Illinois proposal calls for expanding vote-by-mail State rep. proposes measure that would allow all-mail elections in some areas BY PETER HANCOCK

URBANA – As the 2024 election season draws near, voters in Illinois will once again choose whether they want to cast their ballots in person or by mail. But one lawmaker is proposing a bill in the Illinois House that could make that decision a lot easier, making voting by mail the default option for people in counties and cities that choose to go that route. State Rep. Carol Ammons, D-Urbana, said voting by mail has been shown to be a more convenient and e�cient way of running elections. “Vote-by-mail has been proven by way of court order, as well as people’s utilization of vote-by-mail – I vote by mail – that it has been safe,” she said during an interview. “There have been no problems. I have not missed a single election. And people who use it increase their voter participation.” Voting by mail, often referred to as absentee voting, was originally intended for people who planned to be away from home on Election Day, particularly military personnel, as well as college students and people whose jobs required them to travel. That often required voters to ask their state

or local election o�cial for an absentee ballot and, in some cases, explain why they wanted to vote by mail. In more recent years, Illinois and other states have made voting by mail an option for anyone by adopting “no-excuse” absentee voting laws, meaning anyone could request a mail ballot without giving a reason. Illinois also gives voters the option of asking to be placed on a permanent voteby-mail list so they can automatically receive a mail-in ballot without having to fill out a new request for one each election cycle. And in 2020, amid the COVID-19 pandemic, the General Assembly passed a law requiring local election o�cials automatically send vote-by-mail applications to every voter in their jurisdiction, instead of requiring voters to ask for one. During a special meeting of the House Ethics and Elections Committee Wednesday in her hometown of Urbana, Ammons said voting by mail has become increasingly popular. But she said the multi-step process of voting by mail is still ine�cient because it requires voters to fill out and send in a vote-by-mail application to receive a ballot. “But when we went back to look at the utilization of the ballots, the number that came back, and the cost associated with mailing a ballot, we realized as we talked to

other jurisdictions that you would actually save the money if you simply mailed them the ballot,” she said. Ammons is the sponsor of House Bill 4198, which would allow county clerks and other local election authorities to make voting by mail the default option in their jurisdiction. It would give them the option of mailing ballots to all registered voters in their jurisdiction, without requiring voters to ask for one. But it would still require local election authorities to o�er in-person voting as well for those who prefer to cast their ballot in person. Currently, eight states and Washington, D.C., operate elections almost entirely by mail. William Cavecche, an election administrator in King County, Washington, which includes the city of Seattle, said that state passed a similar law in 2005 and immediately, two-thirds of the counties in the state shifted to vote-by-mail systems. “Speaking to someone who has run both polling-place elections and vote-by-mail elections, I can tell you from experience that vote by mail elections are significantly easier to administer,” he said. Among other benefits, Cavecche said, in a vote-by-mail election, there is no need to worry about problems that commonly occur at in-person polling places such as running out of ballots, voting machines breaking down or poll workers failing to show up. He also said vote-by-mail elections are more secure because all ballots can be counted in a centralized location. He said ballot counting can also be livestreamed on the internet to provide more public transparency. Wednesday’s meeting was a subject matter hearing, meaning the committee only heard testimony and did not take action on the bill. But Rep. Maurice West, D-Rockford, who chairs the panel, said he intends to hold additional hearings during the upcoming legislative session, which begins Tuesday, and it’s possible lawmakers could vote on the measure in time to take e�ect for the 2024 general election in November. JERUSALEM (AP) — Houthi rebels fired a missile, striking a U.S.-owned ship Monday just off the coast of Yemen in the Gulf of Aden, less than a day after they launched an anti-ship cruise missile toward an American destroyer in the Red Sea, officials said. The attack on the Gibraltar Eagle, though not immediately claimed by the Houthis, further escalates tensions gripping the Red Sea after Americanled strikes on the rebels. The Houthis’ attacks have roiled global shipping, amid Israel’s war with Hamas in the Gaza Strip, targeting a crucial corridor linking Asian and Mideast energy and cargo shipments to the Suez Canal onward to Europe. The United Kingdom Maritime Trade Operations, which oversees Mideast waters, said Monday’s attack happened some 110 miles (177 kilometers) miles southeast of Aden. It said the ship’s captain reported that the “port side of vessel hit from above by a missile.” Private security firms Ambrey and Dryad Global told The Associated Press that the vessel was the Eagle Gibraltar, a Marshall Islands-flagged bulk carrier. The U.S. military’s Central Command later acknowledged the strike, blaming the Houthis for the assault. “The ship has reported no injuries or significant damage and is continuing its journey,” Central Command said. The vessel is owned by Eagle Bulk Shipping, a Stamford, Connecticutbased firm traded on the New York Stock Exchange. In a statement to the AP, the company acknowledged the strike and said it caused “limited damage to a cargo hold but (the ship) is stable and is heading out of the area.” “All seafarers onboard the vessel are confirmed to be uninjured,” the firm said. “The vessel is carrying a cargo of steel products. Eagle Bulk management is in close contact with all relevant authorities concerning this matter.” Satellite-tracking data analyzed by the AP showed the Eagle Gibraltar had been bound for the Suez Canal, but rapidly turned around at the time of the attack. Central Command said it detected a separate anti-ship ballistic missile launch toward the southern Red Sea on Monday, though it “failed in flight and impacted on land in Yemen.”

The U.S. Maritime Administration, under the Transportation Department, also issued a warning Monday saying there continues to be “a high degree of risk to commercial vessels” traveling near Yemen. “While the decision to transit remains at the discretion of individual vessels and companies, it is recommended that U.S. flag and U.S.-owned commercial vessels” stay away from Yemen in the Red Sea and Gulf of Aden “until further notice,” the advisory said. Sunday’s missile launch toward the American warship also marked the first U.S.-acknowledged fire by the Houthis since America and allied nations began strikes Friday on the rebels following weeks of assaults on shipping in the Red Sea. The Houthi fire in the direction of the USS Laboon, an Arleigh Burke-class destroyer operating in the southern reaches of the Red Sea, Central Command said. The missile came from near Hodeida, a Red Sea port city long held by the Houthis, the U.S. said. “An anti-ship cruise missile was fired from Iranian-backed Houthi militant areas of Yemen toward USS Laboon,” Central Command said. “There were no injuries or damage reported.” The Houthis did not immediately acknowledge that attack either. It wasn’t presently clear whether the U.S. would retaliate for the latest attacks, though President Joe Biden has said he “will not hesitate to direct further measures to protect our people and the free flow of international commerce as necessary.” The first day of U.S.-led strikes Friday hit 28 locations and struck more than 60 targets with cruise missiles and bombs launched by fighter jets, warships and a submarine. Sites hit included weapon depots, radars and command centers, including in remote mountain areas, the U.S. has said. The Houthis have yet to acknowledge how severe the damage was from the strikes, which they said killed five of their troops and wounded six others. U.S. forces followed up with a strike Saturday on a Houthi radar site. Since November, the rebels have repeatedly targeted ships in the Red Sea, saying they were avenging Israel’s

offensive in Gaza against Hamas. But they have frequently targeted vessels with tenuous or no clear links to Israel, imperiling shipping in a key route for global trade. Even the leader of the Lebanese militant Hezbollah group, Hassan Nasrallah, obliquely referenced the widening Houthi attacks on ships in a speech Sunday, saying that “the sea has become a battlefield of missiles, drones and warships” and blaming the U.S. strikes for escalating maritime tensions. “The most dangerous thing is what the Americans did in the Red Sea, (it) will harm the security of all maritime navigation,” Nasrallah said. Though the Biden administration and its allies have tried to calm tensions in the Middle East for weeks and prevent any wider conflict, the strikes in the Red Sea threaten to ignite one. It’s also affecting shipping for the Middle East nation of Qatar, one of the world’s top natural gas suppliers. Three liquid natural gas tankers that had recently loaded in Qatar and were bound for the Suez Canal remain idling off Oman, while another coming from Europe to Qatar remains off Saudi Arabia. QatarEnergy and government officials did not respond to a request for comment. Saudi Arabia, which supports the Yemeni government-in-exile that the Houthis are fighting, sought to distance itself from the attacks on Houthi sites as it tries to maintain a delicate détente with Iran and a cease-fire it has in Yemen. The Saudi-led, U.S.-backed war in Yemen that began in 2015 has killed more than 150,000 people, including fighters and civilians, and created one of the world’s worst humanitarian disasters, killing tens of thousands more. The American military did not specifically say the fire targeted the Laboon, following a pattern by the U.S. since the Houthi attacks began. Jared Goff leads Lions to first playoff win in 32 years, 24-23 over Matthew Stafford and the Rams By Larry Lage Associated Press

DETROIT (AP) — Jared Goff lifted his arms in the air, encouraging Ford Field fans to get even louder, before taking the final snap to end his long-suffering franchise’s skid in the playoffs. The crowd delivered, approaching the decibel level of a siren. Goff came through, too. Goff threw for a touchdown and completed a pass for a victory-sealing first down against the team that cast him away, and the Detroit Lions won a playoff game for the first time in 32 years, beating Matthew Stafford and the Los Angeles Rams 24-23 on Sunday night. The Lions (13-5) ended a nine-game postseason losing streak — the longest in NFL history — that dated to a victory over Dallas on Jan. 5, 1992. They lost a home playoff game two years later and hadn’t hosted one since. “It means a whole lot to this city,” Goff said. “We knew what it meant when this season started to get into the playoffs and then to get this win. And, you know, it’s just the beginning for us. We’ve got some run left.” Detroit, the NFC’s No. 3 seed, will have two home playoff games for the first time in franchise history, hosting either Tampa Bay or Philadelphia in the divisional round next Sunday. Second-seeded Dallas was routed by Green Bay. The Rams (10-8) had a chance to take the lead late in the fourth quarter, but Detroit’s defense denied them. A holding penalty pushed Los Angeles out of field goal range, and Stafford — the Lions’ longtime quarterback who won a Super Bowl after he was traded to the Rams — threw incomplete on fourth down. On the first play after the two-minute warning, Goff hit Amon-Ra St. Brown for 11 yards, allowing the Lions to run out the clock — much to the delight of long-suffering fans who witnessed the franchise’s second postseason victory since winning the 1957 NFL title. “That’s the best home atmosphere I’ve ever played in, and I expect next week will top that,” Goff said. Against the franchise he once led to the Super Bowl, Goff was 22 of 27 for 277 yards and threw a 2-yard touchdown pass to rookie tight end Sam LaPorta that put

Detroit ahead 21-10 midway through the second quarter. The Lions acquired Goff and a pair of first-round picks for Stafford three years ago. “Jared was really efficient. You could see the command that he has,” said Rams coach Sean McVay, whose relationship with Goff soured before the trade. “There’s a lot made of it, but I’m really happy for him. We wanted to come away with a win, but he’s done a great job.” Stafford, who played most of the game with a bandaged and bloody hand after he slammed it into a defender’s helmet, finished 25 of 36 for 367 yards with two touchdowns. “I wouldn’t want anyone else as our quarterback other than Matthew Stafford,” McVay said. “He was outstanding. He was gritty. He was gutsy and made tough throw after tough throw. The rush was barreling down on him, and he stood in there and was dropping dimes all day.” Detroit drafted Stafford No. 1 overall in 2009 and while he put up gaudy statistics, he didn’t win a playoff game in his 12 seasons. Stafford hugged dozens of Detroit’s players and staff members after the game. “I’m happy for the players,” he said. “I’m happy for those guys.” Record-breaking rookie Puka Nacua had nine receptions for 181 yards and a touchdown for the Rams. David Montgomery and rookie Jahmyr Gibbs each had a rushing TD for the Lions, and St. Brown had seven receptions for 110 yards. After trailing by 11 points, the Rams got within 21-17 at halftime thanks to Stafford’s 50-yard touchdown pass to Nacua and his 38-yarder to Tutu Atwell. That allowed Goff to take a knee after his throw to St. Brown. The Lions started strong and looked as fired up as their long-suffering fans, with rapper and Motor City native Eminem in the house along with Hall of Famers Barry Sanders and Calvin Johnson. “When we came out for pregame warmups, it was already buzzing,” Campbell said. The fans showered Stafford with boos when he ran onto the field, where he posed for a pregame photo with his wife and their daughters, and chanted “Jar-ed Goff! Jar-ed Goff” for the Lions’ quarterback. “Going into this game, I had two things

Fruit trees for 2024: The basics BY GRANT MCCARTY CONTRIBUTOR

If planting an orchard is on your list of resolutions for 2024, now is the time to start planning for tree shipment in the spring. Though you could wait to see what your local nursery or garden center has, many backyard orchardists will purchase their trees online to arrive in April or May. You might also consider reaching out to a local nursery to determine if they have the varieties you want. If you are new to fruit trees, let’s get into the basics of what you want to consider. Apples, pears, peaches, sour-tart cherries, and some plums should grow well

for you in your Northern Illinois orchard. Apples and pears are consistent fruit trees, yielding fruit almost every season. Stone fruit like peach can have good and bad years due to very cold winters killing the fruit buds. Like apples-pears, sourtart cherries are consistent each year. A dwarf fruit tree will reach maturity of 8-10 feet by year 5. Your other option is a semi-dwarf tree which reaches a height of 12-14 feet. There are standard fruit trees (25 feet) but we do not recommend them as they are di�cult to manage as they get older. As such, most varieties can be found as dwarf and semi-dwarf which is why it’s important to start selection now before

your options are sold out. Trees should be spaced trunk-to-trunk based on how tall they are expected to get. Even with this rule, you may want to space dwarf trees at 12 feet as 8 feet can be tight. For apples, you need more than one variety in order for cross-pollination. Some pears can be similar in needing more than one variety too. Stone fruit may benefit in greater yields with more than one variety. You’ll find that most places you purchase fruit trees from will tell you what varieties you need in order to get your fruit. Some companies will sell whip or feathered trees. A whip tree is one that

arrives without any branches while a feathered will come with some branches. Usually a feathered tree is a year old and more expensive than a whip tree. You do not always find both options. As far as varieties, do your research. There are so many apple varieties that we do not make too many recommendations as they will have di�erent uses. For peach, ‘Contender’ and ‘Reliance’ are the main two we recommend. Pear varieties will include the European and Asian types. For plums, ‘Waneta’, ‘Black Ice’, ‘Mount Royal’, and ‘Pipestone’ are recommended. Grant is the Local Food and Smalls Farms Educator of the University of Illinois Extension.

This past summer was the warmest on record; next summer is expected to be warmer. Since the prevailing view is that the changing climate is the result of burning fossil fuels releasing climate changing gases, the proposed solution to climate change requires dramatic reductions in the use of fossil fuels and replacing them with renewable energy sources. If we do not achieve these goals in a timely manner we are expected to face extremely challenging living conditions for humans and all other living things on earth. Given the enormity of global fossil fuel consumption and the di�culty in achieving global cooperation on reducing energy consumption, the world is not currently meeting the goals of the energy transition. If the seriousness of the situation becomes increasingly apparent, it is possible societies will be willing to accept energy rationing as was imposed during WW II. Rationing can quickly cut energy demand if the public perceives it as necessary and fairly implemented.

So far, climate changes have increased slowly and steadily leaving time for more aggressive actions in response. Cutting energy consumption is the least costly and most e�ective method of lowering carbon emissions and pollution levels while increasing local job opportunities. Existing state utility e�ciency plans include energy e�ciency retrofit programs, weatherization services and remediation/indoor air quality. Illinois ranked 16th on the national State Energy E�ciency Scorecard in 2022. It could improve its rank by expanding its e�ciency program and taking more aggressive action in vehicle emission standards and new zero emission vehicles. Ac c e ler at i ng t he appl ic at ion of non-wire alternatives to enhance grid resiliency could lower possibilities for outages from increasingly intense storms disrupting grid service while decreasing the need for costly grid expansion. Aggressive demand response programs can shift electrical demand from peak times to lower demand times while reducing the need for additional generating capacity. Financial incentives

stimulate people to have solar electric systems installed including backup battery systems to secure electrical supplies during times of grid failure. As battery costs fall and more customers use them local energy security is increased. As electric vehicles become increasingly common, incentives will ensure recharging occurs during times of low electrical demand. EVs can also provide electric power to homes and buildings during times of either high electrical demand or when grid power is interrupted. The location of solar electric installations should be prioritized to sites where the electricity is being used. Rooftop installations have tremendous potential in terms of available space. According to NREL studies, nearly 40% of existing US buildings could serve as suitable sites for solar installations. In addition to the potential of homes and small buildings is the huge potential of existing warehouse roofs to accept solar installations. According to a report from Environment America, Illinois has the third largest number of warehouse roofs suitable for solar installations: over 18,000. Their

number continues to increase and if outfitted with solar electric systems could provide electricity to over 1.9 million homes. There are over 17,00 warehouses in Michigan, 9000 in Indiana, 8000 in Wisconsin and 6000 in Minnesota. Many could accommodate solar systems. Another opportunity is for hybrid solar and wind systems with backup batteries to serve smaller and isolated communities with increased electrical supplies rather than receiving additional supplies from costly upgraded grid service. Dan Juhl of Minnesota has installed about 30 systems for isolated communities integrating solar, wind and battery backup units to increase local supplies while lowering costs.
