Illinois Senate Democrats introduce mostly temporary $1.8 billion tax relief proposal Includes direct checks to Illinoisans, expands on Pritzker proposal by $800 million By Jerry Nowicki

SPRINGFIELD – Democrats in the Illinois Senate on Friday announced a $1.8 billion package of mostly temporary tax relief proposals that they hope to include in the Fiscal Year 2023 budget as the legislative session enters its final week. The package is $800 million beyond the tax relief package proposed by Gov. JB Pritzker in his budget in February, although it includes many of the same tax reductions backed by the governor. The measures are contained in eight amendments to Senate Bill 1150. The measures include direct checks to Illinoisans, a 10-day stay on taxes on schools supplies and qualifying clothing, and a six-month stay on the grocery tax and a motor fuel tax increase, among others. Lawmakers are scheduled to adjourn on April 8, with the budget being the main proposal that still needs to be wrapped up. It needs approval from both chambers of the General Assembly and the governor. Pritzker’s office said it will review the plan, while Republicans called it an election-year gimmick. Sen. Elgie Sims, D-Chicago, one of the lead budgeteers in the Senate, said the tax relief was made possible by unspecified “additional revenues” made available in the budget. “As we were going through the budgeting process, additional revenues had been made available,” he said. “And we we’ve looked at those revenues. We looked at
the governor’s budget that was proposed in February, there was a billion dollars in tax relief that was planned there. So the tax relief that was planned, we’ve built on that, based on the new revenues which are available.” Sims said only that the revenues were “identified from all sources” based on “a rebounding economy.” Last month the Department of Revenue testified in committee that Illinois took in $4.6 billion more than expected in the current fiscal year that ends June 30, due largely to pandemic-related changes in consumer spending, although Pritzker included that revenue spike in his February budget plan. IDOR also warned that the ongoing war in Ukraine could have an impact on revenues for the remainder of the current fiscal year and next. And some of the current-year surplus was spent on $1.4 billion in debt reduction in a measure passed last week that also addressed debt in the Unemployment Insurance Trust Fund. The plan announced Friday would include one-time direct checks to Illinoisans. Those earning less than $250,000 in 2021 would receive a $100 check, while joint filers earning less than $500,000 would receive $200. Checks would include an extra $50 per dependent, up to three dependents. Lawmakers said the hope would be that the checks would be distributed by September, although they said the date was based on immediate taxpayer relief, not on the fact that an election is upcoming in November. Taxpayers would not need to take action to receive the checks. Anyone who is eligible based on their 2021 return would be sent a check.

Other programs include a six-month suspension on the state’s 1 percent grocery tax, as well as a six-month stay on the inflationary adjustment to the motor fuel tax. That equates to keeping the motor fuel tax at its current level rather than increasing it by 2-3 cents. Democrats are also proposing to increase the state Earned Income Tax Credit by a percentage point, raising it to 19 percent of the federal tax credit. The EITC is a credit available to low- and moderate-income households. It is a refundable credit, meaning those who qualify can receive a refund, even if the amount of the credit exceeds what they would otherwise owe in taxes. Another proposal would allow for a tax credit up to $300 for homeowners who earn less than $250,000 individually or $500,000 jointly. The credit would be 5 percent of property tax paid, up to $300. Another measure gets rid of the sales tax on school supplies from Aug. 5 to Aug. 14 this year. The tax moratorium would also apply to qualifying clothing and footwear items up to $125 per item. It would also give teachers a tax credit up to $250 for supplies purchased for their classrooms and a $500 credit for volunteer firefighters and EMS who held those positions for at least nine months in the tax year. The sponsors said those credits would be permanent. “We look forward to reviewing this proposal,” Pritzker’s spokesperson said in a statement. “Our conversations with members of the General Assembly in both chambers have been productive, and we will continue to focus on delivering fiscally responsible relief for working families.” Senate Minority Leader Dan McConchie, R-Hawthorn Woods, issued a statement criticizing the proposal’s temporary nature. “The Senate Democrats’ proposal appears to be just another election year stunt,” he said in a statement. “Under their plan, checks and relief will arrive right before the election and then will expire right after the election. World hurtling to climate danger zone, brakes half-pulled By Frank Jordans and Seth Borenstein Associated Press
BERLIN (AP) — Temperatures on Earth will shoot past a key danger point unless greenhouse gas emissions fall faster than countries have committed, the world’s top body of climate scientists said Monday, warning of the consequences of inaction but also noting hopeful signs of progress. U.N. Secretary-General Antonio Guterres said the report by the Intergovernmental Panel on Climate Change revealed “a litany of broken climate promises” by governments and corporations, accusing them of stoking global warming by clinging to harmful fossil fuels. “It is a file of shame, cataloguing the empty pledges that put us firmly on track towards an unlivable world,” he said. Governments agreed in the 2015 Paris accord to keep global warming well below 2 degrees Celsius (3.6 Fahrenheit) this century, ideally no more than 1.5 degrees Celsius (2.7 Fahrenheit). Yet temperatures have already increased by over 1.1C (2F) since pre-industrial times, resulting in measurable increases in disasters such flash floods, prolonged droughts, more intense hurricanes and longer-burning wildfires, putting human lives in danger and costing governments hundreds of billions of dollars to confront. “Projected global emissions from (national pledges) place limiting global warming to 1.5C beyond reach and make it harder after 2030 to limit warming to 2C,” the panel said. In other words, the report’s co-chair, James Skea of Imperial College London, told The Associated Press: “If we continue acting as we are now, we’re not even going to limit warming to 2 degrees, never mind 1.5 degrees.” Ongoing investments in fossil fuel infrastructure and clearing large swaths of forest for agriculture undermine the massive curbs in emissions needed to meet the Paris goal, the report found. “To keep the 1.5-degree limit agreed in Paris within reach, we need to cut global emissions by 45% this decade,” said Guterres, the U.N. chief. “But current climate pledges would mean a 14% increase in emissions.” In a summary negotiated with governments over the past two weeks, the panel concluded that returning warming to 1.5C by 2100 would require removing vast amounts of carbon dioxide — the main greenhouse gas — from the atmosphere. Many experts say this is unfeasible with current technologies, and even if it could be done it would be far costlier than preventing the emissions in the first place.
The report’s authors said they had “high confidence” that unless countries step up their efforts to cut greenhouse gas emissions, the planet will on average be 2.4C to 3.5C (4.3 to 6.3 F) warmer by the end of the century — a level experts say is sure to cause severe impacts for much of the world’s population. “We are on a pathway to global warming of more than double the 1.5-degree limit agreed in Paris,” said Guterres. “Some government and business leaders are saying one thing – but doing another.” “Simply put, they are lying,” he added. “And the results will be catastrophic.” Despite the tough words by Guterres and report co-chairs, the full report, numbering thousands of pages condensed into a summary by governments and scientists, doesn’t single out individual countries for blame. However, the figures show much of the carbon dioxide already in the atmosphere was released by rich countries that were the first to burn coal, oil and gas when the industrial revolution really got going in the 1850s. The U.N. panel said about 40% of emissions since then came from Europe and North America. Just over 12% can be attributed to East Asia, which includes China. The country took over the position as world’s top emitter from the United States in the mid-2000s. The report isn’t without some hope, however. Its authors highlight myriad ways in which the world can be brought back on track to 2C or even, with great effort, return to 1.5C after that threshold has been passed. This could require measures such as the removal of CO2 from the atmosphere with natural or artificial means, but also potentially risky technologies such as pumping aerosols into the sky to reflect sunlight. Among the solutions recommended are a rapid shift away from fossil fuels toward renewable energy such as solar and wind, the electrification of transport, more efficient use of resources and massive financial support for poor countries unable to pay for such measures without help. One move often described as “low-hanging fruit” by scientists is to plug methane leaks from mines, wells and landfills that release the potent but short-lived greenhouse gas into the atmosphere. A pact forged between the United States and China at last year’s U.N. climate conference in Glasgow aims to do just that. “You can see the first signs that the actions that people are taking are beginning to make a difference,” said Skea, the panel’s co-chair.
“The big message we’ve got (is that) human activities got us into this problem and human agency can actually get us out of it again,” he said. The panel’s reports have become increasingly blunt since the first one was published in 1990, and the latest may be the last before the planet passes 1.5C of warming, Skea told the AP. Last August, it said climate change caused by humans was “an established fact” and warned that some effects of global warming are already inevitable. In late February, the panel published a report that outlined how further temperature increases will multiply the risk of floods, storms, drought and heat waves worldwide. Still, the British government’s former chief science adviser David King, who wasn’t involved in writing the report, said there are optimistic assumptions about how much CO2 the world can afford to emit. The U.N. panel suggests there’s still a “carbon budget” of 500 billion metric tons (550 billion U.S. tons) that can be emitted before hitting the 1.5C threshold. “We don’t actually have a remaining carbon budget to burn,” said King, who now chairs the Climate Crisis Advisory Group. “It’s just the reverse. We’ve already done too much in the way of putting greenhouse gases up there,” he said, arguing that the IPCC’s calculation omits new risks and potentially self-reinforcing effects already happening in some places, such as the increased absorption of heat into the oceans from sea ice loss and the release of methane as permafrost melts, he said. Such warnings were echoed by U.N. chief Guterres, citing scientists’ warnings that the planet is moving “perilously close to tipping points that could lead to cascading and irreversible climate impacts.” “But high-emitting governments and corporations are not just turning a blind eye; they are adding fuel to the flames,” he said, calling for an end to further coal, oil and gas extraction that the report said might have to be abandoned anyway, resulting in losses of trillions of dollars. “Investing in new fossil fuels infrastructure is moral and economic madness,” said Guterres. Vulnerable nations said the report showed big polluters have to step up their efforts. “We are looking to the G-20, to the world’s biggest emitters, to set ambitious targets ahead of COP27, and to reach those targets – by investing in renewables, cutting out coal and fossil fuel subsidies,” said Tina Stege, climate envoy for the Marshall Islands. “It’s long past time to deliver on promises made.”

Russia faces global outrage over bodies in Ukraine’s streets By Oleksandr Stashevskyi and Nebi Qena Associated Press
BUCHA, Ukraine (AP) — Moscow faced global revulsion and accusations of war crimes Monday after the Russian pullout from the outskirts of Kyiv revealed streets strewn with corpses of what appeared to be civilians, some of whom had seemingly been killed at close range. The grisly images of battered bodies out in the open or in hastily dug graves led to calls for tougher sanctions against the Kremlin, namely a cutoff of fuel imports from Russia. Germany reacted by expelling 40 Russian diplomats, and Lithuania threw out its Russian ambassador. U k r a i n i a n P r e sident Volo d y my r Zelenskyy left the capital, Kyiv, for his first reported trip since the war began nearly six weeks ago to see for himself what he called the “genocide” and “war crimes” in the town of Bucha, the site of some of the horrors. “Dead people have been found in barrels, basements, strangled, tortured,” said Zelenskyy, who again called on Russia to move quickly to negotiate an end to the war. European leaders and the United Nations human rights chief condemned the bloodshed, some of them also branding it genocide, and U.S. President Joe Biden said Russian President Vladimir Putin should face a war crimes trial. “This guy is brutal, and what’s happening in Bucha is outrageous,” said Biden, who also promised to increase sanctions against Moscow. Russian Foreign Minister Sergey Lavrov dismissed the scenes outside Kyiv as a “stage-managed anti-Russian provocation.” Kremlin spokesperson Dmitry Peskov said the images contained “signs of video forgery and various fakes.” Russia similarly rejected previous allegations of atrocities as fabrications on Ukraine’s part. Ukrainian officials said the bodies of 410 civilians were found in towns around Kyiv that were recaptured from Russian forces in recent days. In Bucha, northwest of the capital, Associated Press journalists saw 21 bodies, including a group of nine in civilian clothes who appeared to have been shot at close range. At least two had their hands tied behind their backs. A bag of groceries was spilled by one of the dead. The full extent of the bloodshed in the Kyiv area has yet to emerge. By all accounts, the horrors in the shattered southern port city of Mariupol are likely
to be far worse. “This is a war of murders, a lot of blood. A lot of civilians are dying,” said Natalia Svitlova, a refugee from Dnipro in eastern Ukraine who fled to Poland. “I don’t understand why this is possible in the 21st century and why no one can stop it.” Moscow continued to press its offensive in eastern Ukraine, where little news has made it to the outside world since the war began Feb. 24. Russia, in withdrawing from the capital area in recent days after being thwarted in its bid to capture Kyiv, has said its main focus now is gaining control the Donbas, the largely Russian-speaking industrial region in the country’s east that includes Mariupol. About two-thirds of the Russian troops around Kyiv have now left and are either in Belarus or on their way there, probably getting more supplies and reinforcements, said a senior U.S. defense official who spoke on condition of anonymity to discuss an intelligence assessment. Russian forces also appear to be repositioning artillery and troops to try to take the city of Izyum, which lies on a key route to the Donbas, the official said. European allies, though united in outrage over the aftermath outside Kyiv, appeared split on how to respond. Poland, which is on Ukraine’s border and has taken in large numbers of refugees, angrily singled out France and Germany for not taking tougher action and urged Europe to quickly wean itself off Russian energy. But Germany said it would stick with a more gradual approach of phasing out coal and oil imports over the next several months. Western and Ukrainian leaders have accused Russia of war crimes before, and the International Criminal Court’s prosecutor has already opened an investigation. But the latest reports ratcheted up the condemnation. European Union foreign policy chief Josep Borrell said “the Russian authorities are responsible for these atrocities, committed while they had effective control of the area.” French President Emmanuel Macron said there is “clear evidence of war crimes” in Bucha that demand new punitive measures. “I’m in favor of a new round of sanctions and in particular on coal and gasoline. We need to act,” he said on France-Inter radio. But Poland’s prime minister, who described Russia under Putin as a “totalitarian-fascist state,” called for actions “that will finally break Putin’s war machine.”

In announcing Germany’s expulsion of Russian diplomats, Foreign Minister Annalena Baerbock said the images from Bucha reveal the “unbelievable brutality of the Russian leadership and those who follow its propaganda.” “We must fear similar images from many other places occupied by Russian troops in Ukraine,” she added. The U.S. and its allies have sought to punish Russia for the invasion by imposing sweeping sanctions but fear further harm to the global economy, which is still recovering from the pandemic. Europe is in a particular bind, since it gets 40% of its gas and 25% of its oil from Russia. Putin’s Feb. 24 invasion has left thousands of people dead and forced more than 4 million Ukrainians to flee their country. “The horrors that we’ve seen in Bucha
are just the tip of the iceberg of all the crimes that have been committed by the Russian army on the territory of Ukraine so far,” Ukrainian Foreign Minister Dmytro Kuleba said. “And I can tell you without exaggeration but with great sorrow that the situation in Mariupol is much worse compared to what we’ve seen in Bucha and other cities, towns, and villages nearby Kyiv.” Putin has said the invasion is aimed at eliminating a security threat on Russia’s doorstep and has demanded that Ukraine drop its bid to join NATO. Ukraine insists it never posed any threat but has offered to declare itself neutral. Britain’s Defense Ministry said Russia continues to flood soldiers and mercenaries into the Donbas. It said Russian troops are still trying to take Mariupol, which has seen weeks of heavy fighting and some of the worst suffering of the war.

Rock Valley College opens Advanced Technology Center in Belvidere BY CHARLES HERBST CONTRIBUTOR
Rock Valley College has officially opened their Advanced Technology Center at 1400 Big Thunder Boulevard in Belvidere. This is located along Bypass 20 on the northwest side of Belvidere at the site of the former Shopko Store. Rock Valley College President Dr. Howard Spearman cut a ceremonial ribbon to celebrate the opening of the center on Wednesday, March 30. Stating that he was excited to be in Boone County, Dr. Spearman and several of his colleagues stressed their gratitude to the community, and how they regarded local School District 100 as a partner and a collaborator in this venture. The process of selecting the site of the Advanced Technology Center was not without controversy. Several well-connected individuals and organizations in Winnebago County believed that the center should be located in Rockford,
despite Rock Valley College’s six other facilities in that community. District 100 submitted a proposal to use the former Shopko site, and acted as both a facilitator for acquiring the property and as a project manager for its construction. Rock Valley College’s Board of Trustees unanimously accepted the school district’s o�er. The project stated within its $15 million budget. A community college serves many di�erent types of students rather than the more homogeneous typical undergraduate institution. The Belvidere facility is not aimed at those wanting to pursue a typical baccalaureate degree. The Advanced Technology Center, known as the ATC, will focus on quickly teaching industrial skills that are greatly in demand in the area. Initially, the focus is on welding, CNC machining, and mechatronics. Classes teaching English as a second language are also being o�ered. Truck driving and forklift operations will

be taught at the facility at a later date. Considerable e�ort is being expended to ensure the success of the student body. High school students in District 100 will be able to take welding courses at the ATC, and presumably, any other classes being o�ered there. The school district is o�ering scholarships to its alumni to pursue training at the center. The Rock Valley College Foundation has set up a special fund to assist students who run into hard times and need financial assistance to continue their vocational training. For Belvidere, the project eliminates a vacant, big-box storefront and features the work of a local Belvidere architect, who is also an alumnus of Rock Valley College. The remodeling project, designed by Paul Ollmann of Belvidere’s Ollmann Ernest Martin Architects & Engineers retains the basic exterior and entrance. Bright graphics identifying the college and its cylindrical logo cover the front of the building. Like its retail iteration, the building does not have exterior windows other than at its glassy entrance. An open plan with a high ceiling and bright LED lighting compensate for the lack of natural daylight. Upon entering the building, the visitor enters an ample lobby with artwork depicting the college and its programs. Flanking the lobby are several student lounges and a project display area. A curved wall on the right causes the space to flow into a large, central open area known as the “flex lab.” Brightly lit with a high ceiling, this square space forms the nucleus of the building. The floor plan shows that this space can be divided into six separate areas. It was spacious enough to simultaneously accommodate a ribbon cutting and a large industrial display. Earlier, the flex lab held Governor Pritzker’s press conference on electric vehicles, which displayed a Rivian truck and other Illinois-manufactured vehicles made by Ford and Stellantis. On the north side of the flex lab, sitting behind the lobby, are five general-purpose classrooms. Behind the bank of classrooms is a space for future programs. To the east of the flex lab, there are two computer labs, suitable for classroom instruction and storage areas. South of the flex lab is a welding lab with new equipment suitable for teaching students the trade of a welder. Immediately adjacent to the welding lab is a large CNC lab holding the latest gear to train workers how to machine
metal parts using computerized control processes. Both of these labs appear to be focused on teaching custom design and manufacturing processes rather than training for assembly-line production. To the west of the flex lab are o�ces and areas geared for conference and collaboration. Most of the flex lab’s perimeter is surrounded by glass, giving the entire building a sense of openness and spaciousness. While it is impossible to predict the future with precision, as technology changes, the building appears to be designed with reasonably flexibility in an attempt to be future proof. With a location that is convenient to both Boone County and Rockford, the center should help Belvidere distinguish itself as a center for industrial training. With a fair amount of industrial research in the area, the Advanced Technology Center can help make Belvidere a bigger partner in the higher end of that business.

Deciding on your composting methods BY GRANT MCCARTY CONTRIBUTOR
Last week, I wrote about the ‘ins and outs’ of composting and how you might get started in composting this spring. As a reminder, much of making your own compost is based on the ingredients you have available. Right now, you have enough brown material (leaves, straw, paper, pine needles) but you are missing green material (grass clippings, kitchen scraps, other “fresh” green ingredients). As you do not have the ingredients you need just yet, this is a good time to decide on your compost method that will help you determine your bins/structure. In making compost, you have two directions: cold-passive or hot-active. In
a cold-passive compost, you are layering your compost as you commonly would but you are not turning it often. In fact, you might be turning it 1-2x a year. You are really letting the microbes do their job and your main role is adding new layers when you have the ingredients. In this management practice, you may have compost after 8-10 months but may take up to a year. The finished compost would be removed from the based of the pile if you were to do it this way. This cold-passive compost approach is like lasagna gardening where you are layering and creating compost in a raised bed before planting right into it. Vermicomposting is also a cold-passive approach too in which earth worms are
breaking down products. I have had a vermicompost bin for 4 years now and I harvest compost once a year. A hot-active compost approach is the opposite. In this method, you start o� with the right mixture of ingredients and turn the compost in order to reach certain temperatures in which the microbes will be their most active and breakdown the products to make compost. You further are monitoring these temperatures to ensure that it is staying in the correct range (usually 130-170F). If done properly and with care, you may have compost in 6-8 weeks. When we think about making compost with bins and on a certain scale, the hot-active is the most common but it is
one that requires work and time. Air and water can be the culprit as to why your hot-active compost is not working. In thinking about these approaches, recognize you could do both. I have ingredients and space for a hot-active compost pile in my backyard and cold-passive vermicomposting bin indoors. The outdoor pile may provide compost for raised beds while the vermicompost is used for indoor plants and some initial seed starting. Next week, we’ll wrap up our compost series. The most widely available means to curb carbon emissions and environmental damages from energy use is to cut back using it. With the global economy built on abundant low cost energy supplies any dramatic changes in their use is resisted. While using less energy is essential, the speed at which it is implemented lags far behind its potential to reduce energy consumption. With the RussianUkrainian war and subsequent sanctions on energy supplies from Russia, energy conservation, if widely implemented, could stretch energ y supplies and dramatically reduce both energy needs and environmental destruction. The new economic, energy and environmental challenges now facing the world follow several years of progress in transitioning to cleaner energy sources. New data released by the U.S. Energy Information Ser vices indicate that renewable energy sources in 2021 constituted over 12% of the energy produced in this country. Similar quantities were consumed for electricity, transportation, heating and other uses. This followed roughly 5% increases which had occurred in each of the two prior years. Wind is the largest renewable energy source, trailed by biomass, biofuels, hydropower, solar and geothermal. Hydropower production dropped by 9%
due to the drought in the west. The growth in renewable energy sources occurred as domestic consumption of fossil fuels increased more than 2%. As we leaned in the early years of energy fairs, renewable energy in general appeals to the public. However siting installations often arouses opposition from those interests surrounding them. Early concerns involved a limited number of large scale wind projects being proposed or developed in the area. At the time large scale solar electric projects were too expensive to be economically feasible. A recent NBC News article by David Ingram presents the unwanted clash between solar advocates and conservationists. Solar advocates tend to support many of the massive solar projects being installed while conservationists and people living near them object to their presence, particularly in ecologically sensitive areas. The scale and omnipresence of such projects generate much of the resistance. A few years ago a couple who have both a wind generator and a PV system returned from a trip to Germany and expressed their dislike of the large scale wind and solar installations covering farmlands there. They fear that large scale installations would destroy the scenic aspects they value near their home. Resistance to large scale installations has turned developer interests to already
developed areas as desirable sites. Roofs of homes, businesses, educational facilities and government buildings were early and ongoing sites for installations. Additional opportunities for installations include parking lots, airports, landfill sites, warehouses, agricultural facilities, wastewater treatment plants, lands adjacent to interstate highways and agricultural water canals. Local installations provide benefits including increasing local energy security while providing income and reducing the cost of upgrading the electric grid. Falling battery costs create an opportunity to increase local energy storage. As improvements in solar energy continue to lower its costs and versatility, they o�er more options for directly incorporating them into buildings and services to meet their electrical demand. For example Giles Parkinson writes that SunDrive, an Australian firm, has set a new world record of 26.07% for a full area commercial-size solar cell. Canadian Solar has begun mass production of 420 solar panels with an e�ciency of 21.5%, especially suited for rooftop solar applications. Research at NREL is focused on extending the lifetime of solar modules. While the improvements are incremental they represent ongoing e�orts to improve solar cells which lowers their cost and accelerates their applications. Utility scale projects will to continue
to be built as they o�er cost savings due to their large size. However, local governments in five states have imposed moratoriums on large scale installations. Some areas are requiring that utility scale solar projects include a process for disposing of the panels after their useful life has ended. The solar industry reports that siting restrictions are a constraint on their growth. Supply chain disruptions following Covid shutdowns have intensified as a result of the sanctions placed on trade with Russia. Large scale solar developments occur in the Midwest as illustrated by SPI’s securing 465 acres of land in Will County for a 54 MW solar project. In Urbana, a former 40 acre landfill hosts a community solar farm providing power to a municipal building and roughly 300 homes. Many available closed landfills could host solar projects. According to a report by the Energy Department there are eight times as many acres of disturbed lands and rooftops available to host solar systems as are needed to decarbonize our economy. But intermittency and siting transmission lines remain as challenges. With the global turmoil related to energy supplies and their distribution a focus on increasing local energy along with local food supplies helps to provide some energy security to individuals and communities.

The System Developmental Charge shall be paid at the time of Water District approval of new water service construction permit applications (IEPA, if applicable) or new water service application (NPPWD). 4. Water Stub Fee (if applicable) Single family residential service (plus meter charge): $3,147 Up to 1” commercial service (plus meter charge): $3,775 Over 1” commercial service (minimum$3,775): Time and Materials** The “Connection Fees” do not include surface restoration costs to utility easements or right-of-way areas. These additional costs, if any, will be the responsibility of the subscriber. “Connection Fees” include a water service line installed to the nearest private property line and does not include the cost of the meter. “Connection Fees” include materials and labor for a maximum service distance of 75 feet. Any service footage greater than the maximum will be subject to time and material charges**. Time and material charges** will also apply for all service installations when the frost depth is greater than 12 inches. 5. Water Meter Charge For all meters (both residential and commercial, size determined by Water District), the cost of the meter will be based upon the actual cost of the meter or materials and installation labor plus 10%**. The Meter Charges shall be payable upon issuance of the required New Water Service Permit. 6. Recapture Fee (if applicable) Recapture fee will be dictated by the conditions of an intergovernmental agreement whereby a water stub had been installed and paid for by another government entity. B. WATER MAIN INSPECTION FEES For all new construction projects, developers shall be responsible to reimburse the District for inspection services during the construction of the water system being installed by themselves or their contractor. In addition, this fee shall also be applicable when contractors are working near the District’s water system and its appurtenances so as to require close inspection of the construction process in order to protect the District’s facilities. The inspection fee will be based upon actual time spent on the project multiplied by the published labor rates (regular time and overtime). The inspection fee will be payable upon completion of the project and prior to an IEPA Water Operating Permit being issued. C. ENGINEERING REVIEW FEE No construction work of any kind shall be performed on any proposed water main or other Water District improvement without an IEPA construction permit and the expressed permission of the District. The design shall be in accordance with the North Park Public Water District Standard
Specifications, the Ten State Standards and the latest edition of the Standard Specification for Sewer and Water main Construction in Illinois. Such permit shall be based on engineering drawings submitted for review by the District Engineer and as approved by the Water District Board. In order to provide for necessary engineering services, field inspections during construction and administrative expense, applicant submitting preliminary and/or final development plans shall pay to the Water District a fee for the review of the plans by the District Engineer, an amount applicable under the following schedule: 1. An amount equal to $500.00 for all projects whose estimated construction costs is equal to $ 0 - $50,000. 2. When the total of the estimated costs of construction exceeds $50,000.00, then a sum equal to one percent of the total estimated costs of construction. Said estimate of the costs of water main construction shall be submitted to the District Engineer and shall be subject to his approval. If estimate of the total costs of construction as finally approved by the District Engineer exceeds the estimate originally or previously submitted, then the deficiency, if any, in the amount of the fee for the review of plans as based upon such approved estimates, shall be paid to the Water District prior to the issuance of the aforesaid IEPA construction permit. The above fee schedule is for the first review only. Subsequent reviews for noted deficiencies shall include an additional charge of $70.00 per hour, not to exceed $280.00 for each re-submittal. Two weeks should be allowed for first reviews and three working days for subsequent reviews. Computer modeling of water main sizing is available for the designer at an hourly rate. An estimate of project modeling fees will be provided upon request. D. OTHER CHARGES Labor Charges: Labor – (one hour minimum): $75.00 per hr. Equipment Charges: Backhoe Time (one hour minimum, plus labor charge): $100.00 per hr. Track Skid Steer (1 hour minimum): $45.00 per hr. Mini Excavator (1 hour minimum): $50.00 per hr. Utility/Pickup Truck Time (1 hour minimum): $20.00 per hr. Dump Truck Time (1 hour minimum): $25.00 per hr. Utility Trailer (1 hour minimum): $20.00 per hr.
