Pritzker appoints rejected Prisoner Review Board member to labor board Mears will earn $98K annually, awaits Senate approval By Beth Hundsdorfer
Capitol News Illinois bhundsdorfer@capitolnewsillinois.com
Former Illinois Prisoner Review Board member Jeffrey Mears, who failed to receive confirmation for that post from the Illinois Senate last month, has been appointed to the Illinois Labor Relations Board. Gov. JB Pritzker made that appointment Thursday, setting Mears up to face another Senate vote in the next General Assembly. The Illinois Labor Relations Board certifies collective bargaining units. It

also investigates and remedies unfair labor practices by public employers and unions, assists with arbitration and mediation to resolve labor-related disputes, and conducts emergency investigations of public employee strikes. Before serving on the Prisoner Review Board, Mears was employed as a union painter for the Department of Corrections for nearly 20 years, but also served as a hostage negotiations coordinator, the negotiations team and statewide audit review team. “His experience in de-escalation and crisis intervention speaks to his skills in collaboration, communication and thoughtful approach to complex issues and we look forward to his continued service to the state of Illinois,” Pritzker spokesperson Jordan Abudayyeh said. Mears’ new appointment to the Labor Relations Board comes with a nearly $98,000 salary. Mears was one of six members to leave the Prisoner Review Board in recent weeks after the appointment process came under scrutiny by Republican members of the Senate. PRB member Oreal James resigned. Eleanor Kaye Wilson, along with Mears, failed to win Senate confirmation. Pritzker pulled his appointment of Max Cerda, who had been convicted and served time for a double murder before his release from prison and his working with offenders. Senators voting against Mears and Wilson cited some of their votes to release controversial individuals. Senate Republicans long raised concerns about the number of PRB members who were voting on offender releases without being confirmed by the Senate. Those releases included offenders convicted of rape and murder, killing police officers and the murder of children. In addition to 18 Republicans who voted no on Mears’ appointment to the PRB, 18 Democrats did not vote. Sen. Patrick Joyce, D-Essex, joined the GOP and voted no. Pritzker also pulled the appointments of Aurthur Mae Perkins, 83, of Peoria, and Joseph Ruggiero, 62, of Wheaton, for the Illinois Prisoner Review Board. The two appointees, originally appointed by Republican former Gov. Bruce Rauner, had served on the PRB without Senate
confirmation for nearly three years each. The loss of the six members left the PRB without a quorum and forced the postponement of a clemency docket in April. As of Friday, the PRB website said the board was “working to finalize a future date and location.” Earlier this month, Pritzker appointed ex-Cook County Judge Robin Shoffner and Rauner’s former chief of staff, Rodger Heaton, to the PRB. Their appointments quickly passed through committee and they both were confirmed by the Senate, allowing the board to reach a quorum. The controversy surrounding the PRB centered on candidates who had their appointments withdrawn then resubmitted. Wilson and James were appointed on April 2, 2019, but Pritzker pulled their appointments on March 19, 2021. They were reappointed two days later. The governor can withdraw nominations and reappoint the same appointee to restart the 60-session-day clock in which their appointments could be heard by the Senate. This practice is allowed under Senate rules and has been used by previous governors. If they hit the end of 60 days, they are automatically considered approved. Mears was initially appointed to the Illinois Prisoner Review Board in March 2021. He was scheduled to go before the Senate Executive Committee in May, but that appearance was canceled that morning, he said during his testimony before the Senate in March. Mears served on the Prisoner Review Board for a year, making decisions on 40 cases involving the release of those serving time in the Illinois Department of Corrections. He received an annual salary of roughly $90,000. Mears also serves as the Democratic Party Chairman for Johnson County in southern Illinois. Mears declined to comment for this story. Elon Musk buys Twitter for $44B and will privatize company By Tom Krisher and Matt O’Brien Associated Press
Elon Musk reached an agreement to buy Twitter for roughly $44 billion on Monday, promising a more lenient touch to policing content on the platform where he promotes his interests, attacks critics and opines on social and economic issues to more than 83 million followers. The outspoken Tesla CEO, who is also the world’s wealthiest person, has said he wanted to buy and privatize Twitter because he thinks it’s not living up to its potential as a platform for free speech. Musk said in a joint statement with Twitter that he wants to make the service “better than ever” with new features, such as getting rid of automated “spam bots” and making its algorithms open to the public to increase trust. “Free speech is the bedrock of a functioning democracy, and Twitter is the digital town square where matters vital to the future of humanity are debated,” he said. The deal was cemented roughly two weeks after the billionaire first revealed a 9 percent stake in the platform. Musk said last week that he had lined up $46.5 billion in financing to buy Twitter, putting pressure on the company’s board to negotiate a deal. Twitter said the transaction was unanimously approved by its board of directors. The 11-member board includes Twitter co-founder and former CEO Jack Dorsey, who has been planning to step down from the board in May. Twitter said the deal is expected to close sometime this year and is subject to the approval of Twitter stockholders and regulators. Shares of Twitter Inc. rose 6% Monday to $52 per share. On April 14, Musk announced an offer to buy the social media platform for $54.20 per share. While the stock is up sharply since Musk made his offer, it is well below the high of $77 per share it reached in February 2021. Musk has described himself as a “freespeech absolutist” but is also known for blocking or disparaging other Twitter users who question or disagree with him. In recent weeks, he has voiced a number of proposed changes for the company, from relaxing its content restrictions — such as the rules that suspended former President Donald Trump’s account — to ridding the platform of fake and automated accounts, and shifting away from its advertising-based revenue model. Asked during a recent TED talk if there are any limits to his notion of “free speech,” Musk said Twitter or any forum is “obviously bound by the laws of the country that
it operates in. So obviously there are some limitations on free speech in the US, and, of course, Twitter would have to abide by those rules.” Beyond that, though, he said he’d be “very reluctant” to delete things and in general be cautious about permanent bans. It won’t be perfect, Musk added, “but I think we want it to really have the perception and reality that speech is as free as reasonably possible.” T witter had initially enacted an anti-takeover measure known as a poison pill that could make a takeover attempt prohibitively expensive. But the board decided to negotiate after Musk updated his proposal last week to show he had secured financing, according to The Wall Street Journal. While Twitter’s user base of more than 200 million remains much smaller than those of rivals such as Facebook and TikTok, the service is popular with celebrities, world leaders, journalists and intellectuals. Musk himself is a prolific tweeter with a following that rivals several pop stars in the ranks of the most popular accounts. Last week, he said in documents filed with U.S. securities regulators that the money would come from Morgan Stanley and other banks, some of it secured by his

huge stake in Tesla. Musk is the world’s wealthiest person, according to Forbes, with a nearly $279 billion fortune. But much of his money is tied up in Tesla stock — he owns about 17% of the electric car company, according to FactSet, which is valued at more than $1 trillion — and SpaceX, his privately held space company. It’s unclear how much cash Musk has. Musk began making his fortune in 1999 when he sold Zip2, an online mapping and business directory, to Compaq for $307 million. He used his share to create what would become PayPal, an internet service that bypassed banks and allowed consumers to pay businesses directly. It was sold to eBay for $1.5 billion in 2002. That same year, Musk founded Space Exploration Technologies, or SpaceX, after finding that cost constraints were limiting NASA’s interplanetary travel. The company eventually developed cost-effective reusable rockets. In 2004, Musk was courted to invest in Tesla, then a startup trying to build an electric car. Eventually he became CEO and led the company to astronomical success as the world’s most valuable automaker and largest seller of electric vehicles.

Ukraine
US promises more Ukraine aid, Biden announces veteran envoy By Matthew Lee Associated Press
N E A R T HE P OLISH-U K R A IN I A N BORDER (AP) — Secretary of State Antony Blinken and Defense Secretary Lloyd Austin said Monday after a secrecy-shrouded visit to Kyiv that Ukrainian President Volodomyr Zelensk y y is committed to winning his country’s fight against Russia and that the United States will help him achieve that goal. “He has the mindset that they want to win, and we have the mindset that we want to help them win,” Austin told reporters in Poland, the day after the three-hour face-to-face meeting with Zelenskyy in Ukraine. Austin said that the nature of the fight in Ukraine had changed now that Russia has pulled away from the wooded northern regions to focus on the eastern industrial heartland of the Donbas. Because the nature of the fight has evolved, so have Ukraine’s military needs, and Zelenskyy is now focused on more tanks, artillery and other munitions. “The first step in winning is believing that you can win,” Austin said. “We believe that they can win if they have the right equipment, the right support, and we’re going to do everything we can ... to ensure that gets to them.” Asked about what the U.S. sees as success, Austin said that “we want to see Ukraine remain a sovereign country, a democratic country able to protect its sovereign territory. We want to see Russia weakened to the point where it can’t do things like invade Ukraine.” The trip by Blinken and Austin was the highest-level American visit to the capital since Russia invaded in late February. They told Zelenskyy and his advisers that the U.S. would provide more than $300 million in foreign military financing and had approved a $165 million sale of ammunition. “We had an opportunity to demonstrate directly our strong ongoing support for the Ukrainian government and the Ukrainian people,” Blinken said. “This was, in our judgment, an important moment to be there, to have face-to-face conversations in detail.” Blinken said their meeting with the Ukrainians lasted for three hours for wide ranging talks, including what help the country needs in the weeks ahead. “The strategy that we’ve put in place, massive support for Ukraine, massive pressure against Russia, solidarity with more than 30 countries engaged in these efforts, is having real results,” Blinken
said. “When it comes to Russia’s war aims, Russia is failing. Ukraine is succeeding. Russia has sought as its principal aim to totally subjugate Ukraine, to take away its sovereignty, to take away its independence. That has failed.” Ukraine’s foreign minister, Dmytro Kuleba, praised the visit to Kyiv by Blinken and Lloyd and called them representatives of “the country that did more than any other country in the world.” Asked whether the new announcements went far enough, Kuleba said that “as long as Russian soldiers put a foot on Ukrainian soil, nothing is enough.” “We appreciate everything that has been done, including by the United States,” Kuleba said. “We understand that, for some, what has been done is already a revolution, but this is not enough as long as the war continues.” Kuleba warned that if Western powers want Ukraine to win the war and stop Russian President Vladimir Putin from going “deeper into Europe,” then they to speed up the delivery of the weapons requested by Ukraine. He said it takes longer for partner nations to decide to provide Ukraine with the most sophisticated equipment than it does for the Ukrainians to learn how to use it. “It will be true to say that the United States now lead the effort in ensuring this transition of Ukraine to Westernstyle weapons, in arranging trainings for Ukrainian soldiers,” he said, “and I only regret that it didn’t happen a month or two months ago from the very beginning of the war.” Meanwhile, as expected, President Joe Biden announced on Monday his nomination of Bridget Brink to serve as U.S. ambassador to Ukraine. Brink, a career foreign service officer, has served since 2019 as ambassador to Slovakia. She previously held assignments in Serbia, Cyprus, Georgia and Uzbekistan as well as with the White House National Security Council. The post requires confirmation by the U.S. Senate. The announcement comes as American diplomats prepare to return to Ukraine this coming week, although the U.S. embassy in Kyiv will remain closed for now. Journalists who traveled with Austin and Blinken to Poland were barred from reporting on the trip until it was over, were not allowed to accompany them on their overland journey into Ukraine, and were prohibited from specifying where in southeast Poland they met back up with the Cabinet members upon their return.
Officials at the State Department and the Pentagon cited security concerns. Austin and Blinken announced a total of $713 million in foreign military financing for Ukraine and 15 allied and partner countries; some $322 million is earmarked for Kyiv. The remainder will be split among NATO members and other nations that have provided Ukraine with critical military supplies since the war with Russia began, officials said. Such financing is different from previous U.S. military assistance for Ukraine. It is not a donation of drawn-down U.S. Defense Department stockpiles but rather cash that countries can use to purchase supplies that they might need. The new money, along with the sale of $165 million in non-U.S.-made ammunition that is compatible with Soviet-era weapons the Ukrainians use, brings the total amount of American military assistance to Ukraine to $3.7 billion since the invasion, officials said.
Biden has accused Putin of genocide for the destruction and death wrought on Ukraine. Just on Thursday, Biden said he would provide a new package of $800 million in military aid to Ukraine that included heavy artillery and drones. Congress approved $6.5 billion for military assistance last month as part of $13.6 billion in spending for Ukraine and allies in response to the Russian invasion. From Poland, Blinken plans to return to Washington while Austin will head to Ramstein, Germany, for a meeting Tuesday of NATO defense ministers and other donor countries. That discussion will look at battlefield updates from the ground, additional security assistance for Ukraine and longer-term defense needs in Europe, including how to step up military production to fill gaps caused by the war in Ukraine, officials said. More than 20 nations are expected to send representatives to the meeting.

Funny Ladies By Paula Hendrickson Contributor
There’s a difference between sitcoms and comedy series, at least to me. And it’s not just whether they’re a single-camera series or if they’re filmed before a live studio audience. I find a lot of sitcoms extremely predictable because they follow the same formula of set-up, punchline, and a pause for laughter. Other types of comedies might have punchlines, but they don’t wait for viewers to laugh, they keep right on going. I remember having to re-watch episodes of classics like 30 Rock and Community so I could catch some of the gags I missed while laughing. Not all comedies require extra viewings, and not everyone likes fast-paced comedies. The good news is there are comedies for just about every taste. A few even feature female leads over the age of 40. Fans of Netflix’s Grace and Frankie have
been waiting since August for the rest of the show’s seventh and final season to premier. Hollywood icons Lily Tomlin and Jane Fonda have been making viewers laugh and cry as they navigate their way through “sunset years” that turned out to be far different than what they could have predicted when the show premiered. Expect new challenges, bittersweet moments, and a lot of laughs as the series comes to a close. Perhaps the best, and most highly-anticipated, thing about Grace and Frankie’s final batch of episodes: Tomlin and Fonda’s 9 to 5 co-star, Dolly Parton will make an appearance. Appropriately enough, the second season of Peacock’s original series Girls5eva returns on the fifth day of the fifth month. While most of the fun come from the relationships between the reunited (and surviving) members of the fictitious ‘90s pop group Girls5eva – played by Sara Bareilles, Renée Elise
Goldsberry, Busy Phillips, and Paula Pell – the songs are perfect parodies of ‘90s pop tunes. The flashbacks are always fun and filled with cheesy ‘90s fashion, too. This is a show that makes it hard to spot some guest stars. In its first season, one of the shows executive producers, Tina Fey, played Dolly Parton (in a hallucination), and a be-wigged Stephen Colbert appeared as a revered (and weird) Swedish song writer. Amy Sedaris (At Home with Amy Sedaris, Strangers with Candy) and Neil Flynn (The Middle, Scrubs) join the fun for season two of Girls5Eva. Call Me Kat is about to wrap its second season on Fox (as of press time, the network had not yet announced if it will be renewed). It’s a more traditional sitcom than the shows above, but it’s a bit quirky. (I’m still not sure about having the entire cast dance and wave at the camera at the end of each episode, but that comes from the long-running British series it’s based
on, Miranda.) In its second season, Call me Kat seemed to find its footing by playing into to star Mayim Bialik’s personality and giving scene stealers Leslie Jordan and Swoozie Kurtz more to do. In the season opener, Kat was star struck when Bialik’s real-life Blossom co-stars – Joey Lawrence, Jenna von Oy, and Michael Stoyanov – guest starred as themselves. In the season finale Ted Wass, who played Bialik’s dad on Blossom, will appear in flashbacks as Kat’s dad. That’s a nice way to bookend a season.

Johnny Depp Lawsuit
Depp recording warns of ‘bloodbath’ if arguments escalate By Matthew Barakat Associated Press
FAIRFAX, Va. (AP) — Jurors hearing testimony in Johnny Depp’s libel lawsuit against his ex-wife, actress Amber Heard, on Monday listened to audio recordings in which he referred to the violence that could ensue if their arguments were allowed to escalate. “The next move, if I don’t walk away ... it’s going to be a bloodbath, like it was on the island,” Depp says on the recording. In other audio clips, Depp loudly shouts vulgarities at his wife, calling her a degrading name and yelling, “You stupid f—-” at her. Depp winced on the stand as the clips were played, while Heard appeared to fight back tears. Depp is suing Heard for libel over a 2018 op-ed piece she wrote in The Washington Post. She refers to herself as a “public figure representing domestic abuse.” The clips were part of a grueling cross-examination of Depp that concluded late Monday morning, as he took the stand for a fourth day of testimony over his allegations that Heard falsely
portrayed him as a domestic abuser. Heard’s law yers continued their onslaught of questions during their cross-examination. focusing on Depp’s drinking, drug use and charged intera c t ion s w it h He a r d du r i ng t he i r relationship. During Monday’s testimony, Depp actually said very little, although on redirect he did seek to explain some of his coarse language and again denied that he cut off his own finger during a fight with Heard, even though he told people as much at the time. He now says the finger was severed when Heard threw a vodka bottle at him. “Why would I start lopping off digits in my 50s?” he said, showing his right hand to the jury. “I can’t take responsibility for what I now call Little Richard, my chopped finger.” Most of the questioning consisted of Heard’s lawyer playing audio clips or reading vulgar text messages sent by Depp and asking Depp if he’d read them correctly. Throughout the cross-examination, Depp showed his displeasure with
Rottenborn’s questions. When Rottenborn interrupted one response, Depp said, “I was talking.” When Rottenborn said he considered the question to be fully answered, Depp responded, “as long as you’re happy.” Depp also expressed disapproval as Rottenborn read headlines from a series of negative articles written about the actor, some dating back to 2014. “These are all hit pieces. These are dreck,” Depp said. Rottenborn introduced the articles to try to demonstrate that the 2018 Post article at the center of the case is not what damaged his reputation, but instead a long history of bad behavior. While the libel lawsuit is supposed to center on whether Depp was defamed in the article, most of the trial has focused on ugly details of the couple’s brief marriage. Depp denies ever striking Heard, while Heard’s attorneys argue that Depp physically and sexually abused her and that his denials lack merit because he was often drunk and high to the point of blacking out. Depp was last on the stand Thursday.
Heard’s attorneys referenced his history of trashing hotel rooms as well as the time he smashed a bathroom sconce during an argument with Heard. Depp is also facing a lawsuit filed by a member of a film crew who alleges the actor assaulted them in 2018. The jury has seen dozens of Depp’s texts to friends regarding his drinking, drug use and interactions with his then-wife, as well as his notes of contrition to Heard and her father. Depp said the accusations and the article contributed to an unfairly ruined reputation that made him a Hollywood outcast and cost him his role in the lucrative “Pirates of the Caribbean” movie franchise. Heard’s attorneys say Depp’s damaged reputation is the result of his own bad behavior. Depp has been on the stand in Fairfax County Circuit Court since Tuesday afternoon. The actor has testified that Heard abused drugs and that she was the one who physically attacked him. He called the drug addiction accusations against him “grossly embellished,” though he acknowledged taking many drugs.

Growing rhubarb BY GRANT MCCARTY CONTRIBUTOR
Rhubarb season is upon us. If you have rhubarb in your backyard, you are probably at the start of harvest season. This perennial plant thrives in the Midwest and produces large petioles, or leaf stalks, that are used in many dishes. As any true rhubarb-lover will tell you, the red and green stalks are eaten but the large leaves are not due to oxalic acid. If your neighbors have given you rhubarb from their harvest, you might consider that this is the year to plant one for your own family. With proper selection and planting, rhubarb plants can
last 10-15 years though some growers have rhubarb that is 20+ years. Because rhubarb is a perennial and comes back year after year, you want to consider where you are planting it. An area that receives full sun and is well drained will be the best location. Furthermore, the soil should be neither poor quality or contain heavy clay. Rhubarb is tolerant of a wide range of soil pH. The plant, however, removes a great amount of soil nutrients, and you should add compost and aged manure each year. Most likely one plant is sucient for your family. You’ll find that once the
plant reaches maturity that the amount of stalks you are able to harvest will be quite enough. Rhubarb varieties are distinguished by either red or green petioles (stalks). Recommended red varieties include ‘Canada Red’, ‘Cherry Red’, ‘Crimson Red’, ‘MacDonald’, ‘Ruby’, and ‘Valentine’ while a good green variety is ‘Victoria’. There is not much dierence in flavor between these varieties though the green variety when cooked loses it’s color and becomes more muted. Rhubarb harvest is based on the age of the plant which dictates how many weeks you can harvest. You never harvest
rhubarb from the planting year as the plant needs to spend this season developing it’s rhizome. Removing stalks in the planting year will result in poor performance of the plant for years to come. In it’s 2nd year, you can harvest 1-2 weeks. I planted a single rhubarb plant for my family in 2021 and this, it’s 2nd year, will be a 2 week harvest. In it’s 3rd year and on, you can harvest 8-10 weeks. Ideally, you are leaving a third of that plant behind. Next week, I’ll go into more detail on growing rhubarb. Earth Day reflections BY DRS. ROBERT & SONIA VOGL
ILLINOIS RENEWABLE ENERGY ASSOCIATION CONTRIBUTORS
The day after Easter dawned bleak and chill. A shabby sheet of snow covered the ground. Not at all like the promise of the previous day. But then something amazing happened. What looked like five odd turkeys headed south in the corn stubble. Strange shape for turkeys. They had long legs, but definitely not deer. Then, with squawking calls, five cranes turned and headed north. Suddenly, they were less than 100 feet north of the house, filling the air with their prehistoric screeches. Thrilling. A promise of spring to come. Cranes are drawn to wetlands such as the Kyte River floodplain behind our house where the Kyte enters the Rock River. Sandhill cranes are unique and fragile appearing with long skinny legs and necks and red crowns confirming their adult status. They have a loud, piercing call which confirms their presence. We have heard them flying overhead for the last few years but this is the first time we saw them up close on our property. For years we have seen them in Wisconsin on our annual fall canoeing trip on the Mecan River. The trip keeps us in touch with the Whitford family with environmental interests similar to ours. We heard and saw Sandhill cranes on their Marquette County farm. We also toured
the nearby Crane Center in Wisconsin where significant work continues to protect global crane populations. Sandhill crane populations in Illinois have recovered well since the 1930s when only 20 breeding pairs were found. In recent years over 20,000 cranes have been spotted in Illinois. They join the success stories of the return of Bald Eagles in Illinois and White Pelicans on the Rock River during migrations. Eorts in this area of Illinois include ecological sanctuaries such as Nachusa Grasslands, Byron Forest Preserve, Sand Ridge Prairie, Kyte River Bottoms, Nygren Wetlands, Kickapoo-Mud Creek and the holdings of the Middle Rock River Conservation Partners. With good planning, the Bell Bowl Prairie at the Rockford airport will continue to be protected. Having those three bird species return in numbers is a success story resulting from the people and organizations protecting and restoring natural areas along with captive breeding programs. A major stimulus for such eorts during our graduate days at the University of Michigan was the Environmental Teach In held in March, 1970. It became the model for the first Earth Day programs held the next month. The loss of biodiversity and the fear that future generations might see disappearing animal populations only in zoos was a motivating force.
A nother topic raised during the Universit y of M ichigan event was preserving the Great Lakes ecosystem. We had promoted such an educational project and were encouraged in our eorts during a meeting with Stan Cain when he was the head of the Department of Interior. We asked the Open Lands Project Director Gunnar Peterson to support our eort to focus on Lake Michigan but he gave the project to Lee Botts. During our graduate studies we developed press releases on Great Lakes research eorts; Sonia’s dissertation developed a water quality curriculum for the Great Lakes. Protecting water quality in the Great Lakes has become a major environmental eort with many supporters including The Environmental Law and Policy Center. We used our water quality backgrounds in establishing the Friends of the Rock River and encouraged the late Frank Schier of The Rock River Times to establish the nationally recognized Rock River Trail System which provides free oak trees to restore woodlands along the river corridor. Paul Ehrllch’s controversial book, The Population Bomb, raised the issue of the adverse impacts on the environment and human well-being from ever increasing population growth. The issue no longer gets much visibility despite its impor-
tance. Fewer people using fewer resources remains a sound goal for environmental reforms but the global population continues to grow. During the first Earth Day in 1970 the global population stood around 3.7 billion and by 2020 it stood at around 7.8 billion and growing. The U.S population in 1970 was around 200 million and grew to 331 million by 2020. Some sig n ificant env ironmenta l outcomes - its impacts on environment policies and our careers and project involvements came from our experiences at the University of Michigan. Some other significant issues stemmed from the UM’s Environmental Teach In. A new PhD who was involved in early research unravelling mysteries of DNA spoke at the major ceremony held in the Crisler Arena. He stunned the capacity crowd of 12,700 by announcing his intention to join the underground movement to resist the Vietnam War. We never heard of him again and we recall his concern of the potential of developing biological weapons based on the new understandings of DNA. The dramatic early calls for environmental reforms did evolve into some significant victories for the planet which should be celebrated. But it has not stopped the overall environmental destruction, including that from wars.
