Sangamon County sheriff says he’ll retire by end of month in wake of Massey shooting
Jack Campbell had faced increasing pressure from Pritzker, others

A little over a month after the shooting death of Sonya Massey by a sheriff’s deputy, Sangamon County Sheriff Jack Campbell on Friday announced his retirement, effective no later than Aug. 31.
His announcement comes amid intense pressure to resign, including from Gov. JB Pritzker on Thursday.
The Massey shooting raised questions regarding the hiring of Deputy Sean Grayson, who worked at six departments around central Illinois in four years.
Grayson shot Massey on July 6 after she called 911 to report a prowler. Massey was unarmed and in her kitchen when a dispute over a pot of boiling water resulted in Grayson firing three shots, including a fatal shot that killed Massey.
“The tragic death of Sonya Massey has been a heartbreaking event for our community,” Campbell said in a statement released on Friday. “My deepest condolences go out to her family and friends. Since the incident, I have been proactive and transparent, working tirelessly to present all of the facts to the public. I have committed to making changes to our standards and collaborating with other units of government on ways to prevent incidents like this
in the future.”
Campbell had not met with the Massey family, an omission that Pritzker called “inexcusable” on Thursday.
“Rather than waiting for others to propose reform of the Sangamon County Sheriff’s Office, Sheriff Campbell should have taken his leadership role more seriously. When we met with Sonya Massey’s family, we heard their pleas and made a commitment to support them in working for justice,” Pritzker said.
Campbell, in his statement, continued to blame Grayson alone for Massey’s shooting. He alluded to threats against his and his family’s lives and threats against other sheriff’s deputies.
“The one person truly responsible for this act is in jail, and I believe justice will be served through the legal process,” Campbell said in the statement.
Campbell, a Republican, was first elected in 2018.
He hired Grayson in 2023, and has said that he had no knowledge of Grayson’s previous trouble at the Logan County Sheriff’sOffice.
Previous Concerns
Last month the Logan County Sheriff’s Office released a 2 1/2 hour recording of a disciplinary meeting with Grayson and his superiors.

high-speed pursuit, and insubordination. Grayson did not terminate the pursuit after being ordered to stop by his supervisor.
In his application for the Sangamon County position, Grayson gave a reference at the Logan County Sheriff’s Office, but, according to his personnel file, no one talked to his director supervisor or the chief deputy regarding his job performance. The file shows that Sangamon County only interviewed one Logan County employee during its background check process, an investigator whose name was provided by Grayson.
Six months after that disciplinary meeting, Campbell hired Grayson, who was engaged to the daughter of one of his longtime deputies, Scott Butterfield.
A little more than a year into his tenure with Sangamon County, Campbell fired Grayson, citing the criminal charges against him in the Massey case, and his refusal to cooperate with Illinois State Police who were investigating the shooting – a violation of department policy.
Grayson appeared in court on Friday afternoon to renew his efforts for release pending his trial. He cited his need for cancer treatment and personal safety concerns as reasons for his release. His attorneys further stated that he was not a threat to the community as he no longer served as an armed police officer.
The judge disagreed and found Grayson should be held until trial.
Campbell’s retirement announcement came just before the hearing began, ending a 30-year law enforcement career.
“While it is painful to say goodbye, I do so knowing I have fulfilled my duties and served to the best of my ability,” Campbell wrote in his retirement announcement.
“I want to express my deepest gratitude to the citizens who have supported me throughout the years. I am forever grateful for the opportunity I had, for the people I met and for this Office that I love.”
He signed the statement simply, “Jack.”

Putin says Ukraine’s incursion into Kursk is an attempt to stop Moscow’s eastern offensive

KYIV, Ukraine (AP) — Russian President Vladimir Putin said Monday that the Ukrainian army’s incursion into the Kursk region, which has caused more than 100,000 civilians to flee and embarrassed the Kremlin, is an attempt by Kyiv to stop Moscow’s offensive in eastern Ukraine’s Donbas region and gain leverage in possible future peace talks.
Russian forces are still scrambling to respond to the surprise Ukrainian attack after almost a week of fierce fighting, but Putin insisted Moscow’s army will prevail.
Speaking at a meeting with top security and defense officials, Putin said the attack that began Aug. 6 appeared to reflect Kyiv’s attempt to gain a better negotiating position in possible future talks to end the war.
Meanwhile, Ukrainian President Volodymyr Zelenskyy confirmed for the first time that Ukrainian military forces are operating inside the Kursk region. In a post on Telegram, he praised the country’s soldiers and commanders “for their steadfastness and decisive actions.”
He did not elaborate. He also suggested that Ukraine would offer humanitarian assistance in the region.
In a video posted to Zelenskyy’s Telegram, the Ukrainian military’s commander in chief briefed the president on the front-line situation and said Ukraine controls 1,000 square kilometers (386 square miles) of Russian territory, the first time a Ukrainian military official has publicly commented on the gains of the incursion.
“The troops are fulfilling their tasks. Fighting continues actually along the entire front line. The situation is under our control,” Gen. Oleksandr Syrskyi said.

Putin said Ukraine may have hoped that the attack would cause public unrest in Russia, but that it has failed to achieve that goal, and he claimed that the number of volunteers to join the Russian military has increased because of the assault. He said Russian forces will carry on with their offensive in eastern Ukraine regardless.
“It’s obvious that the enemy will keep trying to destabilize the situation in the border zone to try to destabilize the domestic political situation in our country,” Putin said. Russia’s main task is “to squeeze out, drive the enemy out of our territories and, together with the border service, to ensure reliable cover of the state border,” he said.
Acting Kursk Gov. Alexei Smirnov reported to Putin that Ukrainian forces had pushed 12 kilometers (7.5 miles) into the Kursk region across a 40-kilometer (25-mile) front and currently control 28 Russian settlements.
Smirnov said 12 civilians have been killed and 121 others, including 10 children, have been wounded in the operation. About 121,000 people have been evacuated or left the areas affected by fighting on their own, he said. The total planned number of evacuations is 180,000.
Tracking down all the Ukrainian units that are roaming the region and creating diversions is difficult, Smirnov said, noting that some are using fake Russian IDs.
The governor of the Belgorod region adjacent to Kursk also announced the evacuation of people from a district near the Ukrainian border.
Ukrainian forces swiftly rolled into the town of Sudzha about 10 kilometers (6 miles) over the border after launching the attack. They reportedly still hold the western part of the town, which is the site of an important natural gas station.
The Ukrainian operation is under tight secrecy, and its goals remain unclear. The stunning maneuver that caught the Kremlin’s forces off guard counters Russia’s unrelenting effort in recent months to punch through Ukrainian defenses at selected points along the front line in eastern Ukraine.
Russia has seen previous incursions into its territory during the nearly 2 1/2-year war, but the foray into the Kursk region marked the largest attack on its soil since World War II, constituting a milestone in the hostilities. It is also the first time the Ukrainian army has spearheaded an incursion rather than pro-Ukraine Russian fighters.
The advance delivered a blow to Putin’s efforts to pretend that life in Russia has been largely unaffected by the war. State propaganda tried to play down the attack, emphasizing the authorities’ efforts to help residents of the region and seeking to distract attention from the military’s failure to prepare for the attack and quickly repel it.
Kursk residents recorded videos lamenting they had to flee the border area, leaving behind their belongings, and pleading with Putin for help. But Russia’s state-controlled media kept a tight lid on any expression of discontent.

of the lower house of the Russian parliament, criticized the military for failing to properly protect the border.
“Regrettably, the group of forces protecting the border didn’t have its own intelligence assets,” he said on his messaging app channel. “No one likes to see the truth in reports, everybody just wants to hear that all is good.”
The combat inside Russia rekindled questions about whether Ukraine was using weaponry supplied by NATO members. Some Western countries have balked at allowing Ukraine to use their military aid to hit Russian soil, fearing it would fuel an escalation that might drag Russia and NATO into war.
Though it’s not clear what weapons Ukraine is using across the border, Russian media widely reported that American Bradley and German Marder armored infantry vehicles were there. The claim could not be independently verified. Ukraine has already used U.S. weapons to strike inside Russia.
Italian Foreign Minister Antonio Tajani said in an interview published Monday that the weapons provided by his country “cannot be used to attack Russia on its territory.”
Meanwhile, German Defense Ministry spokesperson Arne Collatz said Monday that legal experts agree that “international law provides for a state that is defending itself also to defend itself on the territory of the attacker. That is clear from our point of view, too.”
Russia’s Defense Ministry said Monday that reinforcements sent to the area backed by air forces and artillery had fended off seven attacks by Ukrainian units near Martynovka, Borki and Korenevo during the previous 24 hours.
The ministry said Russian forces also blocked an attempt by Ukrainian mobile groups to forge deep into the Russian territory near Kauchuk.
Russian air forces and artillery also struck concentrations of Ukrainian troops and equipment near Sudzha, Kurilovka, Pekhovo, Lyubimovo and several other settlements, it said. Warplanes and artillery hit Kyiv’s reserves in Ukraine’s Sumy region across the border, the ministry added.
Pasi Paroinen, an analyst with the Finland-based Black Bird Group opensource intelligence agency, which monitors the war, said the toughest phase of Ukraine’s incursion is likely to begin now as Russian reserves enter the fray.

Americans’ refusal to keep paying higher prices may be dealing a final blow to US inflation spike

WASHINGTON (AP) — The great inflation spike of the past three years is nearly spent — and economists credit American consumers for helping slay it.
Some of America’s largest companies, from Amazon to Disney to Yum Brands, say their customers are increasingly seeking cheaper alternative products and services, searching for bargains or just avoiding items they deem too expensive. Consumers aren’t cutting back enough to cause an economic downturn. Rather, economists say, they appear to be returning to pre-pandemic norms, when most companies felt they couldn’t raise prices very much without losing business.
“While inflation is down, prices are still high, and I think consumers have gotten to the point where they’re just not accepting it,” Tom Barkin, president of the Federal Reserve Bank of Richmond, said last week at a conference of business economists. “And that’s what you want: The solution to high prices is high prices.”
A more price-sensitive consumer helps explain why inflation has appeared to be steadily falling toward the Federal Reserve’s 2% target, ending a period of painfully high prices that strained many people’s budgets and darkened their outlooks on the economy. It also assumed a central place in the presidential election, with inflation leading many Americans to turn sour on the Biden-Harris administration’s handling of the economy.
The reluctance of consumers to keep paying more has forced companies to slow their price increases — or even to cut them. The result is a cooling of inflation pressures.
On Monday, the Federal Reserve Bank of New York reported that Americans’ expectations of how much they’ll spend in the next 12 months has declined — and so has their outlook for inflation. Consumers expect their spending to grow 4.9% in the coming year, according to a survey by the New York Fed. That is the lowest such reading since April 2021, when inflation was beginning to surge.
And they expect inflation to average
just 2.3% over the next three years, the survey found, the lowest such figure since the survey began in 2013. Consumer expectations for inflation can be self-fulfilling: When households expect low inflation, they tend to delay some purchases in the expectation that prices won’t rise much in the near future — and might even decline in some cases. This trend can keep price pressures down.
Other factors have also helped tame inflation, including the healing of supply chains, which has boosted the availability of cars, trucks, meats and furniture, among other items, and the high interest rates engineered by the Fed, which slowed sales of homes, cars and appliances and other interest rate-sensitive purchases.
Still, a key question now is whether shoppers will pull back so much as to put the economy at risk. Consumer spending makes up more than two-thirds of economic activity. With evidence emerging that the job market is cooling, a drop in spending could potentially derail the economy. Such fears caused stock prices to plummet a week ago, though markets have since rebounded.
This week, the government will provide updates on both inflation and the health of the American consumer. On Wednesday, it will release the consumer price index for July. It’s expected to show that prices — excluding volatile food and energy costs — rose just 3.2% from a year earlier. That would be down from 3.3% in June and would be the lowest such year-over-year inflation figure since April 2021.
And on Thursday, the government will report last month’s retail sales, which are expected to have climbed a decent 0.3% from June. Such a gain would suggest that while Americans have become vigilant about their money, they are still willing to spend.
Many businesses have noticed.
“We’re seeing lower average selling prices ... right now because customers continue to trade down on price when they can,” said Andrew Jassy, CEO of Amazon.
David Gibbs, CEO of Yum Brands, which owns Taco Bell, KFC and Pizza Hut, told investors that a more cost-conscious
consumer has slowed its sales, which slipped 1% in the April-June quarter at stores open for at least a year.
“Ensuring we provide consumers affordable options,” Gibbs said, “has been an area of greater focus for us since last year.”
Other companies are cutting prices outright. Dormify, an online retailer that sells dorm supplies, is offering comforters starting at $69, down from $99 a year ago.
According to the Fed’s “Beige Book,” an anecdotal collection of business reports from around the country that is released eight times a year, companies in nearly all 12 Fed districts have described similar experiences.
“Almost every district mentioned retailers discounting items or price-sensitive consumers only purchasing essentials, trading down in quality, buying fewer items or shopping around for the best deals,” the Beige Book said last month.
Most economists say consumers are still spending enough to sustain the economy consistently. Barkin said most of the businesses in his district — which covers Virginia, West Virginia, Maryland and North and South Carolina — report that demand remains solid, at least at the right price.
“The way I’d put it is, consumers are still spending, but they’re choosing,” Barkin said.
In a speech a couple of weeks ago, Jared Bernstein, who leads the Biden administration’s Council of Economic Advisers, mentioned consumer caution as a reason why inflation is nearing the end of a “round trip” back to the Fed’s 2% target level.
Emerging from the pandemic, Bernstein noted, consumers were flush with cash after receiving several rounds of stimulus checks and having slashed their spending on in-person services. Their improved finances “gave certain firms the ability to flex a pricing power that was much less prevalent pre-pandemic.” After COVID, consumers were “less responsive to price increases,” Bernstein said.
As a result, “the old adage that the
cure for high prices is high prices (was) temporarily disengaged,” Bernstein said.
So some companies raised prices even more than was needed to cover their higher input costs, thereby boosting their profits. Limited competition in some industries, Bernstein added, made it easier for companies to charge more. Barkin noted that before the pandemic, inflation remained low as online shopping, which makes price comparisons easy, became increasingly prevalent. Major retailers also held down costs, and increased U.S. oil production brought down gas prices.
“A price increase was so rare,” Barkin said, “that if someone came to you with a 5% or 10% price increase, you almost just threw them out, like, ‘How could you possibly do it?’ “
That changed in 2021.
“There are labor shortages, Barkin said. “Supply chain shortages. And the price increases are coming to you from everywhere. Your gardener is raising your prices, and you don’t have the capacity to do anything other than accept them.”
The economist Isabella Weber at the University of Massachusetts, Amherst, dubbed this phenomenon “sellers’ inflation” in 2023. In an influential paper, she wrote that “publicly reported supply chain bottlenecks” can “create legitimacy for price hikes” and “create acceptance on the part of consumers to pay higher prices.”
Consumers are no longer so accepting, Barkin said.
“People have a little bit more time to stop and say, ‘How do I feel about paying $9.89 for a 12-pack of Diet Coke when I used to pay $5.99?’ They don’t like it that much, and so people are making choices.”
Barkin said he expects this trend to continue to slow price increases and cool inflation.
“I’m actually pretty optimistic that over the next few months, we’re going to see good readings on the inflation side,” he said. “All the elements of inflation seem to be settling down.”

It feels odd to be thinking about a fall garden just as summer crops are being harvested. In the last two weeks, I’ve just started to harvest tomatoes. Yet the first part of August is a time to consider whether you want a fall vegetable garden or not as many of those vegetables will need warm air and soil temperatures in order to germinate and produce this fall. Before we get into the cool season vegetables, it’s important to realize that you may not need to plant anything else to enjoy a fall garden in Northern Illinois. ed in the spring will survive the summer heat to continue to produce for you in the fall. This includes swiss chard, kale, collards, mustard greens, and others. Most years, my family is still eating swiss chard and collards greens in November from plants that were planted in May. If you are wanting to enhance your already established spring-fall garden, it’s time to start making your list to determine what you can grow and what you cannot grow. Since we are at the mercy of a fall frost, some crops will take too long to reach maturity/harvest. For example, Brussel Sprouts would take 90-100 days to produce from transplant
which would be too long.
Most of the quick growing cool season crops will do well. This includes radishes, beets, spinach, lettuces, green onions, mustard greens, and turnips. These can be direct-seeded into the garden starting now and should expect to be harvesting them towards the end of September. You could keep planting these weekly too in order to extend your season.
Some cool-season vegetables for the fall garden would need to be started as a transplant or purchased as one. This group includes Broccoli, Cauliflower, and Cabbage. Most of these would survive a light frost and should mature 50-70
days after planting a transplant. You’ll note that 70 days from this week would be about October 17 and that would put you in the middle of potential first frost (32 F) and even first freeze (28 F). So this group may not work this season.
Basil and even cilantro can survive light frosts. You might consider adding these to your fall garden as basil will mature in 30-60 days when direct-seeded. Cilantro can be harvested 60-70 days after planting. Treat your fall garden like an experiment and see what can work for you and your family.

Political tension: Seeking more energy or using less

Since our recent article on the environmental impact of data centers some people have commented that the purpose of the request to change the zoning of agricultural land owned by Constellation to an industrial classification is for the purpose of producing hydrogen and operating a data center.
An additional issue raised is that the governmental committee meeting regarding the rezoning request was not well publicized so the public was not well informed regarding the request. The lack of publicity was seen by some as an effort to limit public input into the decision. Since the new energy project in Ogle County involves the use of electricity generated from nuclear power it appears that the continued performance of the existing nuclear plants would be essential to the project’s success. As we pointed out in another recent article on the status
of efforts to build new nuclear plants, they have proven to be more costly than projected and have taken far longer than expected.
Another route to increasing the amount of electricity generated with nuclear power is to extend the operating lifetime of existing nuclear plants. As the average age of existing nuclear plants is increasing an effort is being made to extend their useful life. An article in The Spark, MIT Technology Review of April 4, 2024, indicates that the average age of the operating US nuclear reactors in 2023 is 42 years and the average age of those in the EU are around 30 years.
While nuclear plants have been shutting down the effort to extend the operating life times of existing plants is seen as less costly than building new plants. The original US standard of licensing new nuclear plants according to the MIT article was based on the expectation that it would take 40 years of operating to recoup the cost of constructing the plants.
The National Regulatory Commission has been granting 20 year extensions to much of the US nuclear fleet which allows them to operate for 60 years. Some of the plants have already been approved to operate 80 years. Two shut down plants are being repaired. The one in Ohio is already back operating and the one is Michigan if successfully brought back into service could last 80 years.
While being brought back into service will provide more electricity, the issues surrounding nuclear power remain as does the question of whether the transition to cleaner energy sources will occur quickly enough to avoid the worst potential environmental and social consequences of not having enough energy meet the demand.
Beyond the multiple environmental concerns associated with the existing global economy is the question of whether sufficient energy and material resources exist to continue to support the global economy. While advocates of continued
economic growth tend to ignore environmental consequences like climate change and declining energy resources there are multiple reports indicating these problems are real and increasing.
This year’s US presidential contest appears to be similar to that between Carter and Reagan administrations pitting the call for energy conservation and renewable energy against that of increased consumption of energy implied in the slogan of drill baby drill. After 44 years of accelerated energy consumption and environmental destruction on is left to wonder if the public is ready to accept policies directed at living less resource consumptive lifestyles. While other factors will impact the outcome of the election, if society fails to address environmental concerns everyday life could become more difficult as massive fires, heat waves, droughts and storms intensify as predicted.

Sunset Strip, Glam/Rock legend Taime Downe has been around the block more than once. The band Faster Pussycat was formed in Hollywood, CA during the Glam metal boom of the mid 1980s. Having sold almost three million albums worldwide (before the internet) The name Faster Pussycat has become synonymous with fun, sleezy and downright dirty party music not unlike Guns n Roses and AC/DC. Today we catch up with the FP frontman for a quick chat just before the Rockford show at District on Saturday, August 17th. Read on!
RRI: Hey Taime, what’s up?
Taime Downe: I’m out on my morning walk trying to get my steps in. I usually do this earlier but I stayed up late watching TV with my girl.
RRI: You guys are taking off soon for another tour run in a few days.
TD: Yeah, we are going out for another two-week run. We recently got a new agent that likes to split things up so it gets kooky sometimes! We prefer to be working though.
RRI: You guys will here in Rockford on the 17th of August at The District downtown. Faster was here not long ago, correct?
huh? Not far from us.
TD: Yeah, I did for a little over a year. I was in a band called Pigface in Chicago. It was 1994.
RRI: That was a bit of a different direction musically huh? Grunge had just come out, yadda, yadda.
TD: Well, It was just something to do, something different. I mean, I had to. I created Faster and did that but the whole scene just tanked you know? We were out on the road for the “Whipped” tour and Elektra Records had just fired half of their staff. We were going into places like Detroit, Chicago and we didn’t even have label reps! When we started in 1987 we were a new band and we met everybody. Every Rep was there to meet us and party. Taking us to dinner, hitting the strip club and doing that and doing this. By the time “Whipped” came out everyone was just gone.
RRI: You’ve had a couple health issues in recent years but are doing great and have been sober for over seven years now. No cigarettes or anything. Kudos to you brother!
TD: Yeah, I’m basically sober from cigarettes as I was never an alcoholic. It was mainly cigarettes and cocaine! (laughs) I
I still don’t go to bars anymore because I just don’t want to be around a bunch of people drinking, you know? I don’t crave it; I just don’t want to be a Debbie Downer.
RRI: You guys were in Australia not long ago. What was that like?
TD: Australia is great man. We were there in 2008 but hadn’t been back since. We were there with Wednesday 13 and some other bands. I just did a vocal on a Wednesday track last weekend. I did a background part on a song called “No apologies”. It sounds killer!
RRI: You guys were in Nashville, TN on the last run. I was just down there a couple of weeks ago and its’s so crazy what it’s turned into! People running around like ants in every direction!
TD: Ha, ha yeah, it’s like a zoo, so ridiculous. It’s like going to Dinseyland with all the people and everything. Too many tourists for me. It’s like walking down Hollywood Blvd. or something.
RRI: You’re writing a book now I hear?
TD: Yeah, and it’s taking forever. The guys I’m doing it with are great guys but they are in Sweden so it’s a matter of us doing stuff back and forth over “zoom” When they are out here, we get together but

TD: Greg was just up onstage with us at The Whiskey on July 20. So, I talk to Greg and I talk to Brent Muscat (former FP Guitarist). I sent Eric a birthday wish and he got back to me a few days later... I don’t know. Were all good but we really just don’t keep in touch like we should. Me and Greg talk all the time though.
RRI: Sometimes band members are all buddies and sometimes they aren’t. Was there a particular member of the original Faster Pussycat band that you considered to be a pal more so than maybe the others?
TD: I think it was Greg Steele. Him and I did most of the stuff together from the beginning. We were all pretty tight though. I still deal with Greg on the old FP publishing and stuff.
RRI: What’s on your turn table lately? What have you been listening to?
TD: Old shit (laughs) If it’s good, it’s good!
RRI: What else do you do for fun?
TD: Riding motorcycles. Gilby Clarke (ex Guns N’ Roses guitarist) is one of my die-hard riding friends. We also use his recording studio.

Rockford 815 Day is held annually on August 15 and aims to showcase the things that make Rockford great with fun and interactive experiences throughout the city. Rockford Day invites local businesses, agencies, and other organizations to join in the celebration by offering Rockford Day themed specials, discounts and events across the city and surrounding communities. The kickoff celebration will take place at Midway Village Museum at 8:15 a.m. with remarks from Mayor Tom McNamara and celebration of the museum’s 50th anniversary

Celebrating Favorite Decades is the theme for this exciting lineup of performances, starting with Live Mexican Style Wrestling, youth DJs from the Rock & Roll Institute, and the Mosaico Cultural dance group Main acts include Grupo Al Tiro and Banda Venenosa. Music will span different Latin styles from '80s and '90s Spanish rock and pop to tropical sounds and traditional Mexican genres. Attendees can also enjoy food, vendors, dancing, and family fun. The event is free and lasts from 2 - 8 p.m.
