Pritzker signs bill creating new Department of Early Childhood

New agency to bring multiple programs under one roof

SPRINGFIELD – Gov. JB Pritzker signed legislation Tuesday creating a new cabinet-level state agency dedicated to early childhood education and development.

The new Department of Early Childhood, which will become operational in July 2026, will take over programs currently housed across three state agencies, including funding for preschool programs, child care centers and the licensing of day care centers.

Speaking at a bill signing ceremony at a preschool in Chicago, Pritzker said the streamlined agency should make it easier for new parents to access critical services for their children.

“It’s hard enough juggling all the responsibilities that fall on the shoulders of parents,” he said. “And on top of that, they shouldn’t have to navigate a complex bureaucracy to get the care that they and their children deserve.”

Pritzker fi rst unveiled his plan for a consolidated agency last fall, just as lawmakers were beginning their annual fall veto session, when he issued an executive order establishing an O�ce of Early Childhood within the governor’s o�ce.

That order directed the Department of Human Services, the Department of Children and Family Services, and the Illinois State Board of Education to begin working on a transition plan to move the administration of their early childhood programs into a new agency.

The formal bid to establish the new agency was part of Pritzker’s budget proposal to the General Assembly in February, along with a second year of increased funding for those programs under Pritzker’s Smart Start initiative.

Under the plan, the new agency will take over the Early Childhood Block Grant program from the State Board of Education, which funds the Preschool for All and Prevention Initiative programs; the Child Care Assistance Program, Home Visiting programs, and Early Intervention Services currently housed in the Department of Human Services; and

licensing of day care facilities, which is currently managed by the Department of Children and Family Services.

The legislation authorizing the new agency, Senate Bill 1, passed unanimously in the Senate in April, and last month passed with bipartisan support in the House, 93-18.

“The foundation of a child’s success and well-being is built starting the moment they are born,” Senate Majority Leader Kimberly Lightford, D-Maywood, the lead Senate sponsor of the bill, said in a statement. “As a state, it is our duty to provide the necessary support and resources to build such stability. The creation of this unique agency will break ground on our transition to a whole, trauma-informed approach to meeting children’s diverse needs.”

Much of the debate over the bill in the legislature focused on the cost of launching a new state agency. Lawmakers appropriated $14 million in the upcoming fiscal year for initial startup costs, which include such things as hiring executive sta� and opening new o�ce space.

But administration officials were reluctant to provide estimates of how much the new agency would cost annually once it’s fully operational, and whether those administrative costs would outweigh what the state is spending currently.

Responding to questions from reporters Tuesday, Pritzker again declined to o�er specific cost estimates but suggested consolidating the programs into a single agency could result in e�ciencies and cost savings. But he did chide “people who want to complain” about how new state agencies will “cost...taxpayers.”

“I really don’t think it will,” Pritzker said. “I think there’s real e�ciency and taking programs that are desperately located in di�erent departments and bringing them all together.”

Israel orders Palestinians to flee Khan Younis, signaling return of troops to southern Gaza city

KHAN YOUNIS, Gaza Strip (AP) — The Israeli army ordered a mass evacuation of Palestinians from much of Khan Younis on Monday, a sign that troops are likely to launch a new ground assault in the Gaza Strip’s second largest city.

The order suggested Khan Younis will be the latest of Israel’s repeated raids into parts of Gaza it has already invaded over the past eight months, pursuing Hamas militants as they regroup. Much of Khan Younis was already destroyed in a long assault earlier this year, but large numbers of Palestinians have since moved back in to escape another Israeli offensive in Gaza’s southern-most city, Rafah.

The evacuation call covered the entire eastern half of Khan Younis and surrounding areas. Last week, the military ordered a similar evacuation from the north Gaza district of Shujaiya, where there has been intensive fighting since.

The order came as Israel released the director of Gaza’s main hospital after holding him for seven months without charge or trial over allegations the facility had been used as a Hamas command center. He said he and other detainees were held under harsh conditions and tortured.

The decision to release Mohammed Abu Selmia raised questions over Israel’s claims surrounding Shifa Hospital, which Israeli forces have raided twice since the start of the nearly nine-month war with Hamas. Abu Selmia and other Palestinian health officials have denied the accusations.

His release triggered an uproar across Israel’s political spectrum. Government ministers and opposition leaders expressed outrage and insisted Abu Salmia played a role in Hamas’ alleged use of the hospital — though Israeli security services rarely unilaterally free prisoners if they have a suspicion of militant links.

The decision appeared to have been taken to free up space in overcrowded detention centers. Prime Minister Benjamin Netanyahu ordered an inquiry, his office said, though it added that security officials independently determine whom to release “based on their professional considerations.”

Abu Selmia was released back into Gaza along with 54 other Palestinian detainees,

many of whom also alleged abuse. The allegations could not be independently confirmed but matched other accounts of Palestinians who have been held in Israeli custody.

“Our detainees have been subjected to all kinds of torture behind bars,” Abu Selmia said at a news conference after his release. “There was almost daily torture.” He said guards broke his finger and caused his head to bleed during beatings, in which they used batons and dogs.

He said the medical staff at different facilities where he was held had also taken part in the abuse “in violation of all laws.” He said some detainees had limbs amputated because of poor medical care.

There was no immediate response from the prison service, which has previously denied similar accusations.

Israeli forces raided Shifa Hospital in November, alleging that Hamas had created an elaborate command and control center inside the facility. Abu Selmia and other staff denied the allegations and accused Israel of recklessly endangering thousands of patients and displaced people who were sheltering there.

The military uncovered a tunnel beneath Shifa Hospital leading to a few rooms, as well as other evidence that militants had been present inside the medical center, but the evidence fell short of what it had claimed before the raid.

Abu Selmia was detained on Nov. 22 while escorting a U.N.-led evacuation of patients from the hospital. He said his detention was “politically motivated,” adding that he had been brought to court at least three times but was never charged or allowed to meet with lawyers.

Israel has since raided other Gaza hospitals on similar allegations, forcing them to shut down or dramatically reduce services even as tens of thousands have been wounded in Israeli strikes or sickened in the harsh conditions of the war. The army raided Shifa a second time earlier this year, causing heavy destruction after saying that militants had regrouped there.

Hospitals can lose their protection under international law if combatants use them for military purposes, but any assaults on them must still be proportional to any military threat.

Amid the uproar over Abu Selmia’s release, the various Israeli state organs responsible for detentions scrambled to

shift blame.

Itamar Ben Gvir, Israel’s far-right national security minister who controls the country’s police and prison service, said the releases constituted “security negligence” and blamed the Defense Ministry. Opposition leader Yair Lapid said Abu Selmia’s release was another sign of the government’s “lawlessness and dysfunction.”

Defense Minister Yoav Gallant’s office said the incarceration and release of prisoners is the responsibility of the prison service and the Shin Bet internal security agency. The prison service said the decision was made by the Shin Bet and the army, and released a document ordering his release that was signed by an army reserve general.

The Shin Bet said Abu Selmia had passed a risk assessment, “compared to other detainees.” It said the government had decided against its advice to release detainees determined to be less of a threat in order to free up space.

Since the start of the war, Israeli forces have detained thousands of Palestinians from Gaza and the occupied West Bank, crowding military detention facilities and prisons. Many are being held without charge or trial in what is known as administrative detention.

Israel launched its offensive after Hamas’ Oct. 7 attack, in which Palestinian militants killed some 1,200 civilians and took another 250 hostage. In its campaign, Israel has killed at least 37,900 Palestinians, according to Gaza’s Health Ministry, which does not say how many were civilians or fighters.

Most of Gaza’s population of 2.3 million have fled their homes, with many displaced multiple times. Israeli restrictions, ongoing fighting and the breakdown of public order have hindered the delivery of humanitarian aid, fueling widespread hunger and sparking fears of famine.

American and British voters share deep roots. In 2024, they distrust their own leaders, too

DARTFORD, England (AP) — Distrust has settled over the campaign trails in the United States and United Kingdom ahead of July 4 like a soggy summer haze.

On that day, British voters will choose a new Parliament in an election expected to finish with a Labour government after 14 years under the Conservatives. Americans across the pond, deeply polarized by the rematch between Democratic President Joe Biden and Republican Donald Trump, will mark Independence Day in something resembling unity with barbecues and fireworks ahead of their vote on Nov. 5.

There’s much to celebrate on the Fourth of July for one of the world’s biggest democracies and the venerable kingdom that gave rise to it, 248 years after they split and set off on slow, troubled journeys toward granting all citizens the right to vote. Both remain rooted in the Magna Carta, the English document signed in 1215. It set in writing the idea that leaders — including kings, presidents and their governments — are not above the law. The nations have become close friends and stalwart allies.

That’s how it started.

As for how it’s going, the run-up to July 4, 2024 — Independence Day for one land, Election Day for the other — offers a snapshot of the stress test facing voters in each country.

“I’m just very disheartened, really, because I don’t think any of the parties know what they’re doing,” Dartford, England, resident Jacqueline Richards, 77, said of her country’s election. “But then looking at yours in America, it’s not that great, is it?”

Trust has taken a beating in both countries

Every democratic election is, at its core, about who voters trust to run their country so they can go about running their lives.

Debates are candidate aptitude tests in real time, never more so than during Thursday’s showdown between Biden, 81, and Trump, 77. Biden’s halting performance did the opposite of building confidence, even among some of his most loyal supporters. Trump, meanwhile,

repeated his lies about the Jan. 6, 2021, insurrection and his record as president.

That’s only the most recent example of why distrust and a sense of resignation dominate the emotional landscape in both countries, according to voters interviewed by The Associated Press in recent weeks. From battleground Wisconsin to bellwether Dartford, England, voters said years of misinformation, scandal and lies have drained them of the sort of optimism or excitement they might once have felt about the right to vote or the future.

In Britain, 45% said they “almost never” trust governments to put the nation’s interest first, up from 34% in 2019, according to a survey published June 12 by the National Centre for Social Research. The pandemic, the RussiaUkraine War and the country’s cost-ofliving crisis affected living standards and the economy, it reported. Two Tory prime ministers were ousted. Also, there was Boris Johnson, who resigned rather than be thrown out of Parliament over boozy parties at 10 Downing Street when the nation was under COVID-19 lockdown.

A vote to turn the Conservative government out of power is not necessarily a vote for Labour, opposition leader Keir Starmer acknowledged during a May 27 debate. Voters, he said, “still have questions about us: Has Labour changed enough? Do I trust them with my money, our borders, our security?”

Starmer’s own answer was yes, of course. But British voters told the AP in the weeks before the election that they’re far from sure.

“They promise and promise and promise and nothing ever changes,” said Shane Bassett, 34, the bar manager at a pub in bellwether Dartford, where the Peasants’ Revolt of 1381 is said to have started. “No matter who gets in — if it’s Labour, if it’s Conservative, it’s all the same. They all lie.”

In the United States, trust has been eroded by deepening political polarization, misinformation and Trump’s lies about Biden’s victory in the 2020 election — all amplified by social media.

Roughly 2 in 10 Americans say they trust the U.S. government to do what is right “just about always” or “most of the time,” according to a recent Pew Research Center survey. About 6 in 10 say they can trust the government “only some of the

time” and about 2 in 10 say they can never trust the government to do what’s right.

Nearly three-quarters of American adults blame the news media for dividing the nation, according to a 2023 poll by AP-NORC. Families and friends have learned to avoid discussing politics around Thanksgiving tables and other gatherings. In many places, even celebrations of the Fourth of July — a national holiday when Americans mark the 1776 ratification of the Declaration of Independence from Britain — fall under this practice of restraint.

In Racine, Wisconsin, Rebecca Eisel, 48, wondered how the vast United States, home of 262 million eligible voters and the world’s biggest economy, faces a rematch that few Americans wanted.

“How did our democratic process result in something that the majority of the population doesn’t like?” Eisel, 48, said over a sandwich at the Maple Table restaurant.

The United States: ‘The country is struggling’

The last time Kathleen Barker, 64, was excited about a candidate, it was Ronald Reagan, who went on to serve two terms in the 1980s and exited office by referring to the country as a “shining city on a hill.”

“He was a very real person, very respectful, family-oriented,” she said while walking her dog near the river in Racine. “You could relate to him. He felt like just that average man.”

Now, she says, the “nasty back-andforth” between Biden and Trump — who each insist the other is unfit for office — suggest neither can be trusted to dig into the major problems facing the United States.

“People are poor. The country is struggling. And this is their focus?” she said.

Emmanuel McKinstry, a 58-year-old businessperson, voiced similar frustration. The economy, he said while waiting in line to hear Trump speak in Racine, is his top issue. The next morning, McKinstry said he’d still vote for Trump — with reservations.

“I’m tired of politicians working for themselves and not really getting down and asking people what we really want,” McKinstry said. “We’re putting you in office. What are you gonna do for us?”

The last presidential candidate to excite

high school teacher Marcus T. West, 49, was Democrat Barack Obama, who went on to serve two terms.

“He got the importance of educators. He had good intentions,” West said over breakfast at Mrs. Betty’s Kitchen. “He’s the last person I felt talked like me, talked to me, passed policies that I liked.”

This year, he said of Biden and Trump, “they aren’t looking out for us.”

Britain: ‘Not very optimistic’

In Britain, the distrust is less personal. It’s about scandal — think Johnson and “partygate” — and the cost-of-living crisis.

On May 22, Prime Minister Rishi Sunak had good news and a bombshell: Inflation was down to 2.3% for the first time in three years, and he was dissolving Parliament immediately, which started a clock that required an election on July 4.

But the visuals are what’s remembered about that day. Rain soaked his suited shoulders as Sunak spoke where his predecessors had stood for 275 years, before the iconic black door of No. 10 Downing Street. No one sheltered him with an umbrella. Protesters nearly drowned out his words by playing “Things Can Only Get Better,” a rival Labour campaign song used in the Tony Blair era.

“Things can only get wetter,” led the reports on several news sites.

That’s what concerns Bassett, the manager at the Wat Tyler Pub, named for a leader of the Peasants’ Revolt that started on that site. You’re not supposed to talk about politics in British pubs, he says — the counterpart, perhaps, of the American reluctance to stir up trouble on the same topic at parties.

But Bassett looked around at the empty dining room at lunchtime. There were no customers to offend. So he let it fly.

The pub’s energy bill last winter jumped from its usual 800 pounds a month (about $1,000) to 1,200 pounds (about $1,500). It has struggled since the Christmas season to bring in customers for a beer. He thinks the owners are likely to sell the place only four years after buying it.

“I’m not very optimistic.” he said. Thinking of his family members in Canada, Bassett added: “If I could leave the country, I would.”

Is high tech medicine sustainable?

Sonia is out of the hospital, showing continued progress in her recovery at home. During our discussions when she was hospitalized we remembered a comment from an elderly aunt made decades ago that she thought of a hospital as a place people go to die. With our modern health care system many of us have come to recognize hospitals as institutions which provide care, pain relief and increased longevity.

A question is whether, considering existing hospital practices and the intense use of resources involved in providing care, high-tech health care is sustainable. While it may appear to be a strange question to raise when human welfare is involved, it does have serious consequences for society if resource

scarcity occurs.

In Low-Tech Magazine, Kris De Decker wrote How Sustainable is High-Tech Health Care? It includes multiple research references for the points he establishes. We are citing some of his points and suggest reading his original paper for a fuller understanding of his work.

De Decker begins by addressing the environmental footprint of the health care sector, described as an important economic sector in high income countries. But its environmental footprint is underreported. The US has the world’s most carbon intensive health care system, accounting for 10% its national carbon emissions, 9% of its air pollution, 12% of its acid rain and 10% of its smog. If 36 other countries included in the study emulated the US health care system, they would account for nearly half of total worldwide emissions in 2014.

Some of the factors making health care so resource-intensive include energy powering medical devices, lighting, ventilation, air conditioning, operating rooms, intensive care units and diagnostic imaging units.

Additional energy is used in the supply chain providing medical equipment, pharmaceuticals and other products. Creating devices involves mining and processing resources, building factories to manufacture and transport them and constructing and operating research laboratories. De Decker cites a 2019 study which determined that the pharmaceutical industry releases more greenhouse gases than does the automobile industry. However there is little to no data available on the environmental impact of specific pharmaceuticals as corporate secrecy rules block life cycle analyses.

Single-use disposable products such as

gloves, overshoes, hats, drapes, gowns, towels and sterile plastic packaging of medical instruments adds to energy consumption and pollution.

While data on the environmental footprint of medicine is incomplete, it is clear to De Decker that modern health care is unlikely to be compatible with the quest for a transition to a low carbon society. Based on existing limited data, he believes that resource use in the modern health care system could be significantly reduced if it were more focused on preventive medicine and operated outside of market logic which could reduce emissions without negatively impacting health care.

If a society is faced with resource scarcity, it must decide who receives the benefit of resource intensive medical care.

This has been a summer tradition for more than forty years, during which we have attracted about 30,000 guests. As a visitor you will be treated to excellence in garden design, see creative plant combinations, and pick up a multitude of ideas to borrow for your own home garden. As of July 1, our website councilofrockfordgardeners. org will have all the necessary information for you to enjoy this fun day of garden inspiration.

The Gunn Garden welcomes visitors with unusual specimen trees, stately stone columns and iron gates. Climbing hydrangeas scramble over the century-old oak trees shading the garden. A twelve-foot dwarf concolor fir is just inside the gates and shades a patch of ‘Green Sheen’ pachysandra. Yellowgreen foliage brings light into this shady garden, where the Japanese forest grass contrasts with the large leaves of many varieties of hostas and ferns. Two yellow variegated Pagoda dogwoods provide a color echo. The slate patio is surrounded by cherubs representing the four seasons. A pair of dwarf Japanese maples are featured in large blue pots and a fountain repeats the four seasons theme. Many other sculptural pieces can be seen throughout the garden, which is peaceful and inviting throughout the year.

The Peloquin Garden has been an exercise in garden expansion for the past seven years.

The space now boasts a vegetable garden and a tranquil woodland water feature connected to a pool. Some beds follow themes (moon garden, hot colors bed, clematis) while others are collections of typical cottage garden beauties. The little water feature feeding into the pool is part of the backyard setting that provides a tranquil and relaxing experience. The yard also includes a Little Free Library accompanied by a reading bench.

The Tumilowicz Garden is accented with abundant hardscaping that makes this midcentury modern river property unique. The front drive has an oasis of greenery with a Japanese pagoda at its midpoint, and gracing the front stone of the house is a large saucer magnolia tree. The garden has a great view of the Symbol sculpture and the owners also

have their own sock monkey Symbol sculpture, surrounded by flowering shrubs. Flowering crabapple trees and weeping and upright Japanese maples accent the property. The river side of the yard hosts a pond with a waterfall. Other notable trees include a bottlebrush buckeye and a star magnolia.

The Womanspace Gardens (Lilly Fernandez Meditation Garden) include more than 150 di�erent types of plants— most of them perennials—which enhance their seven berms. Plants were selected for attracting birds and butterfl ies, for their deer resistant qualities, low maintenance needs, and drought tolerance; as well as for fragrance and beauty. Due to the removal of two large trees central to the garden the formerly shady spaces are adjusting to more sun, so the hostas are welcoming new shrubs and flowers such as lilies, foxgloves, and coreopsis. Ribbon flags lead out to the eleven circuit stone labyrinth, modeled after the medieval Chartres Cathedral labyrinth.

The Eliason Garden journey began with the purchase of their property 28 years ago. The unusual pie-shaped lot with a deep back yard consisted of a small area of grass; the remainder was “natural”. A path was added and plants were thoughtfully selected. Shade-loving hostas, ferns, astilbes, and Japanese anemones prospered. Meanwhile, sun-loving daylilies, coneflowers, oriental lilies, spring flowering shrubs, and hellebores have added gorgeous color.

Numerous planters placed throughout the yard are fi lled with annuals to entice hummingbirds, butterfl ies, and bees. A variety of birds return every spring to nest in the myriad of houses provided for them. Gardening is a labor of love, directed by Mother Nature, meant to be enjoyed by all.

The Hade Garden is a three-level garden with gentle slopes. A limestone wall, covered with sedums, defines the middle level. Bird’s nest spruce, blue rug juniper, andorra juniper, false cypress, and a ‘Bloodgood’ Japanese maple are featured. Asiatic lilies, heucheras, ‘King Kong’ ligularias, and ‘P.J.M.’ rhododendrons provide color. Limestone steps reach the upper level where hydrangeas line the path. An American hazelnut tree lends shade for hollies and azaleas. This level supports conefl owers and other sun-loving perennials. A pond and Passaro’s birds fountain are viewed on the middle level from a limestone patio. Drawing visitors down to the lowest level

is a ‘Gentsch White’ Canadian hemlock, ‘Strawberry Sundae’ hydrangea, and a dappled willow.

The Council of Rockford Gardeners is delighted with the variety and quality of this year’s gardens. We are grateful

to the garden owners who have been planning, planting, pruning, weeding, and primping so that their gardens are in top shape for this big event. We look forward to seeing many of you at the Garden Walk!

The Rockford Symphony Orchestra will perform a variety of patriotic pieces by John Williams, Aaron Copland, Stephen Sondheim, and more under the direction of nationally renowned Broadway and Pops conductor, Kevin Stites. The concert will also include a tribute to our community’s veterans along with appearances from State Representative Maurice West and acclaimed vocalist Bethany Thomas. The concert begins at 8 p.m. and admission cost varies from $27 to $51. Youth under 18 cost $10

Rockford Independence Day Celebration, hosted by The Rockford 4th of July Civic Committee, is back for its 60th year. Attendees can enjoy the Patriotic Parade, beginning at 5 p.m. and heading west down State Street, live entertainment, food trucks, and family fun at Davis Park before ending the night with a firework show over the Rock River. The fireworks will be synced to a live soundtrack broadcast on 103.1 at 9:30 p.m. General admission to Davis Park is $5 with children under 5 and veterans (with ID) admitted for free

Experience the thrilling sport of competitive marching bands live at the annual Show of Shows featuring Rockford's own drum and bugle corps the Phantom Regiment. Fans can witness impressive field formations and hear the spectacular sounds of their 2024 production entitled “mynd” played with precision.
