State audit finds billions in unemployment fraud Agency blames lack of controls on Trump administration

SPRINGFIELD – A state audit released Thursday found nearly $2 billion in federal money intended to help unemployed Illinoisans during the pandemic was lost to fraudulent claims in Illinois.

The Illinois Department of Employment Security blamed “insufficient and flawed federal guidance” and a lack of controls on a hastily constructed program put together by the Trump administration.

T he fe der a l ly-f unde d Pa ndem ic Unemployment Assistance program provided up to 39 weeks of benefits for unemployed individuals who ran out of regular unemployment benefits and for self-employed individuals, gig workers and others not eligible for regular unemployment.

The report released Thursday by Auditor General Frank Mautino covered much of the life of the program, July 2020 through June 2021.

In the early days of the pandemic, amid business shutdowns and high unemployment, states struggled under a crush of claims from those laid off during those shutdowns. Amid this volume of claims, IDES was forced to try to weed out the fraudulent claims while under pressure to get money into the hands of the recently unemployed.

The Pritzker administration has said the PUA program was designed hastily and does not give employers an opportunity to challenge fraudulent claims because the type of workers applying for benefits do not technically have employers. The PUA program also eliminated existing controls, including income and employment verification, according to a statement by IDES. Much of the fraud, up to $163 billion estimated nationwide, involved identity theft.

Scammers filed unemployment claims using false identities and then had the payment method switched from the debit cards that people receive when they qualify for benefits to direct deposit into an account accessible by them.

in PUA paid out from July 2020 through June 2021, nearly $1.9 billion was found to be fraudulent, mostly due to identity theft.

“Overpayments associated with identity theft and traditional fraud within the PUA program was unprecedented and resulted in fraudsters using highly sophisticated techniques to take advantage of the current economic condition created by the COVID-19 pandemic,” the audit stated.

The audit found IDES: • Failed to implement general information technology controls over the Pandemic Unemployment Assistance.

• Failed to maintain accurate and complete pandemic unemployment assistance claimant data.

• Failed to perform timely cash reconciliations.

IDES responded that the system used to manage the PUA program is independent of the system used to manage regular unemployment benefits. From the beginning of the pandemic in March 2020 through the end of 2021, IDES stopped $40 billion in fraudulent payments from both state and federal programs, according to the agency’s statement.

Republicans are calling for hearings related to IDES’ handling of the programs and, specifically, whether the agency failed to follow federal recommendations for fraud prevention tools made available before the pandemic.

“The Pritzker administration and IDES have refused to disclose the extent to which fraud affected our unemployment system and this audit makes abundantly clear why,” said Rep. Tim Butler, R-Springfield, said in a statement. “The loss of nearly $2 billion, more than half the funds for the PUA program, displays an unprecedented level of negligence by the administration and IDES management. Blaming the previous president’s administration is an unacceptable excuse and we need immediate hearings to get to the bottom of this failure.”

KYIV, Ukraine (AP) — Russia’s military kept on grinding down Ukraine’s defenses Monday, with combat in eastern areas said to be entering a “decisive” phase, as the war’s consequences for food and fuel supplies increasingly weighed on minds around the globe.

In Ukraine’s eastern Luhansk region, which in recent weeks has become the focal point of Moscow’s attempt to impose its will on its neighbor, battles raged for the control of multiple villages, the local governor said.

Ukrainian Deputy Defense Minister Hanna Maliar said the Kremlin had ordered the Russian military to overrun the entire Luhansk region by next Sunday.

Currently, Moscow’s forces control about 95% of the region.

Maliar said in televised remarks that “without exaggeration, decisive battles are taking place” in the area, where Ukrainian forces are desperately trying to avoid being encircled.

“We must understand that the enemy has an advantage both in terms of personnel and weapons, so the situation is extremely difficult. And at this very minute these decisive battles are ongoing at the maximum intensity,” Maliar added.

“We need your support, we need weaponry, weapons that will have better capabilities than the Russian weapons,” he told a forum in Milan that was organized by the ISPI geo-political think tank.

He spoke by video link.

Zelenskyy added: “This is a matter of life or death.”

The villages where combat is fierce are around Sievierodonetsk and Lysychansk, two cities in the Luhansk region yet to be captured by the Russians, according to Luhansk governor Serhiy Haidai.

Russian shelling and airstrikes on the industrial outskirts of Sievierodonetsk have intensified, he said.

Haidai told The Associated Press on Monday t h at t he sit uat ion i n Sievierodonetsk was “very difficult,” with the Ukrainian forces maintaining control over just one area — the Azot chemical plant, where a number of

Ukrainian fighters, along with about 500 civilians, are taking shelter.

The Russians keep deploying additional troops and equipment in the area, he said.

“It’s just hell there. Everything is engulfed in fire, the shelling doesn’t stop even for an hour,” Haidai said in written comments.

Only a fraction of 100,000 people who used to live in Sievierodonetsk before the war remain in the city, with no electricity, communications, food or medicine.

Even so, Haidai said, the staunch Ukrainian resistance is preventing Moscow from deploying its resources to other parts of the country.

The British defense ministry noted that the war is not going all Russia’s way, despite its superior military assets.

Russian ground troops are “exhausted,” the defense ministry said in an intelligence report Monday. It blamed poor air support for Russia’s difficulty in making swifter progress on the ground.

Across the world, drivers are rethinking their habits and personal finances amid surging prices for gasoline and diesel, fueled by Russia’s war in Ukraine as well as the global rebound from the COVID-19 pandemic. Energy prices are a key driver of inflation that is rising worldwide and making the cost of living more expensive.

The European Union’s top diplomats gathered in Luxembourg on Monday for talks focused on Ukraine and food security.

EU foreign policy chief Josep Borrell called on Russia to lift its blockades of Ukrainian ports to help deliver the millions of tons of grain waiting to be exported.

“I hope — more than hope, I am sure — that the United Nations will at the end reach an agreement,” Borrell said. “It is unconceivable, one cannot imagine that millions of tons of wheat remain blocked in Ukraine while in the rest of the world, people are suffering (from) hunger. This is a real war crime ... You cannot use the hunger of people as a weapon of war.”

Financial help for children displaced by the war in Ukraine was due to come from an unlikely quarter later Monday, when Russian journalist Dmitry Muratov looked to auction off his Nobel Peace Prize medal in New York.

Muratov was awarded the gold medal

in October 2021. He helped found the independent Russian newspaper Novaya Gazeta and was the publication’s editorin-chief when it shut down in March amid the Kremlin’s clampdown on journalists and public dissent in the wake of Russia’s invasion of Ukraine.

Muratov had already announced he was donating to charity the $500,000 cash award that came with the prize. The proceeds will go directly to UNICEF in its efforts to help children displaced by the war in Ukraine.

In other developments Monday: — A Russian governor said Ukrainian shelling of a Russian village near the border with Ukraine wounded one person.

A power station was hit, leaving parts of the village without electricity, according to Alexander Bogomaz, governor of the Bryansk region.

— The Russian military said it hit an airfield in Ukraine’s southern Odesa region with a missile, destroying two Bayraktar drones and a drone control station. Defense Ministry spokesman Igor Konashenkov said a high-precision Oniks missile hit an Artsyz airfield on the Odesa region. Earlier on Monday, the Ukrainian military said its air defense system deterred two airstrikes on the Odesa region, destroying the incoming missiles. The contradicting reports couldn’t be immediately reconciled.

— The head of the Russia-backed authorities in the Crimean Peninsula, annexed from Ukraine in 2014, said that Ukrainian forces had struck three platforms operating in a Black Sea gas field.

Sergei Aksyonov told Russian TV that 12 people had been on the platform which was hardest hit. Five of them were rescued with injuries and the others were missing.

He added that there were no confirmed cases of people being killed or injured on the other two platforms, and that Crimea wouldn’t face energy shortages.

— The death toll has risen to three following a Russian strike on an oil storage facility on Saturday, according to Ukrainian regional governor Valentyn Reznichenko. He said Monday that emergency crews were still trying to extinguish the flames at the facility in the Dnipropetrovsk region, about 200 miles (320 kilometers) southeast of Kyiv.

Sweltering streets: Hundreds of homeless die in extreme heat

PHOENIX (AP) — Hundreds of blue, green and grey tents are pitched under the sun’s searing rays in downtown Phoenix, a jumble of flimsy canvas and plastic along dusty sidewalks. Here, in the hottest big city in America, thousands of homeless people swelter as the summer’s triple digit temperatures arrive.

The stifling tent city has ballooned amid pandemic-era evictions and surging rents that have dumped hundreds more people onto the sizzling streets that grow eerily quiet when temperatures peak in the midafternoon. A heat wave earlier this month brought temperatures of up to 114 degrees (45.5 Celsius) - and it’s only June.

Highs reached 118 degrees (47.7 Celsius) last year.

“During the summer, it’s pretty hard to find a place at night that’s cool enough to sleep without the police running you off,” said Chris Medlock, a homeless Phoenix man known on the streets as “T-Bone” who carries everything he owns in a small backpack and often beds down in a park or a nearby desert preserve to avoid the crowds.

“If a kind soul could just offer a place on their couch indoors maybe more people would live,” Medlock said at a dining room where homeless people can get some shade and a free meal.

Excessive heat causes more weather-related deaths in the United States than hurricanes, flooding and tornadoes combined.

Around the country, heat contributes to some 1,500 deaths annually, and advocates estimate about half of those people are homeless.

Temp er at u re s a re r i si ng nea rly everywhere because of global warming, combining with brutal drought in some places to create more intense, frequent and longer heat waves. The past few summers have been some of the hottest on record.

Just in the county that includes Phoenix, at least 130 homeless people were among the 339 individuals who died from heat-associated causes in 2021.

“If 130 homeless people were dying in any other way it would be considered a mass casualty event,” said Kristie L. Ebi, a professor of global health at the University of Washington.

It’s a problem that stretches across the United States, and now, with rising global temperatures, heat is no longer a danger just in places like Phoenix.

above-normal temperatures over most land areas worldwide, according to a seasonal map that volunteer climatologists created for the International Research Institute at Columbia University.

Last summer, a heat wave blasted the normally temperate U.S. Northwest and had Seattle residents sleeping in their yards and on roofs, or fleeing to hotels with air conditioning. Across the state, several people presumed to be homeless died outdoors, including a man slumped behind a gas station.

In Oregon, officials opened 24-hour cooling centers for the first time.

Volunteer teams fanned out with water and popsicles to homeless encampments on Portland’s outskirts.

A quick scientific analysis concluded last year’s Pacific Northwest heat wave was virtually impossible without humancaused climate change adding several degrees and toppling previous records.

Even Boston is exploring ways to protect diverse neighborhoods like its Chinatown, where population density and few shade trees help drive temperatures up to 106 degrees (41 Celsius) some summer days. The city plans strategies like increasing tree canopy and other kinds of shade, using cooler materials for roofs, and expanding its network of cooling centers during heat waves.

It’s not just a U.S. problem. An Associated Press analysis last year of a dataset published by the Columbia University’s climate school found exposure to extreme heat has tripled and now affects about a quarter of the world’s population.

This spring, an extreme heat wave gripped much of Pakistan and India, where homelessness is widespread due to discrimination and insufficient housing.

The high in Jacobabad, Pakistan near the border with India hit 122 degrees (50 Celsius) in May. Dr. Dileep Mavalankar, who heads the Indian Institute of Public Health in the western Indian city Gandhinagar, said because of poor reporting it’s unknown how many die in the country from heat exposure.

Summertime cooling centers for homeless, elderly and other vulnerable populations have opened in several European countries each summer since a heat wave killed 70,000 people across Europe in 2003.

Emergency service workers on bicycles patrol Madrid’s streets, distributing ice packs and water in the hot months. Still, some 1,300 people, most of them elderly,

continue to die in Spain each summer because of health complications exacerbated by excess heat.

Spain and southern France last week sweltered through unusually hot weather for mid-June, with temperatures hitting 104 degrees (40 Celsius) in some areas.

Climate scientist David Hondula, who heads Phoenix’s new office for heat mitigation, says that with such extreme weather now seen around the world, more solutions are needed to protect the vulnerable, especially homeless people who are about 200 times more likely than sheltered individuals to die from heat-associated causes.

“As temperatures continue to rise across the U.S. and the world, cities like Seattle, Minneapolis, New York or Kansas City that don’t have the experience or infrastructure for dealing with heat have to adjust as well.”

In Phoenix, officials and advocates hope a vacant building recently converted into a 200-bed shelter for homeless people will help save lives this summer.

Mac Mais, 34, was among the first to move in.

“It can be rough. I stay in the shelters or anywhere I can find,” said Mais who has been homeless on and off since he was a teen. “Here, I can stay out actually rest, work on job applications, stay out of the heat.”

In Las Vegas, teams deliver bottled water to homeless people living in encampments around the county and inside a network of underground storm drains under the Las Vegas strip.

Ahmedabad, India, population 8.4 million, was the first South Asian city to design a heat action plan in 2013.

Through its warning system, nongov-

ernmental groups reach out to vulnerable people and send text messages to mobile phones. Water tankers are dispatched to slums, while bus stops, temples and libraries become shelters for people to escape the blistering rays.

Still, the deaths pile up.

Kimberly Rae Haws, a 62-year-old homeless woman, was severely burned in October 2020 while sprawled for an unknown amount of time on a sizzling Phoenix blacktop. The cause of her subsequent death was never investigated.

A young man nicknamed Twitch died from heat exposure as he sat on a curb near a Phoenix soup kitchen in the hours before it opened one weekend in 2018.

“He was supposed to move into permanent housing the next Monday,” said Jim Baker, who oversees that dining room for the St. Vincent de Paul charity. “His mother was devastated.”

Many such deaths are never confirmed as heat related and aren’t always noticed because of the stigma of homelessness and lack of connection to family.

W hen a 62-year-old mentally ill woman named Shawna Wright died last summer in a hot alley in Salt Lake City, her death only became known when her family published an obituary saying the system failed to protect her during the hottest July on record, when temperatures reached the triple digits.

Her sister, Tricia Wright, said making it easier for homeless people to get permanent housing would go a long way toward protecting them from extreme summertime temperatures.

“We always thought she was tough, that she could get through it,” Tricia Wright said of her sister. “But no one is tough enough for that kind of heat.”

Voices from the Grave

Screams in the night

The police didn’t know what they would find when they arrived at the old building on South Main Street. It was around 1:00 a.m. on October 24, 1972 when they got an anonymous tip that there was screaming coming from the old Capri Theater on South Main Street. The theater was not in use anymore but the upper floors of the three story building had been converted into apartments.

It was inside one of those apartments that the police found a horrific sight. On the floor just inside the door was a nude body of a young lady. The woman had been beaten so badly that there was a 2 foot puddle of blood surrounding her head.

The coroner would later state that her cause of death came from trauma with a weapon (such as an axe or hatchett) that was “wielded by a strong hand”. That weapon had shattered the girl’s skull.

The police did not find very many clues at the apartment. The young woman had some hair clutched in her hand and there were bloody shoe prints leading out of the door and down the stairs.

The police were able to identify the girl as 18-year old Karen Camper. The manager of the apartments recognized the body. He told police that the girl had lived there in the same apartment with her boyfriend for over a year but the couple had moved out weeks before.

Karen had broken off the relationship with that boyfriend, Lawrence Mathis, Jr. She moved back into her parent’s house which was located on nearby Knowlton Street. The police went to break the news

to her family. Albert and Mattie Camper were distraught on hearing the news of their daughter’s murder. Albert had to fight back the tears as he tried to give the police the information they needed.

Albert proudly pointed to the art pieces scattered around the room. “She did all of this herself”. He went on to tell the officers of how impressed Karen’s teachers were with her artwork and grades. Karen attended school at Muldoon High School until it closed in 1970. She tried Boylan for a time, then transferred to East High School and that seemed a better fit. “They (the teachers) did everything they could to keep her in school. One teacher at East was working to get Karen a scholarship for college.”

But Karen had fallen for an older man and dropped out of high school just months before she would have graduated.

Albert told the police that it was like this man controlled Karen’s mind. Karen’s mother stated that it was like she was two different people. Sometimes Karen enjoyed spending time with her family bowling, playing tennis and baking wonderful desserts. And other times, Karen spent time with the older man and made bad choices, doing things her parents never thought she would do. They could not understand the hold this man had on their daughter.

The older man was 27 year old Lawrence Mathis Jr. Karen’s parents didn’t like the fact that he was so much older than their daughter. But against their advice Karen moved into the apartment over the old Capri Theater with Mathis. Mathis was an unemployed painter and the couple

struggled to make ends meet. They couldn’t pay their bills and soon began to look for other ways to get money.

In May of 1972, Karen was arrested when she was caught with U.S.Treasury checks that had signatures that had been forged. She entered the Wayne Western Auto store and cashed one of the forged checks. Karen was accompanied by a man but he had taken off running when it was obvious that the cashier was suspicious.

Witnesses saw the man toss something into a trash can. When the police searched the can and found 7 more U.S.Treasury checks and 5 identification cards.

When the police found Mathis, they recovered four more checks in his possession during the arrest. Mathis and Karen were supposed to be in Federal Court in Freeport to face those charges before Karen’s murder but failed to show up.

Bench warrants had been issued for both Karen and Mathis. The police wondered if that could be a possible motive for Karen’s murder and decided they needed to question Mathis.

It took police 19 hours to find Mathis and bring him in for questioning. He was bound over for a Grand Jury by Judge John Nielsen. The judge made his decision after he heard the statement of a man who was with Karen and Mathis on the night of the murder. This man stated that he dropped Mathis and Karen at the old apartment and was supposed to pick them up an hour later. When the man returned he heard a scream as he approached the apartment. He knocked on the door and it opened. He didn’t see anything at first because the room was dark. But then he

stepped in the room and his feet kicked something. When he looked down, he saw Karen’s naked body on the floor.

When asked if he recognized the girl on the floor the man said it was Karen. The attorney then asked what she had on. The man stated, “She didn’t have nothing on her but blood.”

Though Mathis originally claimed he was innocent of the charges against him, in March of 1973, he changed his plea to guilty. Chief Circuit Judge Albert O’Sullivan sentenced Mathis to 20 to 40 years in prison for the murder of Karen Camper.

Assistant State’s Attorney Robert Gemignani laid the case out for the judge and stated that he believed the motive in the murder of Karen might be that Mathis feared that Karen would testify against him in the trial for the forgery charges.

Since the checks were U.S. Treasury checks it was a federal case and could carry serious consequences for Mathis.

Mathis was given the chance to respond to Gemignani’s statements but he declined.

The pretty, talented, young girl who showed some much potential that her parent’s were sure she would make her mark on the world was laid to rest in a grave on a small hill in Cedar Bluff Cemetery. Albert would join his daughter in the family plot in 2006.

Colombia Election

Colombia picks 1st leftist president in tight runoff contest

BOGOTA, Colombia (AP) — Colombia will be governed by a leftist president for the first time after former rebel Gustavo Petro narrowly defeated a real estate tycoon in a runoff election that underscored people’s disgust with the country’s traditional politicians.

Petro’s third attempt to win the presidency earned him 50.48% of the votes Sunday, while political outsider Rodolfo Hernández got 47.26%, according to results released by election authorities.

The election came as Colombians struggle with rising inequality, inflation and violence — factors that led voters in the election’s first round last month to punish long-governing centrist and right-leaning politicians and pick two outsiders for the runoff contest.

Petro’s win in Latin America’s third most populous nation was more than a defeat of Hernández. It puts an end to Colombia’s long stigmatization of the left for its perceived association with the country’s half century of armed conflict.

The president-elect was once a rebel with the now-defunct M-19 movement and was granted amnesty after being jailed for his involvement with the group.

Petro issued a call for unity during his victory speech Sunday night and extended an olive branch to some of his harshest critics, saying all members of the opposition

will be welcomed at the presidential palace “to discuss the problems of Colombia.”

“From this government that is beginning there will never be political persecution or legal persecution, there will only be respect and dialogue,” he said, adding that he will listen to those who have raised arms as well as to “that silent majority of peasants, Indigenous people, women, youth.”

The vote is also resulting in Colombia having a Black woman as vice president for the first time. Petro’s running mate, Francia Márquez, 40, is a lawyer and environmental leader whose opposition to illegal mining resulted in threats and a grenade attack in 2019.

Hernández, whose campaign was based on an anti-corruption fight, conceded his defeat shortly after results were announced.

“I accept the result, as it should be, if we want our institutions to be firm,” he said in a video on social media. “I sincerely hope that this decision is beneficial for everyone.”

Petro’s showing was the latest leftist political victory in Latin America fueled by voters’ desire for change. Chile, Peru and Honduras elected leftist presidents in 2021, and in Brazil former President Luiz Inácio Lula da Silva is leading the polls for this year’s presidential election.

But the results were an immediate reason to fret for some voters whose closest reference to a leftist government is the troubled neighboring Venezuela.

“We hope that Mr. Gustavo Petro complies with what was said in his government plan, that he leads this country to greatness, which we need so much, and that (he) ends corruption,” said Karin Ardila García, a Hernández supporter in the north-central city of Bucaramanga.

“That he does not lead to communism, to socialism, to a war where they continue to kill us in Colombia. ... (H)e does not lead us to another Venezuela, Cuba, Argentina, Chile.”

About 21.6 million of the 39 million eligible voters cast a ballot Sunday.

Abstentionism has been above 40% in every presidential election since 1990.

Petro, 62, will be officially declared winner after a formal count that will take a few days. Historically, the preliminary results have coincided with the final ones.

Several heads of state congratulated Petro on Sunday. So did a fierce critic, former President Álvaro Uribe, who remains a central figure in Colombia’s politics.

Polls ahead of the runoff had indicated Petro and Hernández — both former mayors — were in a tight race since they topped four other candidates in the initial May 29 election. Neither got enough votes to win outright and headed into the runoff.

Petro won 40% of the votes in the initial round and Hernández 28%, but the difference quickly narrowed as Hernández began to attract so-called anti-Petrista voters.

Petro has proposed ambitious pension, tax, health and agricultural reforms and changes to how Colombia fights drug cartels and other armed groups. But he will have a tough time delivering on his promises as he does not have a majority in Congress, which is key to carrying out reforms.

“The people who do support him have very high hopes, and they are probably going to be disappointed pretty quickly when he can’t move things right away,” said Adam Isacson, an expert on Colombia at the Washington Office on Latin America think tank.

“I think you might find a situation where he either has to strike some deals and give up a lot of his programs just to get some things passed or the whole country could be gridlocked,” Isacson added.

Petro is willing to resume diplomatic relations with Venezuela, which were halted in 2019. He also wants to make changes to Colombia’s relations with the U.S. by seeking a renegotiation of a free trade agreement and new ways to fight drug trafficking.

U.S. Secretary of State Antony Blinken said in a statement that the Biden administration looks forward to working with Petro.

Polls say most Colombians believe the country is heading in the wrong direction and disapprove of President Iván Duque, who was not eligible to seek reelection. The pandemic set back the country’s anti-poverty efforts by at least a decade. Official figures show that 39% of Colombia’s lived on less than $89 a month last year.

The rejection of politics as usual “is a reflection of the fact that the people are fed up with the same people as always,” said Nataly Amezquita, a 26-year-old civil engineer waiting to vote. “We have to create greater social change. Many people in the country aren’t in the best condition.”

But even the two outsider candidates left her cold. She said she would cast a blank ballot: “I don’t like either of the two candidates. ... Neither of them seems like a good person to me.”

Managing wildlife in the garden: Squirrels, chipmunks, and voles

As a conclusion to managing wildlife in the vegetable garden, I’ll end with a focus on three of the most common small mammals that we get questions about at the University of Illinois Extension.

While rabbits, raccoons, and deer can be infrequent visitors to the backyard based on where you are located, squirrels, chipmunks, and voles are some of the main culprits of a lot of the vegetable garden damage you may encounter.

Squirrels, chipmunks, and ground squirrels will target many di�erent vegetables in your garden. While they love

tomatoes and strawberries, they may also go for sprouting seeds, squash, and onion bulbs. You may find that those sunflower seeds you planted have now been removed by this group as I’ve noticed in the last week since planting mine. This group typically does not go for the leafy vegetables. If you were trying to narrow down what caused damage to your broccoli or kale, most likely a rabbit or deer has caused this damage.

A netting can be the best approach for small mammals depending on the growth stage of your plant. This netting/fencing should be at least 30 inches high and 5 inches below ground, bent outward 90 degrees. Small domes/cages with at least

Another strategy is to remove/restrict bird feeders. If these are near your vegetable garden, you may find that you are building up this population to then move over to your garden when crops begin to mature that they like. Remove these or place much further away on your property.

Voles, or meadow mice, have a much wider range of vegetables and fruit trees/ plants they like. They create borrows and you’ll see openings at the soil surface of 1 ½ to 2 inch diameter. For controlling/ managing this group, look to remove

any weeds near your garden that may allow this population to get close to your vegetable garden, hidden away from predators. Exclusion can be used with a wire fence 12 inches above ground and buried 6-10 inches deep. The width of the opening needs to be ¼ inch or smaller.

When it comes to managing wildlife in your garden, you may find that you need multiple fences and netting. One fence may keep the deer out but not the squirrels. If this is something you encounter, you may find that you need a fence/exclusion within a fence/exclusion.

But existing economic conditions are forcing more people to seek help in securing adequate food supplies. While food shortages exist in many place around the globe and in poor areas in the US, food waste is a serious problem in this country.

The issue of food and fuel has again risen to prominence as government policies are allowing vehicles to burn as

much as 15% ethanol in gasoline to lower fuel costs which will reduce the amount of food available for human consumption.

Local food security is as important to stress as much as local energy security.

Home gardens, community gardens, small farms, local chicken and egg operations and local honey production are some e�orts that increase food security.

E�orts to provide food to those in need either through government programs or nonprofit e�orts are also needed.

As we commented in a previous article the benefits of a walk in the outdoors can be replicated by tending a garden. Some physical activity in the outdoors helps to lift the human spirit.

The popular green lawn is our largest irrigated crop. It produces no food while relying on chemicals and mowing, all dependent on fossil fuels. Drought resistant grasses and flowers with fruits and vegetables added for ornamental value as well as food value could make lawns more sustainable. If all our lawns were converted to gardens it is estimated that a fourfold increase in fruit and vegetable production would occur.

While change is one of the certainties in life, the speed of change appears to be accelerating. Much of it is driven by an ongoing series of crises some of which are caused by natural forces and others by the actions of people. Such crises are seen by some as opportunities to implement changes in government policies which have major impacts on the lives of ordinary citizens.

We are now facing a global food security crisis which can be linked to climate change exacerbated by government policies in response to the war in Ukraine.

According to some observers supplies of foods in storage around the globe had fallen before the arrival of the pandemic as floods and droughts in major food producing areas reduced global food production. Last year wheat growing in China su�ered from floods, and this year heat waves damaged India’s wheat crop. Currently drought is reported to have adversely impacted wheat fields in Kansas. The cold weather and soggy

fields delayed farming in Illinois as well as in Alberta and Saskatchewan leaving farmers unsure of what yields will be like.

The war in Ukraine and related sanctions have disrupted energy and fertilizer supplies and contributed to rising costs of fuel and food. Increased inflation is caused by several factors including high levels of corporate concentration in the food supply chain.

More people in the United States have established gardens in response to rising food prices and overall inflation. In addition to financial concerns people have turned to growing their own food based on health concerns and the perceived improved tastiness of local foods.

It is not too late to start a garden but there are vegetables that grow best in the warm season and those that do well in cool times of the year. The University of Illinois has a guide listing which vegetables to plant when.

In addition to home gardens there are community gardens where neighbors share land on which to grow vegetables and fruit. The number of such gardens has continued to increase. For those who
