SPRINGFIELD – Facial coverings are now optional in most public places in Illinois, including schools, after Gov. JB Pritzker announced Friday that he would update guidance to comply with new U.S. Centers for Disease Control and Prevention guidelines. Those developments came as the Illinois Supreme Court declined to hear the state’s appeal of a temporary restraining order issued Feb. 4 by a Sangamon County judge, calling the issue “moot.” In its ruling late Friday, the Illinois Supreme Court, in a 5-2 vote, echoed a 4th District Court of Appeals decision a week earlier which said the issue of the TRO was moot because the emergency rules that the Illinois Department of Public Health had issued in September had expired and the legislative Joint Committee on Administrative Rules voted Feb. 15 not to renew them. Because the issue of the TRO was moot, the state’s high court said Friday, the order itself was vacated and the case was remanded back to Sangamon County to be heard in its entirety. Justices Michael J. Burke and David K. Overstreet dissented in the decision. The
court said a written dissenting opinion would be forthcoming. “We are pleased the court acted quickly to vacate the TRO, as the state requested,” Attorney General Kwame Raoul’s o�ce said in a statement. “However, as the case is returned to the circuit court, we will continue to defend the governor’s executive orders to protect all Illinois residents and mitigate the spread of COVID-19.” The Supreme Court’s ruling, however, was one that left both sides in the dispute claiming victory. “I’m gratified that the Supreme Court vacated the lower court’s restraining order, meaning that if a school mask mandate needs to go into e�ect in the future, we continue to have that authority,” Pritzker said in a statement released by his press secretary. In the same statement, Pritzker said he would lift the school mask mandate as of Monday in light of new CDC guidance that recommends masks are needed only in areas of high transmission. “We will recommend that all school districts follow CDC guidance and will update our existing guidance in the coming days,” he said in the statement. But Republican lawmakers who have questioned Pritzker’s use of executive orders and criticized the Democratic majority in the General Assembly for not exercising oversight, said the ruling will serve as a check on the governor’s powers.

“The Illinois Supreme Court found the governor’s mask mandate moot and not enforceable thanks to a bipartisan group of legislators who decided to strike it down earlier this month,” Senate GOP Leader Dan McConchie, of Hawthorn Woods, said in a statement. “Pritzker will now have to go back to those same legislators if he wishes to issue a similar order, where he is likely to meet the same fate,” he added. “The governor should accept defeat and allow us to begin to govern the way we ought to be—through collaboration of the legislature and local stakeholders.” Pritzker had previously announced that the general statewide mask mandate would expire Monday if the state’s hospitalization usage and other metrics continued on a downward trend. He had previously planned to leave school mask mandates in place, however. Since he made the announcement at the beginning of the month, the governor’s o�ce said in a statement Friday, the number of people in the hospital with COVID-19 has been cut in half and the number of intensive care beds available increased by 24 percent while the state’s weekly COVID-19 case rate has also decreased by 70 percent. Face masks are still required in health care settings and on public transportation such as buses, trains and airplanes. Private businesses also have the option of requiring masks in their establishments, as do individual school districts. While previous guidelines were based on metrics such as case counts and test positivity rates, the new guidelines are based on factors such as the number of hospital beds being used, hospital admissions, and the total number of new COVID-19 cases in an area. According to CDC data, most counties in Illinois are considered low or moderate transmission areas. Counties designated as high transmission areas are located mainly in southern Illinois and in pockets along the state’s eastern and western borders. Omicron is fading away, and so are Americans’ worries about COVID-19. A s coronav irus pandemic case numbers, hospitalizations and deaths continue to plummet, fewer people now than in January say they are concerned that they will be infected after the rise and fall of the wildly contagious virus variant, according to a new poll from The Associated Press-NORC Center for Public Affairs Research. Just 24% say they are “extremely” or “very” worried about themselves or a family member contracting COVID-19, down from 36% in both December and January, when omicron caused a massive spike in infections and taxed public health systems. Another 34% say they are somewhat worried. More than 140,000 deaths in the U.S. have been attributed to COVID-19 since omicron became the dominant strain of the coronavirus in mid-December. In L i nc ol n, Ne br a sk a, t r uc k i ng dispatcher Erica Martinez said she let down her guard last summer, before the deadly delta variant took hold, then “stopped doing a lot of the social stuff” when cases spiked again during successive waves of delta and omicron. Now, with virus numbers falling rapidly, she said she is more comfortable about socializing than she has been in months. “I feel like the country is desperately trying to recover from the last two years,” said Martinez, 36. “I think there will always be new variants popping up, left and right. I think, sadly, this is going to be the new norm for society,” with people taking fewer or more precautions as cases ebb and flow. That’s a widespread attitude; most Americans think the virus will stick around as a mild illness, according to a January AP-NORC poll. Just 15% think COVID-19 will largely be eliminated when the pandemic is over. Signs the nation is ready to move on from the biggest COVID-19 wave to date are everywhere. Statewide mask mandates have all but disappeared, and on Friday, the Centers for Disease Control and Prevention said it’s no longer recommending indoor masking for most Americans, based on current data. Cities are lifting vaccine requirements to enter bars, restaurants and entertainment venues. Companies are bringing workers back to the office. California said it’s taking an “endemic” approach to the
virus that leans on prevention and swift containment of outbreaks. “I think it’s reasonable and appropriate for people to live their lives a little more as the risk of infection goes down but to do it in a way that recognizes that, at some point, we’re going to have another wave,” said Dr. David Dowdy, an epidemiologist at the Johns Hopkins Bloomberg School of Public Health. “And we’re going to need to be willing to buckle down just a little bit in the future.” Worries about infection have dipped among both vaccinated and unvaccinated Americans. Still, roughly two-thirds of vaccinated Americans say they are at least somewhat worried about COVID19 infection. About 4 in 10 unvaccinated Americans say the same. Amie Adkins, of Gassaway, West Virginia, who is unvaccinated, said she was “surrounded” by omicron but never worried about getting it, counting on a mask and good hygiene to protect herself. Data shows unvaccinated people are at much higher risk for serious illness and death than people who got the shot. “Even after all that, if we’re going to get something, we’re going to get it, and there’s nothing we can do about. So there’s no use worrying about it,” said Adkins, a 43-year-old stay-at-home mom. Public support for masking requirements also has ticked down, though Americans are still more likely to favor than oppose requiring masks in public, 50% to 28%, in the new poll. In August 2021, 55% were in favor. Support was much higher, at roughly three-quarters of the public, in 2020. George Reeves, an 83-year-old semiretired electrical engineer in Raleigh, North Carolina, said his mask might soon come off. “It’s a risk-reward kind of thing,” said Reeves, who is vaccinated. “There’s some guesswork involved, but is it worth the hassle? Probably pretty soon it won’t be worth the hassle of messing with masks.” More broadly, concern about the spread of infectious diseases as a threat to the U.S. has fallen sharply from a clear majority just six months ago, according to the poll. About half of Americans now say they are “extremely” or “very” concerned about the threat posed by infectious diseases, down from roughly two-thirds in August. Still, only about 2 in 10 are not concerned. The current level of concern is similar to an AP-NORC poll in January 2019, well
before the global pandemic. Dave Pitts, a computer engineer and college math and science tutor in Denver, is vaccinated, doesn’t socialize much and wears a mask when he goes out, so he’s not that worried about getting COVID-19. But Pitts — who spent three miserable weeks battling influenza in the 2009 H1N1 pandemic — predicts infectious disease will continue to pose a huge threat to the country. He worries about a new, even deadlier variant of the coronavirus. “I think we’re in a better position now, but I think the minute spring break hits, we’re going to see something worse show up,” he said. “I think humanity’s too dumb to be free of this just yet.” The U.S. is still reporting about 66,000 new, confirmed infections per day as the pandemic enters its third year. In North Carolina, Reeves’ restaurant gift certificates have been collecting dust for two years. He said that will soon change as the virus eases its grip. “After getting vaccinated, the probability of a bad result is really low. I’m reasonably well protected,” he said. Martinez, the Nebraska transportation dispatcher, said she looks forward to “actually taking a vacation now, a vacation to try to feel as normal as possible. Maybe Mexico. Mexico sounds wonderful right now.”

The bills would extend the number of days retired and substitute teachers would be able to teach in a school year, waive substitute teaching licensing fees, and lower the minimum age for a person who can become a paraprofessional. While the package of legislation is a short-term fix, Senate Democrats said, it is intended to help provide immediate relief to the teaching shortage. Courtney Goss, who works as a social and emotional support professional at Washington Middle School in Springfield, said it’s difficult to do her job because she often gets called to sub when teachers are absent and not enough substitutes are available. As a support specialist, Goss said she works with students and teachers who have social and emotional concerns. But, she said, she is unable to provide that needed support when she fills in as a substitute. Something must be done, she said, because her students don’t receive the help they need when she cannot provide it. “I can’t just tell people how to take care of themselves, how to prioritize things in their life, if I’m not doing the same,” Goss said.
Illinois State Board of Education data show there are 4,120 teaching and support vacancies across 852 school districts, including 1,703 full-time teaching vacancies, as of October. Overall, 88 percent of the districts responding to a recent sur vey by t he Illinois A ssociat ion of School Administrators said they had a shortage of full-time teachers, while 96 percent said they had a shortage of substitute teachers. Senate Bill 3907 allows short-term substitute teachers to teach for 15 consecutive days instead of five. Sen. Doris Turner, D-Springfield, said that it will provide schools an extra two weeks to find a long-term solution to their staffing issues. During floor debate, Turner said the bill is in response to staffing shortages caused by the pandemic and it will be phased out in June 2023. The bill passed the Senate unanimously this week and will await a vote in the House. Sen. Patrick Joyce, D-Essex, introduced Senate Bill 3893 that will extend the number of days substitute teachers can teach from 90 to 120 days for the next two years. That bill passed the Senate as well and is awaiting action in the House. Sen. Napoleon Harris, D-Harvey, introduced SB 3201 that would allow retired teachers to return to the classroom for 140 paid days through the 2023 school year without affecting their retirement benefits. Currently, retired teachers are only allowed up to 120 days in the classroom. Only 100 of those days could come in a single classroom under the new bill. Harris said the best way to tackle the

shortage is by retaining veteran teachers and encouraging young leaders to join the profession. His bill awaits Senate action. “This is a massive burden on our educational system and allowing retired teachers to return to school for a long period of time will help ease that burden,” Harris said. According to ISBE, there are 1,242 vacancies for paraprofessionals statewide. Sen. Cristina Pacione-Zayas, D-Chicago, introduced Senate Bill 3988 that lowers the age from 19 to 18 for individuals seeking to receive a paraprofessional license. It passed the Senate unanimously and awaits House action. Sen. Robert Martwick, D-Chicago, said Senate Bill 3465 is similar to a bill that was created for downstate teachers and allows Chicago Public Schools the option of hiring retired teachers without affecting their retirement annuity. It passed the Senate unanimously and awaits House action. Democrats also proposed to waive the application fee for short-term substitute teaching licenses during a governor-declared public health emergency. The Senate Democrats called their news conference a few hours after Senate Republicans unveiled a legislative package that they say promotes transparency and provides parents a voice in their child’s education. In Senate Bill 4179, Republicans aim to require school districts to post school curriculum on the district website at least twice per year. Sen. Neil Anderson, R-Andalusia, said he believes parents have a right to know what materials are being taught
in schools in order to better understand what their child is learning. “I have school-aged kids,” Anderson said. “I want to be able to adopt the same teaching method that instructor is using to help that student.” Sen. Terri Bryant, R-Murphysboro, introduced Senate Bill 4180 that creates five new seats on the Illinois State Board of Education. One board member per judicial district would be elected by voters. Bryant said parents have a say in electing local school board officials, but she feels they also deserve a say on the state board level, because of the power the body has over education standards. Republicans also proposed strengthening and improving the state’s “Invest in Kids” program that provides scholarships to help low-income students. Scholarships are funded by private donations, the donors of which are eligible for tax credits. Under Senate Bill 4181, Sen. Jil Tracy, R-Quincy, said the program would become permanent and provide educational stability for students. The Republican bills had not moved in the Senate as of Friday afternoon, a legislative deadline for bills to move to final passage in the chamber. Bell Bowl Prairie – What other Illinois statesmen did in similar situations In 1989 the Illinois Department of Transportation wanted to take some of the “tight curves” out of Route 2 in Ogle County. Route 2 is a scenic drive along the Rock River curving its way through Castle Rock State Park and by Castle Rock, a towering sandstone landmark and the park’s namesake. The IDOT plans called for the removal of some of the rock formation to widen the road. Citizens objected to the plan contending that the destruction of part of Castle Rock was not needed to address the safety issue; and that outcry carried its way to the desk of Governor Jim Thompson. After reviewing the arguments and driving the route himself, Governor Thompson agreed that the best solution was to reduce the speed limit along the curves from 55 mph to 35 mph resulting in no need to remove any rock from the iconic Castle Rock. In 1995 the Savanna Army Depot was ordered closed in Carrol and Jo Daviess counties. One of the redevelopment ideas was to build a maximum-security
prison on the site-a proposal endorsed by Governor Jim Edgar. Citizens raised the issue that the site was known to contain the largest unprotected high quality sand prairies in the state and was listed on the IDNR’s Natural Areas Inventory. They were not against the prison, just its location. Their objections were heard by Governor Edgar; his win-win solution was to move the prison site. The prison was built, jobs were created, and the prairie was spared. Also in 1995, the decommissioning of the Joliet Arsenal included a proposed landfill supported by Congressman George Sangmeister. The original location chosen by the county was in the middle of what would become the Midewin Tallgrass Prairie. But when members of the Joliet Arsenal Citizen’s Planning Commission pointed out to Congressman Sangmeister that the proposed landfill site was a large grassland that contained state endangered grassland birds, provided a mile wide vista with no buildings
in sight and was only ½ mile from the proposed site for the National Cemetery, he promptly supported finding a new location. In the end, the landfill was built in the industrial zone four miles away from the Abraham Lincoln National Cemetery and bison now graze in those grasslands at Midewin, America’s first National Tallgrass Prairie. In 1968, when the Federal Aviation Authority approved the Greater Rockford Airport Authority’s request to destroy Bell Bowl Prairie to use the soil and gravel under the prairie for fill to support runway expansion, citizens were appalled. Lead by Rockford native, Georg B. Fell, founder of The Nature Conservancy and the Natural Land Institute, citizens beseeched the Airport Authority and Governor Samuel Shapiro to spare the prairie. Governor Shapiro telegrammed the Airport Authority asking them to reevaluate the situation and find a way to expand the runway and preserve the prairie. The members of the Airport
Authority at the time agreed to spare the prairie. Now 53 years later, new members on the Airport Board find themselves in the same situation; the future of one of the last iconic remnants of the Illinois Prairie is in their hands. The examples above were not without a lot of melodrama at the time but they demonstrate that economic development and conservation of rare resources are not mutually exclusive. The no regrets decision at Bell Bowl seems to have two steps, first use the $3.6 million dollars of IDOT funds to move the road off the prairie and second dedicate it as an Illinois Nature Preserve so that the next Airport Authority, future politicians, and citizens do not have go through this kerfuffle ever again. Oscars slim down, will hand out 8 awards ahead of broadcast By Jake Coyle

NEW YORK (AP) — To combat slumping ratings, the Oscars are undergoing a radical slimming down, with eight awards to be presented off-air during next month’s telecast of the 94th Academy Awards. In a letter sent Tuesday to members of the Academy of Motion Pictures Arts and Sciences, the group’s president, David Rubin, said that the awards for film editing, production design, sound, makeup and hairstyling, music (original score) and the three short film awards (documentary, live-action and animated) will be presented at the ceremony before the March 27 live broadcast begins on ABC. Now, instead of starting the ceremony and broadcast all at once, the Dolby Theatre ceremony will begin an hour before the telecast does. The presentation
and speeches of those early eight winners will be edited and featured during the three-hour live broadcast, which Rubin emphasized would still provide each winner with their “Oscar moment.” Rubin said the changes were necessary for the future health of the Academy Awards. “When deciding how to produce the Oscars, we recognize it’s a live event television show and we must prioritize the television audience to increase viewer engagement and keep the show vital, kinetic, and relevant,” wrote Rubin. “This has been an important focus of discussion for quite some time. We do this while also remembering the importance of having our nominees relish a once-in-a-lifetime experience.” The possibility of pulling some of the Oscars’ 23 categories from the broadcast
has long been a matter of debate. In 2019, the academy initially sought to air four categories — cinematography, editing, makeup and hairstyling and live-action short — in a shortened, taped segment. But after a backlash ensued, the academy reversed itself days before the show. But ratings have continued to fall. Last year’s broadcast, severely altered by COVID-19, plummeted to an all-time low of 9.85 million viewers. (In 2018, 29.6 million watched.) Pressure has mounted not only with the Oscars’ longtime broadcast partner, ABC, but within the academy to innovate a cultural institution that has long resisted change. This year, after several host-less Oscars, producers are turning to the trio of Amy Schumer, Regina Hall and Wanda Sykes to emcee. The show, produced by Will Packer, will also recognize the favor-
ite movie as voted on by fans on Twitter. In remaking the Oscars to be less of a march through awards, the Academy Awards will become a little more like the Tonys and the Grammys, which have similarly shrunk the number of awards handed out during their telecasts. That hasn’t stopped a ratings slide for either, though. Both the Tonys and the Grammys notched new viewership lows in 2021. Some have argued that no tinkering can stem the tide against any network television broadcast in a more diffuse, streaming media world. Rubin pledged the revamped broadcast will be “tighter and more electric” because of the category shifts but also promised one eyebrow-raising tweak from last year’s ceremony won’t return: The show will again end with the award for best picture.

Thinning Fruit Trees: A Later Season Option BY GRANT MCCARTY CONTRIBUTOR
As we enter March, you should consider wrapping up your fruit tree pruning for the year. In general, we recommend pruning fruit trees from mid-December to March 1st. You may be able to push this back by a week or two but the trees need to be ready to move out of dormancy to begin producing leaves and eventually fruit for you. There is still one more task later in spring that you might consider in order to develop better fruit. Thinning is the process of removing immature fruit from the tree and leaving behind fruit that will
mature throughout the season. The main goal is to lessen the amount of fruit on the tree so that the tree does not sustain damage on its branches from too much fruit. Thinning can also create better fruit as you are removing competition. Most fruit trees respond positively to thinning except cherry. Do you need to thin? Depends. If you prune regularly, you may find that you don’t or it could be that the natural fruit drop that fruit trees do each season (usually in July) are addressing having too much fruit. If you have noticed years with heavy fruit load in the summer, you may want to consider thinning.
Where to thin? As you look at a single sca�old branch, like apple or pear, you will find spurs where the flowers will emerge and eventually become fruit. These spurs tend to live 5-6 years. The spurs are where you will thin from. Each spur will produce multiple flowers every spring. But sometimes these flowers are damaged due to late spring frosts/ weather/etc. You want to thin about 20 days after petal fall in the spring. For our region, this is late may/early June though each season is slightly di�erent. You could also thin when the fruits are less than a dime size. To thin, follow your branch back to the
central leader/main trunk and prune the flowers-fruit from spurs that are less than 6 inches apart. Don’t prune out the spurs as they’ll continue to produce flowers and fruit for years to come. If you decide to thin, make sure that you have properly identified the spurs and that it is the right time of the season. If this is your first year of thinning, wait to do this until fruit is dime size in order to know what you are looking for. There are many great guides online that can assist with thinning and help you identify what you are looking for. Illinois citizens are seeing many more renewable energy systems in the state since the passage of CEJA in September, 2021. Two thousand have been installed providing su�cient electricity to power about 30,000 homes. By the end of the year over 8,400 systems, many of which were on the state’s waiting list, are expected to have been installed, providing an increasing number of jobs. The overall goal of Illinois’ program is to have 100% of the state’s energy provided by clean energy sources by 2050. The Illinois Power Agency is developing a long-term renewable energy plan which will guide further developments. Of special interest will be the role of nuclear power. In our early years of advocating for renewable energy we focused primarily on individuals, small businesses and community installations. We had little interest in solar and wind farms, known as utility scale projects, as considerable opposition to them existed. Our interest in renewable energy comes from an environmental perspective which emphasized energy e�ciency first and encouraged passive solar systems. Two projects illustrate what was possible. One is the headquarters of The Rocky Mountain Institute in Colorado which combines energy e�ciency, passive solar energy and
a storage mass which keeps the building comfortable all year long. A second project is in Soldier’s Grove, Wisconsin, featuring a new energy e�cient business district with buildings designed to secure 50% of their heat from solar energy. Water and rock bins provide heat storage. It is still recognized that a 50% reduction in energy consumption could be achieved through energy e�ciency. The potential of energy e�ciency remains an underutilized strategy for reducing fossil fuel consumption. With the dramatic drop in prices of solar electricity and the arrival of large scale solar and wind generated energy, interest in powering the economy with renewables has become a societal focus. While we still support the e�ort to increase our reliance on cleaner energy sources, our interest includes installing solar systems on existing buildings in communities and farms which would increase local energy security and reduce the need for costly grid extensions. Considering increases in the frequency and intensity of storms linked to climate change will also impact the grid. We recall when an ice storm brought down the power poles and wires from the hydro plant in Quebec disrupting power supplies to New York for up to two months. As we experienced in hosting the Energy Fair, not all renewable energy projects are acceptable to the public. An example is a
coalition of organizations having successfully challenged e�orts to expand the grid in southwest Wisconsin to bring power from a wind farms in Iowa into Wisconsin. A ruling by the Federal District Court has stopped the Hickory Creek Transmission line from running through the Upper Mississippi River National Wildlife and Fish Refuge. In another legal case a coalition of supporters successfully challenged the Indiana Utility Regulatory Commission’s approval of the utility Vecten’s tari� which reduced the compensation that owners of rooftop PV systems would receive for the electricity they send back to the grid. The successful legal challenge is expected to influence the policies of other utilities in the state and provide stability for the rooftop solar industry and its consumers. A few years ago the owner of Katie’s Cup in Rockford was considering having PV panels installed on the rooftop of the multistory building. It was determined that the force of the wind was too great to safely install a rack of panels on the roof. Now, the Chinese solar firm Sunman is producing lightweight pv modules which could expand the market for rooftop systems. They have dramatically reduced the weight of their panels by eliminating heavy glass coverings over the panels and instead covering them with a composite material. The panels can be glued down on existing roofs overcoming the problems
from strong winds striking high standing rack installed systems. This combination of factors should expand the market for the growing number of warehouses dotting the landscape. Some large warehouses are estimated to accommodate 3 MW systems. But the use of a composite material adds a new dimension to the challenges of recycling old panels. Enhancing local energy security is facilitated by creating microgrids as at the Rockford sewage treatment plant. In Chicago the Bronzeville neighborhood is served by a microgrid with the capacity to disconnect if grid power goes down and reconnect when grid service is restored. This illustrates how rooftop and community solar batteries and EV chargers can be linked with large-scale battery storage and generators. ComEd played an important role in the project. In Texas, Tesla has gained the right to sell electricity to residential and business customers in markets such as in DallasFort Worth and Houston competing with existing utilities. It is expected that they will make and install solar roofs, batteries and electric vehicle charging stations for their customers. The project will provide a measure of energy security for participants in the event of an outage. Tesla has similar virtual power plants in California and Vermont and represents how quickly innovations in energy systems can occur with more competition in providing electricity.

It shall be unlawful for any person to use water for such restricted purposes on days, or at locations, or by devices other than specified herein. IV. RESTRICTED USES Types of Uses Restricted: The use and withdrawal of water by any person for all outdoor water use up to and including the specific uses outlined below, is hereby restricted to the Usage Restriction Level set forth in Section V. A. Watering Yards and Gardens: The sprinkling, watering or irrigating of lawns, grass, sod, shrubbery, trees, ground covers, plants, vines, gardens, vegetables, flowers, or any other vegetation with sprinkling devices. The use of root feeders and drip type irrigation devices are exempt from this provision. B. Cleaning Outdoor Surfaces: The washing of sidewalks, driveways, filling station aprons, porches, decks, and any other outdoor surfaces. C. Ornamental Fountains: The operation of any ornamental fountain or other structure not employing a recirculating system. D. Swimming Pools: Swimming and wading pools. V. USAGE RESTRICTION LEVELS The provisions of this section shall apply when the specified Usage Restriction Level is invoked. All residences, businesses and industries using District water shall be restricted in the use of water for the purposes described as follows based on the Level invoked. A. Level 1 - Restricted Hours: Water from the District water distribution system may be used for the purposes set forth in Section IV only between the hours of 6:00 a.m. and 9:00 a.m. and between 6:00 p.m. and 9:00 p.m. Central Standard Time. B. Level 2 - Odd/Even Schedule: All properties with even numbered street addresses may use water for the restricted purposes listed in Section IV on even numbered days of the month only, and all properties with odd numbered street addresses may use water for such purposes on odd numbered days of the month only. Level 1 Usage Restriction Levels outlined in subsection A of this section shall also be applicable. C. Level 3 - Emergency Outdoor Water Use Ban: All outdoor water usage is banned for any purposes. A.i.1. Irrespective of the provisions listed previously in this Ordinance, the CEO shall have
the authority to declare a complete ban on the use of outdoor water if necessary. This ban shall be in full affect until reversed by the CEO as conditions dictate. A.i.2. It is the policy of the North Park Public Water District, that the supply of water to support public health through routine daily usage and fire protection has a higher priority than that of outdoor usage. VI. PENALTIES Any person, firm, or corporation who is found to have violated any provision of this section, order of the North Park Public Water District Board of Trustees, or has failed to comply with any provision of this section and the orders, rules, regulations and permits issued thereunder, shall be punished by a fine as follows: D.A.A. Fifty Dollars ($50.00) for each first offense. D.A.B. One hundred dollars ($100.00) for each second offense. D.A.C.
