SPRINGFIELD – The leader of the Prairie Band Potawatomi Nation says he believes Illinois lawmakers will eventually pass a bill granting the tribe title to a 1,500-acre park in DeKalb County, but it may take a few more months.

Chairman Joseph “Zeke” Rupnick said in a statement this week that a bill granting the tribe ownership of Shabbona Lake and State Park outside of Aurora had bipartisan support in both chambers, but lawmakers simply ran out of time before giving it final passage.

“Although we ran out of time, we’re seeing Illinois position itself on the right side of history in a milestone that would transcend politics, bureaucracy and fear,” Rupnick said in a text message statement to Capitol News Illinois. “We’re looking forward to getting this across the finish line the next time the legislature reconvenes.”

Lawmakers will meet again this fall for their annual veto session. Exact dates for that session have not yet been announced.

The Prairie Band Potawatomi are now headquartered in northeast Kansas. But they once had a reservation in what is now Dekalb County, a reservation that officials now agree was illegally sold out from under them in 1850.

part of the land that once made up the original Potawatomi reservation. Other parts of the original reservation now include county-owned land and about 30 private homes, the titles to which are said to be clouded by the tribe’s legal claims to the land.

The proposed land transfer legislation, Senate Bill 867, would make up one part of a larger plan the tribe has to settle its legal claims and reestablish its presence in northern Illinois.

In exchange for title to the park land, Rupnick has said, the tribe has said it is pursuing federal legislation that would clear up titles to the remainder of the original reservation, with an understanding that the tribe would have a right of first refusal to buy those properties at fair market value if they ever come up for sale.

Meanwhile, the tribe has already acquired 130-acre tract in the area that the U.S. Department of the Interior recently took into trust, making it the only federally recognized tribal reservation in Illinois.

The bill that is still pending in the General Assembly would add another 1,500 acres to the tribe’s holdings, land that the federal government could then add to the reservation.

It would also authorize the Department of Natural Resources to deed the park property to the tribe for $1. It also calls on the department to enter into a land management agreement with the tribe, which has said it intends to keep the park open for public use, at least until it devel-

ops a long-term plan for the property. Although the bill passed out of the Senate with bipartisan support, Republicans in the House indicated they had significant concerns about the deal. Among those was the fact that the state acquired the park land in the 1970s using federal grant dollars that came with a stipulation that the land be used for conservation.

If the tribe were to convert the land to some other purpose such as a casino or hotel development, Republicans argued, the state could be forced to repay the federal government a large percentage of the land’s present value, last appraised at $14.25 million.

Tribal officials insisted they had no plans to develop a casino, noting there is already a casino in Aurora, less than an hour away. Democrats, meanwhile, argued that the tribe would need to enter into a gaming compact with the state and obtain legislative approval before it could develop a casino.

Rep. Will Guzzardi, D-Chicago, the lead House sponsor of the bill, said in an interview he was confident the bill had enough support to pass the House. But for procedural reasons, the House could not take a final vote on the bill until after midnight Wednesday morning, the same time House members were struggling to pass a budget package for the upcoming fiscal year.

That budget package included a revenue bill that the House voted on three times before it finally passed, by which time Guzzardi said members were too exhausted to vote on the Potawatomi land transfer legislation.

He said the bill now needs only one final vote in the House before it can be sent to Gov. JB Pritzker for his signature, and he said he was “very confident” there is sufficient support in the House to pass the bill when lawmakers return for the fall veto session.

Discovery Center unveils exciting lineup for Summer Family Fridays

ROCKFORD, IL – Discovery Center Museum is thrilled to announce its Family Friday events, set to take place every Friday between June 14 and August 2. These educational and entertaining programs are designed for families to enjoy together.

Credit card delinquencies are rising.

NEW YORK (AP) — Seriously overdue credit card debt is at the highest level in more than a decade, and people 35 and under are struggling more than other age groups to pay their bills.

The share of credit card debt that’s severely delinquent, defi ned as being more than 90 days overdue, rose to 10.7% during the first quarter of 2024, according to the Federal Reserve Bank of New York. A year ago, just 8.2% of credit card debt was severely delinquent.

If you’re experiencing delinquency, or at risk of it, experts advise speaking with a nonprofit credit counselor and negotiating with your creditors directly. Here’s what you should know:

WHAT SHOULD I DO IF I’M AT RISK OF DELINQUENCY?

Bruce McClary, senior vice president at the National Foundation for Credit Counseling, says that anyone at risk of delinquency should reach out as soon as possible for help from a nonprofit credit counselor, some of whom can be found through his organization. The consultation is free, and a non-judgmental counselor can give guidance towards a long-term solution.

Nonprofits can also help create debt management plans that have lower interest rates, no late fees, and a single payment each month, McClary said. These plans may come with maintenance fees, which vary, but the fees are o�set by the overall savings on the debt. McClary urged borrowers to be careful of scammers and for-profit debt consolidation companies, which often charge much higher fees than nonprofit organizations. The Consumer Financial Protection Bureau has a helpful breakdown comparing the two.

Martin Lynch, president of the Financial Counseling Association of America, echoed this advice.

“Taking that fi rst step and contacting a counselor is di�cult for many people,” Lynch said. He emphasized that consumers in debt should do their best to “fi rst, relax,” and then to be as forthcoming as possible about their circumstances with the counselor.

“You’ll be talking to someone for free, who will listen to you describe your situation,” he said. “You can share your

concerns without being judged for falling into di�culty.”

WHAT ABOUT NEGOTIATING WITH CREDITORS?

Both Lynch and McClary urge borrowers to reach out directly to credit card companies to negotiate interest rates, fees, and long-term payment plans, noting that it’s in the companies’ best interests if you pay before the debt goes into collections.

“The best thing to do is to reach out, give an honest assessment of your ability to pay over time, and ask what options are available to you both ‘on and o�-the-menu,’” McClary said. This kind of phrasing can give creditors an opening to o�er more flexibility, he said.

McClary and other experts stress that most credit card companies and other lenders have hardship programs available for cases like these. Such options gained visibility during the COVID-19 pandemic, when more companies publicly advertised that consumers facing di�culty may skip or defer payments without penalties.

WHY ARE DELINQUENCIES INCREASING?

The average annual interest rate on a new credit card is 24.71%, according to LendingTree, the highest since the company began tracking in 2019. That’s in part because the Federal Reserve has raised its key interest rate rate to a 23-year high to combat the highest inflation in four decades, which peaked at 9.1% in June 2022.

Simultaneously, pandemic-era aid such as stimulus payments, the child tax credit, increased unemployment benefits, and a moratorium on student loan payments has ended. Wage gains haven’t all kept up with inflation, which hits lower-income consumers harder, and rent increases have eaten into savings some consumers may have built up during the early years of the pandemic.

Silvio Tavares, CEO of VantageScore, a credit score modeling and analytics company, said that delinquencies have now exceeded their pre-pandemic levels, and that renters are especially vulnerable to falling behind.

“Younger and less a�uent people are experiencing challenges,” he said. “And high interest rates are having an e�ect.”

Tavares said the most important

thing a borrower can do is to know their credit score and keep up with payments to avoid paying additional interest on revolving balances and debt. He cautioned consumers not to over-extend themselves with “buy now, pay later” loans, which are increasingly available “at every checkout.”

HOW WORRISOME IS THE INCREASE IN DELINQUENCIES?

Credit cards only make up about 6.5% of consumer debt, according to a Bank of America Global Research report, but the increase in delinquencies appears to be outpacing income growth.

According to McClary, there’s also likely a large group of consumers paying minimum balances and staying out of delinquency for now but who are too financially stressed to pay their balances in full. A worsening of the economy could push those consumers into severe delinquency, he said.

On top of increasing credit card delinquencies, retail spending stalled in April. Walmart has said its customers are spending more on necessities and less on discretionary goods. Starbucks lowered its sales expectations, and McDonald’s is o�ering more deals as people cut back.

Aid is delivered to Gaza from newly repaired US-built pier, US military says

WASHINGTON (AP) — The fi rst aid from an American-built pier arrived in Gaza on Saturday since storm damage required repairs to the project, the U.S. military said, relaunching an e�ort to bring supplies to Palestinians by sea that had been plagued with problems.

The pier constructed by the U.S. military was operational for only about a week before it was blown apart in high winds and heavy seas on May 25. A damaged section was reconnected to the beach in Gaza on Friday after being repaired at an Israeli port.

About 1.1 million pounds (492 metric tons) of humanitarian aid was delivered to Gaza through the pier on Saturday, U.S. Central Command said in a statement. It reiterated that no U.S. military personnel went ashore in Gaza. The U.S. Agency for International Development works with the U.N. World Food Program and their humanitarian partners in Gaza to distribute food and other aid coming from the U.S.-operated pier.

The deliveries came the same day that Israel mounted a heavy air and ground assault that rescued four hostages, who had been taken by Hamas during the Oct. 7 attack that launched the war in Gaza. At least 210 Palestinians, including children, were killed, a Gaza health o�cial said.

Pushing back against social media claims, U.S. Central Command said in a tweet that neither the pier nor any of its equipment, personnel or other assets were used in the Israeli operation. It noted that Israel used an area south of the pier “to safely return hostages.”

“The temporary pier on the coast of Gaza was put in place for one purpose only, to help move additional, urgently needed lifesaving assistance into Gaza,” the U.S. military said.

USAID said in a separate statement that no humanitarian workers were involved in the Israeli operation.

“Humanitarian aid workers in Gaza are operating in extremely di�cult and insecure conditions and must be protected,” the agency said by email. “Aid workers operate under the humanitarian principles of humanity, neutrality, impartiality and independence.”

The movement of aid through the pier brings back online one way to get desper-

ately needed food and other emergency supplies to Palestinians trapped by the eight-month-old Israel-Hamas war.

Israeli restrictions on land crossings, and fighting, have greatly limited the flow of food and other vital supplies into the territory.

The damage to the pier had been the latest stumbling block for the project and the persistent struggle to get food to starving Palestinians. Three U.S. service members were injured, one critically, and four vessels were beached due to heavy seas.

Early e�orts to get aid from the pier into the Gaza Strip also were disrupted as crowds overran a convoy of trucks that aid agencies were using to transport the food, stripping the cargo from many of them before they could reach a U.N. warehouse. O�cials responded by altering the travel routes, and aid began reaching those in need.

Vice Adm. Brad Cooper, deputy commander of U.S. Central Command, told reporters on Friday that the lessons learned from that initial week of operations made him confident greater amounts of aid could be delivered now.

He said the goal was to get to 1 million pounds of food and other supplies moving through the pier into Gaza every two days. To date, about 3.5 million pounds of humanitarian aid has been delivered through the maritime route, Central Command said Saturday.

Relief agencies have pressed Israel to reopen land routes that could bring in all the needed aid. Israel says it has allowed hundreds of trucks to enter through a southern checkpoint and pointed the finger at the U.N. for not distributing aid. The U.N. says it is often unable to retrieve the aid because of the security situation.

U.N. agencies have warned that over 1 million Palestinians in Gaza could experience the highest level of starvation by the middle of next month if hostilities continue.

President Joe Biden’s administration has said from the start that the pier wasn’t meant to be a total solution and that any amount of aid helps.

Biden, a Democrat, announced his plan for the U.S. military to build a pier during his State of the Union address in early March, and the military said it would take about 60 days to get it installed and operational.

It took a bit longer than planned, with the first trucks carrying aid for the Gaza Strip rolling down the pier on May 17.

The initial cost was estimated at $320 million, but the Pentagon said this past

week that the price had dropped to $230 million, due to contributions from Britain and because the cost of contracting trucks and other equipment was less than expected.

While it may seem early, tart cherries are almost ready at area Rockford orchards. Most of these orchards will have a tart cherry harvest in the next two weeks, maybe even sooner, with many of them sharing that this season’s crop is one of the biggest they have had. If you are currently growing your own trees, you may have noticed them beginning to color up. In fact, our University of Illinois Extension o�ce has a tart cherry tree and I have begun to pick a handful when looking at the tree in the last week. So, let’s talk tart cherries this week.

have a sour quality to them that makes them ideal for baking, cooking, and using in recipes that are combined with sugar. They tend to be very juicy with a good amount of acid in them. These cherries, also called sour, are in the stone fruit family which includes peach, apricot, plum, and others. Commonly, tart cherries are the only consistent member of this family for growers in Northern Illinois as they can withstand the cold climate each year. Another unique feature of this tree is that you just need one tree to have tart cherries. Sweet cherries can be more di�cult to grow in our region as most varieties require more than one variety for cross-pollination.

If you currently have trees, there are some signs that the cherries are ready to be picked. One of them is seeing birds starting to visit your trees more often to eat them before you can. This is why some backyard growers will invest in bird netting. Cherries do not ripen further o� the tree so you need to look for the right color, a fi rmness, and even giving the tree some days if you feel that the sugar content isn’t where it should be. A ripe cherry will come o� the stem as you pick it from the tree. If you don’t have any trees, your best bet is visiting a Rockford orchard that provides certainty when the trees are ready to be picked.

orchards for cherries, you may think that it is time to plant your own tree. It’s most likely too late for that this summer but in the fall, you may find that some online retailers have cherry trees for sale. Like with other fruit trees, you want a dwarf or semi-dwarf tree where the tree will reach a mature height of 8-10 feet and 14-16 feet, respectively. As far as how many trees you may want, know that a single tree is able to produce 3-5 gallons of cherries (dwarf) and 12-18 gallons (semi-dwarf). Recommended varieties include ‘Montmorency,’ ‘Meteor,’ ‘Suda Hardy,’ ‘Mesabi,’ and ‘North Star.’ Grant is the Local Food and Smalls Farms Educator of the University of Illinois Extension.

Science improves our understanding of environmental health

It has been a challenge to sit down and attempt to write another article on environmental, energy and sustainability concerns while we are still dealing with the after e�ects of Sonia’s recent battle with cancer.

As of now the cancer is gone the new tongue portion appears healthy and she is able to talk, she is feeling much better and is eager to increase the amount of walking she has been doing and getting back to her regular activities.

To get our minds on something else we decided to focus the remainder of this article on addressing the issue of the slowing of the flow of the Atlantic Current.

Years ago we visited Iceland and explored their technology focused e�orts to increase their reliance on hydrogen energy. In contrast to the hydrogen effort is the natural occurring heat transferring phenomena known as the Atlantic Current. It Involves the warming of the ocean water in the tropics and its

northward flow up the Atlantic coast and its eventual sinking in the North Atlantic sea and slowly returning to the tropical waters of the south.

The northern flow of the waters has an important impact on the climate of the eastern sea board, Greenland, Iceland and the western coast of Europe. The heat in the current keeps the impacted countries warmer than they would be in winter if the current ceased to flow. The current flow has been measured over the past 20 years and it has been established that it has been reduced by 15% over that time.

In the tropics the sea water is exposed to the heat of the sun for more hours than that available further north. The increased heat absorption evaporates water from the ocean making the ocean water within the current lighter while leaving behind salt crystals that increase the currents salinity and density as the water flows northward.

If more rain falls as expected from climate change the salinity of the flowing current decreases. As climate change

accelerates the melting of the Greenland Glacier adds massive amounts of fresh water to the current. The fresh water decreases the salinity of the water in the current slowing the current speed and reducing the amount of heat available to warm the landmass of the western European countries. With less warmth available from the Atlantic Current the climate of the impacted countries would also be cooler which could force changes in the economies of the impacted countries.

The data on the Atlantic Current has only been collected over the past 20 years. But the current is known to exist for the past 8000 years. Another source of potential information on the Atlantic Current could come from understanding its geological past. Of keen interest is the development of theoretical understandings of the potential impacts of the possible collapse of the Atlantic Current. There are other factors that impact the summer temperatures of Europe. Given a shift in the location of the jet stream

in summer could bring hotter summer air from Africa in contrast to the cooler air of the summer from the arctic area. It is also estimated that roughly 95 percent of the heat from climate change has been absorbed by the oceans and may be concealing other potential adverse impacts in the ocean. One unknown being considered is how much more excessive heat the ocean can absorb.

Our discussion of the Atlantic current relies on our interpretation of a portion of the interview Nate Hagens recently had with Levke Caesar on “Oceanic Slowdown Decoding the AMOC” regarding projections of the potential collapse on the Atlantic current. He is a leading climate physicist from the Potsdam Institute for Climate Research. It is a lengthy interview which includes some basic understandings from physics to enlighten us as to how a warming climate impacts changes in the ocean. Old Settlers Days is a four-day music festival featuring hit-making country artists. The headliners include Chase Matthew on Thursday, Nate Smith on Friday, Warren Zeiders on Saturday, Parmalee on Sunday, and more. General admission tickets are $6 for presale and $10 at the gate. Children 12 and under are free. The Main Stage requires an additional ticket. The festival is open 4 p.m. to 11 p.m. Thursday and Friday, 12:30-11 p.m. Saturday, and 1:30-11 p.m. Sunday. Other highlights are a carnival, kids’ activities, beer tent and food vendors.

The eight annual Art in Bloom is being held at Union Event Space due to construction at the art museum. The exhibit features live floral displays and organic materials by local designers inspired by permanant collection works at the Rockford Art Museum. The exhibit is open 10 a.m. - 5 p.m., for $10 starting on Thursday. A preview party is Wednesday from 6-8 p.m. for $55 per ticket. Fashion in Bloom will be held on Friday from 6:30 - 9:30 p.m. and tickets are $100 each. This event includes a runway with models dressed in florals and greenery.

Midsommer is one of the most popular celebrations for Swedes. This festival welcomes the arrival of the summer solstice. Event features include Swedish pancake eating contest, a traditional maypole raising and Swedish folk dancing and music, and shopping with Swedish vendors.
