.’ They said they didn’t want to come empty handed,” Mike Endall said. Despite the strange number of coincidences, from a similar looking house with the same house number, to Tara’s sister being at the home, which contributed to the honest mistake, Mike Endall said that this isn’t Reinhardt’s first time making such a mistake. “Recently, there was a communion party at the Knights of Columbus and John didn’t look close at the invitation, so he walked into the Yacht Club and walked up to the bar and had a drink and sat with the wrong people. They’re very fly by the seat of your pants people,” Mike Endall said. Luckily this innocent mishap had a good outcome. A new friendship was made. “Kerry says ‘we can’t wait to see our new besties’” Gay-Reinhardt said. John Reinhardt decided to share the story on social media, which garnered many comments from people laughing over the situation and sharing similar stories. “It just says a lot about Rockaway. There were comments from people who moved, saying that’s what they miss most about Rockaway. It’s good people and this great spirit of fun and life. It’s just this different environment,” Reinhardt said. All involved agree. “This is an awesome neighborhood. People are welcoming and it’s a great way to meet new friends,” Charles said. “This is one of those heartwarming, feel good stories that represents what Rockaway is. People who don’t know Rockaway don’t understand the culture here, but when they hear this, they get it,” Tara Endall said.

Assemblywoman Stacey Amato announced that her bill, A.7671/S.7026, has been signed into law by Governor Cuomo. This bill enables Mitchell-Lama co-op apartment shareholders to apply their existing equity toward a new apartment, whether they are upsizing or downsizing. When relocating to a smaller or larger apartment, former policy in certain co-ops did not allow shareholders to contribute their existing equity to a new unit. This law brings uniformed standards to the Mitchell-Lama program for dwellers who want to move into a new unit within their existing complex. Senator Brian Kavanagh sponsored the bill in the Senate. “I’ve lived in a Mitchell-Lama co-op for over 30 years, and I have witnessed firsthand the effects of outdated policy on shareholders. This is just the start of reforms that we need,” Amato said. “This bill ensures that sharehold-

ers are not kept in the dark about how much the downsizing or upsizing process costs. If you work hard, pay your maintenance, and build equity the right way, then you should be able to access your equity, and understand exactly how much it applies to your new unit. I would like to thank the Mitchell Lama advocates who have worked with me on this, the many residents of Dayton Towers and Dayton Beach Park who brought their concerns to my office, and Senator Kavanagh for successfully moving this bill through the Senate. Dear Editor: (Regarding High Tide item about New Park pizza) Nope. New Park Pizza, which serves a very fine slice, is not in Broad Channel. ‘New Park,' as it is locally known, is and has been for 65 years in Howard Beach, at the corner of Cross Bay Blvd. and 157th Ave. On Cross Bay, yes. In Broad Channel, no. Broad Channel has the longstanding (and very good) Tommy's Pizza. For a while we also had Rocco's Pizza, which was about one door away from Tommy's. I know. There was even a Broad Channel Mardi Gras parade float one year spoofing this. There were two boxers labeled 'Tommy's' and 'Rocco's.' Hmmm. Maybe this person is thinking of Tommy's? ***** A grand jury has indicted a man in the shooting death of 10-year old Justin Wallace. On Saturday, June 5, Jovan Young, 29, allegedly fired bullets through the door of the boy’s home on Beach 45th Street killing him and injuring the boy’s uncle. Young surrendered to the 101 Precinct and will be back in court on September 16. If convicted, Young faces 25 years to life. ***** There is a fairly new professional basketball league, called appropriately enough, The Basketball League. The Enid (Oklahoma) Outlaws just won the league’s first championship with a win over Syracuse Stallions. Rockaway’s own, Charlie Marquadt, who has starred in the St. Francis Summer Classic in recent years, was a key player for the Outlaws and scored better than 18 a game for the champs. ***** The mayor announced on Monday that New York will require city workers to be vaccinated by mid-September or face weekly testing.

Of course, Chuck, you can’t ride on the shore road in Fort Tilden because it hasn’t been fixed since Sandy, nine years ago! ***** We have some sad news to pass along. Frances Abbracciamento of Breezy Point died this week at the age of 108. We covered several of her milestone birthdays and noted just last year that she survived Covid at the age of 107! Rockaway Civic Association Celebrates Noreen Ellis By Katie McFadden
After more than 10 years of civic duty, Noreen Ellis, president of the Rockaway Civic Association and longtime community board member, is moving on to her next chapter. On Thursday, July 22, Rockaway Civic Association board members gathered at the Harbor Light to recognize Ellis’ service and give her a memorable sendoff before she leaves Rockaway. The members held a luncheon at the Harbor Light to present Ellis with a Civic Leadership award for her service as the Civic’s president since 2011. The plaque was presented by fellow board member Harold “Hal” Paez, who is the new steward for the group. The plaque read “with our greatest appreciation for ten years of community activism and leadership to the benefit of the Rockaway community as president of the Rockaway Civic Association 2011-2021.” In that time, Ellis has proven her success as a community leader.
Noreen Ellis moved to Rockaway from Brooklyn in 2003. Soon after, her family started to build a green home. She became more interested in the changing zoning issues across the city and wanted to become more involved. Her mother, who was an activist in Brooklyn, had instilled in her some lessons. “My mother taught me that it’s better to try and fail than to fail to try,” Ellis said. She started attending local civic meetings for what was once called the Rockaway Park Homeowners Association. “I joined in 2007. I remember because the meeting was at the Belle Harbor Yacht Club and with the previous administration, you couldn’t ask questions without being a member and I
had a question about zoning. I raised my hand and John Lenihan asked, ‘Are you a member?’ I said ‘No.’ He said, ‘you can’t.’ So I pulled out my money and became a member right there,” she said. The following year, Ellis became a board member and by 2009 she had become president. The group underwent some changes to be more inclusive of not just homeowners, but renters and businesses in the area, and in 2011, the Rockaway Civic Association officially came into being, with Ellis at the helm, overseeing community issues from Beach 98th to Beach 129th Street. She then toyed with the idea of joining Community Board 14 to become involved in issues relating to the entire peninsula. “The first year I applied, I withdrew my application. Having gone to meetings, I said, ‘Do I need this craziness in my life?’” she said. But her mother was on her mind. “My mother kept saying, ‘Don’t have an opinion if you’re not willing to put work into it.’ I realized that I can’t sit on the bleachers and say what you feel is wrong. I needed to be part of the solution.” In 2010, she officially joined the community board, and she hasn’t looked back. In her years of civic duty, Ellis has proven herself as an effective leader who has brought new ideas and improvements to the community. At the luncheon on Thursday, fellow board members discussed several of those accomplishments. As they reflected on the previous night’s showing of “Jaws”

on the beach, it exemplified just one of Ellis’ accomplishments. After seeing similar outdoor movie screenings across the city, Ellis brought the idea of Beach Flix to the board. Ellis applied for grants and was awarded a Parks grant to purchase the equipment and launch the first season of Beach Flix in 2011. With the sponsorship of local businesses to help cover the licensing for the films, the Rockaway Civic has been able to keep this program going for about 10 years. And it doesn’t just include their area. “We didn’t feel this was something we only wanted to do for our area. I think it brings people together,” Ellis said. Beach Flix was eventually extended all across the beach, with areas like Beach 17th, Beach 59th and Arverne also having movie nights. Ellis has also been a leader when it comes to community beautification projects. She’s been a big proponent of the painted murals along the bay wall. She also pushed to bring back the beach block gardens which were destroyed by Hurricane Sandy. Working with the Parks Department, Ellis was able to secure the spaces and fencing to create the gardens on each block, and then left it up to the residents of the block to design it. “We said, this is your canvas. You design it. And it really brought neighbors out who maybe had never met each other before. They all had a universal cause that they all loved,” she said. As he presented her with the
plaque, Paez recognized some of these accomplishments. “I’m thankful to be celebrating Noreen Ellis’ community activism. I’m amazed at how much she has done over the years from her advocacy for rezoning issues, the community board, murals along the bay, Beach Flix—all of these things that Noreen has introduced to the Rockaway Civic, so we’re celebrating that today,” he said. Ellis, who also works as an administrative officer for a mezzanine lending fund, will be leaving Rockaway to be closer to family. “I want to be closer to our grandchildren. Covid taught me that I don’t have to be physically in the office to work. I’m changing locations. I’m going to spend a year in Nevada with our son,” Ellis said. After that, the Ellis family plans to live in their home on an island in Georgia. In the meantime, she’ll be leaving another “child” behind. “This organization is like another child to me. It’s hard but a parent has to know when to let their child spread their wings. I think there’s change in the community and a lot of young people now, so this is the time when a lot of people can get involved and maybe get the bug like I did. I’m confident that it’s just going to flourish, and I’ll be a parent from afar,” she said. But Ellis says she won’t leave Rockaway behind. “I’m blessed to have so many great friends and such a great community here. I will be back, but not on a full-time basis. I’m glad that people like Hal and Bobby Zimmer and everyone here can continue doing what their hearts tell them to do.” Hal Paez, who is stepping into the role as steward of the group, has been there since the beginning with Ellis. He hopes to relaunch civic meetings after more than a year without them due to Covid and grow the membership. He also hopes to obtain official nonprofit status for the organization so that they can apply for discretionary funding to help support the Civic’s efforts, such as maintaining the medians along Rockaway Beach Boulevard.

Remembering Jerry Reen By Katie McFadden
“When someone is called a legend, it’s built upon stories,” Eileen Anderson, sister of the late Jerry Reen said. It’s almost impossible to pinpoint just who Jeremiah Reen was, but everyone who knew him has a Jerry story. And through those stories from his family and many, many friends, does one start to get an idea. Jerry Reen died on Tuesday, July 13, but those stories will carry on the memory of this “Rockaway Legend.” A man described as the “pied piper,” by his brother, Shaun Reen, and “a man who lived the life of 10 men,” as described by Anderson, is impossible to fit into a page. He lived many chapters in his 74 years. Jerry Reen was a Marine, a cop, a fireman, a savvy businessman and a father to his kids, Jeremiah and Julianna. He was an athlete who could pull off a spontaneous handstand but loved snowboarding and surfing most, even earning second place in a local Grandmasters tournament. He was a car fanatic who had everything from a Porsche to a Rolls Royce; a world traveler; a musician who played everything from bagpipes to guitar and piano. He was the life of the party—a man who would be first to dance or sing karaoke, and a man of many hats. In the 1950s, he looked like James Deen, in the ‘60s—Clint Eastwood, in the ‘70s—Robert Redford. And later in life, he channeled Richard Harris and was rarely seen without a beard. Some may have even seen him hanging around Rogers in a sea captain’s getup. Jerry Reen was many things, but one thing might’ve stood above all—he was fun. Born December 19, 1946, Jerry Reen was a Rockaway boy through and through. One of five children, a brother to the late Denis, Patrick, Eileen and Shaun, his siblings insist Jerry was always the favorite of his parents, Jeremiah and Sheila, despite his constant antics. “He never got in trouble,” Anderson said. Instead, others
would join in. “He had this huge upright piano, and my father was furious. He thought the house would sink under the weight of it. When Jerry moved out, I drove him down Shore Front with a rope tied to a stool and he was sitting on it, playing the piano on a dolly. The cops came along. They wound up giving us an escort. And it turned into a parade. We had kids marching behind us as he played,” Shaun Reen said, recalling one of the many “Jerry stories.” When St. Camillus Catholic Academy opened in 1951, Sheila was first in line to enroll her “favorite” son. Jerry Reen then went on to Far Rockaway High School. But he didn’t take his schooling further. He didn’t need to. “He wasn’t educated, but he was highly intelligent,” Shaun Reen said. Instead, Jerry went on to join the U.S. Marines, enlisting in 1966, under the buddy system with his good friend, John Hearn. They served for two years, and Jerry stayed in the reserves ‘til 1974. And that buddy system continued. Both Reen and Hearn went on to become NYPD officers together in February 1968. He wound up with a convenient post—the 100th Precinct. “Before he went to work, he’d put on his baggies and go surfing for a little bit. The sergeant would come up to him and couldn’t understand why he was wet all the time,” Shaun Reen said. Reen was detailed at Playland, which wasn’t as easy as it sounds. “They had this game where you had to

knock down milk bottles, but the guy had them nailed down. This one guy came from Boggiano’s and he got perturbed and he started throwing the balls at the guy. Jerry ran over and the guy started throwing the balls at him,” Shaun Reen said. But Jerry never got to go to that court date. By September 1968, he became a New York City firefighter. That, too, was short lived. After being injured on the job, Reen retired from the FDNY in 1974. But in that short time, he made an impact. Also on the fire department, Shaun says people would always bring up Jerry. He just had that effect, wherever he went. After he retired, Jerry went to Hawaii, where one of the brothers lived. And others followed. Shaun Reen said, “When I went to Hawaii for the first time, seven of my friends went with me, because Jerry was there. He was the pied piper”…literally. Jerry was a fantastic bagpiper, one of this many musical talents. In a social media post, a friend, Peter Cummings said Jerry “even led the St. Patrick’s Day Parade in Waikiki, Hawaii one year, down the main street of Kalaukaua Ave!” It was also the street where Jerry found ways to make a dime. The brothers would handmake puka shell necklaces, in a time-consuming process, and then sell them on the Avenue, although it wasn’t allowed. But Jerry did it anyway. And he got savvy. “Jerry decided he’d go right to the source, and he bought these necklaces already made and he would go into town and sell 20 to 30 of them. There was this restaurant called Pieces of 8, this expensive, highly regarded steakhouse, but we went to Buzz’s because we realized they shared the same kitchen. It was the same food, but cheaper. Jerry would line up three or four necklaces on the table and would sell them and pay for dinner,” Shaun Reen said. Everywhere Jerry went, it seemed he made friends. When he came back from Hawaii, Jerry bartended some of
Rockaway’s most popular bars, from Fitzgeralds to Boggianos and for about 30 years, The Irish Circle. “He must’ve met every person in Rockaway,” Anderson said. And when he wasn’t bartending, he was entertaining, usually singing a Rolling Stones tune, imitating Mick Jagger, who Jerry made an impact on. “They had this big concert at Madison Square Garden with Stevie Wonder and Jerry knocked on the door of the service entrance and there he was in his fire uniform with a briefcase, and said he was doing an inspection. They couldn’t say no. So he goes in to see Stevie Wonder and he turned a corner and ran into Mick Jagger. They got into a conversation,” Shaun Reen said. “Jerry was very charismatic. If you met him, you remembered that you met him,” Anderson said. Mick remembered. “Jerry was in Shannon Airport in Ireland, sitting on his luggage, playing guitar and Mick Jagger walks by and says, ‘sounds good!’ Jerry says, ‘good to see you again, Mick. Concert at Madison Square Garden. Remember, the fireman?’ Mick said, ‘you’re the fireman?’ Whether Mick Jagger or the friend of a friend, Jerry Reen made an impression everywhere he went. And everyone who met him, loved him. “It has been said to me, that if you didn’t like Jerry, there was something wrong with you,” Anderson said. “I never met anybody that didn’t like Jerry Reen.” All who knew him are welcome to remember Jerry Reen with a celebration of his life on Friday, August 6 at 11 a.m. with a Mass at St. Rose of Lima Church (130 Beach 84th Street).

In the 100+ years since it started, only World War II and the Covid pandemic have slowed down Broad Channel’s summerlong fun and fundraising celebration of Mardi Gras. Started in the early 1900s to pay for construction of the island community’s new volunteer firehouse, Mardi Gras has benefitted a long list of BC non-profit organizations since. It’s now ready to roll once again. For several decades, hosting Mardi Gras has alternated between the Broad Channel Volunteer Fire Department and the Broad Channel Athletic Club. “It started as a way to raise money for our volunteer organizations and to celebrate the end of summer in a town that was still only a seasonal residence to many,” said Helen Arena of the BCAC, which is hosting this year. “Mardi Gras has become a part of the fabric of Broad Channel life. It has evolved into an essential part of the culture of our town.” She explains part of the fun is residents can create fundraisers and run for various titles to see who can raise the most money “to keep our organizations going all year!” Usually adult committees run out of “our local bars or clubs

Schumer and Local Pols: Fund NYCHA Now
On Friday, July 23 U.S. Senator Charles Schumer, Assembly Member Khaleel M. Anderson, Congressman Gregory Meeks, and local elected officials toured NYCHA Oceanside Houses (339 Beach 54 Street, Arverne) to highlight critically needed investments in public housing. They visited residents who spoke about the dire conditions they are faced with. Schumer and Anderson pointed to the unacceptable conditions seen on the tour as stark evidence of the desperate need for action. The electeds are pushing for an $80-plus billion dollar investment in federal public housing funds via the just-proposed American Jobs Plan. Schumer and Anderson said, after decades of disinvestment, bad management and federal neglect, NYCHA and all its residents face a now-or-never moment to secure critically-needed investments via the American Jobs Plan. They said the administration’s plan calls for $40 billion dollars for the whole nation—but that number is just not enough given the mammoth needs of public housing properties across the country, particularly here in New York. Schumer and Anderson said they are going to fight to “double down” on that proposal to ensure that it is at least $80 billion dollars. Schumer said, “For far too
long, our public housing infrastructure needs have been left unaddressed, left to get worse, and have brought serious harm to hundreds of thousands of New Yorkers. Lead in the bodies of our children. Toxic mold in the lungs of our friends and neighbors. Leaky roofs. Dilapidated playgrounds. Non-working elevators. Unsafe environments. Polluting and expensive boilers and heating systems. The maddening list goes on and on.” “The time is now to invest in NYCHA,” Anderson said. “Research shows that NYCHA has seen a steady decline in capital funding at all levels of government since the 1990s. As a result, NYCHA residents often experience hazardous living conditions such as dangerous lead levels in paint, faulty elevators, rodents, inadequate heating, mold, mildew, and overcrowding. Because of this historical neglect, my constituents in Far Rockaway and tenants across New York City face threats to their quality of life, health, well-being, and safety.” Schumer and Anderson said the American Job Plan, calls for ‘reimagining and rebuilding’ a new economy. Included in the plan, was a $40 billion dollar investment in public housing capital needs. The American Jobs Plan called on Congress to invest $40 billion to improve the in-
frastructure of the public housing system in America. The funding “will address critical life-safety concerns, mitigate imminent hazards to residents, and undertake energy efficiency measures which will significantly reduce ongoing operating expenses. The improvements will disproportionately benefit women, people of color, and people with disabilities.” Schumer and Anderson, today, applauded the push and said $40 billion is ‘not chump change,’ but the lawmakers made the case to at least double the investment, using NYCHA as backdrop to make the case. There are four categories of these work orders, according to the city, each with their own delays due, in part, to a lack of funds. Corrective Maintenance Work Orders – all resident service requests result in ‘Corrective Maintenance Work Orders’ and they can also be created by NYCHA staff and private
contractors who manage some NYCHA developments. They constitute the vast majority of NYCHA Work Orders. Inspection Work Orders – created to prompt inspections of various types including apartments, boilers, elevators, fire extinguishers, and window guards. \ Preventive Maintenance Work Orders – created for routine maintenance issues such as elevators and heating equipment. Violation Work Orders – created in connection with summonses and violation notices issued by various government entities such as the Fire Department (FDNY), the Department of Buildings (DOB), and the Department of Health and Mental Hygiene (DOHMH). Raccoon Times: Rockaway’s Nightlife BLAC RABBIT HAS ROCKAWAY ‘COME TOGETHER’ AT THE WHARF By Nicole Taylor-Lang
If you're a fan of The Beatles, then you will want to hear local band Blac Rabbit perform; their voices and instrumentals mirror those of the well-known English rock band from the ‘60s. Blac Rabbit is a psychedelic rock band that released their own self-titled EP back in 2017 and are known for covering songs by The Beatles. They also cover a variety of other bands like Nirvana and Smash Mouth. Blac Rabbit has become somewhat well-known
themselves after a video of them busking in the subway got them to the Ellen Show in 2018, so it’s no surprise they draw a big crowd wherever they’re playing. This past Saturday, July 24, Blac Rabbit performed at The Wharf (416 Beach 116th St.) Twin brothers, Amiri and Rahiem Taylor brough their magical voices to the deck on a perfect summer night. And their voices aren’t their only instrument. Amiri was also on guitar while Rahiem strummed the bass, and drums were played by Patrick Jones. The three of them had everyone up and on their feet all night. This was the band’s first time playing at The Wharf and they really enjoyed their time. “I really like the vibe here a lot, it’s really nice,” Amiri Taylor said. “We are hoping to play here again before the summer is over.” When I arrived I took in the beautiful water view. The Wharf overlooks Jamaica Bay
The band took a quick break, giving guests a chance to grab another round. The bartenders were hustling behind the bar, whipping out drinks for all the patrons as the crowd mingled. “Blac Rabbit brought an awesome crowd, and we have a nice full bar,” bartender Samantha Suarez said. When Blac Rabbit hit the stage again, everyone came together. Close to the end of their set they played “Hey Jude” and the whole bar was singing to the top of their lungs, “Na na na nananana, nannana, hey Jude…” It was a nice seeing everyone sing together in unison. When they were finishing up, the crowd screamed for an encore and then another one. Blac Rabbit ended with “Smells like Teen Spirit” by Nirvana and had everyone on the floor jumping and stomping their feet. It was a great way to end the night. “This was actually one of my favorite shows we’ve played. The crowd was high energy, we were high energy and everything just felt right,” drummer Patrick Jones said. Blac Rabbit will be performand you can see the New York without it. PYRRHIC VICTORY Sometimes I take no pleasure in being proven correct, and sometimes I really don’t mind! A few months back, I was interviewed by a seller regarding the potential sale of his property. Sometimes it’s hard to evaluate market value, but in this case it was easy. I knew the house and the block well. I told him within a range of 50k what the property was worth. The Health Insurance Portability and Accountability Act, commonly known as HIPAA, turns 25 this year. Signed into law by President Clinton on August 21, 1996, it was heralded as the United States’ first, and sorely needed, major national health privacy statute. It came into existence at a time when federal statutes regulated access to federal government files, telephone records, school transcripts, and even video-rental histories, but the healthcare industry lacked uniform federal privacy and security standards for protecting individual health information. Since its inception, HIPAA has been modified a number of times to keep pace with technology. For instance, in 1996, electronic medical records (EMR) were in existence but were rarely used and smartphones and telemedicine did not exist. On December 28, 2000, the Department of Health and Human Services (HHS) delivered Standards for Privacy of Individually
HIPAA Turns 25 Identifiable Health Information, commonly known as the Privacy Rule. This improved the protection of informational privacy in clinical and research settings, mandating measures that are mostly invisible to patients and consumers. Under the Privacy Rule, covered entities – health plans, healthcare clearinghouses, and most health care providers – must protect patients’ identifiable health information from misuse and must limit sharing. With exceptions for emergencies and disasters, covered entities must obtain written permission, in plain language, under a valid HIPAA authorization before using or disclosing identifiable health information for treatment, payment, health care operations, or commercial purposes. The Privacy Act did not go into full effect until 2004, and parts of it had compliance dates as far out as 2006. But the Privacy Act has spawned massive changes in health industry practices and prompted a myriad of lawsuits, litigating, among other issues,
HIPAA’s constitutionality, the extent of preemption of state laws, allowed damages, exceptions to patient-consent rules, malpractice defense attorneys’ permission to speak directly to treating physicians (“ex parte communication”), and patients’ rights to personally sue covered entities (“private rights of action”). But, as mentioned above, HIPAA was not destined to be a “one and done” law. Given innovations in medical informatics, it’s not surprising that its requirements have been supplemented and amended several times. In 2008, President Bush signed the Genetic Information Nondiscrimination Act, or GINA, amending HIPAA to restrict health insurers’ and employers’ use of an individual’s genetic data. In 2009, President Obama signed the Health Information Technology for Economic and Clinical Health (HITECH) Act, promoting the use of electronic health records (EHR) and other information technology while strengthening HIPAA and GINA.
As opposed to the time of its creation, vehement objection to HIPAA is rare today. Most HIPAA violations involve unauthorized disclosures, inadequate record disposal, poor training, dishonesty, hacking, data breaches, or identity theft. The HHS Office for Civil Rights (OCR) is responsible for enforcing the Privacy Rule. HHS receives and investigates complaints, dictates remedial measures, and imposes civil penalties on the public’s behalf. OCR has investigated national pharmacy chains, major medical centers, group health plans, hospital chains, and small provider offices. On HIPAA’s 10th birthday, attorney Daniel Solove noted that HIPAA had not bankrupted health care, shut down research, or paralyzed the industry, as critics had feared. Instead, it “paved the way to real benefits for consumers through greater access to quality care”, and today, at 25, HIPAA is further along in paving that same important road. Food on the table, house with a backyard, a porch, etc. is a luxury that so many people do not have. Acknowledging and feeling compassion for those who do not have the little things. Perhaps sending them loving kindness and praying for their happiness. Our world needs kind-heartedness. Placing someone or a group of people in your mind and sending them your heartfelt thoughts will raise the vibration of positive energy. So, when you feel stuck or unhappy, try to go outside and take in the beautiful scenery. Focus on the good and let go of the bad feelings. Trust the universe. U.S. Park Police Arrest Lewd Man in Fort Tilden By Katie McFadden
During the early evening of Thursday, July 22, a man was arrested for public nudity in Fort Tilden. However, a witness says he was also allegedly exhibiting lewd behaviors in front of young women in the public beach area. The incident was brought to the attention of The Rockaway Times by a local resident in the hopes of bringing awareness to others. The source said they were riding along the short Shore Road path in Fort Tilden when they saw the naked man, and two women riding toward him from the other direction. “He sees them, and he starts playing with himself,” the source said. Shortly after, the witness discreetly took pictures of the man to show to police. “I go past him. He didn’t even blink an eye. He was so comfortable doing this,” the witness said. They then noticed young girls walking on the beach and
the naked man began to walk toward the beach. It was at this moment the witness called the United States Park Police. “They came immediately, and I said he’s right there, you’ll probably catch him coming up. He was walking up to the path, and they caught him red handed. They took my pictures and locked him up,” the witness said. “This guy acted as if nothing happened. Next time he might grab one of our kids.” The witness expressed concern that the National Park Service isn’t doing enough to curb such behavior. “I’ve been shining light on this and they’re turning a blind eye to this. It happens at Bay 1 all the time,” they said. “NPS is really dropping the ball with taking care of the quality-of-life issues.” Concerned and wanting to warn others, the witness shared this story and photos with The Rockaway Times (RT). The RT reached out to the Na-
tional Park Service to find out if the man was charged, if he was released and if they are doing anything to protect beachgoers in the area. A spokesperson for NPS responded, simply saying, “An individual, male, was arrested on Thursday, July 22, around 5:15 p.m. at Fort Tilden for public nudity. The incident happened near the Shore Road
path. Community members are encouraged to contact the US Park Police (718-354-4700) if they see anything suspicious or have information about other illegal activities.” It is not clear if the man was immediately released. In responses online, some said they have seen the man in public areas such as Beach 116th and Beach 129th Street.

Wrestle Talk SURPRISE SIGNING AND MORE! By Eric Jayden
So, a lot has gone down in the world of professional wrestling this past week. It appears that former WWE Superstar Daniel Bryan has signed with All Elite Wrestling (AEW), and this has fans going crazy in anticipation of seeing Daniel Bryan again on National TV. So far it has been reported he was in intense negotiations with AEW for several weeks and it was also noted that Daniel Bryan was only looking to sign with a company that would allow him to compete in New Japan Pro Wrestling. So, it appears that AEW will allow him to compete in both promotions. Now, it is also reported that Daniel Bryan may make his debut at the AEW Show in Queens on September 22. But the news doesn't stop there! It has also been reported that Former WWE Super-
star CM Punk is in negotiations with All Elite Wrestling (AEW) and apparently, they are very close to signing the former superstar. Now, if this is true, the wrestling world is in for a huge treat as the two top former Superstars of the WWE will be competing again together for the same promotion. It also has started many rumors like if CM Punk is signed, will he make his debut at the same time as Daniel Bryan in Queens? We will keep you posted. This news makes me absolutely happy as I am a big fan of both wrestlers especially CM Punk and look forward to seeing them perform again. The Question of the Week comes from Alex R. in Rockaway Beach and he asked, "What are your thoughts about The Late Great Bruiser Brody?"
Alex, I am a huge Bruiser Brody Fan! Always admired how he would have the fans on the edge of their seats with everything he did inside and outside the ring. He is a definite legend of the pro wrestling business! His unfortunate passing has been a subject of many documentaries, but he will forever be one of the Greats and will never be forgotten.
