IDOT unveils 6-year, $41B plan for infrastructure projects

Largest multiyear plan in state history to affect all 102 counties

SPRINGFIELD – The Illinois Department of Transportation unveiled a plan on Friday for spending nearly $41 billion in federal, state and local funds over the next six years to repair and upgrade roads, bridges, airports, rail lines and other infrastructure throughout the state.

The latest version of the plan, which IDOT updates annually, is the largest multiyear plan in state history. It’s driven by the state’s 2019 Rebuild Illinois capital infrastructure program. The initial six-year Rebuild Illinois plan included $33.2 billion for transportation, funded largely by annualized increases to the state’s motor fuel tax and increases to driving-related licensing fees that took effect in 2020.

“Over the next six years, we’re investing over $40 billion to improve all modes of transportation across our great state,” Gov. JB Pritzker said at a news conference in Springfield. “And that means better roads and bridges, modernized

transit and aviation, and expanded and faster passenger rail service. It even extends to improved river ports, new sewers and water infrastructure and a huge upgrade to bicycle and pedestrian accommodations.”

More than half of the plan, $27 billion, will go toward road and bridge projects, including $4.6 billion in the current fiscal year. That will fund repair and reconstruction of 2,866 miles of roadway and 9.8 million square feet of bridge deck on the state highway system, along with another 738 miles of roadway and 1.1 million square feet of bridge deck in systems maintained by local governments.

The project list includes $611.5 million for reconstruction and improvements to portions of Interstate 90 in Cook County that will include improving safety and access to O’Hare International Airport in Chicago. The plan also calls for spending $135.1 million to expand portions of U.S. Highway 24 to four lanes in Peoria and Fulton counties; $156 million to replace a bridge over the Mississippi River in Quincy; and $116 million to replace a bridge over the Ohio River at Cairo.

The multiyear plan also earmarks

$13.96 billion for other modes of transportation, including $9.85 billion for transit systems, $2.67 billion for freight and passenger rail, $1.25 billion for aviation projects, and $190 million for ports and waterways.

Among the intermodal projects in the plan are $100 million for safety and reliability improvements on Amtrak’s Saluki service between Chicago and Carbondale and runway improvements at municipal airports in Litchfield and Pontiac.

Transportation Secretary Omer Osman said the $41 billion six-year plan represents a 10 percent increase over the previous multiyear plan, and the money earmarked for the current fiscal year represents a 25 percent increase over the previous fiscal year.

“But that is due in large part to the engineering and planning effort in the early years of capital program (which) is starting to result in more construction activity on work on the street,” he said.

Pritzker and other officials at the news conference emphasized that the Rebuild Illinois program is meant to do more than improve safety and efficiency in transportation. The program is also supporting thousands of high-paying jobs in construction, engineering and other fields.

“This is more than just new rail. This is more than a runway at an airport,” said Illinois AFL-CIO President Tim Drea. “This is about opportunities. We can see all those physical infrastructure improvements, but what we don’t really see is the opportunities that this program creates for a diverse workforce with high wages, middle class wages, health care, and retirement security.”

Through four years of the Rebuild Illinois program, IDOT has completed $12.1 billion of improvements statewide, including 5,339 miles of highway, 533 bridges, and 762 other safety improvements.

Russian mercenary leader Prigozhin pledges loyalty at the Kremlin after mutiny

Mercenary chief Yevgeny Prigozhin pledged loyalty to the Russian government in a Kremlin meeting with President Vladimir Putin five days after the commander led a short-lived rebellion, a senior government spokesman said Monday, the latest twist in a baffling episode that has raised questions about the power and influence both men wield.

The three-hour meeting took place June 29 and also involved commanders from Prigozhin’s Wagner Group military contractor, Kremlin spokesman Dmitry Peskov said. Putin gave an assessment of Wagner’s actions on the battlefield in Ukraine — where the mercenaries have fought alongside Russian troops — and of the revolt itself.

“The commanders themselves presented their version of what happened. They underscored that they are staunch supporters and soldiers of the head of state and the commander-in-chief, and also said that they are ready to continue to fight for their homeland,” Peskov said.

The confirmation that Putin met faceto-face with Prigozhin, who led troops on a march to Moscow last month to demand a military leadership change, was extraordinary. Though the Russian leader branded Prigozhin a traitor as the revolt unfolded and vowed harsh punishment, the criminal case against the mercenary chief on rebellion charges was later dropped.

His ultimate fate remains unclear, particularly since Monday’s announcement shows much is negotiated behind closed doors. He could still face prosecution for financial wrongdoing or other charges.

Monday’s announcement came as Russia’s Defense Ministry published a video featuring military chief Gen. Valery Gerasimov — who was one of the targets of Prigozhin’s rebellion. It was the first time Gerasimov has been seen since the revolt.

The twin updates appeared to be another attempt by the Kremlin to show it’s in control after a turbulent period, and to reflect Putin’s delicate balance between condemning the biggest threat to his 23-year rule and the man behind it while not alienating a popular figure whose troops scored the biggest battle-

field victory for Russia in the past year of the war.

Former Putin speechwriter Abbas Gallyamov told The Associated Press that Putin acknowledges Prigozhin’s patriotism and needs his forces on the front line, while Prigozhin needs Putin to ensure his freedom from prosecution. The two are negotiating as allies, with Prigozhin escaping punishment, Gallyamov said.

Prigozhin “emerged victorious from this rebellion,” Gallyamov said in a Zoom interview from Tel Aviv. “He has shown himself to be the master of the situation.”

Adding to the unusual nature of the meeting was that until very recently, Putin had denied any link between the state and Prigozhin’s forces. Mercenaries are illegal in Russia, but Wagner troops have fought for Russian interests around the globe and played a vital role in the capture of Bakhmut in the war’s longest and bloodiest battle. Putin has confirmed that Prigozhin’s companies operated under government contracts.

Throughout the war, Prigozhin has criticized decisions made by Russia’s top military brass, leading to tensions with the Kremlin that culminated in the June 24 mutiny.

The rebellion severely weakened Putin’s authority, even though Prigozhin claimed the uprising was not aimed at the president but at removing Defense Minister Sergei Shoigu and Gerasimov. Prigozhin called off his mutiny after a deal was brokered for him to go to Belarus.

Tatiana Stanovaya, a senior fellow at the Carnegie Russia Eurasia Center, predicted that some Russian observers would be stunned by the turn of events.

“When you look from the point of view of Russian elite, it’s ridiculous,” she told the AP. “It’s just so unbelievable and just so shocking.”

Days after the revolt, Belarusian President Alexander Lukashenko said Prigozhin was in Belarus. But last week the president said the mercenary chief was in Russia while his troops remained in their camps.

Peskov said that during the June 29 meeting, Putin offered an “assessment” of Wagner’s actions on the battlefield in Ukraine and “of the events of June 24.” The president also “listened to the explanations of the commanders and offered them options for further employment

and further use in combat,” the Kremlin spokesman said.

A total of 35 people took part in the meeting, Peskov said. Putin has given options to Prigozhin’s fighters: fight as part of the regular Russian army, retire from service or join Prigozhin in Belarus.

A NATO summit later this week in Lithuania is looking at how to crank up the pressure on Moscow after 16 months of war.

In other developments, a Russian airstrike on a school in southern Ukraine killed four adults as people gathered to receive humanitarian aid, the governor of Ukraine’s Zaporizhzhia region said Monday, branding the attack “a war crime.”

Three women and a man, all in their 40s, died in the strike Sunday in the town of Orikhiv, Gov. Yuriy Malashko said.

A guided aerial bomb caused an explosion at the school, Malashko said, without providing evidence. Eleven other people were wounded in the attack, he said.

Overall, Russia fired on 10 settlements in the province over the course of a day, he said.

Moscow denies it targets civilian locations. Russia has been accused numerous times of doing so and committing other war crimes since the start of its full-scale invasion in February 2022.

In March, the International Criminal Court issued an arrest warrant for Putin for war crimes, accusing him of personal responsibility for the abductions of children from Ukraine.

Investigations are also underway in Ukraine, Estonia, Latvia, Lithuania and Poland. The International Center for the Prosecution of the Crime of Aggression against Ukraine, located in The Hague, is helping with those probes.

Ukraine has launched a counteroffensive to regain occupied land, and on Monday, the deputy defense minister, Hanna Maliar, reported progress.

She said the country’s fighters had reclaimed 10.2 square kilometers (3.9 square miles) of territory in the south and four square kilometers (1.5 square miles) in the east in the past week. The gains, she said on Telegram, included the commanding heights of Bakhmut, where Prigozhin’s forces declared control of the city in May. None of the claims could be independently verified.

Biden and King Charles III zero in on generational challenge of climate change

WINDSOR, England (AP) — President Joe Biden and King Charles III, two leaders who waited decades to reach the pinnacle of their careers, used their first meeting in those roles Monday to zero in on the generational challenge of climate change, prodding private companies to do more to bolster clean energy in developing countries.

The meticulously choreographed gathering at Windsor Castle injected substance into the type of encounter between president and monarch that historically has been more about ceremony. After the arrival formalities, Biden and Charles participated in a climate-focused roundtable with officials from the financial and philanthropic sectors. John Kerry, the U.S. envoy on climate, also attended.

The 74-year-old Charles, who was crowned in May, has long fought to protect wildlife and battle climate change. Biden, for his part, identified climate change as one of the four crises he was determined to confront as president. He signed a sweeping legislative package last year that includes nearly $375 billion in climate-related incentives.

Biden, 80, last had formal talks with Charles, then prince, at the COP26 U.N. climate summit in Glasgow, Scotland, in November 2021. The U.S. president also attended the state funeral of Charles’s mother, Queen Elizabeth II, in September as well as a reception for heads of state at Buckingham Palace the night before the service. Biden did not attend Charles’s coronation, sending first lady Jill Biden instead.

Jake Sullivan, the White House national security adviser, said the president has “huge respect” for the king’s commitment on the climate issue in particular. He said Charles has been a “clarion voice” on climate and “someone who’s mobilized action and effort.”

Biden and Charles made sure to show off their still-developing friendship and warmth during the ceremonial arrival at Windsor Castle, outside London. After they shook hands, Biden put his hand on Charles’s arm, then on the king’s back as they approached a viewing platform to inspect an honor guard. They appeared relaxed and cordial — a contrast to more formal encounters between past U.S. presidents and British royalty.

The views of the late Queen Elizabeth II on politics and political issues were a

closely guarded secret, and her meetings with world leaders were almost entirely ceremonial. Charles spent his decades as heir to the throne expressing opinions on issues from architecture to the environment, and has continued to take a keen interest in climate change now that he is king. However, neither he nor Biden spoke publicly at Windsor Castle.

Biden’s royal visit was paired with his sixth meeting with the British prime minister since Rishi Sunak took office, The two discussed a range of global issues, including the war in Ukraine. Both nations are among the most stalwart defenders of Kyiv, and the United Kingdom has pushed the White House to take more aggressive steps in providing military aid to Ukraine.

Their talks were meant to highlight the so-called enduring “special relationship” between the U.S. and the U.K. When Biden declined to attend Charles’s coronation, he promised the king in a phone call that he would visit soon.

Biden’s talk with Sunak at the prime minister’s residence at 10 Downing St. included discussion about the U.S. president’s decision this week to provide Ukraine with cluster munitions, a weapon that more than two-thirds of the members of the NATO military alliance have barred for their potential threat to civilian life.

Biden has said that providing the bombs — which open mid-air and release smaller “bomblets” across a broad swath of land — was a “difficult decision” but he noted that the Ukrainians are running out of ammunition and that the weapons were necessary for them to continue to fight Russian forces.

“It took me a while to be convinced to do it,” Biden said in a CNN interview broadcast as he flew to London. “But the main thing is, they either have the weapons to stop the Russians ... from stopping the Ukrainian offensive through these areas, or they don’t. And I think they needed them.”

Sunak, for his part, has distanced himself from the U.S. decision. The prime minister’s spokesman said the leaders spoke Monday about Britain’s opposition to the use of cluster munitions.

“The first thing to say is this was a difficult choice for the U.S. that has been forced on them by Russia’s war of aggression,” said Sunak’s spokesman, Max Blain. “As the prime minister said over the weekend, the U.K. is a state party to the convention on cluster munitions.

They discussed the commitments the U.K. has under that convention both not to produce or use cluster munitions and to discourage their use.”

The U.S. is not a party to that agreement. Sunak stressed over the weekend that Britain will “continue to do our part to support Ukraine against Russia’s illegal and unprovoked invasion, but we’ve done that by providing heavy battle tanks and most recently long-range weapons, and hopefully all countries can continue to support Ukraine.”

Sunak told Biden during their meeting that he understood that providing the cluster munitions was a difficult decision for Biden, and that he recognized the U.S.’s rationale for doing so, according to a White House official who was granted anonymity to discuss a private conversation.

Sullivan also played down the disagree-

ment over cluster munitions, saying, “I think you will find Prime Minister Sunak and President Biden on the same page strategically on Ukraine, in lockstep on the bigger picture of what we’re trying to accomplish and as united as ever — both in this conflict and writ large.”

And as the leaders met over tea in the 10 Downing St. garden on Monday, they continued to project that face of unity.

“We’ve only been meeting once a month,” Biden joked as he declared the relationship between the U.S. and U.K. was “rock solid.” Sunak added that their countries are “two of the firmest allies in that alliance.”

Dealing with Japanese Beetles

Last week at an orchard, I noticed that some of his trees had Japanese beetles. While I’ve yet to see any on my fruit trees or grapes with damage, it is probably time to accept that this beetle is here this season. Feeding on over 300 di�erent species of plants with their favorite plants being Japanese maple, roses, grapes, cherries, and others, this insect may become a bigger problem for you in the 2023 garden.

One to two insects isn’t the problem but a large group of beetles feeding in one area is the problem. In fact, the presence of a small number will eventually lead

to a large number of Japanese Beetles overtime. When a beetle feeds on a plant, it is leaving behind a feeding pheromone that is attractive to other Japanese Beetles to join. This may mean that some plants are more targeted than others. Feeding usually occurs at the top of the plant as the beetles work their way down. Their damage gives the leaves of a plant a lacelike appearance.

In some growing seasons, University of Illinois Extension hears about smaller populations of Japanese Beetles from homeowners and growers. This is usually correlated with fall weather. In the fall, the Japanese Beetles will lay eggs that overwinter and hatch next year. They

need a certain amount of water to do this. If the beetles do not get this, then it may mean less of a population the next year.

So what can you do? If it’s annual vegetables with low insect damage, you may be able to shake them o� foliage in the morning into a bucket of soapy water. This will drown them and should begin to reduce their population. You might also combine this with row cover/cheesecloth/ fi ne netted material that could keep Japanese Beetles from the crops. I have found success with this on my dwarf peach tree. Keep in mind that a netted material will keep out pollinators too which you may need for your vegetables.

We usually do not recommend Japanese

Beetle traps. These traps attract Japanese Beetles from your yard and many other yards nearby. As Japanese Beetles are great flyers, any plants near the trap will most likely sustain damage. You will find the traps need to be emptied regularly too.

There are some insecticides that are labeled for Japanese Beetles. These include products like Neem Oil which can provide a 3-4 day deterrence. Read the label and follow directions for any insecticides as some may have negative e�ects on your pollinators you need for your vegetables. Soil treatments are sometimes used for Japanese Beetle grubs.

Long ignored impacts of climate change

Climate change was a topic already under discussion when we were doctoral students at the University of Michigan in 1970. Professor Stan Cain, former head of the U.S. Department of Interior, put it in very simple terms: we have been putting pipes in the ground like straws to suck up oil resources. We burn them and place the wastes into the atmosphere and have been doing that for decades at an accelerated rate; it is changing our atmosphere.

During a hot, dry summer in July, 1988, James Hanson informed members of the U.S. Congress that they should initiate actions to limit the expansion of climate change that was already occurring. A 2018 report by the Chicago O�ce of the US Environmental Protection Agency on the anticipated impacts of climate change on the Midwest pointed out what we are now

experiencing as a consequence.

Intense storms, strong winds, heavy rains and contrasting drought conditions which reduced crop yields and deteriorated water quality were predicted but su�cient corrective actions were not taken. An unanticipated problem is smoke and soot from massive forest fires in Canada reaching the Midwest, dramatically lowering air quality.

Adverse impacts of climate change are no longer an abstraction but are having a direct impact on our daily lives. They were widely experienced last year in Europe as drought conditions disrupted shipping on commercially used rivers like the Rhine. Some French nuclear power plants were unable to operate at full power due to limited availability of cooling water. Low water levels in over 100 communities in parts of Italy and France relied on water brought to them by truck.

The climate problem is real; a large

scale e�ort needs to address it. While utility scale solar and wind farms are being designed and installed, there are good reasons for individuals and local communities to take actions to enhance their energy security.

Some energy writers have turned to military reports for guidance in addressing challenges of peak oil and climate change since the military relies heavily on energy supplies. In 2012, a German military report on peak oil and climate change included a model for a U.S. county in Indiana, calling for local action similar to the work of Sustain Rockford.

We remain interested in e�orts to demonstrate the application of renewable energy systems for the community such as in the former Freedom Field project at the Rockford sewage treatment plant. Installing solar panels to sewer and water treatment facilities is a straightforward process. Adding them over the sewer

water while it is being treated is also being done. Using renewable energy sources in a minigrid design assures continued operation during a time when grid power is lost.

Additional installations of minigrids throughout the community broaden the community’s energy security. A minigrid for clusters of homes powered by solar energy is technically possible and would add to local energy security. The long delayed action to address climate change intensified the problem. We could have been building very energy e�cient buildings since the 1970s and could have saved energy while avoiding a more costly retrofit later.

Many opportunities exist to act now to transition to cleaner energy sources reducing environmental damage while benefitting ourselves, our children and future generations

The Unique Historic Auto Attraction Museum

A lot of people have collections. Some folks might collect salt and pepper shakers, others   might like butterfl ies or tea cups or many other items.. But few have a collection like Wayne Lensing. Wayne collects automobiles. He has a lot of automobiles.

Wayne’s love of cars started when he was a young man. He worked at the Chrysler Plant in  Belvidere for 16 years making cars and in his spare time, he raced them. As a racer at the Rockford Speedway, he collected winning titles.

Wayne would eventually expand his car obsession when he opened his own business, Lefthander Chassis. This dream grew into a very successful business. His success allowed him to expand his obsession with automobiles to include his obsession with aviation. This obsession would lead him to obtain his pilot license. Wayne grew so successful, people started to believe that everything he touched turned to gold.

So when Howard Hughes’ 1960 Cadillac Limousine went on the market, Wayne had to buy it. It was the start of what would, years later, become his own museum, the Historic Auto Attractions.  Wayne would explain later that he noticed that people were interested in viewing the car and also in the history of the vehicle. Wayne decided that maybe other people might like to see his collection so he began to work on designing a museum.

The museum open its doors in 2001 with a 36,000 square foot facility and 60 cars and trucks. It would be just like Wayne’s other business ventures, a great success. The business was so good that in 2022 Wayne expanded his facility. He added another 50,000 square feet to showcase all of the vehicles and other artifacts he

has collected throughout the years.

There are exhibits featuring cars from di�erent eras. There are Presidential cars, gangster cars, and cars from TV shows and Movies. There is a huge exhibit all about the assassination of President Kennedy. It includes a car that carried the Secret Service men on that day in Dallas.

But this museum also includes so much more than automobiles, there are horse drawn carriages, and a wonderful collection of dresses worn by the First Ladies and movie stars. Each artifact has been carefully researched and placed in artistically designed exhibits. Extremely life-like mannequins are used to create authentic tableaus that capture moments in time.

It is easy to see that Wayne has a great fondness for each artifact. He knows the stories of each piece and can recite them by heart. His enthusiasm is as strong today as it was on the day the museum opened.

But Wayne got a little more than he bargained for with some of the items he has collected. And like some of the other museums in the area including Tinker Swiss Cottage, the Veteran Memorial Hall and the buildings of the Heritage Museum Park, these artifacts hold certain energies. And sometimes, this energy allows certain spirits to cross the veil between the living and the dead.

One of the items featured at this museum that has a darker history is a piece of the 1955 Porsche 550 that James Dean crashed on September 30, 1955. This little piece of history was featured on the TV show “Mysteries at the Museum” for Season 2. The story of the car supposedly features a curse. This curse was allegedly so strong that Dean’s friend Sir Alec Guinness was startled when he fi rst saw the car. He told Dean that there was

something wrong with the car. Guinness warned Dean that if he drove that car, that he would be dead in a week, Guinness’ premonition came true when exactly one week later Dean crashed the car on the way to a race in California.

The Haunted Rockford Crew has been investigating this museum with team members from the Midwest Ghost Investigators and Ghost Head Soup Paranormal Investigators for a while now. The teams work on a tri-fold approach when investigating locations. They have the historical research on the location and artifacts, they are accompanied by teams that use the latest equipment for gathering evidence of a possible haunting and they also use psychics that might be able to connect with the spirits.

These investigations have led to some exciting evidence at this particular museum. The investigators have witnessed footsteps, disembodied voices, and EVPs in the museum. They have also picked up words on equipment that answer specific questions asked by the di�erent team members. These results are very exciting and have led the

members to believe that the museum is definitely haunted.

When they reported their findings to Wayne, the down to earth, no nonsense man didn’t seem surprised. In fact, it seemed to make him even more determined to share his obsession with a greater variety of people. He has agreed to host some Haunted Rockford events at this very active location.

The Historic Auto Attractions is defi nitely a special place that o�ers something for everyone. Whether you are interested in automobile history, Hollywood history, or fashion history this place is worth visiting. And if you happen to love history AND paranormal locations, the sheer number of artifacts located here makes the possibility of having a ghostly encounter  even more likely.
