CHICAGO – Next time you attend a parade, there might be an eye in the sky.
A new law signed by Gov. JB Pritzker on Friday expands local police departments’ authority to use drones to surveil certain events, respond to certain 911 calls, inspect buildings and participate in public relations events.
House Bill 3902 passed 56-1 in the Senate and 84-7 in the House with three members voting “present,” The law drew some concerns from civil liberties groups which ultimately led to added privacy protections and disclosure requirements.
The push to expand when police drone authority originated after a 2019 mass shooting at the Henry Pratt Company in Aurora, according to the bill’s House sponsor, Rep. Barbara Hernandez, D-Aurora. She and others received renewed calls after a 2022 shooting at a July 4th parade in Highland Park last year.
“I hope people are safe and that this can prevent anything else from happening,” Hernandez said.
Kenny Winslow, executive director of the Illinois Association of Chiefs of Police, supported the measure and is already planning to offer training on the new law to police departments. He said drone technology could save lives and expects more departments to use them moving forward.
But he added that the protections contained in the bill – including requirements that police post notices if they are surveilling an event and keep a record of flight paths – were an important part of the final product.
“We’re trying to be as transparent with the public as we can,” Winslow said.
The ACLU of Illinois – a civil rights organization that has long been a voice of opposition to unrestricted drone use by police departments – took a neutral stance on the bill. ACLU staff were key architects of a 2013 state law referred to as the Freedom from Drone Surveillance Act that placed significant restrictions on police drone use.
“Our concern is that this kind of technology can be used in fairly invasive
ways that intrude on our constitutional and privacy rights,” ACLU attorney Liza Roberson-Young told Capitol News Illinois.
These concerns led to some key protections in the bill, including limitations on what circumstances warrant the use of drones and how long the information collected by drones can be stored.
“We wouldn’t want this to be a first step to a slippery slope to chipping away at the Freedom from Drone Surveillance Act,” Roberson-Young said.
Under the new law, drones may only be used at outdoor, government-hosted events. These include events such as parades, walks, races, concerts or food festivals. These events must meet minimum size requirements depending on the size of the municipality in which they are hosted in order for police to use drones.
The law explicitly bars drones from being used to monitor “any political protest, march, demonstration, or other assembly protected by the First Amendment.”
The law also allows police to use drones when responding to 911 calls to find victims, to assist with health or safety needs or to coordinate emergency personnel.
The information collected using drones, which could include video, images, sounds or other data, may only be stored temporarily and must be deleted within 24 hours after a parade or other special event and within 30 days for most other uses. There are some exceptions where police may retain that information, such as if there is reasonable suspicion that the information contains evidence of criminal activity, if the information is relevant to an ongoing investigation or if it will be used for future training.
The Illinois Attorney General’s office can investigate police departments’ patterns and practices of drone use and compel their compliance by seeking a court order. Departments can lose drone authority for at least six months the first time they are found to violate the law and up to one year for subsequent violations.
In an interview, Hernandez encouraged people to reach out to the attorney general if they find police violating the new regulations.
“I hope people get to see that there are clear instructions in the law to prevent people from violating privacy,”
Hernandez said.
The law also explicitly bans police from equipping drones with weapons, such as firearms, chemical irritants or lasers.
The law also places significant restrictions on the use of facial recognition technology in conjunction with drones, barring police from using it during a flight and only allowing it to counter a high risk of a terrorist incident based on U.S. Department of Homeland Security intelligence or to prevent “imminent harm to life or to forestall the imminent escape of a suspect of the destruction of evidence.”
But some in the digital rights world say that the law still leaves the door open for police to use other surveillance technologies that encroach on people’s civil liberties.
Beryl Lipton is a law enforcement technology and surveillance researcher at the Electronic Frontier Foundation, a digital rights advocacy group. EFF was not engaged in the process of drafting HB 3902.
“It’s good that they have protections on facial recognition technology, but there are other biometric technologies that could be used,” Lipton said, pointing to gait analysis as one example.
Although Lipton said that her organization has concerns any time police use drones, she added that there are good reasons for drones to be used in some circumstances.
Ultimately, however, Lipton said that local governments should be involved in determining appropriate use of police technologies for their communities.
“There should be a municipal, local conversation about surveillance,” Lipton said.
The law went into effect immediately after Pritzker’s signature Friday.

What if treating obesity could be as easy as popping an effective pill?
That’s a notion that has long fueled hope for many of the more than 40% of Americans who are considered obese — and fueled criticism by those who advocate for wider weight acceptance. Soon, it may be a reality.
High-dose oral versions of the medication in the weight-loss drug Wegovy may work as well as the popular injections when it comes to paring pounds and improving health, according to final results of two studies released Sunday night. The potent tablets also appear to work for people with diabetes, who notoriously struggle to lose weight.
Drugmaker Novo Nordisk plans to ask the U.S. Food and Drug Administration to approve the pills later this year.
“If you ask people a random question, ‘Would you rather take a pill or an injection?’ People overwhelmingly prefer a pill,” said Dr. Daniel Bessesen, chief of endocrinology at Denver Health, who treats patients with obesity but was not involved in the new research.
That’s assuming, Bessesen said, that both ways to take the medications are equally effective, available and affordable. “Those are the most important factors for people,” he said.
There have been other weight-loss pills on the market, but none that achieve the substantial reductions seen with injected drugs like Wegovy. People with obesity will be “thrilled” to have an oral option that’s as effective, said Dr. Katherine Saunders, clinical professor of medicine at Weill Cornell Health and co-founder of Intellihealth, a company that focuses on obesity treatment.
Novo Nordisk already sells Rybelsus, which is approved to treat diabetes and is an oral version of semaglutide, the same medication used in the diabetes drug Ozempic and Wegovy. It comes in doses up to 14 milligrams.
But results of two gold-standard trials released at the American Diabetes Association’s annual meeting looked at how doses of oral semaglutide as high as 25 milligrams and 50 milligrams worked to reduce weight and improve blood sugar and other health markers.
A 16-month study of about 1,600 people
who were overweight or had obesity and were already being treated for Type 2 diabetes found the high-dose daily pills lowered blood sugar significantly better than the standard dose of Rybelsus. From a baseline weight of 212 pounds (96.16 kilograms), the higher doses also resulted in weight loss of between 15 pounds (6.80 kilograms) to 20 pounds (9.07 kilograms), compared to about 10 pounds (4.54 kilograms) on the lower dose.
Another 16-month study of more than 660 adults who had obesity or were overweight with at least one related disease — but not diabetes — found the 50-milligram daily pill helped people lose an average of about 15% of their body weight, or about 35 pounds (15.88 kilograms), versus about 6 pounds (2.72 kilograms) with a dummy pill, or placebo.
That’s “notably consistent” with the weight loss spurred by weekly shots of the highest dose of Wegovy, the study authors said.
But there were side effects. About 80% of participants receiving any size dose of oral semaglutide experienced things like mild to moderate intestinal problems, such as nausea, constipation and diarrhea.
In the 50-milligram obesity trial, there was evidence of higher rates of benign tumors in people who took the drug versus a placebo. In addition, about 13% of those who took the drug had “altered skin sensation” such as tingling or extra sensitivity.
Medical experts predict the pills will be popular, especially among people who want to lose weight but are fearful of needles. Plus, tablets would be more portable than injection pens and they don’t have to be stored in the refrigerator.
But the pills aren’t necessarily a better option for the hundreds of thousands of people already taking injectable versions such as Ozempic or Wegovy, said Dr. Fatima Cody Stanford, an obesity medicine expert at Massachusetts General Hospital.
“I don’t find significant hesitancy surrounding receiving an injection,” she said. “A lot of people like the ease of taking a medication once a week.”
In addition, she said, some patients may actually prefer shots to the new pills, which have to be taken 30 minutes before eating or drinking in the morning.
Paul Morer, 56, who works for a New Jersey hospital system, lost 85 pounds using Wegovy and hopes to lose 30 more. He said he would probably stick with the weekly injections, even if pills were available.
“I do it on Saturday morning. It’s part of my routine,” he said. “I don’t even feel the needle. It’s a non-issue.”
Some critics also worry that a pill will also put pressure on people who are obese to use it, fueling social stigma against people who can’t — or don’t want to — lose weight, said Tigress Osborn, chair of the National Association to Advance Fat Acceptance.
“There is no escape from the narrative that your body is wrong and it should change,” Osborn said.
Still, Novo Nordisk is banking on the popularity of a higher-dose pill to treat both diabetes and obesity. Sales of Rybelsus reached about $1.63 billion last year, more than double the 2021 figure.
Other companies are working on oral versions of drugs that work as well as Eli Lilly and Co.’s Mounjaro — an injectable diabetes drug expected to be approved for weight-loss soon. Lilly researchers reported promising mid-stage trial results for an oral pill called orforglipron to treat patients who are obese or overweight with and without diabetes.
Pfizer, too, has released mid-stage results for dangulgipron, an oral drug for diabetes taken twice daily with food.
Novo Nordisk officials said it’s too early to say what the cost of the firm’s high-dose oral pills would be or how the company plans to guarantee adequate manufacturing capacity to meet demand. Despite surging popularity, injectable doses of Wegovy will be in short supply until at least September, company officials said.

When millionaire Steve Fossett’s plane went missing over the Nevada range in 2007, the swashbuckling adventurer had already been the subject of two prior emergency rescue operations thousands of miles apart.
And that prompted a prickly question: After a sweeping search for the wealthy risktaker ended, who should foot the bill?
In recent days, the massive hunt for a submersible vehicle lost during a north Atlantic descent to explore the wreckage of the Titanic has refocused attention on that conundrum. And with rescuers and the public fixated first on saving and then on mourning those aboard, it has again made for uneasy conversation.
“Five people have just lost their lives and to start talking about insurance, all the rescue efforts and the cost can seem pretty heartless — but the thing is, at the end of the day, there are costs,” said Arun Upneja, dean of Boston University’s School of Hospitality Administration and a researcher on tourism.
“There are many people who are going to say, ‘Why should the society spend money on the rescue effort if (these people) are wealthy enough to be able to ... engage in these risky activities?’”
That question is gaining attention as very wealthy travelers in search of singular adventures spend big to scale peaks, sail across oceans and blast off for space.
The U.S. Coast Guard declined Friday to provide a cost estimate for its efforts to locate the Titan, the submersible investigators say imploded not far from the world’s most famous shipwreck. The five people lost included a billionaire British businessman and a father and son from one of Pakistan’s most prominent families. The operator charged passengers $250,000 each to participate in the voyage.
“We cannot attribute a monetary value to Search and Rescue cases, as the Coast Guard does not associate cost with saving a life,” the agency said.
While the Coast Guard’s cost for the mission is likely to run into the millions of dollars, it is generally prohibited by federal law from collecting reimbursement related to any search or rescue service, said Stephen Koerting, a U.S. attorney in Maine who specializes in maritime law.
But that does not resolve the larger issue of whether wealthy travelers or companies should bear responsibility to the public and governments for exposing themselves to such risk.
“This is one of the most difficult questions to attempt to find an answer for,” said Pete
Sepp, president of the National Taxpayers Union, noting scrutiny of government-funded rescues dating back to British billionaire Richard Branson’s hot air balloon exploits in the 1990s.
“This should never be solely about government spending, or perhaps not even primarily about government spending, but you can’t help thinking about how the limited resources of rescuers can be utilized,” Sepp said.
The demand for those resources was spotlighted in 1998 when Fossett’s attempt to circle the globe in a hot air balloon ended with a plunge into the ocean 500 miles off Australia. The Royal Australian Air Force dispatched a Hercules C-130 transport aircraft to find him. A French military plane dropped a 15-man life raft to Fossett before he was picked up by a passing yacht.
Critics suggested Fossett should pay the bill. He rejected the idea.
Late that same year the US Coast Guard spent more than $130,000 to rescue Fossett and Branson after their hot air balloon dropped into the ocean off Hawaii. Branson said he would pay if the Coast Guard requested it, but the agency didn’t ask.
Nine years later, after Fossett’s plane vanished over Nevada during what should have been a short flight, the state National Guard launched a months-long search that turned up the wreckage of several other decades-old crashes without finding the millionaire.
The state said the mission had cost taxpayers $685,998, with $200,000 covered by a private contribution. But when the administration of Gov. Jim Gibbons announced that it would seek reimbursement for the rest, Fossett’s widow balked, noting she had spent $1 million on her own private search.
“We believe the search conducted by the state of Nevada is an expense of government in performance of government action,” a lawyer wrote on behalf of the Fossett estate.
Risky adventurism is hardly unique to wealthy people.
The pandemic drove a surge in visits to places like national parks, adding to the popularity of climbing, hiking and other outdoor activities. Meanwhile, the spread of cellphones and service has left many feeling that if things go wrong, help is a call away.
Some places have laws commonly referred to as “stupid motorist laws,” in which drivers are forced to foot the emergency response bill when they ignore barricades on submerged roads. Arizona has such a law, and Volusia County in Florida, home to Daytona, enacted similar legislation this week. The idea of a similar “stupid hiker law” is a regularly debated item in Arizona as well, with so many
unprepared people needing to be rescued in stifling triple-digit heat.
Most officials and volunteers who run search efforts are opposed to charging for help, said Butch Farabee, a former ranger who participated in hundreds of rescue operations at the Grand Canyon and other national parks and has written several books on the subject.
Searchers are concerned that if they did charge to rescue people “they won’t call for help as soon as they should and by the time they do it’s too late,” Farabee said.
The tradeoff is that some might take that vital aid for granted. Farabee recounts a call in the 1980s from a lawyer who underestimated the effort needed to hike out of the Grand Canyon. The man asked for a helicopter rescue, mentioning that he had an important meeting the following day. The ranger rejected that request.
But that is not an option when the lives of adventurers, some of them quite wealthy, are at extreme risk.
At Mount Everest, it can cost tens of thousands of dollars in permit and expedition fees to climb. A handful of people die or go missing while hiking the mountain every year — prompting emergency response from local officials.
While the government of Nepal requires that climbers have rescue insurance, the scope of rescue efforts can vary widely, with Upneja estimating that some could cost “multiple dozens of thousands of dollars.”
Nepal’s Ministry of Foreign Affairs did not respond to a message seeking comment.
On the high seas, wealthy yachtsmen seeking speed and distance records have also repeatedly required rescue when their voyages run astray.
When the yacht of Tony Bullimore, a British millionaire on a round-the-world journey, capsized 1,400 miles off the Australia Coast in 1997 it seemed he might be done for. Clinging to the inside of the hull, he ran out of fresh water and was almost out of air.
When a rescue ship arrived, he swam desperately toward the surface.
‘I was starting to look back over my life and was thinking, ‘Well, I’ve had a good life, I’ve done most of the things I had wanted to,” Bullimore said afterward. “If I was picking words to describe it, it would be a miracle, an absolute miracle.’
Australian officials, whose forces rescued a French yachtsman the same week, were more measured in their assessment.
“We have an international legal obligation,” Ian McLachlan, the defense minister said. “We have a moral obligation obviously to go and rescue people, whether in bushfires, cyclones or at sea.”
Less was said, however, about the Australian government’s request to restrict the routes of yacht races — in hopes of keeping sailors to areas where they might require less rescuing.

ROCKFORD – What do Janet Jackson, Patti LaBelle, Elton John and Sting have in common? They all have worked with the late James “Big Jim” Wright on their hit albums. On Sunday, July 9 from 2-4 p.m., the Ethnic Heritage Museum will unveil a new exhibit spotlighting the life and career of Grammy Award winner, James “Big Jim” Wright. Wright was a musician, composer, songwriter, film score and record producer. This exhibit will be on display from July 9 until November 5, 2023.
Big Jim, as he is affectionately known, was born in Rockford, the son of Jenniel Wright and Alan Jackson. He lived most of his life in Rockford and in Roscoe. In 1984, he graduated from Rockford West
High School before relocating to Eden Prairie, MN.
In Minnesota, Wright joined the vocal and instrumental ensemble Sounds of Blackness, serving as the band’s producer, arranger and composer. Through band member Ann Nesby, he became connected to songwriters-producers Terry Lewis and Jimmy Jam who offered Wright an exclusive publishing contract.
Wright worked with the likes of Patti Labelle, Janet Jackson, Sting, Elton John, Mariah Carey, Aretha Franklin, Rod Stewart, Yolanda Adams, Justin Bieber and the Isley Brothers. He served as an executive producer and writer for the feature film, Fighting Temptation, starring Beyonce and Cuba Gooding, Jr.
Wright was the recipient of 3 Grammy
Awards, 1 NAACP Award, 1 Dove Award and 7 ASCAP Awards. He won a Grammy Award for Best Gospel Song for Yolanda Adams’ “Be Blessed” and was nominated for Album of The Year for his work on Mariah Carey’s 6x platinum album The Emancipation of Mimi.
On Sunday, July 9, Wright’s cousin Richard Meeks will host a special presentation at 3 p.m. Meeks will talk about Big Jim’s life, some of the people he worked with, and some of the experiences he afforded his family during his life.
Meeks, a retired teacher in the Rockford Public Schools, has acted in several plays at New American Theatre, Rockford Civic Theater and Rockford University. He has been a part of the Senior Follies for the past five years. Music and dancing have always
been a part of his life.
This special presentation is free to the public but donations are greatly appreciated.

Originally pursuing a career path in criminal justice, Rockford artist Braydon Letsinger’s plans changed when he felt called to formally use and pursue his gifts of art-making. As a Studio Arts major, he has created an intriguing body of works that are featured in an exhibition with an equally intriguing title. Letsinger’s “Staring at Strangers: becoming acquainted with humanity through portraiture” opens Friday, June 30th in the Kortman Gallery.
HIs compelling paintings combine traditional, realistic portraiture with geometric, abstract patterns in conjunction with contemporary materials like holographic film, fluorescent paint, and aluminum panels.
“All of my work focuses on what I consider to be the most interesting, but most confusing subject – people and their inner workings,” said Letsinger. “For me, portraiture has been a way to break down barriers to more deeply understand others around me, and to begin to connect my viewers with these painted ‘strangers’ who are more similar to them than they realize.”
Letsinger approached the Kortman Gallery more than a year ago with a portfolio of his work, says gallery director, Doc Slafkosky. “The caliber of Braydon’s work
showed that he was a serious, and most certainly, talented, aspiring artist,” said Slafkosky. “His unique combination of traditional realist painting with modern, colorful imagery is approachable, while still honoring the painting tradition and keeping his work relevant and fresh.”
The majority of Letsinger’s somberfaced subjects were fellow students and faculty from Harding University in Searcy, Arkansas, where he completed his arts degree. His captivating work utilizes the combination of classic realistic portraits of these “strangers” with abstract, geometric elements to speak into the character of his subjects and humanity as a whole.
“Staring at Strangers” featuring paintings by Braydon Letsinger opening reception is Friday, June 30th from 5:30 to 9pm upstairs in the Kortman Gallery, 107 North Main Street in Downtown Rockford. His exhibit will run through August 31st. J.R. Kortman Center for Design & Kortman Gallery are open Tuesday through Friday, 11am to 6pm and Saturdays, 11am to 5pm. The opening event and gallery are free and open to the public. For more information visit www. jrkortman.com or phone 815-968-0123.

Even with a dry season, weeds will be a problem in the vegetable garden. While we have eliminated one of the resources they need, some weed species can still thrive in these conditions. The best strategies for weed control begins with weed ID. If you know what weed species you are dealing with, your management strategies could work.
Focus on the first 45 days after planting. This time period is where we see quite a bit of weed germination and growth. If you are able to remove these weeds early on, it will mean that they do not become as serious of a problem later in the season. It can be easier to manage weeds in dry
& ENVIRONMENTconditions that prevent weed seeds from germinating.
The main vegetable garden management strategy is tool/hand removal of weeds. Try to remove almost all of the weed plant to ensure that it can’t come back. You also want to do as minimal soil disturbance as you can. If you have a perennial weed, you need to remove the root as it will still return with annual growth.
From there, weed management goes back to a simple principle of removing one or many resources that a weed species needs: sunlight, water, space and nutrients. This year, water is substantially reduced but if you are watering plants by hand or with sprinklers, you may be
Today, we visited with Philip and Mary and her husband, Tom, the second generation of the Whitford family who have been our friends longer than anyone else we know. True to the family’s generous nature, they hosted the visit with a picnic lunch that they brought, although we met at our home farm and were the actual hosts.
We met purely by coincidence. After a long winter day of classes when we were college students, our elderly car refused
to start. At that very time, Phil, the father, who was leaving at the same time (later than his usual departure time) recognized that we were having car trouble and Bob as a former student in one of his botany classes, and generously oered to take us home. We had a good conversation, and within a short time, he and his wife, Kay, an English professor, invited us to visit. We were introduced to their primary school aged children and were asked if we would babysit for them.
By summer they invited us to their farm. It was there where we developed enthusiasm for prairie rehabilitation and
contributing to providing the water the weed needs.
We usually suggest mulching as it targets sunlight and water. Depending on the weed species, a heavy mulch of straw/wood/cardboard/newspaper/ others can keep that weed managed. While hand-removal of weeds would still be recommended, mulching would help in both the short and long-term. Some of these mulches would stay in place for years. You might also combine them by using a cardboard-paper mulch as your fi rst heavy layer and then follow with wood chips-seasonal straw. If you have any area of perennial weeds, you may want to go further. Consider using a trimmer to cut the weeds back
to the soil surface then lay down a heavy tarp or landscape fabric. The tarp would need to be removed after 4-6 weeks and you could then lay down wood mulch or a mixture. If using landscape fabric, it is possible to plant right within. If this is a growing area you are trying to restore, you may need to go further and utilize an herbicide before laying down landscape fabric-heavy mulch. While this strategy may work, keep in mind that you’d want to do this before any seeds enter into the soil. Furthermore, it may not work depending on the weed species.

ecological restoration. This enthusiasm has helped us develop our own prairie and restore a run-down woodland into a beautiful showpiece.
The Whitford farm is fondly known as “The Farm” by their family. Years later when we purchased our own farm, it became fondly known as “The Farm” by our family. The naming was reminiscent of Aldo Leopold’s farm house, known as “The Shack.”
We learned that Phil had been a student of Leopold, who was a friend and a great source of influence; he and Kay were guests at Leopold’s Sand County farm several times.
They decided to buy a run-down farm in Marquette County, Leopold’s “Sand County” with the intent of restoring it to its natural state which had been destroyed by intensive use. Philip remembered looking for the appropriate land with their parents, followed by planting thousands of jack pine after they tried white and scotch which could not withstand the brutal sandstorms of the early 1950s in Marquette County. Now he and his current wife together have restored 11 acres of prairie at the farm; preserved eight acres of oak savannah and planted eight additional acres of prairie on the adjacent Dickert farm. They work together nurturing their prairies and woodlands as demonstrated by his parents.
We became friends and visited for years, learning their ecological values while teaching canoeing to them. It became a favorite pastime, and they taught many friends to enjoy the non-consumptive sport.
Philip is now a retired biology professor. Mary is a retired nurse and village president. Philip’s daughter has taught outdoor education classes as well as reef biology in Mexico. She earned a bachelor’s degree in English, following her grandmother’s path in life, in addition to working in science like her father. She now works with high school students with behavioral and emotional disabilities. She has learned sports that he and her mother, his late wife, enjoyed together. Father and daughter travel together to natural areas and enjoy time in the same activities. Both of Mary’s daughters chose professions in which they exhibit empathy. One, a wildlife biologist, spends time conversing with farmers who may have initially been opposed to wildlife protection. The other daughter, a director of disability services at the college level, patiently teaches people whom others have given up on and tries to help them find their place in the world.
As we said our goodbyes, we were already looking forward to our next visit in fall, this time at their family farm.
The Council of Rockford Gardeners will be hosting it’s Annual Free Garden Walk on Wednesday, July 5 from 1-8 p.m. This event has been a garden enthusiast summer tradition for over 40 years. Through the years approximately 240 gardens have been featured on the Council’s Annual Free Garden Walk, attracting about 24,000 visitors. Recently, the Council of Rockford Gardeners was awarded “Best Garden Walk” in Illinois by Garden Clubs of Illinois.
As always, this is a “rain or shine” event. This year the Council will be featuring 6 Rockford area gardens (2 of which are in Cherry Valley) for the public to view at their leisure. Each garden is completely different with much to see and admire. All the gardens are at least partly wheelchair accessible. The Council’s Annual Free Garden Walk is a great outing for all ages to enjoy.
The first two gardens are directly across the street from each other. The Larson garden started from scratch nearly 60 years ago in 1964. The Larsons have been married for over 60 years and still gardening together. The garden is
a variety of sun and shade perennials. Many of the plants originally came from their parent’s gardens. Everything has been and is still done entirely by the Larsons, they are truly an inspiration to all gardeners.
Just across the street is the Refol/Smith garden. This is their second venture being featured on a Council Garden Walk, first being almost 10 years ago. The garden is a great example of “crowd planting”. Lots of plants close together eliminating the use of mulch or much weeding. The Asian inspired garden features a small koi pond, stone and brick walkways and many garden statues.
Just a few blocks south is the Hatwich garden. This garden was started in 1989 and is ever evolving to attract more birds, bees and butterflies using a variety of plants and ornamental trees. The Hatwhichs created several of the garden’s unique features: a terraced kitchen garden and the covered pergola walkway – a faux interior with clematis and hanging baskets. The couple adds different annuals every year (many self grown) to unify the beds while enjoying continuous bloom.
A short drive further south brings us
to the Penticoff garden. This beautiful garden has been previously featured on a Council Garden walk in the past as well. The garden was started 25 years ago after the couple first moved in to the home, when a cherry tree fell on their roof. This unfortunate incident start their passion for gardening. The Penticoff’s wooded lot, with a creek passing through it, offered unique terracing opportunities. They created the bones of the garden with rock walls, large perennial beds several winding paths and built a bridge over the creek. They are active members of the American Conifer Society and have collected diverse specimens throughout their travels.
Next jump in your car and drive a few minutes to Newburg Village Golf Course where you’ll find the Stewart garden. The home was new construction so the garden was truly a blank slate. Now a few years later, there are roses, coneflowers, bee balm, false indigo, dahlias, blackeyed Susans, Asiatic lilies, and more. All adding a colorful dedication of a mother’s memory back in England. A relaxing patio as built to sit on and observe not only the golfers coming down the 9th fairway, but the wildlife attracted to the indigenous
On June 24, beginning at 10 a.m., Quiet Souls and the Muse on Cedar Creek hosted CoNA. This new venue included a full- size lodge in teepee shape, music, a pipe ceremony to start the day, gorgeous dream catchers, leather products, honey

first -time event). They even provided a veranda which was shady for the children’s crafts and face painter with room to sit and eat with a gentle fan blowing plus several canopies for you to spread a blanket and keep out of the sun. And for those of you who missed it, yes, they
plantings.
Finally, make your way to the Carr Garden, a perennial delight, with two homes adjoined by lovely gardens amassing thousands of plants. The main home, features an inground pool surrounded by plenty of beautiful trees, conifers, accent bushes and flowering plants that make this yard one you won’t want to miss. Oh, did we forget to mention “hosta”? This is a hosta lovers paradise! The main home is the show garden and the second home is better known as Hugo’s Hosta Haven with over 15,000 hostas. If you are in need of that special hosta, save this destination for last and do a little shopping. The Carrs will have every size, color, and shape hosta you will need to round out your gardens.
Maps and more in-depth garden description are posted on the Council’s website. There is information about joining one of our four Garden Clubs, two clubs meet in the a.m. and the other two in the p.m., open to garden enthusiasts of any level. Also, if you have a garden worthy of being featured on a future Council of Rockford Gardeners Annual Free Garden Walk, please contact us through councilofrockforgardeners.org.
plan on doing it all over again next year. I highly recommend attending this fun and educational venue. Thanks to Quiet Souls and the Muse on Cedar Creek and the members of the NAAC (Native American Awareness Committee) for sponsoring and supporting the event.
