SPRINGFIELD – Members of the Illinois Firefighters Association joined state legislators at a news conference Wednesday to outline a measure that they claim would recruit more long-term volunteer firefighters and EMS personnel by offering them a tax credit. Senate Bill 3027 would provide a $500 tax credit to those who serve as volunteer firefighters or EMS personnel. To qualify for the tax credit, volunteers must work for a fire department or fire protection district for at least nine months and not receive more than $10,000 in compensation for those services during the taxable year. Sen. Christopher Belt, D-Swansea, chief sponsor of the bill, said offering the tax credit would help address the shortage of firefighter and EMS personnel at departments that rely on volunteers. “These individuals give up their personal time that could be spent with their families to ensure the well-being

of our state’s residents with no monetary incentive,” Belt said. The bill states that if the tax credit exceeds the tax liability for the year, the excess can be applied to the earliest tax year in which there is a tax liability. The credit will not reduce a taxpayer’s liability to less than zero. During a news conference March 18, Belt noted that if the bill is approved, it would cost about $20 million to $22 million in lost revenue to implement it. Belt said the cost upfront pales in comparison to the lives lost without volunteer firefighters and EMS workers. Margaret Vaughn, government affairs director at the Illinois Firefighters Association, said the number of emergency calls to fire departments has tripled over the past 20 years, with most calls being for EMS, while the number of volunteer emergency workers continues to decrease. Vaughn told the story of a fire at a 100-unit apartment dwelling in Silvis, a blaze that, according to National Fire Protection Association standards, should have had 30 firefighters facing it. But only five firefighters showed up. “That is a public safety crisis,” Vaughn said. Vaughn said the aging population,

additional training requirements and new policies have been contributing factors in the plummeting number of emergency workers. Training requirements vary by the fire department and district, she said. National Fire Protection Association standard 1710 sets the minimum requirements for the number of firefighters needed when deploying fire suppression operations, EMS operations and other operations. NFPA standard 1720 establishes the minimum number of volunteers needed to assist professional firefighters. Rep. Tom Bennett, R-Gibson City, said passing the measure would help address staffing issues in rural areas that cannot afford full-time firefighters. He noted that the incentive can attract new volunteers to keep communities safe while showing appreciation for their service. “They don’t do it for the money (or) do it for the glory,” Bennett said. “They do it because they are committed to their communities, their neighbors and their families and they want to help.” The measure passed the Senate unanimously but awaits further consideration in the House. The House Revenue and Finance Committee is expected to discuss uncertainty as to how the tax credit would be implemented Thursday morning.

Winnebago County Clerk Lori Gummow announced their office will be sending out new voter cards to over 96,000 registered voters of Winnebago County (voters residing outside the City of Rockford). Recipients are encouraged to keep an eye out for the new voter cards in the mail and not mistake them for something to be thrown away. “This is an official document showing where you go to vote and what districts and offices you’re entitled to vote for,” said Clerk Gummow. As some changes have occurred, voters are encouraged to check their new voter’s card and familiarize themselves with their district and polling location. State law requires the voter cards to be mailed via the U.S. Postal Service. “Your old voter cards should be discarded to avoid confusion,” she added. Those who do not receive a new voter registration card by mid-April should call the County Clerk’s Office to check regis-

tration status and potentially reregister or update information. Cards received for someone who no longer resides at an address should be returned to the Clerk’s Office. Early voting for the June 28 primary election begins on Thursday, May 19. Vote-by-mail applications are accepted by the County Clerk’s Office beginning Wednesday, March 30 through Thursday, June 23. County Clerk holds lottery to determine ballot placement Winnebago County Clerk Lori Gummow held a lottery on Tuesday March 22 to determine which candidates will appear in the top ballot position for the June 28

primary election. According to state law, candidates are considered to have filed simultaneously if they were standing in line to file nominating paperwork at the Clerk’s Office at 8 a.m. on the first day of the filing period, or if they filed paperwork in the last hour of the last day of the filing period. The lottery determined that in the Republican primary race for Winnebago County Treasurer, Steve Schultz’s name will be first on the ballot. Schultz is facing Randy Johnson in the primary. The Illinois State Board of Elections will conduct a lottery for all statewide and federal offices. A list of candidates who filed for the primary election is available on the Clerk’s website at WinnebagoCountyClerk.com . Voters in the June general primary election will determine the Democratic and Republican nominees for offices to be elected at the Nov. 8, 2022 General Election.

WASHINGTON (AP) — President Joe Biden announced a budget blueprint Monday that calls for higher taxes on the wealthy, lower federal deficits, more money for police and greater funding for education, public health and housing. In essence, it tries to tell voters what a diverse and at times fractured Democratic Party stands for ahead of the midterm elections that could decide whether Congress remains under the party’s control. The bottom line: Biden is proposing a total of $5.8 trillion in federal spending in fiscal 2023, which begins in October, slightly less than what was projected to be spent this year before the supplemental spending bill was signed into law this month. The deficit would be $1.15 trillion. There would be $795 billion for defense, $915 billion for domestic programs, and the remaining balance would go to mandatory spending such as Social Security, Medicare, Medicaid and net interest on the national debt. The higher taxes outlined on Monday would raise $361 billion in revenue over 10 years and apply to the top 0.01% of households. The proposal lists another $1.4 trillion in revenue raised over the next decade through other tax increases that are meant to preserve Biden’s pledge to not hike taxes on people earning less than $400,000. The 156-page plan also shows the splinters that persist in Biden’s coalition and the possible gaps between the promises of what is being offered and the realities of what ultimately emerges. Biden has backed many of these ideas previously without necessarily getting a full buy-in from Congress. The proposal includes a minimum 20% tax on the incomes of households worth $100 million or more, similar to an earlier proposal Democrats in Congress began debating late last year in order to pay for Biden’s domestic spending plans. But those spending plans were put on hold after talks with West Virginia Sen. Joe Manchin collapsed. More money would go to support law enforcement, yet bipartisan efforts at police reform have failed. The budget assumes — with a high degree of uncertainty based on forecasts made last November — that inflation at a 40-year peak gets back to normal next year. “Budgets are statements of values,” Biden said in a statement, “and the budget

I am releasing today sends a clear message that we value fiscal responsibility, safety and security at home and around the world, and the investments needed to continue our equitable growth and build a better America.” It’s a midterm elections pitch to a nation still off balance from a chaotic few years caused by the pandemic, an economic recession, a recovery, challenges to U.S. democracy, and war in Ukraine. The Biden budget foresees cutting annual deficits by more than $1 trillion over the next decade. Those reductions would occur in large part through higher taxes and the expiration of relief spending tied to the coronavirus outbreak that began in 2020. But like most presidential budgets, it’s a proposal and a set of ideals rather than the law of the land. Congress is responsible for implementing the budget through tax and spending legislation and annual agency funding. The proposal faced immediate criticism from Republican lawmakers. They noted that deficits well in excess of $1 trillion annually would persist, said higher taxes could hurt growth and objected that additional government spending would feed into inflation. “What this budget shows is that President Biden values more spending, more debt, more taxes and more pain for the American people,” said Rep. Jason Smith of Missouri, the top Republican on the House Budget Committee. On the tax front, it’s unclear how Biden would get his polices through Congress. He had previously negotiated down the proposed 28% corporate tax rate, and his new minimum tax on the ultra wealthy would include “unrealized gains,” which are potential profits that exist on paper because the underlying asset has yet to be sold. The result is that the special tax on people worth more than $100 million is unlikely to become law any time soon, said John Gimigliano, head of federal legislative & regulatory services at KPMG. “That is kind of like a slow burn proposal, like let’s continue to have this conversation over months or maybe years,” Gimigliano said. The route proposal is a ambitious one, right to tax unrealized gains, some level it’s going in my view that is going to take time for Congress to sort of digest politically intellectually, you know, it’s gonna take time it’s complicated stuff. So I think that is kind of like a slow burn kind of

proposal. Like let’s continue to have this conversation over months maybe years. While the budget would elevate funding for education, public health and provide $48 billion to increase the supply of affordable housing, it fails to spell out what the broader successor to Biden’s stalled “Build Back Better” agenda would be. That proposal from last year included money for child care, preschool, clean energy and lower health care premiums, but it was blocked by Manchin, the decisive Democratic vote. White House Budget Director Shalanda Young told reporters the blueprint does not include line items tied to that possible bill because “discussions with Congress are ongoing.” But the budget plan includes a “ deficit neutral reserve fund” to account for a possible agreement being reached. The Biden administration looked at a tax increase last year that resembles the 20% minimum on the full income of people worth $100 million or more. But Manchin nixed that idea as divisive. What the Biden administration outlined on Monday would raise $361 billion over 10 years and apply to the top 0.01% of households. The proposal lists another $1.4 trillion in revenue raised over the next decade through other tax changes. Among the tax changes is a 28% corporate tax rate and top individual rate of 39.6%, both increases. Undergirding the plan is a forecast that the economy will return to normal next year after the unprecedented spending tied to the pandemic and inflation. The budget forecasts 4.7% inflation this year and 2.3% in 2023, which would be down from 7% in 2021. Yet prices kept climbing in the first two months of 2022, and Russia’s invasion of Ukraine pushed oil, gasoline and natural gas prices higher in ways that could spread across the economy. Cecilia Rouse, chair of the White House Council of Economic Advisers, said the administration expects “the economy to normalize” as the country works through waves of the pandemic, supply chain pressures ease and the “extraordinary measures” of support tied to the coronavirus roll off the budget. That normalization would imply inflation falling back to its more typical levels, “but there’s tremendous uncertainty,” Rouse said.

Russia shifts focus to try to grind Ukraine’s army in east By Nebi Qena and Yuras Karmanau Associated Press

KYIV, Ukraine (AP) — With its aspirations for a quick victory dashed by a stiff Ukrainian resistance, Russia has increasingly focused on grinding down Ukraine’s military in the east in the hope of forcing Kyiv into surrendering part of the country’s territory to possibly end the war. The bulk of the Ukrainian army is concentrated in eastern Ukraine, where it has been locked up in fighting with Moscow-backed separatists in a nearly eight-year conflict. If Russia succeeds in encircling and destroying the Ukrainian forces in the country’s industrial heartland, called Donbas, it could try to dictate its terms to Kyiv and potentially attempt to split the country in two. The Russian military declared Friday that the “first stage of the operation” had been largely accomplished, allowing Russian troops to concentrate on their “top goal — the liberation of Donbas.” Many observers say the shift in strategy could reflect President Vladimir Putin’s acknowledgment that his plan for a blitz in Ukraine has failed, forcing him to narrow his goals and change tactics amid a disastrous war that has turned Russia into a pariah and decimated its economy. In some sectors, Ukrainian troops have recently pushed the Russians back. In the city of Makariv, near a strategic highway west of the capital, Kyiv, Associated Press reporters saw the carcass of a Russian rocket launcher, a burned Russian truck, the body of a Russian soldier and a destroyed Ukrainian tank after fighting there a few days ago. In the nearby village of Yasnohorodka, the AP witnessed positions abandoned by Ukrainian soldiers who had moved farther west, but no sign of Russian troops’ presence. U.S. and British officials have noted that Moscow has increasingly focused on fighting the Ukrainian forces in the east while digging in around Kyiv and other big cities and pummeling them with rockets and artillery. The chief of Ukrainian military intelligence, Kyrylo Budanov, said Sunday the change of focus could reflect Putin’s hope to break Ukraine in two, like North and South Korea, and enforce “a line of separation between the occupied and unoccupied regions.” “He can’t swallow the entire country,” Budanov said, adding that Russia appears to be trying “to pull the occupied territories into a single quasi-state structure

and pit it against independent Ukraine.” Putin and his generals haven’t revealed specific military goals or a planned timeline, but the Kremlin clearly expected a quick victory when Russian troops rolled into Ukraine from the north, east and south on Feb. 24. But the Russian attempts to swiftly capture Kyiv, the country’s second-largest city, Kharkiv, and other big cities in the northeast have been thwarted by well-organized Ukrainian defenses and logistical challenges that stalled the Russian offensive. Russian forces have pounded the outskirts of Kyiv with artillery and air raids from a distance while putting their ground offensive on hold, tactics they also have used in attacking Kharkiv, Chernihiv and Sumy in the northeast. Mykola Sunhurovsk yi, a military analyst at the Kyiv-based Razumkov Center think tank, said Russia has abandoned attempts to storm Kyiv and other big Ukrainian cities for now and is laying siege to them to try to weaken Ukraine and win time. “Russia has shifted tactics ... to redistribute its forces and prepare for the next active stage of the war,” Sunhurovskyi said. The Russian forces encircled the key strategic port of Mariupol and besieged it for weeks, hammering it with rockets and artillery i n a carnage that killed thousands of civilians. The fall of Mariupol would free up Russian forces there and allow them to engage in a potential pincer movement together with another group of troops moving from Kharkiv in the northeast to try to encircle the Ukrainian military in the east. “Russian forces appear to be concentrating their effort to attempt the encirclement of Ukrainian forces directly facing the separatist regions in the east of the country, advancing from the direction of Kharkiv in the north and Mariupol in the south,” the British Ministry of Defense said Sunday. A senior U.S. defense official, noting the latest Russian focus on Donbas, said Putin may now hope to take full control of the east while keeping other Ukrainian forces occupied with the defense of Kyiv and other areas, then try to pressure Ukrainian President Volodymyr Zelenskyy to formally surrender Donbas and recognize Russia’s ownership of Crimea, which Moscow annexed in 2014. An analysis published Saturday by the Institute for the Study of War in Washington said the degree to which the

Russians can push an accelerated move to cut off Donbas will depend in part on how soon their forces can gain full control of Mariupol and how badly damaged they emerge from that fight. It also noted that a halt in the Russian offensive on Kyiv could reflect “the incapacity of Russian forces rather than any shift in Russian objectives or efforts at this time.” While the Russian military has focused increasingly on bleeding the Ukrainian troops in the east, it has continued to use its arsenal of air- and sea-launched cruise missiles to methodically target fuel depots, military arsenals and weapons plants across the country. Philips P. O’Brien, a professor of strategic studies at the University of St. Andrews, described Saturday’s cruise missile strikes on Lviv, near the border with Poland, as part of the Russian strategy to cut off supplies to the Ukrainian forces fighting in the east. “They will still want to disrupt as much as possible the flow of goods and supplies from west to east, much of which starts their journey around Lviv,” O’Brien said. On the Black Sea coast, the Russians quickly took the port of Kherson and advanced to the outskirts of the key shipbuilding center of Mykolaiv where their offensive stalled. If the Russian forces succeed in encircling Mykolaiv, Odesa and several other Black Sea ports, it will have completely cut Ukraine’s access to its coast in a devastating blow to its economy. The seizure of Odesa will also allow Moscow to establish a link to the separatist Trans-Dniester region of Moldova that hosts a Russian military base. Despite Ukrainian and Western fears, the Russian army so far hasn’t pursued efforts to bypass Mykolaiv and march on Odesa. Ukrainian authorities have noted that Russia’s failure to press its offensive along the coast could be explained by the fact that most of its troops in the south have remained locked in the battle for Mariupol where they have suffered heavy losses. On Friday, the Russian military reported it had lost 1,351 soldiers killed and 3,825 wounded since the start of the campaign, but NATO estimates 7,000 to 15,000 have been killed — potentially as many as the Soviet Union lost in the entire 10-year war in Afghanistan. The big losses and slow pace of the Russian offensive could be a factor that forced Putin to lower his ambitions and take a more realistic approach. Volodymyr Fesenko, the head of the

independent Kyiv-based Penta Center, said Russia’s declared shift to the east could be an attempt to put a good face on its failed blitz and regroup before the next stage of fighting. “Both sides need a break now for various reasons, and the Kremlin is using it to regroup its forces and search for new tactics without changing its strategic goal of subduing Ukraine,” Fesenko told the AP. “Tactics could change from a blitz to laying siege to cities, destroying the economy and the infrastructure with bombardment, blockading ports and doing other things. Putin has a broad arsenal of means of pressure.” “The stiff Ukrainian resistance could turn the war into a protracted conflict, and then the issue of financial and military resources, including warplanes and tanks Zelenskyy is urging the West to provide will be of primary importance,” he said.

So anyone asking why the same dozen programs are still playing musical chairs at the Final Four every year — Duke, North Carolina, Kansas and Villanova this time around — would do well to recall how Willie Sutton answered the feds when they asked why he kept robbing banks: “Because that’s where the money is.” Grit and gumption are great, but as the Saint Peter’s Peacocks were reminded in a hurry Sunday, they take you only so far. Yes, the Peacocks beat long odds and three bigger, much better-funded programs to book their Elite Eight spot opposite North Carolina. But the NCAA Tournament is nothing like the movie “Hoosiers.” The Peacocks fell behind 7-0 after less than three minutes, 21-7 a few minutes after that and 69-49 when the final buzzer mercifully ushered them off the court. “They hang their hat on punching teams in the mouth, being the underdog, that kind of thing,” North Carolina’s Leaky Black said. “We just had to let them

know it wasn’t going to happen tonight.” Or maybe ever. College basketball’s powers that be, dragged into court and facing the threat of even more lawsuits, spent the last decade paying lip service to the idea of leveling the playing field. Because of the chaos wrought by the pandemic, players were granted an extra year of eligibility. And because of the transfer portal — a rough equivalent of free agency — more players than ever switched programs in the past few years. A l l t hat movement should have benefitted mid-major programs, which recruit second-tier players and keep them longer, hoping that experience and teamwork can make up what they lack in talent and resources. Occasionally it does, mostly during the regular season and every so often, in the early rounds of the tournament. But as the games pile up, it’s not just the tough who get going, the talented ones do, too. The rosters at Duke, North Carolina and Kansas are loaded with the kind of prospects, practice facilities and support staffs that would turn any NBA G League team green with envy, and they spend two

to three times as much money — without paying players’ salaries. Villanova doesn’t have that kind of cache — yet — but after winning two national championships in the last five years, coach Jay Wright is closing both the talent and and budget gaps in a hurry. Between them, those four schools have combined for 17 national titles and 61 Final Fours. So, improbable as Saint Peter’s run was, harder than grabbing a rung that high on the ladder is hanging on. To get a real sense of how hard, look at what happened to Miami. The Hurricanes came in as a No. 10 seed with dreams of getting coach Jim Larrañaga back to the Final Four for the first time since he led 11th-seeded George Mason, a middling mid-major, on a memorable run in 2006. They sneaked past seventh-seeded USC, clobbered second-seeded Auburn and overpowered 11th-seeded Iowa State before running into Kansas and getting run over 76-50. The Hurricanes’ reliable point guard, Charlie Moore, couldn’t have been more experienced, playing on his fourth team in five years — including two at Kansas. Their best scorer, Kameron McCrusty, a

redshirt senior guard, joined Miami after two seasons at Big 12 rival Oklahoma. With Miami ahead by six points at halftime, a Final Four berth looked within reach. “At halftime it was basically ... kind of a challenge against us,” said Kansas’ Ochai Agbaji, a first-team All-American and likely NBA first-round pick. “We didn’t come this far to lay down or give up at this point.” He wasn’t kidding. The Jayhawks came out red hot and ran up a 47-15 margin over the final 20 minutes, shooting 59.3% after the break and outrebounding 25-11. “I’ve thought all along that this was a possibility,” coach Bill Self said afterward, referring to a fourth Final Four in his 19 seasons at Kansas. “But I’ve also thought all along that the margin for error wasn’t such where we could get loose and have it be a probability.” Speaking of probability, that the Jayhawks return to the Final Four as the only top seed left in the field is more than a good omen. A No. 1 seed has won the past four national championships and 11 of the last 14.

ANALYSIS: Nov. 10 federal deadline looms over Unemployment Insurance Trust Fund State-imposed July 3 deadline is important too, but movable By Jerry Nowicki

The Unemployment Insurance Trust Fund was the talk of the Capitol this week. Democratic lawmakers voted to dedicate $2.7 billion toward filling a $4.5 billion pandemic-driven hole in the fund which pays the unemployment claims of laid off Illinoisans. Gov. JB Pritzker signed the bill Friday. The reaction was unsurprisingly partisan. Republicans called it a back-door tax hike, while Democrats said it was a necessary, realistic measure to reduce the mammoth trust fund debt and keep negotiations on further reductions from running off the rails. Strictly speaking, the Democrats’ action this week was simply a cash infusion into the fund. It used most of the remaining federal dollars from President Joe Biden’s American Rescue Plan Act to cut the deficit to $1.8 billion. It didn’t touch employer tax rates or unemployment benefits. But it also didn’t address the whole debt. That’s an action that Republicans had been urging for nearly a year while Democrats waited in vain for further, targeted federal support for unemployment trust funds nationwide. It didn’t come, and by the time the state acted this week, it had already appropriated all but $3.5 billion of its ARPA funds. And so it came to be that the partial debt paydown went ahead this week with only Democratic support nearly a full year after Republicans first started sounding alarms on the issue. Partisan politics aside, there’s truth to t he Republ ica n a rg ument t hat the decision to allot $2.7 billion will have consequences that could include benefit reductions for people claiming unemployment and insurance premium increases for employers. The exact extent of those consequences, however, is not yet known. Business and labor remain at the negotiating table in what Illinois lawmakers refer to as the “agreed bill” process. That means both sides must determine an acceptable level of benefit cuts and rate hikes to dig the state out of the remaining $1.8 billion hole. And lead Democrats in the negotiations made clear this week that going to the private bond market is another option at the table. “There have in the past been shared

sacrifice from business and labor,” Rep. Jay Hoffman, D-Swansea, said in a news conference in the governor’s office Thursday after the bill passed. “But remember this: When you talk about agreed bill process, that’s just what it is. If labor doesn’t agree … to some type of share in paying for the bonds, if they don’t agree to doing that, we don’t have a bill.” When considering what’s going to happen next, there are number of important deadlines to consider. For starters, if lawmakers didn’t act in time for ARPA payments to be made to the fund by April 1, they would have lost the ability to decrease unemployment benefits until 2025. They hurried to act by that date, likely signifying that benefit cuts are on the table despite strong Democratic rhetoric against such an action throughout the pandemic. There are at least two other looming deadlines to note, one of which is more “real” than the other. The first is July 3, when a number of “speed bumps” are set to take effect. What’s a “speed bump?” It’s legislative speak for about $500 million each in benefit reductions and employer premium increases that lawmakers write into law routinely to encourage business and labor to come to the negotiating table in times like these. Operationally, that amounts to a reduction to the wage replacement from 47 percent to 42.4 percent for unemployed workers, and a reduction to the benefit period from 26 to 24 weeks. The rates at which businesses pay into Illinois’ trust fund are determined by a complex statutory formula based on unemployment rates, the number of layoffs at a business, the number of employees and other factors. But under the so-called speed bumps, employers would see their “adjusted state experience factor,” which determines their insurance premiums, increase by 16 points above what it would otherwise be, and an additional surcharge of 0.325 percent would be added to the employer tax rates. It’s important to note that the speed bumps rarely take effect – business, labor and lawmakers from both parties agree that changes of that magnitude would be catastrophic. But, because it’s written into law, all parties know they better get serious about negotiations before that date. But even July 3 is a flexible deadline. Lawmakers need only erase the date and write in a new one. It’s what they did in the fall veto session to push it back from

January to July. The deadline that’s going to be more important for forcing action on this matter is a federal one – Nov. 10. T h a t p e r t a i n s t o t h e Fe d e r a l Unemployment Tax Act, or FUTA, and what is called the FUTA credit. Federal law requires an employer to pay the FUTA tax on an employee’s first $7,000 of wages at a rate of 6 percent. But it also offers businesses a 5.4 percent tax credit, putting the effective rate at 0.6 percent. If a state has a negative balance in the trust fund on Jan. 1 for two consecutive years – as Illinois does – it has until Nov. 10 of the second year to retire that deficit, or the federal government will start clawing back 0.3 percent of the FUTA tax credit from employers each year until the deficit is gone. So that means the effective FUTA tax rate would increase from 0.6 percent to 0.9 percent and on and on each year until it hits the full 6 percent or the debt is gone. That’s an increase of $21 in federal taxes per employee per each 0.3 percent rate hike, the first of which would apply in tax year 2022. Further reductions could take effect if the debt is outstanding for three years and again at five years. And that leads back to the “agreed bill” negotiations between business and labor. Benefit cuts, tax hikes and private bonds are all reportedly on the table as lawmakers look to act before the FUTA changes take effect. Another reason to act is that interest is accruing at a rate of 1.59 percent, and the $41 million owed by Illinois as interest currently could reach $80 million by November. In 2011, following the Great Recession, Illinois went to the private bond market, swapping its federal interest rates for a lower rate from private investors. It

dedicated a portion of the revenues from increased premiums to pay down that debt, and it took less than the 10-year life on the bonds to retire them. Business and labor sources I’ve spoken to previously on this issue declined to speak publicly on it this week because they don’t want to get in the way of the closed-door negotiations. I suppose that’s a good sign, even if the talks have had their share of rough patches in recent days. It’s also a good sign that some of the state’s major employer trade groups called the measure a “positive step.” “Today’s vote will inject $2.7 billion from the American Rescue Plan (ARPA) into the Illinois Unemployment Insurance Trust Fund,” a group of business organizations said in a statement. “Illinois employers appreciate the governor and members of the General Assembly for taking this positive step in addressing the massive $4.5 billion in outstanding debt. We’re hopeful that negotiations will continue to resolve the remaining balance of this unprecedented deficit.” Labor, however, declined to issue a statement on the matter. In a Wednesday news conference, Hoffman said he was hopeful the “agreed bill” process would conclude in the next three weeks. But lawmakers are deadline driven, so I suppose it’s possible they’ll be back in town this summer as they lumber toward the July speed bumps. Making and using compost in the spring BY GRANT MCCARTY CONTRIBUTOR

One of the best practices that we recommend to do in the spring as you establish or “awaken” your vegetable gardens is to apply compost. When applied as the soil is warming up, compost can lead to a burst of microorganisms activity in your soil, which though you cannot see, can lead to your plants receiving the vital nutrients they need at the start and throughout your garden season. Compost is a product that comes from decomposition of di�erent organic products. Sometimes this involves human intervention but the composting process is actively happening around

your property and in garden beds without you interfering. When you purchase a bag of compost, typically it has very low nutrients and a neutral pH. However, the benefits are there to address chemical, biological, and physical properties of your soil. There are many di�erent types of compost for purchase at home and garden centers. Most of these have similar ingredients but if you’ve used say mushroom compost in 2021, try a di�erent type in 2022 to change up your routine. The spring is a good time to consider making your own compost. Though you will not have enough time to create it and use this season most likely, you will have a location to add waste from your growing

activities and scrapes from your kitchen. Most composts start o� as a mixture of brown and green. Ingredients that are brown include leaves, straw, paper, and pine needles. Green ingredients include food scraps, co�ee grounds, grass clippings, and other “fresh” plant material. As you look at this list of materials, you may have enough brown material that has overwintered in your growing area and now you are waiting on green material. I have this myself where I have piles of leaves but am waiting for enough green material to make my compost pile. A good compost pile depends on the right mixture of brown to green materials. Realistically, compost is made

with a 30:1 of Brown:Green meaning that you have much more brown ingredients than green. Sometimes the reason that compost does not work has to do with the products you are using. Too much green may mean that the compost stays stagnant and does not break down. For instance, grass clippings are a great green ingredient but too much can lead to blocking air flow which can reduce the ability for microorganisms to properly breakdown the materials. As we entered 2022, covid was becoming less dangerous than earlier versions of the disease. Government policies enacted to control it left in its wake the destruction of many small businesses, increased concentration of big business and wealth, and trillions of dollars of government debt. Energy production declined as low cost fossil fuel deposits were depleted and investments in new oil fields slowed leaving oil prices to spike as demand for energy increased exceeding existing supplies. It left us with increased costs for vehicle fuels, natural gas for heat and higher electric bills. A key concern is that the price hikes reflect a long term trend, lower standards of living and the decline of the global economy. Rising energy prices have historically depressed the economy as more money goes into supplying the energy needed to keep the economy functioning. As rising energy costs work their way through the economy prices of goods and services rise proportionately. The economy is faced with rising rates of inflation and a fall in the value of the dollar. If energy supplies are no longer able to power the economy which was built on substantial supplies of cheap fossil fuels, a reasonable response is to use less energy. Another response is to

restructure the economy toward a more local and energy e�cient one. A massive upgrade in energy e�ciency across the economy could reduce energy demand, stimulate employment and reduce the rate of climate change while decreasing the pollution associated with energy consumption. A more energy e�cient local economy is also an investment in energy and food security. As fossil fuel supplies dwindled and global climate change accelerated a vision of transitioning to clean renewable energy sources was embraced as a means to displace fossil fuels in powering the economy. The lower energy density of renewables and their intermittent availability in contrast to fossil fuels requires additional energy for backup supplies. Roughly 20 states including Illinois have declared their intentions to transition out of fossil fuels no later than 2050 in response to the threat of climate change. Progress toward this goal was making headway but not at a rate seen as reversing the dangers associated with climate change. This brief overview of US and global e�orts to transition to cleaner energy sources described the existing energy situation prior to Russia’s military action in Ukraine. In response to Russia’s actions the global energy picture has changed dramatically, particularly in Europe. Europe secures about a third of its oil

and 40% of its natural gas from Russia. Continuing to rely on fossil fuels accelerates carbon emissions and climate change. In order to reduce the damages a transition to cleaner energy resources is essential. Germany is Russia’s biggest customer purchasing around half of their natural gas and oil and a third of their coal from them. The country would face extreme economic damage if it immediate stopped accepting fuel from Russia. Germany did reject opening the pipeline from Russia running under the Baltic Sea which would have provided additional natural gas. The European Union has declared its intent to slash Russian natural gas imports by 2/3 by next heating season and eliminate their use by 2027. But natural gas is also the source of nitrogen fertilizer. Without it would food supplies and prices would be impacted. By cutting oil imports a shortage of diesel fuel has hit Europe, impacting global supplies essential in farming, construction and transportation. A nother response is from the International Energy Agency calling for limiting the use of private cars on Sunday, reducing speed limits, working from home, reducing business air travel, encouraging carpooling and cutting mass transit fees to reduce fossil fuel consumption. As energy prices rise, fossil fuel

interests could seek to capitalize on the economic opportunities by increasing their supplies which would delay the transition to cleaner energy sources. The war has stimulated increased military spending which also slows transitioning to cleaner energy sources. A number of European countries have indicated they will increase funding both for renewable energy sources and military budgets. With climate change as a global problem increased military spending tends to undermine the necessary global cooperation essential to dealing with climate change. The transition to cleaner energ y sources is poised to accelerate in Europe given the new energy situation. But a substantial amount of renewable energy manufacturing capacity exists in China and many of the essential rare earth compounds are secured from Russia and China suggesting the renewable transition will be slower than anticipated. The limited supply of rare earth materials could slow the global transition to cleaner energy sources. But the rise in the cost of fossil fuels will increase the price of renewable energy technologies as their production, installation and maintenance involves the use of fossil fuels. We are facing many uncertainties some of which can be addressed with appropriate individual and local actions.
