Our nurses held their patients’ hands as they took their last breath, isolated from friends and family, and then grieved the loss with their families. Day in and day out, our nurses continue to demonstrate compassion and commitment to serve those in need. American Rescue Plan Act and is dedicated to assisting Illinois homeowners who have struggled to pay their mortgage or other housing expenses such as utilities and home energy services due to the COVID-19 pandemic. “We know that families across Illinois are still facing financial hardships due to the COVID-19 pandemic and we want everyone to know that housing help is here,” IHDA Executive Director Kristin Faust said at a news conference. ARPA was passed by Congress in 2021 and Illinois received $309 million to cover housing costs such as past-due mortgage payments, property taxes, property insurance, and delinquent homeowner and condo association fees. Part of the delay in setting up the fund was a wait for federal approval. Homeowners can apply for a grant up to $30,000 in mortgage support that will eliminate or reduce payments associated with homeownership. To be approved, homeowners must consult with a certified Housing and Urban Development counselor or speak to their mortgage service provider to ask for help and then, depending on the outcome, apply for assistance through the IHDA online portal. Applicants are required to have a certificate from a HUD-certified housing counselor or a letter from the mortgage servicer detailing efforts to resolve the delinquency. To qualify, homeowners must be at least 30 days behind on their mortgage, have household income at or below 150 percent of the area median income, own and occupy the property as their primary residence and have experienced financial struggles directly related to COVID-19 on or after Jan. 21, 2020. Rep. Aaron Ortiz, D-Chicago, said when the pandemic began, he had constituents come into his district office upset and concerned about how they were going to pay their mortgage. He noted that the pandemic intensified problems such as economic inequality, a lack of good paying jobs and housing insecurity. “Thousands of parents across the state lose sleep worrying what will happen to their children if they can’t pay their mortgage. We can’t let that continue to happen,” Ortiz said. “The relief provided

by this fund could not come at a better time.” When applying, homeowners will need to provide proof of identification, household income, household occupancy, ownership and delinquency of the mortgage, property tax, or insurance statements. People can apply for funds at no cost until the end of May through the IHDA website at www.ihda.org, or they can contact the Housing Assistance Fund call center for assistance at 866-454-3571. The IHDA has also partnered with nonprofit housing counseling agencies, community-based organizations and legal aid groups to assist homeowners facing language or technological barriers to the online application portal. Renters can apply for assistance through the Illinois Department of Human Services. Eligible households could receive up to 15 months of rent payments, including previous rent owed from June 2020 through August 2021. To be eligible for rental assistance, residents must have a household income at or below 80 percent of area median income, have experienced a financial hardship directly or indirectly due to the pandemic and be behind on rent or at risk of experiencing homelessness or instability. The income limit will depend on the county and is adjusted for the number of people living within the household. Since the pandemic began, IHDA has distributed more than $593 million to fund more than 64,000 applicants in need of rental assistance, according to its website. “Housing stability is a crucial part of our economic recovery,” Pritzker said. “A good life, a good job, the ability for kids to focus in their classrooms – it all starts with having a roof over your head.” Capitol News Illinois is a nonprofit, nonpartisan news service covering state government that is distributed to more than 400 newspapers statewide. Fed to fight inflation with fastest rate hikes in decades By Christopher Rugaber Associated Press

WASHINGTON (AP) — The Federal Reserve is poised this week to accelerate its most drastic steps in three decades to attack inflation by making it costlier to borrow — for a car, a home, a business deal, a credit card purchase — all of which will compound Americans’ financial strains and likely weaken the economy. Yet with inflation having surged to a 40-year high, the Fed has come under extraordinary pressure to act aggressively to slow spending and curb the price spikes that are bedeviling households and companies. After its latest rate-setting meeting ends Wednesday, the Fed will almost certainly announce that it’s raising its benchmark short-term interest rate by a half-percentage point — the sharpest rate hike since 2000. The Fed will likely carry out another half-point rate hike at its next meeting in June and possibly at the next one after that, in July. Economists foresee still further rate hikes in the months to follow. What’s more, the Fed is also expected to announce Wednesday that it will begin quickly shrinking its vast stockpile of Treasury and mortgage bonds beginning in June — a move that will have the effect of further tightening credit. Chair Jerome Powell and the Fed will take these steps largely in the dark. No one knows just how high the central bank’s short-term rate must go to slow the economy and restrain inflation. Nor do the officials know how much they can reduce the Fed’s unprecedented $9 trillion balance sheet before they risk destabilizing financial markets. “I liken it to driving in reverse while using the rear-view mirror,” said Diane Swonk, chief economist at the consulting firm Grant Thornton. “They just don’t know what obstacles they’re going to hit.” Yet many economists think the Fed is already acting too late. Even as inflation has soared, the Fed’s benchmark rate is in a range of just 0.25% to 0.5%, a level low enough to stimulate growth. Adjusted for inflation, the Fed’s key rate — which influences many consumer and business loans — is deep in negative territory. That’s why Powell and other Fed officials have said in recent weeks that they want to raise rates “expeditiously,” to a level that neither boosts nor restrains the economy — what economists refer to as the “neutral” rate. Policymakers consider a neutral rate to be roughly 2.4%. But no one is certain what the neutral rate is at any particular time, especially in an economy that is evolving quickly.

If, as most economists expect, the Fed this year carries out three half-point rate hikes and then follows with three quarter-point hikes, its rate would reach roughly neutral by year’s end. Those increases would amount to the fastest pace of rate hikes since 1989, noted Roberto Perli, an economist at Piper Sandler. Even dovish Fed officials, such as Charles Evans, president of the Federal Reserve Bank of Chicago, have endorsed that path. (Fed “doves” typically prefer keeping rates low to support hiring, while “hawks” often support higher rates to curb inflation.) Powell said last week that once the Fed reaches its neutral rate, it may then tighten credit even further — to a level that would restrain growth — “if that turns out to be appropriate.” Financial markets are pricing in a rate as high as 3.6% by mid-2023, which would be the highest in 15 years. Expectations for the Fed’s path have become clearer over just the past few months as inflation has intensified. That’s a sharp shift from just a few month ago: After the Fed met in January, Powell said, “It is not possible to predict with much confidence exactly what path for our policy rate is going to prove appropriate.” Jon Steinsson, an economics professor at the University of California, Berkeley, thinks the Fed should provide more formal guidance, given how fast the economy is changing in the aftermath of the pandemic recession and Russia’s war against Ukraine, which has exacerbated supply shortages across the world. The Fed’s most recent formal forecast, in March, had projected seven quarter-point rate hikes this year — a pace that is already hopelessly out of date. Steinsson, who in early January had called for a quarter-point increase at every meeting this year, said last week, “It is appropriate to do things fast to send the signal that a pretty significant amount of tightening is needed.”

One challenge the Fed faces is that the neutral rate is even more uncertain now than usual. When the Fed’s key rate reached 2.25% to 2.5% in 2018, it triggered a dropoff in home sales and financial markets fell. The Powell Fed responded by doing a U-turn: It cut rates three times in 2019. That experience suggested that the neutral rate might be lower than the Fed thinks. But given how much prices have since spiked, thereby reducing inflation-adjusted interest rates, whatever Fed rate would actually slow growth might be far above 2.4%. Shrinking the Fed’s balance sheet adds another uncertainty. That is particularly true given that the Fed is expected to let $95 billion of securities roll off each month as they mature. That’s nearly double the $50 billion pace it maintained before the pandemic, the last time it reduced its bond holdings. “Turning two knobs at the same time does make it a bit more complicated,” said Ellen Gaske, lead economist at PGIM Fixed Income. Brett Ryan, an economist at Deutsche Bank, said the balance-sheet reduction will be roughly equivalent to three quarter-point increases through next year. When added to the expected rate hikes, that would translate into about 4 percentage points of tightening through 2023. Such a dramatic step-up in borrowing costs would send the economy into recession by late next year, Deutsche Bank forecasts. Yet Powell is counting on the robust job market and solid consumer spending to spare the U.S. such a fate. Though the economy shrank in the January-March quarter by a 1.4% annual rate, businesses and consumers increased their spending at a solid pace. If sustained, that spending could keep the economy expanding in the coming months and perhaps beyond.

First civilians leave Mariupol steel plant; hundreds remain By Cara Anna and Inna Varenystia Associated Press

ZAPORIZHZHIA, Uk raine (AP) — The first civilians evacuated from the bombed-out steel plant that has become the last stronghold of Ukrainian fighters in Mariupol slowly made their way toward safety Monday, as others who managed to escape the city described terrifying weeks of bombardment and deprivation. More than 100 civilians — including elderly women and mothers with small children — left the sprawling Azovstal steel mill on Sunday and set out in buses and ambulances for the Ukrainian-controlled city of Zaporizhzhia, about 140 miles (230 kilometers) to the northwest, according to authorities and video released by the two sides. Mariupol Deputy Mayor Sergei Orlov told the BBC that the evacuees were making slow progress and would probably not arrive on Monday as hoped for. At least some of them were apparently taken to a village controlled by Moscowbacked separatists. The Russian military said that some chose to stay in separatist areas, while dozens left for Ukrainian-held territory. The information could not be independently verified. In the past, Ukraine has accused Moscow’s troops of taking civilians against their will to Russia. Moscow has said the people wanted to go to Russia. Orlov said high-level negotiations were underway among Ukraine, Russia and international organizations on more evacuations. The steel-plant evacuation, if successful, would represent rare progress in easing the human cost of the almost 10-week war, which has caused particular suffering in Mariupol. Previous attempts to open safe corridors out of the southern port city

and other places have broken down, with Ukrainian officials repeatedly accusing Russian forces of shooting and shelling along agreed-on evacuation routes. Before the weekend evacuation overseen by the United Nations and the Red Cross, about 1,000 civilians were believed to be in the steel plant, along with an estimated 2,000 Ukrainian fighters. As many as 100,000 people overall may still be in Mariupol, which had a prewar population of more than 400,000. Russia has demanded that the fighters inside the plant surrender; they have refused. In other developments, European Union energy ministers met Monday to discuss new sanctions against the Kremlin, which could include restrictions on Russian oil. But some Russia-dependent members of the 27-nation bloc, including Hungary and Slovakia, are wary of taking tough action. U k r a i n ia n P re sident Volo dy my r Zelenskyy said he hoped more people would be able to leave Mariupol in an organized evacuation on Monday. The city council told residents wanting to leave to gather at a shopping mall to wait for buses. As in the past when official evacuations faltered, some people managed to get out of Mariupol on their own, while others remained trapped. “People without cars cannot leave. They’re desperate,” said Olena Gibert, who was among those arriving an a U.N.-backed reception center in Zaporizhzhia in dusty and often damaged private cars. “You need to go get them. People have nothing.” She said many people still in Mariupol wish to escape but can’t say so openly amid the atmosphere of constant pro-Moscow propaganda. Anastasiia Dembytska, who took advantage of the brief cease-fire around the

evacuation of civilians from the steel plant to leave with her daughter, nephew and dog, said her family survived by cooking on a makeshift stove and drinking well water. She said could see the steelworks from her window, when she dared to look out. “We could see the rockets flying” and clouds of smoke over the plant, she said. Russian forces have pounded much of the city to rubble, trapping civilians with little food, water, heat or medicine. Zelenskyy told Greek state television that remaining civilians in the steel plant were afraid to board buses because they believe they will be taken to Russia. He said he had been assured by the U.N. that they would be allowed to go to areas his government controls. Thwarted in his bid to seize Kyiv, the capital, President Vladimir Putin has shifted his focus to the Donbas, Ukraine’s eastern industrial heartland, where Moscow-backed separatists have been battling Ukrainian forces since 2014. Russia said it struck dozens of military targets in the region in the past day alone. It said it hit concentrations of troops and weapons and an ammunition depot near Chervone in the Zaporizhzhia region, which lies west of the Donbas. Ukrainian and Western officials say Moscow’s troops are raining fire indiscriminately, taking a heavy toll on civilians while making only slow progress. Zelenskyy’s office said at least three people were killed in the Donbas in the previous 24 hours. The regional administration in Zaporizhzhia said at least two people died in Russian shelling. Ukraine’s military claimed to have destroyed two small Russian patrol boats in the Black Sea. Drone footage online showed what the Ukrainians described as two Russian Raptor boats exploding after

being struck by missiles. The Associated Press could not immediately independently confirm the strikes. Mariupol, which lies in the Donbas, is key to Russia’s campaign in the east. Its capture would deprive Ukraine of a vital port, allow Russia to establish a land corridor to the Crimean Peninsula, which it seized from Ukraine in 2014, and free up troops for fighting elsewhere in the region. In the wake of the evacuation from the steel plant, Russian forces resumed shelling there Sunday, according to one of the defenders. Denys Shlega, commander of the 12th Operational Brigade of Ukraine’s National Guard, said in a televised interview that several hundred civilians remained trapped alongside nearly 500 wounded soldiers and “numerous” bodies. “Several dozen small children are still in the bunkers underneath the plant,” Shlega said. A full picture of the battle unfolding in eastern Ukraine is hard to capture. The fighting makes it dangerous for reporters to move around, and both sides have imposed tight restrictions on reporting from the combat zone. But Britain’s Defense Ministry said it believes more than a quarter of all the fighting units Russia has deployed in Ukraine are now “combat ineffective” — unable to fight because of loss of troops or equipment. Ukraine said Russia also struck a strategic road and rail bridge west of the Black Sea port of Odesa. The bridge was heavily damaged in previous Russian strikes, and its destruction would cut a supply route for weapons and other cargo from neighboring Romania.

Educators push back against testing requirements State board looks to overhaul annual assessments By Peter Hancock

SPRINGFIELD – Teachers and other education professionals are urging the Illinois State Board of Education to reduce the amount of time students spend on standardized tests each year and to adopt a new testing system that produces more useful information to help teachers improve their instruction. “One thing that we’re saying and that our members are saying is that we have a testing regime that has gone too far, and is not helping children learn,” Illinois Federation of Teachers president Dan Montgomery said during a virtual news conference Friday. Under state and federal law, all students in grades 3-8 are tested each year in English language arts and math. They are also tested in science in grades 5, 8 and 11. In Illinois, those tests are known as the Illinois Assessment of Readiness, or IAR, and are taken by students in the spring. Nationwide testing mandates are a product of the 2002 federal law known as the No Child Left Behind Act which uses them to hold teachers, schools and districts accountable for meeting state educational standards. Recently, though, the State Board of Education has considered overhauling its testing system and at one point proposed replacing the single year-end test with three smaller tests that would be given in the fall, winter and spring. The plan also would have given districts the option of testing children in kindergarten through grade 2.

Amid pushback from teachers unions and others, however, ISBE backed away from that plan last year and instead commissioned a survey from the national Center for Assessment to get feedback from teachers, administrators, parents, students and others about ways to improve the state’s testing system. “We don’t want to just decrease the amount of time of the end-of-the-year test, we want to decrease the amount of testing period,” said Monique RedeauxSmith, IFT’s director of union professional issues. The results of that survey were presented to the board April 20. Among the key findings was that many people found the current testing system doesn’t provide much instructionally useful information because the tests are administered in the spring and results aren’t released until the next fall after students have already advanced to another grade. Many respondents also said too much time is devoted to preparing for and administering tests, taking away from actual classroom instruction. Many people surveyed also suggested the state could provide more resources to help local districts give interim tests at different times of the year – tests that would be completely separate from the accountability tests given in the spring – to help teachers tailor their instruction to meet their students’ immediate needs. Finally, the report recommended that ISBE take its time and move deliberately before making any major changes to the testing system. “There is high agreement about the need to improve state assessment, but less consensus about what improvement consists of,” the report stated. “ISBE can

play a central role in providing leadership, building up trust, and developing plans that balance moving forward with maintaining needed quality.” The push toward standardized testing as a way of holding schools accountable grew out of a movement that began decades earlier, known as outcomesbased education – the idea that schools should be graded on the basis of how much students learn rather than the resources that go into them. That movement got a big boost during the Reagan administration with the publication of a 1983 report, A Nation at Risk, which painted a highly critical picture of the failures of American schools, calling the entire public education system “mediocre” and warning that it was quickly being surpassed by those of other nations. But the emphasis on testing has long met resistance from many people within education, particularly teachers unions who have complained that it is unfair – especially to minority and low-income students who are more likely to attend under-resourced schools – and that it detracts from classroom education.

“This is a racist relic of the past,” state Sen. Cristina Pacione-Zayas, D-Chicago, said during t he news conference. “Assessments have served to keep groups out of institutions, and we know that the value, the validity in our education system of using these assessments are highly questionable.” Paul Zavitkovsky, a former teacher and principal who now works at the Center for Urban Education Leadership, said there are testing systems available that would produce more useful information for teachers, but many of them don’t report the results in any meaningful way. “It looks like what the job of teaching is, is teaching a larger number of discrete skills faster and more effectively,” he said. “And that actually ends up reinforcing exactly the kind of teaching and learning that creates a lot of the opportunity gaps that we actually see out there.” Capitol News Illinois is a nonprofit, nonpartisan news service covering state government that is distributed to more than 400 newspapers statewide. Growing rhubarb, continued BY GRANT MCCARTY CONTRIBUTOR

Rhubarb is one of the earliest spring vegetables in the Rockford area each year. This perennial plant produces annual stalks which you harvest and cook. Because of its tart flavor, rhubarb tends to be cooked with sugar or another fruit. While rhubarb can grow well in most years, you may find that the vigor of your plant has started to decline and you need to address its growing needs. For the first 3 years of a rhubarb plant’s life, it is focused on building a strong root system. During this time, it is important

to not harvest any stalks as you would be taking energy away from the plant. This is especially important in it’s first season. In the 2nd year, you might be able to harvest 1-2 weeks. Yet again, year 2 is focused on building this perennial plant root system for strong harvest for years to come. The third year you could potentially harvest much longer with 5-6 weeks of harvest. What this means though is that if you plant rhubarb in 2022, your full harvest will not begin until 2024-2025. During these years, try to add compost/aged manure each season. You might also consider a yearly balanced fertilizer of

10-10-10. The rhubarb plants are massive and remove a lot of nutrients from the soil each season. So, it’s important to be adding products that can allow for the plant to thrive. If you have a rhubarb plant that is over 5-6 years, it may be time to split-divide the plant. By doing this, it can reinvigorate your plant. This action occurs in early spring when the soil is beginning to warm with initial stalk emergence. To divide the plant, use a shovel to cut the underground plant in half or in quarters. Remove all the parts except for one. You can give these parts out to friends or plant in other parts of your

property. After a division of the rhubarb plant, treat the part left behind as a new plant and do not harvest that first season. Rhubarb plants will produce a seed stalk. Remove the seed stalk and continue your harvest. When a seed stalk appears, it is sending energy away from the plant. You may have many seed stalks develop throughout the season. Around the first fall frost, the rhubarb stalks and leaves will die back. Leave this debris in place as it will provide winter protection. Usage has already climbed from 40,000 emergency food packages in 2010 to 2.5 million by 2021. The global covid lockdown added to the commodity, energy and fertilizer shortages. They were occurring before the outbreak of the war in Ukraine and are spreading as supplies of fuel, gas, seed oil and grains are curtailed. Even if food is available the lack of natural gas for home cooking could necessitate a return to collective food relief as was done in the 1930s. Mass cooking simple meals is far more energy e�cient than preparing individual meals and assures citizens one good meal a day. Shortages of natural gas are adversely impacting electrical supplies as it is used to produce electricity when wind generation is unable to meet demand. As gas

shortages increase and prices spike both businesses and households are adversely impacted. The energy crisis leaves England and much of Europe scrambling for new supplies. Even if they are successful, they will come at a higher price which will adversely impact their economy. Warnings about the need for energy security occurred as early as the 1950s but were ignored as short term profits dominated economic policies. The author calls for a new energy policy designed by physicists and engineers, not by economists nor the Davos group pushing the fourth industrial revolution. An economy based on renewable energy could be successful but is described as not capable of supporting the existing economy built on cheap, abundant fossil fuels. If modern industrial society is experiencing the consequences of Overshoot, it is unclear how people will respond to it. The situation developed over a long period of time and is unlikely to be resolved quickly. A desirable response would be based on compassion and include ecological restoration, conservation, energy e�ciency and renewable energy as important components.

The term Overshoot describes humanity’s consuming more resources in a given amount of time than the Earth regenerates during that time and as a result, dipping into future reserves and depleting them. Overshoot produced current global environmental deterioration necessitating a world with fewer people consuming less energy and materials. Prior to the Ukranian-Russian war population levels in Europe were already dropping as birth rates declined in the existing countries. If downsizing is essential there is little discussion of it and how it would be accomplished. Our economic system has been built on cheap sources of fossil fuel energy and resources. Without them our economy will shrink along with our standard of living. Overshoot is addressed in this column as references to it are increasing in environmental and energy literature. While climate change has been the focus of the current push for environmental and energy reforms, there are more dimensions to the environmental crisis which need to be addressed. Some of them include the dramatic loss of biodiversity,

widespread chemical contamination and the ravages of war. Even if resources were distributed equitably, an increasing number of commentators conclude that the planet cannot sustainably support the estimated eight billion people inhabiting the Earth at existing levels of consumption. Western Europe is experiencing the impact of what happens to an economy as fossil fuel supplies on which it is built suddenly become dramatically less available. Cuts in energy and resources are occurring due to the war in the Ukraine and economic sanctions imposed on Russia. The ongoing tragic European condition provides an example of what experiencing Overshoot might entail if that becomes the new global reality. The outcome in Europe remains unclear but its impact has been described as an economic freefall by Tim Watkins in his web page The Consciousness of Sheep. A brief overview of the freefall is focused on the impact it is having on the average UK citizen. Fewer cars, a major component of the UK economy, are being sold as consumer demand for them has fallen over the last five years. Diesel and petrol car sales have fallen dramatically
