Rockford Park District Celebrates Renovations at Popular Loves Park Neighborhood Park: Area youth, teens, and families have a variety of new ways to recreate and spend quality time together, thanks to a major renovation of Wantz Memorial Park, 602 E. Riverside Blvd., Loves Park. Investing $760,000 to remodel Wantz Memorial Park was possible thanks to funding from the Illinois Department of Natural Resources. The Rockford Park District was awarded $315,000 from the Illinois Department of Natural Resources (IDNR) Open Space Lands Acquisition and Development (OSLAD) grant and was able to utilize $405,000 out of its capital funds to fulfill the required grant match. In 2023, the District gathered feedback from residents and Time 2 Play summer playground program participants about which recreational features they wanted to remain, what new amenities should be added, and how the playground should be designed.

Wantz Memorial Park Reinvestment Project includes: New playground for kids ages 5 – 12 with unitary playground surfacing; New spray pad; New picnic pavilion; New perimeter fencing; New ball field in a different location; Updated four square court; Communication board to help those individuals who are non-verbal; Renovated existing restrooms and storage building for summer program; Updated signage.

“Neighborhood parks are critical to the health and well-being of our community and investing in neighborhood parks is a top priority for the Park District as stated by the citizens we serve. The renovations completed here will enhance the experience for youth, teens, and families and property values increase when a home is within 500 feet of a well-maintained park.,” said Owen Carter, Rockford Park District Board of Commissioners Representative.

“Renovations at Wantz Memorial Park mark a significant milestone for our community,” said Loves Park mayor Greg Jury. “This park is a tremendous asset for our residents and a welcoming destination for visitors from outside the city. We are excited to watch this neighborhood thrive with the new amenities and opportunities the park provides. The improvements made here are not just about enhancing the physical space but about fostering community spirit and engagement.”

Renovations to the park began in the fall of 2023. The old playground was removed in October and donated to Kids Around the World.

State highway shootings decline as critics sue over ‘dragnet surveillance’

Illinois State Police say an automated license plate reader program has helped the agency identify witnesses or suspects in 82 percent of highway shooting cases this year, including all eight that resulted in a death.

But as the state looks to further expand its network of more than 400 cameras this year, it faces a lawsuit accusing ISP of operating “a system of dragnet surveillance” by using the cameras to monitor all traffic that passes them.

The fiscal year 2025 state budget that lawmakers approved last month includes $7 million in new funding for the technology as well as $2.5 million reappropriated from a previous year.

The cameras are constantly monitoring the highways where they are installed, collecting images, time and location data on hundreds of millions of vehicles each year. In May alone, the cameras captured 1.4 million “hits,” or instances in which a pictured license plate matched one in a law enforcement database for “hot” vehicles – such as stolen cars or those connected to a crime. That was out of 215 million recorded “detections” in May, which includes any instance of a vehicle image being stored with date and time data.

The libertarian legal group Liberty Justice Center contends the constant nature of that surveillance violates the rights of two Cook County residents named as plaintiffs in their lawsuit filed May 30.

The group is the same one that successfully sued to block implementation of a state law that would have prevented certain General Assembly candidates who didn’t run in the March primary from getting on the November ballot. It was also behind the lawsuit that ultimately resulted in the U.S. Supreme Court striking down “fair share” union dues in 2018.

“Defendants are tracking anyone who drives to work in Cook County – or to school, or a grocery store, or a doctor’s

office, or a pharmacy, or a political rally, or a romantic encounter, or family gathering – every day, without any reason to suspect anyone of anything, and are holding onto those whereabouts just in case they decide in the future that some citizen might be an appropriate target of law enforcement,” the lawsuit reads.

The lawsuit contends the program violates the plaintiffs’ search, seizure and due process rights under the 4th and 14th amendments to the U.S. Constitution. It seeks to end the state’s operation of the license plate reader program and to provide specific protections for the two named plaintiffs.

A lawyer for the Liberty Justice Center told Capitol News Illinois the plan is to seek a temporary injunction against the surveillance program as the full case progresses.

About three weeks after the lawsuit was filed in federal court in the Northern District of Illinois, ISP sent a news release touting the efficacy of the program.

Highway shootings had been on the rise before the legislature authorized and provided funding for automated license plate readers, or ALPRs, in Cook County. There were 51 such shootings in 2019, 147 in 2020 and 310 in 2021, according to Illinois State Police data. That dropped to 189 in 2022 and 129 in 2023, with 42 recorded through mid-June in 2024 – a 42 percent decline through the same period last year. The cameras were used in at least 260 investigations this year, according to ISP.

“The use of automated license plate readers has been a game changer in investigating interstate shootings, as well as vehicular hijackings and thefts,”

ISP Director Brendan Kelly said in the Tuesday news release. “They provide us vital leads for our investigation, allowing us to track the events immediately leading up to and following the shootings to identify the vehicle involved.”

State police can review images instantly upon report of a shooting or other incident, and once a suspect vehicle is identified, law enforcement can set the system to alert them if that vehicle is spotted on an ALPR.

Under law, the cameras can be used in the investigations of offenses involving

vehicular hijackings, terrorism, motor vehicle theft, or any forcible felony, which includes such crimes as murder and firearms offenses. Cameras can also be used for monitoring roadway conditions for safety purposes.

The law, however, prohibits officers from using footage to enforce “petty offenses,” such as speeding.

ISP said their policy is to keep data collected by the cameras for 90 days.

“That’s kind of our big concern is the historical collection and aggregation of all the data,” Reilly Stephens, a Liberty Justice Center attorney, told Capitol News Illinois. “If you only have 24 hours of data, maybe it’s a different case.”

There’s 430 such cameras throughout the state, including 340 in Cook County, 78 in St. Clair County and four each in Champaign, Morgan and Winnebago counties.

Later this year, ISP plans to add cameras in Macon, Madison, Peoria, Bureau, Lake and Winnebago counties. ISP said it could also “potentially” add cameras in Boone, DeKalb, DuPage, Grundy, Henry, Kane, Kendall, LaSalle, McHenry, Rock Island, Sangamon, and Will counties, as well as on DuSable-Lake Shore Drive in Chicago.

The law creating the camera program passed in 2020 with a focus on Chicago, but a 2022 expansion covered another 6,000-plus miles of roadway outside of Cook County. That move was widely supported in the legislature, although some raised civil liberty concerns about broad definitions in the law.

Members of both parties expressed concern that the cameras could be used to profile drivers and that individuals were not allowed to request their own data through the Freedom of Information Act..

Midwest flooding collapses a rail bridge, forces evacuations and kills at least 1

A railroad bridge collapsed during flooding in the Midwestern U.S. that has forced water rescues, led to evacuations, caused at least one death and brought additional misery during a vast and stubborn heat wave.

The bridge connecting North Sioux City, South Dakota, with Sioux City, Iowa, collapsed into the Big Sioux River late Sunday, an emergency manager said. Local media images showed a large span of the steel bridge partially underwater as floodwaters rushed over it.

South Dakota Gov. Kristi Noem said at a news briefing Monday that the bridge was the main rail link from her state into Iowa. Some of its trusses collapsed, Jason Westcott, an emergency manager in Union County, South Dakota, told KCAU-TV.

There were no reports of injuries from the collapse, which occurred around 11 p.m. The bridge’s owner, BNSF Railway, had stopped operating it as a precaution during the flooding, spokesperson Kendall Sloan said. Trains are being rerouted.

“We have damaged roads. We have damaged bridges,” Noem said. “That will impact us for many, many months to come.”

The South Dakota Department of Transportation built a berm Sunday night across Interstate 29 in North Sioux City, temporarily blocking it.

Floodwaters have risen over days of heavy rain where South Dakota, Iowa and Nebraska meet around Sioux City, as well as along the Iowa-Minnesota border. More rain is forecast, and many streams may not crest until later this week as the floodwaters slowly drain to the Missouri and Mississippi rivers.

In Spencer in northwestern Iowa, Aiden Engelkes still wasn’t able Monday to get back into his apartment on the first floor of a building close to the Des Moines River, nor could he go to work at a flooded chicken hatchery.

He spent more than seven hours Saturday in a friend’s apartment on the fourth floor, waiting to be rescued by a boat, his 2013 Chevy SUV under roiling waters except for a bit of its antenna. Rescuers broke a window in a stairwell on the second floor, and almost 70 people crawled out, volunteers ferrying them

away by boat in fours and fives.

Engelkes and his girlfriend left with a bag of clothes, three cats in a carrier, and a kitten his girlfriend carried in her shirt. They expect their apartment to be ruined by about 4 feet of water but hope to still reclaim electronics they placed higher. They’re now staying with his mother on higher ground.

“I just keep thinking about all this stuff I’ve lost and maybe the little things I could recover that we put up high,” he said. “And then I think about where my friends are, because their stuff is also gone.”

About 65 miles (105 kilometers) to the west in Rock Valley, Deb Kempema lost her home decor store, First Impressions, after a river levee broke, forcing evacuations and destroying shops.

It was “7,000 square feet of very pretty, pretty things. And it’s all gone,” she told KELO-TV. “But I like to reinvent myself, so we’re going to come back better.”

The Big Sioux River stabilized Monday morning at around 45 feet, over 7 feet higher than the previous record, Sioux City Fire Marshal Mark Aesoph said. Evacuations have begun for homes at low elevations, and more are expected as waters rise.

Thirteen rivers flooded in that part of Iowa, said Eric Tigges of Clay County emergency management. Entire neighborhoods, and at least one whole town, were evacuated, and Spencer imposed a curfew Sunday for a second night after flooding that surpassed a record set in 1953.

National Guard troops helped with water rescues and carted needed medications lost in flooding.

“Businesses are shuttered. Main streets have been impacted,” Iowa Gov. Kim Reynolds said. “Hospitals, nursing homes and other care facilities were evacuated. Cities are without power, and some are without drinkable water.”

Parts of Nebraska, South Dakota, Minnesota and Iowa received eight times the typical average rainfall, said National Weather Service meteorologist Donna Dubberke.

Elsewhere, the heat remained the biggest worry, even as temperatures moderated at the start of the week in the Northeast and some other parts of the U.S. that have sweltered for days.

Public officials cautioned residents about the dangers of excessive heat and humidity. Forecasters said the heat wave will continue early in the week in the Southeast, portions of the South and the Plains.

Washington, D.C., Baltimore and Philadelphia all saw record heat on over the weekend.

Last year, the U.S. experienced the most heat waves since 1936, experts said. An AP analysis of data from the Centers for Disease Control and Prevention found that excessive heat contributed to more than 2,300 deaths, the highest in 45 years of records.

Netanyahu says he won’t agree to a deal that ends the war in Gaza, testing the latest truce proposal

TEL AVIV, Israel (AP) — The viability of a U.S.-backed proposal to wind down the 8-month-long war in Gaza has been cast into doubt after Israeli Prime Minister Benjamin Netanyahu said he would only be willing to agree to a “partial” ceasefire deal that would not end the war, comments that sparked an uproar from families of hostages held by Hamas.

In an interview broadcast late Sunday on Israeli Channel 14, a conservative, pro-Netanyahu station, the Israeli leader said he was “prepared to make a partial deal — this is no secret — that will return to us some of the people,” referring to the roughly 120 hostages still held in the Gaza Strip. “But we are committed to continuing the war after a pause, in order to complete the goal of eliminating Hamas. I’m not willing to give up on that.”

Netanyahu’s comments did not deviate dramatically from what he has said previously about his terms for a deal. But they come at a sensitive time as Israel and Hamas appear to be moving further apart over the latest cease-fire proposal, and they could represent another setback for mediators trying to end the war.

Netanyahu’s comments stood in sharp contrast to the outlines of the deal detailed late last month by U.S. President Joe Biden, who framed the plan as an Israeli one and which some in Israel refer to as “Netanyahu’s deal.” His remarks could further strain Israel’s ties to the U.S., its top ally, which launched a major diplomatic push for the latest cease-fire proposal.

The three-phased plan would bring about the release of the remaining hostages in exchange for hundreds of Palestinians imprisoned by Israel. But disputes and mistrust persist between Israel and Hamas over how the deal plays out.

Hamas has insisted it will not release the remaining hostages unless there’s a permanent cease-fire and a full withdrawal of Israeli forces from Gaza. When Biden announced the latest proposal, he said it included both.

But Netanyahu says Israel is still committed to destroying Hamas’ military and governing capabilities, and ensuring it can never again carry out an Oct. 7-style assault. A full withdrawal of Israeli forces

from Gaza, where Hamas’ top leadership and much of its forces are still intact, would almost certainly leave the group in control of the territory and able to rearm.

In the interview, Netanyahu said the current phase of fighting is ending, setting the stage for Israel to send more troops to its northern border to confront the Lebanese militant group Hezbollah, in what could open up a new war front. But he said that didn’t mean the war in Gaza was over.

On Monday, Minister of Defense Yoav Gallant discussed tensions on the border with Lebanon during his trip to Washington with Amos Hochstein, a senior adviser to Biden. He echoed Netanyahu’s comments that the war in Gaza is transitioning to a new phase, which could impact other conflicts, including with Hezbollah.

Israel is close to dismantling the Hamas military brigades in the southern city of Rafah, and maintains “full control” over the Philadelphi Corridor, a strategic buffer zone along Gaza’s border with Egypt, Israel’s military chief Lt. Gen. Herzi Halevi said. Israel says the corridor is awash with tunnels that Hamas uses to smuggle weapons and other goods. Halevi said Israel’s control over the buffer zone will bring an end to that.

During the initial six-week phase of the proposed cease-fire, the sides are supposed to negotiate an agreement on the second phase, which Biden said would include the release of all remaining living hostages including male soldiers and Israel’s full withdrawal from Gaza. The temporary cease-fire would become permanent.

Hamas appears concerned that Israel will resume the war once its most vulnerable hostages are returned. And even if it doesn’t, Israel could make demands in that stage of negotiations that were not part of the initial deal and are unacceptable to Hamas — and then resume the war when Hamas refuses them.

Netanyahu’s remarks reinforced that concern. After they were aired, Hamas said they represented “unmistakable confirmation of his rejection” of the U.S.supported deal, which also received the backing of the United Nations’ Security Council.

In a statement late Sunday after Netanyahu’s lengthy TV interview, the

Palestinian militant group said his position was “in contrast” to what the U.S. administration said Israel had approved. The group said its insistence that any deal should include a permanent cease-fire and the withdrawal of all Israeli forces from the Gaza Strip “was an inevitable necessity to block Netanyahu’s attempts of evasion, deception, and perpetuation of aggression and the war of extermination against our people.”

Netanyahu shot back and in a statement from his office said Hamas opposed a deal. He said Israel would not withdraw from Gaza until all 120 hostages are returned.

Hamas welcomed the broad outline of the U.S. plan but proposed what it said were “amendments.” U.S. Secretary of State Antony Blinken, during a visit to the region earlier this month, said some of Hamas’ demands were “workable” and some were not, without elaborating.

Netanyahu and Hamas both have incentives to keep the devastating war going despite the catastrophic toll it has had on civilians in Gaza and the mounting anger in Israel that after so many months Israel has not reached its aims of returning the hostages and defeating Hamas.

The families of hostages have grown increasingly impatient with Netanyahu, seeing his apparent reluctance to move ahead on a deal as tainted by political considerations. A group representing the families condemned Netanyahu’s remarks, which it viewed as an Israeli rejection of the latest cease-fire proposal.

“This is an abandonment of the 120 hostages and a violation of the state’s moral duty toward its citizens,” it said, noting that it held Netanyahu responsible for returning all the captives.

In its Oct. 7 cross-border assault, Hamas-led militants killed 1,200 people and took 250 people captive, including women, children and older people. Dozens were freed in a temporary cease-fire deal in late November and of the 120 remaining hostages, Israel says about a third are dead.

Israel’s retaliatory war has killed more than 37,000 Palestinians, according to the Health Ministry in the Hamas-ruled territory. It has sparked a humanitarian crisis and displaced most of the territory’s 2.3 million population.

With recent rains and warm conditions, most of the vegetables in your garden are thriving. Yet in my family’s garden, many of the cabbage family members I grow such as collards, cabbage, and kale have large holes on their leaves and heavy defoliation. With the appearance of white moths in the garden, the culprit is a cabbage worm.

There are three different cabbage worms including the cabbage looper, imported cabbageworm, and diamondback moth larva. All of these worms are light green in color and cause similar damage. They are very easy to identify

once you know what you are looking for. They tend to be on the largest leaves of the plant but may target new leaves just starting to emerge. The adults of cabbage looper and imported cabbageworm are white moths that you may be seeing in your vegetable garden currently. They lay reddish-orange eggs on the underside of the leaves where the green worms hatch and begin eating.

Though the name ‘cabbage worm’ may make you think it solely targets cabbage, it actually will go after all members of the cole family including kale, collards, broccoli, cauliflower, brussels sprouts, and others. If you are growing a mixture of these, you may see that some are eaten

more than others. Anecdotally, I notice that my collards are receiving the heaviest damage.

Control for these worms can be tricky. Hand-removal can be a tedious option as there may be 3 populations this growing season and you may be removing these worms daily until the end of July. You could squish the worms on the leaves too. If leaves have been heavily defoliated, you should remove the entire leaf.

Row cover could be another option. It is like a mosquito net that creates a barrier between the plant and insects. The plants still receive sunlight and water. Because the cabbage family does not need pollination, the row cover could

stay permanent until you are ready to harvest. You may still need to remove the row cover to hand-remove these insects. You may also discover that minimal control is needed. In some years, since I have these insects every year, I will notice parasitoid wasps that are eating the worms. When combined with hand removal, this has helped keep insect damage under control. Chemical control is available though want to ensure you choose the right product. Some of these products will be consumed by the worm while others will need to be applied directly onto the worms.

Music on the Mall is a summer concert series starting in June until the end of August. Attendees are encouraged to bring a lawn chair for a free outdoor music experience. Food is available for purchase from Lucha Cantina, and adult beverages are available from Cork, Keg & Spirits. Plus Edgebrook restaurants are open to grab a bite to eat. Each week, the live music can be enjoyed from 6:30 - 9:30 p.m. This week’s performance is from The 80’s Hit List. The band covers a variety of 1980s songs that are sure to delight the crowd.

International Mud Day is a world wide celebration of nature and connecting with the earth. Children will love a chance to get covered head to toe with mud. This unique event includes muddy activities, games, educational experiences and more. Participants can also bring a shirt or other items to do mud tie dye. Attendees are encouraged to wear clothes they don’t mind getting muddy. There is a hose down station, but a change of clothes is recommended. The event is free and held from 11 a.m. - 2 p.m.

Live at Levings Talent Show and Concert Series is a biweekly summer concert series. There is a brand new pavilion in the park for listeners to enjoy a variety of music. This week, four bands from Michigan, Wisconsin, and Illinois will perform, in genres of R&B, funk, and reggae music. They will compete for a $1,000 cash prize and the title of “Baddest Band in the Land.” Spectators can bring lawn chair and dancing shoes for this historic band competition. Admission is free and the spectacular competition runs from 5-8 p.m.
