way’s history books, especially as the officially dubbed, “Calypso King of the World,” The Mighty Sparrow, is the headline performer, crooning his sweet calypso tunes. All are welcome to check out this colorful fiesta. Even Rockaway’s

Mermaid Brigade, who host September’s Poseidon’s Parade, will also be joining in the festivities with their own section in the parade. It’s not too late to purchase your feather-adorned costume (for both men and women),

designed by Paul Singh, a premier Carnival costume designer, hailing from Trinidad, who shares his artistry at carnivals worldwide from Trinidad to Canada to Miami and everywhere in between. ***** We think it’s been both a farce and an outrage about how the Rockaway Courthouse has been allowed to sit there and further crumble since the City awarded the Harmony Group development rights for $50,000 in 2013. But maybe it’s a tragedy, too. The building looks like a casualty of the long delay and our guess is that it will have to be torn down. ***** Speaking of the courthouse, the EDC objected to the fact that we quoted people who no longer work at EDC. The most surprising thing about the move is the speed at which the City sent out its cease and desist letter to the company and then a issued press release saying they’re interested in the new technology offered by the company, Spin, but permits and approvals are necessary. On the face that sounds reasonable. But we wonder about how the City will drag its feet behind the scenes. They’ve got to protect the monopoly called CitiBike, after all.

Rockaway Gets Eclipsed By Katie McFadden

There’s going to be a blackout on Monday. No, you won’t lose your WiFi or air conditioning, but you’re going to want to take a break outside anyway and look up (with the proper eyewear). Much of the United States will be treated with the rare celestial event of a total solar eclipse, and you’re not going to want to miss it. On Monday, August 21, people in just 10 states will be lucky enough to catch the true total solar eclipse, but the view from New York will still be worth the peak. As the moon passes between the Earth and the sun, the view of the sun will be blocked, causing the eclipse. From the viewpoint on the peninsula, only about 71 percent of the sun will be covered at the peak of the eclipse. Starting at 1:23

p.m., New Yorkers will begin to see the eclipse and it will reach its peak at 2:44 p.m. and last for about two minutes before the moon slides away from the sun’s surface. By 4 p.m., the sun will be in full view. It’s a sight not to be missed. The last total solar eclipse to be seen from the United States was back in February 1979, with a few northwestern states getting to see it in totality. The last total solar eclipse to be seen in New York City was in January 1925. The next chance New Yorkers will get to see a total solar eclipse will be April 8, 2024. While it’s something you don’t want to miss, you also don’t want to be missing proper eye protection. Do not attempt to look directly at the sun during any phase of the eclipse, as this can cause severe damage to your eyes. Not even your regular sunglasses

will be good enough to catch this phenomenon. The only safe way to look at the partially eclipsed sun is through special solar filters, like on eclipse glasses or hand-held solar viewers that are compliant with the ISO 12312-2 international safety standard. It’s too late to buy a pair on Amazon, but if you don’t have a pair, there will be some local places hosting viewing parties, which will have glasses on hand. If your idea of a solar eclipse party includes watching with a beverage in hand, head to the Bungalow Bar (377 Beach 92nd Street) on Monday, between 12 p.m. and 4 p.m. for their Solar Eclipse Party. DJ Teddy will be spinning tunes and special cocktails will be on the menu. Eclipse glasses will be provided to all guests. If you’re more of the adventurous type, the Jamaica Bay Wildlife Refuge near Broad Channel is hosting a Solar Eclipse Hike on Monday, from 2 p.m. to 3:30 p.m. Join a park ranger on a hike around West Pond Trail while viewing the eclipse and collecting data for citizen science projects. Wear comfortable shoes and bring water and bug spray. Eclipse glasses will be provided. Call 718-318-4340 to reserve a spot. For those who want to brush up on their eclipse knowledge before viewing, there’s no better place than the library. Queens Library

is celebrating the event all across the borough, but the Seaside Branch at 116-15 Rockaway Beach Boulevard is where locals will want to go. The local library is hosting a viewing event from 2 p.m. to 3 p.m. Guests can learn about the eclipse and play some trivia before heading to the boardwalk to watch the eclipse. Special glasses will be provided to all participants. With such an exciting and rare event occurring, some locals are throwing their own eclipse parties. As a science teacher, Jennifer Porcheddu of Broad Channel has been eagerly awaiting the arrival of the eclipse while sharing her excitement with her students and friends. She’s invited family and friends to come enjoy the eclipse at her home. “It's very exciting because even though we are not in the path of totality this is going to be a very distinct solar eclipse. The lunar eclipse that occurred in September of 2015 was very exciting as well. So many people in Rockaway from every diverse background came out to the boardwalk and onto the beach to watch together. So I feel to experience this eclipse, well, you should experience it with others. I happen to rent a very beautiful home with a lot of open space on Jamaica Bay, so why not have people come over and enjoy it?”

NYSERDA’s Offshore Wind Presentation Spins Residents' Concerns By Kami-Leigh Agard

How will offshore wind farms proposed for Rockaway’s neighboring Atlantic waters — Reduce energy costs? — Generate jobs specifically for locals? — Impact marine life? These are just a few of the questions posed by attendees at New York State Energy Research and Development Authority’s (NYSERDA) Offshore Wind presentation and Q&A at Queens Public Library-Peninsula this past Monday, August 14. The room was packed with standing-room only as both locals, surrounding NYC residents and political and civic leaders, including Senator Joseph Addabbo, feverishly awaited to hear and ask questions about the planning process, and the impact the proposed 80,000-acre wind farm site off Rockaway will have on the community. The community outreach ef-

forts of NYSERDA, the state agency leading the effort to develop offshore wind, coincide with Gov. Andrew Cuomo’s goal to pursue options like offshore wind to produce 50 percent of the state’s electricity needs from renewable energy sources by 2030. Cuomo announced in his 2017 State of the State address that New York aims to develop up to 2.4 gigawatts of offshore wind in 13 years off the Atlantic coast — enough to power 1.25 million homes. NYSERDA representatives Doreen Harris and Greg Matzat

presented information about their Offshore Wind Master Plan, which is expected to be completed and released by the end of the year. As part of the plan, the state agency is conducting more than 20 studies in a 16,740-square-mile area of the Atlantic Ocean. Only two percent of the study area, though, would be needed to meet the state’s goal of 2.4 gigawatts by 2030. The first offshore wind lease for New York, a nearly 80,000acre site off of Rockaway went to Norway-based Statoil last December. According to Matzat, an ocean engineer and senior advisor with NYSERDA, to meet the state’s goal of 2.4 gigawatts by 2030, that would require 240 to 300 turbines, spaced one mile apart with electric cables buried six feet below the ocean floor. These turbines will also include other infrastructure to

provide power for cell phone towers and internet service. When asked by one attendee if the turbines will be visible from the shorefront, Matzat answered, “No, they will be strategically placed far offshore and will not be noticeable from the shoreline. NYSERDA is undertaking a visual impact study to make sure this is achieved. NYS will set development guidelines, including a minimum distance from shore that must be met by developers." Community Board 14 Chairwoman Dolores Orr asked, “If the Master Plan is approved, when will the wind farms be built and will locals be given first priority for jobs?” Harris, program manager, Large Scale Renewables at NYSERDA, responded, “The timeline is that it would take three to six projects for the Plan to be Continued on page 9

If approved, projects will not start until the mid 2020s, so it’s hard to project when exactly jobs will be available. However, offshore wind is predicted to support 160,000 U.S. jobs over the next 30 years. Through the Master Plan, we are determining the current workforce and infrastructure capabilities available in NYS. NYSERDA will consider solutions to bring the most jobs and investment.” Local Assembly District Leader Lew Simon asked, “Will we see an actual significant decrease in our electric bills? And Is NYSERDA looking at sand replenishment for the area, and will there be a noise impact from the turbines?” Harris answered, “You will definitely see a reduction in energy costs, but it’s diffi-

And lastly, the wind turbines will be situated so far off from the shoreline, that there will absolutely be no noise impact.” Dan Mundy, Jr. of the Jamaica Bay Ecowatchers, a local nonprofit organization dedicated to the preservation, protection, enhancement and restoration of the fragile ecosystem of Jamaica Bay, inquired, “How will the wind farms affect commercial fishermen, marine life and the overall ocean’s habitat, especially with digging six feet below the ocean to install the cables.” Matzat replied, “The state and federal government do not anticipate imposing any restrictions on fishing among or around the wind turbines. We are committed to working with commercial and recreational fishers to understand

the areas important for fishing and identify strategies for turbine configurations and spacing to allow for fishing access. Regarding the impact on marine life, including birds, fish and whales and other sea life, the state is conducting studies to ensure that offshore wind is responsibly developed and will mitigate and minimize any environmental impacts. Any impact on marine habitats from installing wind turbines will be largely limited and temporary. For example, potential sediment disturbance and changes in currents will be assessed during site-specific analysis to mitigate effects. In fact, once installed, offshore wind turbines have been shown to benefit certain species of marine wildlife by creating artificial reefs that serve as active gathering points for certain fish and other marine inhabitants.” One attendee questioned how the wind turbine blades will be maintained and the overall lifespan of the turbines.

Page 9 Harris explained, “We will have crews that will be regularly deployed to maintain the blades. The turbines will have an average of a 25-year lifespan. The federal government requires that developers submit a decommissioning plan as well as post a bond to cover the cost of decommissioning activities.” As the Q&A period was winding down, attendees were abuzz with more questions and concerns. Matzat concluded the presentation by saying, “So far, wind farms planned off the coast of Rockaway are in their early planning stages. To date, the U.S. Department of the Interior’s Bureau of Ocean Energy Management (BOEM) has leased six areas for offshore wind between New Jersey and Massachusetts. Ulrich Pedals Forward Despite DOT's Brake on Spin’s Bike Sharing By Kami-Leigh Agard

Just when dockless bike share company, Spin, was gearing up to hold a pop-up demonstration to showcase their GPS-enabled, self-locking smart bikes in Rockaway at a press conference hosted by City Councilman Eric Ulrich, the Department of Transportation (DOT) put a stick in the spokes by sending a ceaseand-desist letter to the company this past Friday. "Please be advised that you do not have the authorization or permission, pursuant to a concession, franchise, permit, contract or otherwise, required for such operations," Michelle Craven, senior executive director of Cityscape & Franchises at the DOT, wrote to Derrick Ko, Spin's co-founder and CEO. "So when Spin approached us, we thought why not give this company an opportunity to demonstrate what they can do, not only to alleviate Rockaway’s transportation issues, but also generate commerce for local businesses. “Bringing Spin to Rockaway is a no-brainer. It will not cost tax payers a dime, so why the resistance?” Unlike Citi Bike bicycles, which are locked into stations

in set locations around the city, Spin’s fleet of solar-powered, GPS-equipped, orange-color dockless bikes can be locked and rented out by their users by scanning a barcode with a smartphone and left anywhere. At $1 per 30 minutes, Spin bicycles are less expensive to rent on a short-term basis than Citi Bikes, which cost $12 per day for non-members, with a hefty $4 charge for every 15 minutes if the Citi Bike is not docked within 30 minutes. However, Citi Bike memberships cost less, at $14.95 per month (or $163 per year if paid upfront) for unlimited 45-minute rides, while Spin charges $29 per month for unlimited 30-minute rides. There’s no place to park in Rockaway, and we’re losing lanes of traffic. I couldn’t be more thrilled that Spin is using our community as their testing ground. Their proposed offering of 150 bikes is not going to be near the demand we are going to see, at least during the summer months.” However, there were some dissenters bemoaning the local throughways already congested with bikes. Rockaway Beach resident, Sharon Ray, said, “Can you imagine the congestion with all these bikes in the bike lanes? On the weekends, you aren’t allowed to ride on the board-

walk, so where are these 150 bike riders going to be? In the already-packed bike lanes that cause havoc for both drivers and pedestrians?” Another woman in attendance also questioned how adding 150 more bike riders is going to help with congestion and safety. “We already have unyielding bike riders colliding with pedestrians on the boardwalk and in the street. This is not about the City and DOT’s prevention of bike sharing in Rockaway. Our elected officials need to shift their political battles to the side, and instead focus on the needs and safety of their constituents,” she said. Assemblywoman Pheffer Amato, also a transportation advocate, welcomed Spin to Rockaway. “Our community has transportation challenges, not to mention parking challenges. The red carpet should be laid out for bike-sharing companies like Spin. I am disappointed that the administration is trying to impede businesses like this from coming here,” Pheffer Amato said.

DOT Spokesperson Scott Gastel, said despite the cease and desist, the City may be willing to work with Spin’s technology. “We’re interested in what the newest generation of bike sharing technology can do to help us expand access to more neighborhoods and more boroughs. But this can’t be the Wild West, with ad hoc installations that haven’t received City approval and that don’t fully consider the future of bike sharing in New York. The public has an interest in a fully-integrated and expanding public bike sharing program that embraces the latest technology. We are currently exploring the next phase of expansion, and are considering this new technology’s potential to enhance those plans.” Spin representative, James Moore, is also hoping to move forward with the DOT. “We really look forward to working with DOT. They are charged with administering the most complex transportation system in the biggest and best city in the U.S. We’re always going to comply with DOT, and

Page 11 work with them. So we hope to have a meeting and do a pilot with them. Rockaway’s beautiful beach community is the perfect area to showcase the benefits of dockless bike sharing,” Moore said. Moore also said that the company plans to work with local businesses to help drive commerce to the community. “We plan to work with Paul’s Bicycle Shop to do repairs and repositioning of the bikes, and to drive Spin riders towards other local establishments,” Moore said. State Senator Joseph Addabbo said, "I am hopeful that the Mayor's Administration, along with DOT, can come to a professional agreement with Spin, in order to allow people to benefit from a credible service provider and enjoy the accommodation of having accessibility to bicycle rentals." Ulrich Asks Hotels Housing Homeless to Be Transparent Councilman Eric Ulrich is calling on hotels to be more transparent about the homeless. Following reports of hotels like LaQuinta Inn and the old Playland Motel and others across Queens housing homeless, Ulrich is urging hotels to be open about it. On Wednesday, August 9, Ulrich introduced a bill that would require hotel owners to inform patrons if they house the homeless. The proposed legislation, Intro 1682-2017, would also require hotels contracted with the City's Dept. of Homeless Services (DHS) to post a sign that is visible and readily accessible to customers. "The public has a right to know whether or not that hotel or that motel is also being used as a temporary homeless shelter," Councilman Ulrich said. "There needs to be more transparency within the De-

partment, which should provide accurate information to our communities, and to the more than 60 million people who visit the city each year." The legislation would take effect 90 days after its enactment into law, provided that the commissioner shall promulgate any rules necessary for implementing and carrying out the provisions of this local law prior to such effective date. "This is not an attack on the homeless. It is going to be a big stick in the eye to the Mayor, who has absolutely failed abysmally when it comes to addressing the homelessness crisis that we have in this city," Ulrich said. "Housing the City's homeless in hotels is a waste of taxpayer dollars and does nothing to help these vulnerable individuals get back on their feet."

Mosquitoes Menace Arverne Residents

Ever seen the 1963 Alfred Hitchcock horror-thriller cult movie, The Birds, where birds suddenly start attacking people, who literally quarantine themselves indoors and are in fear of their lives? Well for these Arverne residents, the scenario feels the same. However, instead of birds, it’s the bloodthirsty mosquitoes. At first glance, this beautiful cul de sac on Beach 72nd

Street and Hillmeyer Avenue, is breathtaking, with the scenic bay just steps away and the Brant Point Wildlife Sanctuary across the street, which locals refer to as “the swamp.” However, be warned, the minute you step out of your car, be prepared to be attacked by a swarm of mosquitoes. Local resident and homeowner, Carmen Peña-Peralta, reached out to The Rockaway Times and local officials for help. “Children aren’t able to play

outside,” Peña-Peralta said. “We can’t enjoy summer days in our backyards. Homeowners aren’t able to keep their tenants due to the mosquito infestation. When I am outside, we have to wear long sleeve shirts and pants. When getting out of the car after shopping or running errands, we literally make a mad dash from the car to the house. It’s crazy! My family has been living with this for over 17 years!” Another homeowner in the area, Alex Martinez, said, “The ‘swamp’ across the street with shoulder-high weeds is a breeding ground for the mosquitoes. Not to mention, the sink holes everywhere. Our road conditions are horrendous with huge potholes that fill with water after high tides or heavy rains that host additional breeding ground for the mosquitoes. “When asked if the area gets

sprayed by the Department of Health and Mental Hygiene (DHMH), Martinez responded, “Yes. They spray, but that does not efficiently eradicate the mosquitoes. These bugs spawn eggs that hatch, and a few days later we are infested again. They should spray once a month, and we desperately need those weeds in the ‘swamp’ cut down, and the roads repaired. We should not be neglected by the city. We pay our taxes and are hard-working homeowners who love our community, but can’t enjoy the outdoors like other residents on the peninsula.” The community members said they have filed many reports and complaints regarding this issue by calling 311, filing complaints online at NYC311, and contacting local leaders. same, the lot gets mowed, but this does not address the main issue of the still water pools where the mosquitoes breed. A woman working in the area as a home health aide was making a mad dash to her car, armed with a can of insect repellant. “My patient is an elderly woman, who wants to be pushed in her wheelchair outdoors to get some fresh air, but we can’t due to the mosquitoes. The mosquitoes are vicious out here,” she said. Another resident, Sharon Green, who has lived in the area for more than 30 years said that she is tired of having to ask for help, with little response. “I am tired of calling 311 and Councilman Richards has not intervened on our behalf. He is well aware of what we are enduring, and has done nothing to help us,” Green said. The Rockaway Times (RT) reached out to various political and civic leaders, on behalf of the residents to see what, if an-

ything, is being done. Councilman Richards explained that his office brought the Department of Design and Construction’s (DDC) new acting commissioner, Ana Barrio, to take a tour of the area and view what is direly needed. “We are working proactively with the DDC and the Mayor to fund what is needed for the road reconstruction of the area. Hopefully, we will get word soon on funding. I thoroughly know what these folks are going through on a daily basis, and my office is doing our best to work quickly to expedite work needed to alleviate, not just the poor road conditions, but the horrendous mosquito problem. “One project in the immediate area that is currently in procurement is Beach Channel Drive from Beach 70 Street to Amstel Blvd. “The DHMH has been spraying proactively. However, they can’t spray too often, because of health hazards including respiratory issues that could arise with residents and the ef-

fect on wildlife,” Richards said. Senator Joseph Addabbo said, “I have been trying to work with the city regarding expanding their treatment for mosquito infestation. I believe the city should use broader criteria when deciding which communities to treat. While I know there is a cost associated with spraying and catch basin treatments, communities that have a large infestation of mosquitos or those that are geographically surrounded by water, swampland, or have extreme ponding conditions should be addressed. I am proactively working with the administration to address the problem.” Resident, Peña-Peralta con-

Page 17 tacted RT to let us know they received the following response from the DHMH: “Public Health Sanitarians from the Office of Vector Surveillance and Control visited the reported location on May 8 and August 5. At the time of the inspection the Sanitarian observed a pond containing mosquito larvae in the reported lot, along with similar conditions in nearby lots. As a result the location was referred for extermination and since the lot is property owned by the city, it will also be referred to the Parks Department for assessment and remediation.” Edwin Williams, board member of the Heart of Rockaway Civic Association is not impressed. “Not one of our officials wants to take responsibility to take serious action to solve the problem. The dog park on Beach 84th Street behind Hammels has mosquito magnets to protect the dogs. What about providing the same to protect humans in this area. It’s a joke. We obviously don’t matter,” Williams said.

The South Seaport Museum is an often-overlooked museum. Most people don’t even know it’s there. It’s right at 12 Fulton Street, in the Seaport Street Mall. If you go upstairs you’ll be treated to some great colonial history pieces and to the long room that General George Washington bade farewell to his staff at the conclusion of the Revolutionary War. There is a tour and the docents are very well versed in the history. Of course, there is a bar downstairs, and history can conjure up quite a thirst so wander into the Whiskey Bar and try a flight with some oysters, I mean you are on Pearl Street, and you now know why it was named so. But did you know that across the street at 85 Broad Street, the former home of Gold-

Next stop, walk west on Stone Street, to the Smithsonian Museum in the old Custom House on Whitehall Street across from Bowling Green. This museum sits on the beginning of the old Algonquin trade route known then as the Wiechquaekeck Trail, or as we know it : Broadway! The museum is dedicated to the American Indians. You’ll recognize the building from the Ghost Busters movie when it was covered in slime! The architecture of the building is spectacular, and is built upon the ruins of the old Dutch Fort. The inside is amazing with a terrific center hall, and the displays on the American Indians are instructive. Just remember it’s closed on Mondays and open Tuesday through Saturday from 10 a.m. to 4 p.m. When the Feds were building this building, they realized that it was actually an archeological dig containing the remains of over 15,000 African Americans, who were buried here outside the Wall at Wall Street. Although lower Manhattan was the site of a large, free community of African Americans, New York had the ugly history of being a slave trade port right at the foot of Wall Street. This is an excel-

Speaking of which, while in the Seaport Area you may notice some pop-up signs about the Black Experience in colonial NY. On Front Street, next to the TKTS booth, there is a pop-up storefront that houses Black Gotham curated by Kamau Ware, a former tour director at the Tenant Museum. He is leading walking tours and exhibits about black history in colonial New York. Well worth stopping and talking to Kamau. As you walk back down Broadway toward the ferry you will pass City Hall. Amato: Fatal Accident Shows Seagirt Needs Traffic Calming For the third time in a year, a pedestrian was fatally struck on Seagirt Boulevard in Far Rockaway. Following, Assemblywoman Stacey Pheffer Amato called for the City’s Department of Transportation to immediately implement traffic calming measures, including clear crosswalk painting, proper signage and “Your Speed” radar signs, to ensure the road is made safe for pedestrians. “Late Thursday night, we lost a local jogger – only 36 years old – when a driver hit him while he was in a crosswalk,” said Pheffer Amato. “Just over a year ago, we lost another life on that same stretch of road; and in early June, there was a serious accident where a pedestrian was hit, again on that same stretch. All of these incidents happened between Beach 19th and Beach

32nd on Seagirt Boulevard. All of them were preventable. All of them took place within several blocks of a school and/or a hospital. The time for study is long past; or if the DOT needs to do studies, they need to be expedited. We need calming measures at the intersection, or the risk of another tragedy is just too high. “Seagirt Boulevard is prone to speeding,” said Pheffer Amato. “I’ve written a letter asking DOT to implement appropriate calming measures. But Seagirt isn’t enough by itself. All across my district, tens of thousands of K-12 students, often with parents in tow, will be headed back to school. Will they be safe getting there? The DOT needs to make sure that roads are repainted, especially crosswalks, and that signage is adequate.”

Searching for Peace Dear Enchantress, I have been loving the advice you’ve been giving. My question to you is, how do I stay positive, how do I remain hopeful when the world politics are scaring me and are so threatening? How do I go on social media and not get sucked in to the opinions of people that I strongly disagree with? Some of them are family members that write very strong opinions and as soon as I read it, I get angry and can’t stop thinking about what they’ve written. It affects my whole day. I then find myself snapping at people I love. Help me find peace

the catastrophes that happen on a daily basis, that we see on the news. The overall process I recommend and use, is the good old “wh’s.” You making the choice of: who you listen to, what you choose to know about, when is the right time, why you are getting involved and where you are when you take the news in. If you allow yourself to be bombarded with information when you don’t choose, it’s like a dark entity that sneaks into you, then leaks out and is often directed at people around you, or may turn inward into anxiety, fear and an overall sense of out of control-ness. For example, if you are home doing random things and you leave the news on, or you leave social media open and let it stream while you are going about your day. These are ways that your body and mind are mindlessly taking in negativity without being aware or conscious of it. To have more ease and create or find the positivity, you

must choose to be mindful and make purposeful choices. You can feel or choose a certain time of the day when you are the most relaxed and centered to enter into the zone of receiving the news, which could be via the TV or the newspaper. Ideally, to hear, see or read the news in nature would be best. Giving yourself chosen doses (and small ones) of the news will always lead to you “digesting” what you get without getting overwhelmed. BIG RULE I offer you: never watch or read the news or get involved with social media opinions before bed. Taking in stressful views and information before bed will wreak havoc on your sleep. Eclipse The Mayor

On Monday, August 21, 2017, all of North America will be treated to an eclipse of the sun. Anyone within the path of totality can see one of nature’s most awe-inspiring sights - a total solar eclipse. This path, where the moon will completely cover the sun and the sun's tenuous atmosphere - the corona will only be seen along a path stretching across the

country from Salem, Oregon to Charleston, South Carolina. Although the "Total" phase of this coming Monday's eclipse of the sun will not be visible in our area here in Broad Channel, it will still be a sight to behold as, weather permitting, we will still be treated to a partial solar eclipse where the Moon will blot out more than 70 percent of our sun's surface. Monday's partial eclipse will start at 1:23 p.m. with the totality of the partial eclipse taking place at 2:44 p.m. and finally ending at 4:00 p.m. Remember - never look at the sun directly without protective eye gear. Even very dark sunglasses cannot protect your eyes from the damage the sun's rays can do to them. That being said, a solar eclipse is one of nature’s grandest spectacles when you can safely enjoy the

view and be rewarded with memories to last a lifetime. You have to love Mayor de Blasio. Earlier this year when speaking about the homeless problem in New York City, our warm and sensitive mayor urged the rest of us to be more compassionate, describing the homeless as "Everyman" riding the subway. Unfortunately, the Mayor's self-stated empathy for the homeless was brought into question a few weeks ago when he finally got up the moxie to actually ride the city's subway. Of course, his decision to enter the subway was preceded by directions that the NYPD was to sweep all the subway stations the Mayor would be visiting in order to clear out all the homeless "Everymen" hanging about those stations. When asked about this,

our city's chief administrative officer imperiously responded by stating - "I don’t care, my friend, because it does not matter, read my lips: I don’t care. It’s an irrelevancy." One would think that a politician with an ego as large as de Blasio's would remember the last time a politician told us all to read his lips was George H.W. Bush back in 1988 during a speech at the Republican National Convention when he told everyone to "Read My Lips - no new taxes." Anyone who follows political history would know how those words came back to haunt George H.W. Oh, by the way, would someone out there call City Hall Monday afternoon around 1 p.m. and remind a staffer that perhaps they should make sure our Mayor is awake so that he does not

sleep through the partial eclipse? Apparently, Mayor Bill is so worn out from his morning gym workouts that he finds it necessary to take lengthy naps on the couch in his office when he finally does show up for work. On second thought, let him sleep! Lest I forget, I would like to pass along my sincere appreciation to all of you out there who took the time to attend my beloved Grace's surprise 39th birthday party at the Broad Channel VFW this past Saturday. A great time was had by all and your presence really made her day! Unfortunately Jack Benny, who had originally promised to attend, had to cancel at the last minute due to scheduling conflicts. Broad Channel, why would anyone want to live anywhere else?

Beach Sessions Returns Now in its third summer, Beach Sessions Dance Series returns this weekend. For two Saturdays this month, head to Beach 86th Street for free outdoor dance performances by some of New York’s most sought-after choreographers. Curator and organizer Sasha Okshteyn first brought Beach Sessions to Rockaway in the summer of 2015. Beach Sessions’ mission is to support creativity in the Rockaways, facilitate public engagement with contemporary dance on the peninsula, and inspire sustained investment in the natural beauty of the Rockaway shoreline. This summer’s performances will be at 6 p.m. on August 19 and August 26. The first performances on Saturday, August 19 features a shared program presented by Jodi Melnick and Jon Kinzel and an anonymous group. Jodi Melnick and Jon Kinzel’s performance is described as “A meditation on nature. A duet made in darkness. Dumb luck. Flood

insurance. Two solo artists, Jodi Melnick and Jon Kinzel, with decades devoted to defining their own practices, come together to perform at night in the light of the day. The volatility of the beach will fortify – and disrupt – this collaboration. As a spectacle, two performers have been tasked with studying and exactly reproducing the movements of multiple rock and pop legends, while attempting to channel their own divine/charismatic powers. Fun Young God is an anthem, a ritual, a placebo, a conjuring, a clinical study, and a blatant exploitation of society's obsession with

fun, youth, and holiness. These themes are closely linked by their shared intersections of rigor, danger, innocence, delusion, and splendor,” said organizers. If you didn’t get enough, Beach Sessions returns with a performance not-to-miss on August 26. Madeline Hollander presents Arena, “a new performance composed of a series of duets featuring beach rake trucks and six dancers. The beach rakes clear pathways that become the stage for the dancers, whose movement patterns are recorded through their tracks in the newly-combed sand. The first half of the performance presents

dancers following in the wake of the trucks, leaving a legible trail of notation in the sand. The second half presents the reverse - the trucks follow close behind the dancers, erasing all footprints and traces of movement, or existence, as they go. This is repeated ad infinitum until the sun goes down.” The performances begin at 6 p.m., but arrive at 4 p.m. to lend a helping hand. Before the performances, Surfrider Foundation, an organization dedicated to the protection and enjoyment of the world's oceans and beaches, will host a beach-cleanup. DASH It has been 20 years since the first publication of the Dietary Approaches to Stop Hypertension (DASH) diet. This diet emphasizes foods rich in protein, fiber, magnesium and calcium such as fruits and vegetables, beans, nuts, whole grains, fish (salmon, herring, and tuna) and low-fat dairy. It limits foods rich in saturated fat and sugars. The DASH diet has been proven in study after study to reduce both systolic and diastolic blood pressure across a wide range of ethnic groups. While not specifically a weight-loss diet or a low sodium diet, DASH has been proven to cause moderate weight loss and, because of the types of

foods used, reduce dietary sodium intake. Yet adherence to DASH on a national level is poor, with studies showing that only one percent of the U.S. population was fully adherent to the diet in 1998 and that number has not risen very much. The public health consequences of poor adherence to DASH cannot be overstated. Of the 80 million U.S. residents with hypertension, only half have controlled blood pressure. Uncontrolled high blood pressure is directly linked to heart disease and strokes, two of the leading causes of death in this country. Poor adherence to DASH may be

attributed to the current U.S. food environment. Energy dense, nutrient-deficient foods (fast foods) are readily available and cheap. Fruits and vegetables tend to be more expensive and less available in some areas, especially in low-income neighborhoods, but foods like dried beans and frozen vegetables are DASH compliant and inexpensive. Additionally, many healthcare providers tend to emphasize low sodium intake over proper food consumption. While salt is everywhere and in everything these days (a teaspoon of salt contains 2325 mg, or 325 mg more than the daily recommended intake of two grams), the type of food consumed accounts for a large proportion of dietary blood pressure control. At the individual level, innovative strategies are being created to improve dietary behavior. For example, most adults have a cellphone and 77 percent have a smartphone so apps and devices have been created to promote lifestyle changes and behavioral modification. The DASH diet represents a potentially affordable and scalable intervention that

The Rockaway Times could almost immediately produce considerable improvements to population health. The potential benefits of promoting DASH are substantial. A study from 2003 suggested that if individuals were fully adherent to DASH, an estimated 400,000 cardiovascular disease events could be prevented over 10 years. While this may represent an overestimation as the incidence of cardiovascular disease has been declining in the U.S. (mostly attributed to smoking cessation efforts), there is no doubt that better adherence to DASH will improve the health of the population and cause a further decline in heart disease and strokes. Giving New Life To Old Ideas By Artie Wallace

Do you remember as a kid gluing popsicle sticks to make a jewelry box or for other craft projects? This week we're going to explore another chapter in working with popsicle sticks (also called craft sticks). Popsicle Stick Bending Popsicle stick bending/shaping isn't just for kids making bracelets, itâ&#x20AC;&#x2122;s great for art projects and a great learning experience for DIYerâ&#x20AC;&#x2122;s. The method used in bending popsicle sticks is similar to how you would bend wood for larger projects (but on a smaller scale). First thing to keep in mind is that all wood bending is, is warping the wood to conform to a desired shape. For beginners it is always better to work with softwoods like pine or in this case popsicle sticks. You will first need a round container or glass with the desired roundness, a tupperware container larger than your popsicle sticks, small spring clamps, and donâ&#x20AC;&#x2122;t forget your popsicle sticks. How to bend your sticks:

1- Put your sticks in the tupperware container. 2- Fill the container with water â&#x20AC;&#x2DC;til the sticks are submerged and put the lid on it. 3- Let the sticks soak for 24 hours. 4- One at a time, take your sticks out of the water and gently wrap them around (or shape them to the inside) of your round container, clamping each side to hold them in place. Note: If the sticks are cracking when bending, place them back in the water and let them soak for another 12 to 24 hours. 5- Let the sticks dry on the container for 24 hours. 6- Gently remove the sticks from the round container. 7- Repeat the process for multiple bends. Some of you may not see this as much of a challenge, but once you master the popsicle sticks and start experimenting with larger pieces of wood, youâ&#x20AC;&#x2122;ll see how this is a great learning step. Basil, Blackberry, and Grilled Chicken Salad By Sharon Feldman

I tried this recipe from the magazine, Cooking Light. It was delish! Serves: 4 Ingredients: 2 (8 ounce) boneless, skinless chicken breasts, trimmed ¼ cup extra virgin olive oil, divided ¾ teaspoon kosher salt, divided ½ teaspoon black pepper, divided Cooking Spray (for grill) 2 teaspoon white balsamic vinegar 1-1/2 teaspoons honey 1-1/2 teaspoons Dijon mustard 4 cups packed baby arugula (about 4 ounces) 3 ounces fresh basil stems removed and large leaves torn in half (about 2 packed cups) ¼ cup slivered red onion 6 ounces of fresh blackberries

2 ounces goat cheese, crumbled (about ½ cup) Directions: Preheat grill to medium high (about 450 degrees). Brush chicken with one tablespoon oil; sprinkle evenly with ¼ teaspoon salt and ¼ teaspoon pepper. Place chicken on grill grate coated with cooking spray. Grill uncovered, until meat thermometer inserted in thickest portion registers 160 degrees (about 5-6 minutes); cut into slices. Whisk together remaining three tablespoons oil, vinegar, honey, mustard, remaining ½ teaspoon salt and remaining ¼ teaspoon pepper in a large bowl. Add arugula, basil, and onion; toss gently to coat. Divide salad evenly among four plates; top with chicken, blackberries and cheese.

On Sunday, August 13, some locals passed up time on the beach and headed to the Hudson River Yacht Club in Brooklyn to show their support for Noah’s Ark. Noah’s Ark is a Rockaway-based nonprofit that is dedicated to helping animals found around the neighborhood. Noah’s Ark does its best to rescue any animal that is in danger or sick,” Noah’s Ark President and Co-founder Denise Hock said. “These animals are transported straight to our vet, Rockaway Beach Veterinary Services. We work hard to find a foster home (which we are always in need of), and work hard on getting them adopted. Our adoption process includes reference checks, home visits as well as other requirements.” The group also runs a Trap-Neuter-Release program, donates food for colony animals around the neighborhood and helps families facing financial hardships to feed or take care of vet bills. However, all of this is done through volunteer time and donations to the group, which is how the idea for A Cause for Paws came about. “The idea of this event, our first fundraiser, "A Cause for Paws" was to get people togeth-

I started working on it. I sent out hundreds of emails and letters to corporations, as well as had volunteers deliver letters to local Rockaway and Howard Beach businesses,” Hock said. Hock’s efforts paid off, with more than 50 businesses donating raffle prizes and helping make the event a success in other ways. Through ticket sales, donations and raffles, Noah’s Ark was able to raise some money to help with their cause. “My partner, Scott Ruscillo, and I are extremely happy with the outcome of the fundraiser. Everyone had an enjoyable time and we will be able to continue to help as many animals as we can,” Hock said. While the fundraiser was a big help, Noah’s Ark could always use the help of more donations. “We have a few collection boxes in Rockaway stores and we will continue to have smaller fundraisers in the near future. We absolutely look forward to our second annual ‘A Cause for Paws’ and we are very grateful to everyone that showed their love and support, not just on Sunday, but all year. For the 16th year, the Rockaway community honored Firefighter Steve Belson on August 5 with the Annual Ocean Swim and Music Festival. Belson was a Rockaway lifeguard for 10 years prior to joining the FDNY. His mortal life ended at the World Trade Center on September 11, 2001 while he was sav-

ing lives. With tremendous broad-based community support we have awarded almost $140,000 to lifeguards working anywhere on the peninsula who are attending college, in Steve's honor. AmpSurf Adaptive Surf Clinic Brings Waves of Success By John Roberts

An ominous weather report was forecast for the Breezy Point/Rockaway Beach AmpSurf Chapter’s first surf clinic for our local challenged young people on Saturday, August 12 at Beach 67th Street. The weather forecast had instructors, volunteer assistants, parents and participants concerned that the event would not be held. However, it did not rain as was predicted by the weather service. Instead a light Southeast wind and a small 2-3 foot swell made for a perfect day! Ten local instructors and 10 volunteer assistants helped 15 participants with various challenges, learn to surf. Participants were encouraged and helped by the instructors to use their own ability to adapt to surf activities. We teach our participants to do whatever they can do with the ability they have and not think about what they cannot do. The mission of AmpSurf is to help rehabilitate people with all kinds of disabilities through surfing. It utilizes the healing power of the ocean. The experience is physically, mentally and spiritually healing and uplifting. The AmpSurf instructors have all completed the AmpSurf Instructor Certification program provided by Dana Cummings, a retired Marine. He founded AmpSurf 15 years ago in Pismo Beach, California. All instructors are also trained in Adult and Pediatric First Aid/CPR/AED. The Breezy Point/Rockaway Beach instructors are experienced surfers, swimmers and watermen and waterwomen with decades of experience around the ocean. They are assisted by volunteers who help with logistics and act as land and water assists. Safety, having fun, learning to surf and becoming comfortable in and around the ocean is the goal of each surf clinic. This was the local chapter’s first clinic done especially for

Rockaway Beach's challenged young people. We have been working with wounded veterans for over a decade. We help veterans who have all kinds of disabilities including amputees, blind, autistic, PTSD, TBI and spinal cord injuries. Brian Kellar, co-coordinator of the Breezy Point/Rockaway Beach Chapter said, "It was a lot of fun. You could see the smiles on the faces of everyone. The 'Happiness Quotient' was extremely high. You couldn't get some of the participants out of the water." Mary Leonard, co-owner of the US Athletic Training Center and an instructor noted that, "You

could see the love of the ocean in the eyes of our new surfers." Ashley Fallon, another new member of our AmpSurf team said, "It was the most inspiring

day of the summer." Derrick Brumleve, our ace photographer said, "It was a high energy experience for all who participated." There were cheers, high fives and laughter coming throughout the three-hour clinic. The "Surf Stoke" was off the charts. The self-esteem of our new surfers was enhanced by developing a new connection to the ocean and their fellow participants. They learned a new sport and became comfortable with the ocean. There was already talk about coming back for next year’s clinic. An iffy forecast threatened to delay games, but overcast skies made for a perfect day to wrap up the beach volleyball season. Thousands of players who participate in the league, and plenty of other spectators, came out to watch the playoffs take place starting in the morning on Saturday. After several playoff games, the competition was narrowed down to the final championship games in the afternoon and 10 teams, one in each division, came on top to claim the championship hoodie and bragging rights around town. This year’s champions include Kobeyaki Got Kills in the Ocean Division; Ed-Stay in the Ocean Breeze Division; FAM’s Breakaways in the Wave Division; Notorious D.I.G.’s in the Beach Division; The Melons

from the Beach Breeze Division; Bungalow Baranha’s in the Boardwalk Division; White Horse Tavern Posse in the Sun Division; Rogers Irish Setters in the Sun Ray Division; Rathbones in the Moon Division and BILLYS MACS in the Star Division.
