Campaign season opens as candidates line up to file Primary election pushed back to June due to COVID-19, census delays By Peter Hancock

SPRINGFIELD – The 2022 campaign season got underway in earnest Monday as candidates lined up in front of election offices to turn in petitions to get their names on the June 28 primary election ballot. Hundreds of candidates and their aides braved cold wind and snow early Monday to line up outside the Illinois State Board of Elections office in Springfield to ensure their placement on the ballot. Monday was the first day established party candidates could file their petitions. The deadline for turning in petitions is next Monday, March 14. Illinois voters will cast ballots this year for governor and lieutenant governor as well as statewide constitutional officers, all 118 seats in the Illinois House and 59 seats in the state Senate, circuit, appellate court and state Supreme Court judges, congressional seats, and a U.S. Senate seat currently held by Democrat Tammy Duckworth. Voters in parts of Illinois will also cast ballots for county board members and various other local government offices. This year’s primary was pushed back from its normal time in early March due to delays in the redistricting process brought about by delays in the release of 2020 census data due to the COVID-19 pandemic. That revised schedule could have an
impact on who turns out to vote in the primary. The late June date means many college students who would normally vote on campus will be home for summer break while many other voters who would normally turn out in March may be away on vacation. “I don’t know. Hard to tell, to be honest,” Democratic Gov. JB Pritzker said when asked how the revised date might affect the primary. “We haven’t had that in Illinois, so long as I can remember anyway, so no. I’m excited. I really think we’re in great shape.” Pritzker and Lt. Gov. Juliana Stratton are waging their first reelection bid this year. They won the 2018 election with 54.5 percent of the vote over former Republican Gov. Bruce Rauner and Lt. Gov. Evelyn Sanguinetti. It is not believed they will face any primary opposition this year but a full slate of Republican candidates are lining up to challenge them. Among the challengers for governor are Aurora Mayor Richard Irvin; state Sen. Darren Bailey, of Xenia; former state Sen. Paul Schimpf, of Waterloo; Chicago-area businessman Gary Rabine; and venture capitalist Jesse Sullivan, of Petersburg, among others. Speaking at a campaign kickoff rally at a local union meeting hall in Springfield shortly after submitting his petitions, Pritzker touted his efforts to improve job and economic opportunities for middle class workers and marginalized populations in the state. “In a world that increasingly feels like us versus them, this campaign is about what we can do together. And our vision for a better Illinois doesn’t happen without a fight,” Pritzker said.

Republicans, meanwhile, have so far been attacking Pritzker for the state’s rising rate of violent crime and the impact that his response to the COVID-19 pandemic had on the state’s economy. “We’re killing small business in the state like no other state and we’ve got to stop that,” Rabine said during an interview outside the ISBE office. “We’ve got to bring businesses and jobs and people back to Illinois instead of chasing them away.” Outside of the governor’s race, the most high-profile race in state government this year may be the contest for secretary of state, where incumbent Jesse White is retiring after six terms in office. On the Democratic side, former State Treasurer Alexi Giannoulias has the support of some of the state’s largest labor unions and the Cook County Democratic Party, while other high-profile Democrats, including Pritzker and White, have thrown their support behind Chicago City Clerk Anna Valencia. Also in the race is Chicago Ald. David Moore. On the Republican side, the race appears to be between John Milhiser, a former U.S. Attorney for the central district of Illinois, and state Rep. Dan Brady, of Bloomington. Irvin tops a list of Republican candidates running as a slate for statewide office. The slate includes attorney general candidate Steve Kim, of Deerfield; treasurer candidate Rep. Tom Demmer, of Dixon; and comptroller candidate Shannon Teresi, of Crystal Lake. Milhiser is the secretary of state candidate on the slate. Those GOP slate candidates were scheduled to host a kickoff event Monday evening in Springfield. They will vie to unseat Attorney General Kwame Raoul, Treasurer Michael Frerichs and Comptroller Susana Mendoza, all incumbent Democrats. According to this year’s election calendar, voters can request mail-in ballots starting March 30 by contacting their local election authority. Those applications must be received by the election authority by June 23. Mail-in ballots must be postmarked or returned in-person to the election authority by Election Day, June 28. For longer than Elliott Smith can recall, annual commemorations of the historic voting rights marches from Selma to Montgomery, Alabama, doubled as family reunions. He first attended as a newborn. At Selma’s iconic Edmund Pettus Bridge where demonstrators were stopped, tear gassed and brutally beaten by state troopers on the fateful “Bloody Sunday” in 1965, Smith’s great-aunt, the late Amelia Boynton Robinson, pushed him across in a stroller during the 30th commemoration. “I consider myself a movement baby,” he told The Associated Press. Twenty years later, Smith would switch roles with Boynton Robinson, the Selma voting rights strategist and civil rights movement matriarch: Mere months before she died, Smith guided his great-aunt’s wheelchair across the bridge during the 50-year commemoration of the march she helped lead. Now, at 27, Smith himself is in Selma leading a multiracial delegation of millennial and Gen Z activists who intend to reshape the ongoing voting rights debate around their generations’ access to political power and socioeconomic justice. “If our national narrative is just focused solely on voting rights and an attack on Black people, then our message is too narrow. We are missing it,” he said, previewing a message he intended to share in Selma. Tens of millions of young Americans will have become eligible to vote between the 2016 general election and the upcoming midterm election, which Smith sees as an opportunity to reenergize civic engagement among young adults and pay homage to his great-aunt. “We have to expand our framing and always tie the struggle for the right to vote to the struggle of a low wage worker not getting a living wage,” added Smith, co-director of student and youth engagement for the Poor People’s Campaign, a revival of the Rev. Martin Luther King Jr.’s economic justice campaign. Along with the Rev. Jesse Jackson’s R a i nb ow PUSH Coa l it ion a nd t he Transformative Justice Network, Smith planned another reenactment of the 1965 marches on Monday. The group will take on an 11-mile (18-kilometer) stretch of the original route toward Montgomery. Marchers from other groups are expected to take their own stretches of the route throughout the week and reach
the capital city for a rally on Friday. For decades, march commemorations were faithfully attended by the stalwart foot soldiers of the movement. They nudged their nieces, nephews, children and grandchildren to carry the cause beyond the bridge. But as the commemorations became a standard photo op for elected officials and candidates to shore up their civil rights bona fides, young people’s historic place and presence in the movement was obscured. “The most popular memory today of the movement is one that’s largely led by older Black intellectuals and activists, and that’s a convenient memory, but it’s not fully accurate,” said John Giggie, an associate professor of history at the University of Alabama and director of the Summersell Center for the Study of the South. Whether it’s civil rights history in Selma, Montgomery, Birmingham or tiny Greensboro, nearly every part of the Alabama racial justice movement depended on the willingness of people as young as high schoolers to take risks and make sacrifices, Giggie said. “How have we not served the younger generation well? By not insisting that, when you look back, you need to see yourself in this movement,” he added. In January, lawmakers in Washington failed to meeta deadline civil rights leaders had set for passing federal voting rights legislation following a wave of proposals in conservative-leaning states to curb access to early voting, eliminate same-day voter registration, limit mailin vote casting and decrease the number of ballot drop boxes used in pandemic-era elections, among other effects. That wave was driven, in part, by false claims from former President Donald Trump and other Republican leaders of widespread voter fraud in the 2020 presidential election. According to the Brennan Center for Justice, between the start of 2021 and mid-January of this year, lawmakers in 27 states introduced, pre-filed or carried over 250 pieces of legislation that the center described as voter suppression measures. With midterm elections approaching this fall and narrow Democratic control of the House and Senate on the line, some fear the window of opportunity has nearly closed to beat back state-level voter suppression. And with stakes so high, advocates see this year’s Selma commemoration as a crucial rallying point. Smith, who organized campus voter
registration drives while a student at Virginia’s Radford University, said he sees the inaction in Washington as an insult to the memory of all who bled on the bridge in Selma 57 years ago. Boynton Robinson, one of the first Black women to successfully register to vote in the 1930s Jim Crow South, spent decades organizing and attempting to register Black people to vote in towns controlled by segregationist white leaders. Her efforts culminated in the 1965 marches, to which she invited King, hoping he would help nationalize the voting rights struggle. On March 7, 1965, before King could arrive in Selma, state troopers and members of the Dallas County sheriff’s posse stopped demonstrators at the foot of the Pettus bridge. A trooper bashed the head of John Lewis, the late congressman who was then a student activist, during the fracas that left dozens injured. Boynton Robinson recounted to her great-nephew how she’d been struck, once in the arm and once in the head, leaving her on the ground gasping for air as the local sheriff stood by refusing to offer aid. Gruesome images of the violence spurred passage of the Voting Rights Act of 1965. Until nearly a decade ago, the federal legislation required U.S. Department of Justice lawyers to review voting law changes in states with histories of racial discrimination. The Supreme Court’s 2013 decision in Holder v. Shelby County — an Alabama jurisdiction — removed that requirement, which critics say cleared the way for a nationwide spate of regressive voting laws. “With all the voter suppression tactics happening, it’s so clear that what our ancestors were talking about in the ‘60s is still relevant today,” Smith told the AP. The Rev. William Barber II, co-chair of the Poor People’s Campaign, said he had initially turned down an invitation to speak at Sunday’s event, insisting Smith speak in his place. Ultimately, Barber delivered portions of Smith’s prepared remarks with the 27-year-old’s blessing. “At Elliott’s age, King was leading the Montgomery bus boycott,” Barber told the AP. “We shouldn’t have people waiting until they’re 40 and 50 to take up leadership in the movement. His generation needs to speak. They are the people not of tomorrow, but of right now.”

Food or power: Energy bill late fees force tough choices By Jasen Lo

NEW ORLEANS (AP) — Chris Kinney, a resident of Rapides Parish in central Louisiana, has seen his electricity disconnected eight times in the past two years for falling behind on his energy bills to Cleco Power. His family did everything they could think of to catch up: pawning possessions, accumulating vast bank overdraft fees, borrowing money and applying for energy assistance. Somehow, K inney’s outstanding balance kept growing. While his electrical charges added up to about $6,400 for the past two years, Cleco Power also billed him over $1,250 for being late on paying his bills, including late fees, reconnection charges and deposits. “These charges keep piling up and there is no way to catch up. The financial strain was just insane,” Kinney said. Americans paid a combined $561 million in late payment fees to electrical utilities in 2019. But how much you pay depends on where you live. An AP analysis of federal regulatory data found that several major utility companies in states like Louisiana, Mississippi, Kentuck y, Florida and Maryland are charging customers late fees that are much higher than the national average. Five power companies — Cleco Power, Kentucky Power Co. and three subsidiaries of Entergy Corp. — averaged more than $17.50 per customer in annual late fee revenues between 2011 and 2020. That’s three times the national average of $5.83 per customer in the same time period. The fees account for a small part of major energy companies’ overall revenue — less than one-quarter of a percent on average — but for the people who must pay them, they can be crushing. Late fees typically punish customers who are least able to afford their utility bill to begin with. Poorly insulated homes and damage from natural disasters all contribute to poor residents spending larger portions of their paychecks on their energy bills. And Black and Hispanic households are more likely to experience energy insecurity and face utility disconnections. For those who fall behind, it often means choosing between paying for power and affording other necessities. Mary Boyd, who is 83 and lives in New Orleans, said her expensive energy util-
ity bills from Entergy — a major utility provider in Louisiana and three other Southern states — were causing her to choose between medication, and other expenses such as repairing the damage to her fence caused by Hurricane Ida. “I am sick. I have high blood pressure, asthma and arthritis,” Boyd said. “Now just imagine this, this three hundred and some dollars energy bill takes away from food and other things.” ___ Power companies, including Entergy and Cleco Power, say late fees are an important tool to encourage customers to pay their bills. “Ultimately, late payment policies are put in place to help protect all customers from potential rate increases caused by uncollected payments,” Entergy spokesperson Jerry Nappi said in an email. The company doesn’t profit from late fees, he said. But for some major utility providers, including Entergy, late payment fees make up far more of the companies’ revenues than average. Nine companies, including Baltimore Gas and Electric, Central Hudson Gas and Electric, and Cleveland Electric Illuminating Co., derive more than 0.5% of their total revenue from late payment fee collection from 2011 to 2020 — double and even triple the national average of about 0.24%. Late fees are meant to cover the cost of collecting a bill, or the cost of disconnecting or reconnecting power to a residence. They’re not meant to be punitive, said Odogwu Obi Linton, who sits on the board of directors of the National Association of Regulatory Utility Commissioners. If a customer pays the bill quickly, the utility doesn’t have to carry or pursue collection of the debt, Linton said. This saves the utility company money on things like turnoff notices and making phone calls to collect late payments. But advocates say the amount being charged doesn’t reflect expenses to power companies. “Historically few, if any, of the late fees our utilities charge are cost-based,” said Kent Chandler, chairman of the Kentucky Public Service Commission. Dan Kermode, a former policy advisor at the Washington Utilities and Transportation Commission, said that rules on late fee penalties in many states were decided long before the advent of
new technologies and computer systems. Billing software and automated meters have made the cost of collecting late payments virtually zero for utilities. In Louisiana, state regulations allow for up to a 5% penalty on late payments for all electric utilities. When asked for the rationale for why the late fees penalty was set at 5%, Public Service Commission press secretary Colby Cook said he could not comment because the rules on late fees, which were adopted in 1976, did not articulate the reasoning behind its adoption. “This is what’s unique about late fees — these are charges which are not to collect costs, but to act as a disincentive for late payment,” Kermode said. Some regulators and consumer advocates question whether late fees even work. In Kentucky, the pandemic led to a moratorium on late fees for residential customers until the end of 2020. When looking back at the effects of that moratorium, the commission said, “late fees have little discernible effect on the timeliness of residential customer payments for utility service.” ___ Energy insecurity has affected Black and Hispanic households disproportionately, and the ongoing pandemic has made things even worse, according to Indiana University researchers in a paper they published in the science journal Nature Energy. In New Orleans, an organization called Total Community Action helps disburse federal energy assistance, based on need. Nearly all of the group’s 7,000 clients who receive energy assistance are Black, even though only approximately 60% of New Orleans residents are Black. In 2017, Black households spent 43% more of their incomes on energy costs than white households did, according to the American Council for an EnergyEfficient Economy. The council’s analysis, published in 2020, also found Native American households’ and Hispanic households’ energy costs accounted for much larger portions of their incomes than those of white households. Older homes, including in low-income communities, generally are less energy-efficient in the first place — and floods or other disasters can damage those buildings to the point that they no longer qualify for government weatherization
assistance. “Homes in Louisiana have been impacted by hurricanes and by floods. It makes it so that we can’t come in and weatherize them because it needs a whole new roof,” said Lauren Holmes, who oversees energy assistance programs for the Louisiana Housing Corp. “That’s outside the scope of weatherization. We can’t go in and insulate an attic if you’ve got a four foot gaping hole in the attic.” In neighboring Kentucky, most homes that apply for such assistance aren’t able to get it, either. Kent Chandler, a member of the state’s Public Service Commission, said for every home the Kentucky Housing Corp. is able to weatherize using federal funds, roughly two homes cannot be retrofitted due to underlying health and safety problems that disqualify them from receiving that aid. And weatherization isn’t the only thing affecting energy efficiency; how people heat their homes also plays a major role. In rural areas of Kentucky, many homes are heated with inefficient electric heating, which causes extraordinarily expensive bills in winter months, Chandler said. Getting financial assistance to pay those bills, though, can be easier said than done for people who are unemployed or self-employed. “When residents receive a disconnection notice, they only have a few days to get help and all the supporting documentation that is required before they are disconnected,” said Selton Jones, Total Community Action’s community service specialist for energy services. “If I play at a jazz bar and I’m just on the saxophone, I ain’t got no tax stubs.” Those who get pensions, Social Security or other retirement income do have that documentation and are more able to get help paying their bills, but that still doesn’t always mean they won’t fall behind. Carolyn Peters lives in New Orleans on a fixed retirement income and has received aid from the federal Low Income Home Energy Assistance Program. Her bill in February from Entergy New Orleans was almost $500, including late fees that had been charged in previous months. When asked about how she was planning to pay her outstanding bill, Peters said she would have to give up another necessity like medication. “It’s a strain,” she said.

According to statista.com, 46 journalists from around the world were killed in 2021. Production teams do what they can to keep news crews as safe as possible, but risk mitigation is difficult in a war zone. In 2006, while on assignment in Iraq, then-ABC World News Tonight anchor Bob Woodruff suffered a life-threatening
traumatic brain injury when the vehicle he was riding in was damaged by a roadside bomb. His cameraman, Doug Vogt, also received a severe head injury. Both required brain surgery and had lengthy roads to recovery. This isn’t something new. I remember my dad talking about Ernie Pyle, a Pulitzer-prize winning journalist and war correspondent who was killed by sniper fire when reporting from Okinawa during World War II. While the world watches in horror as Russian forces continue their invasion of Ukraine, most Russian citizens are seeing an alternate realty where their military is somehow liberating Ukrainians from (non-existent) Nazi suppressors. They aren’t seeing the heroism of patriotic Ukrainians defending their country and standing up to Russian tanks. That’s because the concept of “freedom of the press” doesn’t exist in Russia. State-run media outlets report only what Vladimir Putin’s government wants the people there to know – pro-Russian propaganda. Why? Because knowledge is power, and autocrats and despots don’t want
the citizens they control to see what is really happening in their own backyard. That’s precisely why freedom of the press is so vital. Reporters from news outlets around the globe have sent reporters and anchors into Ukraine, Poland, and Russia – some reporting live in Kyiv as air raid sirens go off, some in makeshift underground bunkers interviewing civilians who have stayed behind to fight for their country, and some at refugee centers near the Polish border. Television reporters, along with their print, digital, and radio counterparts, are risking their lives to make sure the facts about this brutal invasion are known and documented. Lonely Struggle By Kathi Kresol Contributor
The young man walking through the little cemetery wasn’t the least bit frightened on that chilly November night. Not at first anyway. Britton Thorsen’s father was the Sexton for the Newark Cemetery and he spent many hours there. Britton would later say that he had always found the cemetery to be very peaceful. All that changed as the 17-year-old Britton approached the cemetery’s small building that at times was used as a chapel. He stopped in his tracks as his brain struggled to comprehend what it saw in the dim light. It was a young man’s body and Clinton could tell that the death was not a natural one. The body was face down and there was a wound in his head. Britton had a good idea of the young man’s identity. Charles F. Patterson had been missing from Beloit College since the previous Wednesday, November 15, 1933. The word of his disappearance had spread all over southern Wisconsin and northern Illinois. Charles F. Patterson was 19 years old and a junior at Beloit College. He was a good student and involved in many clubs including sports, photography, and business groups. He belonged to the Beta Theta Pi Fraternity. The fraternity was established in 1860, and was the oldest on the Beloit campus. Charles appeared happy and well-adjusted to campus life. A popular boy, he always seemed surrounded by friends. A fact that was proven when large groups of students showed up to search for him on the several days he was missing. Charles was seen leaving his fraternity house in the morning of November 15, 1933. He had a car at the school but left it parked in front of the fraternity house that morning. But this was just the beginning of this mystery. When Charles did not return that evening his friends and fraternity brothers reported him missing to the college President, Irving Maurer. It was Maurer who notified Charles’ parents that he was missing. They lived in Jackson, Michigan with his sister, Jean. The police began the search immediately but soon, Charles’ family and many friends came to help. Charles had gone to high school in Winnetka, Illinois and still had many friends there. It speaks volumes about this young man’s character that people flocked to help search for him. Charles Follett Patterson graduated in 1931 from New Trier High School in Winnetka, Illinois. He worked hard through his high school years and was considered one of the top students from his class. He pledged and was accepted into the Beta Theta Pi Fraternity at Beloit College. It would be these fraternity
brothers that would later carry Charles’ coffin to Eaton Chapel where his service would be held. Friends described Charles as very organized, a deep thinker, and a gentle soul. He had a great work ethic and was very successful in his school work. His parents were very proud of Charles and very touched that he wrote home so often. All who knew him were baffled first by his disappearance and then by his death. When young Britton found Charles in the Newark Cemetery on that Sunday evening, it really only answered one question, “Where was Charles?” On the other hand, it led to so many more. When Charles’ body was recovered, the men who were sent to retrieve his corpse discovered a .22 caliber handgun underneath. The police who were working on the theory that Charles might have met with foul play now changed their minds. Their focus now became on gathering evidence of why Charles would commit suicide. The police met with a lot of resistance to their new theory. The thought that Charles had hurt himself was incomprehensible to everyone who knew him. When police recovered and later tested the gun, they discovered that it had recently been fired three times. The fatal bullet entered his right temple and exited under his left cheek bone. Police worked hard to inter view the many friends and classmates of the young man. Again, the interviews brought more questions than answers. No one who knew Charles believed that he would ever hurt himself. But one of his teachers stated that during the previous six weeks, Charles seemed quieter and his grades had slipped. His fraternity brothers mentioned that Charles was worried about something but wouldn’t tell them any details. Whatever was worrying Charles didn’t seem that serious to any of his friends. The police interviews found a couple of men who saw a young man walking on the same afternoon that Charles went missing. Eric Thorsen worked as the sexton at the Newark Cemetery and was the father of the young man who discovered Charles’ body. Thorsen and another man stated that they spotted a young man walking in the direction of the cemetery. It was 16 miles from Charles’ dorm room to the little cemetery, and the time given by the two men didn’t allow for Charles to walk to the spot he was seen. Police tried to find someone who might have given Charles a ride but no one ever came forward. Police were hopeful when they realized that there was a house nearby the little cemetery. They hoped to narrow down the
time of death. But when they interviewed the family that lived in the house, the mystery once again deepened. The family had been home during the evening but never heard a shot, let alone three. Police never recovered any evidence of the other two bullets. Charles’ funeral was hosted by Eaton Chapel at Beloit College. His heartbroken parents, Charles and Emma and his sister Jean, attended the service. They found some comfort in the fact that over 500 students came to pay their respects. Many of the students approached the family and spoke of the things they admired about Charles. Things like the fact that he was a hard worker, a good role model for the underclassmen, and that he had accomplished so much in his short life. But no one could tell them what they really needed to hear. No one could answer the question that they needed answered. They left shortly after the ceremony.
There were so many questions left unanswered when Charles died. The mystery of this young man’s death will remain forever unsolved. Beloit College President Maurer spoke eloquently at Charles’ funeral and put it much better than this author could ever hope to express – “Into the dark tragedy of his sudden death and into the forces which played upon him so swiftly in the last few days of his life we cannot enter. Here we find ourselves baffled by the inscrutability which cloaks the human soul. God knows-we simply bow in sorrow at the thought of the lonely struggle into which this talented, able, promising life was was hurried.” Kathi Kresol has been researching Rockford’s history for over 15 years. Russia’s invasion of Ukraine is a tragedy for the people who suffer the consequences of that war. Beyond the massive human tragedy is the intensive consumption of resources in wars which contributes to climate change, pollution. resource depletion and environmental destruction. A bomb hitting the site of a nuclear plant in Ukraine is a grim reminder of the risks involved in the widespread use of nuclear energy and nuclear weapons.
Carbon Brief recently highlighted what the invasion of Ukraine means for energy and climate change. Energy security is a major concern throughout Europe with its dependence on Russia for coal, oil and natural gas. Russia has substantial fossil fuel resources, being the second largest gas producer in the world and the third largest source of oil. Europe receives roughly 70% of Russia’s gas exports and 50% of its oil exports. In response to the war some European leaders have called for actions to accelerate the transition to clean energy sources. Others have called for increasing fossil

fuel supplies. The focus has been on ways to increase energy supplies and punish Russia for its invasion. Somewhat surprising is that there have been few if any policies announced on curtailing consumption within the countries such as four day work weeks, rationing fuels and cutting back on street lighting. If the war continues or expands and fuels become scarce such actions might be considered. In response to the energ y crisis Germany banned opening the newly constructed Nord Stream 11 pipeline designed to bring Russian natural gas to Germany, a project long opposed by the U.S. government. The country also announced its intent to accelerate its transition to 100% reliance on renewable energy for its electrical supplies by 2035 and is intent on curbing reliance on gas in an effort to be carbon neutral by 2047. They intend to expand wind and solar power and eliminate the use of fossil fuels to produce steel, cement and chemicals. Revenue streams for the sale of fossil fuels are important to the Russian economy. Estimates indicate that as much as

40% of their revenues come from fossil fuel sales. Prior to the invasion Russia signed several contracts to increase their sales of fossil fuels to China. The new contracts include increased sales of coal, oil and natural gas and involve building new pipelines such as Siberia 2 connecting Russia to China via Mongolia. Energ y prices cont inued to rise across Europe and the United States as covid sanctions were eliminated which increased inflation and economic stress on the global economy. At the time of the release of the Carbon Brief summary energy supplies continued to flow through existing pipelines as President Biden ruled out energy related sanctions on those imposed on the biggest Russian banks. Any transition away from dependence on Russian fossil fuels will take time which varies according to which energy source is being developed. Although North Sea reserves are past their peak any new wells are likely to take decades to actually increase supplies. New shale well projects are expected to take a decade to bring into production. A faster reduction in Europe’s energy dependence could come from investments in energy efficiency, electrification of heat, using renewable energy and installing heat pumps. England already agreed to support efforts to install some small scale nuclear reactors. If they perform as projected it would take time to scale them up to meet their energy needs. Major oil and gas producing countries could expand production to provide some temporary relief but that, too, would take time. There may not be a quick fix and those that are suggested will increase energy consumption, carbon releases and climate change.
