A Tribute to Bugsy WAY TO GO BUGSY! Coronavirus canceled many good things about summer, but Summer Classic was not one of them. After yet another successful Summer Classic season, with precautions in place, the community paid it forward to the man who helped bring it all together, Keith “Bugsy Goldberg. On Saturday, September 5, a parade of cars lined up and drove past Bugsy’s home as a thank you. Ever humble, after the parade, Goldberg said pulling off another Summer Classic was a team effort. “Thank you all. This doesn't happen because of one person. I am extremely blessed by the many others who make the Summer Classic special. God willing, I hope to do another 36 years, Goldberg posted to Facebook. Photos by Larry Gray.

Girl Scouts Troop 4426 Wants Rockaway to Count By Katie McFadden
These Girl Scouts want YOU… to fill out the Census. Some may have noticed a large sign as they drive or take a bus past old Neponsit Nursing Home near Riis Park saying #Census2020. The sign serves as a little reminder to those in Rockaway to fill out the 2020 Census if they haven’t yet. The sign comes as a project from local Girl Scout Troop 4426 in an effort to make Rockaway count. As part of their project to achieve the Bronze Award, the highest award a Girl Scout junior can earn, Troop 4426 decided to bring awareness to something that affects everyone—the 2020 Census. To earn the Bronze Award, the girls had to identify a problem in the community, create a sustainable project to help improve the community, and dedicate 20 hours each to making it happen. Prior to the coronavirus outbreak, the girls were working on a project to create a ball-free zone in their schoolyard at P.S. 114. However, when schools were closed and social distancing came into play, they had to change gears and start from scratch. These eight 10- and 11-year-old girls— Zoe, Sabella, Alia, Domenica, Tegan, Nicole, Francesca and Madison, along with their troop leaders, Christy Kakanakis, Anne-Marie Ruggiero-Miller and Brooke Pompeo — got to thinking. “We noticed that we weren’t getting a lot of money for problems in Rockaway and with the Census, you get money for 10 years and now’s our chance to get more. Not enough people in Rockaway fill out the Census,” Zoe said. “We’re undercounted and if we get enough money, we can protect our beach to prevent erosion and we need money for hospitals and playgrounds,” Sabella said. So they decided to bring awareness to the 2020 Census. The girls held meetings online to discuss their approach and came up with various ways to let their neighbors know about the Census. The biggest part of the project was to create a large sign to place in a prominent location. Working individually, the girls used oak tag to decorate each letter for their
large sign at home. When the letters were finished, their troop leaders brought them to Staples in Woodhaven to be laminated, so the letters wouldn’t be damaged in poor weather. After hearing about the project, Staples laminated two of the letters free of charge and the girls chipped in some of their money from cookie sales to help pay for the other letters. Originally, the deadline to fill out the Census was the end of December. It was then pushed back to October 31 and most recently, the deadline was changed to September 30, so time is of the essence. Last week, the girls hung up their sign in a spot they knew
would get some attention. “A lot of people go to Riis Park and we knew that it was a popular place in Rockaway. And the bus stop is there and people drive by there so we figured it would be a big place for more people to see it and spread the word,” the girls said. After getting permission from the owners of the old Neponsit Nursing Home property, the girls hung up their sign on the fence for all of Rockaway to see. Almost immediately, they learned that not everyone knows what the Census is. After a misunderstanding, the sign was removed overnight by a security guard for the property. After speaking with him, the girls explained the purpose of the sign.
“We talked to the security guard and he didn’t know what the Census was, so we really need to get the word out,” Zoe said. Luckily, the guard had the sign and it was immediately replaced. Doing their project, the girls have learned that many others don’t know what the Census is. As part of their project, the girls have compiled lists of 15 names of people to ask to fill it out. “I asked my older brother living in Long Island and he had no idea what the Census was,” Zoe said. And those people are not alone. As the September 30 Census deadline quickly approaches, many have still not filled it out. At this week’s Community Board 14 meeting, it was announced that only 58% of Queens residents have filled out the Census so far and Queens stands to lose two congressional representatives and heavy funding for local communities over the next 10 years. To bring even more awareness to this important duty, the girls expanded their project by creating smaller signs to hang on trees, and even decorated seashells with messages, which they’ve placed around the neighborhood. Among some of the messages are “Every person counts. 2020 Census,” “Don’t be left out, take the census” and “10 Questions, 10 Minutes, 10 years,” reminding Americans to fill out the quick 10 question form online. The girls hope that their effort brings awareness and encourages more people to fill out the Census if they haven’t yet. “I really hope that we can get people to fill out the Census and we can be counted because we need some money to help the community,” the girls said. Troop leaders Kakanakis and Ruggiero-Miller are proud of the girls’ efforts. “They faced so many hurdles, especially with Covid, but I’m so proud of them for pulling this off,” Kakanakis said. “Over the summer, they really missed each other but they got together through Zoom and would share their signs and ideas together and it was nice to see them so dedicated. They know this is their time to be counted and I’m so proud of them,” Ruggiero-Miller said. To find out more or to fill out the Census, head to 2020census.gov

For the first time since 2012, Gateway National Recreation Area is hoping to increase parking fees for the Riis Park parking lot. These parking rates would go into effect for the summer of 2021. Currently $10 a day, the proposal calls for a doubling of the fee to $20. In 2016, National Park Service tried to propose a fee increase to $15. It never came to fruition. This season, with beaches being closed due to coronavirus, fees were not collected until July as opposed to the regular Memorial Day weekend start. The proposed fees for 2021
would include: $20 per day; $100 per season; $50 per oversize car per day and $200 per oversize car per season. Visitors with Senior or Access Passes would be charged half price for parking, as they are currently. “We are committed to keeping the park affordable but also want to provide visitors with the best possible experience,” said Gateway Superintendent Jen Nersesian. “The money from the parking fees will help improve our visitor facilities and services.” Non-beach services, such as access to Floyd Bennett Field, Canarsie Pier, and the Jamaica Bay Wildlife Refuge, will remain free. The public engagement period on the proposed fee increase is open through Oct. 16, 2020. Gateway invites you to submit written suggestions, comments and concerns online at Gateway_Feedback@nps.gov.

Fort Tilden Soccer Players Left in the Dirt They just want to play ball. Recently Touros Soccer Training, which like local CYO teams, utilizes the soccer fields at Fort Tilden, reached out to The Rockaway Times for help regarding permitting issues for the fields. While Mayor de Blasio recently announced that permits would be given for youth sports programs to continue at fields around the city starting September 15, the Fort Tilden fields were left in the dirt. “As awesome news as this is... those of us who play on the NPS fields in Rockaway, are still not in the clear yet! Our lovely National Park Services NPS who owns and issues permits for Fort Tilden has not given us ANY official update,” Touros said in an email. They added that they reached out to Rep. Gregory Meeks for assistance but were
not receiving much help. The Rockaway Times reached out to the National Park Service to inquire when and if permits would be allowed soon. On Tuesday, spokeswoman Daphne Yun said, “We plan to accept applications for youth team sports by the end of this month. We are still working on details at this time.” Some say by the end of the month isn’t enough. “Unfortunately, unless they follow suit with the rest of NYC, the kids will have missed out on nearly three weeks of practices and multiple games, as they will not be allowed by the league, to participate with no home field,” a concerned parent who was sharing a petition about the issue on social media said. “We will continue to push and hopefully with such great support behind us, we can get it moving faster.”
GOVERNOR SAYS INDOOR DINING CAN RESUME – A LITTLE, LATER On Wednesday, September 9, Governor Cuomo announced that indoor dining could resume in New York City beginning a full three weeks away on September 30. Cuomo added that restrictions will be in place including capping capacity at 25 %, no standing/sitting at the bar service, temperature checks at the front door, one member of each party must provide contact info for tracing if needed, tables set six feet apart and masks at all time except when seating. The restaurants must close at midnight as well. While many praised the move with most sentiments being of the “about time” and “better than nothing ” variety and some said cau-
tion was wise, one local industry person expressed frustration online: “There’s nothing to celebrate here. We cannot operate at 25%. This is lipstick on a pig and gives the powers that be the excuse to keep it this way. Indefinitely.” The City and State have had infection rates below 1% for more than a month. Hospitalizations have dropped to the lowest level since mid-March. New York City is the only city in the state where indoor dining is still not allowed. Last week, more than 350 restaurants joined together in a $2 billion lawsuit, suing Cuomo and Mayor de Blasio, to force them into relaxing the ban on indoor dining. Rocks Should Land For Jetties Next Week
Dan Falt, Project Manager at the U.S. Army Corps of Engineers, told The Rockaway Times on Wednesday that “rock delivery” for the long-awaited groins/jetties should occur as soon as Tuesday, September 15 and that construction will begin by the end of the month, starting in the vicinity of Beach 32nd Street. Groin construction will first take place from Beach 32nd to Beach 36th and is expected to run through February. The plan
cific ways to work most effectively. The stones weigh between five and 10 tons and are part of a “very sturdy design.” Falt said the groins will be constructed in a way to avoid “draft,” which essentially robs the beach to the west or right side of such structures. Falt added that the infamous “death sticks,” remnants of old wooden jetties, will be completely removed as well. The project will consist of 14 brand new groins and five completely reconstructed groins (Beach 149th, Beach 46th, Beach then calls for groin construc- 43rd, Beach 40th and Beach tion to begin on the west end at Beach 149th and Beach 145th. (The existing jetty at Beach 149th will be rebuilt). The project therefore will have bookends, in effect, on the east and west with the Beach 90s and other “erosional hot spots” being addressed “this time next year.” Once groins are installed at the hot spots, construction is then expected to go in a west to east direction. Rock groins are placed in spe-

36th). Each groin can take two to three months to install. Weather and the piping plover nesting season are among the factors that affect scheduling. The project is expected to take approximately three years to complete. At a Community Board meeting in 2019, Falt said once the construction phase gets underway, there will be regular public meetings to keep residents up to date on schedules, truck routes (how the stones will likely be delivered) beach closures and other information. Stay tuned to The Rockaway Times for updates.

Wednesday, September 9. Approximately one quarter remains in the Boys Grammar Middle Championship between New York Surf School and Denis S. O’Connor, Inc. The Girls Grammar Senior championship between Walsh Properties and McManus Mechanical reached halftime before it was suspended. The final championship for the Boys Grammar Senior title, between R. Tyne Painting and Blue Bear Risk Management had not yet begun and a full game will be played. (We’ll have a recap in the 9-17 edition). ***** So, the Freedom of Information Act (FOIA) is the law that (according to the government) “keeps citizens in the know about their government. We sometimes submit requests when agencies are less than helpful with inquiries. The law says agencies should respond within one month. Well, here’s a whopper. We just heard back from the National Park Service
(NPS) from a FOIA request from THREE YEARS ago. The NPS rep left a message saying he hopes we “get a chuckle out of the response being so late. We got a chuckle out of him saying he hopes we get a chuckle. We wanted to know three years ago what outfits had made proposals for the Riis Park concessions (besides Riis Bazaar). Maybe Hilton or Marriot or who knows who. It’s ancient history but we’d still like to know. Ok, they said, the information might be protected and we’ll get back to you. ***** We’re guessing the flying banners over the beach will go away with the crowds. The messages this season were more political than in year’s past (whatever happened to Coppertone being the usual type banner?) A lot of people did a doubletake when a large Trump/Putin (not Pence) flew overhead on Sunday. “The Gov Killed Nana! a shot at Andrew Cuomo was another.

St. John’s Hosts Back to School Grab-And-Go
On Thursday, September 3, St. John’s Episcopal Hospital (SJEH) hosted its 4th Annual Community Wellness and Back to School event in a new way. In past years, the hospital hosted a large community event with over 50 vendors, games and music. This year, the community event was re-imagined. The pre-registered event provided 500 children with drawstring bags containing back to school supplies including hand sanitizers, facemasks, ther-
mometers, pencils, notebooks, crayons, and other essential items. Parents and guardians were also able to schedule their child’s well visits hassle-free onsite. This yearly event has become a hospital and community staple in which families look forward to attending. Faced with the COVID-19 pandemic, the hospital was determined not to cancel the event, but to “reimagine” it instead. In light of New York State guidelines surrounding events and social distancing, the hospital staggered attendance by asking the public to select specific time slots to pick-up their “Grab-And-Go” bags. This helped to ensure order and continue to maintain social dis-
tancing. Renee Hastick-Motes, Vice President of External Affairs at St. John’s said, “While we’re still faced with these challenging times, we wanted to push forward and host this event for the benefit of the community, especially the children. Back to school is always an exciting time for kids and we wanted to continue to be a part of that ex-
citement. Healthcare is the best back to school supply.” The hospital also provided backpacks to New Horizon Counseling Center and is currently raising funds to support the purchase of Chromebooks for students. If you would like to donate to the cause, please visit ehs.org/school supply and select the “Chromebook Sponsor” option.

Community Board 14 September Meeting Recap By Marina Cregan
On Tuesday, September 8, Community Board 14 (CB14) held its first meeting since June, via Zoom, with a total of 67 participants. Chairwoman Dolores Orr kicked off the meeting. She reported that at this point in time, Queens only has a 58% response rate for the 2020 Census. Orr stressed the importance of everyone filling out the Census, because we are in danger of losing two congressional seats. In addition, the peninsula’s also in danger of losing necessary funding for numerous services. Orr then asked the Parks Committee to address issues such as the current state of our beaches and the lack of markings for bike lanes. Orr also asked them to speak with the lifeguard union regarding lifeguard staffing on specific beaches. The Parks Committee must be involved in lifeguard staffing, because it allows the community to have a say in what beaches need additional protection.
Moving on with her report, Orr addressed the peninsula’s housing issues. As developments seem to be popping up everywhere, District Manager Jonathan Gaska will be compiling a list from the Dept. of Buildings, of everyone that has requested a permit, or has been issued a permit. In addition to this, CB14 will ask City Planning to provide a complete list of everything that will be coming forward regarding zoning changes. Orr finished her report by asking the Transportation Committee to try and find more parking throughout the peninsula. She stated that it can be done because Rockaway Beach Civic did a survey of every block in their boundaries, and there have been about 125 parking spots added to this area. Senator Joe Addabbo Jr. then spoke, stating that he has been in contact with Chancellor Carranza regarding the reopening of schools, and urged any community members who are concerned about sending their children back to school to reach

out to his office. He concluded his speech advocating for the opening of indoor dining. Addabbo Jr. said, “Our positivity rate in the neighboring cities in Queens is less than Nassau County, which over the weekend was 1.1%, and we are still less than 1%. Assemblywoman Stacey Pheffer Amato reported that the fiscal budgets do not look good for the city or state as of now, and we have to wait until we hear back from the federal government. Amato then stated that she had recently visited Dead Horse Bay in Brooklyn, which is a part of Jamaica Bay. Dead Horse Bay is going to be closed for a long time because of contamination. Currently, there is no way to tell how far the contamination has spread, but they will be doing some radiation projects to see what the scope is. Eventually it will be cleaned up. Amato concluded by stating that after Hurricane Isaias and the result of many locals losing power for almost a week, she will
be sponsoring a bill requesting utility companies to invest 40% of their capital budget into infrastructure. Next, Stephanie Samoy spoke on behalf of Senator Sanders’s office. Samoy stated that their office received a list of the 2020 Tax Claim Sale at Risk Pool for Far Rockaway. They broke it down for council districts, and Senator Sanders’s district has over 1,000 folks who have tax claims and are in jeopardy of losing their property. The deadline for payments is September 24, to make whole payments, or to make a payment arrangement, and their office is hoping to reach all of these people in order for them not to lose their homes. The first presentation was brought by Kelly McArdle from Commonpoint Queens, who specifically oversees Opportunity Youth Programs. She presented two free programs that are now available. The first program is the HSE program, which is designed to help individuals, Continued on page 13

In addition to the HSE program, there is the Advanced Training Program, which is available to individuals, ages 18 to 24, who already have a high school diploma and aren’t currently employed full time or taking college courses. This program has different certifications that will help individuals become more competitive in the workforce. All of these programs are online. THURSDAY, SEPTEMBER 10, 2020 any of these programs, contact McArdle at kmcardle@commonpointqueens.org. Following McArdle was Renee Hastick-Motes, who provided an update on a community health needs assessment for St. John’s Episcopal Hospital, which is fully funded by the Dept. of Health. The community health needs assessment began in August and will finish at the end of October. St. John’s has engaged with a consulting firm out of Portland, Maine to conduct the assessment. This assessment is going to help prioritize service lines to the community. The consulting firm is going to be looking at primary and secondary data and conducting focus groups, as well as reaching out to individuals, in order to see what services are currently being provided for the peninsula. It is important to note that at this point in time, this assessment is only looking at services that are currently available at the hospital. Once the assessment is completed, they will take the next step to see what
additional services are needed. This assessment looks at the zip codes: 11096, 11691-11694, and 11697. Naiomy Rodriguez from NYC Parks and Recreation, then spoke about a temporary art installment at the Seaside playground on Beach 110th and Rockaway Beach Blvd. This project will be an abstract line drawing mural, created by artist Shantell Martin. It is being sponsored and funded by the new Rockaway Hotel, which Orr praised by stating, “This is an example of what we should expect and require of every developer that comes into our neighborhood. Developers need to present something to improve the community in which they are building, and the Rockaway Hotel hopefully has led the way for others to follow through.” The installation will take place in late September, or early October, and this mural will remain for one year. Rodriguez stated that in addition to adding beauty to the playground, Martin will also be hosting two workshops with an educational message in
mind for the community and children in the school. After the informational presentations were completed, Gaska provided the Committee Report from the Budget Committee. He reported that every year, CB14 is asked to produce a capital and budget priority list. These capital items are city funded projects that would result in at least $50,000 or more. Gaska elaborated that this list consists of what we think the community needs, however, the city has no actual responsibility to fund any of these projects. He also reiterated that since they have already been told that every agency has already received budget cuts, the community should not expect anything from this list to be completed any time soon. However, it is still important to reach out to CB14 and receive the community’s input on future projects, just in case funding is granted. The next CB14 meeting will be held on Tuesday, October 13, and it will be scheduled to be held via Zoom until further notice.

Local Kids Sell Lemonade to Support Food Pantry
Way to go girls! After hearing that the St. Mary’s Star of the Sea food pantry in Far Rockaway was running low on supplied, the Minson girls started thinking of what they could go to help. The set up a lemonade stand on their block, selling the refreshing drink to raise some funds for the pantry. Their sale was a big success! This week, they stopped by the St. Francis de Sales rectory to drop off $150 for the pantry! SFDS shared the story on Facebook saying, “They did such an amazing job! Their brother also helped out. While we received a positive acknowledgement from Sen. Addabbo, to our amazed disappointment, we received NO response from NYC Parks. Not a peep. While disappointed, we were not shocked by their lack of response. This pattern of unresponsiveness by Parks is emblematic of how they deal with active, informed members of the community, seeking to offer input on best practices for keeping our ocean facing beaches safe for residents, visitors, and wildlife alike. As residents, we are on these beaches every day and are keenly aware of the challenges the natural environment presents to those entrusted to manage it. We are not trying to tell people how to do their jobs but are offering reasonable suggestions for how to do them better and more efficiently. Parks recently announced that the lifeguards and most PEP officers will be going off duty for the season at 6 p.m. on Monday, September 7. This is one week earlier than the lifeguards have gone off duty in past years, and several weeks earlier than PEP has gone off duty. As the upcoming school year opening has been pushed back to Monday, September 21, this leaves two full weeks of unguarded beaches while the weather and water remain warm, and another month of unguarded beaches before the water is too uncomfortable to swim in. This makes the contents of our May letter more pressing than ever. Parks has taken no responsibility to deal with the concerns of the community, especially as pertains to swim safety, and the possibility of exploring adaptive lifeguard approaches and strategies. Our primary concern is that there be some effort made to patrol the beaches during the spring and fall while the weather is warm, ideally, by teams trained in water rescue and first aid. The numbers speak for themselves, when trained lifeguards are on duty, people don’t drown. We realize that going in the ocean brings an inherent amount of
The Rockaway Times risk that can’t be eliminated. But it can be reduced through education of the public, and a willingness to look at solutions beyond the status quo. This concern remains as critical now as it was at the outset of our anticipated summer beach season. We hope that you might join us as we continue to advocate for common sense strategies, aimed at a dialogue with NYC Parks regarding expanded approaches to water safety and monitoring. For further details or discussion, please don’t hesitate to contact us via secretary@rockawaybeachcivicassociation. org. Bridget Klapinski, President
Parks Responds (Editor’s Note: We sent the previous letter to Parks, asking if they’d like to comment. Here was their response) We value community input and take it into consideration when making decisions especially as it pertains to safety. This beach season has been unlike any other in the past, but we are pleased that we were able to bring our beaches online to offer New Yorkers fun, relaxation, and some semblance of a traditional NYC summer. Due to budgetary constraints, we were unable to extend the beach season by an additional week, but we remain committed to safety and will continue to have Parks Enforcement Patrol at our beaches on a daily basis through the end of September. Maintenance staff will also be alert for potentially unsafe behavior and will intervene when necessary. Our new and highly visible water safety campaign will remain in place at key entrances to the beach reminding the public of the dangers of swimming in unguarded waters. Additionally, post-season signage and red flags will be in place to underscore that message. NYC Parks

Events are required to adhere to New York and New Jersey state and city/local public health guidelines. Now in its 13th year, City of Water Day is a free harbor-wide day organized by the Waterfront Alliance and its partners to raise awareness about the risk we all face from sea level rise and climate change, and champion a climate resilient New York and New Jersey harbor. The Howard Hughes Corporation® returns as this year’s presenting sponsor.

Kite Fighting Becomes a Menace to Broad Channel By Katie McFadden
Kite flying is a seemingly innocent activity, but those engaging in something called kite fighting, have been a menace to the environment, wildlife and residents of Broad Channel. As the activity has seemed to increase in recent months around the baseball fields of Broad Channel American Park, locals are hoping something can be done to curb this dangerous activity before something worse happens. In recent months, Dan Mundy Jr. of the Jamaica Bay Ecowatchers and Broad Channel Civic Association, has been coming across thick, sharp string strung across marshlands, Jamaica Bay, Sunset Cove and rooftops, with spools of it left in Broad Channel American Park. “When I first grabbed it, it cut my hand,” Mundy said of his first experience with the line. After doing some research, Mundy found that the string is designed to do just that. The string is embedded with glass or sharp metal, made specially for an activity called kite fighting. An activity made popular by Asian, Middle Eastern and Indian cultures, kite fighting involves small kites flown high in the sky with hundreds to thousands of feet of this abrasive line. The goal is to cut someone else’s kite down with the sharp wire. The line is so sharp that those flying the kites wear thick gloves to avoid cutting their own hands. In recent months, kite fighting has found its way to Broad Channel, with groups taking to American Park to engage in the activity. While fun for those involved, the activity has been destructive for the surrounding community. In early August, a young boy was riding his bike in the new Sunset Cove park when he went flying off of his bike and on to his back. He had run into a wire strung across the pedestrian path. The same happened to Dan Mundy Sr. by the ball-
fields. At the time, the Mundys didn’t know what was going on. In recent weeks, more of this abrasive kite string, including large spools, plus kites and thick gloves, have been found around the ballfield. The string has been found streaked across the newly-planted marshlands of Sunset Cove. Homeowners have also found the long strings draped across their rooftops, backyards and around utility poles, the lines continuing for several blocks. And worse? It has been found wrapped around wildlife. One Broad Channel resident 50 people flying about 20 kites in American Park, Mundy has become more familiar with the act of kite fighting. Now knowing what it is, thinking back, Mundy says the kites started appearing in the last two or three years, but during the coronavirus shutdowns, the activity has heavily increased. “It’s building here. It’s becoming very popular. And last night, there must have been 20 of them. Most of the line went out into the bay and it went across my house and for six blocks across six canals. It’s unbelievable how far it goes,” he said. “They’re flying these said she heard a seagull in kites at altitudes up to 1000 feet distress and spotted it caught or maybe higher and they’re in the wire in the canal by violating FAA regulations this West 15th Road. Lucky for the close to an airport.” In addition to the rope alseagull, the woman paddle boarded over and was able to ready causing bike accidents free the bird. Others haven’t and killing wildlife, Mundy and been as lucky. One day while other Broad Channel residents kayaking around Jamaica Bay, are concerned about what else Mundy says he came across can come from this activity if four dead waterfowl. They all something isn’t done to stop it. had the wire wrapped around “If this comes into contact with them. “They were all entangled a car or boat, this can really in the rope and probably pan- hurt someone,” he said. er sued the city for allowing kite fighting to take place in the nearby Flushing Meadows Park. Local residents are hoping more will be done to crack down on kite fighting in Broad Channel before more harm is done. “This is ridiculous. Perhaps some of them doing this don’t realize the damage they’re doing, but when you’re leaving behind this rope and gloves, there’s no excuse for that,” Munday said. “This is extremely dangerous, and it has a big environmental impact and it can’t continue. The people doing it have to be educated.
There needs to be signage and enforcement from police and NYC Parks. We can’t have this going on.” The NYC Parks Department says they have been made aware of what’s taking place at Broad Channel American Park and they are working to address concerns. “We ask all patrons to be mindful of how they dispose of their equipment including kite strings, reels, and sharp shards,” a Parks spokesperson said. “Our Parks Enforcement Patrol (PEP) officers will monitor the park to enforce Parks’ rules and address kite debris complaints. We are committed to maintaining clean and safe parks and remind everyone to do their part by placing trash in the appropriate receptacles.” To report problems relating to kite fighting, call 311.

Food Angels Honored By Lew Simon
The Food Angels were recently recognized and honored for their outstanding heroism. During this pandemic, there was a great need for food by the seniors and disabled. One evening after receiving a phone call from a disabled couple who hadn’t eaten in four days, I reached out to my co-leader Jeanette M. Garramone. I told her about this couple. She cooked a delicious meal for them. She went through her pantry and her sister’s pantry to collect groceries to bring to this couple. Jeanette and I saw the need to assist the seniors and disabled with food. During March, we started to pick up Grab and Go meals at P.S. 183. We fought for and got another site at P.S. 317. Monday to Friday the team picks up Grab and Go meals to bring to the people. At least once a week we provide groceries. We were blessed with Fresh
Judy Emiliano, James Toomey, Karen, Margaret Finnegan, and JoAnn Simonelli Witt. Individuals and businesses that contributed gift certificates or other items were Prima Pasta, Renea from Family Dollar, Ciro’s Pizza, Liz Hanna, Lily’s Nails, New Look Hair and Nails in Howard Beach, Julia from Strands, Madeleine Chocolates, and Bungalow Bar. We want to give a great big thank you to Lisa M. George for the many times she gave us groceries as well as produce. She was a great help all the time. Brooklyn Borough President Eric Adams assisted greatly by providing produce and non-perishable items.
Direct boxes that were donated by Borough President Sharon Lee. Jeanette and I coordinated the deliveries. I was successful in purchasing perishable food as well. We worked closely with Monsignor Richard Ahlmeyer at St. Camillus and Fathers Jim Cunningham and Bill Sweeney at St. Francis De Sales. Jeanette also picked up medication for the seniors and disabled. All the work was done by our fantastic group of volunteers: Gene English, Anthony Robinson, Jean Hammel, Frank Bassetti, Jimmy Smallman, Chris Cruz, Barbara Noble, Maryann Nellen, Carla, Roberts Gardner, Ellen Mendoneca, Jimmy Bucaria, Damien Colomarino,
A very special thanks to Ben DiConstanzo, CEO of Grand House Unity and Director Peggy Panico, who with Simone Zito and Denise Janice Fields, provided outstanding meals that they delivered to our porch. Dorothy Becker of Dazzling Nails both volunteered and donated. When the pain and suffering of this pandemic is over, we can remember the commitment and generosity of our volunteers and contributors. On Friday, September 4 due to the graciousness of Bungalow Bar, they donated a very wonderful late luncheon with delicious food, adult beverages and other drinks. The hospitality was above and beyond. The food was superb, and the service was excellent. We had a beautiful view of Jamaica Bay and all the boats. Each and every one of the volunteers received a gift donated by various businesses and individuals. Truly it was an emotional day. Many tears were shed with happiness and great stories were shared.

Ask the DOC
By Peter Galvin, MD
Can You Smell The Roses? Anosmia (the inability to smell) and hyposmia (a decreased ability to smell) describe the range of olfactory dysfunction, or smell disorders. The sense of smell is a complex process that involves the nose and the brain. When air passes into the nose, odor molecules bind to the receptors of the olfactory nerves. These nerves are found in a specialized lining at the top of the nasal cavity called the olfactory epithelium. The stimulation of the olfactory receptors and the nerves cause them to transmit signals
to the brain, where it is processed into a scent that a person can recognize and identify. The ability to smell is directly linked to the sense of taste, and often anosmia will cause a loss of the ability to taste. Smell disorders such as anosmia affect about 15 out of 1000 people in the U.S. and are more common with older age. Some common causes include sinonasal disorders such as allergic rhinitis (hay fever) and nasal polyps, head trauma, and infections such as viral illnesses. Anosmia may be congenital
(present at birth), idiopathic (no known cause), or related to dementia such as that seen in Parkinson’s disease or Alzheimer’s disease. There have been reports of sudden anosmia, sometimes in the absence of other symptoms, as a marker of COVID-19. Smell disorders may occur suddenly, such as with a viral illness or head trauma, or gradually. Diagnosis of a smell disorder may start with the patient self-reporting it, however not all patients who have a measurable olfactory dysfunction realize it. Examination of a patient with a smell disorder may include nasal endoscopy to look for obstructive causes such as polyps or swelling, or imaging using a CT scan or MRI. Testing for the ability to recognize common odors can be performed and, given our current pandemic, COVID-19 testing is appropriate. Treatment of olfactory dysfunction depends on the cause. Up to two thirds of cases associated with a viral infection resolve on their own. Cases re-
lated to nasal obstruction, for example from nasal polyps or allergic rhinitis, require treatment of those underlying causes. Olfactory training, which involves daily exposure to a set of common odors, is another treatment option. Research is being done into the ability of damaged olfactory neurons (nerve cells) to regenerate and the role of medications to support this. The loss of the ability to smell can significantly impact a person’s quality of life. If you feel that your quality of life has been negatively impacted by the loss of the ability to smell, talk to your physician who can refer you to an ENT specialist. For safety, people who have lost their sense of smell should maintain fire and natural gas alarms and avoid eating foods that are beyond their expiration dates. Rites Of Passage Each day brings a forth a new thought, subject, theme in our lives. Waking up can be blissful and at other times rather difficult depending on your current situation. Yesterday, I wanted to write all about gratitude and how it promotes a feeling of joy and happiness. Waking up every day to simply saying thank you. It’s a nice way to start the day. But then I opened my book of poems on this day to “Honoring Griefâ€? by Pixie Lighthorse. I have never been able to read this in class because it is much too powerful for those people grieving for the
loss of their love ones. Teaching yoga can be fragile and sensitive, however, on the mat is where you can feel safe and comfortable. In stillness and silence everything comes up but being there becomes a sanctuary. As yoga teachers, we hold space for our students perhaps never fully understanding what they are going through unless they share their stories. On this one particular Sunday, I am aware of one my student’s losing her beautiful mother who lived a wonderful, long life full of love and happiness. She is very
sad and I too feel her pain and anguish of loss of her first love. I can only offer my hugs, words of compassion and a balanced class. On this day, I choose to go very slow and deliberate. There are many different levels but we are here today for the healing of one’s soul. Loss can be paralyzing and so frightening. In the past week, there has been much loss and I am aware and feel sad. Many people come to their mats to find peace and solace for themselves. Others come for the physical aspect and yet others come for the spiritual part. There is something for everyone but I believe the most important part is that we are all there for one another. Listening and being present to the person in front of you is important. You will miss the opportunity to hold space for that person if you don’t take the time to be aware. The following is what I read at the end of my classes this week as we transitioned into autumn. “Honoring Rites of Passage by Pixie Lighthorse. “We are spilling over with gratitude today for divine support and presence in our lives. We need
The Rockaway Times your energy to move through our transitions. We need creativity and motivation to find the healers who can help us honor ourselves when we change. Help us to cherish the inevitable changes we face. Guide us in ceremony and celebration when our time comes. Teach us to honor the young ones when their bodies and minds shift and mature. Show us how to midwife the elders and the sick across the bridge and into the next dimension. Hold us close to you when we must leave old ways behind to embrace what is next for us. Remind us that change is not to be feared, but cradled in recognition. Surround us in your warmth and light and usher us into our new stages as precious children of the Earth, who never stop growing and do so because you inspire us to rise.â€? Grief is a process. Allowing, sitting with it, letting go, holding space - all part of the process. May you be Happy, May you be Healthy, May you be Free of Suffering and May you live with Ease. Rockaway Memories: The 1940s and Summer’s End By Jean Caligiuri McKenna
As the end of summer approaches, a sense of loss and melancholy tends to surround us this time of year, filling the warm September air with a touch of solemnity. Labor Day marks the unofficial end of summer, the season when everything that is “young and magical” happens in June, July, and August. There is a demise of the familiar animated sounds and sights that summer gifts us with daily: the flocks of lively beach crowds, ice cream truck jingles, outdoor festivals, boat rides, ball games, and children’s laughter, wrapped in the year’s best weather, a fitted bow of sunshine and warmth. Looking back as a young girl in the 1940s, I remember well, the sense of loss and sadness I experienced after the Labor Day “end of summer” celebrations passed and the profound effect the transformation had on me. The mammoth Rockaway crowds of beachgoers and the vast array of rainbow-colored umbrellas suddenly vanished. Lifeguard whistles and Good Humor ringing bells were silenced, and the beloved boardwalk seemed lonely with only smatterings of quiet aimless strollers. The panoramic portrait of the beach with its crystal-clear blue sky and its magnificent mighty ocean changed to a vista of sparse seagulls and lonely soft waves with no audience. As I lay in bed at night, there was now a soft chill in the air, and I could no longer hear the excited screams from the rollercoaster in the distance. I no longer heard the comforting and soothing friendly chatter and laughter of the summer tenants in the bungalows and porches below on Beach 84th. They were gone! Except for the diminishing chirping of crickets, where there was once
life, there was now complete silence. A stillness that felt foreboding pervaded the air. In the warm preceding days, watching our Orthodox Jewish summer tenants pack their cars with suitcases, returning to their homes in Brooklyn and the Bronx only served to compound my sense of loss further. As they bid us farewell, promising to return next summer, Lord willing, they drove away throwing kisses to Mama, Papa, and me! Sadly, I tearfully waved goodbye…and just like that, they were gone. In the days that followed, the empty rooms they had occupied in our house exuded an overwhelming silence that engulfed the entire household and furthered my sense of loss. I would miss putting out their lights and stove on July Friday evenings after sundown, (when their Sabbath began) and being thanked with a nickel and lollipop. I would miss the aroma of their delicious home baked cookies, a tasty summer treat which always satisfied my palate, as well as them calling me “shayna maidela,” which in Yiddish means “pretty girl.” No longer would I see them on warm Friday nights and sunny hot Saturday mornings, religiously walking to Temple Israel on Beach 84th Street for services. Likewise, I would
miss seeing the huge number of summer parishioners attending packed Sunday masses at St. Rose of Lima church and filling the sidewalk with jovial banter afterwards, as they too returned to their apartment homes and parishes in the city. As the melting pot summer community withered away, returning to life across the boroughs, the vibrant sounds of laughter and gaiety, guys, gala and pals in the “Irishtown” pubs began to fade away. Although Playland continued for a time, its vibrancy and spirit were absent, with petered crowds, an occasional popping balloon, and rollercoaster clatter with halfhearted screams. Fireworks no longer lit up the Rockaway night sky, bursting over the Playland sign, and boardwalk concessions gates were now shuttered on warm sunny afternoons. The long, lazy hazy days were ebbing, and another Summer tide nirvana was coming to an end, but not without the promise of new beginnings awaiting. School was reopening in a few days and I found solace in overcoming my sense of loss by looking forward to the new school year at P.S. 44 and reuniting with my school chums. The perfect panacea! The stillhot days that were spent exploring Playland’s delights in August were now September
excursions to Thom McCann’s shoe store in Far Rockaway with my older sister Irene, excitedly trying on new shoes for school. An annual new school haircut by my cousin, Harold the barber, would follow, topping off my day! And the next day, I would venture on the bus alone to W.T. Grant’s Department store on Central Avenue, where I would buy a book from my favorite “Nancy Drew” detective series. Once home, my end of summer rituals completed, I was happy and excited, ready for a new chapter in my life! And now, as was then, as we bid our final farewell to summer and everything magical and good it brought, its passing paves the way for rebirth of a new and promising season. Autumn’s splendor is on the threshold of embarking and endowing us with its own perennial gifts of invigorating crisp weather and spectacular changing foliage, recoloring summer’s blues and yellows with its own palette of rustic reds and vibrant oranges. As the sunny days of lemonade, swimming pools and barbeques give way to falling leaves, candle-scented fragrances, Halloween fun and Thanksgiving blessings, when families gather and give thanks to God, we are reminded of the fleeting nature and impermanence of life’s seasons. Although bittersweet, as we say goodbye to summer, thankful for its magical beauty, we are renewed as we welcome the arrival of this new season, bringing its own autumnal magic, with new memories yet to come!

Travels with Bob & Sandy INDOOR DINING? LET’S TRAVEL By Bob & Sandy Nesoff
Being housebound for more than six months is more like house arrest. But even convicted criminals can look forward to parole. Our time is here. While Long Island and New Jersey have permitted indoor dining with some restrictions, New York City Mayor Bill de Blasio has opted to keep his Draconian regulations in place while his residents go elsewhere for relaxation and places to spend the money they’ve saved by not going anywhere since March. Some beaches will remain open until the end of the month, but you can never tell how crowded they’ll be. So, opt for diversions and relaxation within, say a little over two hours from New York and North Jersey. There’s more to do than you might realize. Just a hair under two hours up
the New York Thruway to Exit 19 and then onto Rt. 28 West for a shade under 20 miles brings you to Mt. Tremper and the Emerson Resort and Spa. While Rt. 28 is often a busy roadway, Emerson is set far enough back that traffic noise never penetrates. The fall foliage season will soon begin to tint the forest

Sometimes it’s pretty easy to spot a Rockaway Times t-shirt. The bright coral and the neon green can be seen for miles but it took a careful eye to spot The RT tee on Father Jim Cunningham of St. Francis de Sales. The long white vestment has a pinkish hue as the RT shines underneath as Father Jim chats with parishioners after Mass on the beach. We’re now seriously thinking of adding RT vestments to our fashion line. To advertise in THE ROCKAWAY TIMES call 718-634-3030

Elder Law: Act NOW, Don’t Let the Window Close on YOU By Nancy J. Brady, RN, Esq., Partner, Brady & Bader, LLP Attorneys at Law
Many New Yorkers with aging spouses, parents or loved ones are familiar with the concept that in order for the government to pay for nursing home care, you cannot have assets over a very small amount, and if you transferred assets within a certain amount of time, you may still not be eligible for government benefits. Currently the maximum amount of assets an individual applying for Medicaid can have is $15,750. This amount does not include qualified money, such as IRA and certain pensions. In NY we also have “community Medicaid, which includes home care benefits. These benefits provide for home attendant services, including live in services, paid for by the NY Medicaid program for the elderly blind and disabled. Home care services through community Medicaid
is a wonderful program which enables many NY seniors to remain at home with the care they need, rather than having to go to a nursing home. For the community Medicaid program, the same asset limit of $15,750 applies (as for nursing home benefits). A big difference between full Medicaid benefits for nursing home care (to finance costs for persons living permanently in a facility) and the community Medicaid program (to finance care in the home by home attendants) is that up until now, if you transferred assets out of your name, no matter when or to whom, the month following the asset transfers to below the eligibility limit, you can apply for community Medicaid with home care benefits (of course you have to need the assistance as well). Re-read the above paragraph carefully. In NY, up until now, if you need home care benefits, you could transfer
assets out of your name to below the eligibility limit, and qualify to apply for community Medicaid the very following month, with no penalty, or waiting time for eligibility. On October 1, this is all going to change. After October 1, 2020, if assets are transferred out of someone’s name, there could be a period of up to 30 months ineligibility for benefits before they can be eligible to apply for community Medicaid to get home care paid for through the Medicaid program. These changes were enacted by NYS Governor’s orders over the past few months. The group most affected by these changes will be mostly elderly unmarried New Yorker’s who require some assistance with taking care of themselves in order to remain safely at home. There are very limited exceptions to the transfer of asset rules. If the person needing care is married, and the spouse is not
on Medicaid, assets can be transferred to the spouse- under a program called spousal refusal – which is still allowed in NY but could change in the future. If the person needing care has a disabled child (even if the “child is an adult), assets could be transferred to the disabled child without a transfer penalty for the person who plans to apply for Medicaid. These are the most common exceptions, there are a very few others, which usually do not apply (such as transfer to a minor child). The window of time left to receive advice regarding transfers, and completion of all transfers before October 1 is very limited. If you or your loved one anticipate needing this type of benefit, you must act quickly. It is not advisable to make these types of transfers without legal advice. Please call our office if you would like a consultation at 1-718-945-7777.

Standing Up for the Flag
On the morning of Monday, September 7, Belle Harbor resident Chris Gallagher was shocked and appalled to find several of the American flags and poles that lined the fences of the St. Francis de Sales Prayer Garden, broken and tossed all around the garden. Gallagher posted a video online of the damage and
it sparked immediate outrage from many. However, it wasn’t long before people took action to rectify the situation. The damaged flags were soon picked up and placed on the porch of the SFDS rectory. By Tuesday, the flags around the Prayer Garden had been totally replaced by local, Flip Mullen. Additionally, Gallagher was surprised to receive an Amazon package with four flags in it late Tuesday. “I see that it’s a gift to me from my cousin and her fiancé, who is a Marine. They saw my post about the vandals that destroyed the flags and felt that they had to do something. All the way from California, stepping up,” Gallagher posted to Facebook. Since Mullen replaced the flags, Gallagher says he has donated the gifted flags to SFDS.
the brown sugar, paprika, garlic powder, cayenne pepper, teaspoon Kosher salt and a generous amount of freshly grated ground pepper in a small bowl. In another small bowl, mix the panko with the parsley, butter, ¼ teaspoon kosher salt and a few grinds of ground pepper. Spread the surface with the Dijon mustard. Place the salmon skin-side down on the baking sheet. Press the brown sugar mixture all over the salmon then top with the breadcrumb mixture. Crimp all four sides of the foil to create a border around the salmon. This will help collect the juices, so they don’t spread and burn. Bake until the breadcrumbs are golden brown, and the salmon is firm and flakes easily when pressed, 15-18 minutes. Cut into 4 equal portions for serving.

What’s Up With That DDC? “This is all part of a much larger project to install new sewers and main water lines with mostly FEMA money, Robby Schwach of Ulrich’s office said. “Our office included seed money during planning that led DDC to also redo all of the sidewalks, catch basins, and corners in the project area along BCD. The walkway on the bayside which is in serious disrepair will be replaced, and the broken catch basins will all be replaced. They will also completely rebuild the roadbed to eliminate the ‘dips’ and uneven corners. According to the DDC, the project is anticipated to be completed in winter 2020.

Concern was recently raised about the construction project along Beach 116th Street and Beach Channel Drive. As construction takes place around the mall (median) in the road in front of the Rockaway Farmers Market, it appears that the new mall is much lower than were the current road is. This led to concerns of the project lowering the road. In a location so close to the bay and with flooding be a potential threat in Rockaway, the project has raised some red flags. The Rockaway Times reached out to the Department of Design and Construction (DDC), which is overseeing the project, to ask for some clarification. In a statement, the DDC said, “DDC is repairing and upgrading infrastructure that was damaged by Hurricane Sandy on and around Beach Channel Drive between 116th Street and 124th Street in Rockaway, Queens. More than 20,000 square yards
of roadway will be reshaped to create a 0.5% slope along the curbs to alleviate ponding and better direct storm water to the 56 catch basins that will be replaced or newly installed. To improve infrastructure reliability, 6,818 feet of water main will be replaced. The sidewalks will also be reconstructed to improve accessibility in compli-
ance with the Americans with Disabilities Act. According to a DDC spokesperson, rather than being lowered, the sides of road will be sloped toward the curb to allow for better drainage. We also reached out to Councilman Eric Ulrich’s office for more information about this ongoing project.

FAR ROCKAWAY MAN FACES MURDER CHARGES FOR STABBING A Far Rockaway man has been charged with murder in a stabbing over Labor Day weekend. James Williams, 51, is facing murder and weapons charges for allegedly stabbing a 29-year-old Brooklyn man to death on Labor Day. The two men encountered one another near a Far Rockaway nail salon and started arguing with one another. District Attorney Melinda Katz said, “The defendant instigated a fleeting disagreement and allegedly turned it into a deadly tragedy. Acting out with violence is never the answer to resolve a dispute. This altercation ended with a man brutally losing his life. This defendant is in custody and will be held accountable for his alleged rage-fueled criminal attack.” Williams, of New Haven Avenue in Far Rockaway, is awaiting arraignment in Queens Criminal Court on a complaint charging him with murder in the second degree and criminal
possession of a weapon in the third degree. If convicted, the defendant faces up to 25 years to life in prison. District Attorney Katz said that, according to the charges, shortly after 3:55 p.m. on Monday, September 7, police responded to reports of a fight across from a nail salon in a common walking path off Beach 20th Street. Upon their arrival, police found the victim, Massiah Berkley, of Brownsville in Brooklyn, lying face up and bleeding from his chest. The 20-year-old victim was rushed to a nearby hospital, but died from the injuries. Shortly after, police apprehended the defendant a short distance from the scene. The investigation was conducted by Detective Drew Solomon of the New York City Police Department’s 101st Precinct Detective Squad and the Queens Homicide North Detective Squad.
One Dead in Triple Shooting in Far Rock
A triple shooting on Tuesday, September 8, left one dead and two injured. Police responded to a call of people shot at around 2 p.m. at 29-43B Far Rockaway Blvd. When officers from the 101st Precinct arrived, they found an unconscious 20-year-old man
who was shot in the abdomen and torso. The young man was rushed to St. John’s Episcopal Hospital, where he was pronounced dead. Additionally, a 19-year-old man suffered a gunshot wound to his left leg and a 20-year-old woman suffered a wound to her left leg and ankle. Both were taken to Jamaica Hospital in stable condition. This incident is being investigated and no arrests have been made. Anyone with information in regard to this shooting is asked to call the NYPD’s Crime Stoppers Hotline at 1-800-577-TIPS (8477). You can also submit tips online at nypdcrimestoppers.com, or on Twitter @NYPDTips. All tips are kept confidential.

Wrestle Talk WRESTLING COMPANIES WORKING TOGETHER By Eric Jayden
Results from the AEW Dynamite Show on September 2 from the Daily Palace in Jacksonville, Florida: • Proud N Powerful defeated Best Friends • The Young Bucks/Jurassic Express defeated Private Party/ SCU • Chris Jericho defeated Joey Janela • Thunder Rosa (NWA Womens Champion) defeated Serena Deeb • Jon Moxley defeated Mark Sterling The match of the night was Thunder Rosa vs Sarina Deeb. Both competitors put on a classic wrestling match with great moves and storytelling. I really enjoyed this match as it has been a while since I’ve seen a very good wrestling match and I hope to see more of Thunder Rosa.
For many years, wrestling has always been territorial with companies not working with other companies. Although, there have been times where we have seen cross promotions like the WWE working with ECW (Extreme Championship Wrestling) and New Japan Pro Wrestling working with Ring of Honor, in general, wrestling companies tend to stay working within themselves. There are many benefits with cross-promoting between companies like matches between two wrestlers that would nev-
er happen otherwise and cross promotion feuds between rival wrestling factions, which would create more content for the wrestling fans, thereby increasing viewership. Most recently we saw a cross promotion between All Elite Wrestling (AEW) and the National Wrestling Alliance (NWA) where we saw the NWA Women’s Champion Thunder Rosa defend her title against Serena Deeb. This gave fans the opportunity to see a champion from another organization defend her title. It also provided both companies more viewership from each other’s fan bases and an opportunity to create a working relationship that benefits the fans by providing more wrestling content long term. I do hope that this relationship continues as there are a number matches I will love to see from both promotions. The NWA Heavyweight Champion versus the AEW Heavyweight Champion
is one of those matches that is on top of my list. This week’s question comes from Ronald P. in Far Rockaway and he asked, “Are there wrestling companies all over the world?” Yes, Ronald, there is wrestling all over the world. You can find a wrestling companies pretty much in every single continent. The top wrestling companies are found in the United States, Mexico, Japan and the UK. Pro wrestling is considered universal and there’s a wrestling show televised everywhere in the world. Today, we reached 500 questions so far submitted and I want to thank everyone for sending in the questions and please do not stop as I promise to get to each and every one of them. You can send those questions to: eavil183@yahoo.com. You can follow me on Facebook @ericjayden and on Twitter @followthebadguy. Have a great week!
