New law limits venue for constitutional lawsuits to Sangamon, Cook counties

Pritzker signs bill backed by attorney general and passed with only Democratic support

SPRINGFIELD – People who file lawsuits in state courts challenging the constitutionality of a state law, administrative rule or executive order will now have to file those cases in either Sangamon or Cook counties.

Gov. JB Pritzker on Tuesday signed House Bill 3062, which applies only to cases brought against the state or any of its officers, employees or agents in which the plaintiff seeks to have a law, rule or action declared unconstitutional or they seek an injunction on the grounds of constitutionality. However, it also specifically exempts cases arising out of collective bargaining disputes.

It cleared the General Assembly with only Democratic support.

The bill came in response to a flurry of lawsuits filed in recent years in courthouses throughout the state challenging such things as Pritzker’s COVID-19 mitigation orders, a law that would end cash bail, and, most recently, the state’s ban on assault-style weapons and large-capacity magazines.

Park, who sponsored the bill in the Senate, said those cases typically end up being consolidated, and most of them eventually end up before the Illinois Supreme Court, which sits in Springfield and Chicago.

But he also accused plaintiffs’ attorneys in recent cases of selectively choosing where they file their cases in order to improve their chances of finding judges who may be more sympathetic to their cause, a practice Harmon described as “forum shopping.”

“And what we have seen recently is similar cases being filed in scores of counties, causing the attorney general to have to defend the same action in multiple counties with forum shopping,” he said during floor debate on the bill. “This is a simple effort to make sure that all important, critical constitutional questions end up in the right venue.”

But Senate Republican Leader John Curran, of Downers Grove, accused Democrats of engaging in their own brand of venue shopping by restricting constitutional challenges to courts in Springfield and Chicago.

“Courts exist to serve the people, which is why they are located where people live,” he said in a statement after Pritzker announced the bill signing. “This legislation is clearly an attempt by the governor and the attorney general to

send constitutional challenges to courts that they believe will be more favorable to the administration.”

Harmon argued that while Springfield is the state capital, Chicago is also a kind of second seat of state government.

“The statutes are actually replete with jurisdictional references to Cook and Sangamon as the two primary jurisdictions,” he said. “I think it’s the same reason that I have an office in Springfield and an office in Chicago; Leader Curran has an office in Springfield and an office in Chicago; the governor, the attorney general, all the constitutional officers have an office in Springfield and an office in Chicago. It is essentially an alternative place of government.”

Republicans, however, argued that it would inconvenience people who may be aggrieved by a state law or action but don’t live anywhere near Springfield or Chicago.

In the House, for example, state Rep. Patrick Windhorst, from the town of Metropolis on the banks of the Ohio River, noted that he lives closer to the state capital of Tennessee than he does to Springfield, and he is almost as close to Atlanta, Georgia, as he is to Chicago.

“So to say if this body passes an unconstitutional law, in order for me or another person in my community to contest that law, I’ve got to travel a great distance and bear that expense that comes with that, is not fair to the individuals in these communities,” he said during floor debate in the House.

The language of HB 3062 originated in the Senate and was inserted as a set of amendments into a House bill that originally dealt with landlord-tenant relations. It passed the Senate on May 19 by a vote of 37-16. The House concurred with the amendments 69-35.

US decides to rejoin UNESCO and pay back dues, to counter Chinese influence

PARIS (AP) — UNESCO announced Monday that the United States plans to rejoin the U.N. cultural and scientific agency — and pay more than $600 million in back dues — after a decade-long dispute sparked by the organization’s move to include Palestine as a member.

U.S. o�cials say the decision to return was motivated by concern that China is fi lling the gap left by the U.S. in UNESCO policymaking, notably in setting standards for artificial intelligence and technology education around the world.

The move will face a vote by UNESCO’s member states in the coming weeks. But approval seems a formality after the resounding applause that greeted the announcement in UNESCO’s Paris headquarters Monday. Not a single country raised an objection to the return of a country that was once the agency’s single biggest funder.

The U.S. and Israel stopped financing UNESCO after it voted to include Palestine as a member state in 2011. The Trump administration decided in 2017 to withdraw from the agency altogether the following year, citing long-running anti-Israel bias and management problems.

UNESCO’s director general, Audrey Azoulay, has worked to address those concerns since her election in 2017, and that appears to have paid o�.

“It’s a historic moment for UNESCO,” she said Monday. “It’s also an important day for multilateralism.’’

U.S. Deputy Secretary of State for Management and Resources Richard Verma submitted a letter last week to Azoulay formalizing the plan to rejoin. He noted progress in depoliticizing debate about the Middle East and reforming the agency’s management, according to the hand-delivered letter, obtained by AP.

The decision is a big boost to the United Nations Educational, Scientific and Cultural Organization, known for its World Heritage program as well as projects to fight climate change and teach girls to read.

While Palestinian membership in UNESCO was the trigger for the U.S. fallout with the agency, its return is more about China’s growing influence.

Undersecretary of State for Management John Bass said in March that the U.S.

absence from UNESCO had strengthened China, and ‘’undercuts our ability to be as e�ective in promoting our vision of a free world.”

He said UNESCO was key in setting and shaping standards for technology and science teaching around the world, “so if we’re really serious about the digital-age competition with China … we can’t a�ord to be absent any longer.”

The U.S. decision doesn’t address the status of Palestine. While it’s a member of UNESCO, on the ground, the Palestinians are further away from independence than ever. There have not been serious peace talks in over a decade, and Israel’s new government is fi lled with hardliners who oppose Palestinian independence.

The Palestinian ambassador to UNESCO didn’t comment on the U.S. decision. The only envoy who wasn’t gushing with praise was China’s ambassador, Jin Yang. He noted the negative impact of the U.S. absence, and expressed hope that the move means Washington is serious about multilateralism.

“Being a member of an international organization is a serious issue, and we hope that the return of the U.S. this time means it acknowledges the mission and the goals of the organization,” the ambassador said.

UNESCO director Azoulay, who is Jewish, won broad praise for her personal efforts to build consensus among Jordanian, Palestinian and Israeli diplomats around sensitive UNESCO resolutions. She met with Democrats and Republicans in Congress to explain those e�orts. Thanks to those bipartisan negotiations, she expressed confidence that the U.S. decision to return is for the long term, regardless of who wins next year’s presidential election.

“What’s happened over the last years meant that UNESCO matters,” she said. “And when you’re absent from that ... you lose something. You lose something for your influence in the world, but also for your own national interest.”

Under the plan, the U.S. government would pay its 2023 dues plus $10 million in bonus contributions this year earmarked for Holocaust education, preserving cultural heritage in Ukraine, journalist safety, and science and technology education in Africa, Verma’s letter says.

The Biden administration has already requested $150 million for the 2024

budget to go toward UNESCO dues and arrears. The plan foresees similar requests for the ensuing years until the full debt of $619 million is paid o�.

That makes up a big chunk of UNESCO’s $534 million annual operating budget. Before leaving, the U.S. contributed 22% of the agency’s overall funding.

A UNESCO diplomat expressed hope that the return of the U.S. would bring “more ambition, and more serenity” — and energize programs to regulate artificial intelligence, educate girls in Afghanistan and chronicle victims of slavery in the Caribbean.

The diplomat said that the agency would also “welcome” Israel back if it wanted to rejoin. There was no immediate response from the Israeli government.

Israel has long accused the United Nations of anti-Israel bias. In 2012, over Israeli objections, the state of Palestine was recognized as a nonmember observer state by the U.N. General Assembly. The Palestinians claim the West Bank, east Jerusalem and Gaza Strip — territories captured by Israel in the 1967 Mideast war — for an independent state. Israel says the Palestinians’ e�orts to win recognition at the U.N. are aimed at circumventing a negotiated settlement and meant to pressure Israel into concessions.

The United States previously pulled out of UNESCO under the Reagan administration in 1984 because it viewed the agency as mismanaged, corrupt and used to advance Soviet interests. It rejoined in 2003.

US halts online asylum appointments at Texas crossing after extortion warnings

LAREDO, Texas (AP) — The Biden administration has stopped taking mobile app appointments to admit asylum-seekers at a Texas border crossing that connects to a notoriously dangerous Mexican city after advocates warned U.S. authorities that migrants were being targeted there for extortion.

U.S. Customs and Border Protection gave no explanation for its decision to stop scheduling new appointments via the CBP One app for the crossing in Laredo, Texas.

Several asylum-seekers told The Associated Press that Mexican officials in Nuevo Laredo, across the border from Laredo, Texas, had threatened to hold them and make them miss their scheduled asylum appointments unless they paid them. Humanitarian groups in Laredo say they had recently warned CBP of the problems and that certain groups were controlling access to the international crossing on the Mexican side.

Migrant advocates say the situation in Nuevo Laredo, which is plagued by cartel fighting and other problems, casts doubt on the administration’s argument that Mexico is a safe place for the record number of people fleeing violence in Central America and elsewhere.

Rafael Alvarez, 29, who fled Venezuela, said that after he landed in Nuevo Laredo in early June, Mexican immigration authorities at the airport seized his travel documents, including a printout of the email confirming his CBP One appointment, and demanded he pay 1,000 Mexican pesos, about $57. He was held with other migrants.

“They would tell us covertly, ‘You’re going to put the money in this envelope and pass it to us,’” Alvarez said, recalling what officials told him and other migrants.

The officials, he said, threatened to hold them so they would have their appointments canceled. Alvarez, whose appointment was the next day, said he refused to pay and was eventually released, but five Russians who were held with him paid a total of 5,000 pesos, about $290. They initially were asked to fork over double that amount, but they told officials they did not have that much, he said.

Alvarez said other Venezuelan friends who flew to Nuevo Laredo in late May also paid to have their documents returned.

Thousands of asylum-seekers are stuck in Mexican border towns, waiting until they can get an appointment to seek refuge in the United States after being blocked during the COVID-19 pandemic

by a public health restriction called Title 42 that was lifted last month.

Though the government opened some new avenues for immigration, the fate of many people is largely left to the CBP One app that is used for scheduling an appointment at a port of entry.

The government said it would continue to open 1,250 appointments daily by reallocating the slots for Laredo to the seven other crossings along the U.S.Mexico border. It vowed to honor online appointments issued for the Laredo crossing before the June 3 change. The government schedules appointments two weeks out.

CBP gives priority to people with an app appointment, though people can try to be admitted by going in person without one. Anyone who has an acute medical condition or is under an immediate threat of kidnapping or death also can ask to be admitted in person.

Laredo was among the least busy crossings for asylum appointments, seeing only a fraction of appointments compared to San Diego and Brownsville.

There have been widespread complaints by migrants about being forced to pay bribes to Mexico’s immigration sector, where corruption is deeply ingrained, and at times working directly with smugglers.

Earlier this month, the Mexican newspaper El Universal published video it obtained that was taken through a bus window, showing a federal agent taking bills from migrants and stuffing them in his pocket as he checked passports in the Pacific coast state of Jalisco. The agency said it had suspended two of its agents there and that it does not tolerate the rights of migrants being violated.

The newspaper also obtained government documents through a freedom of information request that showed the agency had opened 119 investigations against agents between 2017 and 2023 for misconduct.

Rebecca Solloa of Catholic Charities in Laredo said her organization and others met with CBP officials in person and on Zoom to warn them that migrants have told them that groups in Nuevo Laredo control the bridge and extort migrants there but she did not know who they are.

She said CBP “obviously received some sort of intel, or descriptions, or information from migrants coming through (about) what has happened to them.”

“I’m kind of glad they did,” she said, adding that the government’s actions might have come because “this is happening way too much here at this border.”

It was unclear if the problem was isolated to Nuevo Laredo and if so, why.

Narsher Nuñez, 29, flew to Nuevo Laredo in early June with her 6-monthold son, husband and adult nephew after securing an appointment in Mexico City through the app. She said she and her family were extorted at the airport.

The Venezuelan woman said Mexican officials took their documents and demanded they pay 1,500 pesos, or $86, to get them back. They were held for hours with a group of Chinese migrants, she said. Her husband said one official told them: “If I have a good heart, I’ll send you to Guatemala. But if you catch me in a bad mood, I’ll send you to Venezuela.”

Eventually they paid and were released, she said. The next day, Nuñez and her family went to their appointment and were admitted to the United States.

“All the immigrants who were caught there, they took money from us,” said Nuñez, who is staying with her family for now at a shelter in Laredo.

The Department of Homeland Security said in an email to the AP that CBP One has been instrumental in creating a more efficient and orderly system at the border “while cutting out unscrupulous smugglers who profit from vulnerable migrants.”

Neither the U.S. nor the Mexican governments addressed questions from the AP regarding the reports of migrants who use the app being extorted.

The app was criticized for technological problems when it started Jan. 12. The government has made improvements in recent weeks, but demand has far outstripped supply, prompting many to consider crossing the border illegally or giving up.

The administration has said anyone who does not use legal channels will be deported back to their homeland and face being barred from be able to seek asylum in the U.S. for five years.

Inside the Tony Awards: No script, but plenty of song, dance, high spirits and history

NEW YORK (AP) — No script? No problem!

There was plenty of uncertainty in the run-up to this year’s Tony Awards, which at one point seemed unlikely to happen at all because of the ongoing Hollywood writer’s strike.

But the ceremony went off without a hitch on Sunday night. The event was scriptless, to honor a compromise with striking writers, but chock-full of high-spirited Broadway performances drawing raucous cheers from an audience clearly thrilled just to be there at all.

It was a night of triumph for the smallscale but huge-hearted musical “Kimberly Akimbo,” about a teenager with a rare aging disease, but also a night notable for inclusion: Two nonbinary performers, Alex Newell and J. Harrison Ghee, made history by winning their respective acting categories.

The ceremony also touched on the specter of antisemitism in very different places: World War II Europe, with best play winner “Leopoldstadt,” and early 20th-century America, with “Parade,” winner for best musical revival.

In the end, the lack of scripted banter didn’t much dampen the proceedings, and little wonder: Broadway folks are trained in improv. And of course there was more room for singing and dancing — including from current shows not in competition — and nobody was complaining about that.

Oh, and the show ended right on time. Oscars, are you listening?

Some key moments of the night:

BROADWAY HEADS UPTOWN

It wasn’t just the writers strike that made for a different evening. The venue was new,

too. It was on Broadway, yes, but miles from the theater district. The ceremony took place uptown in Washington Heights, in the ornate, gilded United Palace, a former movie theater filled with chandeliers and carpets and majestic columns.

“Thank you for coming uptown — never in my wildest dreams,” quipped Lin-Manuel Miranda, who has helped bring events to the venue in the neighborhood where he set his “In the Heights.” The afterparty was held in tents outside the building instead of the usual festivities in the fancy food halls of the Plaza Hotel near Central Park.

A BLANK PAGE, BUT A FULL NIGHT

Oscar winner and Broadway luminary Ariana DeBose, hosting for the second year running, immediately addressed the elephant in the room. Speaking to the audience before the pre-show telecast began, she explained nothing would be scripted and told winners the only words they’d see on teleprompters would be “wrap up please.” When the main telecast began, she appeared on camera reading a Tony script, but the pages were blank.

Instead of words, DeBose and others spoke with their dance moves, doing a brassy number in the theater’s grand lobby, staircases and aisles, complete with gravity-defying leaps. Afterward, DeBose warned anyone who may have thought last year was “unhinged”: “Buckle up!”

DeBose, who performed in the original cast of “Hamilton” and won an Oscar for “West Side Story,” also passionately explained why the Tonys are so crucial to the economic survival of Broadway, and to touring productions around the country.

A TIMELY REMINDER OF ANTISEMITISM IN EUROPE ...

An early award brought a sobering reminder of the horrors of antisemitism. Brandon Uranowitz of “Leopoldstadt,” Tom Stoppard’s sweeping play about a Jewish family in Vienna, thanked the celebrated playwright “for writing a play about Jewish identity and antisemitism and the false promise of assimilation,” and noted his ancestors, “many of whom did not make it out of Poland, also thank you.”

Uranowitz, who won for featured actor in a play, also joked that the thing he wanted most in life was to repay his parents for the sacrifices they made — only he couldn’t, because he works in the theater.

... AND IN AMERICA

“Leopoldstadt” went on to win best play, while best musical revival went to another searing work about antisemitism: “Parade,” starring Ben Platt as Leo Frank, a Jewish man lynched in 1915 in Georgia. In his acceptance speech for best director, Michael Arden echoed the play’s somber themes: “We must battle this. It is so, so important, or else we are doomed to repeat the horrors of our history.”

He added his own story of how, growing up, he often had been called the “f-word,” referring to a homophobic slur. He then earned some of the night’s loudest cheers when he triumphantly reclaimed the slur while pointing out that he now had a Tony.

‘I SHOULD NOT BE UP HERE’

It was an emotional moment when Alex Newell of “Shucked” became the first out nonbinary person to win an acting Tony, taking the prize for best featured actor in a musical. Newell, also known for “The Glee Project” and “Glee,” thanked close family for their love and support and then addressed the outside world.

“Thank you for seeing me, Broadway. I should not be up here as a queer, nonbinary, fat, Black, little baby from Massachusetts,” they said. “And to anyone that thinks that they can’t do it, I’m going to look you dead in your face and tell you that you can do anything you put your mind to.”

Like the Oscars, the Tonys have only gendered categories for performers.

‘THIS IS FOR YOU’

nary actor of the night to make history, winning best actor in a musical for their role in “Some Like It Hot,” based on the classic 1959 film. LEA MICHELE GETS HER TONY MOMENT

Not to mix show metaphors or anything, but Lea Michele was not about to throw away her shot. The “Funny Girl” lead was not eligible for a Tony because she didn’t originate the role last year (that would be Beanie Feldstein, who Michele replaced in a matter of months).

But the former “Glee” star, who has turned around the fortunes of the revival production, is seen by many as the ultimate Fanny Brice, and her gorgeously belted rendition of “Don’t Rain On My Parade” — 13 years after she first performed it at the Tonys — definitely did not disappoint.

Most Tony attendees spent a good five hours in the United Palace, and the room got pretty warm. So folks were happy to step outside to the afterparty, where guests munched on ceviche, mangoes on sticks and mini-Cuban sandwiches, and sipped specially designed cocktails.

Ghee was a clear star of the party, towering over most guests — literally and figuratively — as they clutched their Tony and accepted well wishes or agreed to selfies. Ghee also chatted with last year’s winner of the same award, Myles Frost, who played Michael Jackson in “MJ.”

“Our industry is shifting forward! We are erasing labels and boundaries and limits,” Ghee said when asked their main takeaway of the night. The actor wore a bright blue custom ensemble by Bronx designer Jerome LaMaar, with a choker of glistening jewels.

“When you’re getting it custom made, you can really do something,” they quipped.

Summer Fun

I don’t know about you, but despite hundreds of channels and a couple streaming services, I often find it difficult to find anything to watch on TV.

Starting a new show on Netflix is always daunting. If I really like a show, it could eat up more time than I have – like last month when I watched all seasons (and the interactive movie) of The Unbreakable Kimmy Schmidt . Sometimes it’s easier to wait for new releases or just stick to shows that dole out one or two episodes at a time. Or just turn the TV off completely.

That said, it feels like I’ve been waiting forever for the fourth and final season of Never Have I Ever (Netflix). All 10 episodes

were released June 8, but I plan to spread them out a bit because I don’t want the story of awkward high schooler Devi (Maitreyi Ramakrishnan) and her merry band of misfit friends to end. But even fictional characters need to graduate from high school eventually – and most series centered on high school students tend to struggle when the characters move on with their lives – so I support the decision to end the show with their senior year.

But then there are light and fluffy shows where it doesn’t really matter if you miss an episode or two. That’s the category most reality shows fall under for me. Summer is the perfect time of year for those kinds of series, like ABC’s Claim to Fame

Last summer I stumbled across Claim

to Fame and got hooked – not by the manufactured drama and conniving contestants, but because it was fun to try to guess which celebrities the contestants might be related to. Some were obvious from the start – like Olympian Simone Biles’ lookalike sister Adria (playing under the name Louise), or Laverne Cox’s identical twin brother M. Lamar (going by X) – but I’d never heard of the “famous” relatives of a couple contestants. Clues were dropped, and a few celebrity relations were revealed early on, which made it even funnier when everyone assumed L.C. (season one winner Loreal Chanel Palmer) was related to Lawrence Fishburne, when she’s actually Keke Palmer’s sister.

Hosted by two Jonas Brothers – Kevin,

from The Jonas Brothers, and younger brother Frankie – Claim to Fame puts contestants though a series of silly games that offer hints about their famous family members. At the end of each episode, one person is eliminated – either because someone guessed who they’re related to, or because they guessed wrong about the other player in the hot seat.

It’s not a show you need to pay close attention to, but it can get you guessing, much like The Masked Singer does.

Season two of Claim to Fame starts Monday, June 26 on ABC, just in case you find yourself wanting something light and frothy to watch that night.

As our area is currently dealing with drought and a need for rain, you would hope this would coincide with a decline in insect pests. Yet in my family’s garden, many of the cabbage family members I grow such as collards, cauliflower and kale have large holes on their leaves and heavy defoliation. With the appearance of white butterfl ies in the garden, the culprit is a cabbage worm.

back moth larva. All of these worms are light green in color and cause similar damage. They are very easy to identify once you know what you are looking for. They tend to be on the largest leaves of the plant but may target new leaves just starting to emerge. Adults are the white butterfl ies that you see in your vegetable garden currently. They lay reddish-orange eggs on the underside of the leaves where the green worms hatch and begin eating.

Though the name ‘cabbage worm’ may make you think it solely targets cabbage, it actually will go after all members of

Oak tree mortality

A farm friend recently asked us what is causing his large old mature oaks to die at an accelerated rate. We could not provide him with any new information, but o�ered him an earlier experience we had with a large specimen in our yard. Following some years of drought the local forester examined the die-o� of tip branches, easily identified by observing how far twigs extend beyond the leaves. He suggested we put nitrogen fertilizer on

the grass from the tree to its drip line. We did as directed and the tree has thrived over forty years.

Around the same time, a previous private forester claimed that over time we would experience a widespread loss of trees in the area due to oak wilt. Over time oak wilt can slowly kill a red or white oak and spread to other oak trees if their roots contact the roots of an infected tree. Picnic beetles are known to spread oak wilt as they carry the fungus from an infected to tree to a weakened tree with an opening in the bark.

the cole family including kale, collards, broccoli, cauliflower, brussels sprouts, and others. If you are growing a mixture of these, you may see that some are eaten more than others. Anecdotally, I notice that my collards are receiving the heaviest damage.

Control for these worms can be tricky. Hand-removal can be easy but there may be 3 populations this growing season and you may be removing these daily until the end of July. You could squish the worms on the leaves too.

Row cover could be a good option. It is like a mosquito net that creates a barrier

between the plant and insects. The plants still receive sunlight and water. Because the cabbage family does not need pollination, the row cover could stay permanent until you are ready to harvest. You may still need to remove the row cover to hand-remove these insects.

Chemical control is available though want to ensure you choose the right product. Some of these products will be consumed by the worm while others will need to be applied directly onto the worms.

Grant is the Local Food and Smalls Farms Educator of the University of Illinois Extension.

We looked on the internet for more information on concerns regarding the condition of white oaks. A report from the Illinois Extension Service from July 3, 2019, highlighted that “a pathogen that causes sudden oak death was found in Illinois.” Details and photos of an infected oak are on the website suddenoakdeath.org

The pathogen, Phytophthora ramorum, is known to cause sudden oak death. It was reported as having killed large tracts of oaks and a�ected other plant species in California, Oregon and Europe. It was first found on rhododendrons at a Walmart store in Indiana. The plants were shipped to the store from Oklahoma and had been supplied by nurseries in Washington and British Columbia. Up to 18 states had received shipments through the same supply chain.

The report stated that at that time there was no evidence of any infected oak trees in Illinois. Since the pathogen travels well in soil and water, it is of environmental concern.

We did not find an update of the occurrence of sudden oak death but chose to share the articles as they illustrate how a pathogen can move through commercial channels and distribute a disease formerly unknown in an area.

On November 1, 2022, an article by Erin

Jordan covered the concern over white oaks dying from mysterious blight and drought. Many of those are from 80 to 150 years old and are without fungus or visible signs. This report covers conditions in Iowa and includes work being done managing the 7000 acre forest privately owned by the Amana Society.

The article states that foresters agree that climate change is playing a role in the decline of the oaks but point out that the droughts and derecho of that year both contributed to the loss of the oaks.

A new DNA test is being used to determine if oak wilt is a major factor in oak deaths. It involves drilling a hole into the oak and taking a small wood sample to be tested. If the wood remains clear or a golden color it is not oak wilt. If it turns bright blue it is oak wilt.

An article at northbrook.il.us./do, The Morton Arboretum addresses Oak Decline, is based on reports by observers at major universities. Some factors impacting the decline include the sensitivity of the oaks and the changing climate and weather conditions. They suggest the symptoms to look for in oak decline and ways to help the trees now.

But the majority of articles advise either contacting Illinois Extension or a certified arborist.

Now, be it ordained by the Board of Trustees of the Blackhawk Fire Protection District, in meeting assembled, as follows:
