Rockford Women’s Suffrage Plaza wins “Public Art of the Year” Award: The Rockford Women’s Suffrage Plaza Steering Committee is pleased to announce that the Rockford Women’s Suffrage Plaza, a community-built work led by artist Susan Burton, recently won the “Public Art of the Year” Award from the Rockford Area Arts Council. The sculpture, located at 200 Y Blvd., was a project commemorating the 100th Anniversary of the approval of the 19th Amendment and the l965 approval of the Voting Rights Act. Over 200 volunteers participated in the creation of the central tower and the six surrounding benches. The base, tower and benches celebrate thirty-six Rockford area and national women of note. The completed plaza was dedicated on August 21, 2021. The Rockford Women’s Suffrage Plaza Steering Committee is a coalition of twelve women’s and civic groups who worked together to conceive, develop and complete the project between 2019 and 2021. The group continues to support the project with an endowment and educational materials.

Nursing home payment reform drives $700 million to improve staffing, quality of care Measure passed state Senate, House unanimously By Peter Hancock

SPRINGFIELD – A bill that would inject more than $700 million annually into Medicaid-funded nursing homes to increase staffing levels and improve quality of care unanimously cleared the Illinois House on Thursday, one day after clearing the Senate. It will head to Gov. JB Pritzker who praised its passage in a statement after the House vote. Illinois has long been home to some of the most understaffed nursing homes in the country, a problem that was magnified during the COVID-19 pandemic when long-term care facilities became major centers of transmission. The Illinois Department of Public Health estimates that nearly 8,000 nursing home residents and 100 staff members have died of the disease since the pandemic began. That’s roughly 24 percent of all the COVID-19-related deat hs re corde d i n Il l i nois as of Wednesday. Officials from the Department of Healthcare and Family Services, which administers Medicaid, have said much of that was due to understaffing and poor quality of care in Medicaid-funded facilities, especially in those that serve low-income residents and people of color, where residents are often housed together. “Imagine ourselves in the year or two prior to COVID, and if we had known it was coming, whether we would have considered resident safety, room crowding, and staffing to have been urgent issues,” HFS Deputy Director Andy Allison told a legislative committee in October. “We lost – this is hard for me – thousands in our nursing homes. I don’t think there’s anyone in the country who would not at that point have said, this is urgent. And I think the point is nothing has changed, except that now we know just how bad it can be.” Since around the time the pandemic first struck, HFS has been working on a new funding model that would reward nursing homes for increasing staff levels and provide additional money to
raise wages for certified nursing assistants, the people who provide the most day-to-day direct care to residents. That new system, known as a Patient Driven Payment Model, or PDPM, has been the subject of intense negotiations for the past two years between state agencies, senior citizen advocates and the nursing home industry. But House Majority Leader Greg Harris, D-Chicago, announced Wednesday morning that an agreement had finally been reached, and it passed the Senate unanimously later that evening. “It’s a big victory, and it will bring a lot more accountability to the longterm care industry,” Harris said during a Statehouse news conference. Most of the funding for the plan, an estimated $515 million, would come from an increased bed tax the state levies on nursing facilities to generate money that is then used to draw down additional federal Medicaid matching funds. Of that, $360 million would be used as incentive payments for nursing homes to increase their staffing levels up to or beyond certain target levels. Those targets are determined by what’s known as the Staff Time and Resource Intensity Verification, or STRIVE study of the federal Centers for Medicare and Medicaid Services. Those incentive payments begin when a facility reaches 75 percent of its STRIVE target and increase incrementally with each full percentage point increase that a facility attains, up to a maximum of $38.68 per patient day. Another $85 million would be used to subsidize annual wage hikes for CNAs based on their years of experience. Those would start with a $1.50 per-hour bump for those with one year of experience, increasing annually to a maximum of $6.50 per hour for those with at least six years of experience. Another $70 million would be used to reward facilities that demonstrate improvement on cer tain qua lit y measures. The bill also calls for spending another $202 million in combined state and federal funds to raise the base per-day reimbursement rate the state pays nursing homes by $7, bringing it to $92.25 per resident day, plus another $4 per day
for facilities serving an above-average percentage of Medicaid patients. Additionally, the bill requires nursing facility owners to report annually the names of all individuals and organizations with an ownership interest in the facility, a change prompted by the growing number of facilities owned by private equity funds, a trend that some studies have suggested is linked to lower quality care. One provision the nursing home industry negotiated into the bill is an 18-month phase-in period during which all facilities would be reimbursed as if they were at 85 percent of their STRIVE target. The new payment system is spelled out in a Senate amendment to House Bill 246. It passed out of the Senate on Wednesday, 58-0, and the House on Thursday 113-0. “For 45,000 vulnerable seniors in nursing homes across the state, the passage of HB 246 will mean improved care and accountability in the places they call home,” Pritzker said in a statement. “For the first time, increased funding for nursing homes will be tied to staffing levels at these facilities, ensuring new funds go directly to improving care for our seniors instead of profit for owners and allowing us to hold bad actors accountable. This legislation is the product of more than a year of hard work led by my Department of Healthcare and Family Services along with our partners in the General Assembly, stakeholders, and industry leaders. Once a retail giant, Kmart nears extinction after closure By David Porter Associated Press
AVENEL, N.J. (AP) — The familiar sights and sounds are still there: the scuffed and faded floor tiles, the relentless beige-onbeige color scheme, the toddlers’ clothes and refrigerators and pretty much everything in between. There’s even a canned recording that begins, “Attention, Kmart shoppers” — except it’s to remind folks about COVID-19 precautions, not to alert them to a flash sale over in ladies’ lingerie like days of old. Many of the shelves are bare, though, at the Kmart in Avenel, New Jersey, picked over by bargain hunters as the store prepares to close its doors for good April 16. Once it shutters, the number of Kmarts in the U.S. — once well over 2,000 — will be down to three in the continental U.S. and a handful of stores elsewhere, according to multiple reports, in a retail world now dominated by Walmart, Target and Amazon. The demise of the the store in the middle-class suburb, 15 miles (24 kilometers) south of New York City, is the tale of the death of the discount department store writ small. “You’re always thinking about it because stores are closing all over, but it’s still sad,” said cashier Michelle Yavorsky, who said she has worked at the Avenel store for 2 ½ years. “I’ll miss the place. A lot of people shopped here.” In its heyday, Kmart sold product lines endorsed by celebrities Martha Stewart and Jaclyn Smith, sponsored NASCAR auto races and was mentioned in movies including “Rain Man” and “Beetlejuice.” It was name-dropped in songs by artists from Eminem to the Beastie Boys to Hall & Oates; in 2003, Eminem bought a 29-room, suburban Detroit mansion once owned by former Kmart chairman Chuck Conaway. The chain cemented a place in American culture with its Blue Light Specials, a flashing blue orb affixed to a pole that would beckon shoppers to a flash sale in progress. Part of its success was due to its early adoption of layaway programs, which allowed customers who lacked credit to reserve items and pay for them in installments. For a time, Kmart had a little bit of everything: You could shop for your kids’ back-to-school supplies, get your car tuned up and grab a meal without leaving the premises. “Kmart was part of America,” said Michael Lisicky, a Baltimore-based author who has written several books on U.S. retail history. “Everybody went to Kmart, whether you liked it or not. They had everything. You had toys. You had sporting goods. You had candy. You had stationery.
It was something for everybody. This was almost as much of a social visit as it was a shopping visit. You could spend hours here. And these just dotted the American landscape over the years.” Kmart’s decline has been slow but steady, brought about by years of falling sales, changes in shopping habits and the looming shadow of Walmart, which coincidentally began its life within months of Kmart’s founding in 1962. Struggling to compete with Walmart’s low prices and Target’s trendier offerings, Kmart filed for Chapter 11 bankruptcy protection in early 2002 — becoming the largest U.S. retailer to take that step — and announced it would close more than 250 stores. A few years later, hedge fund executive Edward Lampert combined Sears and Kmart and pledged to return them to their former greatness, but the recession and the rising dominance of Amazon contributed in derailing those goals. Sears filed for Chapter 11 in 2018 and currently has a handful of stores left in the U.S. where it once had thousands. Kmarts continue to operate in Westwood, New Jersey; Bridgehampton, on New York’s Long Island, and Miami. It didn’t have to end this way, according to Mark Cohen, director of retail studies at Columbia University in New York and former CEO of Sears Canada. Trying to compete with Walmart on price was a foolish strategy, he said, and Lampert was criticized for not having a retail background and appearing more interested in stripping off the assets of the two chains for their cash value. “It’s a study in greed, avarice and incompetence,” Cohen said. “Sears should have never gone away; Kmart was in worse shape, but not fatally so. And now they’re both gone. “Retailers fall by the wayside sometimes because they’re selling things people don’t want to buy,” he continued. “In the case of Kmart, everything they used to sell, people are buying but they’re buying it from Walmart and Target.” Transformco, which owns Kmart and Sears, did not respond to an email seeking comment and a phone number listed for the company was not taking messages. Nationwide, some former Kmarts remain vacant while others have been replaced by other big-box stores, fitness centers, self-storage facilities, even churches. One former site in Colorado Springs, Colorado, is now a popular dine-in movie theater. Employees at the Kmart in Avenel found out last month that the store would close. Unlike 20 years ago, when news of
impending Kmart closures around the country prompted an outpouring of support from loyal shoppers and a Detroit radio station even mounted a campaign to try and save a local store, the closing of the Avenel location was met mostly with an air of resignation. “It’s maybe a little nostalgic because I’ve lived my whole life in this area, but it’s just another retail store closing,” said Jim Schaber, a resident of nearby Iselin who said his brother worked in the shoe department at Kmart for years. “It’s just another sign of people doing online shopping and not going out to the retail stores.” The closing packed a little more of an emotional punch for Mike Jerdonek, a truck driver who recalled shopping at Kmart in Brooklyn and Queens in his younger days. “It’s like history passing right in front of our eyes,” he said as he sat in his car outside the Avenel store. “When I was younger I didn’t have any money, so it was a good place to shop because the prices were cheap. And to see it gone right now, it’s kind of sad.”

Tesla CEO Elon Musk won’t join Twitter’s board after all ASSOCIATED PRESS
SAN FRANCISCO (AP) — Twitter’s largest investor, billionaire Elon Musk, is reversing course and will no longer join the company’s board of directors less than a week after being awarded a seat. Twitter CEO Parag Agrawal announced the news, which followed a weekend of Musk tweets suggesting changes to Twitter, including making the site ad-free. Nearly 90% of Twitter’s 2021 revenue came from ads. “Elon’s appointment to the board was to become o�cially e�ective on 4/9, but Elon shared that same morning that he would not be joining the board,” Agrawal wrote in a reposted note originally sent to Twitter employees. “I believe this is for the best.” Agrawal didn’t o�er an explanation for Musk’s apparent decision. He said the board understood the risks of having Musk, who is now the company’s largest shareholder, as a member. But at the time it “believed having Elon as a fiduciary of the company, where he, like all board members, has to act in the best interests of the company and all our shareholders, was the best path forward,” he wrote. The rapidly evolving relationship between Musk and Twitter began exactly one week ago when regulatory filings revealed the mercurial billionaire had amassed a 9.2% stake in the social media platform. A later financial filing showed that Musk had been buying up the shares in almost daily batches starting Jan. 31.
Twitter gave Musk a seat on the board on the condition that he not own more than 14.9% of the company’s outstanding stock, according to a regulatory filing. Musk’s board role could have made him a “thorn in the side of management” and given him an influential inside voice in the platform’s future but it could have also discouraged him from rocking the boat too much, said Chester Spatt, a finance professor at Carnegie Mellon University and former chief economist at the U.S. Securities and Exchange Commission. “There’s an old cliché about keeping somebody inside the tent,” Spatt said. “There were advantages to having him constrained a bit.” While Musk has been one of Twitter’s loudest critics, the sudden withdrawal from the board, which became o�cial Saturday, could signal that relations between Musk and Twitter will become more acrimonious. Spatt said that Musk, as the largest shareholder, could potentially “swing back hard” at Twitter executives and board members and force the company to move in a new direction. “At some point he could throw the directors out, he could replace the board,” Spatt said. “He could probably launch that with his current 9% stake and potentially be very successful.” In a letter to employees announcing Musk’s departure, Agrawal wrote that, “There will be distractions ahead, but our goals and priorities remain unchanged.”
Shares of Twitter Inc., which jumped nearly 30% after Musk’s stake became public last week, fell almost 2% at the opening bell Monday. Musk’s 80.5 million Twitter followers make him one of the most popular figures on the platform, rivaling pop stars like Ariana Grande and Lady Gaga. But his prolific tweeting has sometimes gotten him into trouble. In one famous example, Musk apologized to a British cave explorer who alleged the Tesla CEO had branded him a pedophile by referring to him as “pedo guy” in an angry — and subsequently deleted — tweet. The explorer filed a defamation suit, although a Los Angeles jury later cleared Musk. He’s also been locked in a long-running dispute with the U.S. Securities and Exchange Commission over his Twitter activity. Musk and Tesla in 2018 agreed to pay $40 million in civil fines and for Musk to have his tweets approved by a corporate lawyer after he tweeted about having the money to take Tesla private at $420 per share. That didn’t happen but the tweet caused Tesla’s stock price to jump. His lawyer has contended that the SEC is infringing on Musk’s free speech rights. Musk’s latest trouble with the SEC could be his delay in notifying regulators of his growing stake in Twitter. “He’s a serial o�ender with respect to SEC regulations,” said Spatt. Musk, before reversing course on the board seat, sent out a number of tweets
over the weekend referencing potential changes at Twitter. Many of them -- such as his proposal for an ad-free Twitter or turning the social media company’s San Francisco headquarters into a homeless shelter -- have since been deleted. Musk then posted a few cryptic tweets late Sunday, including one showing a meme saying, “In all fairness, your honor, my client was in goblin mode,” followed by one saying “Explains everything.” Another, later tweet was of an emoji with a hand over its mouth. Musk has described himself as a “free speech absolutist” and has said he doesn’t think Twitter is living up to free speech principles — an opinion shared by followers of Donald Trump and a number of other right-wing political figures who’ve had their accounts suspended for violating Twitter content rules. Twitter’s CEO and and many of its board members had publicly praised Musk last week, suggesting they might take his ideas seriously. But the company had made clear that as a board member he could not make day-to-day decisions or change policies, such as overturning the Trump ban. Agrawal’s initial actions since taking over from co-founder Jack Dorsey in November have involved reorganizing divisions without making major changes. The company has long lagged behind its social media rivals and boasts far fewer users.

Bridgerton is back By Paula Hendrickson Contributor
When Bridgerton debuted on Netflix in 2020, it had three things going for it: It was an original twist on Regency romance; people around the world were craving entertainment during the height of pandemic lockdowns; and it had a magnetic star, Regé-Jean Page, as the Duke of Hastings. (The first season was such a phenomenon that it inspired Rockford native Emily Bear and her songwriting partner Abigail Barlow to create the “Unofficial Bridgerton Musical,” for which they won a Grammy for Best Musical Theater Album earlier this month.) Season 2 of Bridgerton isn’t so blessed. Audiences no longer have quite as much
time on their hands, a two-year gap between seasons allowed fans to become distracted by other shows, and Page has departed the show. Although the Duke is mentioned every so often in Season 2, the vacuum left by Page is palpable, and at times awkward. There are only so many excuses his Duchess Daphne (Phoebe Dynevor) can make for his absence from grand family events. That absence, however, allows more screen time for other characters. This season, Bridgerton’s romantic tension centers on the eldest of the eight alphabetically-named Bridgerton siblings, Anthony (Jonathan Bailey), who decides it is finally time for him to marry. Few eligible women meet the viscount’s many requirements, until he meets the
young, smart, beautiful Edwina Sharma (Charithra Chandran). While Edwina checks all the boxes on Anthony’s list of what he wants in a wife, her devoted older half-sister, Kate (Simone Ashley) challenges and infuriates him and soon occupies all of his thoughts. Kate is also withholding some important information from her sister. Two additional characters who are thankfully getting more screen time this season are Anthony’s rebelliously intelligent sister Eloise (Claudia Jessie), and her best friend Penelope Featherington (Nicola Coughlan), both of whom are harboring secrets of their own. While Bridgerton’s second season lacks the zeitgeist of the first, it’s still fun to spend a few hours watching the wealthy
(and occasionally royal) characters navigate the restrictive etiquette and class system of 1813. I’m only halfway through the second season, but it offers things the first didn’t have. We get to visit the palatial Aubrey Hall (the Bridgerton family’s “country house”), and in flashbacks we finally meet the Bridgerton children’s late father (Rupert Evans), and glimpse the true “love match” he had with their mother (Ruth Gemmell). In the world of Bridgerton – where racism is seemingly non-existent but misogyny, sexism, and primogeniture still run amok – manners and propriety matter more than wants or desires. The fun of the show is watching the ways characters use society’s unspoken rules to game the system and accomplish their goals.

Chatting with sensational Alex Harvey Band/Nazareth guitarist Zal Cleminson By Todd Houston Contributor
Born Alistair Macdonald Cleminson May 4th 1949 in Govan, Glasgow, Scotland. A self-taught guitarist, Zal played and recorded with the Glasgow-based band Tear Gas early on whom incidentally became The Sensational Alex Harvey bands backup band. They released eight albums on Virtigo Records respectively. In 1978 Cleminson joined Nazareth and recorded two albums with them, 1979’s No Mean City and 1980’s Malice in Wonderland. During the 1990s Cleminson played with The Party Boys, a casual band that, at various times, featured former Marillion vocalist Fish and Nazareth’s Dan McCafferty as well as Billy Rankin on vocals. This band became a reformed SAHB (Sensational Alex Harvey Band), in 1993, with Zero Zero vocalist Stevie Doherty; A live album titled “Live in Glasgow” was relesed in 1993. Cleminson decided to come out of retirement in 2017 and form his own band /sin’dogs/, with keyboardist David Cowan. Zal has since been working on the music project “Orphans of the Ash”. trying to emulate starting off? Who were your favorites? Zal Cleminson:Thanks Todd. Well, when I was about eleven years old, I heard Elvis Presley and Bill Hayley for the first time. It was a noise I liked (laughs) In my early teens I heard Wes Montgomery, then Chuck Berry and Steve Cropper. They all influenced my approach to playing the guitar. Later it was Hendrix, Richie Blackmore, Jeff Beck, Jimmy Page, and Pete Townsend. But mostly I have been influenced by Frank Zappa. RRI: Back in the SAHB you seemed to favor a Gibson SG Special. What is it about the SG that made you gravitate towards it instead of a Les Paul or Stratocaster? ZC: Early on In the band “Tear Gas” I actually used a Stratocaster. Perhaps because of Hendrix? The Les Paul I found to heavy, and the neck to thick. The SG was the perfect fit for me and sounded great as well. RRI: Which guitars are you favoring these days? ZC: I’m currently recording mainly with a Strat and an Ibanez Prestige. I prefer the Strat right now though. RRI: Alex Harvey was a character onstage but little is known about his personal life offstage. What’s one of your favorite memories about Alex that really sticks out
in your mind among the rest? ZC: Alex was a complex man, often conflicted and misunderstood. My favorite image of Alex is when we first rehearsed together in Glasgow. He asked if we could play the riff to Midnight Moses. We (Tear Gas) instantly beat the shit out of it! (laughs) Alex started bouncing up and down on a pair of brothel-creepers and turned to give me his characteristic grin. He knew he had found the right band. RRI: After much success with SAHB you then joined the band Nazareth for a couple of albums. In a previous conversation with Manny Charleton (former Nazareth guitarist) he said “When Zal joined the band it really took the load off of me as the sole guitarist.” Was look working with another guitar player awkward at all when you first joined? ZC: I joined to add another dimension to the songwriting, Todd. It worked for a couple of albums, but I never really felt I was included in the bigger picture so I left to form “Tandoori Cassette” with Barrymore Barlow of Jethro Tull. RRI: In all honesty, how much do you think former AC/DC vocalist Bon Scott owed to Alex Harvey as far as overall onstage appeal? ZC: A great deal. (laughs) RRI: What do your children think about
their dad being a rock star? Are they aware that you are probably responsible for the genesis of many garage bands and guitarist around the world? ZC: They have always been mildly amused as they have seen me driving a mini-cab and reading gas meters to make a living, but the rock-star persona is something I’m sure they are proud of. RRI: Favorite meal? ZC: Poulet Basquaise RRI: When was the last time you spoke with Nazareth vocalist Dan McCafferty? ZC: At a concert for Frankie Miller at the Barrowland Ballroom in Glasgow in 2002. RRI: SAHB toured with Rockford’s Cheap Trick in the mid ‘70s. Thoughts? ZC: I never really heard much of their music or his guitar playing. Reall not my style of music. RRI: Tell us about the project “Orphans of the Ash” ZC: Orphans of the Ash is the ongoing collaboration of myself and guitarist Billy McGonagle. The history of Rockford Public Library’s pet dog By Kathi Kresol Contributor
The Rockford Public Library is celebrating its 150th year of service to the Rockford Community this year. This seemed a good time to share some of the tales of its history. One of the favorite stories is about the beautifully carved wooden dog that was part of the Rockton Centre Branch for decades. This work of art was car ved in Switzerland over one hundred years ago. It was brought to Rockford by Robert and Nellie Rew. Their story is like many who traveled to Rockford to build a better life. Robert was born in 1853 in England to Mary Rew. When he was still a child, he came to the United States. Robert’s early history is a little harder to discover than when he became an adult. He would become a citizen of the United States in 1876. Robert met Nellie Goodwin in High School when they both were part of the graduating class of Rockford High School of 1873. Robert went off to college at Northwestern where he studied to become a teacher. Nellie was born here in Rockford. Her parents were Adelia and Azro Goodwin and they were considered to be pioneers of early Rockford. Azro grew up in poverty and worked very hard to put himself through medical school where he graduated with honors. Azro started his medical career in Clintonville, New York and it was there that he wed Adelia Fields on July 8,1852. They moved to Rockford in 1854 into a home at 726 Jefferson Street. Azro and Adelia quickly became popular in early Rockford’s Society. By 1857, he was the Assistant Health Officer for the city and also maintained a large medical practice. When the Civil War broke out in 1861, Azro enlisted as an officer in the 11th Infantry Division and then joined the 108th Division. Azro was appointed the title of Assistant Surgeon for the battlefields. Azro’s regiment was sent to Vicksburg where he was horribly wounded in the stomach. Azro would suffer from this wound the rest of his life. After the war, he was elected as the Postmaster for Rockford and also served as one of the first members of the Rockford Public Library Board of Trustees. He was part of the group of local doctors that requested a charter for a hospital from the secretary of state of Illinois which was granted December 15, 1883. Rockford’s first hospital, Rockford Memorial, opened
in 1885 in the former home of Dr. William H. Fitch on the corners of South Court and Chestnut Streets. Azro must have been impressed with Robert’s hard work in school and his dedication to the community. He agreed when Robert requested Nellie’s hand in marriage. The young couple married on October 18, 1879. Robert had worked his way up from a teacher to the principal of West High School by the time of the wedding. The couple settled into Nellie’s childhood home. They had no children of their own but served the city in other ways. Robert would eventually become a lawyer and built a very successful law firm here. He would serve as a respected member of the Winnebago County Bar for fifty-one years. Robert also served as Rockford’s Mayor from 1917 through 1921. It speaks volumes about Robert’s character that he would run for mayor during such a traumatic time. There must have been many challenges for our city during the war years including building Camp Grant and facing the Spanish Influenza outbreak. Nellie was an accomplished young lady in her own right. She was very involved with the rights of women, children and animals. She founded a chapter of the Illinois Humane Society for Winnebago
County. Nellie would serve as secretary for the society for over 40 years. She would give presentations to sold out crowds about the places that she and Robert visited in their many travels. It was on one of these trips to Switzerland that Nellie and Robert purchased the beautiful carved dog. He was displayed on the grand staircase landing in their home on Fifth Street. The area looks very different now than when Nellie and Robert lived there. It was a residential area with carefully tended gardens. In fact, there was once was a park in front of their home. Nellie later gave the dog to the Rockford Public Library in honor of her father. Nellie died in 1926 and was buried in Cedar Bluff Cemetery at the top of the hill. Robert joined her after his death in 1934. Their tombstone reads “Until Day Breaks.” After Robert passed away, the home on 5th Street became the Julian Poorman Funeral Home and has served families in Rockford for many years. The house is over a hundred years old now. Most people pass it without ever wondering about the family who lived there., The carved dog was displayed at the Main Branch of the Rockford Public Library for well over thirty years. At
first, the dog sat on the landing that ascended on both sides of the central lobby. When the library was renovated, places to display the dog were eliminated and it was kept in storage for many years. Eventually, sometime around 1963, it was decided to make Rockton Centre Library Branch his home. Patrons seemed pleased to see him there. Many of them shared the stories of seeing the dog as children and then bringing their own children in to visit him. It is easy to tell the spots that have been worn on the dog’s nose and head from generations of Rockford children petting him. The dog stayed at Rockton Centre Branch until 2021 when that library closed. It seemed fitting to move this library icon to the beautiful Montague Branch, now the oldest Rockford Public Library location. As Rockford Public Library celebrates its next chapter with the building of a new Main Library, it is comforting that this familiar face will continue to greet the patrons as he has for generations. In the past weeks, we’ve discussed how to get started in making compost and the di�erent methods you can use to make your own. Now we reach a point of actually using the compost. But first, some compost tips. Place your bin away from any trees where roots may grow into them. You also want to mix materials thoroughly as this will help the compost breakdown and increase temperatures. Your compost pile should be moist but not soggy and if we enter a dry period, you may need to add water to help with your piles. Avoid turning your compost in the winter as you will lose
valuable heat. While compost can be easy to create, it involves trouble-shooting. With my vermicompost bin, I always have shredded paper nearby that can help soak up excess moisture and ensure that compost is occurring. Sometimes I will remove kitchen scraps I added if I find that it is causing problems when it is decomposing such as mold or too much water. Recognize that purchased compost has reach the state and age it needs to be to utilize that day in your growing area. These composts have gone through the processes that you are trying to replicate in your backyard. In fact, sometimes purchasing a bag and using some of it in
your own compost bins/piles can be a way to jumpstart your compost. Your compost is ready based on a couple of di�erent measurements. First, it should look like compost. You should not see any pieces of ingredients that have not broken down. You are looking for uniformity. Second, it will have an earthy smell to it with no “o�” odors. Third, the pile should have a similar temperature as the air temperature. Some growers will do a condensation test to determine if the compost is ready. Take a small sample and place into a plastic bag, seal, and then if no condensation appears, it should be ready. To use your compost, consider the
plants you are growing or want to grow. For landscape plants, add compost at a rate of 2 inches in mulches around your plants. This should help keep the soil cooler, retain moisture, and give some nutrients to your plants. You could do a smaller amount underneath established wood mulch. In a vegetable garden, look to add compost before your season starts. I find adding compost a month before planting can be beneficial as the soil begins to warm up. If you are starting seeds indoors, consider adding a small amount with grow media you are using for seed starting. A third stressed the urgent need to take action for a sustainable and resilient future, claiming the costs of inaction are too great. Linkages between climate change, water insecurity, migration and conflicts are recognized in the report. Also recognized is the importance of indigenous knowledge for e�ective and culturally appropriate climate adaptation. Specific analyses on the risks to biodiversity hotspots and terrestrial biodiversity on small islands were included. The report is an urgent call for implementing solutions to climate issues based on concern that we are approaching the point where we can no longer avoid catastrophic climate change. While calls are being made for a substantial reduction in fossil fuel use the financial sector continues to fund fossil projects. In The Guardian, Damian Carrington covered a report by a coalition of NGOs indicating the funding of new fossil fuel reserves is the opposite of what is needed to tackle the climate crisis. The report indicates that 13 of 60 US and Canadian banks being analyzed account for nearly half of the financing global fossil fuel projects over the past five years. The increase is occurring after the
Paris Accord of 2015 called for a reduction in carbon emissions. The increased investments in fossil fuels are occurring at a time when oilprice.com declared that US oil discoveries have peaked and will have di�culty reaching earlier high levels. The rise in oil and gas production from fracking came at a substantial economic loss for the fracking industry. Declines in the world’s giant oil fields continue and are expected to reach 9% by 2030 indicating a potential major decline in global oil supplies. Funding fossil fuel projects by large banks is occurring at a time when scientists are increasingly alarmed over rising levels of carbon emissions adding to the risk of severe consequences of climate change. The overall energy and resource situation serves as a reminder that individuals and communities need to implement actions to reduce their consumption of energy, invest in conservation and e�ciency, install cleaner supplies of energy and increase local food production. Cooperative e�orts are needed to redesign local communities so they are less dependent on outside sources of energy. Such actions have been considered essential for decades but were seldom implemented on an appropriate scale.

High energy prices can be temporarily relieved by Biden’s authorization of releasing oil from our reserve. A question remains as to what happens to energy prices after the impact of the release dissipates. Increasingly oil is being referred to as the master resource, meaning it is the basis of our current economic system. When energy prices are too high, the economy slows and jobs are lost. If prices are too low, overconsumption occurs and the industry cuts back on production. Given the major swings in energy supplies and prices our economy remains vulnerable. Ignored is the possibility of an ongoing decline in the availability of low cost oil. Just a few years ago when a substantial amount of oil from U.S. fracking operations flowed into the marketplace it depressed oil prices and storage facilities were filled to the brim. In response to the surplus of oil and depressed prices, producing nations including Saudi Arabia and Russia decided to cut back on production by 10 billion barrels per day until excess supplies were consumed. When the surplus was consumed, prices were set to rise again. But increased consumption was delayed with the widespread global shutdown of the economy
from government policies attempting to curtail the spread of covid. The shutdown interrupted global supply chains adding to adverse economic consequences. Printing substantial amounts of money to o�set the economic closure set the stage for inflation. As the economy reopened, energy demand increased and oil prices spiked in response. Natural gas prices also rose as demand increased; US liquid exports increased by 50% since 2020.The outbreak of war between Russia and Ukraine and the sanctions imposed on Russian resources has disrupted the global economy producing resource shortages and price increases. A dramatic rise in natural gas prices has had major adverse impacts on the global economy, particularly in Europe. Germany and England and other countries are devising plans to secure other sources of energy including coal, nuclear and renewable energy. Reports state that financing for coal-related projects is double that of last year’s coal project financing. Highlights of the second part of the IPPC’S sixth assessment released on February 28 were covered by Carbon Brief. Researchers who contributed to the report shared what they thought were its most important insights. One comment acknowledged that climate change is already contributing to a humanitarian crisis.
