Native tribe seeks return of ancestral land in Dekalb County

SPRINGFIELD – Illinois currently has no federally recognized tribal land within its borders, but that could change in the coming months.

A bill pending in the General Assembly this year would give back roughly 1,500 acres of park land in DeKalb County to the Prairie Band Potawatomi Nation. That tribe once occupied much of the Great Lakes region but was forcibly removed in the 19th century and is now headquartered in northeast Kansas.

“The Prairie Band Potawatomi Nation is grateful, and after 170 years, we may finally be on the path to getting this issue resolved,” tribal chairman Joseph “Zeke” Rupnick said during a recent Statehouse news conference.

The land in question makes up what is now Shabbona Lake State Park, located about 30 miles west of Aurora on U.S. Highway 30. The park is named after Chief Shab-eh-nay of the Prairie Band Potawatomi, a direct ancestor of Rupnick.

As Rupnick tells the history, the land that now makes up the park was set aside for Shab-eh-nay and his descendants in 1829 as part of the Treaty of Prairie du Chien. The following year, President Andrew Jackson signed the Indian Removal Act, which gave the president authority to grant land west of the Mississippi to Native Americans in exchange for giving up their tribal lands in the east.

EARLY VOTING

In 1833, the Potawatomi signed the Treaty of Chicago in which they ceded nearly all their land along the western shore of Lake Michigan – all except the roughly two square miles reserved for them by the Treaty of Prairie du Chien.

From there, the Prairie Band Potawatomi splintered, with some moving to Canada and others moving west to Missouri and Kansas. In the 1840s, with money they received for ceding their land in Illinois, the Potawatomi bought a 30-by-30-mile reservation in Kansas, about 30 miles north of what is now Topeka.

But Chief Shab-eh-nay and about 20 to 30 other members of his extended family stayed behind on their land in Illinois. That is, until about 1850, when Shab-eh-nay took a trip west to check in with the rest of the tribe in Kansas to make sure they were settling in.

“Of course, you couldn’t make that drive like you can in eight hours today,” Rupnick said in an interview.

Traveling by horseback or wagon, Rupnick said, Shab-eh-nay was gone from Illinois for several weeks.

“Once he got back here (to Illinois), that’s when he discovered that people were living in his house,” Rupnick said. “They actually picked up his house and moved it to another location, and people were living in it. He tried to fight that through the court systems. They told him that he had abandoned his land, that the General Land Office had sold all of his land because he abandoned it. And they allowed the settlers

and whoever else to live there.”

In the 170 years since that event, the Prairie Band Potawatomi have had no official presence in Illinois, but they now hope to reassert their claims.

In recent years, Rupnick said, the tribe has purchased 128 acres and two homes on the original reservation, and they are seeking to acquire the rest of the property through a combination of state and federal legislation.

In the General Assembly, House Bill 4718, by Rep. Mark Walker, D-Arlington Heights, would give them title to property currently occupied by Shabbona Lake State Park, much of which covers the tribe’s original reservation. But other parts of the reservation are now occupied by private homes, the titles to which Rupnick says are clouded due to the treaty disputes.

“Right now, if you did a title search, and you had a house that was within the boundaries of that reservation, that title search would come back and say that sale is subject to the concurrence of Shab-eh-nay and/or his descendants,” he said.

To clear up those claims, Rupnick said, the tribe has proposed federal legislation that would allow the current occupants of those homes to keep those properties, and even to pass them on to their descendants. But if those homeowners ever choose to sell their property, the federal legislation would give the tribe a right of first refusal to purchase it.

That legislation is being cosponsored by U.S. Sens. Dick Durban, D-Illinois, and Jerry Moran, R-Kansas, but so far has not received any traction.

Just what the tribe intends to do with the land if it’s successful in reacquiring it remains an open question. In Kansas, the tribe owns and operates a successful hotel and casino operation, but Rupnick said such a plan is not currently under consideration in Illinois.

“We get asked that question quite a bit,” he said, “because 30 years ago, when we were trying to settle this land issue, there wasn’t much gaming in Illinois. Now, I think the market is oversaturated.”

“Our first priority is to secure the land,” he added. “And that has always been the priority since I’ve been elected, to make sure that we have the land issue settled. Once that happens, then we can look at other options.”

Saint Patrick is the principal patron saint of Ireland and his religious feast day is March 17th. There are many stories of

exploits as he “converted the Irish to Christianity”, but these stories were written almost two centuries after he died. So how do we discover the real Patrick underneath the later embellishments and stories of sainthood?

Two of Saint Patrick’s writings have come down to us as copied and recopied by scribes through the centuries. Lynell will share the biographical details and sense of Patrick’s values and missionary persistence that are evidenced by these writings.

Firefighters keep up battle to stamp out largest wildfire in Texas history

McALLEN, Texas (AP) — Planes dropped fi re retardant over the Texas Panhandle on Sunday and a small community was ordered to evacuate as fi refighters kept up e�orts to stamp out the largest wildfi re in state history while contending with new blazes.

Strong winds spread the flames further, prompting an evacuation order to be issued in Sanford, a town of a little more than 100 residents, according to the Amarillo o�ce of the National Weather Service, which posted on X. A cluster of fi res has burned more than 1,900 square miles (4,900 square kilometers) in rural areas surrounding Amarillo, including the largest blaze spilling into neighboring Oklahoma.

As fi refighters battle to contain the unprecedented wildfi res, humanitarian organizations are pivoting their attention to victims who have lost their homes and livelihoods in the blazes.

Residents began clearing affected property on Saturday, and by Sunday the extent of the loss began mounting.

Julie Winters, the executive director for Hutchinson County United Way, said the organization has heard estimates of over 150 homes being impacted in the county, noting that the fires extend to at least five other counties.

“We already know that a large group of people are uninsured who lost their homes. So without monetary assistance, it’s going to be very hard for them to start back over,” Winters said.

About 70 families from Fritch, Texas, approached the organization on Friday during an event, but Winters believes many others will come forward in the days and weeks ahead.

“Our goal is just for the long term of trying to get people back into shelters,” Winters said.

A steady outpouring of donated clothing, water, and hot meals quickly overwhelmed one city in the a�ected area. By Sunday, the city of Borger urged people to redirect their donation e�orts from food and water to clean-up supplies.

“We DO NOT NEED ANY MORE WATER OR DRINKS,” the city said in a social media post. “We remain in need of cleanup material such as shovels, rakes, gloves, and heavy-duty trash bags. We continue

not accepting clothing. Other clothing drop-o� places have been inundated and have stopped accepting.”

Monetary donations from people ranging from $25 to $500 have been critical for the Hutchinson County United Way Wildfi re Relief Fund, which is dispersing proceeds to displaced families.

“I think sometimes what people don’t understand in a small rural community is that there is no temporary housing,” Winters said. “We don’t have real property like that and we don’t even have hotels that can take care of those things.”

Winters said the fi res remind her of the similar devastating e�ects from the 2014 fi re in Fritch when numerous families also lost their homes and were unable to return.

“How do you get people back into homes so that they can stay in our community and not have to move somewhere else?”

Winters said.

During an interview with CNN on Sunday, U.S. Homeland Security Secretary Alejandro Mayorkas said the federal government has devoted funds, equipment and personnel to assist with battling the fi res, but warned that more extreme weather could be coming.

“More than a million acres have burned. And we are in winter, and this is the largest fi re in Texas history,” Mayorkas

said. “We, as a country and as a world, have to be ready for the increasing e�ects of extreme weather caused by climate change. It’s a remarkable phenomenon, and it will manifest itself in the days to come, and we have to prepare for it now.”

As of Sunday afternoon, the Smokehouse Creek fi re, which has burned over 1 million acres, was 15% contained. Two other fi res that have burned a combined 180,000 acres (72843.49 hectares), were 60% contained. Authorities have not said what ignited the fi res, but strong winds, dry grass and unseasonably warm temperatures fed the blazes.

The National Weather Service issued red flag warnings — signifying extreme fi re risk due to warm temperatures, low humidity and strong winds — across much of the central U.S. on Sunday, including Texas and its neighboring states of New Mexico and Oklahoma. Red flag warnings also covered nearly all of Nebraska and Iowa, along with large swaths of Kansas, Missouri and South Dakota. Smaller portions of Colorado, Wyoming, Minnesota and Illinois were also under red flag warnings.

John Kerry reflects on time as top US climate negotiator and ‘major breakthrough’ in climate talks

WASHINGTON (AP) — Time was running out and U.S. Climate Envoy John Kerry knew it.

International climate talks in mid-December were stuck with no agreement to phase out oil, gas and coal, fossil fuels that are the root cause of global warming.

The United Nations sponsored conference official end date, a day after Kerry’s 80th birthday, was fast approaching. What’s more, Kerry’s Chinese counterpart, Xie Zhenhua, who helped craft past deals with him, announced that he was retiring. Opportunity could be slipping away at the summit known as COP28, being held in Dubai.

“It made me bear down and get to a lot more meetings, one-on-one and otherwise, and frankly dragooned a few other people into the effort to persuade and make the difference,” Kerry recalled during a recent interview with The Associated Press, given ahead of his retirement this week.

In the heat of negotiations, the energy minister of Saudi Arabia, an oil-rich nation that has long opposed diplomatic attempts to limit fossil fuels, agreed on language about “transitioning away” from the carbon-belching energy supplies.

“Don’t get excited yet,” Kerry recalled telling himself. He had seen victories slip away at the last moment before.

This time it didn’t.

Instead, the deal struck turned out to be what Kerry now calls the high point of the world’s 30-year effort to curb ever-worseningclimate change. All in just 48 hours.

“This was a major breakthrough,” Kerry said, one that made him ready to leave his climate diplomacy job after three years. In January, Kerry announced plans to step down and Wednesday will be his last in office.

Sitting in his U.S. State Department office with cavernous ceilings, wood paneled walls festooned with modern art and photographs, Kerry reflected on his years leading America’s efforts to combat climate change and detailed why he believed the Dubai agreement was so important.

In the landmark 2015 Paris Agreement, which Kerry, at the time secretary of state, signed with a granddaughter on his lap, nations were only required to enact plans they wrote up. That allowed countries like China to leave out major things, like the need to reduce emissions of methane, a powerful greenhouse gas.

“We now have an agreement globally that

we have to transition away from fossil fuel, that we have to do it with urgency, immediately in this decade, beginning now, and that we have to do it by including all greenhouse gases,” said Kerry.

Still, not everyone is enamored with international climate efforts so far.

“Overblown,” said climate negotiations historian Joanna Depledge, referring to Kerry’s assessment of Dubai as the high point of climate diplomacy.

“Have you seen oil and gas prices shift in response to the adoption of the Dubai Consensus?” Depledge of the University of Cambridge in England said in an email. “No, nor have I. We are making incremental progress. That’s great. But a whole new track? No.”

Depledge said Kerry will be remembered as “a force for good in the negotiations,” turning the page on low points, such as previous U.S. administrations pulling out — twice — from international climate agreements.

Kerry said the second time the U.S. pulled out of an agreement, when former President Donald Trump removed America from the Paris accord soon after taking office in 2017, the country’s reputation was damaged, as were international efforts to fight climate change. But today Kerry said he assures leaders of other countries that even if a candidate like Trump, who is running for re-election, were to win, “no one person can reverse what the world is doing now.”

“Why? Because the marketplace writ large all around the world, presidents, prime ministers, monarchs, kings, leaders of countries have all decided they’re moving in this direction, some at a different pace. But they are moving,” Kerry said.

It’s “a vast change in the marketplace,” he added.

Despite stepping down as America’s top climate negotiator, Kerry won’t completely leave the climate scene. He plans to attend the next round of negotiations later this year in Baku, Azerbaijan, though White House senior adviser John Podesta will be leading the U.S. delegation.

Kerry said he hopes to shift from making deals to making them work.

Putting into action plans to reduce the use of fossil fuels and increase renewable energies is key and won’t be done so much by the public sector, where Kerry has spent nearly half a century, but instead by the private sector, he said.

The world needs to spend $2 trillion to $5 trillion a year combatting climate change in various ways. However, finding that amount

of money won’t be easy.

“That’s one of the reasons why I am so focused on the private sector,” Kerry said. “The private sector does have — manages — trillions of dollars.”

That Kerry wants to stay connected to climate after stepping down isn’t surprising to those who have followed his career.

Rice University historian Douglas Brinkley, who wrote a 2004 biography of Kerry, said the environment isn’t just a job or politics for the former U.S. senator, whose conservation interest goes back to the first Earth Day in 1970: “This has become the kind of heart and soul of what he feels he was put on the planet to do.”

While Kerry will continue with climate developments in some capacity, he won’t be joined by Xie, raising questions about future deals, as the relationship between the two was key in accomplishing so much.

Former United Nations climate chief Christiana Figueres said the special relationship Kerry had with his Chinese counterpart was something the modern world hasn’t seen in decades. The closest analog was the Camp David accords in the 1970s that brought Israel and Egypt together, she said.

“What was very particular about their relationship was the high degree of trust,” Figueres told the AP. “As we know in geopolitics, especially in the relationship between the U.S. and China over the many years, trust is not a common factor.”

When China and the United States agree on a bilateral climate deal, as they did before the 2015 Paris accord and before Dubai’s agreement, other countries feel more obligated to join in, Kerry said.

After inaction during the Trump administration between 2017 and 2021, Kerry, then in his late 70s and having had prostate cancer,

would fly to China during the COVID-19 pandemic.

“Men in moon suits met us,” Kerry recalled. “We were swabbed and separated and isolated, but we met and we worked on the climate issue and we were able to come to agreement.”

Kerry’s more than 40 years in the public eye, which included some agonizing lows, no doubt helped prepare him for the ups and downs of climate negotiations. After decades in the Senate, in 2004 Kerry lost the presidential election to incumbent George W. Bush.

“I simply determined to myself within a day that I wasn’t going to go down a self-pitying, crying-in-your-teacup path,” said Kerry, who has been characterized in the media as stiff. “I was going to go back to work and life goes on.”

Though he said climate is “as close as anything else to my heart,” Kerry ticked off non-climate accomplishments in his career, starting with his work as a prosecutor in Massachusetts and with YouthBuild, a program that trains young people and works on affordable housing in more than 200 communities. He also cited peace efforts in Vietnam, where his military service and protests first thrust him into public life, and El Salvador.

After so many accomplishments, in politics, diplomacy and climate, is he ready to truly retire?

“I know how to veg on a couch and watch the football games. You know, have a good time,” Kerry said with little emotion. “But that doesn’t last that long.”

Instead, he said he is much happier when doing something constructive.

“I think our minds and our souls were meant to be that,” he said.

Vegetable seed starting basics

With the fi rst day of spring 15 days away, you may be thinking that you should be planting your vegetables shortly. Yet you still have some time before planting these in the soil as the soil temperatures are not warm enough and we have not had our last frost. This is a good time to determine whether you will start your vegetables seeds indoors this year.

To start with, not all vegetables need to be started indoors. Cool season crops like carrots, beets, radishes, spinach, and others are better direct-seeded into

the soil. What this means is that you need to wait until the end of April until directly planting these into the soil. Some like broccoli or kale do need to be started indoors. Further, most of our warm season like tomatoes, peppers, and eggplant would need to be started indoors. There’s also a group that could be either such as cucumber, squash, and pumpkins. You could directly sow these into the ground the end of May or you could start them indoors 3-4 weeks ahead of time.

In determining when to start your seeds indoors, you need to know when to plant the transplants. Most seed packets will

list when you need to plant, whether as a transplant or direct seeded, based on the last frost. For instance, the packet may say 3-4 weeks before or 2 weeks after the last frost. We typically see the last frost in our area as mid-May.

Now that you know when the plant will be planted, work back 6-8 weeks which is the recommended time it takes to start your transplants. You could further add an additional 1-2 weeks as it may take this long for the seed to germinate. So if my tomato plants will be planted the end of May, I should start my seeds indoors the fi rst week of April.

Your equipment for seed starting will

include seed starting mix, light source, and well-draining containers. The seed starting mix will provide enough nutrients for those 6-8 weeks and you should not need to add any fertilizer. Seed starting requires 14-16 hours of light. Your overheard lights or a sunny window are not going to provide enough light for your seedlings. Finally, consider your container as the plants may look small now but in 6-8 weeks they will look very di�erent.

Competition between centralized and decentralized solar systems

Global environmental deterioration is characteristic of the current industrialized global economy of roughly eight billion people. We use resources at an increasingly rapid rate and our waste disposal exceeds nature’s capacity to process it.

While the deterioration takes many forms, climate change is currently receiving the most attention. An increasing popular solution is to transition away from a fossil fuel based economy to cleaner energy sources and reduce overall energy use. The transition to clearer energy sources has been aided by government subsidies that provide incentives for reducing energy consumption and transitioning to renewable energy.

We have implemented energy saving practices at our home including upgrading insulation and installing a solar electric system and have used existing state and federal incentives to lower installation costs. We also participate in the utility net metering program which

reduces our electric bills. Our early e�orts in making the clean energy transition demonstrated that other home owners could benefit from using solar energy. Energy Fairs broadened the advocacy of energy e�ciency and renewable energy.

As individuals and communities increased their reliance on energy e�ciency and renewable energy sources to produce much of their own electricity they remained connected to the centralized utility so they could obtain electricity when their solar system was not producing enough electricity to meet their demand.

As the cost of renewable systems continued to decline and utility expenses increased utilities became concerned that the transition to cleaner energy sources and energy consumption reductions could undermine the existing utility business model. The Edison Institute supported by utility companies commissioned a report called Disruptive Challenges: Financial Implications and Strategic Responses to a Changing Retail Electric Business.

In California and Minnesota major utilities succeeded in convincing regulatory

authorities that net metering incentives supporting rooftop and community solar projects should be reduced. They were seen as adversely impacting utility earnings and raising costs for electrical customers who do not participate in the programs.

Solar advocates object to reductions in net metering benefits as a tactic to reduce compensation for rooftop or community solar systems. The Institute for Local Self Reliance has produced articles and videos presenting that benefits accrue to individuals, communities and society from continuing net metering compensation. A video, Why Utility Execs Hate Distributed Solar, was produced in reaction to cuts in net metering rates for community solar programs in Minnesota.

They claim that increased local power production can be accomplished more quickly than constructing massive new high voltage lines carrying power from distant generating facilities. Local energy savings and energy e�ciency programs linked with rooftop and community solar installations will reduce the need to develop costly long distance high voltage

power lines. These local programs will allow more local grid capacity to accommodate increased electrical demand. Local production also provides more local jobs, retains more income in households and communities and increases local energy security.

Since regulatory power over electrical production by utilities rests with state governments authorizing decisions about compensation levels for rooftop and community solar, outcomes will vary from one state to another. If levels are reduced fewer solar systems are expected to be installed. Some owners will disconnect from the grid and install other options for providing electricity when their solar systems are not producing. If battery prices continue to decline and their capacity increases, battery backup system use will increase.

The issue is one of competition between centralized and decentralized providers of cleaner energy sources meeting our energy needs.

Section 1. That there shall be and there are hereby established Rules and Regulations for services supplied by the water works system of the North Park Public Water District, Winnebago County, Illinois, as follows:

A. PERFORMANCE BOND

(H) SPECIAL RATES FOR SENIOR CITIZENS AND CUSTOMERS WITH DISABILITIES

1. Senior citizens, sixty-two (62) years of age, showing a certificate of birth or other acceptable verification of age, and a single family residential customer of the District, occupied by the owner shall be billed at One Dollar and twenty-five cents ($1.25) per month less than the regular minimum rate, plus the consumption charges as stated in this section. This bond shall be furnished upon the District’s final acceptance and prior to submission of the IEPA Operating Permit Application and shall remain in effect for a period of one (1) year thereafter.

C. DEVELOPMENT, CONTRACTS, AMENDMENTS REVIEW & PROCEEDINGS

Applicant/petitioner/contractor/developer shall be responsible for paying for the Professional Services Fee and costs incurred by the District as a part of each Professional Consultants’ performing their Development Review and participation in Development proceedings. No Development Review or Development Proceeding shall commence until the appropriate escrow account has been established and funded and a professional services fee agreement entered into.

D. ESCROW ACCOUNT AND PROFESSIONAL SERVICES FEE

AGREEMENT

At such time as the balance of the specified escrow account reaches twenty-five percent (25%) of the original amount deposited, the District may require that an additional sum of money be deposited in the escrow account, inclusive of the present balance in the specified escrow account, which could equal or exceed the amount originally required by the District.

F. GOOD STANDING ACCOUNT STATUS

The District will conduct a monthly reconciliation of escrow account and forward its findings to applicant/petitioner. Should the account balance in escrow fall below the required amount, District shall notify the applicant/ petitioner/contractor/developer of the same and escrow account brought into good standing by applicant / petitioner / contractor / developer. Any deficiency shall be paid to the Water District prior to the issuance or release of an IEPA construction permit, NPPWD Connection Permit, or service connection to the water system.

G. REFUNDS

Upon a determination being made by the District that payment of all Professional Service Fees and costs associated with a particular project or request has been made, any balance remaining in the escrow account shall be returned to the applicant / petitioner / contractor / developer within ninety (90) days of such determination.

Section 2. That there shall be and there are hereby established charges and fees for the use of and for the service supplied by the waterworks system of the North Park Public Water District, Winnebago County, Illinois, as follows:

A. CONNECTION FEES

1. New Service Permit Deposit $350.00 each

Shall be assessed for all new water service installations to ensure the integrity of the water service line during the construction process. Once landscaping is

New Service Permits shall expire after 365 days of issuance. If after 365 days from the date the permit was issued the service line to the permitted property has not been installed the permit will be considered void. The permit fee will be retained by the District, however the permit deposit will be returned to the permittee if said permit is void.

3. System Development Charge

a. Single family residential lot and condominium unit (individually metered): $1974 for each single-family lot and each residential unit.

b. Commercial business/office, motel, manufacturing, apartment, modular (mobile) home developments or other commercial building (served by a single meter): $3,527 for each building service of less than 2-inch.

These additional costs, if any, will be the responsibility of the subscriber. “Connection Fees” include a water service line installed to the nearest private property line and does not include the cost of the meter. “Connection Fees” include materials and labor for a maximum service distance of 75 feet. Any service footage greater than the maximum will be subject to time and material charges**. Time and material charges** will also apply for all service installations when the frost depth is greater than 12 inches.

5. Water Meter Charge For all meters (both residential and commercial, size determined by Water District), the cost of the meter will be based upon the actual cost of the meter or materials and installation labor plus 10%**. The Meter Charges shall be payable upon issuance of the required New Water Service Permit. Properties occupied without a North Park Public Water District meter installed will be in violation of this Ordinance and are subject to a minimum fine of $400. For any customers (both residential and commercial) wanting to upsize the meter after it has been installed, the full cost of the new meter will be owed prior to the upsized meter being installed. In instances where a 5/8” or 3/4” meter was installed, a prorated discount for the cost of the 5/8” or 3/4” meter will be applied based on 10 years of useful life of the meter.

In instances where a 1” or larger meter was installed, a prorated discount for the cost of the 1” or larger meter will be applied based on 10 years of useful life.

6. Recapture Fee (if applicable)

Recapture fee will be dictated by the conditions of an intergovernmental agreement whereby a water stub had been installed and paid for by another government entity.

B. WATER MAIN INSPECTION FEES

For all new construction projects, developers shall be responsible to reimburse the District for inspection services during the construction of the water system being installed by themselves or their contractor. In addition, this fee shall also be applicable when contractors are working near the District’s water system and its appurtenances so as to

require close inspection of the construction process in order to protect the District’s facilities. The inspection fee will be based upon actual time spent on the project multiplied by the published labor rates (regular time and overtime). The inspection fee will be payable upon completion of the project and prior to an IEPA Water Operating Permit being issued. Estimated Construction Observation costs will be included in the Professional Services Fee Agreement and the aforementioned escrow account.

C. OTHER CHARGES

Labor Charges:

Labor – (one hour minimum): $75.00 per hr.

Equipment Charges: Backhoe Time (one hour minimum, plus labor charge): $100.00 per hr. Track Skid Steer (1 hour minimum): $45.00 per hr.

Mini Excavator (1 hour minimum): $50.00 per hr.

Utility/Pickup Truck Time (1 hour minimum): $20.00 per hr.

Dump Truck Time (1 hour minimum): $25.00 per hr.

Utility Trailer (1 hour minimum): $20.00 per hr. Portable Equipment (pumps, saws, generator etc.) (1 hr. min.): $10.00 per hr.

Additional Fines and Penalties: Any violation of this ordinance not otherwise provided for herein, shall be punished by a fine of not less than one-hundred dollars ($100.00) and not more than five- hundred dollars ($500.00); and in addition, thereto, the District shall not issue permits of any kind within its jurisdiction to the offending party until the said party has complied with the provisions of this ordinance.

Section 4. The District reserved the right to withhold New Service Permits if circumstances regarding other permits to a permittee warrant such withholding.

Section 5. Applicable legal fees for any required collection

proceedings will be added to amounts due.

Section 6. All ordinances, resolutions or orders, or parts thereof, in conflict with the provisions of this ordinance are, to the extent of such conflict, hereby repealed.
