SPRINGFIELD – An Illinois House committee advanced a measure that would end the state’s subminimum wage for tipped workers amid bipartisan opposition this week, but the bill’s sponsor said she’d seek further compromise before presenting it for a vote.
Current Illinois law allows employers to pay their tipped workers 60 percent of the state’s minimum wage. That amounts to $8.40 hourly, compared to the minimum wage of $14 per hour. If their wages plus tips do not equal minimum wage, the employer must make up the di�erence. However, advocates say, employers don’t always do that.
House Bill 5345, sponsored by Rep. Elizabeth “Lisa” Hernandez, D-Cicero, would mandate that tipped workers are paid at least minimum wage, not including tips. She said the bill will eliminate “subminimum wage, not tips.”
Hernandez made her comments during a lengthy hearing Wednesday in a packed committee room filled with advocates on both sides of the issue. She ultimately promised to not bring the bill to a vote in the full House without first negotiating amendments on it, but she also noted one of those changes would better address inequity within the industry and add punitive measures against “bad actors.”
Proponents of the bill said that not all employers follow the law and dependency on tips perpetuates inequalities. A 2014 report from the Economic Policy Institute
think tank found at that time 66 percent of tipped workers were women and the poverty rate of tipped workers was almost double that of nontipped workers.
“Depending on tips to make a basic living wage is a system that exposes workers to poverty, to inequity and to harassment,” Rep. Will Guzzardi, D-Chicago, said at the committee hearing Wednesday.
While the bill is intended to increase wages for tipped workers and address inequities within the industry, much of the roughly two-hour debate in the committee hearing focused on how the proposal will impact businesses and employees.
At a Capitol news conference earlier Wednesday, a coalition of tipped workers and representatives of the state’s restaurant and retail trade associations shared concerns about the proposal. They claimed the change would drive up prices at restaurants specifically.
Illinois Restaurant Association President Sam Toia said increasing the cost of labor will lead to owners reducing sta� and increasing prices. Toia said many businesses are still recovering from the recession brought on by the COVID-19 pandemic.
“A business that used to be a business of nickels and dimes is now a business of pennies and nickels,” he said. “The proposal would only increase that stress on operators.”
Dominique Juarez, a server at Alexander’s Steakhouse in Peoria, said at the news conference she opposes the elimination of tip credit and that the bill “corners us into a no-win situation.”
She said that eliminating tip credit could
lead to higher menu prices, which would in turn impact her relationship with regular customers, which she described as “the heart of what dining is all about.”
Currently, seven states – Alaska, California, Minnesota, Montana, Nevada, Oregon and Washington, along with Washington D.C. – have laws in place to guarantee tipped workers make minimum wage.
Chicago enacted similar legislation in October, which phases out the city’s tip credit over five years, culminating with tipped employees receiving minimum wage in 2028.
“Chicago’s passed this,” Rob Karr, president of the Illinois Retail Merchants Association, said Wednesday. “We should wait and see how it plays out over the next five years before rushing into a similar proposal statewide.”
While the measure passed on a 17-11 vote, one of the committee’s 19 Democrats, Rep. Jawaharial Williams of Chicago, voted against it. Rep. Marty Moylan, D-Des Plaines, was recorded as not voting. Democrats, who control the General Assembly, subbed out seven members on the Labor and Commerce Committee before the vote.
Other Democrats spoke out against the measure at the Wednesday news conference.
That included Rep. Curtis Tarver, D-Chicago, who said the idea that tipped employees don’t make minimum wage is false, and warned the proposal would have adverse e�ects.
“This is more legislation chasing a solution to a problem that does not exist,” he said. “Eliminating tip credit is going to hurt the very people that this legislation purports to help.”

Tarver also said that while there may be some “bad actors” who aren’t paying their employees minimum wage, the current law should be enforced rather than eliminating the tip credit.
The One Fair Wage advocacy group, which has for years been pushing for an end to the tipped wage, celebrated the committee vote as a “historic step towards justice.”
“A direct legacy of slavery, the subminimum wage for decades has been used as a tool to force service industry workers, particularly women and people of color, to live in poverty,” Saru Jayaraman, president of One Fair Wage, said in a news release.”

In the last month, I have received a number of inquires about peach trees, asking if they can be grown and advice on getting them started. The short answer is yes, you can grow peach trees in the Rockford area. However, the trees can be a bit troublesome.
The reason that we do not see commercial peach farms in Northern Illinois has to do with the winter temperatures and the peach bud threshold. Peach fruit buds, which develop the previous summer, can be killed in winters when air temperatures reach below -8 F for at
least 3 consecutive days. As every growing area can be di�erent, your area may be colder/warmer. Because of this, they are not reliable in yearly yields. This should not keep you from planting them in the backyard or a small area but this is why we don’t commonly see them at commercial orchards. Apples are consistent in yields most years and are able to withstand the cold winters.
Peaches are a stone fruit like apricots, cherries, plumes, and nectarines. Like tart cherries, peaches are self-fertile. This is a great thing because it means that you can plant a single peach tree and get peaches. Apples need more than
one variety, flowering at the same time, in order to have apples develop. So if you have space for only one fruit tree, a peach tree could be a good choice. There is some guidance that an additional peach tree can increase your fruit yield but know that you can get away with one peach tree.
As with any fruit or vegetable, peaches can have disease and insect problems. The peachtree borer can target the bark of your peach trees while peach scab and leaf curl are the two primary diseases that we commonly see. While apples will have varieties with disease resistance, we do not see peach varieties with disease resistance. Conducting research into these
In 2014 Michael Huesemann, a chemical engineer who conducted experimental and theoretical research in environmental biotechnology for over 25 years, spoke on the topic of Why Technology Can’t Save Us. He and his scientist wife wrote a book on the topic explaining their reasoning.
Early in his career, Huesemann was optimistic that technology was one of the best ways to save the environment and create a sustainable future. Through his research, he realized that technology was either unable to solve environmental problems or only in a very limited way.
Science looks at isolated cause and e�ect relationships one parameter at a time. It can create knowledge leading to new technologies with some beneficial impacts. But it cannot predict all of the unintended consequences of the application of the new technologies.
Huesemann indicates that our use of technology has created the problems we face including climate change, overpopulation, pollution, species extinction and many others. In response, society has set out to create technological fi xes to solve the problems created by the use of technologies.
A justification for technological inno-
vation is that it increases human happiness but surveys indicate that has not happened. Historically, a major source of happiness came from social interactions with friends, families and community. Yet an increase in personal screen time has decreased social interactions.
Huesemann stressed the importance of recognizing that every technology has serious limitations and always has unintended and unpredictable consequences.
In last week’s article we mentioned the writings of Kris de Decker, author of low tech solutions to energy and environmental problems, which he sees as one way to meet human needs in a less environmentally damaging approach in contrast to those inherent in complex, high tech solutions.
One new complex high technology solution being promoted to solve climate change and ecological damage is Artificial Intelligence. It involves building machines that can understand, think and learn as humans do to solve problems.
An initial criticism of AI included a call for a short pause in its rapidly increasing implementation in order to better understand its implications for society and how the new industry could be regulated.
Nate Hagens in a Frankly presentation addressed the topic of AI vs Real Ecology. He challenged the assumption that AI is the
answer to all our energy and ecological problems. He fears its use will accelerate ecological destruction rather than restore ecological stability.
Hagens cited a technological billionaire’s call for a 5000-fold increase in global energy use to support a larger global population and increased consumption. If the energy goal is achieved it would result in a 40°F increase in the temperature of the earth, equivalent to the temperature of the human body.
Hagens states that advocates of economic growth fail to understand principles of physics and are blind to energy and ecological consequences of economic growth. The planet is already deteriorating from existing economic expansion such as a 70% loss of animals, fish, birds and insects. Today one in seven couples is unable to reproduce. The Amazon jungle which formerly captured massive amounts of carbon dioxide is now a source of carbon releases.
During The Paris Accord of 2015 nations agreed to cutting carbon emissions but have failed to implement them. Instead, global increases in energy consumption and carbon emissions have increased average global temperatures.

In an article in The Irish Times, Hannah Daly maintains that global electrical consumption by data centers consumed about one per cent of the world’s electricity. With the dramatic increase in data centers in Ireland they now consume 18% of the country’s electrical production, equal to that of all urban homes in the country. While partially powered from renewable energy sources, their electrical consumption is expected to prevent Ireland from reaching its carbon reduction goals.
Society has little input on the decisions made in the name of economic growth which have major impacts on planetary and human health. The call for a pause in the accelerating rate of installation of artificial intelligence capacity appears inadequate. In 2021 Darrell M. West wrote “It is time to restore the US O�ce of Technology” which would provide Congress with research on new technologies and. recommendations for dealing with digital problems.
JERUSALEM (AP) — Israel’s military announced Sunday it had withdrawn its forces from the southern Gaza city of Khan Younis, wrapping up a key phase in its ground offensive against the Hamas militant group and bringing its troop presence in the territory to one of the lowest levels since the six-month war began.
But defense officials said troops were merely regrouping as the army prepares to move into Hamas’ last stronghold, Rafah. “The war in Gaza continues, and we are far from stopping,” said the military chief, Lt. Gen. Herzi Halevi.
Local broadcaster Channel 13 TV reported that Israel was preparing to begin evacuating Rafah within one week and the process could take several months.
Still, the withdrawal was a milestone as Israel and Hamas marked six months of fighting. Military officials, speaking on condition of anonymity under army policy, said a “significant force” remained in Gaza to continue targeted operations including in Khan Younis, hometown of the Hamas leader, Yehya Sinwar.
AP video in Khan Younis showed some people returning to a landscape marked by shattered multistory buildings and climbing over debris. Cars were overturned and charred. Southern Gaza’s main hospital, Nasser, was in shambles.
“It’s all just rubble,” a dejected Ahmad Abu al-Rish said. “Animals can’t live here, so how is a human supposed to?”
Israel for weeks has vowed a ground offensive in nearby Rafah. But the city shelters some 1.4 million people — more than half of Gaza’s population. The prospect of an offensive has raised global alarm, including from Israel’s top ally, the U.S., which has demanded to see a credible plan to protect civilians. Allowing people to return to nearby Khan Younis could relieve some pressure on Rafah.
White House national security spokesman John Kirby repeated on Sunday the U.S. opposition to a Rafah offensive and told ABC the U.S. believes that the partial Israeli withdrawal “is really just about rest and refit for these troops that have been on the ground for four months and not necessarily, that we can tell, indicative of some coming new operation for
these troops.”
Israel’s military quietly drew down troops in devastated northern Gaza earlier in the war. But it has continued to carry out airstrikes and raids in areas where it says Hamas has resurfaced, including Gaza’s largest hospital, Shifa, leaving what the head of the World Health Organization called “an empty shell.”
The six-month mark has been met with growing frustration in Israel, where anti-government protests have swelled and anger is mounting over what some see as government inaction to help free about 130 remaining hostages, about a quarter of whom Israel says are dead. Hamas-led militants took about 250 captives when they crossed from Gaza into Israel on Oct. 7 and killed 1,200 people, mostly civilians.
Several thousand protesters called for a “hostage deal now” at a rally outside the Knesset in Jerusalem, organized by hostages’ families. In southern Israel, weeping relatives gathered at the site of a music festival where more than 300 people were killed on Oct. 7.
“It’s an impossible reality for us, it’s an impossible reality for the Gazans and the people of this country. We just want to live,” said one protester, Talia Ezrahi.
“I would agree to anything to return the hostages and stop the mass killings in Gaza,” said another protester, Michal Fruchtman.
Negotiations in pursuit of a cease-fire in exchange for the hostages’ release were expected to resume in Cairo on Sunday. An Israeli delegation led by the head of the Mossad intelligence agency was going to Cairo, according to an Israeli official who spoke on condition of anonymity because they were not authorized to discuss the matter with the media.

“This doesn’t seem a war against terror. This doesn’t seem anymore a war about defending Israel. This really, at this point, seems it’s a war against humanity itself,” chef José Andrés told ABC, days after an Israeli airstrike killed seven of his World Central Kitchen colleagues in Gaza. Aid deliveries on a crucial new sea route to the territory were suspended.
“Humanity has been all but abandoned” in Gaza, the International Federation of Red Cross and Red Crescent Societies said in a statement.

“It’s a slow-motion massacre of people to subject them to the kind of deprivation of food and water that they have been subjected to for the last six months,” Doctors Without Borders USA executive director Avril Benoit told CBS.
Mothers who have given birth in Gaza since the war began are especially vulnerable.
The Health Ministry in Gaza said the bodies of 38 people killed in Israel’s bombardment had been brought to the territory’s remaining functional hospitals in the past 24 hours. It said 33,175 have been killed since the war began. It doesn’t differentiate between civilians and combatants but says two-thirds of the dead are children and women.
Israel’s military continued to suffer losses, including in Khan Younis, where the military said four soldiers were killed. Over 600 Israeli soldiers have been killed since Oct. 7, according to Israel’s government.
Concerns about a wider regional conflict continued as a top Iranian military adviser warned Israel that none of its embassies were safe following last week’s strike in Damascus — blamed on Israel — that killed two elite Iranian generals and flattened an Iranian consular building. Israel has not directly acknowledged its involvement.
“None of the embassies of the (Israeli) regime are safe anymore,” Gen. Rahim Safavi, a military adviser to Iran’s supreme leader Ayatollah Ali Khamenei, was quoted as saying by the semi-official Tasnim agency.

KYIV, Ukraine (AP) — Russia and Ukraine are trading fresh accusations over renewed threats to Europe’s largest nuclear plant that has been caught up in the war, with Moscow alleging Ukraine was behind drone attacks on the facility that were witnessed by U.N. inspectors and Kyiv accusing Russia of disinformation tactics.
Kremlin spokesman Dmitry Peskov on Monday called the drone attacks on the Zaporizhzhia Nuclear Power Plant in Russian-occupied southern Ukraine “a very dangerous provocation.”
“This is a very dangerous practice that has very bad, negative consequences in the future,” Peskov said during his daily conference call with reporters.
The U.N.’s atomic watchdog agency on Sunday confirmed drone strikes on one of the plant’s six reactors, which caused one casualty, but did not attribute responsibility to either side.
The Associated Press was unable to verify either side’s claims in the area of heavy fighting where independent journalists are not allowed to enter.
An o�cial at Energoatom, Ukraine’s atomic energy company, blamed Russia for the attacks, saying they were “a provocation” orchestrated to malign Ukraine.
The o�cial spoke to The Associated Press on condition of anonymity because he was not authorized to speak on the record.
The plant has repeatedly been caught in the crossfire since Russia launched its full-scale invasion of Ukraine in February 2022 and seized the facility shortly after. The International Atomic Energy Agency, a U.N. body, has frequently expressed alarm about the plant amid fears of a potential nuclear catastrophe.
The strikes did not compromise the nuclear facility, which the Kremlin’s forces have been occupying and running in southern Ukraine since shortly after the war began more than two years ago, the IAEA
said. The plant’s six reactors have been shut down for months, and IAEA inspectors are stationed at the site.
Propaganda and disinformation have been used as weapons by both sides during the conflict, and both sides have accused each other on other occasions of planning attacks on the plant.
Last July, Ukraine and Russia accused each other of planning to attack the Zaporizhzhia plant, though neither side provided evidence to support their claims.
Even with its reactors shut down, the plant still needs power and qualified sta� to operate crucial cooling systems and other safety features.
The IAEA team did not observe structural damage to the “systems, structures and components” important to the nuclear safety of the plant, it said. They reported superficial scorching to the top of a reactor dome.
The damage “has not compromised nuclear safety, but this is a serious incident
(with the) potential to undermine (the) integrity of the reactor’s containment system,” the IAEA said on X, formerly Twitter.
IAEA chief Rafael Mariano Grossi said the main reactor containment structures took at least three direct hits. “This cannot happen,” he said on X.
Zaporizhzhia is one of four regions that Russia illegally annexed in September 2022.
The Institute for the Study of War, a think tank based in Washington, said Russian authorities are seeking “to use Russia’s physical control over the (plant) to force international organizations, including the IAEA, to meet with Russian occupation o�cials to legitimize Russia’s occupation of the (plant) and by extension Russia’s occupation of sovereign Ukrainian land.”
