Marine Park Bridge To Close Some Nights Things are about to get interesting at the Rockaway Point Boulevard Overpass at the Marine Parkway Bridge. As we reported in the High Tide last week, the MTA will begin a Capital Construction project to reconstruct the nearly 50-yearold overpass (Bus Hill to locals). The MTA originally said it would not likely impact traffic, but now they’re saying that the construction will require some “full, overnight closures of the Marine Parkway Gil Hodges Memorial Bridge, with detours to the Cross Bay Veterans Memorial Bridge.” The good news is that the MTA is using an accelerated construcion timeline so that the project will be complete by the end of the year.

The $13.9 million Capital Construction project, being conducted by contractor John Picone Construction of Lawrence, Long Island, and designer KS Engineers, will include a similar detour method used in 2011 when the MTA rebuilt the Robert F. Kennedy Bridge’s Harlem River Drive ramp. They are in the process of constructing a temporary overpass in front of of the current Rockaway Point Boulevard Overpass, which is used by motorists to access the Brooklyn-bound side of the bridge and for those traveling from Beach Channel Drive to Breezy Point. Once the temporary overpass is constructed, traffic will be shifted to the temporary roadway and the

existing overpass will be demolished and reconstructed. Drivers will be given advance warning of Marine Parkway Bridge closures via electronic signs and on the Bridges and Tunnels page of the MTA website at www.mta. info. Drivers are advised to sign up for MTA email or text alerts under Customer Self Service on the website. The Marine Parkway bridge pedestrian walkway will remain open during construction. Once the temporary overpass is built and traffic is shifted, all lanes will remain open. This is expected to take place late spring or early summer and the entire project is expected to be complete by Thanksgiving.

According to Marine Parkway Facility Engineer Lloyd Drummond, replacing the old overpass is necessary. “The concrete roadway slab and steel that supports the overpass have been in service for nearly a half-century and are deteriorated from being in a salty sea environment,” Drummond said. The roads and ramps leading to and from the overpass will also be upgraded with new safety impact devices and guiderails. The Jacob Riis Pedestrian Bridge will also be rehabilitated. The pedestrian bridge work will include concrete repairs, cleaning and painting of the structural steel, repairs to handrails and fencing and restoration and repairs of bearings.

Peninsula Library Still Closed By Sheneca Sharpe

The Peninsula branch of the Queens Library, located on 9225 Rockaway Beach Boulevard looks like it hasn’t been worked on since super-storm Sandy. A temporary trailer in front of the building operates as the library and it’s starting to annoy community members who are tired

of being without a real library for two and a half years. “The work is still in progress,” Joanna King of the Queens Library said. She is “cautiously” hoping for a late summer opening. There will be a meeting May 7th at the Knights of Columbus at which an update on progress will be offered.

Army Corps Plans To Make Rockaway Strong By Kevin Boyle The Army Corps wants Rockaway to be all it can be. It has a plan to make Rockaway strong. And it wants you. After years of starts and stops the Army Corps of Engineers is in the home stretch of finalizing its Reformulation Study, the master plan to protect Rockaway from future storms and to make the peninsula generally more resilient. Finalizing the plan cannot be completed without public input. And outreach began last night at the Knights of Columbus when reps from the Army Corps rolled out its presentation which included three alternatives for storm risk management. The alternatives, and the eventual selected plan, offer both ocean and bay remedies. The alternatives come at a time when the Army Corps insists that Rockaway is already better protected than ever thanks to recent measures which include the 3.5 million cubic yards of sand replenishment project, new berms, and ongoing dune grass planting. The Army Corps is hoping to get public support for one of its three

alternatives so that as the process moves forward and Congressional and peer review is required, the Army Corps will be able to cite wide public support for what will be a hugely expensive project. The project cannot be done in a vacuum. The impact on humans must be factored in. As part of its obligation, the Army Corps must adhere to National Environmental Policy Act (NEPA) rules which require federal agencies to consider the environmental impacts of their proposed actions. The “environment” here includes humans. So, for instance, if an Army Corp alternative will impact socio-economic conditions (e.g. loss or creation of jobs) this must be included in its findings. The Army Corps began its mission with a wide set of options. But after years of study, including costbenefit analysis, narrowed its options to what they call their “short listed alternatives.” Alternative 1 (Oceanside): Beach Restoration Alternative This option includes construction of beach and dune with periodic re-nourishment of the beach

28 Days

CHARTS depict flood area (every 4 years). In this scenario, there would be greater volumes of sand placed in high erosion areas, called “hot spots.” Dunes or berms would be the main source of protection in this alternative. The flat parts of the berm would be 60-100 feet wide. Alternative 2 (Oceanside): This option would include the beach renourishment schedule and dune/ berm construction from Alternative 1. Additonally, this alternative would include the relocation of the existing boardwalk from Beach

28th to Beach 39th. (Details of this possibility were not explained in the Army Corps presentation). This alternative also included the shortening of existing groins from Beach 60th to Beach 86th. The existing groins in this area here currently has the effect of keeping sand from getting to beaches to the west. Alternative 3 (Oceanside). Jetties/groins. The only alternative that includes jetties/groins is this option. Alternative 3 includes the Continued on page 16

Iron Lady of Rockaway Dear Editor: Seldom in life do you meet a person of true courage. Fortunate are those who met and knew Mary Leahy. She was such a person. Mary was the founder of the Rockaway Action Committee more than twenty years ago and thanks to her and Ann Barbera, Rockaway is today a better place than it was then. There are those who forget, or never knew, of the gangs that plagued our area. Complicit with the gangs were the notorious slumlords. They rented to them while getting a government check directly deposited into their bank accounts every month regardless of the goings-on in those places or the effects it was having in our community. Drug dealing and violence were not uncommon. Some of those same slumlords are still with us only now they purport themselves as solid citizens having ravaged and raped the communi-

ties in the Beach 80’s and 90’s and left them wastelands. They made their money on the backs of decent hard working people whose only asset in life was their home. Mary knew this. She and her family were those people. Mary partnered with Ann Barbera to combat the slumlords and gangs. Ann was an attorney who

was fearless and took on those with power and money-including some of our elected officials. They arranged meetings with city agencies, elected officials, protests to the homes of the slumlords-some living in some pretty swanky neighborhoods, thanks to our taxpayer dollars,- rallies and meetings with local law enforcement agencies. Frankly, I feared for their safety. They were up against very powerful people who didn’t want to let go of the cash cow. Everyone knew where they lived. But Mary was strong and would not back down. As with anyone with courage, there is always a price to be paid.

The Rockaway Times Mary went to a community board meeting to address the members and when they saw her come in they all turned their backs on her and gave her the cold shoulder, the shun. Although stunned by the slap in the face, she knew she had to stay, if only to say what she had to say. A lady through and through she sat down by herself. Until one member got up and made her feel welcomed and invited her to speak. They say it’s a long road that doesn’t have a turn. Mary made that turn for us. Thank you Mary. Rest in peace. Car Crazy I got a phone message the other day saying I should write a column about people not using their turn signals. The mystery caller assumed I use my signal when I shift lanes or turn. The mystery caller assumed correctly. And he assumed correctly that it irks me no end when people don’t use signals. Sheezus, What are we asking for? A little common courtesy, please. That asking too much? Ah, but this no signal thing is just a symptom of a much larger epidemic. There’s a lady who drives around town just leaning on her horn. She might be a half block away and she’ll start honking. You can barely see her car and you wonder who she’s honking at until you realize it’s you. Half a block away. It doesn’t matter if you’re on foot or in another car. She’s letting you hear it. It’s so wacky you gotta laugh. You might rightly ask, is she kidding? And she’s not, of course. She’s just wacky. But maybe she’s just car wacky. Maybe she’s otherwise sane. Maybe. Getting behind the wheel of a car does something to some people. I’ve seen the meek and mild turn into middle finger waving maniacs. I’ve seen the most articulate people turn into mumbling fools. It’s called In the Car syndrome. Which I just made up. But there’s no denying, people in cars become different beings. The most courteous, hold-the-door open for anyone person transforms into somebody who just moves lane to lane or makes a turn without the slightest consideration for others on the road. In the Car syndrome creates nose pickers, too, of course. Nothing like getting behind a wheel to turn Mister or Mrs. Elegance into boogie hunters. And I just heard

the City Council is considering fining driving nose pickers. It seems because people have caught on to many of the speed cameras that have gone up around the City that money from fines has plunged. To fill the gap in the City coffers, some members want to have the cameras go after people whose fingers stray from the steering wheel to the nasal passage. It’s part of the Mayor’s Vision Zero Snot Patrol program. I feel for the caller who gets driven crazy by drivers who are just plain rude and won’t use signals but I urge him to be understanding. People can’t help themselves. I mean, I hate when people speed out in front of me and then crawl the rest of the way. They were in a rush to get in front of me, just to slow me down? What the ….? We’ve all had to endure such idiots. (I’m putting aside the certainty that we’ve all forgotten to use our signals or inadvertently cut someone off. The true morons of the road are the habitual offenders. You know the type). Anyway, I think the only way to stay sane while amidst these inconsiderate blockheaded drivers is to take the opportunity to feel superior. Look at the moron who didn’t use his signal, you can say to yourself. And then repeat, what a moron. And instead of getting mad you let a congratulatory wave of superiority wash over you. The other driver is a moron and you are not. It doesn’t matter how nice his car is. He is a moron and he’s too stupid to know he is a moron. You are better, you are superior. You deserve the Congressional Medal of Honor and the Nobel Peace Prize because each and every day you have to overcome the moves by morons.

ABTS Residents Riled Over School News By Michael Leboff

Several Arverne by the Sea residents made their voices heard loud and clear at a packed meeting at the Rockaway YMCA on Monday night. The meeting, which was supposed to be an informational session about the new Challenge Preparatory Middle School coming to Arverne by the Sea, turned heated after the floor was opened up for public discussion. Residents were miffed to find out that the school that was promised to them when they bought their homes was not going to be a K-8 primary school, but a charter middle school, teaching grades 6-8. Originally, the plan was for Peninsula Prep to be the charter school for Arverne residents, but it was closed three years ago due to subpar performance. Arverne by the Sea project leader Gerard Romski then had to find a new charter to partner with at the development. After reaching out to several potential partners, Romski landed on Challenge Prep, a successful charter school in Far Rockaway. The school, which currently teaches kindergarten through fifth grade at its sole location on Hartman Lane in Far Rockaway, was founded by Rev. Dr. Les Mullings in 2010. The school offers an engaging, progressive curriculum highlighted by a fo-

cus on educating its scholars for the modern world. The deal between Arverne by the Sea and Challenge Prep will mean that a separate Challenge Prep Middle School will be located at the development. One of those in attendance said she felt “lied to” and that when she signed the contract to buy her home two years ago, she was promised that there was a K-8 school coming. Another resident felt that they had been “hoodwinked” and was particularly upset that nobody had informed residents of the change. Several of the attendees were also disturbed when they found out that their children are not guaranteed admission into Challenge Prep, which accepts children according to a lot-

tery and gives preference to those with siblings already enrolled in the school. Romski made his case to the irate crowd, saying that after Peninsula shut down the only option left was Challenge Prep. “Although we were disappointed that our initial charter partner could not proceed because of reasons totally unrelated to Arverne by the Sea, we are certain that all will be extremely satisfied when the new Challenge Prep opens its doors,” Romski said. “In the meantime we encourage all to visit Challenge Prep’s existing K-5 school, which is a short ride from Arverne by the Sea, and see for themselves what quality education is about. As shown by yesterday’s presentation at the beautiful new YMCA

at Arverne by the Sea, Challenge Prep is led by a Harvard Educated leader and has a team of outstanding administrators and teachers dedicated to educational excellence.” Prior to the spirited Q&A period, representatives from Challenge Preparatory Charter School gave a 20 minute presentation regarding Challenge Prep’s mission, admission process, and its curriculum. According to Romski and supporters, Challenge Prep has performed well to date, and many of those who made their voices heard on Monday night made sure to point out that they had no issue with and were very impressed by Rev. Mullings work at Challenge Prep.

the next 50 years on an as-needed basis). A buried seawall and/or fortified dunes might be part of the selected plan of which there are several. On the bayside, they are considering a huge gate from Breezy Point to Kingsborough Community College in Brooklyn or a wall system along the entire bay (including Brooklyn). When will jetties get here? The guess is 2018. The other stuff? When Chelsea Clinton’s daughter runs for president. ***** Some homeowners were freaked out about by a letter that came from the Department of Homeland Security. It’s not every day you get one of those. It so happens FEMA is actually part of Homeland Security. The letter was about flood insurance changes that took place April 1. There was nothing new and the letter just reminded homeowners that increases in flood insurance coverage were taking effect as a result of Biggert-Waters

and the Homeowners Affordability Act. The real fight is coming in 2017 when the National Flood Insurance Program is up for congressional reauthorization. As always, shop around for flood insurance coverage. ***** Speaking of flood insurance, Massachusetts has a new law that bans lenders from requiring borrowers to carry flood insurance coverage for more than the outstanding loan balances on a given property. A homeowner who owes $50,000 on a $250,000 home would only need $50,000 worth of coverage. Maybe Phil Goldfeder who is on the State Insurance Committee can make this law here. ***** Registration is now open for The Epic Ride, a 40-mile bike ride from Greenpoint to Rockaway Beach presented by Brooklyn Greenway Initiative (BGI). Now in its seventh year, this tour of the BrooklynQueens waterfront will take place on Saturday, July 25. BrooklynGreenway.org has details. ***** One of the most fun events of the year is Saturday from 12-6. The semi-annual Taste of Rockaway Beach is set for the 25th. You get a chance to sample something from more than 10 places in Rockaway Beach. It’s a great way to meet people, too. You keep bumping into

some of the same people and you have the chance to compare reviews. Thirteen places are joining in the fun. ***** Happy birthday, recipe wiz, Sharon Feldman. ***** The Breezy Point Farmers Market says it will be running Farmer’s Markets in Roxbury starting May 16 and at St. Francis de Sales on Beach 129th Street in Belle Harbor on May 30. ***** Only in America. Mayor de Blasio has not yet endorsed Hillary Clinton for President, which has given rise to speculation that he wants the nation’s top job. Everyone laughs and rolls their eyes about him wanting to be President until they remember how he became mayor! As wise people know, you’d rather be lucky than good. And this guy’s lucky. Let’s just hope his Washington ambitions don’t get in the way of a ferry system and competed boardwalk. ***** We’ll be printing some Social Media Snapshots each week (hat tip to Bill Gehlhaus for the idea). All those Instagrams that are liked and forgotten might now find everlasting fame and glory right here in The Rock Times. See page 32 for a shot that made us say: whoa! *****

Ok, so we might call it a boardwalk forever but, of course, it won’t have boards. So what do we call it? Well, Frank Chimera, who happens to sell ad space for us, offered the best name yet: BEACHWALK. We don’t know if anybody else coined the term but as far as we know, Frank gets credit. The boardwalk, oops, beachwalk, will be the longest continuous beach pathway in the country when completed. It’ll be brand new and could probably use a new name. You can even sing, Under The Beachwalk…(even if you can’t get under it with the new design). ***** The Army Corps plan in a nutshell (though the nutshell is not a hard shell): Jetties aka groins? They’re coming. Maybe 12 of them from Beach 90th to Beach 121st. But, keep in mind, groins only slow down beach erosion, they don’t stop it. So, the Army Corps is making sand replenishment part of its plan (Rockaway will get sand for

Food, Beer & Fun: Taste of Rockaway Beach This Saturday! By Katie McFadden If enrollment increases at the YMCA, CROM, Gliders, Cyberzone or any other local gym next week, a fun event on Saturday, April 25 may be to blame. Get your appetites ready. Taste of Rockaway Beach is back and bigger than ever! From 12 p.m. to 6 p.m., hundreds of people are expected to participate in Rockaway’s food tour on Saturday. Taste of Rockaway Beach has been an increasingly successful event since it was started by the Hospitality and Entertainment Association for Restaurants and Taverns (HEART) in December 2013. With the expansion of Rockaway’s Restaurant Row in recent years, and even months, this year’s event will give participants an opportunity to try samples from 13 restaurants. For just $10 for a pass, people can try some goodies at 101 Deli, Bungalow Bar, Chicks to Go, Elegante Pizza, Sayra’s Wine Bar, Surfside Bagels, Thai Rock, The Rock NYC, Uma’s, Uncle Louie G, Whit’s End and although they aren’t listed in the promotional material and advertising, the revamped Playland Tavern and Rockaway Roasters will also be participating in the event. A pass can be purchased at any one of the participating restaurants.

Passes may be purchased the day of the event, but it is recommended to buy in advance, as the event may sell out this year. At the spring 2014 event, there were roughly 700 participants. This year, organizers are aiming for 1,000 and think they may reach it. “I think when we first started this event, it was in the wake of Sandy and the communal thinking back then was, let’s not just give a gift to our neighborhood, but let’s also let them know that we’re still here, we’re coming back and we want to be here for the community. That was the overwhelming feeling when we started,” HEART founder and Thai Rock owner, Robert Kaskel said. “Now our community has gotten a lot stronger than where we were and it’s continuing to grow.” That growth is seen in the way the businesses have been booming in Rockaway Beach over the past few years. Many places like Bungalow Bar, Elegante, Thai Rock, Surfside Bagels and 101 Deli existed before Sandy, but since the storm, many new places have popped up such as Whit’s End, Sayra’s Wine Bar, The Rock, Uma’s, Uncle Louie G, and just in the past few months, Chicks to Go and Rockaway Roasters came to town. Playland also

arrived just before Sandy, but the late-night party hot spot will be tuned down a bit as manager Dan Cipriani will look to establish it as a restaurant that everyone can enjoy, not just the 21 and over crowd. Although it won’t officially reopen until May 15, Playland will be a part of the Taste to give people a little preview of what’s to come. “I think it’s a good chance to introduce ourselves to the neighborhood. A lot of people come down and try the restaurants they normally wouldn’t try. Playland is a different place now and we have good food,” Cipriani said. He says guests

will get a chance to see the menu, featuring, “contemporary American Beach Fare” and they’ll be giving samples of three of the menu items during the Taste of Rockaway Beach event. No stranger to the restaurant business, Cipriani says he’s ready to handle to big crowds that may come on Saturday. He got to experience it already as the manager of the former food truck that was at the Rockaway Beach Surf Club. “It’s a good way to introduce the menu and place to the neighborhood. Dear Editor: I wish you could’ve seen the look in the eyes of my creative writing students when they opened The Rockaway Times and found their published work. It was the kind of joy I’ve seen in children’s eyes on Christmas morning, when they bound down the stairs to behold their mountain of presents under the tree. Anyway, it got me thinking, and I realized that we adults are responsible for the magic in a child’s life. We are their real Fairy Godmothers and Fairy Godfathers – we grant wishes; we make dreams come true. We’ve been designed to make childhood a very joyous place. It’s all part of The Master Plan. They wish to be published; you are granting their wishes in The

Rockaway Times. At the same time, I must tell you that your weekly column Boyleing Points bears powerful testimony to the magic of creative writing—jam-packed with all the elements of literary style. Moreover, it’s a refreshing and honest look at so many of the issues that most of us only think about. It is an honor for the students of PS 114 to be published alongside Kevin Boyle, the most creative writer I’ve encountered in a long time. By the way, who was your teacher? Wish I could take the credit, but I’m not that old. I suspect it was Gary Larson. And, my writing students at PS 114 are working hard to join you on The Far Side. Between the Bridges in Broad Channel By Peter J. Mahon

Knights of Columbus and Columbiettes of Msgr. Burke/Rockaway Council #2672

87th Annual

Communion Breakfast Sunday April 26th

“Busy Little Town, Broad Channel Is!” This weekend, Saturday and Sunday, April 25 and 26, the Broad Channel Volunteer Fire Department and Ambulance Corps will be holding an open house at their firehouse, located at 15 Noel Road between the hours of 9 a.m. and 4 p.m. In addition to fires, our local vollies also routinely respond to medical emergencies, water rescues, vehicle accidents and entrapments, hazardous material spills, etc. When they are not responding to emergencies, they are busy training. And when they are not responding to emergencies or training, they are kept continually busy fundraising to make sure they can continue to effectively train for and respond to those emergencies. This would be a great time to simply stop by to get to know and thank the men and women of our local fire department, volunteers all, who unselfishly give so much of their time to keep Broad Channel safe. If you missed the “Belmont Steaks” party last June, come on down and make the Broad Channel VFW your “Old Kentucky Home for a Day,” Saturday afternoon, May 2, from noon to 7 p.m. and celebrate the 141st running of the annual Kentucky Derby. Often described as “the most exciting two minutes in sports,” the Kentucky Derby, a thoroughbred race, is held each year in Louisville, Kentucky in early May. Ladies, keep in mind, this is the Kentucky Derby we’re talking about here, so remember to wear a hat, the more ostentatious the better. If the weather is sunny and warm, a parasol is also highly recommended to ward off those harmful UV rays as you stroll the grounds chatting up your friends and neighbors while sipping a mint julep. Gentlemen, enjoy a cigar and an ice cold ale while walking through the paddocks (the Post backyard) while studying your tout sheet prior to the race. Post time for the running of the 141st Kentucky Derby is 6:24

p.m. Place a bet and then enjoy the race on one of several large flat screen televisions in the Post Canteen. You can also mark your calendar for another great brunch at the VFW on Sunday, May 17 and then later in the month it will be time for our annual Broad Channel Memorial Day Parade. You know summer has got to be just around the corner! Theresa Crupi, Restoration Assistant for our local northeast chapter of the American Littoral Society, wanted to remind all of you that the society “…is competing for a monetary prize and national promotion in a contest of solutions to reduce risk of extreme weather. Our submission was based on the Jamaica Bay Marsh Restoration Initiative, which has restored 40+ acres of badly-degraded marsh islands and is ongoing with the goal to restore 80 percent of the bay’s marsh islands to reflect the 1974 footprint of the project area. The benefit of restoring wetlands is priceless-- restored wetlands increase coastal buffers mitigating waves, wind, tides and floods in the bay and reduce the risk of damages to surrounding neighborhoods in Brooklyn and Queens.” You can show your support for this great organization by voting online at solutionsearch.org/entityform/117t. Votes can be cast once a day per device. Voting ends May 15. As they say in Chicago, “vote early... vote often.” And of course, lest we forget, the St. Virgilius Golden Age Club meets every Thursday at the American Legion Hall in Broad Channel at 12:30 p.m. As my friend the Grand Master Jedi Yoda would say...”busy little town, Broad Channel is!” Broad Channel, why would anyone want to live anywhere else? By Michael Leboff There is a disturbing trend in Rockaway to start 2015. Since January 1, there have been seven reported shootings in the 100th Precinct. In fact, the number of shootings in the 100th Precinct is on pace to more than double the number of shootings from 2014. This past weekend, shots were fired at 8000 Shore Front Parkway, marking the seventh shooting in Rockaway since January 1st. Last year the 100th precinct saw 12 shooting incidents One area of specific concern is the rash of shootings between the Beach 60th and Beach 88th Streets, which has seen the lion’s share of the violence so far. According to Captain Craig Adelman of the 100th Precinct, over the past few years shootings in the Rockaways have been almost exclusively gang related. This

year, “other dynamics have played a part in the violence. At this time last year, there were four shootings in the precinct, compared to seven this year. The increase stems from the shooting death of the livery driver, a shooting death involving a dispute over a girl, and another shooting incident involving a domestic dispute between two brothers.” The uptick in gun violence has residents understandably concerned, but Adelman says that the right measures are being taken to combat the violence. According to Adelman, officers are being deployed on overtime in the area to give extra coverage. The Police Department has also set up a command post vehicle, which is parked on Beach Channel Drive and Beach 67th Street. Additionally, the Borough Command has Continued on next page

Ideas for Smarter Transportation “What’s your idea?

Idea #1 – Professional Transportation Advocacy for Rockaway By Rick Horan

The purpose of this column is to share ideas as to how we can make transportation smarter. That is, getting from Point A to Point B quickly and safely. These are not mutually exclusive goals. Ask anyone what is the most important issue in Rockaway (including Broad Channel) and you will likely hear “transportation.” Why? Because our public and private transportation here have one thing in common, they’re both horrible. Clearly our current strategy of complaining about these problems is not working. We need to do something differently if we expect to have different results. Fact: The further away you go from City Hall, the weaker your political influence. Rockaway’s lack of viable transportation options is a good example of this phenomenon. With only four percent representation in the City Council, it should be no surprise that our needs have been, and will continue to be ignored. Short of seceding, you could say that we are fighting a losing battle, but maybe we are just using the wrong weapons. The way I see it, our only chance of improving transportation is to get organized about how we approach the City, the Department of Transportation and our elected representatives. We need to admit that individuals and volunteer organizations simply do not have the time, money, expertise or perseverance to deal with the bureaucracy that is the DOT. We must also acknowledge that our State

and City political representatives don’t have the clout or focus to do it themselves. Rockaway needs to come up with a new professional approach if we are to have any hope of effecting real change. My transportation idea for the week is to create a not-for-profit professional transportation advocacy organization with a paid staff whose sole purpose is to fight for smarter transportation in the Rockaways. This organization will need to be headed by a capable strategic director (not me) and funded by public and private grants and donations. Meetings with the community will establish short and long term goals and devise ways to assess performance. A Website will serve as a link to the community and provide detailed information on the progress of each individual transportation initiative. Success will be continuously monitored by a Board of Directors, which will be responsible to the people of Rockaway and be authorized to make changes as necessary. If we approach this critically important issue as a business rather than a hobby we will see our smarter transportation ideas become reality and get the first-class transportation system we deserve. So what’s your idea? If you are passionate about making transportation smarter in the Rockaways, contact Rick Horan (RickHoran@SmarterStreets.org) about submitting a 500-word article for publication in this column. Or you can just send your commuter nightmare stories. They help make the point, too!

been sending the force extra units, such as the Boro Anti-Crime Team, Impact Response Team, and Task Force. Narcotics and Gang Division have also deployed resources to the command. The Precinct has increased Interior patrols inside the Hammels Development and Carlton Manor and has also deployed community affairs and crime prevention officers from all of Queens’ South Commands to conduct outreach within the area. Adelman believes that the community’s involvement could go a long way in helping to combat the violence. “We need the community to remain alert and report

any suspicious activity, suspected gang activity, or persons suspected of possessing illegal firearms to us, crime stoppers tip line, or the gun stoppers tip line,” Adelman said. “Shooting incidents are occurring and we need people to come forward and help us with information and tips. Crime stoppers and gun stoppers are anonymous tip lines and do offer rewards for information leading to arrests of persons suspected of committing crimes and for the possession of illegal firearms.” To report any suspicious activities individuals can call Crime Stoppers at 1-800-577-TIPS or Gun Stoppers at 1-866-GUN-STOP.

ated to provide finance assistance. The SBA loan individuals filed for worked against them when asking for Build it Back assistance. Even individuals that filed for SBA loans but then chose to withdraw without taking any money were told it would count against them when Build it Back formulated dollar amounts they would be entitled to. Our elected officials fought to have that changed and had some success. As it stands right now people who are negatively affected by SBA fall in the following categories: • Those who applied for an SBA loan but never took the loan, if they were found with no outstanding debt, the full amount of the loan was subtracted from their Build it Back settlement. • Those individuals who took a portion of their SBA loan, then repaid the full amount to SBA had the full amount of their loan subtracted from their Build it Back settlement. • Those individuals who took the full amount of their SBA loan and are paying it back with interest have the full amount subtracted from their Build it Back settlement. What does this mean? Well, two neighbors both with excesses of $100,000 expenses apply to Build it Back. One took out an SBA loan for $60,000 while the other didn’t. Build it Back gave to one homeowner 80 percent of the full amount submitted or $80,000. The other homeowner who received a $60,000 SBA loan gets $32,000 and continues to pay their SBA loan. The homeowner who did not listen to the city’s recommendation to take an SBA loan receives $48,000 more money from Build it Back without any repayment required. A City rep once said, “Bad behavior is being rewarded.” Recommendations to correct Continued on next page

Last week I attended a meeting of the Hurricane Relief Task Force organized by our Queens Borough President Melinda Katz. Build it Back presented some current figures indicating the number of people who have applied for assistance and those that have been served. The information shared with the group seemed quite thorough. When you look at it, you can’t help but wonder why a program designed to provide financial assistance to those impacted by Hurricane Sandy has an overall percentage of 50 percent of applicants classified as “withdraw/unresponsive or ineligible.” Even with the footnote of seven percent considered ineligible that still leaves 43 percent showing no interest in continuing to pursue financial assistance from Build it Back. Now under the leadership of Amy Peterson, the program has made strides in attempting to streamline the process and be more responsive to those eligible for assistance. They are currently having community outreach meetings throughout the impacted communities and in some cases going to homes asking people to reengage with the program. All of these actions are commendable. But major problems still exist and relate to the understandings developed with the federal government when Build it Back was first established. Case in Point - SBA - Small Business Administration Loans Early on, shortly after Hurricane Sandy and before Build it Back was ever on the scene, city representatives strongly recommended that those in need of assistance apply for an SBA loan. Many residents anxious to get their homes and lives back in order sought out SBA loans. Unfortunately, at that time, Build it Back was not cre-

inequity: Our elected officials on the Federal, State and City level need to apply their political pressure to correct this SBA/Build it Back inequity. Build it Back needs to analyze their information as to how much money has been withheld from individuals who fall into the SBA categories listed above, determine what funds are left in the program and reimburse the full amount or a percentage of the dollars remaining in the program to those who were denied funds due to SBA. beach and berm elements from Alternatives 1 and 2 and includes the construction of twelve new groins between Beach 90th and Beach 122nd Street. Further, current groins would be extended from Beach 36th to Beach 49th and a new groin would be installed at Beach 34th. In each alternative, dune reinforcement to reduce wave impact is being considered. The dunes would include “buried seawalls.” In the first alternative, the seawall could be built in segments using rocks (buried and unseen). In the second alternative, sheet metal and larger sized rocks would be used and not be just for segments but for the entire project. What about The Bay side? The bayside is the peninsula’s back door. Closing the front door is an important step in storm management but leaving the back door open is, of course, problematic. The Army Corps plan includes two alternatives. The first is called the Inlet Barrier. While “inlet barrier” doesn’t sound all that impressive it would actually be a massive undertaking and an engineering marvel. The “inlet barrier” would essentially be a wall or gate that would close in the event of an oncoming storm. The gate would be run approximately from Breezy Point to Kingsborough Community College in Brooklyn. Although its exact operation is still undetermined it could slide across the bay to close or come up from the bottom. This is not science fiction. Similar gates are in place in London, the Netherlands, and New Orleans. The Rockaway Gate would be the largest in the U.S. The Army Corps says the gate alternative would reduce risk to the entire project. In other words, with a gate in place its oceanfront measures wouldn’t be vulnerable to a

flood coming from the bay. The second bay alternative is the Perimeter Plan. This alternative includes wall, smaller gates and nature based features constructed around the vast perimeter of Jamaica Bay. In this scenario, different neighborhoods would get different protection. In each case, the plan would be subject to a cost/benefit analysis. Is it worth it to use this measure or that? One detail that shouldn’t be overlooked is the fact that The Army Corps is planning beach replenishment for the next fifty years no matter what alternative is selected. Even with a groin system, beach replenishment is necessary. The fifty year plan would allow the Army Corps pump new sand every four years and also schedule pumping on an as needed basis. Although the plan is comprehensive there are significant holes and questions. Feds responsible for Fort Tilden must come onboard and the plan to protect Breezy Point (double dune system) must be realized. The meeting Wednesday night was the first with more expected. The public comment period is open until June 30th. Comments can be sent to Robert J. Smith, U.S. Army Corps of Engineers, Robert.J.Smith@usace.army.mil The selected alternative from the short list is expected to be revealed in September. A draft feasibility report and Environmental Impact Statement will be issued in December. Before any final decisions or plan is implemented, it must be reviewed and approved internally by the Army Corps and by Congress. Speculation might be a futile exercise but if Alternative 3 – the plan with jetties – is approved, the long-sought hope of many residents will come to fruition in 2018.

Superstorm Sandy Flood Litigation After Sandy damaged our family home in Rockaway, my law firm decided to fight for all homeowners who were underpaid on their flood insurance claims. We joined forces with Gauthier Houghtaling & Williams, the law firm that recovered millions for homeowners after Hurricane Katrina. Our team took the flood insurance companies to federal court and beat them.

Falsified inspection reports

As reported by 60 Minutes in The Storm After the Storm our team discovered that flood insurance companies used falsified inspection reports to underpay flood claims. The false reports attributed the damage to “earth movement” or “settlement” or “preexisting.” When the fraud was exposed, FEMA approached our team to settle all flood insurance lawsuits filed on behalf of our clients (over 800 lawsuits). If a flood insurance engineer inspected your house you may have been fraudulently underpaid. Check your flood claim documents for an engineer report especially one with one of these logos:

Was I underpaid?

You were underpaid if flood insurance didn’t pay for all the covered flood damage to your house.

FEMA will send you a letter

FEMA says it will review your flood insurance claim but remember these are the same people who underpaid you the first time. If flood insurance underpaid your claim, we will get you the money you deserve. If we don’t win, you owe us nothing.

Design On The Money So what ever happened to CH2M Hill? They are the design firm out of Denver, Colorado, which was awarded a contract worth more than $8 million to design our Boardwalk here on the Rockaway peninsula. Yes folks you read that right! 8-millionbucks! That’s four skateboard parks in Rockaway dollars. In my last contribution in The Rockaway Times, I asked the question: Is Skanska building our Rockaway boardwalk under a set priced contract or is it a time and material job? Well it turns out that it is being built as a “design/build” which is the same as time and material, as the boardwalk contractor completes various sections they simply submit a bill. Forgive me if I seem a bit naive

The Rockaway Times

THURSDAY, APRIL 23, 2015

on the subject of common sense, but if there is an $8 million design, bought and paid for by NYC and OUR TAX DOLLARS for our Rockaway boardwalk, why doesn’t the NYC Economic Development Corporation (NYCEDC) have a set contract with CH2M Hill Or Skanska?! It is quite obvious that with the way the entire process is set up, it simply guarantees that CH2M Hill and Skanska can charge the NYCEDC any amount they want. An even greater question is: If the boardwalk reconstruction is in fact a ”design/build,” how is it warranted that Skanska would need an extra $25 million to finish on time when they themselves are setting the pace of construction. Think about it for a moment,

BROAD CHANNEL VOLUNTEER FIRE DEPARTMENT AND AMBULANCE CORPS

if CH2M Hill and Skanska can charge whatever they please, there is a very good chance that all 480-million bucks will be spent before Phase 3 of our boardwalk is complete. Now if I haven’t filled your shoes with enough sand, lets take a look at the additional $18 million grant from FEMA for “administration costs.” REALLY?!?!? Administration costs??? On NYC Parks’ own website, in a post from November 13, 2013, it proudly boasts: “NYC Parks Commissioner Veronica M. White and NYC Economic Development Corporation President Kyle Kimball today announced that CH2M HILL has been officially awarded the contract to oversee the design of the new Rockaway boardwalk and Skanska has been selected to manage the boardwalk’s construction. This follows a historic first phase of recovery in which more than 500,000 hours were invested repairing and restoring New York City’s beaches. Nearly five miles of the Rockaway Beach boardwalk, running from Beach 20th Street to Beach 126th Street, will be rebuilt as part of this project. The new boardwalk will be constructed with steel-reinforced concrete and elevated above the 100-year

flood plain. A baffle wall will be incorporated into the design and the structure will be bolstered by sand berms planted with native grasses. After the design is completed and regulatory approvals received, boardwalk preconstruction work is expected to begin this winter.” “After the City’s successful effort to reopen Rockaway Beach this past summer, we are now building a new boardwalk that will be stronger, more durable, more attractive and more resilient,” said NYC Parks Commissioner Veronica M. White. “It will also improve upon the important transportation and recreation functions that the old boardwalk provided. I look forward to collaborating with NYCEDC, CH2M HILL, Skanska and the Rockaway community as this vital project moves forward.” If CH2M Hill was paid $8 million for a design of our boardwalk and Skanska and its sub-contractors get paid hundreds of millions to manage and construct our boardwalk, what is the $18 million of administration costs for? CH2M Hill and Skanska are already the administrators! In Rockaway dollars, $18 million could pay for over a mile of groins along our shores!

“So glad I advertise in

The Rockaway Times. Great customer service and the ads work!”

Since he was three years old, Rockaway Beach resident Matt Kiss has been playing music. In the past few years, the now 24-yearold musician has been taking the steps to jumpstart his music career and he’s ready for his next move— a full-length album. Matt Kiss is no stranger to recording music. He released his first EP, Black Hound Sessions in June 2012. He has made himself known around the New York music scene by playing his original, selfwritten music that he describes as “pop music, but through the lens of blues, funk and rock and roll. I have a really eclectic taste in music, so it all translates into an interesting mix of what I do,” Kiss said. Kiss has showed off his talents at gigs in Brooklyn, other parts of Queens, Manhattan, and Rockaway shows at Thai Rock and Rockstock, taking listeners on an emotional journey with his music. “I really love writing sappy love songs and songs of love lost, but being a fan of blues and R&B, writing these kinds of songs is what comes naturally,” Kiss said. “But I write a lot of different topics. I’ve written about politics, happy songs, sad songs. I think I’ve had a really interesting 24 years of life, especially growing up in Rockaway, so my music is influenced by a lot of things.” For Kiss, music is his life and he hopes to share it with others by making a career out of it. “Music feeds my soul. It’s as much a meditation as it is an expression. Through my experience being able to write music or play music, it’s whatever you need it to be. You can be sad with it, you can be angry. You pick up a guitar and it kinda

does whatever you need it to do and whatever emotion you need to express.” Kiss hopes that he can touch others with his songs. “If you understand how to do it, you can affect other people’s experiences and emotions with music. I want them to be touched by my music. I really want it to hit someone somewhere, whether it be in their heart or head,” Kiss said. “I want people, not only to enjoy it, but to be affected by it. If I can be to someone else, what some of my favorite musicians are to me, I’ve done a good job at the end of the day.” Even though he has been able to play much of his music live and has recorded a few songs on an EP, Kiss hopes more people will get to experience his music by taking the big career step of putting out a full album. After spending the past few years performing live, Kiss has been able to see which songs move his audience and which would work best on an album, in a little process he jokingly calls Research and Development. “Since I’ve been able to play my music in front of crowds, I’ve been able to figure out which ones people respond to more,” Kiss said. Using that feedback, he has an idea of what songs he may record for an album, such as “So Damn Gone,” “Give it All Up,” “Digging Away at My Heart,” and many more for a CD he hopes will be 10-15 songs long. However from his experience of putting out an EP, recording an album can be pricey process and he’s looking for some help making his dream come true. In mid-March, Kiss launched a fundraising campaign on music crowdfunding site, PledgeMusic. com, to try to raise money to reContinued on page 38

Great Digs Of Rockaway: The Tour Continues By Patricia Hannan It was mix of first impressions. The house was large and stunning and maybe intimidating but the man at the door was and personable and unassuming. Jim Capozzi greeted me with a welcoming handshake in his jeans and button down shirt, as we stood on the porch of 144 Beach 139 Street, just a couple of lots from the ocean. He had George Clooney hair and was barefooted. You knew immediately that he was a local because barefooted is what we do in this community. But the subject was the house. He began by introducing his home as previously owned by the late Selma Kaplan, a renowned Director at Peninsula Hospital Center, President of Temple BethEl, business pioneer, philanthropist, and matriarch. The 5,500 square foot, legal 2 family home was purchased in 2009, after Kaplan’s passing, by Capozzi, his wife, and mother-in-law Lilly Dusenberry, and then completely renovated. They “went green,” a euphemism of sorts for the transition to alternative, cost-efficient, sun-converted electricity from previous jaw-dropping bills of a home so enormous. Over 40 solar-panels were installed on their roof, reducing monthly quotes by 80% or more. Jim voluntarily shared the current electric bill -- $13 and change! Yes, really. The solar power generated goes back into the grid (to PSEGLI) and, if it is not used by the end of the year, the company compensates him

for the remaining portion. As most homes on the Rockaway peninsula do not have solar panels, for those considering the upgrade, there are permits, installation fees, and inspection fees involved upfront, before long-term savings are calculated.

Some companies claim to have free installation. Both partial and complete residential systems are available, depending on your budget. Inside this luxurious find, Capozzi welcomed me to the sight of standing at the Continued on page 26

Over the past several months there has been plenty of buzz about new hotels in Rockaway. One of those hotels is nearing completion. The La Quinta Inn, which was originally met with skepticism by the community, is nearing completion. The hotel, which is located at Beach 44th Street and Rockaway Beach Boulevard was slated to be open for the beginning of the summer season, has recently hit a snag. According to Abe Mendel, one of the hotel’s principals, construction

on the hotel is almost complete but won’t be open for June because of issues with the company charged with installing the elevator. He said the hotel is certified for the elevator, but the company missed their appointment and is not sure when they are going to be back to finish the job. Mendel expects to have a better idea on an opening date in late May. As for the Bollywood-executive funded hotel at Foam Place in Far Rockaway, there is no update at this time.

Great Digs Of Rockaway: The Tour Continues Continued from page 20

door and seeing far ahead to the back glass doors to the porch, guarded by his obedient and hyper-alert German Shepherd, Tasha. Immediately to the left was the couple’s master bedroom, with glass doors to the front porch, a plush loveseat facing a large flat screen television, separate walkin closets for him and her, one of which was a hallway that lead to their master bathroom. Past the master bedroom was the open floor kitchen and round, corner dining table. I was fixated on the massive 5 foot by 7 foot marble-topped counter in the middle of the kitchen. Near the back lefthand side was the beachy living room, with glass vases filled to the top with sea glass. On the right hand side, next to the kitchen, was a second bedroom for their young daughter, filled with guitars and surfboards. The basement showed zero traces of Sandy and the focal point was a baby grand piano in the back corner (next to a large bar). An entertainment center and two couch areas were parallel to each other, with a collection of antique masks on an adjacent wall. More surfboards decorated a corner.

There is a second apartment on the second floor that features a traditional dining table next to the kitchen area, another deluxe bedroom and yet another living room (several more couches made me dizzy from losing count; I began feeling faint from only being half way through the tour) next to sliding doors to the balcony. Prior to showing me the backyard, Capozzi slipped on his beat up Vans sneakers. There were three separate tables and sitting areas, almost equally spread apart; one to the direct left of the staircase (more surfboards there!), one dead-center under the roof of a large garage, and one to the right on a large lawn. The proximity of these relaxation and entertainment spots was topped only by a stainless steel grill kitchen area (with a small refrigerator and countertops) and four private showers. I had a bit of sensory overload by the time I left. The next stop wasn’t so much as house tour as it was a stop to admire beachside craftsmanship, you’d never know existed from the street. Educators Jaime Witkowski and Justin Hausler met while working together as lifeguards at the 106 Street shack. The beach ties run deep. Even to their furniture.

They compared a wooden shelf to the community —beautiful, resilient, and charming. But, of course, it’s not just a shelf. It’s a part of the boardwalk that washed up in front of their home at 159 Beach 124th Street. And while floating boardwalk stories are common, finding use for those boards inside a home, less so. Turns out, the piece of boardwalk found a good place to come to rest. Hausler knew what to do. He had access to the new wood shop inside the Beach Channel High School building where he taught. The process for this 70 inch long (and very heavy) piece was lengthy. First, Justin sat the planks out for a few weeks to dry, then glued them together, smoothed the shelf down with a plane tool, gave it a plate groove, and coated it with two coats of polyurethane for great shine.

Goldfeder to FEMA:

Social Media Snapshots Snakes On A Beach!

Make It Right

Currently, FEMA and its National Flood Insurance Program (NFIP) is in the process of settling 1,200 civil lawsuits filed by Sandy victims pending in the U.S. District Court for the Eastern District of New York. The suits stem from alleged fraudulent practices by engineering firms and adjusters contracted by Write-Your-Own (WYO) insurance companies that sought to reduce aid payouts to families by doctoring damage reports. The scandal came to national attention following a recent high-profile report on 60 minutes into the insurance companies, which are overseen by FEMA and the NFIP. Assemblyman Phil Goldfeder has urged Federal Emergency Management Agency (FEMA) Administrator Craig Fugate calling on the agency to ensure all affected Sandy flood victims are included in the ongoing settlements. The Assemblyman also called on FEMA to make insurance and damage report documents available to policyholders for possible future claims. “Families in southern Queens and Rockaway have been bled

dry trying to recover from Sandy. Many have fallen into debt from the costs of rebuilding or the process of fighting insurance claims,” Goldfeder said. “Having to fight possible fraud on top of everything else is simply unacceptable. The least FEMA can do is ensure that all our families have access to justice if they have been victimized by these fraudulent practices.” In a letter to FEMA Administrator Fugate, Goldfeder requested the federal agency allow Sandy victims potentially defrauded by falsified engineering reports and other questionable insurance company practices be allowed to join in the settlement currently in New York District Court, regardless of whether or not they were among the initial claims. The Assemblyman also requested the settlement include provisions allowing victims the opportunity to obtain all insurance and engineering report documents. This, Goldfeder wrote, would allow for reopening of FEMA aid claims to review possible fraud or underpayments for damages sustained during the 2012 storm.

Bill Gehlhaus gave us an idea. He suggested we take the best stuff (usually photos) on Social Media (Facebook, Twitter, Instagram) and use them in an old-school way (put them in a newspaper). We liked the idea and are running with it. Well, we expected to find a bunch of beautiful sunsets and maybe some pet photos. Instead, we came across this Instagram pic of a scary looking snake posted

by Okay Ogut, a New York based photographer. Ogut came across this reptilian monster on the road near the beach in Fort Tilden. Now, before you never go to Fort Tilden again be assured that the snake is only 15 or 20 inches long (it looked like 5 feet to us!) and National Parks spokesperson Daphne Yu says it’s likely a Northern Brown Snake which is not dangerous.

hope to do the same thing here,” Cipriani said. The new stops on the Taste of Rockaway Beach route aren’t the only thing people will notice is different this time. There will also be two brand new sponsors, Lola Star and Manhattan Brewing Company. The Queens Chamber of Commerce graciously sponsored the last event and will do so again this year. The event will be dedicated to the memory of Jack Friedman, former executive Director of the Queens Chamber of Commerce, who recently passed away. Lola Star, the Coney Island roller disco queen who will open her own shop on Beach 116th Street in May, will be donating her printing services and creating t-shirts and hats for the event. The merchandise will be sold for about $10 at the restaurants and any proceeds will go toward the HEART organization to keep events like Taste of Rockaway Beach going. For the first time ever, there will also be free beverages at every stop. Manhattan Beer Distributors is providing beer at every place that has a liquor license and soft drinks at every place that doesn’t. Guests will get a sample of about one-third of a bottle of different kinds of beer at about seven of the stops. “The sponsorship tells me that

what we’re doing is resonating. These sponsors wouldn’t be donating their products if they didn’t think there was a good reason for it,” Kaskel said. “I believe what we’re doing is hitting the right chord with the community, with the vendors that supply the community and with the merchants and participants. I think everything that’s going on here is sending the right message on different levels. I can see by the way everyone is interacting, that we’re on the right track and it’s really fun and exciting to be a part of all of this.” Kaskel said his goal of the Taste of Rockaway Beach events is to make Rockaway Beach a mustvisit destination. “My goal isn’t to say, come to Thai Rock. It’s to say, come on down to Rockaway Beach and eat anywhere. I want Rockaway Beach to be put on the map as an awesome destination. We have a great surf beach and this awesome environment out here with a ton of eateries. You can go to districts in Flushing and find a lot of Asian food, or Howard Beach and find a lot of Italian food. You can to Rockaway and within a two to three block radius, you find at least five different ethnic foods and places from formal sit-down spots to takeout food. An amazing thing is going on in our neighborhood. I think Rockaway Beach is becoming a really great year-round destination,”

Latest Updates & Quiksilver’s “Wet Suit” The “Meeting” The big meeting happened last night with the latest updates from the USAC of Engineers, and while we can’t report exactly what was said due to press time, one thing I was tipped off about before the meeting was one proposal to have rock jetties/groins inserted from the 90 St jetty all the way to 121st. How many of them and distance between them wasn’t mentioned, but one would assume they would be equidistant to the current ones in place from 89th to 60th St’s. This is fantastic news for the peninsula as a whole. True fortification on a grand scale, trapping the sand to deaden any future impact of storms as witnessed with the jetties from 89th to 60th St’s. What was also mentioned to me was a sea barrier wall from the lip line of the boardwalk to well below the sand, again, specifics on the depth were not disclosed but these are all positives for future fortification. A question on the time line of this occurring: “This is a long way out, but not that far out…” RBSA Youth Surf Championships The RBSA is proud to announce, along with sponsors Break Water Surf Shop, Boarders Surf Shop, Gotham Surf Club, St James Clothing, Share the Stoke Foundation

and UMA’s, a brand new surf series dedicated to improving our prized youth into the realm of competitive surfing. The scope of local talent here on our peninsula is fantastic, but there is always room for improvement. With a dedicated surf series over the summer, this can only benefit the kids to learn deeper skill sets, such as competing smarter in a heat and focusing on the commitment in their turns to get maximum points. RBSA Youth Surf Championships are for now: June 6, June 27 Rock Stock & Barrels, July 18 and August 22. So mark your calendars! Winners will be based on best over-all score throughout the series, so commitment to all contests ensures the best result. On another RBSA contest note, the RBSA NYC Long Board Challenge will repeat this year in October and every year into the future, along with a new annual RBSA NYC Short Board Championship that will have an actual waiting period in October. Winners will have bragging rights over all of NYC! Keep an eye out in this column for dates on RBSA surf clinics with some of our ex-pro surfers, it’ll get you amped to compete. Going to work in STYLE!

I knew it wouldn’t be long till this happened and now, here it is! What is dubbed as the TRUE WETSUIT. No more painting your wetsuit to look like a tuxedo! Quiksilver Japan just announced the “TRUE WETSUITS,” the 1st suit of its kind in the world, which can be worn on business occasions, parties, and, of course, surfing. The TRUE WETSUIT is designed to fit every aspect of a surfer’s life, to make both life and surfing more fun. A must-have item for the busy, modern business person. The jacket and pants are made of a 2mm super high-stretch jersey neoprene, the same fabric they use to make regular wetsuits. The pockets are designed flat to pre-

vent them from catching water while surfing and the shirt is made with a recycled 4-way stretch DRYFLIGHT fabric that is designed with a dress shirt silhouette and a crisp collar to create a formal impression. While it makes no impression when we bend down at work to pick up a pencil and water comes streaming out the nostrils due to the pounding we got in the morning surf, this suit looks pretty dapper and might create a new classification of “styling” across a wave. I want to try one of these and see if they can tell I went surfing before our business meeting, sans water from the nose.

The news is music to the ears of students and teachers alike. Rockaway Park High School is upgrading its music program, which should create an environment that promotes academic success for future students. Music teacher Tim Corcoran received the financial backing the Little Kids Rock foundation and the support of Principle Jennifer Connolly to add more technology to the music program. “I want students to be able to discover music through the use of an instrument using their emotions and ears,” Corcoran said. Many students are excited about the change in the music program. “Its interesting, it can help people if they want to pursue music, like me, and it can help kids escape everyday problems” Brian Perez, a Rockaway Park sophomore, said. Numerous studies have shown a correlation between music programs and academic success. It is expected that the improvements will help students through high

TIM CORCORAN school and beyond. “It develops discipline, responsibility, confidence, and respect that they can apply with their endeavors in college.” Corcoran said. Some of the enhancements will include sound recording equipment and the availability of iPads. The hopes are high for improvements in the music department. But the biggest hopes are for the students who come along and enjoy the upgrades.

It’s Sunday and your drain is clogged, do you call someone in to unclog it? In some cases yes, but there are times you can clear it yourself. First things to remember are don’t pour chemicals down the drain, they can harm the pipes over time and power snakes are for the experienced person. When used incorrectly, they can damage the drain and hurt you. Now there are two ways for the average homeowner to clear a drain. First, is to use a hand snake. Hand snakes come in a coneshaped canister or as a long pole with a handle on one end and the snake on the other. The canister type of snake is for your tub and sink drains. Simply pull the snake out and slide it into the drain till there are a few inches between the drain and the snake. Then turn the snake clockwise as you slowly push it further into the drain. Once the drain is clear, just pull the snake out and feed it back into the canister. The hand snake with the pole is for the toilet. Having only the tip of the snake sticking out, put the short end of the pole into the toi-

let. Turning the handle clockwise, work the snake into the toilet until the clog is cleared. Then slowly pull the snake out. The second way to clear a clogged drain is using a plunger. We all used a plunger at one time or another, but some people don’t realize there is more than one kind of plunger. The best kind of plunger to keep in the house is a toilet plunger. Unlike a standard plunger, the toilet plunger has a cone shape at the end (plunger A is a standard plunger, plunger B is a toilet plunger). The cone on the plunger fits tightly into the bottom of the toilet to get the best seal for plunging. When clearing a sink or tub drain, the cone folds in to allow for a tight fit and the maximum pressure for plunging. If neither the plunger nor the hand snake clears your drain, it is time to call someone in to unclog it for you.

Most people, when talking about immunizations, tend to think of childhood immunizations only. But adults need to keep up with immunizations as well but often fail to. For example in people over 60 the rate of influenza vaccination is about 70%, for tetanus about 50% and for zoster (shingles) about 15%. Immunization recommendations for adults and children are made by the Advisory Committee on Immunization Practices (ACIP) of the US Centers for Disease and Prevention (CDC). The last 15 years has seen many changes to immunization practices. Here is what the ACIP recommends for adults: Tetanus and Diphtheria: a booster every 10 years. Tetanus is rare in the US because of high immunization rates but causes about 1 million cases worldwide per year with 200-300,000 deaths. Pertussis: once for all adults and pregnant women at 27-36 weeks of gestation. In July 2012 the CDC reported a 50 year high in the US for pertussis with 18,000 cases and 8 deaths. Measles-Mumps-Rubella (MMR): People born before 1957 are considered immune. Two doses are given in childhood at least 1 year apart. Women of childbearing age should be screened and given the vaccine if necessary, although not during pregnancy or 4 weeks before becoming pregnant (I’m not sure how that is calculated!). Hepatitis A & B: recommended for at-risk groups which include men who have sex with men, IV drug users, people with multiple sexual partners, health care workers and patients with chronic liver or kidney disease. Hepatitis B is also recommended for diabetics under age 60. Influenza: annually for everyone over age 6 months. There is a recombinant version available for those allergic to eggs. May cause soreness at

the injection site but does NOT cause the flu. Pneumococcal (Pneumonia): adults age 65 and older and those with chronic lung, heart or liver disease, diabetes, alcoholism, nursing home residents and active smokers. Varicella and Shingles: Varicella (chickenpox) for all adults without immunity. Immunity is assumed with a history of the disease, being born before 1980 or a positive lab titer. Zostavax (shingles) for adults over 60. The FDA in 2006 recommended age 50 but the ACIP the same year recommended age 60. Most insurance companies will deny coverage for it before age 60 (it is very expensive). Pregnancy is a contraindication for both vaccines as is that 4 weeks before pregnancy thing again. You may have noticed a resurgence of certain childhood diseases like measles and pertussis that were previously all but eradicated. The reason is twofold. In certain parts of the country childhood vaccination rates are falling because parents wrongly associate vaccinations with autism. This fear was caused by one study done in England that was not only entirely debunked but its author lost his medical license because he falsified the entire study. A link to autism has been repeatedly sought but never found plus thimerisol, the mercury-containing preservative that was implicated as the cause of autism, hasn’t been used in vaccines for over 10 years. In addition some parts of the country are seeing an influx of undocumented, unvaccinated children most of whom come from poor countries. These diseases can cause serious illness and death and ignoring them can be a costly mistake. Be sure to discuss your vaccination schedule with your doctor. This column is published biweekly. cord his album. “When I recorded the EP, I limped along and funded it myself. I remember how much that cost alone and there’s no way I can record a full record on my own dime. It’s a pretty ambitious undertaking. To record a whole album is even crazier, especially for a lower-middle class working kid from Rockaway,” Kiss said. “Studio time costs money. I have to hire musicians. I’m going to pay what I can out of pocket, but a bulk of the process, to fund recording costs, production, mixing and mastering, will come from the Pledge Music campaign.” “Crowdfunding gets your fans and other people excited for the project and allows them to get involved,” Kiss said. The project will help fund Kiss’ album, but those that support the campaign get little perks such as access to Kiss’ videos, music, behind the scenes photos, and updates on the album process. There also other bigger incentives for donating certain amounts, such as early access to the album, signed CDs, a personal song written by Kiss, house concerts, or even music or surf lessons

from the Rockaway musician, plus much more. His campaign can be found at http://www.pledgemusic.com/projects/mattkiss, where donations can be made. As of Wednesday, April 22, Kiss’ fundraising goal is 60 percent complete. He must reach 100 percent by May 14, in order to receive the money that has been pledged. Kiss says he plans to get the ball rolling on recording as quickly as possible. He has the songs ready. He just needs to record them. “Once the campaign is funded we’re gonna jump into the studio and hopefully have the album finished in the late summer or early fall.” If you’re not familiar with Kiss’ music, or you just want to show support for a local musician, he will be playing an acoustic show at Uma’s (92-07 Rockaway Beach Boulevard) on Saturday, April 25, right after Taste of Rockaway Beach. He’ll be joined by musician Danny Leonard and the show will start at around 8:30 p.m. For more on Matt Kiss, “Like” his Facebook page or check out his website at www.matthewkiss.com.

For over 25 years, New York City police officers’ salaries have lagged far behind the average for police officers in our area and around the country. In the Major Girls Division, the RAM Title Insurance Royals started off the season with a tough loss, but got back on track with a solid win. After an 11-10 loss to the Knights of Columbus 2672 Reds on opening weekend, the Royals returned to the field with only 8 players, but solid bats to beat the Bartoli Chiropractic Orioles 22-13. Behind the pitching of Morgan Connolly, the Royals kept the Orioles bats quiet. The Royals took an early 8-3 lead in the second inning. CeCe Agoglia led off the inning with a single to center field, repeated by Jillian Schneider and Hagan Carlin to load the bases. Back to the top of the line-up, Beth Dunne, Fiona Mullen and Jackie Piccione drove in the runs with back to back to back singles. Morgan Connolly blasted a triple to clear the bases. Marie-Elise Piccione relieved Connolly on the mound in the 4th, and secured the win with four key strikeouts. In other Major Girls action, the Lifetouch Phillies squeaked out a win over the Orioles, 7-6. Christine Diehm and Grace Collins were consistent on the mound, and had great team defense behind them to help secure the win for the Phillies.

Tori Mullen pitched a solid game for the Orioles and Lizzy Meringolo and Vanessa Ciaccia contributed with strong games. In the Minor Girls Division, the Walsh Property Orioles jumped out to a 5-0 lead, but the Stop & Shop Rockies chipped away and tied it up at 5 in the 4th inning. In the bottom of the 5th inning the Rockies took a 3 run lead with some walks and timely hitting, which included a key double by Noelle Polanco and a big hit from Emily McCartney. In the top of the last inning, the Orioles scored a run and were threatening with base-runners on second and third with two out, when Maura Edwards, who pitched a great game, made a great catch on a fly ball to end the game. Caragh McMorrow was the fielder of the day. Final score Rockies 8, Orioles 6. The Rockaway Little League Peewee Girls (PWG) Division began their season last weekend with the first inaugural clinic. The eager and smiley-faced Kindergarten and first graders took over the ball field learning how to throw like scarecrows, bowl to their partners and hit like superstars. Through interactive and fun drills, these young players are learning the basics of the game of softball.

After 4 weeks of clinic, each team will be introduced to game play, where they will apply the skills they have learned during the clinics. The PWG coaches, as well as seasoned players from the Major Girls Division assist each week. All

would agree that just after the first week of the clinic, these players have a contagious enthusiasm and a strong desire to learn the game. Come out to cheer them on and see some great softball players in the making.

NY Hockey Ready To Divide By Michael Leboff It could be families and friends in a face-off. New York could find itself divided this spring because ice action is suddenly hot. For the first time in decades, both the New York Islanders and New York Rangers enter the postseason as legitimate contenders, and if the two bitter rivals can fight their way out of the first round, they could even meet in the playoffs for the first time since 1994. The Islanders, who struggled towards the end of the year, are knotted 2-2 in a first round matchup against the Washington Capitals. The two clubs are historically regarded as rivals and have met in the postseason six times before this year, with the Islanders winning five of them. The Capitals are led by international superstar, Alex Ovechkin, and were a sleeper pick by many to make it to the Stanley Cup. They are a team littered with veterans and backboned by Braden Holtby, one of the league’s most efficient goaltenders. The most famous meeting between the Islanders and Capitals came in the 1987 Patrick Division Semifinals. The series was knotted at three games apiece, and the Islanders would have to win a game 7 on the road in order to keep their season going. The game was knotted 2-2 after regulation, meaning the game, and series, would be decided in sudden death overtime. The game, which started on the day before Easter, wouldn’t end until the wee hours of Easter Sunday, when Pat LaFontaine scored a goal in the fourth period of sudden death overtime. New York Islander goaltender Kelly Hrudey made 73 saves for the Islanders to get the win. With the best-of-7 series shifting back to Washington Thursday

night, the Islanders are going to need to be able to steal a game at the Verizon Center after splitting at Nassau Coliseum. Should the Islanders lose, it will be the last time hockey will be played at the old barn on Hempstead Turnpike. Islander fans are not ready to say goodbye, as more than a dozen seats were stolen from the building after Game 3. As for the Rangers, they are currently battling the injury-riddledbut-still-dangerous Pittsburgh Penguins in the first round. After splitting Games 1 and 2 at Madison Square Garden, the Rangers were able to grab the series lead with a win in Game 3 at The Consol Energy Center. The Rangers finished the season as the NHL’s top team, winning the President’s Trophy, and earned home ice advantage throughout the entire postseason. The Blueshirts feature a balanced attack led by Rick Nash and a steady defense led by captain Ryan McDonagh. They are led by one of the league’s best goaltenders in Henrik Lundqvist and coach Alain Vigneault who has been on several long postseason runs. The Penguins have struggled this season, but still boast two of the league’s best players, Sidney Crosby and Evgeni Malkin, and could get hot at anytime. Even though both teams still have a lot of work to do to get through the first round, sports fans in New York would be lying to you if they said they didn’t have their eye on a potential playoff series between the two New York clubs. Houses would be divided and families would be split right down the middle and, for the first time in decades, all eyes would be on the two teams. But for now, it’s about taking care of business.
