State ends fiscal year with nearly $5B cash on hand

Illinois entered a new fiscal year last Monday with a bit of a financial cushion as the prior year’s revenues exceeded final projections by about $123 million.

The state ended fiscal year 2024 with about $4.7 billion cash on hand, or about 9 percent of the allocated spending for fiscal year 2025, which began July 1. That included a record high $2.1 billion in the state’s budget stabilization, or “rainy day” fund, which has seen its balance grow steadily over the past five years.

Comptroller Susana Mendoza noted the high cash balance helped Illinois generate over $558 million in interest income in FY24, a 53 percent increase from the previous year. She said in a news release she plans to exercise new authority granted to her o�ce in the budgeting process this year to pre-pay required monthly pension payments while funds are available.

“This will enable the (pension) systems to plan accordingly and keep more of the pension funds in their investment portfolios,” Mendoza said in a statement.

Gov. JB Pritzker’s o�ce said the yearend balance represents “part of a pattern of fiscally responsible policies.” He mentioned the nine credit upgrades Illinois has received from the nation’s three major credit rating agencies since he took o�ce.

“Nine credit rating upgrades, bill backlogs eliminated, six balanced budgets, and now the state’s highest ever General Funds balance — this is the result of disciplined, responsible fiscal management that prioritizes serving taxpayers and helping working families,” Pritzker said in a statement.

The $52.6 billion in revenue collected in FY24 was about 4 percent more than the $50.6 billion anticipated when

lawmakers approved the budget last May.

But lawmakers largely allocated those unforeseen revenues in a supplemental spending plan approved this May, so the cash on hand represents more of a cushion for the upcoming fiscal year than a license to approve more spending.

The cash on hand is also not the same as a surplus, as it includes dollars that may have been appropriated but not yet spent.

The year-end revenues were published Tuesday by the legislature’s fiscal forecasting agency, the Commission on Government Forecasting and Accountability. Eric Noggle, COGFA’s revenue manager, noted revenues matched the agency’s March forecast almost exactly – a rarity in a fiscal landscape that has been di�cult to project since COVID-19 first upended state finances.

Both Pritzker and Mendoza celebrated the fact that Illinois no longer has a backlog of unpaid bills.

In the wake of a two-year state budget impasse between Republican Gov. Bruce Rauner and Democrats in the General Assembly in 2016 and 2017, the backlog had risen to about $16 billion. Now, all bills are paid within 30 days of reaching the comptroller’s desk, Mendoza said.

“I’m committed to giving our state providers and vendors the stability and predictability that they should expect from state government,” Mendoza said in a statement. “Having received countless hardship calls from these providers and vendors during the state’s budget impasse, I believe it is the responsible approach we must continue to take.”

Still, COGFA’s June report noted that while state finances have improved in recent years, Illinois’ economy continues to lag the U.S. as a whole.

“Illinois’ poor economic performance has many contributing factors. The

State has earned a reputation for poor fiscal health over decades,” COGFA chief economist Benjamin Varner wrote in the monthly briefing.

He mentioned the budget impasse, Illinois’ “relatively high business taxes,” and stagnant or declining population growth as contributing factors.

“Despite these challenges, the situation has been improving in recent years,” Varner added. “The State’s budget has been more balanced over the past five years, thanks to federal government aid, a strengthening economy, and improved budgetary discipline. This has led to a much more stable financial situation.”

That’s partially due to the state eliminating the bill backlog, building its fund reserves and allocating money to tax incentive programs that have lured businesses to move or expand here, he wrote.

“Although the Census Bureau still estimates that Illinois is losing population, the rate of annual declines has slowed,” Varner wrote.

Pritzker has also frequently noted that the state has lowered the corporate franchise tax paid by businesses in Illinois, exempting the first $10,000 in liability under the tax beginning in 2025. In 2019, the governor signed a plan to fully phase out that tax, but he ultimately reversed that decision amid the COVID-19 pandemic. He and lawmakers have since increased the exemption from $30 in 2020 to $10,000 in 2025 – a doubling from the previous year.

As for the fiscal year 2024 revenues, Illinois’ main funding source remains the personal income tax. Noggle noted the state collected $30.1 billion in personal income tax revenue in FY24 along with $6.5 billion in corporate income tax revenue, which collectively performed better than the previous year.

For the new fiscal year that began Monday, lawmakers approved $53.1 billion in spending, or roughly 1 percent more than FY24’s final revenues.

But Noggle also noted the last fiscal year included about $881 million in one-time revenues from sources that won’t repeat in FY25 – so base revenues will have to grow by over 2 percent to meet spending demand..

Ukraine Russia’s heaviest bombardment of Kyiv in 4 months hits a children’s hospital

KYIV, Ukraine (AP) — Dozens of Russian missiles blasted cities across Ukraine on Monday, striking apartment buildings and a large children’s hospital in the capital, where local residents joined emergency crews to search through piles of rubble. At least 31 people were killed, officials said.

The daytime barrage targeted five Ukrainian cities with more than 40 missiles of different types, President Volodymyr Zelenskyy said on social media. Ukraine’s air force said it intercepted 30 missiles. More than 150 people were wounded.

It was Russia’s heaviest bombardment of Kyiv in almost four months, hitting seven of the city’s 10 districts. Seven people were killed in the capital, including two staff members at the hospital, where three children were hurt. Strikes in Kryvyi Rih, Zelenskyy’s birthplace in central Ukraine, killed 10.

“It is very important that the world should not be silent about it now and that everyone should see what Russia is and what it is doing,” Zelenskyy said on social media.

Russia denied attacking the hospital and said the strikes hit military targets.

The attack unfolded a day before Western leaders who have backed Ukraine were scheduled to begin a three-day NATO summit in Washington to consider how they can reassure Kyiv of the alliance’s unwavering support and offer Ukrainians hope that their country can survive Europe’s biggest conflict since World War II.

Zelenskyy said during a visit to Poland that he hopes the summit will provide more air defense systems for Ukraine.

At the Okhmatdyt children’s hospital in Kyiv, rescuers searched for victims under the rubble of a partially collapsed, two-story wing of the facility.

At the hospital’s main 10-story building, windows and doors were blown out, and walls were blackened. Blood was spattered on the floor in one room. The intensive care unit, operating theaters and oncology departments all were damaged, officials said.

At the time of the strike, three heart operations were being performed, and debris from the explosion contaminated the patients’ open chests, Health Minister Viktor Liashko said.

The hospital lost water, light and oxygen in the attack, and the patients were transferred to other hospitals, he told Ukrainian television.

Rescuers formed a line, passing bricks and other debris to each other as they sifted through rubble. Smoke rose from the building, and volunteers and emergency crews worked in protective masks.

Some mothers carried their children away on their backs, while others waited in the courtyard with their children as calls to doctors’ phones rang unanswered.

A few hours after the initial strike, another air-raid siren sent many of them hurrying to the hospital’s shelter.

Led by a flashlight through the shelter’s dark corridors, mothers carried their bandaged children in their arms, and medical workers carried other patients on gurneys. Volunteers handed out candy to try to calm the children.

Marina Ploskonos said her 4-year-old son had spinal surgery Friday.

“My child is terrified,” she said. “This shouldn’t be happening, it’s a children’s hospital,” she said, bursting into tears.

Kyiv city administrators declared July 9 a day of mourning, when entertainment events are prohibited and flags are lowered on buildings.

Ukraine’s Security Service said it found wreckage from a Russian Kh-101 cruise missile at the site and opened proceedings on war crime charges. The Kh-101 is an air-launched missile that flies low to avoid detection by radar. Ukraine said it shot down 11 of 13 Kh-101 missiles launched Monday.

Hospitals and other medical facilities are protected from military strikes under international law unless they are being used for military operations.

The International Criminal Court’s founding charter says it is a war crime to intentionally attack buildings “dedicated to religion, education, art, science or charitable purposes, historic monuments, hospitals and places where the sick and wounded are collected, provided they are not military objectives.”

Late last month, the court issued arrest warrants for Russia’s former defense minister and its military chief of staff for attacking Ukraine’s electricity network.

Russia’s Defense Ministry said the strikes targeted Ukrainian defense plants and military air bases and were successful. It denied aiming at any civilian facilities and claimed without evidence

that pictures from Kyiv indicated the damage was caused by a Ukrainian air defense missile.

Since early in the war that is well into its third year, Russian officials have regularly claimed that Moscow’s forces never attack civilian infrastructure in Ukraine, despite abundant evidence to the contrary, including Associated Press reporting.

More than 1,600 medical facilities have been damaged since the start of Russia’s war in Ukraine and 214 ruined completely, according to Ukrainian Health Ministry statistics published last month.

Col. Yurii Ignat of the Ukrainian air force said Russia has been improving the effectiveness of its airstrikes, equipping its missiles with enhancements, including so-called heat traps that evade air defense systems.

In Monday’s attack, the cruise missiles flew as low as 50 meters (160 feet) off the ground, making them harder to hit, he said in comments sent to AP.

About three hours after the first strikes, more missiles hit Kyiv and partially destroyed a private medical center. Four people were killed there, Ukraine’s Emergency Service said.

In the capital’s Shevchenkivskyi district, a three-story section of a residential building was destroyed. Emergency crews searched for casualties, and AP reporters saw them remove three bodies.

The powerful blast wave scorched nearby buildings, shattered windows and flung a dog into a neighboring yard, resident Halina Sichievka said.

“Now we don’t have anything in our apartment, no windows, no doors, nothing. Nothing at all,” the 28-year-old said.

Some of the weapons used in the attack, Ukraine’s air force said, were Kinzhal hypersonic missiles, which are among the most advanced Russian weapons. They fly at 10 times the speed of sound, making them hard to intercept.

City buildings shook from the blasts. Three electricity substations were damaged or destroyed in two districts of Kyiv, energy company DTEK said.

What to know about Venezuela’s election as Maduro faces the toughest race of his decade in power

CARACAS, Venezuela (AP) — Venezuela’s self-described socialist government is facing a serious electoral challenge in a presidential election for the first time in decades.

President Nicolás Maduro, now in his 11th year in office, is being challenged by former diplomat Edmundo González Urrutia at the head of a resurgent opposition, as well as a field of eight other candidates. The official campaign period for the July 28 election kicked off Thursday.

Maduro, who has presided over an economic collapse that has seen millions of people emigrate, and his United Socialist Party of Venezuela have fended off challenges by barring rivals from elections and painting them as out-of-touch elitists in league with foreign powers.

This time, he promised to let the Unitary Platform opposition coalition participate in the election in a deal that brought his government some relief from crippling economic sanctions imposed by the United States. That respite, however, was short-lived as the U.S. reimposed sanctions amid mounting government actions against the opposition, including blocking the candidacy of opposition powerhouse María Corina Machado.

Here’s what to know about Venezuela’s upcoming presidential election.

Who is

the opposition candidate?

The most talked-about name in the race is not on the ballot: María Corina Machado, a former lawmaker, emerged as an opposition star in 2023, filling the void left when a previous generation of opposition leaders went into exile. Her principled attacks on government corruption and mismanagement rallied millions of Venezuelans to vote for her in the opposition’s October primary.

But Maduro’s government declared the primary was against the law and opened criminal investigations against some of its organizers. Since then, it has issued warrants for a number of Machado’s supporters and arrested some members of her staff, and the country’s top court affirmed a decision to keep her off the ballot.

Yet, she kept on campaigning, holding rallies across the country and turning the

ban on her candidacy into a symbol of the loss of rights and humiliations that many voters have felt for over a decade.

She has thrown her support behind Edmundo González Urrutia, a former ambassador who’s never held public office, helping a fractious opposition unify behind him.

They are campaigning together promising an economy that will lure back the millions of Venezuelans who have migrated since Maduro became president in 2013.

On Thursday, the bus that was set to move Machado and González throughout a section of Caracas was temporarily stopped by law enforcement with both standing on a platform affixed to the vehicle. The officers argued the stop was a routine procedure to verify the validity of the driver’s documents.

People gathered at the opposition’s march marking the official start to the campaign chanted “Freedom! Freedom! Freedom!” and “And it will fall, and it will fall, this government is going to fall.” They waved Venezuelan flags as they awaited the duo’s arrival while motorists joined them honking their horns.

González began his diplomatic career as an aide to Venezuela’s ambassador in the U.S. in the late 1970s. He had postings in Belgium and El Salvador and served as Caracas’ ambassador to Algeria. His last post was as ambassador to Argentina during the first years of Hugo Chávez’s presidency, which began in 1999.

More recently, González worked as an international relations consultant and wrote a historical work on Venezuela during World War II.

Why is the current president having trouble?

President Nicolás Maduro’s popularity has dwindled due to an economic crisis that resulted from a drop in oil prices, corruption and government mismanagement.

Maduro can still bank on a cadre of die-hard believers, known as Chavistas, including millions of public employees and others whose businesses or employment depend on the state. But the ability of his United Socialist Party of Venezuela to use access to social programs to get people to the polls has diminished as the country’s economy has frayed.

He is the heir to Hugo Chávez, a popu-

lar socialist who expanded Venezuela’s welfare state while locking horns with the United States.

Sick with cancer, Chávez handpicked Maduro to act as interim president upon his death. He took on the role in March 2013, and the following month, he narrowly won the presidential election triggered by his mentor’s death.

Maduro was re-elected in 2018 in a contest that is widely considered a sham. His government banned Venezuela’s most popular opposition parties and politicians from participating, and in turn, the opposition urged voters to boycott the election.

That authoritarian tilt was part of the rationale the U.S. used to impose economic sanctions that crippled the country’s crucial oil industry.

Maduro held two events Thursday, including a march in Caracas, marking the official start of his campaign.

Who will vote?

More than 21 million Venezuelans are registered to vote, but the exodus of over 7.7 million people due to the prolonged crisis — including about 4 million voters — is expected to reduce the number of potential voters to about 17 million.

Voting is not mandatory and is done on electronic machines.

Venezuelan law allows people to vote abroad, but only about 69,000 met the criteria to cast ballots at embassies or consulates during this election. Costly and time-consuming government prerequisites to register, lack of information and a mandatory proof of legal residency in a host country kept many migrants from registering to vote.

Venezuelans in the U.S. face an insur-

mountable obstacle: Consulates, where citizens abroad would typically cast their ballots, are closed because Caracas and Washington severed diplomatic relations after Maduro’s 2018 re-election.

Under what conditions is the election taking place?

A more free and fair presidential election seemed like a possibility last year, when Maduro’s government agreed to work with the U.S.-backed Unitary Platform coalition to improve electoral conditions in October 2023. An accord on election conditions earned Maduro’s government broad relief from U.S. economic sanctions on its state-run oil, gas and mining sectors.

But hopes for a more level playing field began fading days later, when authorities said the opposition’s primary was against the law and later began issuing warrants and arresting human rights defenders, journalists and opposition members.

A U.N.-backed panel investigating human rights violations in Venezuela has reported that the government has increased repression of critics and opponents ahead of the election, subjecting targets to detention, surveillance, threats, defamatory campaigns and arbitrary criminal proceedings.

The government has also used its control of media outlets, the country’s fuel supply, electric network and other infrastructure to limit the reach of the Machado-González campaign.

The mounting actions taken against the opposition prompted the Biden administration earlier this year to end the sanctions relief it granted in October.

Beryl unleashes high winds and heavy rains, stranding Texas residents and leaving 2M without power

MATAGORDA, Texas (AP) — Tropical Storm Beryl unleashed heavy rains and powerful winds across the state of Texas on Monday, knocking out power to more than 2 million homes and businesses and flooding streets with fast-rising waters as fi rst responders raced to rescue stranded residents.

Beryl had already cut a deadly path through parts of Mexico and the Caribbean before making a turn and later sweeping ashore as a Category 1 hurricane in Texas early Monday. At least two people were killed. The National Hurricane Center said damaging winds and flash flooding will continue as Beryl continues pushing inland.

More than 2 million homes and businesses in the Houston area were without power, CenterPoint Energy o�cials said. Texas Lt. Gov. Dan Patrick, who is acting governor while Texas Gov. Greg Abbott is out of the country, said crews cannot get out to fi x power lines until the wind dies down.

“We haven’t really slept,” said

Rosenberg resident Eva Costancio as she gazed at a large tree that had fallen across power lines in her neighborhood. She said she had been without electricity for about four hours and worried that food in her refrigerator would be spoiled.

“We are struggling to have food and losing that food would be di�cult,” she said.

High waters quickly began to close streets. In flood-weary Houston, where previous storms had already washed out neighborhoods, television stations on Monday broadcast the dramatic rescue of a man who had climbed to the roof of his pickup truck after it got trapped in fast-flowing waters. Emergency crews used an extension ladder from a fire truck to drop him a life preserver and a tether before moving him to dry land.

Houston was under a flash-flood warning for most of the morning as heavy rain continued to soak the city. Flood warnings also were in e�ect across a wide stretch of the Texas coast, where a powerful storm surge pushed water ashore, and further inland as heavy rain continued to fall.

department in the Houston suburb of Rosenberg, said emergency o�cials made three water rescues overnight.

Rosenberg police also noted that one of their high-water vehicles was hit by a falling tree while returning from a rescue, and they urged people to stay o� the roads. Video footage showed heavy street flooding in the barrier island city of Galveston, and

Patrick warned that flooding could last for days and the storm continues to dump rain onto already saturated ground.

“This is not a one-day event,” he said.

Beryl and the widespread power outages were just the latest weather blows for Houston, where nearly 1 million people lost power when deadly storms ripped through the area in May, killed eight people and brought much of the city to a standstill.

Beryl’s explosive growth into an unprecedented early whopper of a storm indicates the hot water of the Atlantic and Caribbean and what the Atlantic hurricane belt can expect for the rest of the storm season, experts said.

In Louisiana, heavy bands of rain are expected all day Monday and “the risk is going to be for that heavy rainfall and potential for flash flooding,” National Weather Service meteorologist Donald Jones said in a Monday morning Facebook Live briefing.

Meteorologists in Louisiana are watching for lingering rainbands, which could drop copious amounts of rain wherever they materialize, as well as “quick, spin-up tornadoes,” said Donald Jones, a National Weather Service meteorologist in Lake Charles, Louisiana.

Texas o�cials warned people along the entire coastline to prepare for possible flooding, heavy rain and wind. Several coastal counties called for voluntary evacuations in low-lying areas. Local o�cials also banned beach camping and urged tourists traveling on the Fourth of July holiday weekend to move recreational vehicles from coastal parks.

Tornadoes and flash flooding were also possible in eastern Texas, Louisiana, and Arkansas, the hurricane center said.

In the Texas coastal city of Freeport, Patti Richardson said she was riding out the the storm in her 123-year-old house.

“We are sitting in the middle of it. It sounds like we are in a train station, it’s that loud and has been about four hours. We’re just hoping everything holds together,” Richardson said. “You can feel the house shaking. ... It’s freaky.”

More than 1,000 fl ights have been canceled at Houston’s two airports, according to tracking data from FlightAware.

The earliest storm to develop into a Category 5 hurricane in the Atlantic, Beryl caused at least 11 deaths as it passed through the Caribbean on its way to Texas. The storm ripped o� doors,

“It’s just a matter of exactly where that’s going to be,” Jones said. “That’s very di�cult to predict more than maybe an hour or so in advance.”

Beryl battered Mexico as a Category 2 hurricane last week, toppling trees but causing no injuries or deaths before weakening to a tropical storm as it moved across the Yucatan Peninsula.

Before hitting Mexico, Beryl wrought destruction in Jamaica, Barbados and St. Vincent and the Grenadines. Three people were reported dead in Grenada, three in St. Vincent and the Grenadines, three in Venezuela and two in Jamaica.

Rockford Park District’s Aldeen Golf Club Practice Centre will host four fun evenings of Glow Golf this summer from 9 p.m. to 10 p.m. All ages are welcome to test their skills while the putting, chipping, and range areas are all aglow.

Summerpalooza is located along Main St in Downtown Rockton and is bringing the fun for three different themed weekends throughout the summer. July 13 is Nostalgic Summer themed where guests are encouraged to dress in their favorite summer outfits from the 70s, 80s and 90s Vintage games and activities will be available as well as food vendors and live music from Tripping Dogs and Ryan O’Rourke. The festivities begin at 5 p.m. and go until 10 p.m. Admission for the event is free
