Mendoza urges automatic payments into ‘rainy day fund’ State’s financial cushion was exhausted during budget impasse By Peter Hancock

SPRINGFIELD – Illinois Comptroller Susana Mendoza is pushing legislation that would require the state to make automatic deposits into its so-called “rainy day fund” whenever certain financial conditions are met. Of ficia l ly k now n as t he Budget Stabilization Fund, it was created in 2001 as a reserve so the state could pay its bills in a timely manner, especially during regular months of the year when revenues are lower than other months. The goal was to maintain a reserve fund equal to 5 percent of the state’s annual revenues. Current law, however, requires deposits into the fund only when the state’s general revenue estimates increase by 4 percent

or more over the prior year, something Mendoza said has not happened since the fund was created. Instead, transfers into the fund have been made only when the General Assembly makes a one-time appropriation in the budget. In 2002, lawmakers committed $225 million to the fund with money from the state’s share of a national tobacco lawsuit settlement. Another one-time deposit of $50 million was made in 2004, Mendoza said. The fund balance then remained unchanged until it was depleted in 2017 during the two-year budget impasse under former Republican Gov. Bruce Rauner. “Ironically, the prior administration was emptying Illinois’ rainy day fund at the very time that the greatest bull market in our lifetimes was allowing other states to replenish their rainy day funds,” Mendoza told the House Revenue and Finance Committee on Thursday. “Now fast forward to when the world was hit by the catastrophic COVID-19 pandemic. Our state’s rainy day fund stood at just $60,000 and our backlog of bills stood at around $6 billion,” she said. “Now, $60,000 is not enough to cover even 30 seconds worth of state government operations.” House Bill 4118, filed by Rep. Michael Halpin, D-Rock Island, would change the funding formula, starting in June 2023, to require automatic payments of $200 million at the end of a fiscal year or however much is needed to reach a 5 percent balance, whenever the state’s backlog of bills payable at the end of the year falls below $3 billion. It would also require transferring another $200 million into the Pension Stabilization Fund, but those payments would be spread out in equal monthly installments. The Pension Stabilization Fund, Mendoza said, was established in 2000 as a way the state could make additional contributions into its pension funds, above the statutorily required amount. But no money has been deposited into it since it was created. The bill also would allow for the transfer of money out of the rainy day fund back into the general fund whenever the bill backlog rises above $4 billion, to enable the comptroller to address outstanding vouchers. As of Thursday, according to the comptroller’s website, the state’s backlog of bills stood at just over $4.4 billion, but it was as low as $3.1 billion as recently

as Feb. 1. According to the most recent revenue estimates released Tuesday from the Commission on Government Forecasting and Accountability, the state’s General Revenue Fund is expected to take in $48.5 billion in the current fiscal year, which ends June 30. That’s a $4.1 billion increase over earlier estimates that lawmakers used when they passed this year’s budget, meaning the state will likely end the year with a substantial surplus. “Because we have this improved fiscal condition, I think it’s necessary that we harness that momentum and try to use the moment to prop up our reserves for the future,” Halpin said during the hearing. Mendoza said keeping a healthy balance in the rainy day fund would help ensure the state is able to pay its bills on time. That’s because revenues do not flow into state coffers at the same rate each month even though bills come due on a daily basis. That’s important to many state contractors, including small social s er v ic e agenc ie s t h at ad m i n i ster programs for youths, families, the elderly and disabled. Andrea Durbin, executive director of the Illinois Collaboration on Youth, which represents more than 100 community-based providers of children’s services, said payment delays during the budget impasse and in other difficult times have taken a toll on those organizations. “Payment delays such as these are unfair and harmful to community-based organizations, tying up their capital, forcing them to take out costly loans and lines of credit, and preventing them from pursuing new opportunities or innovations,” she said. “All of the time and energy that boards and executives spend figuring out how to manage their unwilling role as banker to the state of Illinois is time that they are not investing in building capacity meeting needs and helping families and communities to thrive.” The committee took no action on the bill but lawmakers could incorporate something similar to it as part of the overall budget package they are expected to vote on in April. NEW DELHI (AP) — India is exploring ways to avoid a major disruption in its supply of Russian-made weaponry amid U.S. sanctions following Moscow’s invasion of Ukraine, and Prime Minister Narendra Modi’s tightrope walk could become more difficult due to a continuing border standoff with China. Experts say up to 60% of Indian defense equipment comes from Russia, and New Delhi finds itself in a bind at a time when it is facing a two-year-old standoff with China in eastern Ladakh over a territorial dispute, with tens of thousands of soldiers within shooting distance. Twenty Indian soldiers and four Chinese soldiers died in a clash in 2020. “The nightmare scenario for India would be if the U.S. comes to the conclusion that it confronts a greater threat from Russia and that this justifies a strategic accommodation with China. In blunt terms, concede Chinese dominance in Asia while safeguarding its European flank,” Shyam Saran, India’s former foreign secretary, wrote in a recent blog post. Would China, drawing lessons from Ukraine, be an aggressor in disputed eastern Ladakh or in Taiwan? “It is very possible they might do it,” said Jitendra Nath Misra, a retired diplomat and distinguished fellow in the Jindal School of International Affairs. President Joe Biden has spoken about unresolved differences with India after the country abstained from voting on United Nations resolutions against Russian aggression in Ukraine. Modi has so far avoided voting against Russia or criticizing Putin for invading Ukraine. In the early 1990s, about 70% of Indian army weapons, 80% of its air force systems and 85% of its navy platforms were of Soviet origin. India is now reducing its dependency on Russian arms and diversifying its defense procurements, buying more from countries like the United States, Israel, France and Italy. From 2016-20, Russia accounted for nearly 49% of India’s defense imports while French and Israeli shares were 18% and 13%, respectively, according to the Stockholm International Peace Research Institute. India not only depends on Russian weaponry, but it also relies hugely on Moscow for military upgrades and

modernization as it moves toward self-reliance in its defense sector, said Lt. Gen. D.S. Hooda, a former Indian military commander. “Russia is the only country that leased a nuclear submarine to India. Will any other country lease India a nuclear submarine?” Hooda asked. Sushant Singh, a senior fellow at the Center for Policy Research, said: “India’s navy has one aircraft carrier. It’s Russian. India’s bulk of fighter jets and about 90% of its battle tanks are Russian.” In 1987, the Indian navy leased a Chakra-1, a Charlie-class nuclear cruise missile submarine, from the former Soviet Union for training. It later got another Soviet submarine, Chakra-2, in its place. In 2019, India signed a $3 billion contract to lease an Akula-1-class nuclear-powered attack submarine from Russia for 10 years. It is expected to be delivered by 2025. India bought its only aircraft carrier, INS Vikramaditya, from the Russia in 2004. The carrier had served during the former Soviet Union and later for the Russian navy. India’s first indigenous 40,000-tonne aircraft carrier is undergoing sea trials ahead of its planned induction by next year. India also has four nuclear-powered ballistic missile submarines on the way. India’s air force presently operates more than 410 Soviet and Russian fighters, comprising a mix of imported and license-built platforms. India’s inventory of Russian-made military equipment also includes submarines, tanks, helicopters, submarines, frigates and missiles. Misra said the U.S. hasn’t shown any willingness to provide technology transfers to India. “I would like to ask our American friends: What kinds of defense technology have you given us? What the U.S. is offering is the F-16 fighter aircraft rebranded as the F-21. The F-16 is obsolete from the Indian point of view. We went for the Mig-21 in the 1960s because the F-104 was denied to India. We are seeing the same kind of thing,’’ he said. “Under the AUKUS agreement, the U.S. is willing to share the nuclear propulsion technology for submarines with Australia but is not willing to share it with India,” he added, referring to the trilateral security pact between the U.S., U.K. and Australia. Australia in September decided to cancel a multibillion-dollar contract to

buy diesel-electric French submarines and said it would instead acquire U.S. nuclear-powered vessels in a new IndoPacific defense deal under AUKUS. During the Donald Trump presidency, the U.S. and India concluded defense deals worth over $3 billion. Bilateral defense trade increased from near zero in 2008 to $15 billion in 2019. Major Indian purchases from the United States included longrange maritime patrol aircraft, C-130 transport aircraft, missiles and drones. As the Ukraine crisis deepens, the challenge for India is how to navigate international sanctions against Russia. The Russian S-400 missile system deal with Moscow has put India at risk of U.S. sanctions after Washington asked its partners to avoid purchasing Russian military equipment. The S-400 is a sophisticated surface-to-air defense system and is expected to give India strategic deterrence against rivals China and Pakistan. New Delhi has sought support from Washington and its allies in confronting China, a common ground for the IndoPacific security alliance known as “the Quad” that also includes Australia and Japan. Tracing the history of India’s acquisition of Soviet arms, S.C.S. Bangara, a retired navy admiral, said India began looking for arms and ammunition after its war with China in 1962. The Cold War resulted in the United States cozying up with China. Pakistan as a facilitator held a trump card that could be used to enlist the complete support of the U.S. government in the event of an India-Pakistan conflict, he said. During India’s war with Pakistan in December 1971 that led to the creation of Bangladesh, the U.S. deployed a task force led by the USS Enterprise in the Bay of Bengal in support of Pakistan. In the mid-1960s, India negotiated a series of acquisition agreements with the Soviet Union that continued for the next 40 years, Bangara said. “It was not seamless, particularly when the Soviet Union collapsed. The long chain of training facilities along with the supply chain of logistics collapsed when the Union broke into smaller states,” he said. Even as India diversifies its defense acquisitions from the U.S., Israel, France and other countries, it may take 20 years to get over its dependence on Russian supplies and spares, Bangara said.

For kids with COVID-19, everyday life can be a struggle By Colleen Long and Carolyn Kaster Associated Press

WASHINGTON (AP) — Eight-year-old Brooklynn Chiles fidgets on the hospital bed as she waits for the nurse at Children’s National Hospital. The white paper beneath her crinkles as she shifts to look at the medical objects in the room. She’s had the coronavirus three times, and no one can figure out why. Brooklynn’s lucky, sort of. Each time she has tested positive, she has suffered no obvious symptoms. But her dad, Rodney, caught the virus when she was positive back in September, and he died from it. Her mom, Danielle, is dreading a next bout, fearing her daughter could become gravely ill even though she’s been vaccinated. “Every time, I think: Am I going to go through this with her, too?” she said, sitting on a plastic chair wedged in the corner. “Is this the moment where I lose everyone?” Among the puzzling outcomes of the coronavirus, which has killed more than 6 million people worldwide since it first emerged in 2019, are the symptoms suffered by children. More than 12.7 million children in the U.S. alone have tested positive for COVID19 since the pandemic began, according to the American Academy of Pediatrics. Generally, the virus doesn’t hit kids as severely as adults. But, as with some adults, there are still bizarre outcomes. Some youngsters suffer unexplained symptoms long after the virus is gone, what’s often called long COVID. Others get reinfected. Some seem to recover fine, only to be struck later by

a mysterious condition that causes severe organ inflammation. And all that can come on top of grieving for loved ones killed by the virus and other interruptions to a normal childhood. Doctors at Children’s National and multiple other hospitals getting money from the National Institutes of Health are studying the long-term effects of COVID-19 on children. The ultimate goal is to evaluate the impact on children’s overall health and development, both physically and mentally — and tease out how their st i l l-de velopi ng i m mune s ystem s respond to the virus to learn why some fare well and others don’t. Children’s has about 200 kids up to age 21 enrolled in the study for three years, and it takes on about two new patients each week. The study involves children who have tested positive and those who have not, such as siblings of sick kids. The subjects range from having no symptoms to requiring life support in intensive care. On their first visit, participants get a full day of testing, including an ultrasound of their heart, blood work and lung function testing. Dr. Roberta DeBiasi, who runs the study, said its main purpose is to define the myriad complications that children might get after COVID-19 and how common those complications are. Brooklynn is one study subject. So is Alyssa Carpenter, who has had COVID-19 twice and gets strange fevers that break out unexpectedly, and other unusual symptoms. Alyssa was just 2 years old when she started the study and has since turned 3. Her feet sometimes turn bright red and sting with pain. Or she’ll lie down

and point her little fingers to her chest and say, “It hurts.” Her parents, Tara and Tyson Carpenter, have two other daughters, 5-year-old Audrey and 9-year-old Hailey, who is on the autism spectrum. As for many parents, the pandemic has been a nightmare of missed school, unproductive work, restrictions and confusion. But on top of all the anxiety so many parents feel lies the concern for their toddler. They don’t know how to help her. “It was just super frustrating,” says Tara Carpenter, who is quick to add that no one’s to blame. “We’re trying to find out answers for our kid and nobody could give us any. And it just was really frustrating.” Alyssa would wail in pain from her red burning feet or whimper quietly. She’d come down with a fever, but suffer no other symptoms and be sent home from school for days, ruining Carpenter’s work week. But then in ballet class, with her pink tights and tutu, she’d seem totally normal. In the past few months, symptoms have started to subside and it’s giving the family some relief. “After the fact, what do we do about this?” asks Tara Carpenter. “We don’t know. We literally don’t know.” For some families in the study, the child suffering from long COVID is the easy one during the hospital visits. One recent day, another family finds that it’s the older sister Charlie who dissolves into tears because she doesn’t want blood drawn while younger sister Lexie, used to being prodded by nurses and doctors, hops up on the table. The family dynamics of COVID-19 are tough: The sibling with the illness may get more attention, which can create problems for the others. Exhausted parents struggle with how to help all their children. In their work-ups, the children receive full medical check-ins. They also receive a full psychological assessment, run by Dr. Linda Herbert. Herbert asks the kids about fatigue, sleep, pain, anxiety, depression and peer relationships. Do they have memory concerns? Are they having a hard time keeping things in their brains? “There’s this constellation of symptoms,” she said. “Some kids are incredibly anxious about getting COVID again.” She said psychological symptoms are among the most common, and it’s not just the kids with COVID-19, it’s their siblings and parents, too. Danielle Mitchell feels the stress.

She’s a single mother working full time, grieving the loss of her partner and trying not to seem too depressed in front of her daughter. The decision to enroll her daughter Brooklynn in the study was motivated by wanting to draw attention to the need for vaccines, particularly in the Black community. “My baby keeps getting it,” she said. “Can’t the people around us try to protect her?” Brooklynn whimpers when she hears she has to get blood drawn: “Do you have to?” “Yes, baby,” the nurse says. “It’s so we can figure all this out.” “If her daddy was here, he’d take her to Dave & Busters after this,” Mitchell says, before lowering her voice so her daughter can’t hear what she’s going to say. Her longtime partner, Rodney Chiles, wasn’t vaccinated. He had qualms, like many do, about the vaccine and was waiting to get it. Shortly after Brooklynn tested positive during the run of the delta variant, he started feeling sick and went downhill fast. Chiles had pre-existing conditions, too, which accelerated his death. He was 42. “And then he called us on a Sunday. He was like, ‘They are about to intubate me because I can’t keep my oxygen up. And I love y’all and, Brooklynn, forgive me,’” she said. It was the last time he talked to them before he died. “I’ll tell you what,” Mitchell says. “The only reason I’m still here is because I have a child.” On school days, Mitchell picks up Brooklynn from Rocketship Rise Academy Public Charter School in Southeast Washington. They walk hand-in-hand to the car for a short ride before she resumes working for a nonprofit organization. One recent day after school, as Mitchell had a Zoom meeting in her bedroom office, Brooklynn munched popcorn and talked about how she and her dad bought a pair of tennis shoes and balloons for her mom last year on Mother’s Day. They forgot her mom’s shoe size and they had to come back home and check the size. She giggles as she tells it. In her room, there’s a big photo of her dad and her, though she usually sleeps in bed with her mom now. “Even though kids aren’t as sick, they are losing,” Mitchell said. “They’re losing parents, social lives, entire years. Yes, kids are resilient, but they can’t go on like this. No one is this resilient.”

I love dogs, but don’t always like watching dog-centric movies. Why? Because way too often the stories involve dogs being injured or dying. (That’s why I appreciated how some of the ads for the recent Channing Tatum movie, Dog, ended with a voiceover reassuring audiences that the dog doesn’t die.) A few months ago, when speaking with a producer of Netflix’s new movie, Rescued by Ruby, I mentioned I hate it when dogs die in movies, he said I didn’t need to worry about that. Phew.

Based on a true story, Rescued by Ruby tells the story of how a Rhode Island police officer who is set on becoming a K-9 officer took it upon himself to find and train a dog to prove to his superiors that he had the right stuff to be a K-9 officer. Written by Karen Janszen and directed by Katt Shea, Rescued by Ruby stars Grant Gustin (The Flash) as Dan, the proactive police officer who encountered a mischievous mutt named Ruby (played primarily by border collie-mix rescue dog Bear, with doggie Shiloh doubling as needed). Ruby had been deemed unadoptable, because all five times she’d been adopted, she

landed right back at the shelter as soon as the people who took her in realized they couldn’t handle the “uncontrollable” dog’s high energy and incessant barking. (Anyone who’s ever had a precocious or high-energy dog knows they demand a lot of attention—and constructive activities to occupy them.) While Dan was looking for a more traditional police dog to train, the woman running the shelter, Pat (Camille Sullivan, Big Sky), hoped Ruby could be his perfect match. The truth is, she knew Dan could be Ruby’s last chance at adoption. Together, these underdogs would

become unlikely heroes. The story of how these strangers bonded by challenging each other and learning from each other is at the heart of their story. By the end of Rescued by Ruby you may very well be wondering who really rescued whom. Scott Wolf (Nancy Drew) co-stars as K-9 dog trainer Matt Zarrella. Rescued by Ruby begins streaming Thursday, March 17 on Netflix, and is appropriate for all ages. So, if you’re looking for a fun movie to watch as a family, you might want to check it out. And don’t forget to include your dogs — they might want to watch it right along with you.

NEW YORK (AP) — William Hurt, whose laconic charisma and self-assured subtlety as an actor made him one of the 1980s foremost leading men in movies such as “Broadcast News,” “Body Heat” and “The Big Chill,” has died. He was 71. Hurt’s son, Will, said in a statement that Hurt died Sunday of natural causes. Hurt died peacefully, among family, his son said. The Hollywood Reporter said he died at his home in Portland, Oregon. Deadline first reported Hurt’s death. Hurt was previously diagnosed with prostate cancer that had spread to the bone in 2018. In a long-running career, Hurt was four times nominated for an Academy Award, winning for 1985’s “Kiss of the Spider Woman.” After his breakthrough in 1980’s Paddy Chayefsky-scripted “Altered States” as a psychopathologist studying schizophrenia and experimenting with sensory deprivation, Hurt quickly emerged as a mainstay of the ‘80s. In Lawrence Kasdan’s 1981 steamy neo noir “Body Heat,” Hurt starred alongside Kathleen Turner as a lawyer coaxed into murder. In 1983’s “The Big Chill,” again with Kasdan, Hurt played the brooding Vietnam War veteran Nick Carlton, one of a group of college pals who gather for their friend’s funeral. Hurt, whose father worked for the State Department, was born in Washington D.C. and traveled widely as a child while attending boarding school in Massachusetts. His parents divorced when he was young. When Hurt was 10, his mother married Henry Luce III, son of the Time magazine founder. Hurt studied acting at Julliard and first emerged on the

New York stage with the Circle Repertory Company. After “The Big Chill,” he returned to the stage to star on Broadway in David Rabe’s “Hurlyburly,” for which he was nominated for a Tony. Shortly after came “Kiss of the Spider Woman,” which won Hurt the best actor Oscar for his performance as a gay prisoner in a repressive South American dictatorship. “I am very proud to be an actor,” Hurt said, accepting the award. In 1986’s “Children of a Lesser God,” it was his co-star, Marlee Matlin, who took the Oscar for her performance as a custodian at a school for the deaf. Hurt played a speech teacher. For Hurt and Matlin, their romance was off-screen, as well — but it wasn’t Hurt’s first experience with his private life finding notoriety. Hurt was first married to actor Mary Beth Hurt from 1971 to 1982. While he was married, he began a relationship with Sandra Jennings, whose pregnancy with their son precipitated Hurt’s divorce from Mary Beth Hurt. A high-profile court case ensued six years later in which Jennings claimed she had been Hurt’s commonlaw wife under South Carolina law and thus entitled to a share of his earnings. A New York court ruled in Hurt’s favor, but the actor continued to have a strained relationship with fame. “Acting is a very intimate and private thing,” Hurt told The New York Times in 1983. “The art of acting requires as much solitude as the art of writing. Yeah, you bump up against other people, but you have to learn a craft, technique. It’s work. There’s this odd thing that my acting is assumed to be this clamor for attention to my person, as if I needed so much love

or so much attention that I would give up my right to be a private person.” In her 2009 memoir, Matlin detailed physical and emotional abuse during their relationship. At the time of its publishing, Hurt issued an apology saying: “My own recollection is that we both apologized and both did a great deal to heal our lives.” In those years, Hurt also struggled with drug and alcohol abuse, and attended rehabilitation clinics. He also developed a reputation for not always being an easy collaborator. The New Yorker called him “notoriously temperamental.” In 1989, Hurt married to Heidi Henderson, who he met at rehab. They had two children together. Hurt also had a daughter with French actress and filmmaker Sandrine Bonnaire, whom he met while making the straight-to-video 1992 Albert Camus adaptation “The Plague.” Among Hurt’s greatest performances was James L. Brooks’ 1987 comedy “Broadcast News,” as a slick but lightweight anchorman who symbolized the emerging fusion of entertainment and journalism. Albert Brooks, Hurt’s “Broadcast News” co-star, was among the many who responded to Hurt’s passing Sunday. “So sad to hear this news,” wrote Brooks on Twitter. “Working with him on ‘Broadcast News’ was amazing. He will be greatly missed.” After his torrid ‘80s run, Hurt fell increasingly out of favor with filmmakers in the ‘90s, and some reasoned that it was because of his reputation. Hurt, however, continued to defend his approach, telling The Los Angeles Times in 1994 that “I give more by solving the truth than by pandering to expectations and facile

hopes.” “If a director tells me to make the audience think or feel a certain thing, I am instantaneously in revolt,” Hurt said. “I’m not there to make anyone else think or feel anything specific. I have agreed to something the whole piece says. Beyond that it is my only obligation to solve the truth of the piece. I don’t owe anybody anything — including the director.” Nevertheless, Hurt never slowed down, piling up credits in the ‘90s and ‘00s — Woody Allen’s “Alice,” Wayne Wong’s “Smoke,” Nora Ephron’s “Michael,” Franco Zeffirelli’s “Jane Eyre.” Hurt, always a intelligent screen presence, gradually morphed into a character actor. He received his fourth Oscar nomination for his small but potent role in David Cronenberg’s 2005 thriller “A History of Violence.” Hurt continued to work constantly in the years leading up to his death: 10 episodes of “Damages”; a string of Marvel films, including “Avengers: Endgame” and “Black Widow,” as the military officer Thaddeus Ross; 14 episodes on Amazon’s “Goliath.” Often, Hurt suggested that his fabled run in the ‘80s was the outlier to what defined him as an actor. “Success is isolating,” he told The Telegraph in 2004. “Certainly the Oscar was isolating. In some ways, it was antithetical to what I was aiming at. I didn’t want to be isolated. I didn’t want some big target on my chest saying: ‘He’s an Oscarwinner, he’s the one to be.’ I wanted to be an actor, so I was very confused about it. Sometimes I’m still confused about it.”

Container Vegetable Gardening BY GRANT MCCARTY CONTRIBUTOR

While snow has made another appearance last week in our region, spring is right around the corner and you may be in the planning stages of an early season garden. If you are considering scaling back this upcoming season, container vegetable gardening may be an option to consider. Instead of planting into the soil or in a raised bed, your vegetables are growing in containers that typically would be the same for ornamentals including similar growing mix. The main challenge with this shift to containers is that you are limited in the amount of plants you are able to grow as root depth and space must

be addressed when you adapt your plants for a smaller growing area. We recommend containers starting at 2 gallon in size with an 8-9 inch diameter. With this size, you can plant 2-3 green beans, 4-6 leaf lettuces, or spinach at 1 inches apart. This size container could also hold a single cabbage, cucumber, eggplant, or pepper plant. Moving up to a 3 gallon container with a 12 inch diameter would mean one cherry/determinate/ patio tomato. Finally, a 5 gallon container with a 12 inch diameter could allow you to grow a single heirloom/indeterminate tomato plant. As far as varieties, try to find ones that are labeled for containers. You’ll find many at home and garden centers/nurs-

eries. ‘Patio’, ‘Bush’, ‘Baby’, ‘Lunchbox’, and other adjectives are commonly used for vegetable varieties that are good choices for containers. The choice of containers to grow in can setup you up for success. One of the newer type of containers is made from felt/fabric with a range from 2-10 gallons in size, drain very well, and usually with handles to move around. Whichever you choose, make sure that it provides proper drainage for your plants. Your growing media is equally important as you want to use new growing media each year when making your containers for your vegetables. If growing media is used season after season, your plants may not receive the nutrients they need nor space

for their roots to grow. Fertility and water are two of the main needs for your vegetables in containers. You will need to supplement by adding fertilizers sometimes on a weekly basis. This fertilizer should be liquid based. Containers are further notorious for drying out and you may need to water your containers every single day. If the root ball dries out, your vegetables may not recover. While vegetables can grow fi ne in containers, focus on ensuring your plant’s needs are met with proper container size, good drainage, fertility, and water.. When a friend joined us for dinner this week he commented that he stopped watching TV as the Ukraine situation was too sad to continue. Another friend mentioned that his sister and her husband who live in Europe inquired about the possibility of their coming to the United States. A mass migration out of Ukraine is already impacting surrounding European countries. Some Ukrainians flew to Mexico hoping to enter the U.S. We contacted relatives in Germany who stayed with us for a few weeks several years ago to ask how they were doing. They said they were collecting clothing to send to Ukraine. They have new neighbors who evacuated from Ukraine and they are helping them as well. In order to talk with them they are learning some Ukrainian words. They referred to energy prices as sk yrocket ing but fortunately they replaced their oil heating system with a more e�cient one. Their work is close to home so they do not even own a car. Mass transit is readily available if they need to travel greater distances. While our relatives were aware of

experts warning about the long standing tensions in Ukraine, they never expected the situation to grow into a war. They have gone so far as to build a makeshift bomb shelter in their basement in case the situation grows into a broader war. A video by Eric Draitser commenting of the Russian invasion of the Ukraine suggested a simplified version of the situation includes three groups of competing oligarchs vying for control of Ukrainian resources. One group is in the Donbass region, a second is located in Kyiv, and the third group is in Russia. While other factors are involved in the war Draitser suggests it is important to keep this perspective in mind as the situation evolves. Russia itself is known to have a substantial resource base of coal, natural gas, oil, timber and metals, including rare earth metals as well as gold. Their natural gas supplies are essential to many European countries for homes, businesses and industry. At the time of writing this article Russia is still meeting its energy contracts with their European neighbors. A substantial amount of potash and nitrogen fertilizers come from Russia as well. A shortage of nitrogen would hurt

European agricultural production. The war will increase the price of food at the very time when inflation and stagnant wages are adversely impact living standards. Russia also produces chemicals used in making plastic and electronic products, many of which are used in industries in Europe. Some of their resources are being rerouted to China who is buying economically stressed firms in Russia. There is no quick remedy for the shortage of energy for Europe and the UK, so a combination of emergency energy responses and a long term transition away from dependence on energy from Russia is under discussion. Germany will continue using coal for producing electricity. For the UK, a full range of alternatives was open for consideration, none of which is unique. The war occurred at a time when energy prices were already rising from the recovery from the COVID crisis. President Biden’s decision to block imports of oil, gas and coal from Russia will add some costs to energy in the United States but the significant rise in energy prices was already occurring as a result of inflation. The war could also stimulate an acceleration of the energy transition if

policies supporting upgrading energy e�ciency in buildings, heat pumps, electric vehicles and appropriately sited solar and wind farms were enhanced. Of course higher gas and energy prices alone can stimulate changes in purchases and behaviors of citizens. According to a report by Steven Loveday high gas prices have already stimulated a 100% increase in orders for Tesla in some areas of the country. Given the increasing number of companies producing electric cars customers might be eager to buy them. Higher prices and supporting policies combined will encourage changes in energy decisions in Europe while cutting their dependence on energy imports from Russia. But in an inflationary economy many potential buyers may lack funds to buy more e�cient options. Beyond the devastating impact of the war on people, it appears there will be major changes in the global distribution and consumption of energy. The most important thing for now is finding a peaceful settlement to the war, ending the su�ering and avoiding escalation into a major war. The arrival of the war only adds to the stress of coping with accelerating inflation.
