CB 14 Comes Back After Summer Hiatus By Kami-Leigh Agard
After a summer hiatus since May, Community Board 14 (CB 14) reconvened for their first meeting this past Tuesday, September 12 at the Knights of Columbus on Beach 90th Street, and from the surprising number of empty seats, either some folks were stuck doing their civic duty by reporting to the polls for NYC’s Democratic primary elections or just well, were still in summer mode. According to Gothamist, only 14 percent of the city's registered Democrats went out to vote in the City’s Democratic primary election, making it the second least-attended primary in modern history, inadvertently helping Rockaway’s beloved Mayor de Blasio earn a decisive victory (74.6 percent) over his main challenger, Sal Albanese (15.2

Downtown Far Rock Project Gets Final Approval The Downtown Far Rockaway Redevelopment Project will be moving forward On Thursday, September 7, the de Blasio administration and Councilman Donovan Richards announced that the plan has passed the final threshold in the City’s Uniform Land Use Review Procedure (ULURP) process—it was unanimously approved by City Council. The Downtown Far Rockaway Redevelopment Project is the second neighborhood rezoning plan to be approved by city council under the de Blasio administration. The other was the East New York Neighborhood Plan. The approval of this project will lead to some big changes for Downtown Far Rockaway. This is the first rezoning in the neighborhood since 1961. With the project, $288 million worth of investments will build up the neighborhood with new commercial space, affordable housing options, open space, improved infrastructure, better
connectivity to transit and community facilities. “The de Blasio Administration is investing big in Downtown Far Rockaway. After hearing the community’s vision for their neighborhood, City agencies and local elected officials came together to deliver a transformative plan that’s going to drive economic opportunity, create affordable housing, unlock open space, improve infrastructure, and make Downtown Far Rockaway a better place to live,” NYCEDC President and CEO James Patchett said in
a press release. “I want to thank Council Member Richards for his leadership in driving this historic investment forward, and to HPD, DCP, and all of our partner agencies who never wavered on their commitment to revitalize this neighborhood.” Councilman Donovan Richards has been instrumental in making this plan and approval possible. He spearheaded the Downtown Far Rockaway Working Group in 2015—a team of local stakeholders that convened to develop asset of goals and rec-
ommendations to revitalize the neighborhood. More than 100 community members provided input and the recommendations were presented to Mayor de Blasio in February 2016. The recommendations asked the city to activate long-vacant sites, increase access to housing and retail opportunities and help build up the area as a commercial hub on the peninsula. “Today, we begin the journey of building on the progress we have made over the past four years, by infusing hundreds of millions of dollars into infrastructure, quality jobs, parks, streetscape, transit improvements, and both community facility and open space,” Richards said in a press release. “These investments will ensure that Far Rockaway benefits from the amenities that so many other communities in our city enjoy. Each concert will consist of a 60 minute set by Rockaway’s most popular bands followed by a 90 minute performance from a nationally recognized recording artist, including multiple artists who have been inducted into the Rock and Roll Hall of Fame. ***** You know there’s been a lot of news about the Downtown Far Rockaway rezoning and the City’s promise of pouring more than $200 million into the area. Well, the City Council approved the rezoning on September 7 and now the mayor just has to put a signature on the deal. And that’s a sure thing. ***** What’s the average rent for a two bedroom in the Financial District? According to Newsday, the monthly rate is $6013 !! And a studio fetches $3094. And none of them have a beach view.

The Rockaway Vollies is a special series by The Rockaway Times highlighting the amazing local nonprofit organizations and volunteers who freely give of their time and resources to help their neighbors, not just locally, but beyond. Rockaway WISH (Women Inspired to Support and Help) “Like a small boat, on the ocean, sending big waves into motion. Like how a single word can make a heart open. I might only have one match, but I can make an explosion.” After speaking with local nonprofit organization, WISH Vice President Lortetta Courtney, the above words from “Fight Song” by American contemporary singer and songwriter, Rachel Platten, came to mind. Courtney, a Belle Harbor resident and mom of four children, works
part-time and still manages to extend herself even further by volunteering with WISH to help families everywhere in need. From its humble beginnings — honoring mothers with children fighting abroad in the armed services — to years later, helping with Hurricane Sandy relief efforts — to today, helping Texan families devastated by Hurricane Harvey, Courtney is

just one of the many local WISH women making waves with their simple acts of kindness that is inspiring locals of all ages and backgrounds. Since 2006, WISH has been at the forefront of local volunteer efforts, aiding neighbors in times of need. According to their mission statement, “We promote participation in charitable events, particularly those
that bring attention to and support causes that affect the lives of women and children. We are always looking for motivated women who would like to do what they can to support and help the Rockaway community.” Today the nonprofit organization boasts 16 board members and 250 members from Rockaway and Broad Channel. Courtney said, “I started with WISH from its genesis in 2006. A group of local women admired the great work the guys from the Graybeards were doing in the community. They were doing food drives and numerous fundraising efforts to help local families in need. So we thought to ourselves, it’s time for us women to step up and do something, but we fine-tuned our focus to helping women in the community. So we became a group of women helping other women.” Continued on page 9

One of WISH’s first projects was gifting flowers on Mother’s Day to mothers whose children were deployed in the U.S. armed forces. Courtney said, “Around this time, war was raging everywhere, and collectively we figured this was a modest gesture to honor those mothers whose children were fighting abroad. Then we extended it even further to honor families who lost a loved one in military combat during the year,” Courtney said. Then, according to Courtney, WISH began to add countless other projects including financially helping families struggling with medical expenses after a loved one was diagnosed with a terminal disease such as cancer. “We would send out a call for anonymous nominations for a family that needed help, and we would vote on which family we would support. Of course, we want to help everyone, but financially that would be virtually impossible. Out of respect, we
THURSDAY, SEPTEMBER 14, 2017 always keep the names of those we donate to anonymous. Also with the kind contributions from local restaurants, we donate gift cards. If you are working night and day, taking care of a sick family member, it could be impossible to find the time to cook. So going out to eat or even ordering in is not only a treat, but even a life saver,” Courtney said. When Superstorm Sandy hit, WISH stepped up even more, though many of its members were also displaced from their homes, and dealing emotionally and financially with the devastation. “We had women in shifts of six to eight people volunteering around the clock at our donation center at the Belle Harbor Yacht Club. After hearing about us, The Today Show and Sears Holdings Corporation donated towards our efforts. “However, it's time to put Sandy behind us. It was a painful experience, but it made our community even stronger and more equipped to help other families such as those in Texas, Florida and the Caribbean,
devastated by a tragedy that far exceeds what we went through here in Rockaway and Broad Channel,” Courtney said. WISH held a fundraiser for Texan families at Bungalow Bar on Friday, September 8, that brought in $500 in gift cards, and even a group of local kids recently raised $495 selling slime towards WISH's fundraising efforts. “One of the women who helped us during Hurricane Sandy was a Texan woman, and we really want to pay it forward to help her and other
Page 9 families in the area,” Courtney said. As aptly stated by WISH member, Meghan Courtney, who joined the organization after Sandy and DJs their fundraising events, “Women have an innate sense of civic duty and naturally want to help each other. We’ve all been there, done that, and now that I am mom of a one-year-old, I even more appreciate women's skill of time management to not only take care of our families, hold down a job, but still find the time to extend our love to those in need.” WISH hosts membership meetings thrice a year open to anyone who wants to join. Their next Hurricane Harvey fundraiser will be today, Thursday, September 14, 7 p.m. at Rathbones (1702 2nd Ave. in Manhattan). They are accepting $25 gift cards or cash donations. The music doesn’t stop after summer’s over. In fact, the music scene is about to get even better in the off-season as national acts will pair up with local favorites for a monthly music extravaganza known as the Bugalou Concert Series. The Smithereens, Marshall Crenshaw and Southside Johnny are just a few of the acts expected to play in Rockaway as part of the Bugalou Concert Series. Starting October 14, national acts will be pairing up with local bands once a month for a concert at the St. Francis de Sales gym, the St. Camillus gym or the St. Camillus auditorium from October through May. Keith Goldberg, who some may know as “Bugsy,” is orchestrating the new concert series that will keep Rockaway entertained with classic rock, soul, indie and Americana tunes as locals await next summer. “We have a very vibrant local music scene, and certainly from Memorial Day to Labor Day, it’s extremely busy when the outside venues have music going. You can go to three to five places on any given night and see live music, which is a great thing and has been important for Rockaway’s post-Sandy revitalization. It has really energized Rockaway and although, the music scene doesn’t totally shut down once summer is over, the dynamics change. So I had this idea to bring national-level acts to Rockaway once a month and pair them with local bands and have one night a month where people can get their music fix in a different way, rather than
just seeing the 15 bands or so that make up the bulk of the local music circuit,” Goldberg said. The Bugalou Concert Series kicks off the first show on October 14 with a not-to-miss act. This member of the Rock and Roll Hall of Fame, who is part of one of the most popular rock bands of the past 40 years will have fans feeling like they were “Born to Run.” Some of the other national acts include the Smithereens, Felix Cavaliere of the Rascals, Marshall Crenshaw, John Sebastian of Lovin Spoonful, Roger McGuinn of The Byrds, Steve Forbert, Larry Cambell and Teresa Williams of the Bob Dylan and Levon Helm bands and Southside Johnny. Each national act will have a 90-minute set that follows an hour-long set from a local opener. Some of the openers will include the Grayriders, BreezyGrass, Wine With Sue, Solshyne, Kerry Kearney, Gerald Bair, Indaculture and Chris Vought aka Winston McBoogie. The shows will be on select Saturdays from 7 p.m. to 10 p.m. Dates include October 14, November 4, December 2, January 6, February 10, March 10, April 21 and May 19. Those who are interested in attending one of these concerts may want to consider becoming members. The bulk of the tickets will be sold to those who pay for a membership, only 300 of which will be sold (the capacity for the St. Camillus auditorium). The Bugalou Concert Series has been a long time in the making. “In the late 70s and early 80s I used to host parties and concerts with locals bands on the beach and in 1985, I promoted a show with three members of The Band and it became an itch that was not completely scratched. Two years ago, while recovering from cancer, I had time on my hands and this was running through my head, so I started to get it going again,” Goldberg said. He believes the Bugalou Concert Series will be a hit. “I believe there’s a desire to see this type of music in Rockaway and usually to see performers of this stature, you need to go to Manhattan. My goal is to bring this to the people who want to see it locally and eliminate the obstacle of having to take the train or a cab home. You can just walk or ride your bike to see some great acts,” he said.

tiations.” The plan will involve several city agencies including the New York City Economic Development Corporation (NYCEDC); Department of Housing Preservation and Development (HPD); Department of Transportation (DOT); Department of Small Business Services (SBS); Department of City Planning (DCP); Department of Parks and Recreation (DPR); Department of Cultural Affairs (DCLA); and Department of Environmental Protection (DEP). The project will be funded by more than $288 million in investments, including federal and private funding and the City committing more than $126 million in new funding. Some highlights of the project include a new park on the site of a vacant, city-owned lot; a ferry service shuttle from Downtown Far Rockaway to the ferry landing at Beach 108th Street; a new Queens Public Library branch at the corner of Mott and Central avenues; Upgrading sewer infrastructure, expanding sidewalks
Page 11 and creating new public plazas; Making 100 percent of new housing built on public land affordable, and setting aside new units that could be created on the Urban Renewal Area for extremely low and very low income households; Providing free legal services for Rockaway residents facing unlawful evictions and tenant harassment; Supporting existing businesses through free legal services and other business outreach efforts; Investing $10 million in upgrades to existing schools’ playgrounds, libraries, auditoriums, and science labs, and securing a portion of the Urban Renewal Area for the SCA to provide a new school if needed as the neighborhood grows; Grants for cultural organizations and increased arts programing and installing real-time bus arrival displays at key bus stops. Courthouse Owner Gives Update By Katie McFadden
The August 10 issue of The Rockaway Times brought attention to the long-abandoned courthouse on Beach 90th Street in an article that exposed some of the plans for the space, which never came to fruition. At the time Uri Kaufman, president and founder of The Harmony Group, which owns the property, said something would be coming very soon. On Thursday, September 7, Kaufman stood before the Rockaway Beach Civic Association (RBCA) to give the latest update on his plan. At the latest RBCA meeting, Kaufman presented his plan for turning the courthouse into a medical center, in hopes of gaining the approval of the members. Instead, he was hit with pushback, many questions, and a request to come back with something more detailed and to present it to a wider audience. In March 2015, the EDC transferred the courthouse to The Harmony Group, which responded to a Request for Proposals, for $50,000, with the agreement that they would invest $10 million into overhauling the property. Kaufman set out with the plan to turn the building into a medical center after the closure of Peninsula Hospital. Kaufman’s plan is to move forward with the medical center. He said that the construction plan had gained approval from the State Historic Preservation Office and the National Park Service and that all other approvals, financing and a general contractor are in place and ready to make way for the construction job. Kaufman would just need final approval from Community Board 14 to move forward with the project. If approval is granted, construction would begin immediately and Kaufman said the project could be built and running by the end of 2018.
With the project, would be the creation of local jobs. “This is going to create more than 100 construction jobs and then 75 to 100 permanent healthcare jobs,” Kaufman said. The center would also have some parking. “There will be off street parking. I bought the land next door to the building, which would have room for 20 cars. Also, we’re leasing the parking lot from the Knights of Columbus for another 45 spaces during the day. This will provide the Knights of Columbus with a badly needed source of revenue for many years to come,” Kaufman said. Kaufman had little details about what would be inside the medical facility. A Deed Restriction from the EDC requires the center to be used as a “high-quality medical facility.” “According to the Deed Restriction, we cannot do anything that would badly impact the community—no needle exchanges, no heavy duty drug treatment, no mental health treatment, etc.,” Kaufman said. Rather, the facility would offer quality, multi-discipline healthcare and would be limited to ambulatory care, meaning patients go home after treatment and do not stay the night. While Kaufman knew what the center would not have, he didn’t go into detail about what would be in the center. “I don’t know what leases we’ll have for certain, but it looks like we’ll have dialysis and a good chance there will be imaging and basic internal medicine, an eye doctor and a dentist. I know it will be for medical use, but I don’t know all the specific doctors. No one is willing to bite,” Kaufman said. Efforts for Texas and Florida Continue By Katie McFadden
Rockaway is continuing its effort to pay it forward to those who have been hit with tremendous storms, such as Hurricane Harvey in Texas and now Hurricane Irma in Florida. Earlier this week, locals Leslie Mahoney and Ed Shevlin got in a truck with a U-Haul full of supplies and gift cards, and are headed to Texas to help those in need. Many in the neighborhood rallied to donate and collect supplies to support their effort. Mazzone Hardware offered special discounts for much-needed tools and supplies. The St. Francis de Sales and Our Lady of Grace 5th Grade Soccer teams even got behind the effort to collect supplies, which they donated toward the cause. Locals George Johnson and John Carlin are also in Texas, handing out supplies that they collected and packed into a used pick-up truck that they bought just for the trip. They plan to give the truck to someone in need once they’re done and fly back to New York. Local children are still holding lemonade, snack and slime sales throughout the neighborhood to raise funds, while
groups like Rockaway WISH and the Graybeards are also holding collections. Operation Kids Comfort is still holding a gift cards drive for those affected by Harvey, and now Irma. They’re looking for gift cards to places like Home Depot, Lowes, Bed Bath and Beyond, Toys R Us, Babies R Us, Walmart, Target, VISA, AMEX, Mastercard and others, to be given to families in need in Texas and Florida. Gift cards can be mailed to Operation Kid Comfort (attention Maura Buckley) at 211-60 Breezy Point Boulevard, Breezy Point, NY 11697. Buckley has a message to those in Texas and Florida. “Please know that you are not alone. I know that the road ahead seems long and dark now for you, but remember that we are here to help you, you are loved by many from all over the world and we are here to support you. You will get through this, you will bounce back and you will be ok. Reach out if you need us and just keep the faith, knowing that everything will work out. You may not realize that now, but you will get there. We are all here for you and will continue to be as long as you need us,” Buckley said.

Mike Scala Wins Primary Tuesday was primary day and voters came out to choose Democrat Mike Scala to take on Councilman Eric Ulrich in November’s election for City Council in District 32. Mayor Bill de Blasio won the mayoral primary, defeating Sal Albanese and three other contenders, and will be up for reelection against Republican assemblywoman Nicole Malliotakis this Election Day, November 7. Locally, voters could select which democrat would take the spot to go against Ulrich on November. The vote was between Mike Scala, Helal Sheikh and William Ruiz, but Scala came on top with more than 44 percent of the vote. Sheikh has 31 percent and Ruiz had about 26 percent. Scala is an attorney who serves as vice president of the Queens Public Transportation Committee and formerly worked as a legislative aide to State Senator James Sanders.
The Rockaway Times reached out to Scala for a quote on his victory. “We're running an issue-based campaign. Local Families Still Need Help

As people down in Texas and Florida face their own tragedies, some local families are in need of some help themselves. Two families on Beach 91st Street are left with nothing after losing everything in a Labor Day fire. Last week, The Rockaway Times reported on the fire that ripped through
a building on Beach 91st Street. We got in touch with the Mercado family, and Dawn Mercado, who lived on the second floor, where the fire started, recalled the events of that night. The Mercados were able to escape, but lost everything. There is an ongoing fundraiser for the family on GoFundMe.

The Red Cross has been housing the family, but they are in need of a permanent home to start rebuilding their lives. The LBRB has spearheaded a fundraiser for the Clarke family. Last weekend, they set up a table to collect funds near the Beach 86th Concession. The fundraiser was

The kids (and teachers) are back to school, the lifeguards are gone, and ferry attendance is slipping. It’s officially time to put the 2017 summer to bed the only way we know how. It’s time for The Rockaway Mermaid Brigade to throw the third annual Poseidon’s Parade. Poseidon’s Parade is a nautical art event that turns the boardwalk
from 106th Street to 95th Street into an aquatic spectacle at the end of every summer. While the Mermaid Parade in Coney Island celebrates the start of summer, Poseidon’s Parade celebrates its bitter end! This year’s parade will kick off this Saturday, September 16, at high noon. Rockaway’s most bombastic artists, maniacs, and salty dogs will flock to Beach 105th
and the boardwalk in colorful costumes that pay homage to the mystical sea. Landlubbers, hipsters, locals and drifters will flock to the boardwalk to catch sight of the yearly salute to Poseidon, the god of the sea. Rockaway’s amazing creative spirit is about to squeeze every last drop out of the summer of 2017. After several failed attempts at an interview, I finally caught up
with key members of The Rockaway Mermaid Brigade at Queen Mermaid Casey Brouder’s art sweatshop on Newport Avenue. The room gave off a unique smell that blended hot glue, spray paint, and other inspirational artistic scents. Marchers will compete for handmade trophies in the following categories: “Best Children’s Group,” “Best Bicycle,” “Best Individual,” “Best Recycled Materials,” “Best Adult Group,” “Best Pet,” “Best Wagon Carriage,” “Best Block,” “Best Pub / Restaurant,” “Best Float,” and the all-coveted “Alf Award” which usually goes to Alf. These categories will be judged by a panel of Rockaway VIP judges, who will sit on decorated lifeguard chairs on Beach 96th Street. All judges have been heavily vetted, heavily trained, and heavily brainwashed by elite members of The Rockaway Mermaid Brigade. As always, and in following Coney Island’s lead, bribes are accepted with open arms and will influence decisions.
At the end of the parade, Poseidon MC, and local surfer dude legend, Jimmy Dowd, will direct the crowd to Beach 95th Street where DJ Kuff Daddy Dollars will drop musical bombs that would make North Korea jealous. I asked him if he was excited about the event, to which he responded, “I’m just living the boat life.” The party will hit its peak when Jimmy announces the winners and
the trophies are handed out. The mermaid marauders will then scurry away to the various after parties on the peninsula, for one more night of summer madness. Before I left the art sweatshop, The Rockaway Mermaid Brigade’s lawyer gave me an official written statement to pass on to the folks. “We would like to thank the following people for making this parade possible: Portia Dyrenforth

RYTF’s Sizzling Crab Boil Serves Up Community Spirit

What goes into a lip-smacking, satisfying crab boil, besides carefully selected crabs seasoned in a broth of mouth-watering freshly-picked herbs and spices? "Community," said Milan Taylor, executive director of the Rockaway Youth Task Force (RYTF), at their Crab Boil fundraiser this past Saturday, September 9, at RYTF’s urban farm on Beach
58th Street. “The goal of the Crab Boil was not just to raise funds for RYTF, but more importantly to bring everyone together to see and enjoy the fruit of our labors, not just on the farm, but in the community,” Taylor said. RYTF is a Rockaway born-and-bred local youth organization boasting 45 organizers and 100 members working to secure social, economic and racial justice through youth-led campaigns, leadership

development, movement building, and cultural expression through arts and media. RYTF volunteers also work on their urban farm in Edgemere, which according to their website is, “one of the largest youth-run growing spaces in NYC, also used for monthly community events and a seasonal farm stand in the summer and fall.” The farm utilizes a greenhouse, on-site composting, solar technology and rainwater harvesting. RYTF’s farm and urban garden is open May through September from 11 a.m. to sundown. Far Rockaway resident, Tofummi, a 14-year-old student at Scholars' Academy, who just joined RYTF this year, said, “I love what this organization is about — youth of all ages banding together to bring about change in the community. farm, I always thought that Far Rockaway was a food desert. And now, I am working with other youth to promote the growing and eating of healthy, freshly-grown food. After working all summer on the farm, it was so gratifying to partake of the fresh fruits and vegetables we reaped. Now, I am eating healthier and see the difference in my diet. I also love going to RYTF-led campaigns and witnessing change in the community, such as the extended route of the Q52. It feels good to see our work being manifested and appreciated by everyone in the community.” Sixteen-year-old Clarissa Huggins, a high school senior, who has been an RYTF member for over a year and a half, says that she was drawn to RYTF because there weren’t many options for Far
Rockaway youth to get actively involved in the community. “After volunteering with RYTF, I decided that I am going to pursue a double major in business and political science in college. I want to help the community, not only on a civic level, but fiscally,” Huggins said. According to Taylor, RYTF’s Crab Boil sold out, and from ticket sales alone, they raised approximately $6K. “However, when you count on what we spent to make the event happen, we may have just broke even. However, it was gratifying to see so many folks come out to support us, especially our labor of love on our farm. Locals Reflect on 9/11 On Monday, September 11, Rockaway reflected on the events that took place 16 years before, in which more than 70 community members and thousands more lost their lives in a senseless attack on the World Trade Center. On Monday morning, many came out to Tribute Park for a

On Medicare
Today I would like to discuss health insurance, specifically Medicare. Medicare is government supervised health insurance that kicks in either at age 65 if you are retired or younger than 65 if you are disabled. It should not be confused with Medicaid, which is health insurance provided at no cost for those who have a low or zero income and few, if any, assets. Medicaid is mostly paid for by the states. Medicare was started in the 1960s during the Johnson administration. As originally designed, Medicare was a sort of health savings account. Working people paid into it their whole career and then started using it when they retired. As retirees they still paid for it albeit

at a lower rate. Presently, Medicare, like Social Security, is in serious financial trouble and both are predicted to run out of money somewhere in the 2020s. There are several reasons for this. First of all, life expectancy has risen significantly since the 1960s. Secondly, the cost of medical care has also risen significantly as the technology of medicine has advanced. It is estimated that 90 percent of a person’s total Medicare expenditures are spent in the last year of life. Thirdly, many more people are being diagnosed as disabled now as opposed to 50 years ago. Please do not misunderstand – I am not opposed to the disabled receiving these benefits, I am merely explaining the reasons why both programs are in financial jeopardy. Medicare covers many things private insurance does not. For example no pre-authorization is needed for a Medicare beneficiary to get an MRI or CAT scan or see a specialist. There are annual deductibles and co-pays but having a secondary insurance will often cover these costs. Unfortunately managed Medicare, called Medicare advantage plans, is becoming more pervasive. Many patients are tricked into signing up for the advantage plans. They send you a flyer or call you inviting you to come to a meeting to hear how wonderful they are. They serve you coffee and a bagel and give you a tote bag. They tell you how they will save you money but they don’t read you the fine print. After signing up for these plans patients soon realize the truth of an adage – namely

“there is no advantage to a Medicare advantage plan.” Medicare advantage plans exist for one reason only – to make money. They have formularies that restrict access to certain medications, they require pre-authorization for many tests like MRIs and CAT scans, plus they often require referrals to see a specialist. These are just a few of the many restrictions that these plans have in order to turn a profit. Unfortunately, because of the rapid spread of these plans, practitioners like me are forced to accept them. My office staff spends hours on the phone and online with them attempting to get tests or medications approved for patients, often with poor results. Many times I must speak to a physician who works for the company only to get turned down. My goal is to advocate for my patient while their goal is to make money and the patient be damned. So, if you are considering signing up for a Medicare advantage plan or any other health plan do yourself a favor and speak to your doctor and his or her staff first. The Four Agreements The book, The Four Agreements, was highly recommended by a teacher to one of my children. She said if there is one book to read about how to live your life, I would choose this. So recently I purchased the book to read it for myself. It was not only a great book, I was impressed and thankful that the teacher had recommended this wonderful guide to living a good life. I am going to share them with you because I think we could all use these simple reminders in
life to be happy and healthy. 1. Be impeccable with your word. Speak with integrity. Say only what you mean. Avoid using the word to speak against yourself or to gossip about others. Use the power of your word in the direction of truth and love. If we could all practice this on a daily basis, how beautiful would the world be. We would more than likely speak less and listen more. Learn to speak with kindness and compassion. Be comfortable with silence.

Dollar stores vary in what they sell, but the general stock is basically the same. Here are 10 quick fixes that you can do with dollar store items. 1- Hide/coat a screw/nail Before the screw rusts, put a coat of nail polish on it. That will seal it from the weather. You can match the color by using a colored nail polish. 2- Label things Using colored nail polish is a good way to mark keys so that you don’t have to fumble through them. Dollar stores also carry a good supply of stick on labels. 3- Keep screws from coming loose When you have a screw that keeps coming loose. Putting a little clear nail polish on the threads will help lock the screw in place.
4- Get organized Most dollar stores carry wire or plastic baskets. These baskets are great for organizing your kitchen cabinets, drawers, etc. 5- General repairs I wouldn’t buy them for frequent use, if you’re doing something and it’s a one time thing, a screwdriver, spackle knife, etc from the dollar store will get you through.
6- Automotive supplies I won’t deny that I bought a quart of oil from a dollar store once or twice in my time. Even more so, I have bought automotive cleaning supplies from the dollar stores. Why not? They do the job and the prices are less than in a auto supply store. 7- General house cleaning Cleaning supplies at the supermarket are getting expensive.

Other RBCA members brought up the fact that a medical facility probably isnâ&#x20AC;&#x2122;t the best use since another medical facility is being built on Beach 105th Street. The group of doctors behind the Beach 105th Street project was originally considering the courthouse location. â&#x20AC;&#x153;They breached the lease and went to a rival facility, which derailed this project. We went to trial and feel confident that we will win. However, that new facility is for ambulatory surgery and other things. You build a third facility here, and
itâ&#x20AC;&#x2122;s going to fill up in a heartbeat. There are new residential units being built in Arverne, thereâ&#x20AC;&#x2122;s a project coming to Beach 116th, you have the ferry bringing in people. The population is going up, not down, and healthcare is needed,â&#x20AC;? Kaufman retorted. Kaufman said he also considered alternatives to medical, including medical with a Pre-K in the basement, but it
was found that the building is not architecturally suited for it. A hotel is also a possible use, but Kaufman didnâ&#x20AC;&#x2122;t want to go that route for the neighborhoodâ&#x20AC;&#x2122;s sake. Another consideration was an artistsâ&#x20AC;&#x2122; building. Kaufman said he had a group come to look at the space and the artists determined it wasnâ&#x20AC;&#x2122;t for them. It would also not be feasible.
Page 35 Some suggested the building be given back to the city and a new RFP be issued. The EDC rep said, â&#x20AC;&#x153;I understand a lot has changed with other healthcare facilities, but this was approved for medical use, Uri won the land. We can move forward with this and tweak it. Itâ&#x20AC;&#x2122;s a long process to do another RFP for the property. Do you want to continue to see this vacant or do we want to work with the developer we have here and bring something that could serve the community?â&#x20AC;? Kaufman was hoping for approval so that he could bring his plan to an EDC Board meeting at the end of the month. Instead, a motion was made to ask Kaufman to come back and present the plan in more detail to a broader local audience first. The motion asked for the developer and the EDC to present the plan in its entirety to the residents of Rockaway Beach within 45 days. Stay tuned for another meeting.

CB 14 members questioned Brown about Katz’s approval to relocate the Beach 116th Fire House to the old HSBC bank, despite the Board’s disapproval and recommendation that the old Long Island Power Authority lot at Beach 112th Street was a better option. Gaska said, “This is not something Dan could answer, present your questions to Melinda herself.” Board member Dan Mundy, Sr. then brought up a plausible point. “Wherever the fire house is re-located, the emphasis should be on resiliency measures. With Hurricane Sandy, our local fire houses had to make the difficult decision of relocating some of their vehicles and emergency equipment out of the area to higher ground to prevent all of them from being destroyed by the storm. Now, we see the same situation in Florida and Texas. We shouldn’t put that burden on the FDNY or other entities that are our go to for emergency and relief help during and after a hurricane. We need them fully resilient here — before, during and after a disaster such as a hurricane. Brown said that he would bring this up to the Borough President, and CB 14 unanimously passed a notion that they would establish an ad hoc committee to address the resiliency measures of the new fire house and present their recommendations to the Office of Emergency Management. Mundy, Sr. agreed that he would be an active part of it. A Department of Sanitation (DSNY) representative presented the Department’s Organics Curbside Collection community volunteer program to the board. “Starting this October, we are encouraging everyone in one- to nine-unit households to enroll in the program, where the DSNY will deliver indoor kitchen containers and outdoor brown bins for the collection of food scraps (fruit, vegetables, meat, bones, dairy, prepared food); food-soiled paper (napkins, tea bags, plates, coffee filters); and leaf and yard waste (plants, trimmings, twigs, grass). In the public speaking session open to all attendees, Joe “The Ferry Guy” Hartigan expressed his concerns about maintaining the ferry’s ridership through the fall and winter months so that it is not taken away, and offered suggestions to take advantage of hot spots in Manhattan that could possibly guide folks to Rockaway and vice versa. Mike Honan spoke about the privately-owned ambulances speeding through local streets, and inquired about the requirements for the first responders versus secondary responders. Then he brought up quite an unpopular, but well-known dispute. “Why is it that during the summer months, seven days a week in the 35-block area of Neponsit and Belle Harbor, folks aren’t allowed to publicly park on the streets? This affects not just residents, but neighboring residents and out-of-towners looking to visit and shop.” The answer, “The neighborhood doesn’t want it.” Local youth advocate, Jeffrey Williams-Maisonet, stepped up to the plate by bemoaning the sinkholes and broken-up sidewalks in the Beach 60s and 70s areas, some attribute to Hurricane Sandy. CB 14 District Johnathan Gaska said that the Board will look into it. Then Williams-Maisonet commented on the layout of the room, “Are we together or divided? Looks like a room of Democrats versus Republicans.” Gaska guffawed, “This is the first time in my 25-year tenure, I ever heard a complaint about the layout of the tables in the room. Thanks Jeffrey.” Finally, Board members unanimously voted in favor of adding awnings to the Beach 73rd and 74th areas on the boardwalk, where there is a playground.

Pipeline Co. Announces Final Grant Winners Williams, the company behind the Rockaway Delivery Lateral Project, aka the Rockaway Pipeline, has announced its Rockaway Community Grant Program winners for the fall 2017. Twenty-five organizations in and around the Rockaway area have been awarded more than $80,000 in funding. Williams provides natural gas to the New York City area through its Transco pipeline, a 10,200-mile pipeline system, which transports natural gas to markets throughout the northeastern and southeastern United States. The Rockaway Lateral Project went into service in 2015. The Rockaway Community Grant program was designed to benefit the environment and local communities in which Williams operates its Transco natural gas pipeline near Rockaway, N.Y. The company has awarded nearly $900,000 since the grant program was first initiated in 2014. Grants were awarded to organizations promoting initia-
tives that support environmental enhancement, education, economic development, emergency services, youth and senior programs. The highest amount awarded to any group was $5,800 and the lowest was $1,000. Several Brooklyn-based organizations were awarded grants, but many local groups also benefitted. Pheffer Amato Honors Former RPFD Chief Arthur Lighthall
On Saturday, September 9, at the Rockaway Point Fire Department, Assemblywoman Stacey Pheffer Amato presented Volunteer Firefighter Arthur Lighthall, who has twice served as Chief of the RPFD, once as President of the Breezy Point Cooperative and several times as President of the New York City Firefighters’ Association, with a proclamation honoring his 50 years of service to the community as a volunteer firefighter. “I honestly can’t imagine someone who deserves to be
honored more,” Pheffer Amato said in a press release. “Arthur isn’t just a guy who volunteers – he’s passionate about volunteering, and he inspires others in his community to do the same. He almost single-handedly led the reconstruction of this community after Sandy. Folks who watched how much he gave of himself elected and re-elected Arthur to lead the volunteers, both in Rockaway Point and citywide. When you’re elected twice, in two places, you know you did something right. We’ve always been appreciative of his service, and I’ve loved working with him as a partner. Arthur, my friend, here’s to fifty years of never stopping. Thanks for sharing your passion for community with all of us. I look forward to coming back for your 100th!”

Snowflake Softball Kicks Off the Season By The Commissioner
Fall ball has begun as the Jamaica Bay Babe Ruth Snowflake League kicked off the season this week. The captains of all eight squads held their annual Captains Meeting at the Wharf on August 28. Lots of ideas were tossed around with some being implemented and others quickly laughed at. To make the league more legit, the majority vote called for all teams to have uniforms this season. Uniforms are so crucial this season, that if a player does not wear the uniform in a playoff game, then that person will start each playoff at bat with a 1-2 count. The uniforms are the league's best chance to minimize ringers in the playoffs. Wear those
uniforms gentlemen! League Co-Commissioners Rich George and Dennis Cook, took every team's special requests and the season schedule was made public on August 29. League play began Monday, September 11 and will span eight weeks with playoffs beginning the day after Halloween. All eight teams are comprised of local talents spanning the towns of Rockaway, Broad Channel, Breezy Point, Roxbury, and Marine Park. Team names this season are as follows: Allstate, Rock Fam, Ruffle Bar, Marine Park, Cereal Killers, Sons of Pitches, Black Sox, and the Alcoballics. We would love some fans in the stands so please come on out to the Broad Channel Athletic Club (BCAC)

The Snowflake League welcomes new umpires Tim Harkins and Jim Gallagher who are taking their talents from the fields in Breezy Point and Roxbury over the bridge to our beloved Sandlot in Broad Channel. We send out tremendous thanks to the BCAC for basically donating their lights and fields to us every night for the next two months.
