POSEIDON PARADE IS REALLY BACK By Bert Sanders

“It's officially go time,” proclaimed an elated Jerry Rea, the official blabbermouth of the Rockaway Mermaid Brigade. The Seventh Annual Poseidon’s Parade will kick off this Saturday, September 25 at high noon from Caracas on Beach 106th Street. As Jerry whizzed by on a shiny sissy scooter, he stopped and shouted “The parade is Saturday, hip hip hooray, Jerry Rea” repeatedly through a megaphone, seemingly unaware of the angry motorists that formed a growing line behind him. It’s as close to an official press release that the brigade has ever issued, and no one doubts his ability to get the word out. This year’s parade will be led by The Ginger Ladd and Mister Ladd, the official prom king and queen from the 2020 Poseidon’s Prom. They have been waiting longer than any prom king and queen in parade history and are ready to dazzle the beach town crowd. Judging by their perfor-

mances on social media and at City Winery NYC, they are most certainly up for the task. I went to Poseidon’s Cave on Beach 91st to speak with the leaders of the brigade. The cave was alive with several mermaids working on trophies in sweatshop-like conditions. Geoff Rawling, the official captain of the brigade, angrily shouted orders at the artists

who worked like Santa’s Elves in mid-December. “One Mojito, two Modellos, and a cup of tea!” he shouted at a glue gun wielding mermaid. “Get Bert a seat for crying out loud. And that’s NOT HOW YOU USE SPRAY FOAM! Seven years and you have learned nothing. NOTHING!” he shouted in a fit of rage. I happily sat down, knowing that the brigade was back in full

swing. While they had a pop-up flash mob parade last year, this year the official parade is back. The trophies are extravagant art pieces that will find their way into homes and businesses throughout the land. Homes of marchers who can win a category in this Saturday’s parade. This year the categories are: “Best Float,” “Best Pet,” “Best Individual (The Ms. Columbia Award),” “Best Block,” “Best Performance,” “Best Children’s Group,” “Best Pub or Restaurant,” “Best Recycled Materials,” “Best Overall,” “Best Bike,” and “Best Adult Group.” In order to earn a victory in these categories, participants must win the hearts and minds of this year’s judging panel. As in years past, and in keeping with Coney Island Mermaid Parade tradition, participants are encouraged to bribe, beg, and cheat in order to earn a trophy. This year’s judges are: John Hutton, Shane the Enchantress, Tara McGuiness, Vic Thrill (Billy Campion), and Chief Janet Fash. Each judge should be easy to bribe, and the Brigade thanks them for their commitment to civic art duty for the peninsular. Oft times tyrannical Mermaid Queen Casey Brouder wants to remind all participants to register on Poseidonsparade.com, but day of registration is also welcome. The parade’s official MC, local surf dude legend Jimmy Dowd, will make sure the audience and judges on Beach 96th Street know exactly what is happening with each act. His ability to

She brings a unique provocative boldness to the position and has demonstrated an ability to make both men and women move at her command. The parade will end on Beach 95th where DJ Dillon Ostrander will be rockin’ the tunes. There will be an awards ceremony, and several family-friendly stations on the plaza. Face painters will make sure every last kid is covered in art, and spontaneous music and dance acts will be on display. There have also been unconfirmed rumors that Whaleamina may show up to the party. It’s never too late to throw a costume together and strut down the boardwalk to put summer 2021 to rest!

On The Road Bismarck, North Dakota (RT) – September 21. I always wanted to write a dateline. Like a real reporter. I guess I didn’t have to drive 2,000 miles to do it, but I never thought of it before. When you drive 2,000 miles, you can think of a lot of things. Like how families don’t do drive vacations much anymore. They drive three or four hours, tops, to a single destination (Lake George or Windham) otherwise it’s all aboard the 747. In the old days, kids would be jammed in the station wagon, and families might drive cross country. Hence the expression – don’t make me pull over.

Hence another expression, There’s the Grand Canyon, now get back in the car. Now that I’m doing the retro thing with a newly retired wonder woman, I’ve come to realize how some things have changed on the open road. Like license plates. Of course, we wanted to count and list all the different ones on the road but too many states have seven different versions. Michigan is annoying in a license plate kind of way. Otherwise, Michigan is underrated as a destination vacation. We all think of Detroit and Flint but google Mackinac Island. And Sleeping Bear Dunes. Michigan borders three

of the Great Lakes. And Lake Huron? It’s Caribbean blue in spots and clear as Pellegrino. Who knew? And there’s some town called Frankenmuth that looks like it’s in the German alps and yep, they have a pretty great Oktoberfest. And you know what else has changed, you can’t play punch buggy anymore because they’re just aren’t any VW bugs out on the road anymore. We started playing “punch lakes” in Minnesota but had to stop when bruising occurred. The game was rapid fire combat, so we proved it true: Minnesota has a lot of lakes. In the old days, you might get demerits if you had to stop to pee. Now, you set Waze up for rest areas. I’m not saying the old days were better, far from it. Back then, you’d only get Reverend Podunk on a weak radio signal. Now you’ve got podcasts and sitting next to each other in silence for 30 exits isn’t so weird. Oh, I almost forgot one of the highlights. It’s true you can find some spots that are frozen

in time. I found a bar in Elmira that served a cold pint of Bud Lite for $2.50. If I had 20 more, I might have wanted to stay in Elmira. It occurs to me that you can live like a hermit, this country is vast and open. And it occurs to me that everywhere is nice, more or less, this time of year. There’s not an outpost without a brew pub these days. Toledo, Ohio has a tree lined neighborhood like Ditmas Park in Brooklyn with cool Victorian style houses (oh, and they sell for $225,000). Same with Fargo, North Dakota. These places are so nice you almost forget they’re worse than hell in about five weeks. The aforementioned Mackinac Island? Just one restaurant remains open after October 15 and people get to the mainland by friggin’ snowmobiling across Lake Huron! Yeah, the ferry can’t get through the ice, No friggin‘ thank you. Next stop: The Badlands. Don’t make me pull over: I’m not talking about 116th Street…

***** Wow, we’d gotten used to the idea that the old Neponsit Home was going to be there like the Egyptian pyramids. But no, it’s coming down. As we reported, back in February, the NYC Health and Hospitals Corp handed over the Neponsit Home to NYC Parks which made plans to raze the structure which hasn’t had patients since 1998. Parks plans to select a contractor to do the demo by the end of the year. ***** The New York State Independent Redistricting Commission is a bipartisan Commission responsible for drawing New York’s district lines after the 2020 Census. In recent draft proposals, first reported by the Queens Daily Eagle, the initial maps

were hardly bipartisan and as a result two sets of draft proposals were released. One proposal has Rockaway in a district that includes a lot of waterfront communities from Brighton Beach and Coney Island to Long Beach and East Rockaway. The Commission’s website states: “We are committed to drawing New York’s maps based on input from the Public.” Meetings will be held virtually, and the Queens meeting is scheduled for Wednesday, November 17 at 3 p.m. You can also submit comments at the website: nyirc.gov/draft-plans ***** Queens District Attorney Melinda Katz announced that a grand jury considering charges against former police officer David Afanador has found a no true bill and declined to indict. Afanador of the 100th Precinct at the time, had been charged with using a chokehold on a man he arrested in on June 21, 2020. After a video released showing an alleged chokehold, Afanador

was suspended without pay. Katz said she is pushing to have the minutes of the grand jury released. Afanador, reportedly left the NYPD earlier this year following separate legal issues. ***** The wet summer means mosquitoes will be in full force. With West Nile and other viruses being carried by these pests, Senator Schumer is calling upon the EPA and the CDC to provide tools (money) to help curb the spread of mosquitoes. The NY Health Department said current West Nile numbers have broken records already and the mosquito season still has weeks to go this year. ***** He’s not mayor yet, and we’re not saying the race is over, but in a city with a 7-1 democrat advantage, Eric Adams is likely to take City Hall. While the likely outcome seems clear, what’s not so clear is how much baggage (ethics) Adams will bring with him. He has tax return and landlord issues

His accountant “was terminated from his job in 2017 as a managing agent for a Harlem coop, for alleged financial improprieties.” Things could get messy before they begin. ***** Just last week we ran an item about The Graybeards Blood Drive and now it’s been scratched. The Diocese of Brooklyn is limiting large gatherings due to Covid restrictions. We’ll let you know when it’s rescheduled. ***** Ahoy! Even when there wasn’t a Poseidon Parade there was still a parade of merry mermaids and nautically minded marchers who came out last September to keep the tradition alive, even though the Parks Department put permits on ice during Covid last year and the parade was “unofficial.” This year, the march is on. The fun starts this Saturday at noon at Beach 105th Street and ends at Beach 95th Street.

Irish Fest a Success By Katie McFadden

We’re officially more than halfway to St. Patrick’s Day and Ancient Order of Hibernians Division 21 helped put everyone in the spirit this past weekend with the 8th Annual Rockaway Beach/ Breezy Point Irish Festival. On Saturday, September 18 and Sunday, September 19, locals and visitors alike came out to enjoy the craic at St. Camillus. Local musicians and Irish bands from The Brooklyn Bards, Walker and the Brotherhood of the Grape and the Highland Rovers to Jeff Conlon, The Knobz, Niall & The Durty Nelly’s and Celtic Cross kept the music going throughout the weekend. The Breezy Point Catholic Club Pipes and Drums band played on Saturday and the O’Malley Dance Academy’s Irish dancers thrilled the crowd and even got them involved, teaching fest-

goers the Siege of Ennis. While Covid threw the fest for a loop this year, including having to push it back to September, it was an overall success. “I think it went great considering we put it together in a very short span of time,” AOH member and festival organizer John Moroney said. “The weather was good, perhaps too good on Saturday, but people showed up and we were able to keep this festival alive.” In addition to admission and t-shirt sales, the AOH also led a successful 50/50 raffle which will allow them to make charitable donations to local organizations. This year, they were able to give 11 prizes, including the big 50/50 pool which was won by none other than Rockaway’s favorite bartender, Brendan Jones, plus ten $1,000 prizes, leaving lots of Irish eyes smiling. The AOH is already planning for next year’s festival, set

All aboard! The next stop is Bagel & Barista Station. Rockaway’s newest eatery has arrived on Beach 116th Street. On Friday, September 10, All American Bagel & Barista Station opened its doors to the community, serving up fresh bagels, deli sandwiches and salads, a wide coffee selection and more. The name may sound familiar as the folks behind this new eatery have been in the business for over 20 years. Starting in 1998 with the original All American Deli in Broad Channel, the Pisanis’ food businesses have become a staple from Howard Beach to Rockaway. Some may know All American Bagel & Barista in Lindenwood, which is still going strong. The Pisanis also brought All American Bagel & Barista 2 to Broad Channel but have since sold the business. They even spent some time in Rockaway with the former Two Nine Deli on Beach 129th Street, and Rockaway was calling them back. Co-owner Rob Pisani says the landlord of the building that formerly housed Rogoff ’s and Thank You café had been asking him to open a bagel store in the area since 2015. As Rogoff ’s was nearing closure, the landlord asked him again last fall and the timing felt right. “I talked with my brother and partner, and we all decided to do it. When we were in Rockaway on 129th, I loved it. I know we have a good product and we used to do great there. With All American in Broad Channel, we used to do catering in Rockaway every weekend. With Beach 116th being a little more centralized, and seeing Rogers cleaning up and with them fixing PJ Currans, we thought it’s a good time to put something here,” Pisani said. Rob Pisani, his brother, Alex Pisani and their partner Joey Gagliardotto agreed to bring the best of the All American Bagel & Barista brand right to Beach 116th. And then work began. Pisani’s eateries are known for homemade menu items

with fresh, top of the line ingredients, including their handrolled, kettle cooked bagels. With the new place, they decided to bring back some of the favorite menu items from Two Nine Deli but wanted to give the new place its own identity. Being near the subway and in front of a major local bus hub, Pisani decided to go with a subway station theme. “We wanted to have that niche. The train is here, the buses are here, and we liked the name Bagel & Barista Station,” Pisani said. They added subway tiles to the walls, subway-style signage, and of course, graffiti to tie it all together. Even some of the menu items follow the theme, with certain sandwiches named after A train stops such as the Fulton Philly and a roast beef hero called The Jay Street. But locals may recognize some other familiar names for the sandwiches, breakfast items, burgers, wraps and paninis on the menu. The burgers are named after neighborhoods on the peninsula, from the Far Rockaway Burger with pepper jack cheese, jalapenos and grilled onions to the Breezy Burger with grilled mushrooms and onions, bacon, and jalapeno pepper jack cheese. Those looking for something healthier may shoot for the Summer Classic, a wrap with hummus, feta, cucumbers and roasted peppers, while Christ the King alumni may recognize the CK Royal, a honey turkey sandwich topped with crushed Doritos. Other items are a little more personal like The Big Busta, a chicken

cutlet sandwich named after Tim Tubridy. The Clarebear, a chicken salad sandwich on a bagel, was a favorite of the late basketball star Clare Droesch. And some items are named for family members such as The Buttner—a fried eggplant panini named for Pisani’s wife, Jamie, and The Roc Strong—an egg white and turkey bacon breakfast sandwich named in honor of Pisani’s son, Rocco, who has been putting up the ultimate fight against leukemia. Some may even spot them hard at work at Bagel & Barista Station. Pisani’s wife has been greeting customers since they opened their doors, Pisani’s nine-year-old daughter, Charlie, has been wiping down tables, and even Rocco is putting in heavy lifting. “Rocco wants to do it. He had a spinal tap on Wednesday, and he was here on Thursday, doing stock and taking orders,” Pisani said. “He does it so confidently. His work ethic is insane.” Besides having the family help, Pisani prides himself on mostly hiring locally. “Every store I open, I always try to hire local kids. About 80% of my employees are from Rockaway or Broad Channel,” Pisani says. While many local bagel and deli spots are designed for takeout, Pisani hopes that Bagel & Barista Station can be a place where everyone comes to hang out. “I just want it to be the place where everyone meets. I have a bike rack outside so kids can come here. I want to see families here. I want it to be a meeting spot,” he said. With indoor seating, Bagel &

Barista Station can seat about 30 people. But they also offer delivery and quick takeout options for those on the go. The eatery has a separate express door, where people who use their soon-to-come app to prepay for orders, can access this side door and pick up their order in one of 16 cubbies when it’s ready. “You can pull up and be in and out in 15 seconds,” Pisani said. Bagel & Barista Station is also a beverage-lover’s dream. With a high-end coffee machine, they can make your favorite lattes, macchiatos, frappuccinos and more with a variety of flavors. Their self-serve coffee station also features about 15 flavors of iced coffees and teas, as well as ten flavors of hot coffees. They even have a slushie machine, serving up four different flavors, and once they have their liquor license, Pisani says they can use it to make summer frozen drinks, in addition to serving beer. Even more is expected to come. To get into the swing of things, they’ve started with limited hours from 6 a.m. to 4 p.m., but they plan to stay open later. After all, they’ll have dinner offerings. As Pisani’s All American brand is known for its catering, which they also offer out of the new spot, they will soon have hot food like chicken francese, meatballs, meatloaf and other dinner specials. Plus, in the future, they may add a soft serve ice cream machine, and even a donut machine to make fresh donuts on site. In the meantime, you can make a stop at Bagel & Barista Station and see the many options they have for any appetite. They plan to have a Grand Opening ribbon-cutting celebration on Saturday, October 2 from 10 a.m. to 12 p.m., where they’ll have giveaways, face painting, music and more. Neponsit Home Demolition Looking More Certain By Katie McFadden

It’s looking more and more likely that the Neponsit Home will face the wrecking ball. In February, Councilman Eric Ulrich announced that the city acquired funding to finally begin demolition of the long abandoned building. In another one of those, “I’ll believe it when I see it scenarios,” there has been skepticism, However, in recent weeks, there has been further confirmation of the Neponsit Home’s pending demise. Crews have been noticed around the property located at 149-25 Rockaway Beach Boulevard, marking off certain areas with spray paint in recent weeks. And NYC Health + Hospitals (HHC), the city agency that has maintained the building for the last several years, recently released a Request for Proposals for Construction Management Services to conduct the demolition. Following a storm in 1998, the Neponsit Health Care Center was ordered closed by the Mayor Giuliani administration due to “imminent danger of collapse,” —claims that were later found to be false. But the nearly 300 elderly residents of the building were evacuated. The building hasn’t been utilized since. But it has cost the city millions. In 2014, a Freedom of Information Law request revealed that the property cost HHC $266,000 annually to maintain with basic repairs and security. According to Robby Schwach, Deputy Chief of Staff for Ulrich’s Rockaway office, unsafe conditions finally sparked some action. “Over a year ago, parts of the roof were coming off. We went to Beach 149th and found a large piece of corrugated metal that had blown off the roof,” Schwach said. With the building now posing a serious danger to surrounding homes and people, HHC decided it was time to take action. In February, Ulrich’s office announced that the NYC Office of Management and Budget agreed to fund $5 million in the next fiscal year for the demoli-

tion of the building. According to Schwach, the city has contracted architect firm Urbahn to come up with a demolition plan. Representatives from Urbahn have been seen around the building, doing inspections and marking off certain areas as they come up with a plan for a safe demolition. Schwach said they could be marking off things such as gas and water lines around the building, as well as checking for asbestos, determining ways to demolish the building without vermin scampering off the neighboring properties, and if it can all be done for $5M. In the meantime, HHC has already released an RFP for a contractor to carry out the demolition. The RFP says, “NYC Parks is prepared to take on ownership of the Neponsit Site once all structures are demolished.” Parks taking over falls in line with a covenant in the deed for the land that says that it can only be used for a park or a public health facility, something that can only be changed by an act of the state legislature. NYC Parks already partially utilizes the property for lifeguard use and storage and the RFP requires that all lifeguard facilities remain. Interested parties had until September 21 to submit their proposal for the demolition job. Urbahn Architects are scheduled to issue a bid to the demolition contractor by December 22, 2021. Schwach says that the community will be given notice before the demolition work takes place and how the work may im-

pact the surrounding community and beach. The community will also be given opportunity to provide input on how the future parkland should be utilized. In the meantime, not everyone is on board with the demolition. In recent weeks, petitions have been circulating to stop the demolition. A petition started by those who utilize Bay 1, the Riis Park beach behind the Neponsit Home, say

the demolition could change the future of the beach that has long been a hotspot for those from the LGBTQ+ community and nudists, where the building has given those there a sense of privacy. “We are a community which would be demolished if this building is no longer a part of this beach,” the petition on Change.org reads. An Instagram account, Riis.beach, has also been leading efforts regarding the issue, including Zoom meetings. But the demolition is all but certain. While much of the work may take place after Ulrich’s term ends, Schwach says they’re glad to see things moving for the Neponsit Home. “It’s finally happening. We’ve been asking for some time for action since Eric has been in office for 12 years,” Schwach said. Today, if anything is $375, I’d say grab it! The new number is $2.1 million for something decent, especially on a beach block.” Farina speaks from experience. “I’ve been a broker since 1982.” Yet, she says when she started, “I had no intention of becoming a realtor. I started with two woman named Cathy Kenny and Pat Smith,” in what was then known as Bry Realty, also located on Beach 129th Street. She was the mother of two

secured, it’s slated to fully open in 2022. It’s not just Beach 129th that Farina is excited about. She sees real estate reshaping the peninsula. “That has really changed,” Farina says. “There was a time when people were really not looking below Beach 116th Street. Now I would say it stretches from Beach 69th Street

toddlers when her neighbor, Kenny, asked her as a favor to cover the office for an afternoon. “She had no one else. So I did. When she came back, I had had two clients come in, had lined them up with apartments and had everything ready for her.” Both Kenny and Smith encouraged her to keep at it.

“I was a young mother, so it was tough time. But they said, ‘You have a gift.’ So, I started as an agent, and I sold the most houses and the most apartments. I went on to sell 40 houses in two years,” she said. Farina smiles at the memory. “I lived and breathed real estate. I was here morning, noon and night.” Later “when both women were ready to retire, they encouraged me to start my own firm,” Farina said. So Belle Harbor Realty was born in 1987. “Through the years, I have had six different sales people. Anita Shor, Carol Gordon, Jackie Connolly, Cathy Tucci and Benita Lachner. Now it’s myself, my two sons, Anthony and Richie have joined, and Benita.” Since starting, Belle Harbor Realty has certainly racked up its share of successes. “I do some business in Breezy Point and sold a house for $2.150 million there. The co-op called to tell me that that was the highest priced home sale in Breezy,” she said. Farina says experience and knowing so many people in the area are primary reasons for good fortune. “I think part of our success is that I’ve been doing this for more than 35 years. It’s also that I’ve lived here since ’77, and the fact that I know

everyone, and everyone knows me. I can’t walk down the street without people stopping to talk to me. Sometimes it’s tough to get out of Stop & Shop!” But beyond that, she explains, “It’s my professionalism and honesty that has people calling me again and again.” These days, Farina points out, the pandemic has also factored into shaping things. “I do believe the pandemic has had a lot to do with it. People are unsure where they want to be, to stay put or even move to other states.” Still, “right now business is booming. There’s a shortage of houses. I have more clients than inventory,” Farina said. But as a resident herself, she understands Rockaway’s appeal, acknowledging personally “I would never leave here.” As for all the peninsula’s prospective new homeowners and commercial property buyers, she says, “I am really looking forward to working with all these people and helping to be a part of these new directions.” “You know, when I was quoted in the New York Times a number of years ago, I said that Rockaway is a hidden gem. And it still is! But now I think more people know about it!” And know about Belle Harbor Realty, too.

KEYS TO SUCCESS Some homeowners are reluctant to give me a key to their property. They are naturally concerned about the safety of their possessions. I can’t blame them, and I don’t argue with them about it. However, when I have a listing, there are several important reasons for the owner to give me a key: Prospective buyers often shop on the spur of the moment. I’d get a call and try to arrange for appointments to show some of my listings. Sometimes the sellers are available for a showing and sometimes they aren’t. Sometimes they aren’t even home. Consequently, I show the

homes which are most accessible which might fit the buyer’s parameters. I try to make future appointments with the buyers and sellers for the inaccessible listings. This can sometimes be very difficult, and it can even hinder the chances of selling a property. Some sellers give me a key with specific instructions to call first on a home number and/or a cell number. ful. Her husband Pat gave the most amazing eulogy making us smile and remember her goodness. Her strength and courage defined who she was. The night of her funeral I cycled over to the Belle Harbor Yacht Club to teach Yin Yoga and right there in the sky was this beautiful orange heart breaking through cottony clouds. Pausing in awe, I felt it was a sign from Yvette that she was safe, she was loved, and she was home with her creator. All we can do is look up and say thank you. Thank you for sharing your powerful mantra, faith over fear. Thank you for your courage in the face of adversity and your constant positivity. You will never be forgotten. Your abundance of love continues to spread widely. Thank you for teaching us to open to what is here now and live well. Your trust and faith carried you through this very difficult time. You finished the race with grace and integrity. May you rest in peace my dear friend. Know that you were

Travels with Bob TRAVELING IS COMING BACK. SO IS THE HASSLE. By Bob Nesoff

Travel, especially international travel, has been in the dumps for going on two years as a result of the Covid-19 pandemic. Some things are slowly beginning to return to a modicum of normalcy…some. For years, a trip to Israel with stops at the top of Masada and the memorial at Yad Vashem have been high on the bucket list. We’ve taken every step to make the travel jumble more tolerable. We have TSA-PreCheck that is supposed to ease the movement through security, a Global Entry Card issued by the Federal government. The latter uses biometrics of your handprint when you return from overseas to move you around immigration lines and speed you through. Both cost $100 for five years. But check with your credit card company as some will reim-

burse that fee is charged on their card. The newest method, and arguably the fastest through the long lines, is the Clear. For the mere sum of $179, you can join. That’s an annual fee reimbursed by only a handful of credit cards. But joining Clear can be more of a pain in the “seating

capacity” than anything else. We paid our fee and received a receipt welcoming us. And that was it. Is there a need for an ID card? Do you have to appear before an agent as is necessary with Global Entry? Do you just go to the airport and pray? It took more than two days of navigating the Clear web-

site before reaching a real live person. It took her less than a minute to explain a very simple procedure. Go to a designated airport (you can check which ones accept enrollments), enroll in just a few minutes and then you can proceed. That was only one of the hassles. The trip to Israel almost became a bureaucratic nightmare. The trip was made through a travel agency or something of the sort. For the mere sum of more than $5,000, which they gladly accepted, it was impossible to get an answer from them. The packager kept responding that it was not a travel agent. Yet their web page listed them along with the tour operator. There were serious questions about entry to Israel in the age of Covid. You must provide, Continued on page 33

We had assignments to conduct several interviews while in the country. No response to those requests either. We’ve been assured that it will all work out in the end. Not so sure, but it does prove

the worth of the travel insurance policy we bought. Stay tuned and the end of the story will appear if and when the trip is either accomplished or a trip to Lake George is undertaken instead. The bottom line here is, before any trip, especially out of the country, check out all of the requirements and follow them to the “T.” China is notorious for being a stickler for detail. That being said, a trip to China a while back was accomplished with no problem because we read and reread every detail of every requirement and took every necessary step. But in fairness to the traveler, those entities who want your business could be a bit more forthcoming and helpful. Instead of throwing roadblocks in your path, that could return a phone call or have all the necessary information online or with an easy phone call. Money for reservations is immediately accepted. That should be the first step to an unforgettable trip.

Dear Editor: I have been researching the location of this 1904 Oil painting by a young George Bellows while he was an art student of Robert Henri teaching art classes in the city. and I circled the building. In the circled area slightly to the lower right, I noticed the square object on a post. It has a white hue in the black & white image. I was wondering if any living person would know what that object is. Impressionist paintings will be, as the artist eye sees the scene but accurate enough to know the location. I am sure not a single building in the image still exists with the boardwalk built right at beach level in those days. The painting is an important historical moment in time. Paint

From Councilman Eric Ulrich’s Office: FLOOD INSURANCE CHANGES COMING SOON

NYC Council Member Ulrich’s office has been following the recent changes to the National Flood Insurance Program (NFIP) and the rollout of “Risk Rating 2.0” which will change the way the Federal Emergency Management Program (FEMA) assesses flood risk. The updated program will also change the amount that more than 85% of Rockaway homeowners will pay for flood insurance. These changes will affect the 5,651 current Rockaway homeowners with flood insurance policies and anyone obtaining a new policy going forward. While this is a federal program, we thought the changes merited a release of information to our constituents. The NFIP’s Risk Rating 2.0 program is based on new technology that is expected to better assess flood risk in a more sound, equitable, and easier-to-understand way. New NFIP policies will see changes reflected as of October 1, 2021. Existing policies will start to see changes as they renew their policies beginning April 1, 2022. Nationally, 23% of policyholders will see a decrease in their rates while 66% will see an increase of less than $120 per year. 1% will see increases of $120-$240 per year or more. Existing law does not allow for more than an 18% increase per year, so rates may not rise all in one year. In the past, flood insurance rates were based on static measurements, emphasizing a property’s elevation within a large zone on a Flood Insurance Rate Map (FIRM). The new assessments will be based on more localized information, including the ground elevation of the specific home and how high its first floor is. According to FEMA, “Risk Rating 2.0 is not just a minor improvement, but a transformational leap forward. Risk Rating 2.0 enables FEMA to set rates that are fairer, and ensures rate increases and de-

creases are both equitable. With Risk Rating 2.0, FEMA now has the capability and tools to address rating disparities by incorporating more flood risk variables. These include flood frequency, multiple flood types—river overflow, storm surge, coastal erosion and heavy rainfall—and distance to a water source along with property characteristics such as elevation and the cost to rebuild. Currently, policyholders with lower-valued homes are paying more than their share of the risk while policyholders with higher-valued homes are paying less than their share of the risk. Because Risk Rating 2.0 considers rebuilding costs, FEMA can equitably distribute premiums across all policyholders based on home value and a property’s unique flood risk.” While privacy regulations prohibit the release of information on specific properties, FEMA has provided information that allowed Council Member Ulrich’s office to get a peek at the new rates by zip code, and we did an extensive review for the Rockaway Peninsula. In Far Rockaway (11691), there are currently 977 homes with flood insurance policies. It is expected that more than 22%

of these homeowners will see flood insurance drop by more than $1000 per year. Overall in 11691, 40% of current flood insurance policy holders will see some decrease in rates. However, 41% will see increases up to $120 per year and 19% will see their bills rise $120-$360 per year. In zip code 11692, there are only 356 homes with flood insurance policies, 30% will see decreased rates in excess of $1200 annually, while another 20% will see decreases of $120$1200. The remaining 50% will see some increases, most of which will be less than $240 annually. Six homes in 11692 will see greater increases up to $600. In zip code 11693, 737 homeowners have flood insurance policies. 10% will see decreases of $360 or more annually. 5% will see smaller discounts. 57.3% will see increases of less than $120 each year, and 30% will see increases between $120-360. In zip code 11694, 1,740 homeowners have flood insurance policies. 3% of them should see decreased flood insurance rates in excess of $1200 annually. 4% will see decreased rates between

$120-$480. However, almost 93% of policy holders will see some sort of increase. For most, it will be less than $120 per year. But for 7% it will be more than $240 annually, and for 3% (57 homes), the raise will be more than $480. In zip code 11697, 1,841 homes have a flood insurance policy. 4.5% (83 homes) will see their new rates drop by more than $1200 per year. 4.9% will see decreases of more than $600 per year, while 7.6% will see smaller decreases. 1,128 homes (61.3%) will see increases up to $120 per year. 20.5% will see increases up to $360 annually. 1% will see increases in excess of $360 per year. Flood insurance policy holders are urged to contact their insurance agents, as FEMA/ NFIP representatives say that the agents can check current rates and future rates, allowing homeowners to know exactly when and how much their rates will change. Medical devices occupy a prominent position in health care and among health-related products. According to reports from 2017 and 2018, more than 18,000 manufacturers produce an estimated 190,000 distinct medical devices that are regulated by the U.S. Food and Drug Administration (FDA). Spending on medical devices in the US was estimated at $173 billion in 2019, up from an estimated $36 billion (in 2019 dollars) in 1983. The medical device industry is regulated primarily under a framework established by the Medical Device Amendments of 1976 to the Food, Drug, and Cosmetics Act of 1938. Because of rapid technological advances since 1976, the U.S. Congress and the FDA modified regulatory standards to minimize unnecessary requirements, promote the availability of innovative devices, and fulfill the

Medical Devices agency’s mission as steward of the public’s health. The COVID-19 pandemic has contributed to a renewed focus on the assessment of medical devices and tests. In the early 20th century, some manufacturers made fantastic and inadequately supported claims about the curative powers of their medical devices. This led Congress in 1938 to take action against mislabeling of devices, but there was no provision for premarket review. Recognizing the need for greater regulation, Congress provided the FDA with premarket review authority in the Medical Device Amendments of 1976. This broadly defined devices to include any “instrument, apparatus, implement, machine, contrivance, implant, in vitro reagent, or other similar or related article” designed for use in the diagnosis, cure, mitigation, treatment, or prevention of disease, or intended to affect the structure or function of the body, that does not achieve its

effect through chemical action. The 1976 legislation created a risk-based classification system that subjected different kinds of devices to graded levels of regulation. Low risk, class I devices, such as stethoscopes and bandages, were subject to “general controls,” such as requirements to follow good manufacturing standards and prohibitions against adulteration and misbranding. Moderate risk, class II devices, such as surgical mesh, ventilators, powered wheelchairs, and joint replacement implants, were subject to performance standards, such as the requirement that a colonic capsule endoscopy system can withstand a range of pH values. Many infection-related diagnostic tests are also categorized in class II, such as those to detect TB, dengue fever, and cholera. High risk, class III devices, such as pacemakers, implantable eye lenses, and breast implants, were subject to premarket approval application (PMA)

requirements involving full reports of scientific investigations that provided reasonable assurance of safety and effectiveness. In 1997, the FDA Modernization Act directed the FDA to consider whether premarket data requirements could be “reduced through reliance of postmarket controls”, such as surveillance during clinical use. It takes time to get a new device approved for general use. The average time from submission of an application to PMA approval varies from 300 to 1000 days. Over the past 45 years, as medical devices have become more complex, so too has their approval for use and regulation. Inevitably, some tension has arisen between industry and flexible authorization requirements, but the goal of the FDA is to assure that medical devices are both safe and will benefit patients. During the Alexa Bliss segment with Charlotte Flair, it was reported that over 1,500 fans walked off. Now, they didn't just walk off to grab a hotdog or a drink, no, they just walked off and left the show completely. The segment was too built on the upcoming match between Charlotte Flair who will be defending her championship against Alexa Bliss in the upcoming Pay Per View "Extreme Rules," and apparently a good portion of the fans were not interested enough to stay for the segment and left. This left many in the wrestling world wondering why this had happened. Alexa Bliss, in my opinion, plays her character very well but people

All Elite Wrestling (AEW) has announced a working relationship with The Owen Hart Foundation to host an annual event called AEW's Owen Hart Cup. The actual particulars of the tournament have not been released, nor has an actual date when the tournament will take place. Owen Hart, younger brother to Bret "The Hitman" Hart tragically passed away during to a mechanical accident while performing a stunt where he was brought down from the ceiling level of the arena into the ring. The relationship will also see a collaboration of a video game and merchandise items.

The Question of the Week comes to us from Billy H. in Rockaway Park and he said, "I am a Austin Theory fan and I was wondering why he hasn't been on WWE TV as of late?" Billy, news reports are saying that Austin Theory has been seen working dark matches on the WWE Live Events. Now, is this an indication that he will be brought to the main roster?
