Pritzker pledges to expand access to mental health care in Illinois
Service providers, state agency officials joined governor for Springfield panel

SPRINGFIELD – In the middle of Mental Health Awareness Month, Gov. JB Pritzker and Lt. Gov. Juliana Stratton hosted a panel in Springfield this week at which he pledged to expand the state’s behavioral health services.
With several dozen services providers from around the state in attendance, Pritzker and panelists floated ideas to improve access to mental health care for Illinoisans, like mandating a social worker be in every school and drafting a “Mental Health Bill of Rights” – a document that will affirm the state’s mental health system as one for people of all backgrounds.
Pritzker said it’s necessary to buck trends of the past, when discussions surrounding mental health were quickly swept under the rug, in private or public life – and received little government attention.
“If you could roll the time backward 10 years, very few people talked publicly about mental health challenges that they personally were having,” Pritzker said during the panel, which was attended by a Capitol News Illinois reporter. “We have to just think about the individual who has no alternative – they don’t have choices – and we have to give them opportunities to get help.”
The governor spoke about his personal experiences and recounted the struggles his mother – who he credits as spurring his political career – had with alcohol as he was growing up in the 1970s. Sue Pritzker died in 1982, leaving the future governor an orphan at 17 years old.
“She drank to self-medicate,” he said. “She was somebody who was an activist, a caregiver and she was a widow with three young children when my father died.”
Pritzker emphasized that his mother had the money to access care, given the family’s enormous wealth, but he said shame and guilt prevented her from seeking professional aid.
“Even with the resources, partly because of stigma, it’s hard to go seek help,” Pritzker said. “In some ways, my
experience with that instilled in me a desire to try to address the challenges that are now referred to as behavioral health.”
He and Stratton suggested mental and physical health care should be considered with equal weight. Stratton, who chairs the recently formed Healing-Centered Illinois Task Force, also said mental health care needs to be accessible to everyone, regardless of race or income.
“It’s not okay if just some communities are healing and others aren’t,” she said. “If some communities are saying, ‘Now, it’s accessible,’ but others are left behind.”
As stigma continues to decrease for those seeking mental health care, existing practitioners can’t keep up with the rising need. More than half of respondents – 56 percent – to the American Psychological Association’s 2023 “Pulse” survey, said they had no openings for new patients.
Illinois officials have responded by easing barriers to enter the profession in recent years. The National Association of Social Workers Illinois Chapter earlier this year praised a 2021 law that did away with a previously mandated test for licensure that the organization said was biased.
Since the law took effect, the number of licensed social workers in Illinois has more than doubled in two years. As of early December, there were more than 10,000 LSWs in Illinois, though that figure does not include licensed clinical social workers or school social workers.
NASW-IL noted that 12 percent of those LSWs came from out of state. Pritzker, in 2022, signed legislation that made it easier for behavioral health workers licensed in other states to become licensed in Illinois and enabled in-state providers with lapsed licenses to easily get reinstated.
On Wednesday, Pritzker credited “greater investments” in mental health –such as being able to use American Rescue Plan Act dollars to expand services and creating the state’s Children’s Behavioral Transformation Initiative – to Illinois’ improving financial picture, though he added, “there’s a whole lot more to do.”
“You can’t do any of this stuff unless your fiscal health is such that you can make major investments,” he said. “And we have so much more to do in that regard.”
Pritzker wondered aloud why the state isn’t putting more social workers in schools. Hopeful Futures Campaign, a childhood mental health advocacy group, reported Illinois only had one school social worker for nearly every 750 students in 2022 – a caseload nearly three times the Illinois State Board of Education’s recommended ratio.
“We’ve got to make strides with a social worker in every school,” Pritzker said. “I know we say we can’t afford it, but I don’t know why we aren’t making that a high priority.”
Child welfare expert Dana Weiner, chief of the state’s Children’s Behavioral Health Transformation Initiative, said the state is crafting a new social work pilot program.
“We’re working on developing a pilot for in-home behavioral health aides for young people who have autism spectrum disorders and behavioral health needs,” she said.
No timetable was given on when such a pilot might be introduced.
Weiner announced the state is drafting a “Mental Health Bill of Rights” – also without a timeline – that will eventually “serve as a declaration of our aspirations for an improved mental health service system,” she said.
“Someday, when we get there, (it will) grant all Illinoisans the assurance that they can seek help without stigma in their community, in their language in their culture, and that they have access to timely and effective services and that they know where to go for help,” she said.
A day after the event, House Bill 5457, which would require agencies that license behavioral health workers to “allow reasonable accommodations for applicants for whom English is not their primary language and a test in their primary language test is not available,” passed the Senate and awaits Pritzker’s approval.

Iran’s president and foreign minister die in helicopter crash at moment of high tensions

Iranian President Ebrahim Raisi and the country’s foreign minister were found dead Monday hours after their helicopter crashed in fog, leaving the Islamic Republic without two key leaders as extraordinary tensions grip the wider Middle East.
Supreme Leader Ayatollah Ali Khamenei, who has the final say in the Shiite theocracy, quickly named a little-known vice president as caretaker and insisted the government was in control, but the deaths mark yet another blow to a country beset by pressures both at home and abroad.
Iran has offered no cause for the crash nor suggested sabotage brought down the helicopter, which fell in mountainous terrain in a sudden, intense fog.

In Tehran, Iran’s capital, businesses were open and children attended school Monday. However, there was a noticeable presence of both uniformed and plainclothes security forces downtown.
The crash comes as the Israel-Hamas war roils the region. Iran-backed Hamas led the attack that started the conflict, and Hezbollah, also supported by Tehran, has fired rockets at Israel. Last month, Iran launched its own unprecedented droneand-missile attack on Israel.
A hard-liner who formerly led the country’s judiciary, Raisi was viewed as a protege of Khamenei. During his tenure, relations have also continued to deteriorate with the West as Iran enriched uranium closer than ever to weapons-grade levels and supplied bomb-carrying drones to Russia for its war in Ukraine.
His government has also faced years of mass protests over the ailing economy and women’s rights — making the moment that much more sensitive.
The crash killed all eight people aboard a Bell helicopter, which Iran purchased in the early 2000s, according to the staterun IRNA news agency reported. Among the dead were Iranian Foreign Minister Hossein Amirabdollahian, the governor of Iran’s East Azerbaijan province, a senior cleric from Tabriz, a Revolutionary Guard official, and three crew members, IRNA said.
Iran has flown Bell helicopters extensively since the shah’s era. But aircraft in Iran face a shortage of parts, in part because of Western sanctions, and often fly without safety checks. Against that backdrop, former Iranian Foreign Minister Mohammad Javad Zarif sought
to blame the United States for the crash in an interview Monday.
“One of the main culprits of yesterday’s tragedy is the United States, which ... embargoed the sale of aircraft and aviation parts to Iran and does not allow the people of Iran to enjoy good aviation facilities,” Zarif said. “These will be recorded in the list of U.S. crimes against the Iranian people.”
State TV gave no immediate cause for the crash that occurred in Iran’s East Azerbaijan province. Footage released by IRNA early Monday showed what the agency described as the crash site, across a steep valley in a green mountain range.
The U.S. has yet to comment publicly on Raisi’s death. Ali Bagheri Kani, a nuclear negotiator for Iran, will serve as the country’s acting foreign minister, state TV said.
Condolences poured in from neighbors and allies after Iran confirmed there were no survivors from the crash. Indian Prime Minister Narendra Modi said in a post on the social media platform X that his country “stands with Iran in this time of sorrow.” Russian President Vladimir Putin, in a statement released by the Kremlin, described Raisi “as a true friend of Russia.”
Turkish President Recep Tayyip Erdogan, China’s Xi Jinping and Syrian President Bashar Assad also offered condolences. Azerbaijan’s president, Ilham Aliyev, said he and his government were “deeply shocked.” Raisi, 63, was returning Sunday from Iran’s border with Azerbaijan, where he inaugurated a dam with Aliyev when the crash happened.
The death also stunned Iranians, and Khamenei declared five days of public mourning. But many have been ground down by the collapse of the country’s rial currency and worries about regional conflicts spinning out of control with Israel or even with Pakistan, which Iran exchanged fire with this year as well.
“He tried to carry out his duties well, but I don’t think he was as successful as he should have been,” said Mahrooz Mohammadi Zadeh, 53, a resident of Tehran. “He did carry out his duties, I’m not saying he didn’t, but he was a bit weak.”
Khamenei stressed the business of Iran’s government would continue no matter what — but Raisi’s death raised the specter of what will happen after the 85-year-old supreme leader either resigns or dies. Final say in all matters of state rest with his office and only two men have held the position since the 1979 Islamic Revolution.
Raisi had been discussed as one possible contender for the role. The only other person so far suggested has been Khamenei’s 55-year-old son, Mojtaba. However, some have raised concerns over the position going to a family member, particularly after the revolution overthrew the hereditary Pahlavi monarchy of the shah.
For now, Khamenei has named the first vice president, Mohammad Mokhber, as caretaker, in line with the constitution, which says a new presidential election should be called within 50 days.
Mokhber had already begun receiving calls from officials and foreign governments in Raisi’s absence, state media reported.
An emergency meeting of Iran’s Cabinet was held as state media made the announcement Monday morning. The Cabinet issued a statement afterward pledging it would follow Raisi’s path and that “with the help of God and the people, there will be no problem with management of the country.”
Raisi won Iran’s 2021 presidential election, a vote that saw the lowest turnout in the Islamic Republic’s history. He was sanctioned by the U.S. in part over his involvement in the mass execution of thousands of political prisoners in 1988 at the end of the bloody Iran-Iraq war. Under Raisi, Iran now enriches uranium at nearly weapons-grade levels and hampers international inspections. Iran has armed Russia in its war on Ukraine, as well as launched a massive droneand-missile attack on Israel amid its war against Hamas in the Gaza Strip. It also has continued arming proxy groups in the Mideast, like Yemen’s Houthi rebels and Lebanon’s Hezbollah.
Meanwhile, mass protests in the country have raged for years. The most recent involved the 2022 death of Mahsa Amini, a woman who had been earlier detained over her allegedly loose headscarf, or hijab. The monthslong security crackdown that followed the demonstrations killed more than 500 people and saw over 22,000 detained.
In March, a United Nations investigative panel found that Iran was responsible for the “physical violence” that led to Amini’s death.
Raisi is the second Iranian president to die in office. In 1981, a bomb blast killed President Mohammad Ali Rajai in the chaotic days after the country’s Islamic Revolution.

Botanists are scouring the US-Mexico border to document a forgotten ecosystem split by a giant wall
By Julie Watson Associated PressJACUMÉ, México (AP) — Near the towering border wall flanked by a U.S. Border Patrol vehicle, botanist Sula Vanderplank heard a quail in the scrub yelp “chi-ca-go,” a sound the birds use to signal they are separated from a mate or group.
Then silence.
A quail on the Mexican side called back, triggering a back-and-forth soundtrack that was both fitting and heartbreaking in an ecosystem split by an artificial barrier.
Vanderplank was among several botanists and citizen scientists participating in the Border Bioblitz near the Mexican community of Jacumé, about 60 miles (100 kilometers) east of Tijuana.
Roughly 1,000 volunteers armed with the iNaturalist app on their smartphones are documenting as many species as possible along the U.S.-Mexico border in May. Uploading photos to the app helps identify plants and animals, and records the coordinates of the location.
The hope is the information could lead to more protections for the region’s natural richness, which is overshadowed by news of drug trafficking and migrant smuggling.
On a recent day, Bioblitz volunteers scrutinized a bright yellow blooming carpet of common Goldfields, a sharp contrast to the imposing steel bollards of the border wall topped with rolls of razor wire. Some navigated their way around piles of empty water jugs, a gray hoodie and empty cans of tuna fish left under the branches of native flora like the Tecate Cypress.
“There’s a fabulous amount of biodiversity here that’s traditionally been overlooked,” Vanderplank, of the binational program Baja Rare, said.
The efforts started in response to former President Donald Trump adding hundreds of miles of border walls that toppled untold numbers of saguaro cactuses in Arizona and passed through the biodiversity hotspot of Baja California.
“When the border wall construction began, we realized how little hard data we had, especially when it came to plants and small organisms,” Vanderplank said. “We don’t know what all we could lose.”
Since then, there has been a groundswell of initiatives to document the
borderland’s flora and fauna as climate change coupled with habitat loss, pollution and development have hammered the world’s biodiversity. One estimate in 2019 warns that a million plant and animal species face extinction within decades, a rate of loss 1,000 times greater than expected.
The United Nations is expected hold a high-level meeting in Colombia of signatories to the Convention on Biological Diversity in October aiming to protect 30% of land, freshwater and oceans considered important for biodiversity by 2030, known as 30 by 30. Representatives from nearly 200 countries are expected to present plans on how they will meet conservation targets agreed upon in 2022. Currently, 17% of terrestrial and 10% of marine areas are protected.
Baja California peninsula, which borders California and is home to Tijuana with one of Mexico’s highest homicide rates, has more than 4,000 species of plants. A quarter of them are endemic and at least 400 plants are considered rare with little to no protection.
Flora and fauna that have gone extinct or are in danger of disappearing in the U.S., like the California red-legged frog, are thriving south of the border, producing specimens that are being used to bring back populations.
But the region’s crime deters many U.S. scientists from crossing the border. Mexico also is restricting permits for botanists and not allowing seeds to be collected, further curtailing the work, scientists say.
Bioblitz organizers work with local communities and say they take people only to areas deemed safe.
“You have to be really careful because of the violence,” said Jon Rebman, a curator of botany at the San Diego Natural History Museum, who has named 33 new plants for science from the southern California and Baja California region.
“It’s scary from that standpoint, yet those are the areas where we really need more information because there’s hardly any protected area on the south side,” he said.
Using the museum’s collection, Rebman made a list of 15 plant species endemic to Baja California and not seen since being collected nearly a century ago. He created a binational team to find
them. So far, they have located 11. Rebman also discovered two new plants to science in 2021 in a canyon off a Tijuana highway: the new species, Astragalus tijuanensis, and a new variety of the Astragalus brauntonii named lativexillum.
“I was worried they would go extinct before we even got them named,” Rebman said. “That tells you what type of area we’re working in.”
Tijuana-based botanist Mariana Fernandez of Expediciones Botánicas periodically checks on the plants. Working with Rebman, she is pushing Baja California to adopt more protections for its native plants. Currently only a fraction are on Mexico’s federal protection list.
She hopes the state will step in, while she also tries to build support by taking Tijuana residents and Baja officials on hikes.
“People are amazed that these things exist in Tijuana, and I hope to show more and more people so they can see the beauty, because we need that,” Fernandez said. “It’s important to not be impeded by the barriers that humans create.”
As border security increases with the number of people being displaced by natural disasters, violence and wars at record levels worldwide, more migrants are traipsing out to areas like the stretch near Jacumé. The tiny community of about 100 families includes members of the Kumeyaay tribe and sits across the border from an equally sparsely populated desert near the California town of Jacumba Hot Springs. Population: about 1,000.
The area has seen thousands of asylum seekers who wait for an opportunity to cross, usually in the cloak of darkness, and then camp again on the U.S. side after turning themselves in to U.S. Border Patrol agents.
Fernandez was among the botanists helping Bioblitz volunteers on the Mexican side near a crumbling crossing station from the 1920s.
“I never would have thought that there would be so much biodiversity on the border,” said Jocelyn Reyes, a student of Fernandez at La Universidad Autónoma de Baja California who stopped every few feet to hover over a plant and photograph its details. “It’s so interesting and makes you realize there’s so much worth saving.”

Bald Hill, one of the few places of such exemplary topographical relief anywhere in Illinois, was named in 1872 by locals who used the site as a gathering place for picnics and weddings and a place to sled in winter. It was part of the Ford Ferguson Leaf River Ranch where cattle were grazed as recently as 2018. The site was originally prairie (“bald”) with some savanna and many unique prairie species surviving until today. In 2017, Peter McDade took ownership of the 160 acres encompassing Bald Hill before working generously with both the Natural Land Institute and the Byron Forest Preserve to preserve the property and its unique remnant prairie and savanna flora. This champion cottonwood tree, at time of discovery, was estimated to be about 200 years old, making it a tree that started growing when Illinois become a state back in 1818. The tree has become a tourist attraction after being published in the Chicago Sun Times.
Cottonwoods are the “redwoods” of the Midwest readily growing over 100-feet tall with trunks of 9-feet in diameter. They are fast growing trees that are either male or female – the namesake female trees produce green chains of

The seed must land on moist, exposed ground and germinates immediately. That was usually at a disturbance from a flood or animal like a bu�alo wallow. We can imagine how this tree got its start here.
“Cottonwoods are not recommended as residential or urban trees because their roots seek moisture and they can get into and clog everything from sewer and water pipes to septic fields.
