SPRINGFIELD – For the last two decades, each time a governor has moved to close a large state-run facility like a prison or mental health center, a legislative oversight panel has voted on the plan.
That changed on Friday – at least for now – when only three lawmakers made it to Springfield for the Commission on Government Forecasting and Accountability’s scheduled vote on Gov. JB Pritzker’s plans to demolish and rebuild Stateville Correctional Center in Crest Hill and Logan Correctional Center in Lincoln. State Department of Corrections officials and the governor have indicated they’re strongly considering rebuilding Logan 140 miles northwest of its decadeslong home in central Illinois to the grounds of Stateville in Chicago’s southwest suburbs.
Without a quorum, the 12-member panel was unable to take an official vote on the matter within the timeline specified under law for reviewing facility closures.
But COGFA’s Democratic co-chair, Sen. Dave Koehler of Peoria, had told reporters the previous evening that even if absences were not an issue, the Pritzker administration’s current plans for Stateville and Logan are so vague that “We don’t really know what we’re voting on.”
After the meeting Friday, Koehler told reporters the fact that COGFA failed to vote “doesn’t really change anything” –the governor’s office can move forward with a closure regardless.
The vote from the bipartisan panel would merely have been a recommendation; some governors have still gone ahead with closures even after the panel has voted to reject those plans.
But with the exception of a few instances where closure plans have been withdrawn before COGFA’s scheduled vote, the appointed members of the body have formally registered their positions on nearly three dozen proposed closures since 2005.
Despite not voting, the three members present at Friday’s meeting registered their criticisms anyway.
“This is really a concept and not a plan, in my estimation, because a plan has details,” Koehler said, though he spoke for the panel in saying he was supportive of the idea of “having new state-of-the-art facilities” to replace the crumbling prisons. He added the commission would be willing to work with IDOC and the administration once more details of the plan are available.
Koehler’s Republican co-chair, Rep. C.D. Davidsmeyer of Murrayville, was far
blunter in his appraisal of the Pritzker administration’s approach to the closure process.
“I think that we have a thought bubble more so than the written-down plan, right?” he said.
He blamed the governor for not working with COGFA – and accused him of either not having a plan or not being willing to divulge it publicly.
“I think this is coming from the top, and they put their appointees and their Department (of Corrections) in a place to defend their idea,” Davidsmeyer said.
During an unrelated news conference Friday afternoon, Pritzker insisted “the legislature is ultimately going to have a lot to say along the way” even without an advisory vote from COGFA.
Though he said some groups will inevitably be “disappointed with whatever the final outcome ultimately will be,” he reiterated that the closure and rebuild plans are still taking shape.
“And it may be that changes might get made along the way, but no final decisions have been made,” he said.
IDOC officials testified in front of the legislative panel three times in the last several weeks, including at a pair of hearings in the prisons’ current host communities. At those hearings, prison employees and local residents had the opportunity to air their concerns with the closure and rebuild plans.
Before both hearings this week, COGFA members and local state lawmakers were given the opportunity to tour both Stateville and Logan, which a 2023 state-commissioned report identified as among a handful of prisons with unlivable conditions caused by years of deferred maintenance by the state.
Reflecting on the tours during Friday’s meeting, Davidsmeyer said they were “very eye-opening,” but urged the Pritzker administration to keep Stateville, a men’s maximum-security prison, open during the rebuild process. IDOC officials last month said they may close Stateville as early as September but planned to keep Logan running during a rebuild.
“Stateville is beyond disrepair,” Davidsmeyer said. “I agree that we should continue to operate Stateville while we build. We should make Stateville a priority to rebuild right now, immediately. Put a rush on it.”
Logan, a multi-security women’s prison, currently houses more than 1,000 individuals. Formerly incarcerated women testified on Thursday that relocating the prison to the Stateville site
would help the 40 percent of residents who are from the several counties that comprise the Chicagoland area.
But Logan employees balked at that idea, even citing an individual in custody with a life sentence and mental health issues who has been worried that a move north would mean she would never again see her mother, who is located downstate.
The state’s only other women’s prison in Decatur is currently a minimum-security prison.
At Friday’s hearing, Sen. Don DeWitte, R-St. Charles, said he cannot support the plans with “so many unanswered questions.”
“To suggest that I’ve been disappointed with how this process has played out would be an understatement,” he said.
IDOC officials contend the rebuilds are necessary considering an ongoing class action lawsuit filed in the Northern District of Illinois, and other court rulings the department says forced it to build new, safer facilities.
Pritzker and his administration also echoed that sentiment – and included a $900 million line item for capital improvements at Stateville and Logan, which house about 1,500 individuals, in the upcoming fiscal year budget.
The American Federation of State, County and Municipal Employees union representing employees at both prisons agrees the prisons need to be rebuilt but disagrees with moving their jobs, along with individuals in custody, to other prisons while rebuilds happen.
Michael Newman, deputy director of AFSCME Council 31, said the union needs more answers.
“We’re not arguing that the state-built facility as it exists now is the right kind of facility for the long-term, what we’re talking about is how you get from here to there,” Newman said at a news conference ahead of Tuesday’s Joliet hearing. “Let’s do it in a rational, smart way to assure safety and the best conditions for both employees and incarcerated individuals.”
AFSCME says about 1,000 workers are directly threatened by potential closures at both facilities.

PORTLAND, Maine (AP) — The deadly implosion of an experimental submersible en route to the deep-sea grave of the Titanic last June has not dulled the desire for further ocean exploration, despite lingering questions about the disaster.
Tuesday marks one year since the Titan vanished on its way to the historic wreckage site in the North Atlantic Ocean. After a five-day search that captured attention around the world, authorities said the vessel had been destroyed and all five people on board had died.
Concerns have been raised about whether the Titan was destined for disaster because of its unconventional design and its creator’s refusal to submit to independent checks that are standard in the industry. The U.S. Coast Guard quickly convened a high-level investigation into what happened, but officials said the inquiry is taking longer than the initial 12-month time frame, and a planned public hearing to discuss their findings won’t happen for at least another two months.
Meanwhile, deep-sea exploration continues. The Georgia-based company that owns the salvage rights to the Titanic plans to visit the sunken ocean liner in July using remotely operated vehicles, and a real estate billionaire from Ohio has said he plans a voyage to the shipwreck in a two-person submersible in 2026.
The Titan dove southeast of Newfoundland. The Transportation Safety Board of Canada said Monday that there are other submersibles operating within Canadian waters, some of which are not registered with the country or any other.
Numerous ocean explorers told The Associated Press they are confident undersea exploration can continue safely in a post-Titan world.
“It’s been a desire of the scientific community to get down into the ocean,” said Greg Stone, a veteran ocean explorer and friend of Titan operator Stockton Rush, who died in the implosion. “I have not noticed any difference in the desire to go into the ocean, exploring.”
OceanGate, a company co-founded by Rush that owned the submersible, suspended operations in early July. A spokesperson for the company declined
to comment.
David Concannon, a former adviser to OceanGate, said he will mark the anniversary privately with a group of people who were involved with the company or the submersible’s expeditions over the years, including scientists, volunteers and mission specialists. Many of them, including those who were on the Titan support ship Polar Prince, have not been interviewed by the Coast Guard, he said.
“The fact is, they are isolated and in a liminal space,” he said in an email last week. “Stockton Rush has been vilified and so has everyone associated with OceanGate. I wasn’t even there and I have gotten death threats. We support each other and just wait to be interviewed. The world has moved on ... but the families and those most affected are still living with this tragedy every day.”
The Titan had been chronicling the Titanic’s decay and the underwater ecosystem around the sunken ocean liner in yearly voyages since 2021.
The craft made its last dive on June 18, 2023, a Sunday morning, and lost contact with its support vessel about two hours later. When it was reported overdue that afternoon, rescuers rushed ships, planes and other equipment to the area, about 435 miles (700 kilometers) south of St. John’s, Newfoundland.
The U.S. Navy notified the Coast Guard that day of an anomaly in its acoustic data that was “consistent with an implosion or explosion” at the time communications between the Polar Prince and the Titan were lost, a senior Navy official later told The Associated Press. The official spoke on condition of anonymity to discuss sensitive technology.
Any sliver of hope that remained for finding the crew alive was wiped away on June 22, when the Coast Guard announced that debris had been found near the Titanic on the ocean floor. Authorities have since recovered the submersible’s intact endcap, debris and presumed human remains from the site.
In addition to Rush, the implosion killed two members of a prominent Pakistani family, Shahzada Dawood and his son Suleman Dawood; British adventurer Hamish Harding; and Titanic expert Paul-Henri Nargeolet.
Harding and Nargeolet were members of The Explorers Club, a professional
society dedicated to research, exploration and resource conservation.
“Then, as now, it hit us on a personal level very deeply,” the group’s president, Richard Garriott, said in an interview last week. “We knew not only all the people involved, but even all the previous divers, support teams, people working on all these vessels — those were all either members of this club or well within our network.”
Garriott believes even if the Titan hadn’t imploded, the correct rescue equipment didn’t get to the site fast enough. The tragedy caught everyone from the Coast Guard to the ships on site off guard, underscoring the importance of developing detailed search and rescue plans ahead of any expedition, he said. His organization has since created a task force to help others do just that.
“That’s what we’ve been trying to really correct, to make sure that we know exactly who to call and exactly what materials need to be mustered,” he said.
Garriott believes the world is in a new golden age of exploration thanks to technological advances that have opened frontiers and provided new tools to more thoroughly study already visited places. The Titanic tragedy hasn’t tarnished that, he said.
Veteran deep-sea explorer Katy Croff Bell agrees. The Titan implosion reinforced the importance of following industry standards and performing rigorous testing, but in the industry as a whole, “the safety track record for this has been very good for several decades,” said Bell, president of Ocean Discovery League, a nonprofit organization focused on making deep-sea investigation less expensive and more accessible.
Garriott said there will be a remembrance celebration for the Titan victims this week in Portugal at the annual Global Exploration Summit.
“Progress continues,” he said. “I actually feel very comfortable and confident that we will now be able to proceed.”

SEOUL, South Korea (AP) — Russian President Vladimir Putin will visit North Korea for a two-day visit starting Tuesday, both countries announced, amid international concerns about their military cooperation.
Putin is expected to meet North Korean leader Kim Jong Un for talks as they deepen their alignment in the face of separate, intensifying confrontations with Washington. It will be Putin’s first trip to North Korea in 24 years.
North Korea’s official Korean Central News Agency said Putin will pay a state visit on Tuesday and Wednesday at Kim’s invitation. North Korean state media didn’t immediately provide details. Russia confirmed the visit in a simultaneous announcement.
There are growing concerns about an arms arrangement in which Pyongyang provides Moscow with badly needed munitions to fuel Putin’s war in Ukraine in exchange for economic assistance and technology transfers that would enhance the threat posed by Kim’s nuclear weapons and missile program.
Military, economic and other cooperation between North Korea and Russia have sharply increased since Kim visited the Russian Far East in September for a meeting with Putin, their first since 2019.
U.S. and South Korean officials have accused the North of providing Russia with artillery, missiles and other military equipment to help prolong its fighting in Ukraine, possibly in return for key military technologies and aid. Both Pyongyang and Moscow have denied accusations about North Korean weapons transfers.
Any weapons trade with North Korea would be a violation of multiple U.N. Security Council resolutions that Russia, a permanent U.N. Security Council member, previously endorsed.
Andrei Lankov, an expert on North Korea at Kookmin University in Seoul, noted that in exchange for providing artillery munitions and short-range ballistic missiles, Pyongyang hopes to get higher-end weapons from Moscow. Lankov noted that while Russia could be reluctant to share its state-of-theart military technologies with North Korea, it’s eager to receive munitions
from Pyongyang. “There is never enough ammunition in a war, there is a great demand for them,” Lankov told The Associated Press.
There were signs that Kim was preparing to throw a lavish celebration for Putin as he tries to boost the visibility of their relationship to his domestic audience. The North Korea-focused NK News website said Monday that its analysis of commercial satellite images suggest that the North is possibly preparing a huge parade at a square in the country’s capital, Pyongyang.
Kim in recent months has made Russia his primary focus as he tries to strengthen his regional footing and expand cooperation with nations confronting the United States, embracing the idea of what he portrays as a “new Cold War. “
During telephone talks with South Korea’s vice foreign minister on Friday, U.S. Deputy Secretary of State Kurt Campbell raised concern that Putin’s visit to the North would result in further military cooperation between the countries that potentially undermines stability in the region, Seoul’s Foreign Ministry said in a statement.
“The list of countries willing to welcome Putin is shorter than ever, but for Kim Jong Un, this visit is a victory,” said Leif-Eric Easley, a professor at Ewha University in Seoul.
“Not only does the summit upgrade North Korea’s status among countries standing against the U.S.-led international order, it also helps bolster Kim’s domestic legitimacy. Russia cannot replace China economically, but increasing cooperation with Moscow shows that Pyongyang has options.”
Putin first visited Pyongyang in July 2000, months after his first election when he met with Kim’s father, Kim Jong Il, who ruled the country then.
Moscow has said it “highly appreciates” Pyongyang’s support for Russia’s military action in Ukraine and mentioned its “close and fruitful cooperation” at the United Nations and other international organizations.
Russia and China have repeatedly blocked the U.S. and its partners’ attempts to impose fresh U.N. sanctions on North Korea over its barrage of banned ballistic missile tests.
In March, a Russian veto at the United
Nations ended monitoring of U.N. sanctions against North Korea over its nuclear program, prompting Western accusations that Moscow is seeking to avoid scrutiny as it allegedly violates the sanctions to buy weapons from Pyongyang for use in Ukraine.
During a news conference in March, South Korean Defense Minister Shin Wonsik said North Korea had already shipped about 7,000 containers filled with munitions and other military equipment to Russia. In return, Shin said that North Korea had received more than 9,000 Russian containers likely filled with aid.
Kim has also used Russia’s war in Ukraine as a distraction to dial up his weapons development as he pursues a nuclear arsenal that could viably threaten the United States and its Asian allies. This prompted the U.S. and South Korea to expand their combined military exercises and sharpen their nuclear deterrence strategies built around strategic U.S. assets.
Earlier this year, Putin sent Kim a high-end Aurus Senat limousine, which he had shown to the North Korean leader when they met for a summit in September. Observers said the shipment violated a U.N. resolution aimed at pressuring the North to give up its nuclear weapons program by banning the supply of luxury items to North Korea.
Putin has continuously sought to rebuild ties with Pyongyang as part of efforts to restore his country’s global clout and its Soviet-era alliances. Moscow’s ties with North Korea weak-
ened after the 1991 Soviet collapse. Kim Jong Un first met with Putin in 2019 in Russia’s eastern port of Vladivostok.
After North Korea, the Kremlin said Putin will also visit Vietnam on Wednesday and Thursday. He is set to meet in Hanoi with Gen. Nguyen Phu Trong, the secretary general of the Vietnamese Communist Party, President To Lam, Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man.
They plan to discuss “prospects for the continued development of a comprehensive strategic partnership between Russia and Vietnam in the trade and economy, scientific and technology, and humanitarian fields,” the Kremlin said in a statement.
The United States, which has spent years strengthening ties and accelerating trade with Vietnam, criticized Putin’s planned visit.
“As Russia continues to seek international support to sustain its illegal and brutal war against Ukraine, we reiterate that no country should give Putin a platform to promote his war of aggression and otherwise allow him to normalize his atrocities,” a U.S. Embassy spokesperson in Vietnam said in a statement.
“If he is able to travel freely, it could normalize Russia’s blatant violations of international law and inadvertently send the message that atrocities can be committed in Ukraine and elsewhere with impunity, worsening human suffering, and prolonging the path to sustainable peace and justice,” the statement said.
In the last week, I have started to see the garlic scape emerge from the center of each of my garlic plants. This yellow-greenish, snake-like growth is one of the main signs that your garlic is getting closer to harvest and has to be removed. So let’s talk about the scape, what to expect this last month, and how to harvest.
If you have garlic growing, you’ve planted the cloves in the fall of 2023. These cloves are planted the end of September to mid-November, covered with mulch, and then overwinter into
the following summer. They put on most of their growth the final 6 weeks before harvest. This year, I lost one of my plants in May and while it had nearly a foot of growth above ground, the clove was still the same size as when I planted it in the fall, really helping me to see that the last 6 weeks of growth are crucial.
The garlic scape is the flowering part of the garlic and is sending vital energy away from your underground bulb. If you do not remove it, you will end up with a very small garlic bulb at harvest. Removal is quite easy as you will come through with pruners or sharp scissors to cut, making a cut about 1 inch from where the
scape is just beginning to make a curve. In total, the scape is about 3-5 inches, depending on how long you have let this scape develop.
You can use the garlic scapes in your cooking as a fresh alternative to any recipe that needs garlic. I do find that the longer in length the scape is, the more likely it is that it is woody. You can also freeze the scapes for use later. There are many recipes that use garlic scapes, like garlic scape pesto, that can be found online.
Following the scape removal, the bulb will enter a period 3-4 weeks of final growth. This typically means that towards the end of June and into July,
you will notice that the leaves will turn brown/yellow. Realistically, you want to remove the plant when it still has some green growth and about 50% brown/ yellow leaves. Even with visible changes in the leaves, some growers I know will dig up a test bulb to see if it’s ready, looking for that papery skin around the bulb. After you harvest your bulbs, you need to cure them in a cool-dry, well-ventilated area for several weeks with the leaves still attached. After this, you can cut the bulbs o� and store them in a cool, dry, and dark place.

Family Fridays are back at the Discovery Center this summer. Each week, there’s a new theme for families to explore to keep kids entertained during summer break. This week’s theme is a journey to paradise. Kids can dive into a foam party extravaganza, witness a volcano eruption, explore sand under a microscope, and craft a paper python. Spectators are welcome to watch the thrilling wakeboard and wake surf championship at two locations: West Rock Wake Park and the Rock River at Nicholas Conservatory and Gardens. The competition will be held from 10 a.m. - 3 p.m. at Nicholas and at West Rock Wake Park from Noon - 5 p.m. Eight wakeboarding disciplines are featured during this event. Following the competition, there will be an after party held at West Rock from 5-8 p.m. The after party includes, fire pits, s’mores, a food truck, adult beverages, and a band.
