Ride-share regulation, Native American history measures clear General Assembly

SPRINGFIELD – Even though it became clear this week that the General Assembly’s spring legislative session would go longer than scheduled as lawmakers fi nalize a budget, several measures cleared the legislature by its original Friday adjournment date.

Those include a requirement that schools teach a unit of Native American history and a bill allowing individuals convicted of a felony to serve as estate executors. Another measure would classify ride-share companies as “common carriers,” which would subject them to liability in cases of accident or injury, like other forms of public transportation.

All three of those measures will now head to the governor for consideration, the final step before they can become law.

Native American history

House Bill 1633 would require public elementary and high schools to include a unit of Native American history in their social studies curriculum beginning with the 2024-2025 school year.

It passed the House 81-31 on Thursday after clearing the Senate on a 44-8 vote earlier this month.

The bill says the existing State Education Equity Committee, which provides recommendations for advancing equity in education, must include a representative from an organization that works for “economic, educational, and social progress for Native Americans.”

It was most recently amended to also require the committee to include an individual with a disability or representative of a statewide organization representing

individuals with disabilities.

“Teaching our children true Native American history would not only teach them of the things we are ashamed of but also the contributions of Native Americans that have benefited from our state,” bill sponsor Rep. Maurice West, D-Rockford, said. “This bill is giving a voice to the very fi rst of us.”

While the bill does not actually create curriculum for the course, the Illinois State Board of Education would provide instructional materials and guidelines for the development of the curriculum and each school district would have to create their own.

Additionally, the bill specifies the unit should include instruction on Native American events and history within the Midwest. This would cover their contributions to the U.S. and their own nations in a variety of subjects, including government, arts and sciences.

It also says the unit should include descriptions of large urban Native American populations in Illinois and, for grades 6 through 12, a section on the genocide of and discrimination against Native Americans.

Ride-share liability

House Bill 2231 would classify rideshare companies as “common carriers,” removing an exemption from 2014 that allowed them to avoid liability in cases of accident or injury. Currently in Illinois, “common carriers” include taxicabs, railways and elevators, among others.

The 2014 Transportation Network Providers Act created the exemption, stating ride-shares and their drivers “are not common carriers, contract carriers or motor carriers, as defined by applicable

State law, nor do they provide taxicab or for-hire vehicle service.”

The amended measure would deem that common carrier exemption “inoperative” as of Jan. 1, 2024. The amended version cleared the House 74-38 on partisan lines Wednesday after passing the Senate, also on partisan lines, earlier this month.

Permitting convicted felons to be executors

Another measure would allow individuals convicted of a felony to serve as an estate executor, allowing those not currently incarcerated to carry out the terms of a family member’s will.

House Bill 1268 passed the House 80-34 Thursday after clearing the Senate on a 43-8 vote.

The measure would allow a person convicted of a felony to act as an executor if the testator names them as an executor and acknowledges that they’re aware of the person’s conviction before the will was written. They also can’t qualify if they’re prohibited from receiving part of the testator’s estate under current law.

“The main goal of this important piece of legislation was to make sure that our loved ones choose who they wanted to carry our their last and final wishes,” Rep. Lakesia Collins, D-Chicago, said in a news conference.

Under the bill, individuals couldn’t be executors if they’ve been convicted of financial exploitation of an elderly person or a person with a disability, financial identity theft, or a similar crime.

Opponents said they were worried the bill originally didn’t have enough safeguards to protect people from those convicted of financial crimes. But the exceptions included in the amendment helped alleviate some of those concerns.

“The exposure of vulnerable seniors to those who have been convicted at a felony level of financial crimes is perhaps one of the most dangerous places we could put this state” Rep. Je� Keicher, R-Sycamore, said before voting against the measure. “So I’m glad to see the Senate made the changes they did.

NORTHERN ILLINOIS FOOD BANK

Northern Illinois Food Bank marked its 40th Anniversary with an inaugural Founder’s Day event on Thursday, May 18, 2023 at Northern Illinois Food Bank - Winnebago Community Market/ Northwest Center in Rockford, IL. The special day included a brief ceremony, volunteer shift with volunteers packing boxes, tours, and refreshments. Dozens of attendees including volunteers, donors, sta�, and community members, honored the Food Bank’s founder, Sister Rosemarie Burian, and others who have taken the organization from its humble beginnings to where it is now, on what would have been Sister Rosemarie’s 87th birthday.

In honor of Founder’s Day, Del Monte donated and delivered a full truck load of 15oz. cans of product on Thursday morning. The truck contained 16 totes or 20,000 lbs. of cans.

Speakers Chris White, Chief Operating O�cer, Northern Illinois Food Bank, Joan Kelley, Campaign UNITE co-chair and Linda James, Christian Union Food Pantry retraced and honored that history of persistence and community-building which Sister Rosemarie started.

Sister Rosemarie received a vision of a community where every neighbor had they food they needed. Although people were skeptical that hunger existed in DuPage County, she gathered like-minded people and in 1983 started Bethlehem Center, which later became Northern Illinois Food Bank. Today, Northern Illinois Food Bank works with a network of more than 900 food pantries, soup kitchens, and feeding programs to provide 80 million meals a year to neighbors across 13 counties, including Winnebago, in suburban and rural Northern Illinois.

New York City has a right to shelter, but will it establish a right to sleep outside?

NEW YORK (AP) — New York Mayor Eric Adams has hailed his city’s right to shelter as a hallmark of compassion for its most destitute. Now he must decide if he will extend that compassion by bestowing homeless people with the right to sleep outside.

The City Council unanimously approved a “Homeless Bill of Rights” last month that would make New York the first big U.S. city to establish an explicit right to sleep in at least some public places.

If Adams, a Democrat, allows the measure to become law, it could be a notable departure for the city, which has for years sent police and sanitation crews to clear homeless encampments as they arise.

It also would run against the prevailing political headwinds in other places that have struggled with large numbers of people living in tents and other makeshift shelters.

The Los Angeles City Council passed a broad anti-camping measure two years ago. Then last year, the city outlawed tents within 500 feet (150 meters) of schools and day cares and banned sitting, lying, sleeping or storing personal property that would disrupt the flow of traffic on sidewalks, streets and bike lanes.

The changes were billed as a compassionate way to get homeless people off the streets and restore access to public spaces for other people. Sonja Verdugo, an organizer with the Los Angeles advocacy group Ground Game LA, called the measure “inhumane.”

“Basically, you can’t rest anywhere outdoors if you’re unhoused,” she said.

Earlier this year, a “Right to Rest” proposal in Oregon died quietly after its sponsor could not muster support. It would have granted the right to use public spaces “without discrimination and time limitations that are based on housing status.”

Attempts to establish a similar Homeless Bill of Rights in California, including a right to sleep outdoors without fear of being confronted by police, also have faltered.

Some hope Los Angeles’ newly elected Mayor Karen Bass will make good on a campaign promise to move people out of tents and cardboard shanties and into

permanent housing.

Bass vowed to eliminate encampments lining entire blocks and have made the city’s notorious Skid Row the embodiment of the country’s homeless crisis. Bass also promised to house 15,000 people by the end of her first year in office. The number comprises more than a third of the estimated 42,000 Los Angelenos without permanent shelter.

The increasing visibility of homeless camps has fueled public frustration and prompted politicians, including some moderate Democrats, to push to reduce their prevalence — to the chagrin of some advocates for homeless people.

“More and more, it’s simply illegal to be homeless all across the country — in Republican and Democratic cities,” said Mark Horvath, CEO of Los Angeles-based nonprofit Invisible People. “But it’s not like we can arrest our way out of this crisis.”

Aside from establishing the right to sleep outdoors, the Homeless Bill of Rights passed in New York would also codify the city’s longstanding right to shelter, the only one of its kind among the country’s biggest cities.

Among the nine rights in the measure are safeguards against being forced into facilities that don’t correspond to a person’s gender identity. It also gives people the right to apply for rental assistance and requires parents staying in shelters be given diapers for their babies.

“This is a sensible and compassionate policy response to unprecedented homelessness,” said Taysha Milagros Clark, a policy and data analyst for the Coalition for the Homeless in New York City.

“The bill of rights really encompasses an understanding that homeless people do have rights. They haven’t violated any laws or anything of the sort just by virtue of their homeless status,” she said. “It is a stark departure from what this administration has done.”

Fabien Levy, a spokesperson for Adams, said the mayor was still evaluating the measure.

“Since Day One of this administration, Mayor Adams has been focused on helping New Yorkers experiencing homelessness and connecting them with a clean, safe place to rest their heads at night,” Levy said.

The mayor’s subway safety program has resulted in more than 4,600 New Yorkers experiencing homelessness being

connected to the help and shelter they need “to stabilize their lives,” Levy said.

It is uncertain how the proposed right to sleep outdoors might work in practice.

New York City has rules limiting the ability to set up a campsite. Most city parks close at 1 a.m. Privately owned spaces are off limits. Sidewalks and roads are required to be free of obstructions.

People are forbidden from lying down on benches or seats on the city’s subway trains, though enforcement is lax.

New York City is required by law to guarantee space in its huge shelter system to anyone who needs it, but the system has been bursting partly due to an influx of migrants, many of whom crossed into the U.S. along the southern border.

Nearly 81,000 people were housed in the shelter system in the past week. City officials scrambled to find more space, including renting out entire hotels for families without permanent housing.

Some people choose to live on the streets because they find the city’s shelters dangerous or too crowded, don’t like their rules or curfews, or have trouble being around other people.

Jumaane Williams, New York City’s elected public advocate and a sponsor of the homeless rights measure now before Adams, said he would like the city to focus less on preventing encampments and more on addressing what he says are the roots of the crisis: rising housing costs, joblessness, racism, addiction and mental illness.

“I think we’re in dire situations for things that have been decades in the making,” Williams said.

The concept of a bill of rights for homeless people dates back more than a decade. In 2012, Rhode Island was the first state to adopt one, soon followed by Connecticut and Illinois.

“So far none of them have explicitly protected the right of a person to be able to sleep outside,” said Eric Tars, the legal director of the National Homelessness Law Center.

Five years ago, the 9th U.S. Circuit Court of Appeals ruled the city of Boise, Idaho, could not stop people from sleeping outside if there was nowhere else for them to sleep. Doing so, the court suggested, would criminalize homeless people. The right to sleep outside only exists, the court ruled, if there is no shelter space available.

What it would mean for the global economy if the US defaults on its debt

WASHINGTON (AP) — If the debt crisis roiling Washington were eventually to send the United States crashing into recession, America’s economy would hardly sink alone.

The repercussions of a first-ever default on the federal debt would quickly reverberate around the world. Orders for Chinese factories that sell electronics to the United States could dry up. Swiss investors who own U.S. Treasurys would suffer losses. Sri Lankan companies could no longer deploy dollars as an alternative to their own dodgy currency.

“No corner of the global economy will be spared’’ if the U.S. government defaulted and the crisis weren’t resolved quickly, said Mark Zandi, chief economist at Moody’s Analytics.

Zandi and two colleagues at Moody’s have concluded that even if the debt limit were breached for no more than week, the U.S. economy would weaken so much, so fast, as to wipe out roughly1.5 million jobs.

And if a government default were to last much longer — well into the summer — the consequences would be far more dire, Zandi and his colleagues found in their analysis: U.S. economic growth would sink, 7.8 million American jobs would vanish, borrowing rates would jump, the unemployment rate would soar from the current 3.4% to 8% and a stock-market plunge would erase $10 trillion in household wealth.

Of course, it might not come to that. The White House and House Republicans, seeking a breakthrough, concluded a round of debt-limit negotiations Sunday, with plans to resume talks Monday. The Republicans have threatened to let the government default on its debts by refusing to raise the statutory limit on what it can borrow unless President Joe Biden and the Democrats accept sharp spending cuts and other concessions.

US DEBT, LONG VIEWED AS ULTRA-SAFE

Feeding the anxiety is the fact that so much financial activity hinges on confidence that America will always pay its financial obligations. Its debt, long viewed as an ultra-safe asset, is a foundation of global commerce, built on decades of trust in the United States. A default could shatter the $24 trillion market for Treasury debt, cause financial markets to freeze up and ignite an international crisis.

“A debt default would be a cataclysmic event, with an unpredictable but probably dramatic fallout on U.S. and global financial

markets,’’ said Eswar Prasad, professor of trade policy at Cornell University and senior fellow at the Brookings Institution.

The threat has emerged just as the world economy is contending with a panoply of threats — from surging inflation and interest rates to the ongoing repercussions of Russia’s invasion of Ukraine to the tightening grip of authoritarian regimes. On top of all that, many countries have grown skeptical of America’s outsize role in global finance.

In the past, American political leaders generally managed to step away from the brink and raise the debt limit before it was too late. Congress has raised, revised or extended the borrowing cap 78 times since 1960, most recently in 2021.

Yet the problem has worsened. Partisan divisions in Congress have widened while the debt has grown after years of rising spending and deep tax cuts. Treasury Secretary Janet Yellen has warned that the government could default as soon as June 1 if lawmakers don’t raise or suspend the ceiling.

‘SHOCKWAVES THROUGH THE SYSTEM’

“If the trustworthiness of (Treasurys) would become impaired for any reason, it would send shockwaves through the system ... and have immense consequences for global growth,’’ said Maurice Obstfeld, senior fellow at the Peterson Institute for International Economics and former chief economist at the International Monetary Fund.

Treasurys are widely used as collateral for loans, as a buffer against bank losses, as a haven in times of high uncertainty and as a place for central banks to park foreign exchange reserves.

Given their perceived safety, the U.S. government’s debts — Treasury bills, bonds and notes — carry a risk weighting of zero in international bank regulations. Foreign governments and private investors hold nearly $7.6 trillion of the debt — roughly 31% of the Treasurys in financial markets.

Because the dollar’s dominance has made it the de facto global currency since World War II, it’s relatively easy for the United States to borrow and finance an ever-growing pile of government debt.

But high demand for dollars also tends to make them more valuable than other currencies, and that imposes a cost: A strong dollar makes American goods pricier relative to their foreign rivals, leaving U.S. exporters at a competitive disadvantage. That’s one reason why the United States has run trade deficits every year since 1975.

CENTRAL BANKS’ STOCKPILES OF DOLLARS

Of all the foreign exchange reserves held by the world’s central banks, U.S. dollars account for 58%. No. 2 is the euro: 20%. China’s yuan makes up under 3%, according to the IMF.

Researchers at the Federal Reserve have calculated that from 1999 to 2019, 96% of trade in the Americas was invoiced in U.S. dollars. So was 74% of trade in Asia. Elsewhere outside of Europe, where the euro dominates, dollars accounted for 79% of trade.

So reliable is America’s currency that merchants in some unstable economies demand payment in dollars, instead of their own country’s currency. Consider Sri Lanka, battered by inflation and a dizzying drop in the local currency. Earlier this year, shippers refused to release 1,000 containers of urgently needed food unless they were paid in dollars. The shipments piled up at the docks in Colombo because the importers weren’t able to obtain dollars to pay the suppliers.

“Without (dollars), we can’t do any transaction,” said Nihal Seneviratne, a spokesman for Essential Food Importers and Traders Association. “When we import, we have to use hard currency — mostly the U.S. dollars.’’

Likewise, many shops and restaurants in Lebanon, where inflation has raged and the currency has plunged, are demanding payment in dollars. In 2000, Ecuador responded to an economic crisis by replacing its own currency, the sucre, with dollars — a process called “dollarization’’ — and has stuck with it.

THE GO-TO HAVEN FOR INVESTORS

Even when a crisis originates in the United States, the dollar is invariably the go-to haven for investors. That’s what happened in late 2008, when the collapse of the U.S. real estate market toppled hundreds of banks and financial firms, including once-mighty Lehman Brothers: The dollar’s value shot up.

“Even though we were the problem — we, the United States — there was still a flight to quality,’’ said Clay Lowery, who oversees research at the Institute of International Finance, a banking trade group. “The dollar is king.’’

If the United States were to pierce the debt limit without resolving the dispute and the Treasury defaulted on its payments, Zandi suggests that the dollar would once again rise, at least initially, “because of the uncertainty and the fear. Global investors just wouldn’t know where to go except to

where they always go when there’s a crisis and that’s to the United States.’’

But the Treasury market would likely be paralyzed. Investors might shift money instead into U.S. money market funds or the bonds of top-flight U.S. corporations. Eventually, Zandi says, growing doubts would shrink the dollar’s value and keep it down.

GOVERNMENT’S STRATEGY IF DEBT CAP IS BREACHED

In a debt-ceiling crisis, Lowery, who was an assistant Treasury secretary during the 2008 crisis, imagines that the United States would continue to make interest payments to bondholders. And it would try to pay its other obligations — to contractors and retirees, for example — in the order that those bills became due and as money became available.

For bills that were due on June 3, for example, the government might pay on June 5. A bit of relief would come around June 15. That’s when government revenue would pour in in as many taxpayers make estimated tax payments for the second quarter.

The government would likely be sued by those who weren’t getting paid — “anybody who lives off veterans’ benefits or Social Security,’’ Lowery said. And ratings agencies would likely downgrade U.S. debt, even if the Treasury continued to pay interest to bondholders.

The dollar, though it remains dominant globally, has lost some ground in recent years as more banks, businesses and investors have turned to the euro and, to a lesser extent, China’s yuan. Other countries tend to resent how swings in the dollar’s value can hurt their own currencies and economies.

A rising dollar can trigger crises abroad by drawing investment out of other countries and raising their cost of repaying dollar-denominated loans. The United States’ eagerness to use the dollar’s clout to impose financial sanctions against rivals and adversaries is also viewed uneasily by some other countries.

So far, though, no clear alternatives have emerged. The euro lags far behind the dollar. Even more so does China’s yuan; it’s hamstrung by Beijing’s refusal to let its currency trade freely in global markets.

But the debt ceiling drama is sure to heighten questions about the enormous financial power of the United States and the dollar.

“The global economy is in a pretty fragile place right now,’’ Obstfeld said. “So throwing into that mix a crisis over the creditworthiness of U.S. obligations is incredibly irresponsible.’’

The May 19 end to the General Assembly’s spring session had been on the calendar for months, but it’s not a deadline; lawmakers still have until the end of May before a constitutional trigger raises the threshold on the number of votes needed to pass legislation immediately to a three-fifths majority.

Democratic legislative leaders in the General Assembly issued a statement Friday evening announcing they’ll return next week instead of working through the weekend. Both chambers will be back on Wednesday and Thursday, while the House has scheduled Friday session as well.

“When we came to Springfield in January, we made it clear that our top priority was a fiscally responsible budget that prioritized hardworking Illinoisans,”

Senate President Don Harmon and House Speaker Emanuel “Chris” Welch said in a joint statement. “That continues to be true. Conversation is ongoing and negotiations are productive. We are committed to passing a good, balanced budget for the people of Illinois.”

This week’s realization that budget talks were not wrapping up neatly frustrated members on both sides of the aisle, but Republicans – who only make up a superminority of both the Illinois House and Senate – were much more vocal about it.

During House floor debate, Rep. Jeff Keicher, R-Sycamore, renewed his request for an estimate as to when a draft copy of the budget might drop – or at least a revenue estimate for the state’s fiscal year that begins July 1.

“You’re asking me?” replied Rep. Jay Hoffman, a Democrat from Swansea who was presiding over the House chamber at the time. Hoffman’s quip elicited laughs from members, and Keicher broke into a smile.

“Funny story,” Keicher responded. “After I made my inquiry last night, I had eight members of the other side of the aisle suggest to me that they hadn’t seen one either.”

House Republicans’ lead budget negotiator Rep. Norine Hammond, R-Macomb,

said members of her party have been essentially uninvolved or uninvited to budget negotiations throughout the spring session.

“We have attempted numerous meetings with the House Democratic budgeteer, with the speaker and the governor,” Hammond said at a Capitol news conference. “Only one group has met with us on more than one occasion; that is the governor and his team. No negotiations with others have occurred.”

Most Democrats haven’t seen anything resembling a draft budget either, as the group of top lawmakers negotiating the state’s spending plan is intentionally small.

The most recent revenue estimate from the Governor’s Office of Management and Budget anticipates about $50.4 billion in revenues for the upcoming budget year, even after April revenues plummeted more than $1.8 billion from one year ago.

One point of contention among Democrats in negotiations is an anticipated $1.1 billion in spending on health care for non-citizens aged 42 and older who would otherwise qualify for Medicaid if not for their citizenship status.

The governor’s office had budgeted $220 million for that program, creating an $880 million budget pressure. Members of the Illinois Legislative Latino Caucus and Progressive Caucus have called for expanding the program to noncitizens between the ages of 19 and 42, at an estimated cost of $380 million next year.

While advocates for the noncitizen health care expansion have called those estimates overblown, the program has far exceeded estimates through its implementation and two expansions.

Budget requests from other groups include raising Medicaid reimbursement rates for hospitals, increased pay for providers serving individuals with disabilities, increases in funding for local governments and dozens of others.

Sen. Elgie Sims, D-Chicago, who serves as the chamber’s lead budget negotiator, said Thursday he thought negotiations between Democrats were “in a very good place.”

“We haven’t made any final decisions yet. I would say everything is still on the table. We’re still negotiating,” he said.

Rep. C.D. Davidsmeyer, R-Jacksonville, said he expected the budget to once again be filed “at the last minute” and quickly pushed through by the supermajority party, a customary process in recent years.

“There’s little to no – I would emphasize no – opportunity for debate on these issues,” he said. “I think we’re going to

see it drop, and we’re gonna be expected to figure out what the gimmicks are at the last minute.”

While rank-and-file lawmakers awaited the budget details Friday, several other major, wide-ranging initiatives were filed in a similar last-minute fashion. That included an exapansive cannabis regulatory bill, a change to Illinois’ strongest-in-the-nation biometric privacy law, a broad elections bill and an ethics proposal prohibiting political donations from red light camera companies among other reforms.

CANNABIS: A bill that aims to implement a variety of reforms to Illinois’ burgeoning cannabis industry would change dispensary operations and restrictions on craft growers.

The measure overhauls portions of the 2019 cannabis legalization law, which also sought to address the disproportionate impact of cannabis criminalization on communities of color. According to the ACLU, Black people in Illinois were 7.5 times more likely than white people to be arrested for cannabis-related offenses prior to the state’s decriminalization of the drug in 2016.

The 2019 law sought to address that impact, including laying the groundwork for the expungement of 492,129 cannabis-related convictions, a lottery process to award dispensary licenses to “social equity” applicants, and the opening of the state’s first Black-owned dispensaries.

The amended Senate Bill 1559, among other things, would increase canopy space for craft growers from 5,000 square feet to 1,400 square feet. It would also allow dispensaries to operate drive-thru windows and offer curbside pick-up services, making sure they prioritize medical patients.

BIOMETRIC PRIVACY: Business groups balked Friday after Democrats dropped a bill that would change Illinois’ Biometric Information Privacy Act, a first-of-itskind law that allows individuals to sue companies over improper collection or storage of information such as fingerprints or facial scans.

Although BIPA passed in 2008, it wasn’t until years later that companies began to face lawsuits under the law as technology like fingerprint and retinal scanners became more widely used. Business groups have been especially worried about companies’ legal exposure after recent BIPA-related decisions from the Illinois Supreme Court. One decision ruled violations occur every time biometric data is collected without an individual’s express permission – like

each time an employee clocks in and out using their fingerprints.

Friday’s amendment to House Bill 3811 stipulates that “the same biometric identifier from the same person using the same method of collection has created a single violation,” but business groups said the language was too vague. They also assailed the proposed fine increase for negligent violations from $1,000 to $1,500 and decried the addition of another type of biometric data to the law – electronic signatures – as a giveaway to trial lawyers.

ELECTIONS: A new elections bill would, among other things, establish a task force to study the feasibility of adopting a ranked-choice voting system in certain elections. That’s a method of voting in which voters can mark their ballot for multiple candidates in order of their preference.

An amendment to Senate Bill 2123 has several other elections-related provisions, including one that would allow 16-yearolds who are otherwise qualified to vote to preregister to vote, although their registration would be held in abeyance until they turn 18. It would also allow 17-year-olds who will turn 18 before the next election to circulate nominating petitions or petitions proposing a ballot question.

ETHICS: An amendment to House Bill 3903 filed late Friday would prohibit companies that sell automated traffic enforcement devices such as red light cameras from contributing to campaign funds if they contract with municipalities in Illinois. The measure also requires municipalities to conduct statistical analyses of the safety impact of existing systems. In recent years, executives of red light camera companies have been named in federal investigations involving lawmaker misconduct.

That measure also prohibits state lawmakers and municipal officers or employees from “knowingly” accepting employment or compensation from a vendor that provides automated traffic law enforcement system equipment or services to municipalities. It would create a two-year prohibition of any of those lawmakers or employees from receiving such compensation after they leave office or government work.

OTHER ACTION: All those bills were introduced at the end of a week that saw the passage of several measures that had been making their way through the legislative process for months. Those include bills allowing optional all-gender bathrooms, regulating the gun industry, environmental measures and dozens of others.

Successful squash

After the nightshade family of tomatoes, peppers, and eggplant, the squash family is another quintessential summer vegetable. Most backyard growers will at least have one or two squash plants in their home garden.

The squash family is also known as cucurbits. They commonly have a vining plant characteristic, yellow/orange/white flowers, and thrive in summer heat. This vegetable family is also very large with many di�erent shapes, sizes, textures, and uses. If there is a quality you are after, you can typically find it. If you want a small orange watermelon, there

is a cultivar of that. If you like butternut squash but wish it was personal size, there is a cultivar of that. If you wish the skin of the cucumber was edible and not bitter, you’ll find a cultivar of that.

Cucurbits include winter squash, summer squash, cucumber, watermelon, pumpkin/gourds, and melons. Within each category, you’ll have subcategories. For example, winter squash includes acorn, butternut, and spaghetti while melons include cantaloupe, muskmelon, and honeydew.

In selecting squash, choose your cultivar based on it’s physical features. You’ll find bush and vining type for many of these. A bush type will be more compact

and allow you to utilize your space better. A vining type is the most common and it will mean that you need to take into account spacing between plants in a row and spacing between rows. You can provide a trellis to support your cucurbits and give yourself more space to work with. Most squash with vining characteristics will be planted 18-24 inches between plants in a row and 6 ft between rows. That may mean you are unable to plant as many plants as you would like in a given area based on spacing. Additional characteristics to look at would be flavor, storage, and maturity.

This week starts a period where you could directly sow your cucurbit seeds in

the soil. You want to space them based on what your seed packet says due to their growth characteristics. You’ll find that most seed packets will suggest planting more than 1 seed in a hill at a certain diameter. The hilling process is where you raise the soil up and will warm the soil up to increase germination of the seeds. You would then thin seeds out, leaving behind just one plant. Most home and garden centers have squash plants too. If you have time, you could start seeds indoors for 2-3 weeks before planting. The bio-degradeable pots work well for this.

Energy, environment and the future

We listened to the recent video discussion between Howard Learner of the ELPC and Eric Sorenson, the new Congressional District 17 Representative. He serves on the Committee on Agriculture, the Committee on Science, Space and Technology and also on caucuses including the Sustainable Energy and Environmental Coalitions.

We had met Sorenson and talked with him several times earlier. One was a brief interaction at the Burpee Museum during a presentation on the loss of Greenland ice and its correlation with carbon emissions. We were pleasantly surprised by his presence and had a brief discussion on the benefits of including comments on climate change in TV weather reports. A second interaction with him occurred

at a meeting in the Quad Cities where we both made presentations on transitioning to cleaner energy sources. At that meeting he spoke openly about his concerns over climate change and the need to address them.

Sorenson earned a degree in meteorology and brings that science background to the Federal Government at a time when the world struggles with multiple challenges to science including to climate change. Although science is a complex area fi lled with diverse specializations, having been trained in the principles of science in one field provides him with a perspective supportive of science in general, the pursuit of knowledge leading to general truths.

He intends to bring a scientific perspective to his service in Congress early in his political career. We were pleased to hear both Learner and Sorenson agree

on supporting protecting prime farmland while encouraging the installation of solar farms on marginal farmlands. As the world is in a rush to transition to renewable energy sources, it is refreshing to hear leaders express concerns about appropriate sites for renewable installation.

For us the appropriate siting of renewable installations would include an emphasis on rooftop installations. A wide range of rooftops could host solar installations and reduce the need for expensive expansion of the electrical grid.

Another idea expressed by Sorenson was the benefits of individual grains of seed corn containing nitrogen which could eliminate the need for a separate trip across a field to apply nitrogen. If the practice gains wide acceptance it should both reduce energy consumption in farming and nitrogen runo� from farm

operations.

The environmental impacts of farmland fertilizer runo� could be reduced if fertilizers were applied in spring rather than in fall. Runo� could be reduced by planting a cover crop after harvest which also reduces soil and fertilizer loss. Such changes are being encouraged, but they impose additional costs and time constraints on farm operations.

As Sorenson becomes more established in his role as a Congressional District Representative we look forward to reports on his e�orts.

In our recent articles in The Rock River Times we expressed some of the concerns of others regarding renewable energy in our future and the necessity to consider that we may be living with less energy. We remain convinced that energy conservation, e�ciency and renewable energy sources will be a part of our energy future.
