Fitch raises Illinois credit rating two notches Rating agency cites ‘fundamental improvement’ in state’s fiscal outlook BY PETER HANCOCK

SPRINGFIELD – Fitch Ratings on Thursday raised the state of Illinois’ rating for general obligation bonds two notches, to BBB+, making it the second rating agency to do so in recent weeks and marking the fourth time the state has received a credit upgrade in the last year. “The upgrade to ‘BBB+’ reflects fundamental improvements in Illinois’ fiscal resilience including full unwinding of pandemic-era and certain pre-pandemic non-recurring fiscal measures, meaningful contributions to reserves and sustained evidence of more normal fiscal decision-making,” the agency said in its announcement. Fitch is one of three major credit rating agencies that grade government-issued debt. Moody’s Investors Service raised Illinois’ rating on April 21. The third rating agency, S&P Global Ratings, last raised Illinois’ rating in July 2021, one week after Moody’s gave the state its first upgrade in more than 20 years. Before those changes, Illinois had su�ered multiple credit downgrades, many of which were driven by the two-year budget impasse from July 2015 to August 2017, leading the state to the lowest investment-grade rating
available. The move by Fitch puts Illinois’ bond rating three notches above “speculative grade,” or what is commonly known as “junk” status. Bonds in that category generally cannot be held by institutional investors such as mutual funds or pension systems and, therefore, are subject to higher interest rates. At the same time, Fitch upgraded the state’s general obligation bond rating, it also upgraded the state’s Build Illinois sales tax revenue bonds to A, from ‘BBB+. In its analysis, Fitch noted that Illinois’ fi nancial performance has improved recently but remains weaker than other U.S. states. It gave the state credit for shoring up its cash reserves, reducing its backlog of past-due bills, retiring some outstanding debt and “smoother fiscal decision-making.” But it also noted that the state continues to face large unfunded pension liabilities, currently estimated at more than $130 billion. Fitch made its announcement just moments before Gov. JB Pritzker held a news conference to announce the signing of a bill aimed at reducing those pension liabilities. House Bill 4292 authorizes $1 billion in borrowing to extend a program that allows workers in the state’s five pension systems to take early buyouts of their benefits. That program, first launched under former Republican Gov. Bruce Rauner, was set to expire in 2024. The new legislation extends that to 2026.

“Today, I’m very proud to sign yet another bill to round out Illinois’ significant fiscal progress,” Pritzker said at a bill signing ceremony at the Statehouse. “Yet again, we are saving taxpayers hundreds of millions of dollars.” Pritzker said the recent rating upgrades were the result of passing four consecutive balanced budgets, including the one just passed for the upcoming fiscal year that dedicates $1 billion to the state’s so-called “rainy day fund” and another $500 million above what’s required by law to reduce the state’s pension liability. He said the buyout program so far has reduced that liability by more than $1.4 billion, and extending the program for an additional two years will reduce it even further. “I believe in fiscal responsibility and in responsible fiscal management,” he said. “That means taking every action possible to address our pension obligations while honoring promises made to current and retired workers, promises made by governors and legislators on both sides of the aisle.” The bill passed w ith bipart isan support, 108-2 in the House and 52-1 in the Senate. Rep. Mark Batinick, R-Plainfield, who is stepping down from the General Assembly this year, was a cosponsor of the bill and one of the chief sponsors of the original legislation. “I said back in 2018 when the ‘Batinick Buyout’ first passed through the General Assembly that we had to make changes to our pension system if we were going to solve our long-term fiscal problems in Illinois,” he said in a statement. “I am delighted to see this program extended after successful implementation that has saved the state over $1 billion on our unfunded pension liability. I look forward to seeing how much more we can save to finally overcome and move past our state’s longtime pension crisis.” Illinois Comptroller Susana Mendoza also praised the legislation as another move to stabilize the state’s fiscal situation. “The state is making monumental progress toward getting our fiscal house in order. And this is just one more step, but it’s a huge step, in that direction,” she said during the news conference. Explainer: Recession fears grow. But how high is the risk? By Christopher Rugaber Associated Press
WASHINGTON (AP) — Inflation is at a 40-year high. Stock prices are sinking. The Federal Reserve is making borrowing much costlier. And the economy actually shrank in the first three months of this year. Is the United States at risk of enduring another recession, just two years after emerging from the last one? For now, even the more pessimistic economists don’t expect a downturn anytime soon. Despite the inflation squeeze, consumers — the primary driver of the economy — are still spending at a healthy pace. Businesses are investing in equipment and software, reflecting a positive outlook. And the job market is more robust than it’s been in years, with hiring strong, layoffs way down and many employers desperate for more workers. Yet several worrisome developments in recent weeks suggest that the risk of recession may be rising. High inflation has proved far more stubborn than many economists had expected. Russia’s invasion of Ukraine has exacerbated global food and energy prices. Extreme lockdowns in China over COVID-19 are worsening supply shortages. And when Federal Reserve Chair Jerome Powell spoke at a news conference last week, he reinforced the central bank’s determination to do whatever it might take to curb inflation, including raising interest rates so high as to weaken the economy. If that happens, the Fed could potentially trigger a recession, perhaps in the second half of next year, economists say. By mid-2023, the Fed’s benchmark short-term rate, which affects many consumer and business loans, could reach levels not seen in 15 years. Analysts say the U.S. economy, which has thrived for years on the fuel of ultra-low borrowing costs, might not be able to withstand the impact of much higher rates. “Recession risks are low now but elevated in 2023 as inflation could force the Fed to hike until it hurts,” Ethan Harris, global economist at Bank of America, said in a note to clients. The nation’s unemployment rate is at a near-half-century low of 3.6%, and employers are posting a record-high number of open jobs. So what might cause an economy with such a healthy labor market to suffer a recession? Here’s what the path to an eventual downturn could look like: — The Fed’s rate hikes are sure to slow spending in areas that require consumers
to borrow, with housing the most visible example. The average rate on a 30-year fixed mortgage has already jumped to 5.25%, the highest level since 2009. A year ago, the average was below 3%. Home sales have fallen in response, and so have mortgage applications, a sign that sales will keep slowing. A similar trend could occur in other markets, for cars, appliances and furniture, for example. — Borrowing costs for businesses are rising, as reflected in increased yields on corporate bonds. At some point, those higher rates could weaken business investment. If companies pull back on buying new equipment or expanding capacity, they will also start to slow hiring. — Falling stock prices may discourage affluent households, who collectively hold the bulk of America’s stock wealth, from spending as much on vacation travel, home renovations or new appliances. Broad stock indexes have tumbled for five straight weeks. Falling share prices also tend to diminish the ability of corporations to expand. — Rising caution among companies and consumers about spending freely could further slow hiring or even lead to layoffs. If the economy were to lose jobs and the public were to grow more fearful, consumers would pull back further on spending. — The consequences of high inflation would worsen this scenario. Wage growth, adjusted for inflation, would slow and leave Americans with even less purchasing power. Though a weaker economy would eventually reduce inflation, until then high prices could hinder consumer spending. — Eventually, the slowdown would feed on itself, with layoffs mounting as economic growth slowed, leading consumers to increasingly cut back out of concern that they, too, might lose their jobs. The clearest sign that a recession might be nearing, economists say, would be a steady rise in job losses and a surge in unemployment. As a rule of thumb, an increase in the unemployment rate of three-tenths of a percentage point, on average over the previous three months, has meant a recession will eventually follow. Many economists also monitor changes in the interest payments, or yields, on different bonds for a recession signal known as an “inverted yield curve.” This occurs when the yield on the 10-year Treasury falls below the yield on a shortterm Treasury, such as the 3-month
T-bill. That is unusual, because longerterm bonds typically pay investors a richer yield in exchange for tying up their money for a longer period. Inverted yield curves generally mean investors expect a recession will occur and will compel the Fed to slash rates. Inverted curves often predate recessions. Still, it can take as long as 18 or 24 months for the downturn to arrive after the yield curve inverts. A very brief inversion occurred last month, when the yield on the 2-year Treasury fell below the 10-year yield. Yet most economists downplayed it because it was short-lived. Many analysts also say that comparing the 3-month yield to the 10-year has a better track record. Those rates are not close to inverting now. At his news conference last week, Powell said the Fed’s goal was to raise rates to cool borrowing and spending so that companies would reduce their huge number of job openings. In turn, Powell hopes, companies won’t have to raise pay as much, thereby easing inflation pressures, but without significant job losses or an outright recession. “We have a good chance to have a soft, or soft-ish landing,” Powell said. “But I’ll say I do expect that this will be very challenging. It’s not going to be easy.” Though economists say it’s possible for the Fed to succeed, most also say they’re skeptical that the central bank can tame such high inflation without eventually derailing the economy. “That’s never been done before,” said Peter Hooper, Deutsche Bank’s global head of economic research. “It would be remarkable if the Fed is able to achieve it.” Deutsche Bank economists think the Fed will have to raise its key rate to at least 3.6% by mid-2023, enough to cause a recession by the end of that year. Still, Hooper suggested that the recession would prove relatively mild, with unemployment rising to only about 5%. Karen Dynan, a Harvard economics professor and a former top economist at the Treasury Department, also said she thought a recession, if there is one, would likely be mild. American families are in much better financial shape than they were before the extended 20082009 Great Recession, when plunging home prices and lost jobs ruined many households’ finances. “Considerably more people have some financial cushion,” Dynan said. “Even if it does take a recession to bring down inflation, it probably won’t have to be a deep or long one.”

No end in sight for Ukraine war as Putin hails Victory Day By Elena Becatoros and Jon Gambrell Associated Press
ZAPORIZHZHIA, Uk raine (AP) — Russian President Vladimir Putin used his country’s biggest patriotic holiday Monday to again justify his war in Ukraine but did not declare even a limited victory or signal where the conflict is headed, as his forces pressed their offensive with few signs of progress. The Russian leader oversaw a Victory Day parade on Moscow’s Red Square, with troops marching in formation and military hardware on display to celebrate the Soviet Union’s role in the 1945 defeat of Nazi Germany. But his much-anticipated speech offered no new insights into how he intends to salvage the grinding war, and he instead stuck to allegations that Ukraine posed a threat to Russia, even though Moscow’s nuclear-armed forces are far superior in number and firepower. “The danger was rising by the day,” Putin said. “Russia has given a preemptive response to aggression. It was forced, timely and the only correct decision.” He steered clear of battlefield specifics, failing to mention the potentially pivotal battle for the vital southern port of Mariupol and not even uttering the word “Ukraine.” On the ground, meanwhile, intense fighting raged in Ukraine’s east, the vital Black Sea port of Odesa in the south came under bombardment again, and Russian forces sought to finish off the Ukrainian defenders making their last stand at a steel plant in Mariupol. Putin has long bristled at NATO’s creep eastward into former Soviet republics, and argued Monday that Russia had to invade Ukraine before an “inevitable” clash. Ukrainian leaders and their Western backers have denied that Kyiv or NATO
posed any threat. As he has done all along, Putin falsely portrayed the fighting as a battle against Nazism, thereby linking the war to what many Russians regard as their finest hour: the triumph over Nazi Germany. The Soviet Union lost 27 million people in what Russia refers to as the Great Patriotic War. He also sought to depict the offensive underway for control of the Donbas region in the east — Moscow’s focus after its abortive attempt to storm the capital, Kyiv — as a fight on Russia’s “historic lands.” He has long sought to deny Ukraine’s own 1,000-year history. Progress in the east, though, has been slow-going, and many analysts had suggested Putin might use his speech to declare some sort of victory — potentially in Mariupol — to counter discontent over Russia’s heavy casualties and the punishing effects of Western sanctions at home. Others suggested he might declare the fighting a war, not just a “special military operation,” and order a nationwide mobilization, with a call-up of reserves, to replenish the depleted ranks for an extended conflict. Neither step was announced. Critics said the speech skirted some uncomfortable realities that Putin is facing: With the campaign in Ukraine faltering, he has not asked Russians to accept sacrifices to weather the sanctions and diplomatic isolation. He also left unanswered the question of whether and how Russia will marshal more forces in the face of significant losses. “Without concrete steps to build a new force, Russia can’t fight a long war, and the clock starts ticking on the failure of their army in Ukraine,” tweeted Phillips P. O’Brien, professor of strategic studies at the University of St. Andrews in Scotland. Despite Russia’s efforts to crack down
on dissent, antiwar sentiment has seeped through. A few scattered protesters were detained around the country on Victory Day, and editors at one pro-Kremlin media outlet revolted by briefly publishing a few dozen stories criticizing Putin and the invasion. In Warsaw, antiwar protesters splattered Russia’s ambassador to Poland with what appeared to be red paint as he arrived at a cemetery to pay respects to Red Army soldiers who died during World War II. As Putin laid a wreath in Moscow, air raid sirens echoed again in the Ukrainian capital. But Ukrainian President Volodymyr Zelenskyy declared in his own Victory Day address that his country would eventually defeat the Russians. “Very soon there will be two Victory Days in Ukraine,” he said in a video. He added: “We are fighting for freedom, for our children, and therefore we will win.” Russia has about 97 battalion tactical groups in Ukraine, largely in the east and the south, a slight increase over last week, according to a senior U.S. official, speaking on condition of anonymity to discuss the Pentagon’s assessment. Each unit has roughly 1,000 troops, according to the Pentagon. The official said that overall, the Russian effort in the Donbas hasn’t achieved any significant progress in recent days and continues to face stiff resistance from Ukrainian forces. The Ukrainian military warned of a high probability of missile strikes around the holiday, and some cities imposed curfews
or warned people not to gather in public places. More than 60 people were feared dead over the weekend after Russian bombardment flattened a Ukrainian school being used as a shelter in the eastern village of Bilohorivka, Ukrainian officials said. With the war in its 11th week, Russia was perhaps closest to a victory in Mariupol. The U.S. official said roughly 2,000 Russian forces were around Mariupol, and the city was being pounded by airstrikes. As many as 2,000 Ukrainian defenders were believed to be holding out at the steel plant, the city’s last stronghold of resistance. The fall of Mariupol would deprive Ukraine of a vital port, allow Russia to complete a land corridor to the Crimean Peninsula, and free up troops to fight elsewhere in the Donbas. It would also give the Kremlin a badly needed success. Odesa, too, has increasingly come under bombardment in recent days. Ukrainian officials said Russia fired four cruise missiles targeting the city Monday from Crimea. It said no civilians were wounded but did not elaborate on what was struck. The war in the country long known as the “breadbasket of Europe” has disrupted global food supplies. “I saw silos full of grain, wheat and corn ready for export,” Charles Michel, president of the European Council, lamented in a tweet after a visit to Odesa. “This badly needed food is stranded because of the Russian war and blockade of Black sea ports. Causing dramatic consequences for vulnerable countries.”

SPRINGFIELD – As rain steadily fell in Springfield Thursday morning, there was a somber feeling among the law enforcement officers and elected officials that gathered at the Illinois State Library to honor 11 fallen officers killed in the line of duty in 2021. “I have a heavy heart when I think about the loss of these 11 individuals, it’s a sad day for all of us,” Secretary of State Jesse White said. The 11 officers honored were officer Joseph T. Cappello III of Melrose Park Police Department; officer Gary Steven Hibbs of Chicago Heights Police Department; trooper Todd A. Hanneken of Illinois State Police; Lt. James J. Amber Oberheim, widow of Officer Neil Oberheim, said in a follow-up interview that the event speaks volumes to lawmakers and elected leaders because when someone loses a loved one while on duty, they all feel it. “I think the sheer magnitude of people who were here with an expectation for some change and support for law enforcement, I think will speak volumes, hopefully, to our leaders,” she said. Officer Oberheim was shot and killed on May 19, 2021, at 3:20 a.m. while responding to a domestic disturbance call at an apartment complex in Champaign. He served with the Champaign Police Department for 13 years. In an emotional tribute to fallen officers, Comptroller Susana Mendoza said
the job is too often thankless and the individuals “willingly choose to take an oath to protect and serve” people who they have never met and are willing to give their life to protect others. “This is a horribly difficult and painful thing,” Mendoza said. “There’s nothing any of us, certainly not us politicians, can say to make you feel better.” Mendoza said she believes it’s important that all officers take care of their mental and physical well-being due to the toll the job can take. She shared the story of her brother, who worked at the Chicago Police Department for more than 20 years on third shift, didn’t always make the healthiest lifestyle choices and was diagnosed with type 2 diabetes. In November 2020, Mendoza said her brother was hospitalized for more than 17 days with COVID-19 and struggled with life-threatening conditions, such as a stroke and losing both kidneys. She said he survived and is slowly recovering but that his life will never be the same. Mendoza said she wants every officer to understand that “you’re human and it’s okay” to ask for help when needed and to lean on others for support, and that
mental and physical well-being should be the utmost priority. Speakers went on to give thanks to officers for making immense, and even sometimes ultimate, sacrifice to protect those in and around their community. Pritzker also recognized Knox County Deputy Nicholas Weist who was killed in the line of duty April 29, 2022. According to a news release from the Illinois State Police, Weist was responding to an emergency call about an individual with a gun at a Circle K Gas Station in Galesburg when he was hit and killed by the suspect vehicle as he was setting out spike strips. “Each of these officers’ communities has been forever altered, teams forever bereaved, families that will never be made whole again,” Pritzker said. The names of the fallen officers will be engraved on the memorial statue that sits on the west lawn of the State Capitol. Growing tomatoes in the garden BY GRANT MCCARTY CONTRIBUTOR
Tomato planting season is almost upon us. Many gardeners in Rockford begin making plans for planting towards the end of May with the week leading up to Memorial Day weekend a good target to aim for. While this week of very warm temperatures may have you eager to plant tomatoes, we would still recommend waiting as these plants can tolerate the 50s F but may have damage if we have a week where nights dip into the 40s F. Tomatoes are one of those quintessential summer crops; but they can sometimes be a nuisance to grow based on their
diseases, insects, and management. As you plant your tomatoes, there are some beginning management practices you need to consider. Most tomato plants should be spaced 1.5 to 2 feet in a row with 3 to 4 ft between rows. If you are growing an heirloom tomato plant, try to space 2 feet as these plants are notorious for being big plants. Heirloom tomato plants are sometimes called indeterminate or open-pollinated. Determinate tomatoes tend to be smaller and compact plants. Another word we sometimes see associated with this type of tomato is hybrid. The main di�erence between an open-pollinated and hybrid
tomatoes is that the open-pollinated can be more prone to disease issues, will grow very tall, and will take up a big footprint in your garden. Tomato plants benefit greatly from mulches. Straw, black plastic, leaves, and other mulches can keep moisture in and allow for the plant to thrive. Fluctuations in soil moisture can lead to Blossom End Rot which can be combated by using mulch. Mulches can also be used to keep water from splashing up on the tomato leaves and spreading disease. Tomatoes need to be trellised and trellising systems vary greatly. Some gardeners will grow tomatoes with a
tomato cage. Others insist on staking tomatoes each season and using string/ wire. Some growers will set up their own permanent trellis system. Whichever you decide, think about what is going to work best for you. If you are planting a determinate tomato plant, a tomato cage may be a suitable solution. If you are planting numerous heirloom tomatoes in a row, you might consider staking and trellising them. It all depends on what type and how many you are planting. We recently received a letter from the Rocky Mountain Institute seeking our financial support. Their appeal included a reference to Amory Lovins, co-founder of RMI and co-author of Brittle Power, written after the second oil crisis of the 1970s. It was a Pentagon study, re-released after the September 11, 2001, attacks. The book described how vulnerable our energy system is and developed an energy strategy providing energy security based on resilience. The existing energ y system was described as brittle in the sense that it could be shattered by accident or by intent threatening national security as well as life and liberty. Amory and Hunter Lovins described the dangers as coming from misapplied technologies in the electrical supply system and our dependence on fossil fuels. Increasing the size of power plants also increases their potential for costly failures. A resilient energy supply system would be based on numerous smaller renewable energy sources with a far lower cost of potential failure. Renewable energy sources from the sun, wind, water and
wastes from farming and forestry would replace those from depletable sources. A resilient energy system uses energy from diverse, dispersed, renewable sources primarily obtained from local sources. Such a system is described as lessening the risks of war and supply shocks while saving money. Energy supplies are common targets during times of war as illustrated by reports indicating Russia’s targeting the electrical service in parts of Ukraine. Losing electrical ser vice adversely impacts electrified train service, communications systems, industrial production and human services. Other potential sources of grid failures include electromagnetic pulses from nuclear weapons detonated at high altitudes. Cyber attacks have been used to disrupt electrical services. Infrastructure failures in which part of the grid collapses and spreads to other parts of it are due to their being interconnected. The most common source of grid failures results from intense storms which can disrupt service for days, weeks and longer. The national e�ort to increase our reliance on cleaner energy sources includes expanding the grid and decreasing its vulnerabilities as described in Brittle
Power. In Amory Lovins’ subsequent book, Reinventing Fire, his concern continued over the vulnerability of our centralized system and called for a system based on microgrids relying on locally produced energy sources of solar, wind and others to power super-e�cient buildings. The cleaner energy transition has been delayed by the slow rate with which renewable sources are able to connect to the grid. PJM, a regional grid service serving 13 states, including ComEd in Illinois, has developed a plan calling for a two year pause on reviewing and accepting the output of roughly 1200 projects waiting for approval. In the PJM plan, the first projects to obtain approval would be those with secure financial support. Following that, half of the remaining projects submitted will be delayed until the fourth quarter of 2025. Final decisions on some projects could not come until the end of 2027. The plan will be sent to the Federal Energy Regulatory Commission in May seeking their approval. FERC has 60 days to act. Other sources of delays include shortages of components, supply chain problems and tari� disputes involving China which combine to increase system costs. E�orts to develop new transmission
lines are also delayed by land owner resistance to their presence. For example, resistance to the Grain Belt Express’ plan to build an HVDC wind power line from Kansas through northern Missouri, South central Illinois and into Indiana persists. Some landowners resist a private company’s exerting eminent domain to create a “scar completely across the state.” Supply chain issues and rising costs are the major factors in slowing the transition to cleaner energy source. The slowdown is seen as temporary by some analysts who suggest that rising fossil fuel costs and the disruptions of energy supplies resulting from the Ukrainian war could pave the way for an aggressive energy transition. Brittle Power warned of the vulnerabilities inherent in our existing energy systems and promoted the benefits of a decentralized system based on e�ciency and local renewable energy sources as being resilient and far less vulnerable to supply disruptions. The decentralized options remain and microgrids could play an important role in facilitating them. Some individuals and local communities are implementing their own energy security strategies.
